TYRE, Lebanon (AFP) - An earthquake measuring 5.0 on the open-ended Richter scale rocked Lebanon on Friday, injuring 10 people and sending panicked residents out into the streets in the south of the country. The quake, which was also felt across the border in Israel and in the Gaza Strip, caused damage in a number of villages in southern Lebanon while buildings shook in the capital Beirut.In the southern coastal city of Tyre, residents ran toward the seashore and began reciting verses of the Koran after the tremor struck, an AFP correspondent said.Lebanon's National Centre for Scientific Research said the quake had an intensity of 5.0 on the Richter scale, with its epicentre located 17 kilometres (10 miles) northeast of Tyre, adding that 10 people were slightly injured.

We expect another quake of similar magnitude or stronger in the next 24 hours, said centre director Mouin Hamzeh.The tremor -- the second in the region this week -- hit at around 1030 GMT.Several abandoned homes collapsed and some buildings suffered cracked walls and balconies, Hamzeh told AFP.Local television said some villages in the south experienced power cuts. The chimney on one building in Tyre came tumbling down, crushing several vehicles.Israeli media reports said the quake was also felt in the central part of the country and in the Gaza Strip, without any initial reports of injuries or property damage.Seismology experts in Israel warn of a major earthquake within years because of a major faultline in the region.Another tremor measuring about 4.0 on the open-ended Richter scale struck Lebanon on February 12 and was also felt in Israel. Its epicentre was six kilometres (four miles) east of Tyre.The last earthquake of such magnitude to shake the country took place in 2001with its epicentre in the Bekaa region of eastern Lebanon

PRATTVILLE, Ala. - Rescue crews searched door-to-door for people trapped in wreckage after a tornado crashed through town, part of a wild weekend of weather that also included rain, snow and flooding in the Midwest. No fatalities were immediately reported in Prattville, outside Montgomery, but two people were critically injured, said Fire Department official Dallis Johnson.Twenty-seven people had minor injuries, officials said. About 200 homes were damaged or destroyed. A curfew began as darkness fell Sunday.A 35-bed mobile hospital unit was set up outside a Kmart to treat victims with minor to moderate injuries so that hospitals could take those with serious injuries, Dr. Steve Allen said.Toppled utility poles and storm debris littered the area. Shelters opened at churches, and school buses shuttled storm victims out of the stricken area to the city center.David Shoupe, 18, assistant manager at Palm Beach Tan, said he and a co-worker barely made it into a laundry room before the roof fell in and the wind tossed shopping carts aloft.

Soon as we turned the corner, the roof collapsed everywhere except the laundry room, Shoupe said, standing beside his car, which had its front windshield cracked by debris and the other windows shattered.About 9,000 homes and businesses lost power in Prattville. The tornado was part of storms that swept across the South, damaging homes elsewhere in Alabama, Georgia and the Florida Panhandle.A tornado destroyed four homes in Escambia County, Fla. About 60 other homes, businesses and storage buildings were damaged to varying degrees, county spokeswoman Sonya Daniel said. Inspectors were headed to survey the damage Monday.Residents hustled to clear debris, cover broken windows and spread tarpaulins on roofs. Across the border in Escambia County, Ala., two houses were destroyed by a possible tornado in rural Dixie, the Weather Service said.The storm damaged some structures in Covington County, Ala., and toppled trees, said Jeremie Shaffer, assistant director of the county emergency management agency.Ten people were injured in Georgia, including eight in Crawford County, said Buss Weiss, spokesman for the Georgia Emergency Management Agency. Two victims were in critical condition.At least 14 homes — including 13 mobile homes — were destroyed, according to preliminary information released Monday by the Georgia agency.Freezing rain and snow fell across the southern two-thirds of Wisconsin, still weary from a major snowstorm that stranded hundreds of motorists and snarled travel for days.Numerous crashes were reported, and authorities urged people to stay off roads. The severe weather in the South comes on the heels of a tornado outbreak this month that killed more than 50 people in several states, including Alabama. ANTANANARIVO (Reuters) - At least 11 people are thought to have died after Madagascar was hit by Cyclone Ivan, a senior humanitarian official said on Monday, and the storm is also threatening Mozambique.Ivan, one of the largest cyclones ever to hit Madagascar, was packing winds of more than 125 mph (200 kph) when it hit the Indian Ocean island's east coast, causing the collapse of a hotel where nine people were sheltering.One of the victims called her father in Antananarivo on Sunday at 0830 (0530 GMT). Since then we have heard nothing, Jean Rakotomalala, executive secretary of the National Office of Disasters and Risk Management, told journalists.His office later confirmed two more deaths in another district.Rakotomalala said he had been unable to contact eight eastern districts, while strong rain hit the entire country, prompting fears of flooding also in the capital, Antananarivo.

Cyclone Ivan is one of the strongest storms to have hit the Big Island, he said.Last year, six cyclones killed 150 people on Madagascar, destroying homes and crops in the island's worst season on record.The world's fourth largest island is prone to frequent cyclones and tropical storms. This season's first cyclone, Cyclone Fame, killed at least 13 people.Madagascar is the world's largest producer of vanilla and 85 percent of its population were living on less than $2 per day in 2005, according to official data.

Heavy snowfall, ice wreak havoc in Greece, Turkey

ATHENS (Reuters) - Heavy snowfall and freezing temperatures shut down schools, paralyzed traffic and grounded airplanes in Greece and Turkey on Monday.Athens was covered in several centimeters of snow and the outskirts were cut off due to heavy snow and ice on the roads following two days of snowfall.The Acropolis was also covered by a layer of snow, basking in the morning sunshine as temperatures hovered around freezing.Officials said Athens International Airport struggled to stay open. Since midnight, only three flights managed to land and one to take off due to icy conditions while dozens of cancellations were expected throughout Monday.Many shops, offices and businesses remained closed for the day with only a handful of pedestrians walking the streets of the city centre as cars needed snow chains.In Turkey, where snowfall and subzero temperatures forced the closure of schools and universities across much of the country, the Bosphorus strait in Istanbul was closed to transit shipping in the north-south direction since Sunday morning, the coast guard said.The strait is the only navigable waterway between the oil-shipping ports on the Black Sea and the Aegean.

BEIJING (AFP) - Freezing weather has again swept through southern China, leaving 180,000 people stranded and causing power outages, just as the region was recovering from the last cold snap, state press said Monday.The latest cold weather has taken a severe toll in mountainous Yunnan province, where heavy snowfalls since Thursday have caused huge problems, the China Daily said.Eighty percent of the two million residents in Qujing city remain without electricity due to the combined impacts of the most recent cold snap and the ferocious weather that first hit southern China in early January.The snowfalls over the past few days have also blocked 14,000 kilometres (8,700 miles) of roads in Yunnan, a prime reason behind the large number of people stranded, the China Daily said, citing provincial transport authorities.In Qujing, the second biggest city in Yunnan, six highways have been closed while 42 bus routes have been cancelled, according to the paper.Yunnan was one of the areas hit hard by the cold snap in January and early February, which was the worst winter weather seen in the region in more than 50 years.

The weather led to the deaths of at least 107 people and caused more than 15 billion dollars in economic losses, according to official figures released last week.Ice and snowfalls crippled power and transport networks, with authorities admitting they were unprepared for the ferocity of the weather.

PRATTVILLE, Ala. - The mayor of a town near Montgomery, Ala., says a tornado has destroyed numerous homes and may have trapped victims in the wreckage. Almost 1,000 dead from cold snap in Afghanistan

KABUL (AFP) - Nearly 1,000 people have died in heavy snowstorms and severe cold during the harshest winter to hit Afghanistan in 30 years, the disaster authority said Saturday.More 130,000 livestock have also died and hundreds of homes destroyed or damaged by the heavy snowfalls, an official at the National Disaster Management Authorities said.Now we know that 926 people have been killed. Over 200 other people have been wounded in cold and other related incidents such as avalanches and snowstorms, said Ahmad Shkeb Hamraz.Authorities last week reported 760 people had died from the cold and Hamraz said dozens had their hands or toes amputated due to frostbite.More than half of the casualties were reported from the hard-hit western province of Herat and surrounding regions, he added.Authorities said earlier that nearly half the villages in western Afghanistan had been cut off from major cities due to heavy snowfalls, which were two metres deep in some areas.

City crews to focus on snow removal Fri Feb 15, 10:50 AM

TORONTO (CBC) - After four major winter storms this month - and another one predicted for Sunday - the city says it is mounting a major effort to get rid of the snow clogging the streets.Mayor David Miller says city crews will attack the hills of snow that have piled up through the month in order to make the city safe for pedestrians and disabled residents.Keeping the city safe is the priority of this work, said Mayor Miller in a news release Friday. We are asking residents to help us make this important operation a success. The nature of some of Toronto's older areas now makes removal of the snow a necessity.Emergency vehicles, garbage and recycling trucks have been stymied as they try to move through the narrower streets of the former cities of Toronto, East York and York. Parked cars have been a problem on many streets. Residents will be asked to get their cars off the streets so the removal crews can clean up the snow. In some cases, vehicles that remain on the street will be given a friendly tow to a new location, the city said. The snow removal plan is to be completed within 10 to 14 days. But another storm is forecast to hit the city on Sunday, and that will probably divert the crews back to their regular jobs of plowing and salting.

BRISBANE, Australia - Residents were warned to be on the lookout for marauding crocodiles Friday after a monsoon storm left a northern Australian city flooded and forced the evacuation of up to 1,000 people. Mackay, a mining and sugarcane farming town in Queensland, was pelted with twice its monthly average of rain in 24 hours, meteorologists said, leaving streets and houses awash under muddy water. State officials declared the city a disaster zone and warned people not to venture out into the floodwaters and began evacuating residents to higher ground. No one should try to drive through, walk or swim in floodwaters as it is too dangerous, said Queensland Emergency Services Minister Neil Roberts. Among the dangers was the possibility crocodiles that normally live in rivers and estuaries in the area would be swimming through the floodwaters, said state Environmental Protection Agency official Joe Adair. Anyone who spots one of the giant reptiles should stay away from it, he said.

If they become close to a crocodile (they should not) chase it or provoke it because they will lose, Adair said. Prime Minister Kevin Rudd promised federal assistance to those affected by the floods. Weather bureau senior meteorologist Vikash Prasad said 625 millimetres of rain fell in the 24 hours to Monday morning - twice the monthly average for Mackay - and more was coming down. Emergency services manager Kevin Pagano said four evacuation centres had been set up in schools in the area and were preparing to cater to up to 1,000 people. Once almost extinct, saltwater crocodiles that regularly grow to around five metres in length have become more common in waterways in Australia's tropical north since a hunting ban was imposed in the 1970s. Attacks on humans are rare.

Gunman kills 5, then himself at Illinois college

Dekalb, Ill., Reuters - A black-clad man fired into a lecture hall packed with students at an Illinois university on Thursday, killing five people and wounding 18 before shooting himself dead, police and college officials said.The gunman, who police said had a shotgun and two handguns, stepped onto the lecturer's stage near the end of a mid-afternoon geology class at Northern Illinois University and began shooting down the room, sending terrified and bleeding students fleeing, witnesses said. He then shot himself on the same stage.Police on the 25,000-student college 65 miles (104 km) west of Chicago said the gunman was a former student but they did not publicly identify him and said they did not know the motive in the latest in a series of shootings at US colleges and high schools.

University President John Peters said there had been a very brief rapid fire assault that ended with the gunman taking his own life. He said those killed by the gunman were all students -- four women and one man -- and that 4 were in critical condition in hospitals. The instructor teaching the class survived, he said.I ducked behind the seats and ran out the door, student Zach Seward told the local Daily Chronicle newspaper.As I was running, I just kept waiting for something to hit me in the back. I didn't know where to run, tried to decide where it's safe to be, and there isn't anywhere safe.

Peters said the gunman was a sociology major who last attended classes as a graduate student in the spring of 2007 and who may have since enrolled at a different college. He said he had no police record or previous contact with police.One student told local radio that roughly 140 students were in the classroom when the man opened fire. Ambulances swarmed onto the snow-covered campus and classes were canceled for the rest of the day and Thursday.Some girl got hit in the eye, a guy got hit in the leg, George Gaynor, a student who was in the hall told the Northern Star, the student newspaper on the campus.Kristina Balluff, a student, said the gunman was dressed in black pants and had fired randomly from the raised classroom stage.I looked at this girl next to me and actually said, is this real? I think the professor ... ducked out of the way.Mass shootings are not rare in the United States, where gun control is less strict than in many countries and where the gun-ownership lobby is politically influential.A university in Blacksburg, Virginia, Virginia Tech, became the site of the deadliest shooting rampage in modern US history in April last year when a gunman killed 32 people and himself.Last week, a nursing student shot dead two women and killed herself in front of horrified classmates at a college in Louisiana.In December, a threat was found scrawled on a wall at Northern Illinois University referring to the Virginia shooting and threatening similar violence, but officials said they had no reason to link that to Wednesday's incident.

BRUSSELS, Belgium - The European Union gave the final approval Saturday for the deployment of a 1,800-member policing and administration mission in Kosovo. The decision comes just before the province's ethnic Albanian leadership is expected to declare independence from Serbia, possibly on Sunday.No EU nations objected to the mission, which will take four months to put in place, and is designed to help build a police, justice and customs system for Kosovo free of political interference.The force will include 700 police officers for patrols and who are trained in crowd and riot control. Judges, prosecutors and other legal experts would be sent to offer training and for administrative work.Although Kosovo is technically part of Serbia, the impoverished province of two million people has been administered by the United Nations since a brief war in 1999. The EU force will replace the U.N. mission now in Kosovo.Officials said earlier this week that the EU force could grow to more than 2,000 people besides 1,000 other non-EU experts from the United States and other countries.

Serbia and Russia are against the EU mission, arguing it has no legal authority from the United Nations to deploy. The two also oppose independence for Kosovo, saying international borders can only be changed with the agreement of all parties involved.Cyprus lifted its threat to block the mission last week but along with other EU nations like Spain, Romania, Greece, remains opposed to recognizing the independence of Kosovo.EU Foreign ministers will hold talks on Monday to try to forge a common stance on Kosovo. Bigger states like Britain, France and Germany are expected to move quickly alongside the United States to recognize Pristina's sovereignty.In a legal text published Saturday, the EU said the mission, EU-LEX, will assist the Kosovo institutions, judicial authorities and law enforcement agencies in their progress toward sustainability and accountability.It added that the EU's administrative tasks would help in further developing and strengthening an independent multiethnic justice system and multiethnic police and customs service ... free from political interference.

PRISTINA, Serbia (Reuters) - Europe's biggest states said they were recognizing the independence of Kosovo on Monday, ending hours of suspense after Prime Minister Hashim Thaci assured his new republic of swift Western recognition. France was first to announce its move after an EU foreign ministers' meeting in Brussels, a great relief for Pristina.Germany said 17 of the European Union's 27 members had decided on quick recognition of the province that broke away from Serbia on Sunday after nearly nine years under U.N. administration.

Paris.France’s President Nicolas Sarkozy plans to create an elite defence group of the EU’s six biggest member states once the Lisbon treaty comes into force next year, European Voice informed.
The alliance of France, the UK, Germany, Spain, Italy and Poland would pledge a minimum level of defence spending and promise to improve their military capabilities as well as work together on military co-operation projects including common defence equipment procurement and forming a 60,000- strong intervention force. They could also co-operate on military infrastructure projects including intelligence-gathering satellites and missile defence.
The plan is to launch the group next year once the Lisbon treaty has been ratified, using a provision for permanent structured co-operation in defence, which was originally agreed in 2004 as part of the EU constitution. Although the constitution was later rejected by referenda in the Netherlands and France, the clause that made this form of co-operation possible was kept in the Lisbon treaty.

Patricia Hewitt, the former Health Secretary, is on course to become Britain's first woman Commissioner in Brussels after winning Cabinet backing to succeed Peter Mandelson. Mr Mandelson announced last year he will step down after one five year term as trade commissioner in Brussels. There are now rumours that he could stay in Brussels to work for his friend and former boss Tony Blair, if the ex-Prime Minister becomes the first permanent EU President.Others said to have been in the frame included Geoff Hoon, the Chief Whip who is a former MEP, Defence Secretary and Europe minister, and Charles Clarke, the former Home and Education Secretary. Mr Hoon is said not to be interested in a return to Europe at this stage in his career while Mr Clarke has blotted his copybook in the eyes of the Brownites with several outbursts against the Prime Minister. One Labour source said Miss Hewitt's pre-Christmas visit to Brussels was part of a clear pitch to win over MEPs in advance of formal hearings. It was obvious she was not here just to talk about a Europe election manifesto. She could not and did not hide her ambitions to be Britain's next Commissioner, said a Labour source. Formal announcements about Commission candidates are not expected until early next year but political jockeying has begun in many European capitals because most of the present Brussels incumbents are standing down.The new Commission will be installed in November 2009. Officials say the facility's opening of the integration test bed marks a major milestone for the multiyear NATO project aimed at protecting forces from missile attacks while deployed on operations, NATO reported.The facility, run by NATO's Active Layered Theater Ballistic Missile Defense Program Office, will test the designs for NATO systems that will allow European and U.S. missile defense technologies to work together to protect forces against short- and medium-range ballistic missiles. In January the facility conducted tests with Dutch and U.S. facilities and successfully countered a simulated ballistic missile attack against NATO forces, nine months ahead of schedule.

The test bed is the linchpin of the project, Peter Flory, NATO assistant secretary general for defense investment, said in a statement. It allows us to determine whether we actually can get the different components to work together, and work together rapidly enough to counter one or several missile attacks.The fact that we were able to get it connected to NATO nations for experiments nine months ahead of schedule is very good news for NATO. It is even more unbalanced than previous papers, Barnier said. Iran suggested on Tuesday that a new Parliament be formed to group much of the Middle East and Southern Asia, operating much like the 27-nation European Parliament does today.The announcement, the first of its kind by a senior Iranian official, was made by the country’s Prosecutor-General Qorban-Ali Dorri Najafabadi. His remarks were carried by the official news agency IRNA and other state media.Speaking at a conference dubbed 'Building a Confident Future for Southwest Asia', Dorri Najafabadi also urged states situated next to the Persian Gulf to draw up a joint defence plan.

If a powerful bloc was formed in the region, the foreigners would never dare to interfere in the region’s affairs, and we would not witness problems such as those currently existing in Iraq, Lebanon and Palestine, he said.He called for more judicial cooperation among states in the region – a controversial call given the Islamic Republic’s strict interpretation of Sharia Law.The radical Shiite cleric proposed that a unified regional parliament be formed to meet the interests of all countries in the region.Southwest Asia is generally considered to include Iran, Iraq, Saudi Arabia, and Turkey. MOSCOW (AP) - Russia could aim nuclear missiles at Ukraine if the former Soviet republic joins NATO and accepts the deployment of anti-missile defenses on its territory, President Vladimir Putin said. It was Putin's strongest warning to date against Kyiv's efforts to join the Western alliance. Speaking Tuesday at a news conference in Moscow after holding four hours of talks with Ukrainian President Viktor Yushchenko, Putin said that Ukraine's aspirations to join NATO would restrict its sovereignty. That of course is Ukraine's internal process ... and we don't have the right, and we won't, interfere in this process, Putin said. But that raises the question for Russia of the need for retaliatory actions.It's frightening not just to talk about, but even to think about, that in response to such deployment, the possibility of such deployments - and one can't theoretically exclude these deployments - that Russia will have to point its warheads at Ukrainian territory, he said.

Yushchenko responded by saying that Ukraine has the right to form its own foreign and defense policies, and noted that the Ukrainian constitution does not allow for the deployment of foreign bases on its territory. You understand well that everything that Ukraine does in this direction is not in any way directed at any third country, including Russia, Yushchenko said. Despite NATO's repeated reassurances, Russia has long been concerned about the Western military alliance's expansion into the former Soviet republics of Estonia, Latvia and Lithuania, as well as former Soviet bloc countries. NATO membership is a highly controversial issue in Ukraine, where opinion polls show that over half of the country opposes it. Russia's Black Sea naval fleet shares a home port with the Ukrainian fleet. Yushchenko has declared joining NATO a priority, and last month, Yushchenko, Prime Minister Yulia Tymoshenko and the country's parliament speaker signed a formal request asking NATO to consider Ukraine's bid for the Membership Action Plan at its meeting in Romania in early April. Putin has said Russia could aim missiles toward prospective missile defense sites and deploy missiles in the Baltic Sea region of Kaliningrad if Washington pushes ahead with its plans. In Kyiv, some politicians reacted strongly to Putin's threat. If he is afraid, then fear will prevent him from taking ill-considered steps against Ukraine, said former Defense Minister Anatoly Grytsenko, who is a senior member of Yushchenko's party. Kyiv-based political analyst Oleksiy Haran said Putin's bellicose comments smacked of Cold War rhetoric. This statement was made in the spirit of Cold War, Haran said. He said that while Putin's comments were aimed at stirring up anti-NATO sentiment in Ukraine, Putin also could have a domestic audience in mind in the run-up to Russia's presidential vote on March 2. GAZA CITY, Gaza Strip - A powerful blast went off at the house of a senior Islamic Jihad activist Friday, killing him and five others, medics and a spokesman for the group said. At least 40 people were hurt, including nine who were in critical condition, Health Ministry official Moawiya Hassanain said.Witnesses said the three-story home of Ayman Atallah Fayed was flattened by the blast, and that six nearby homes were badly damaged.Islamic Jihad claimed Israeli warplanes hit the house in an airstrike, but Hamas police said the cause of the blast was not clear.Islamic Jihad said Fayed was among the dead, and that the group would carry out reprisal attacks against Israel.Fayed was a senior member of the Islamic Jihad military wing. TEHRAN (AFP) - Iran's Revolutionary Guards on Monday predicted Hezbollah would destroy Israel, in a new verbal onslaught against the Jewish state after the murder of a top commander of Lebanon's Shiite militant group. In the near future, we will witness the destruction of Israel, the aggressor, this cancerous microbe Israel, at the able hands of the soldiers of the community of Hezbollah, the ideological force's commander, Mohammad Ali Jafari, was quoted by the Fars news agency as saying.Jafari's comments came in a condolence message to Hezbollah chief Hassan Nasrallah after the murder last week in Damascus of top commander Imad Mughnieh, who has been blamed for a string of anti militant attacks on US and Jewish intrests.With the martyrdom of this true Muslim, the intentions of all revolutionary and combatant Muslims, especially the comrades of this dear martyr, will without doubt become firmer against the Zionist regime, Jafari said.Iran's supreme leader Ayatollah Ali Khamenei has already blamed Israel for killing Mughnieh, hailing him as a great man whose his death would serve to increase resistance against the Jewish state.

In a sign of Iran's respect for Mughnieh, Foreign Minister Manouchehr Mottaki attended his funeral in the Shiite suburbs of Beirut on Thursday and gave a speech.The Islamic republic has a longstanding policy of non-recognition of Israel but its rhetoric against the Jewish state has sharpened during the presidency of Mahmoud Ahmadinejad.Ahmadinejad has provoked international outrage by repeatedly predicting that Israel is doomed to disappear. He also courted more controversy by playing down the scale of the Holocaust.Iran insists its position is in no way anti-Semitic but anti-Zionist, pointing to the continued existence in the country of the largest Jewish community in the Middle East after Israel.

Mughnieh, who was killed in a car bombing in Damascus on Tuesday, was suspected of masterminding the abduction of Western hostages in Lebanon in the 1980s and of the 1992 bombing of the Israeli embassy in Buenos Aires that killed 29 people.He was also linked to the bombing of the US marine barracks at Beirut airport in 1983, in which 241 American servicemen died and the hijacking of TWA Flight 847 in 1985, in which a US navy diver was killed.Israel, while welcoming the death of Mughnieh, has denied any link to his murder. Meanwhile, the US intelligence chief has publicly suggested that internal elements in Syria or even Hezbollah could be to blame.

Decline of the dollar - Euros Accepted signs pop up in New York City FEB 15,08

In the latest example that the U.S. dollar just ain't what it used to be, some shops in New York City have begun accepting euros and other foreign currency as payment for merchandise.We had decided that money is money and we'll take it and just do the exchange whenever we can with our bank, Robert Chu, owner of East Village Wines, told Reuters television.The increasingly weak U.S. dollar, once considered the king among currencies, has brought waves of European tourists to New York with money to burn and looking to take advantage of hugely favorable exchange rates.We didn't realize we would take so much in and there were that many people traveling or having euros to bring in. But some days, you'd be surprised at how many euros you get, Chu said.

Now we have to get familiar with other currencies and the (British) pound and the Canadian dollars we take, he said.While shops in many U.S. towns on the Canadian border have long accepted Canadian currency and some stores on the Texas-Mexico border take pesos, the acceptance of foreign money in Manhattan was unheard of until recently.Not far from Chu's downtown wine emporium, Billy Leroy of Billy's Antiques & Props said the vast numbers of Europeans shopping in the neighborhood got him thinking, My God, I should take euros in at the store.Leroy doesn't even bother to exchange them.I'm happy if I take in 200 euros, because what I do is keep them, he said. Human ID Chips Get Under My Skin FEB 15,08

While it's easy to reject the notion of placing little ID chips inside humans as an ominous Orwellian invasion of individual rights, I suspect it's inevitable that in my lifetime we will all have some kind of computerized implants. My problem is not with the technology, known as chipping, or with the companies that sell it. My concern stems from my lack of trust in institutions and lack of belief that the technology will be forever restricted to beneficial, socially acceptable uses.Chipping involves implanting a transponder chip below the skin for identification purposes. VeriChip (CHIP), the one company that has gained FDA clearance to perform this procedure, has emerged as the process's leading advocate. The implant procedure itself is simple and mostly painless, accomplished in a doctor's office in a matter of seconds.

Generally speaking, the only data stored on the chip is a 16-digit ID number that cross-references to a record in VeriChip's database. Nevertheless the chip raises a number of troubling concerns:

Health. Before diving into privacy and security concerns, it is worth noting recent reports indicate implanted chips may have caused tumors in small lab animals, and therefore may be equally dangerous for humans. I am not qualified to express an opinion on the subject other than to note the FDA has approved the device as safe. Evidence to the contrary will probably take years to accumulate, and at that point, a debate would be useless to those already afflicted.Privacy. Advocates of chipping often downplay privacy and security worries by stressing the chips merely contain a number rather than any actual personal information. However, that may be dangerous enough. A centralized numeric database storing information on a significant number of Americans begins to look a lot like a national ID card. But unlike an ID card safely stowed in a wallet, the numbers on these chips can potentially be read wirelessly by someone standing near you with an inexpensive handheld reader. Legislative attempts to establish a national ID, such as the REAL ID Act, have proven to be highly controversial. It would be a shame to have human chipping effectively short-circuit that debate and create a de facto national identification system.

Hacking and Misuse. I trust VeriChip, I guess. At least I have no reason not to trust them. But what about someone hacking into their databases? (Please don't tell me their security is absolutely foolproof—thanks to all the credit-card system breaches, we all know better.) All it would take is a careless employee to accidentally expose everyone's numbers to an ill-intentioned hacker. Since you can't reprogram chips already implanted, would we all need to have them physically swapped out whenever VeriChip's database was compromised? I also suspect it wouldn't be too hard to execute man-in-the-middle attacks that snag an individual's chip number for malicious use.

Consent. The leading candidates proposed for the initial rounds of chipping are people who are either unwilling or unable to give informed consent. While there have been a few actual instances of mandatory chipping—the Attorney General of Mexico forced his staff to get implants to gain access to a sensitive document room—most uses remain theoretical. For example, VeriChip has advocated chipping Alzheimer's patients as a way to help families find those sufferers who get lost.Scott Silverman, VeriChip's chairman, has proposed mandatory chipping of guest workers and immigrants. A hospital in Ontario plans to implant the chips in babies, and the U.S. Army is mulling a requirement for enlisted personnel. The elderly, immigrants, babies, low-ranking soldiers…these are not exactly the most powerful segments of U.S. society.Compare this to new technologies such as laser eye surgery and non-invasive heart procedures, where the wealthy and powerful typically benefit well before the lower rungs of the social ladder. I am inherently distrustful of technologies that start deployment at the bottom of the power pyramid.

Unintended Consequences. Once implanted, these chips, and the associated network of chip readers deployed to work with them, will be around for a long time. Let's give VeriChip, participating hospitals, and government agencies the benefit of the doubt about being ethical and well-intentioned organizations. But who knows which agencies might be given access to the database down the road as part of new policy initiatives. Congressmen are notorious for passing legislation requiring the government to exploit existing databases for new endeavors, such as targeting deadbeat dads or delinquent student loan holders through the IRS tax refund system.

I can think of countless initiatives that could be launched to make use of a sufficiently large group of chipped people: a universal college student ID system; chip readers in cars that would block drivers with unpaid parking tickets from using their vehicles; tracking people with a history of emotional disturbances; court-ordered chipping tied to domestic restraining orders; government monitoring of people found to have a high-risk profile through computer profiling; outfitting firearms with a radio-frequency identification (RFID) reader and requiring gun owners to be chipped to fire their weapon (like existing thumbprint locks).

Once a sufficient number of humans have had chips implanted, for whatever the reason, all bets on containing the technology are off. A responsible debate on human chipping would consider the extreme scenario—widespread mandatory implants—and not just focus on the initial socially acceptable proposals that target specific populations such as Alzheimer's patients, children, or convicts on work release programs.Reduced Expectations. Although there is no guarantee of privacy written explicitly into the Constitution, a century of court rulings has carved out some tenuous protections for Americans, most of which are based on the concept of expectation of privacy. A widely deployed system of human ID chips might very well erode that expectation, weakening everyone's shield against privacy intrusions.

As citizens, we need legal safeguards ensuring that any use of this technology adheres to publicly acceptable guidelines. At a minimum, any chipping must be truly voluntary rather than mandatory. But I am afraid this will be almost impossible to ensure without legislation such as that enacted by Wisconsin last year, barring all mandatory human chipping.Any potential privacy-busting technology such as this one must be introduced with substantive protections that far exceed ambiguous corporate pledges that boil down to Trust me. With all due respect, I'm afraid that I don't.

In a week in which Russia and China called for a treaty banning weapons in space, the Pentagon has announced it has orders from President Bush to shoot down a secret spy satellite - but the satellite in question is an American vessel, and its being targeted for destruction before it tumbles back to Earth next month and potentially spews a deadly chemical.The U.S. hasn't tried shooting a satellite since President Reagan's heyday, in 1985 (it succeeded). And Washington complained loudly, early last year, after China successfully completed its first such test, blasting one of its own old weather satellites to bits. The U.S. believes China's development and testing of such weapons is inconsistent with the spirit of cooperation that both countries aspire to in the civil space area, National Security Council spokesman Gordon Johndroe said at the time. We and other countries have expressed our concern regarding this action to the Chinese.But this time around, the U.S. is playing defense instead of offense. Pentagon officials say the 5,000-pound satellite will be taken out by a specially modified missile fired from a Navy warship. The satellite, launched in December 2006, never became operational. It is more than twice the weight of the 2,200-pound Chinese satellite, which spewed thousands of pieces of debris across a wide swath of space.

Based on modeling and analysis, our officials have high confidence that the engagement will be successful, the Pentagon said in a statement. As for when this engagement will occur, we will determine the optimal time, location, and geometry for a successful engagement based on a number of factors. The optimum time is likely to occur at the end of this month or in early March. The Lockheed-Martin satellite is carrying 1,000 pounds of hydrazine, a toxic fuel used to power thrusters that steer the satellite while in orbit. If the tank remains intact as the satellite falls to Earth - about half its weight is expected to survive re-entry - it could rupture and kill anyone nearby, U.S. officials say. But the satellite's projected landing area is 70% water, and there are other factors that undoubtedly influenced the decision to shoot down the satellite. The firing will allow the U.S. to test its fledgling anti-missile system, as well as signaling to other nations Washington's ability to down satellites 23 years after it conducted its last such test of that capability. One more bonus of blowing the thing up in space: it eliminates any danger of the top-secret technologies on board falling into the wrong hands should the satellite land in Iran, North Korea, or China.

What if the U.S. misses? Not to worry, says the Pentagon. In the event the engagement is not successful, all appropriate elements of the U.S. government are working together to explore options to mitigate the danger to humans and to ensure that all parties are properly prepared to respond, it said. In the unlikely event satellite pieces land in a populated area, people are strongly advised to avoid the impact area until trained hazardous materials teams are able to properly dispose of any remaining hydrazine.

WASHINGTON (Reuters) - Many of the government-supplied trailers housing thousands of people displaced by Hurricane Katrina contain potentially dangerous levels of the chemical formaldehyde, U.S. federal health officials said on Thursday. In some of these situations, the formaldehyde levels are high enough where there could be a health hazard to the people who are living there, U.S. Centers for Disease Control and Prevention Director Dr. Julie Gerberding said.Gerberding told reporters in New Orleans, which was devastated by the 2005 storm, and by telephone link that the CDC is urging the U.S. Federal Emergency Management Agency to get people out of the trailers as quickly as possible and certainly before the warm summer months arrive.Gerberding noted that the formaldehyde levels were found in the cooler months of December and January and that warmer temperatures tend to drive them higher.FEMA Administrator David Paulison said about 38,000 families remain in FEMA trailers and mobile homes, or about 114,000 people. He said more than 15,000 families had moved out since November, with 800 to 1,000 families moving out weekly.

Paulison said FEMA, whose response to the disaster has been criticized as slow and ineffective, will aim to get as many people out as we can by summer into different housing.Tens of thousands of people lost homes in Katrina in 2005 and many have been living for about two years in trailers bought by the government for temporary housing. Some residents have attributed health problems to formaldehyde exposure.The CDC conducted indoor air-quality tests for formaldehyde between December 21 and January 23, 2008 on a random sample of 519 travel trailers and mobile homes in Mississippi and Louisiana.Formaldehyde is a chemical used widely in the manufacture of building materials. It also is used in embalming fluid. It can irritate the skin, eyes, nose and throat, and high levels of exposure may cause some types of cancers.The CDC said average levels of formaldehyde in all the tested units was about 77 parts per billion (ppb). Long-term exposure to levels in this range is linked to elevated risk of cancer and as levels rise above this range, there can also be a risk of respiratory illness, the CDC said.The CDC said indoor air levels of formaldehyde commonly are far lower -- in the range of 10 to 20 ppb. Levels seen in the various units ranged from 3 ppb to 590 ppb, the CDC said.Gerberding said the CDC analysis did not answer whether the formaldehyde levels seen in the trailers actually caused the illnesses reported by some of the trailer residents.Hindsight is 20-20. We can look back and say, Yeah, maybe we should have did something differently. With the information we had, we thought we moved very quickly, Paulison said.

Paulison said FEMA will never again use travel trailers, which he called too small and made only for short-term use, to house people displaced by future disasters but may use mobile homes, which he said are built for longer term occupation.We are not housing experts. That's obvious. We should not be in the housing business, Paulison said. We didn't order travel trailers with extra formaldehyde.
