Putin-Medvedev duo could run Russia until 2033

MOSCOW (Reuters) - Russian President Vladimir Putin and his favored successor Dmitry Medvedev could take turns to run Russia for another quarter of a century, a senior Kremlin ally said in an interview published on Monday.Sergei Mironov, a Kremlin loyalist and the speaker of the Russian parliament's upper house, said Putin could become president again after a Medvedev term, serve two terms himself and then hand over once more to Medvedev.Neither Putin nor Medvedev have indicated they plan to be in government so far in the future, but the fact Mironov is floating the idea suggests Russia's ruling elite feels firmly entrenched in power and expects to remain there for many years.I will gaze a long way into the future, the Moskovsky Komsomolets newspaper quoted Mironov as saying. There could be a variety of scenarios. Vladimir Vladimirovich (Putin) could come back in 2012 (as president).

I think that by that time we will increase the head of state's term to five or seven years. If it is seven years and Vladimir Putin is elected to two consecutive terms, he will run the country for 14 years, that is from 2012 to 2026.And in 2026, it could be that Dmitry Anatolyevich (Medvedev) will once again return to the post of president, Mironov said. If Medvedev serves a single seven-year term from 2026, he would be in office until 2033.Russia's constitution bars a president from serving more than two consecutive terms in office but there is no limit on returning to the job after a break.Putin, 55, is to step down at the end of his second term in May. He has backed Medvedev, a 42-year-old first deputy prime minister who has worked alongside him since the 1990s, to win a presidential election set for March 2.

Most commentators say a Medvedev victory is a foregone conclusion. The endorsement from the popular Putin is expected to win over voters, and Medvedev's opponents in the election are trailing far behind in the opinion polls.Putin has said he is ready to serve as prime minister in a Medvedev administration and that he does not rule out returning to the presidency in 2012.The Kremlin's strength is based largely on a booming economy fuelled by high prices for Russia's main exports, oil and gas. In an indication of the Putin team's confidence in its own longevity, the government is drafting a strategy for social and economic development up to 2020.The Kremlin's critics say it has entrenched power by rigging elections and using its control of the bureaucracy and the biggest media outlets to sideline its opponents.Some analysts and opposition politicians say the ruling elite could lose its grip on power half way into the next presidential term if, as many observers predict, the economy stops delivering the rising spending power voters expect.(Editing by Diana Abdallah)

Bertie ahead of Tony Blair in race for EU presidency

He may be having trouble on the domestic front, but Taoiseach Bertie Ahern is still in the running for the coveted post of President of Europe.Though there is no shortage of candidates, a senior European figure has informed the Sunday Independent that there is a shortlist of three and, for now, Bertie is slightly ahead. As of now, the three favoured candidates are Bertie Ahern, Luxembourg PM Jean Claude Juncker and former British Prime Minister Tony Blair. Despite a rare display of public warmth to Mr Blair by the the new French President Nicholas Sarkozy, the influential former French president Giscard d'Estaing has put a dampner on the former British PM's chances.He said last week: Tony Blair cannot be president of Europe because the new President of Europe must come from a country which respects all its European commitments.

This of course would not rule out Mr Juncker, but as one source noted: Outside of speaking three languages, the only reason he is in the race is because he has been around for so long.Bertie Ahern, however, is highly respected on the world stage because of his Northern Ireland achievements and his negotiating skills.The Taoiseach may also be helped by the fact that whilst he is respected in America he is not open to the charges of being Bush's poodle that have dogged Blair.The various allegations Mr Ahern is facing in the Mahon tribunal may not seriously damage his chances either. A senior EU figure said: Europeans are rather more sophisticated about these issues. Half of the present council are under one form of investigation or another and nobody resigns.
However, if Mr Ahern really wants the EU Presidency he is going to have to tough it out this year as he would be in a much stronger position to get the job if he is appointed while serving as Taoiseach.The post will be created after the ratification of the Lisbon Treaty when the current system of a rotating six-month presidency will come to an end and the EU will be run centrally with the new President of Europe.- JOHN DRENNAN.

PRESIDENT BLAIR?

Nicolas Sarkozy's campaign to crown Tony Blair Europe's first President continues apace, despite grumbles from senior French political figures.Sarkozy has pushed this most European of Britons as the semi-permanent President demanded of the revised EU Constitution almost since he came to power in May. EURSOC initially believed that Sarko was using Blair as a bargaining tool, and would throw his weight behind whichever Belgian nonentity the anti-Blair camp supported in exchange for concessions in other areas. There definitely appeared to be some support for this theory in the French papers last week. However, we're beginning to think that Sarkozy is serious about the Presidency, and serious about Blair.

First, those complaints. Former French PM Edouard Balladur and former President Valéry Giscard-d'Estaing (who led the team drafting the original, rejected constitution) oppose Blair's candidacy because:

1. They believe Blair, and Britain, are semi-detached from mainstream European policy, such as membership of the Eurozone and,

2. They see him as being dangerously close to the US - something which troubled Gen Charles de Gaulle, when he vetoed Britain's application to join the Common Market.To be accepted by all, the president of the Union must come from a country... determined to build European independence, especially in defence and foreign affairs, wrote Balladur in Le Monde (translation: The Independent).

How could Mr Blair embody this ambition when, in the disastrous episode in Iraq, he always clung zealously to the views of the US or even incited them? Italy is also said to be opposed to a President Blair (though perhaps that's because former EU Commissioner and Italian PM Romano Prodi has an eye on the job himself). Smaller nations are wary of yet another stitch up by the EU's great powers. However, Sarkozy's proposition is reported to be popular in eastern and central Europe.With the exception of Paris, it seems the further away from Britain you travel, the more popular Blair's candidacy becomes.So what of the closeness to America - and the Iraq War? The invasion of Iraq sparked an intense wave of anti-Americanism in Europe and enjoyed very little support among Europeans. One poll suggested that fewer than one in ten Frenchmen supported the invasion, though anti-war protests in France were muted, perhaps thanks to then President Chirac's strong opposition to Tony Blair's line. If anyone in Paris had suggested Blair as EU President in 2003-2004, they would have been laughed out of town. Blair's fervent support for military action was viewed as distinctly un-European, un-French.

However, Sarkozy has a different approach. Praising multipolar world is all well and good, but in 2008 no-one gives a damn about you unless your nation is blessed with in-demand natural resources and/or packs a muscular military (and is unafraid to use it). Blair represents someone who knows the responsibilities of ordering the military into the field: Putting him in charge as a European military capacity is being pushed for (by none other than one N. Sarkozy) would be a stroke of genius.France gets Europe in a way few other countries do. The French were behind the development of the EU, and for years saw the European Union as a lens through which French power could be magnified. France's 2005 rejection of the European Constitution hurt: The EU's growth weakened France's grip. Sarkozy is keen to get France back in the driving seat of European policy.The European President's role is largely symbolic: Elected by a qualified majority of governments, he would serve a 30-month term and his role would involve some committee work and chairing of summits and meetings. Deadly dull, of course, and one of those grim Luxembourg time-servers who are ubiquitous in Brussels but don't even get recognised in their own countries, never mind on international television, would be ideal for the post.

Sarkozy has grander ambitions for the role. Any EU President would be expected to appear at international events, to represent Europe in Washington, Beijing and elsewhere. Choose a grey Eurocrat, and no-one's going to show for his arrival - it'll look like yet another stitch up by the colleagues. Someone like Jean-Claude Juncker (Luxembourg's PM, and a perennial federalist favourite for the Presidency) could serve his two-and-a-half years and few Europeans would notice.The thing about a new office is that the stature of the first occupant determines its grandeur in the public imagination.A faithful Belgian Eurocrat might be suited to the role, but the Presidency would then be forever associated with bureaucrats. Say what you like about Blair, but he's one of the few public figures who can claim instant recognition on the world stage. Blair is a heavy hitter: He would deliver instant credibility to the office, even if you disagree with his policies.

As a statement of France's plans for the office of European President, it couldn't be clearer. Sure, Blair disagrees with Sarkozy on many things: Common Agricultural Policy, Turkey, state intervention and ownership to name a few. But the President, at least initially, will have no influence on EU policy. His powers will, in the EU way, be made up as they go along. Moreover, Blair's job would be to lend the Presidency international stature until the next guy takes the post - a person we are willing to bet will be a Frenchman (or woman).

LONDON - Stocks fell sharply worldwide Monday following declines on Wall Street last week amid investor pessimism over the U.S. government's stimulus plan to prevent a recession. U.S. markets were closed for Martin Luther King Jr. Day, but the downbeat mood from last week's market declines there circled through Europe, Asia and the Americas. Britain's benchmark FTSE-100 slumped 5.5 percent to 5,578.20, France's CAC-40 Index tumbled 6.8 percent to 4,744.15, and Germany's blue-chip DAX 30 plunged 7.2 percent to 6,790.19.

In Asia, India's benchmark stock index tumbled 7.4 percent, while Hong Kong's blue-chip Hang Seng index plummeted 5.5 percent to 23,818.86, its biggest percentage drop since the Sept. 11, 2001, terror attacks.Canadian stocks fell as well, with the S&P/TSX composite index on the Toronto Stock Exchange down 4 percent in early afternoon trading. In Brazil, stocks plunged 6.9 percent on the main index of Sao Paulo's Bovespa exchange.Investors dumped shares because they were skeptical that an economic stimulus plan President Bush announced Friday would shore up the economy that has been battered by problems in its housing and credit markets. The plan, which requires approval by Congress, calls for about $145 billion worth of tax relief to encourage consumer spending.We've taken our lead from the Asian markets who have not been impressed by the U.S. There's debate if there's going to be a recession in the U.S. I don't think there's much chance of that though, said Richard Hunter an analyst at Hargreaves Lansdown Stockbrokers Ltd. in London.Concerns about the outlook for the U.S. economy, a major export market for Asian companies, has sent the region's markets sliding in 2008. Just last Wednesday, the Hang Seng index sank 5.4 percent.

I think the impact would be marginal anyway.Investors took cues from the negative reaction to the president's plan on Wall Street on Friday, when the Dow Jones industrial average slid 0.5 percent to 12,099.30, bringing its loss for the year so far to nearly 9 percent.Traders also have shrugged off assurances from Federal Reserve Chairman Ben Bernanke that the U.S. central bank is ready to act aggressively — which means a likely big interest rate cut later this month — to help the sagging economy.Some analysts predict that Asia won't suffer dramatically from a U.S. recession because increased trade and investment within Asia has made the region less reliant on the United States than in the past. In Tokyo trading, exporters got hit hard, partly because of the yen's recent strength against the dollar. Even if those markets recover, it will take sometime for the recovery to reach India because today's fall has been so drastic, said Jayant Pai, of the Mumbai investment company IL&FS Ltd. Still, Pai and others suggested that the declines could lead to a buying opportunity. The sell-off today takes us close to the bottom, she said. Since the start of the year, Japan's Nikkei index has declined 13 percent, while Hong Kong's blue-chip index is down more than 14 percent. Even China's Shanghai index — which nearly doubled last year — has fallen 6.6 percent over the same period and nearly 20 percent from its all-time closing high on Oct. 16. SYDNEY (Reuters) - A controversial play that depicts Jesus being seduced by Judas and conducting a gay marriage for two apostles has been condemned by church leaders ahead of its opening in Sydney. The Anglican Bishop of South Sydney, Robert Forsyth, expressed his outrage at the plot of Corpus Christi on Sunday, calling the play historical nonsense.It is deliberately, not innocently, offensive and they're obviously having a laugh about it, he told the Sun-Herald newspaper. JERUSALEM - Israel agreed Monday to diesel fuel and medicine into Gaza on a one-time basis, easing the blockade imposed because of a surge in Palestinian rocket attacks on southern Israel. The shift came after the Israeli prime minister said Gaza's residents can walk, without gas for their cars.Israel and Gaza's Hamas government were locked in a public relations battle over the depth of the hardship, and the U.N. warned that international food aid could be suspended by the end of the week. An angry Hamas TV announcer shouted that we are being killed, we are starving! and Palestinian leaders issued emotional pleas for national unity, while Israel accused Hamas of fabricating a crisis to gain world sympathy.Late Monday, Israel decided to allow some diesel fuel and medicine into Gaza on Tuesday.

As we have seen in the past couple of days, when they want to stop the rockets, they can, said the Israeli Foreign Ministry spokesman, Arye Mekel, confirming the decision.Gaza's power plant shut down late Sunday, plunging Gaza City into darkness, and gas stations and many bakeries stopped operating. BRUSSELS (Reuters) - The European Commission urged Israel on Monday to restart fuel supplies to Gaza and open border crossings, saying that Israel's blockade would worsen the situation on the ground and not help prevent attacks.I have made clear that I am against this collective punishment of the people of Gaza, EU External Relations Commissioner Benita Ferrero-Waldner said in a statement.I urge the Israeli authorities to restart fuel supplies and open the crossings for the passage of humanitarian and commercial supplies.Large parts of the Gaza Strip were plunged into darkness on Sunday when its main power plant shut down after Israel blocked fuel supplies in response to rocket attacks from Gaza.EU personnel help monitor the Rafah crossing point between the Gaza Strip and Egypt. EU-funded fuel for the Gaza power plant is being held in storage at the Nahal Oz crossing, awaiting Israel's decision on resuming supplies.

Ferrero-Waldner said the decision to close border crossings and stop fuel provision will exacerbate an already dire humanitarian situation in the Gaza Strip and risks escalating an already difficult situation on the ground.The Israeli blockade of the Gaza Strip, home to around 1.5 million people, has also stopped U.N. aid shipments that include food and other humanitarian supplies.
Neither the blockade nor the recent military strikes are able to prevent the rocket attacks. He expressed concern over the 'deteriorating humanitarian situation' in the Palestinian territory, while underscored the importance of the EU role in supporting peace talks. King Abdullah asked the EU to help pressure Israel to refrain from taking any measures that could hamper the peace process particularly the settlement activity, a royal court statement quoted the monarch as having told EU ambassadors in Jordan on Sunday. JERUSALEM - Israel launched an advanced spy satellite Monday that will be able to track events in Iran, the country it considers its top foe, even at night and in cloudy weather, defense officials said. The TECSAR satellite is of particular importance for Israel because it can be used to keep tabs on Iran's nuclear program, which the U.S. and Israel fear is a cover for pursuing nuclear weapons, they said.The satellite, developed by Israel Aerospace Industries, operates with a special radar system, allowing it to view much more than existing Ofek satellites that use cameras, the officials said on condition of anonymity because they were not authorized to talk to the press.Israel has backed U.S. efforts to get the international community to intensify sanctions against Tehran over its nuclear program. Iran insists its program is for power generation.The company confirmed the satellite launching in a statement.

The TECSAR is the first satellite of its kind developed in Israel, and ranks among the world's most advanced space systems, the statement said.The satellite includes an advanced imaging system based on synthetic aperture radar, or SAR, technology, the statement said.The development and launching cost tens of millions of dollars, the officials said. Within two weeks it will be possible to view pictures from the device, the officials said. Israeli and Indian experts cooperated to launch the satellite with an Indian rocket from southeastern India, IAI said.The satellite weighs some 660 pounds, the Israeli Haaretz newspaper reported, citing unnamed company officials.Israel currently operates a number of reconnaissance satellites, including Ofek 5 and Ofek 7, as well as several commercial satellites such as the Amos and EROS series, Haaretz said.

All quiet on EU front one month after Schengen

BERLIN (Reuters) - Fears that hordes of illegal immigrants would pour into the European Union once border controls for nine mostly Eastern European nations were abolished a month ago appear, at least for now, to have been unfounded.Governments in Germany, Austria, Poland and the Czech Republic surveyed by Reuters said there was no evidence of a rise in either illegal immigration or crime since the EU's Schengen zone was enlarged on December 21 -- although the EU's own border agency says it is too early to draw conclusions.There's been no new mass migration detected and the situation on a whole has been rather quiet, said Gabriele Hermani, a German Interior Ministry spokeswoman. She said there had been no notable increase in illegal immigration or crime.We're confident the reorganised federal police force (ex border patrol) will master the challenges, she said. Some 6,000 police operate in mobile patrols in a 30-km (18-mile) wide strip at the German frontier, randomly checking one in 2,000 vehicles.

The extension of the Schengen zone on December 21 to nine more nations created an area of passport-free travel of 24 countries spread over 4,000 km (2,500 miles) from Estonia to Portugal.The enlargement brought in Poland, Slovakia, Hungary, the Czech Republic, Slovenia, Malta, Latvia, Lithuania and Estonia.It is expected to boost business and tourism but brought accompanying fears of increased people-trafficking and crime.In Germany, where tabloid media and a police union fanned fears, the Interior Ministry said 564, most from Chechnya, were caught between December 21 and January 13. and sent back to Poland.It said many of those caught had already applied previously for asylum in Poland and had not entered the EU after December 21.German police unions said only a fraction of illegal immigrants were caught, warning the true number is far higher.But Interior Ministry officials said the numbers, which rose briefly in the final week of 2007, are similar to before enlargement. They said the fact that illegal immigrants were caught showed the system works.

AUSTRIA, POLAND, CZECH REPUBLIC SEE NO CHANGE

The issue has also stirred emotions in Austria. Tabloid newspapers raised worries of a massive increase in illegal migrants and asylum-seekers but broadsheet dailies, public television and other media called the fears groundless.Austrian Interior Minister Guenther Platter said he felt the debate had been hijacked for partisan politics.You have to take the public's fears very, very seriously, Platter told journalists. It's obviously a different situation when the border controls suddenly disappear. But I don't see more seeking asylum ... and I don't see an increase in crime.Figures from Poland's border agency headquarters show the number of illegal immigrants stopped on the EU frontiers under Polish jurisdiction -- with Russia, Belarus and Ukraine -- was down nearly 50 percent in the first three weeks after December 21.Too little time has passed to identify any particular trends, said Michal Parzyszek, a spokesman for the EU's external borders watchdog FRONTEX.My guess would be that if any surge has occurred, it would be between the nine new Schengen states and the previous members. Some immigrants could have been hiding in Poland before December 21 and are now trying to get to other parts of the EU.In Prague, police said that there had been no extraordinary changes since joining Schengen.

Czech officials did say, however, they had also intercepted a number of illegal immigrants from Chechnya. They were caught trying to travel from Poland to Austria via the Czech Republic.In Brussels, the European Commission said the expansion of the Schengen zone was working fine so far. In the vote, 52 of the 59 deputies present at the European parliament on Thursday voted in favour of the text, while the other seven abstained.Daniel Cohn-Bendit, the assembly Green leader, said the European parliament is sovereign and decides what it wants to decide.If we have to criticise the rights situation in Egypt or Guantanamo or anywhere else, we're going to do it. I couldn't care less what they think in the Egyptian capital.
Cairo anger

The resolution criticises Egypt over the status of religious minorities, alleged torture practices and the decades-long state of emergency.It also calls for the immediate release of jailed dissident Ayman Nur, who mounted an unprecedented campaign against Hosni Mubarak, Egypt's president, in the 2005 presidential elections. He was jailed for five years for fraud in a conviction widely seen as politically motivated. In Cairo, the foreign ministry summoned EU ambassadors to inform them of Egypt's complete rejection of a draft resolution over human rights in Egypt, a spokesman said.Hossam Zaki said the ministry will not accept any attempt by any country to comment on the human rights situation in Egypt, as it will not allow itself to lecture other countries over their domestic affairs.On Wednesday, the speaker of Egypt's parliament threatened to sever links with the European parliament if the resolution passed, the official Egyptian Middle East News Agency said. The People's Assembly [Egypt's lower house] will consider cutting ties with the European parliament... as long as it continues to use the language of commands and condescension, Fathi Surur told Mena, rejecting the draft text as a flagrant interference in Egypt's domestic affairs. He said the resolution threatened to harm the historic relationship between Egypt and Europe.

Emergency rule

International human rights groups have repeatedly expressed concern about human rights in Egypt, including continued crackdowns on political dissent. The resolution calls for the immediate release
of jailed dissident Ayman Nur [AFP] In December, the New York-based Human Rights Watch condemned a pattern of abuse made possible under Egypt's state of emergency, imposed in 1981 and in effect ever since. The state of emergency allows the interior ministry to detain and interrogate people without arrest warrants and to issue detention orders repeatedly for up to six months at a time without a hearing. The government is drafting a new counter-terrorism law to replace the emergency law, but observers have expressed concern that the new legislation will also restrict human rights. The resolution is likely to weigh heavily on a meeting in Cairo next week between Egyptian and European Commission officials, with human rights issues due to be discussed.
