Dozens killed, missing in Afghan snow storms

HERAT, Afghanistan (AFP) - At least 43 people have been killed in a remote western Afghanistan village after days of heavy snowfalls across the country, authorities said.I can confirm that 43 people have been killed in Ghoryan alone, Agha Mohammad Sidiqi, the head of the government's emergency response committee, told AFP, referring to a district in western Herat province. Their bodies have been recovered and most of them are shepherds. They died mostly in avalanches, Sidiqi said. Seventeen other people are missing in the same area, he added.The deaths brought to more than 70 the number of people killed by the freezing weather in several western provinces over the past week. Thousands of head of livestock have also died.Constant snowfalls, the heaviest in years, have blocked roads linking major cities to isolated villages, Sidiqi said. Most roads leading to districts and remote communities have been blocked and this has made it even more difficult to reach those communities to help them, he added.

Sunday evening, a significant storm will take shape as it heads from east of the Outer Banks to off the Mid-Atlantic Coast. Initially, this will mean a chilly rain over eastern Virginia, eastern Maryland, Delaware, south Jersey and southeast Pennsylvania. As the evening progresses, wet snow will develop over east-central Pennsylvania, the Poconos and north Jersey while rain changes to wet snow over central New Jersey. Any rain will quickly change to wet snow over New York City but be slow to transition over eastern Long Island. The precipitation will continue to spread northward Monday as the storm shifts to off the New England Coast. While Rhode Island and southeast Massachusetts deal with rain changing to snow, the Hudson Valley, Connecticut, the remainder of Massachusetts, Vermont, New Hampshire and Maine will see heavy snow develop from south to north Monday. Heavy wet snow with snowfall rates of 2 to 3 inches per hour will likely hit the zone from New York City and Connecticut to southern Maine. New York City could see over 6 inches of snow. Parts of southern New England, southern New Hampshire and southern Maine could see a least a foot of snow. As the storm passes by and eventually tracks into Nova Scotia, the rain will end as snow in the eastern Mid-Atlantic early Monday but the only significant accumulations in eastern Pennsylvania and New Jersey will be from Reading to Allentown to Trenton northward. The snow will end in New York City Monday morning, across southern New England and Boston Monday evening and across northern New England by early Tuesday. Of course the exact track of this storm will determine who gets what, and when, and the forecast details could change between now and Monday. VIENNA, Jan. 11 (Xinhua) -- The Lisbon Treaty, which brings a package of reforms to the gigantic European Union (EU), is likely to be ratified by Austrian Parliament, Austrian Chancellor Alfred Gusenbauer said Friday. Several political parties have voiced their support of the treaty, so there should be no problem getting it approved in parliament, Gusenbauer told reporters after a cabinet meeting. He also expressed his government's firm support for the treaty, which replaces the failed EU Constitution and would make EU decision-making more efficient. The government has the obligation to brief parliament and state councils on the treaty, so that they may get to know it better, he said.

Meanwhile, Austrian Foreign Minister Ursula Plassnik said the treaty is expected to be approved by parliament by mid-2008.
Learning from the lessons that some EU countries rejected the EU Constitution in referendums in 2005, the Austrian government and many other governments in the EU would not hold a referendum on the treaty. Instead they are seeking the approval of parliament. The Lisbon Treaty brings into force stronger and more united EU foreign policy, as well as more democratic central decision-making mechanisms. However, it leaves out articles from the previous constitution plan for a flag and an anthem for the 27-state bloc.

US President George W. Bush is changing the job title of the US ambassador to the European Union and naming him a special envoy to avoid having to request Senate confirmation. The White House announced Friday in Kuwait, where Bush was visiting, that C. Boyden Gray will serve as Bush's special envoy for European Union Affairs. Bush appointed Gray as ambassador to the European Union in January 2006, during a congressional recess, which precludes the necessity for Senate confirmation hearings. His appointment expired Dec. 31, the end of the congressional session that followed his appointment. In order that the United States may continue to benefit from his experience and expertise at a time of great importance in US-EU relations, the president has asked him to serve in this new role, the White House announcement said.

All parties campaigned up to the last minute

Taiwan's opposition nationalist Kuomintang (KMT) party has won a landslide victory in parliamentary polls, official results show.
The KMT, which wants closer ties with China, secured 72% of the seats in the 113-seat chamber, beating President Chen Shui-bian's party, the DPP. The independence-leaning president said he was shamed, resigning as chairman of the Democratic Progressive Party.
The elections are seen as a barometer for the presidential poll on 22 March. China regards Taiwan as a renegade province that should be reunified.

Referendums

With all the votes counted, the KMT secured 81 seats, Taiwan's election commission announced.

The DPP got 27 seats (24%), while smaller parties won five seats.

KMT presidential hopeful Ma Ying-jeou has called for change.A new voting system was also introduced whereby voters cast ballots for both a party and a particular candidate in their constituency. Seventy-three seats were contested by a total of 296 individual candidates representing 12 parties, while 34 seats were to be allocated on a party list system. A further six seats were reserved for ethnic minorities.

Two referendums were held alongside the legislative election.

The first asked voters to support legislation to force the KMT to return state assets the DPP says were illegally amassed during the 1950s, while the other, tabled by the KMT, called for action against corrupt officials.

Beijing quiet

BBC China analyst Shirong Chen says the two main parties concentrated on local issues and shied away from discussing China in the run-up to the vote, a tactic the Chinese government has also adopted. Beijing has learned from its past misadventures during Taiwanese polls that verbal warnings and missile tests would backfire in favour of candidates from the pro-independence DPP, our correspondent says. China has been focusing on getting countries like the US and France to oppose Taiwan's referendum on joining the UN, which will be held alongside the presidential election in March. China has also been persuading Taiwan's diplomatic allies to switch recognition from Taipei to Beijing, prompting the Taiwanese foreign minister to make a futile trip to Malawi to consolidate bilateral ties.

The puzzling site in Syria that Israeli jets bombed in September grew more curious on Friday with the release of a satellite photograph showing new construction there that resembles the site’s former main building.New construction at a disputed Syrian site that Israeli and American analysts judged to be a partially built nuclear reactor. Israel’s air attack was directed against what Israeli and American intelligence analysts had judged to be a partly constructed nuclear reactor. The Syrians vigorously denied the atomic claim. Before the attack, satellite imagery showed a tall, square building there measuring about 150 feet long per side.

After the attack, the Syrians wiped the area clean, with some analysis calling the speed of the cleanup a tacit admission of guilt. The barren site is on the eastern bank of the Euphrates, 90 miles north of the Iraqi border.The image released Friday came from a private company, DigitalGlobe, in Longmont, Colo. It shows a tall, square building under construction that appears to closely resemble the original structure, with the exception that the roof is vaulted instead of flat. The photo was taken from space on Wednesday.Given the international uproar that unfolded after the bombing, we can assume it’s not a reactor, said David Albright, president of the Institute for Science and International Security, a private group in Washington that has analyzed the Syrian site.

If international inspectors eventually get to the site, he added, they will have a more difficult time looking for nuclear evidence. The new building, he noted, covers whatever remained of the destroyed one.Skeptics have criticized the nuclear accusation, saying the public evidence that has so far come to light was ambiguous at best. They noted, for instance, that at the time of the attack the site had no obvious barbed wire or air defenses that would normally ring a sensitive military facility.The International Atomic Energy Agency in Vienna recently became aware of the new construction, a European diplomat said Friday.

While some analysts have suggested that the new building might slow down international inspectors, Dr. ElBaradei said in the interview that his agency had sensitive technologies to assure that the location did not host a nuclear facility.The satellite photographs, he added, led experts to doubt that the targeted construction was in fact a nuclear reactor.

David's Comment: Only Prayer Will Change This Situation
As I pondered on the subject for this weeks comment, the gravity of the situation hit me in a powerful way. For the last 110 years the Creator of the Universe, the God of Israel has been in the process of restoring the nation that He chose to be the nation where He will establish His Kingdom on the Earth. The Bible tells us that at the end of the age, God will restore the nation of Israel (Ezek 36:8-9), bring all of the Jewish back to the Land (Jer 16:14 - 16, Ez 36:10, Isaiah 11:11) and save All of them (Roms 11:27) in preparation for the return of His Son (Acts 3:21) to rule the world from the Temple in Jerusalem (2 Chron 7:16). Understandably the Devil does not want this to happen and so he is (as is usual for him) doing everything he can to abort God's plans. Through the evil religion of Islam, Satan has been using the Muslim world to destroy Israel. Now he has managed to deceive the leader of the strongest Christian nation in the world into working with the Muslim world to reverse the restoration process, which if left to continue will result in acheiving the Muslim goal - total destruction of the Jewish State.

As I meditated on the fact the President Bush is right now in the very city of the King, doing all he can to apply more pressure on Israel's weak and ungodly leaders to create an alien enemy state on land that belongs to YHVH, land that He determined to be Israel, not Palestine; to stop building homes on the Land that YHVH gave to be inhabited by the Jewish people; and even to cut Jerusalem in half once again, I really felt that the only way to stop it is by prayer and therefore to make the rest of this comment a prayer that we can all agree on and pray together in the Name above all Names .......... Yeshua ha Machiach. So as you continue to read the rest of this, please make it a prayer. There is much power in the prayer of agreement ..............

Heavenly Father, God of Abraham, Isaac & Jacob, God of Israel .... we praise you, we worship you, we lift your Name on high ....... you are the all knowing, all powerful God of mercy and grace .......... we love you Lord and we thank you for the blood of Your Son and we thank you for your Holy Spirit.

We thank you that you have chosen that we would be alive and in your Kingdom at this strategic time and we thank you that you preparing this world for the return of your Son and the establishment of Your Kingdom in Jerusalem by keeping your promises to Israel. We thank you Abba that Israel is back as nation, that millions of Jews have returned to the Land you gave their forefathers, and that many thousands of Jewish people now believe and confess that Yeshua is the promised Messiah.

We thank you Abba for the miraculous victories that you gave Israel in the 1967 and 1973 wars and we thank you for the reunification of Jerusalem and we look forward to the day that Yeshua will soon be enthroned in the Temple on the Temple Mount.

But Abba we see the plans of the enemy as he attempts to prevent your plans coming to pass and we call upon You to watch over your Word and to perform Your promises to Israel ...........

Globalisation, catholicity and justice

The second meeting of a three-year theological consultation on Catholicity and Globalization took place from November 13 to 16, 2007, in New York, hosted by The Episcopal Church and gathering in the Desmond Tutu Center at the General Theological Seminary. Representatives of The Episcopal Church, the Iglesia Filipina Independiente, the Old Catholic Churches of the Union of Utrecht, and the Church of Sweden explored their churches' views on both catholicity and globalization through a combination of formal papers and informal conversations, learning from one another and reaching toward a way as catholic churches to address the economic and social issues confronting the world today. The group was welcomed by the Right Rev. C. Christopher Epting, bringing greetings from the Most Rev. Katharine Jefferts Schori, Presiding Bishop of The Episcopal Church.

The conference theme, Being Catholic Churches in the Context of a Globalized World, shaped the first day's work. After a review of the St. Martin's Statement, which emerged from the November 2006 meeting of the consultation, two speakers addressed that theme. The Rev. Dr. William J. Danaher spoke on catholicity and globalization in Anglican tradition and in The Episcopal Church, suggesting ways for the churches to address exploitative social structures. He specifically noted two approaches grounded in specific cultural and social contexts, Robert Schreiter's middle axioms (evolving principles) and the Millennium Development Goals defined by the United Nations. In the next paper, the Rev. Dr. Franz Segbers distinguished between two kinds of globalization, one a process that has been underway for many centuries and the other an intentional project of neo-liberalism. Later in the day the Rev. Dr. J. Robert Wright and the Rev. Dr. Peter-Ben Smit presented papers about catholicity in the early church as related to Holy Scripture and in the context of the Imperium Romanum. Following these papers the participants considered the tension between the early church's claims of catholicity and the Roman Empire's claim of universal hegemony.

The second day's conversation also focused on catholicity in the context of globalization. Presentations explored the understanding of catholicity within the Roman Catholic Church, The Episcopal Church, the Orthodox churches, the Old Catholic Churches of the Union of Utrecht, the Church of Sweden, and the Episcopal Church in the Philippines. All speakers agreed that catholicity is inherently a matter of ecclesiology, of what it is to be the church.

Two papers, from the Very Rev. Eleuterio J. Revollido and The Rev. Wilfredo Ruazol, were particularly helpful in articulating the Iglesia Filipina Independiente's perspective on globalization as inherently destructive, a tool of economic, social, and cultural imperialism. Fr. Eleuterio's response to the St. Martin's Statement called particular attention to the conflict between the perpetrators of oppression and its victims, the destruction of the global village by venomous materialist globalization schemes. Fr. Wilfredo explained the Philippine understanding of globalization as an actuality in the Philippines . . . a modern-day form of colonial domination and control, a tyranny to the national and democratic aspirations of the Filipino people, aspirations which gave birth to the Iglesia Filipina Independiente.

Dr. Thomas C. Ferguson began the afternoon session with a synthesis of the morning's presentations, identifying three ecclesiological elements common to all: the centrality of a communio/koinonia ecclesiology, the way the missionary/missional work of each church informs the way it understands catholicity, and the way each church's understanding of catholicity is based on something outside itself (for example, the teaching and example of the ancient and undivided church). The next speaker, Dr. Derek Darves, pointed out that over the course of the first two days' discussion the group had moved from trying to find a consensus on the meaning and effects of globalization to discovering a shared understanding of catholicity and that through that understanding we had gained a new ability to address the globalized world.

Catholicity

Although catholicity is one of the four nota ecclesiae (oneness, holiness, catholicity, and apostolicity), its meaning and significance developed slowly in the early centuries of the church. The group found the words of two of the Church Fathers to be particularly helpful in articulating the shared understanding of our churches. In the late-fourth-century Catechetical Instructions, Cyril of Jerusalem outlined five aspects of the church's catholicity: it extends over all the world, it is united in doctrine, it includes all humanity, it can heal all sin and contain all virtue, and it extends over all time. Some decades later, in about 434, Vincent of Lerins formulated the classic definition of the term catholic in his Commonitorium. Vincent's formulation says that as the church as catholic comprehends almost everything universally, it holds to that which has been believed everywhere, always, and by all.

In addition to the understandings conveyed by these two definitional passages, the representatives of the churches discerned their own lived-out experiences of catholicity in a common understanding that proceeds from an ecclesiology grounded in the experience of the local church (the diocese) with its strong eucharistic focus, as all participate fully in the mystery of Christ's redemption of humankind and every local church enters into communion with other local churches.

Catholicity and Globalization

This ecclesiological understanding is grounded in the generosity and abundance of the Eucharist, for that is the focal point of our catholicity. As we all eat from the one loaf that is our Lord's body and drink from the one cup that holds his blood, we become one with one another and with him. As we share his life, his suffering, and his death, we also share the life, suffering, and death of our catholic brothers and sisters -- wherever they live, whoever they are, whatever their sin and virtue. We are bound in special solidarity with those with whom we share the Eucharist. So we may live together even when apart, praying together that like our Lord we may be bread broken to be given to all humankind, that his love in us may heal the wounds that we have made, and that his words on our lips may speak peace to all (adapted from the Iglesia Filipina Independiente post-communion prayer).

This Eucharistic vision is an ethical one; through it our churches may seek to transform the dehumanizing effects of economic, social, and cultural globalization. Because the bread that we eat and the wine that we drink are the work of human hands, transformed by God's saving grace into his own body and blood, we who share in that body and blood are required to challenge all those forces that would undermine the value of human labor, that would leave the poor to suffer and demean human productivity. We seek through the power of the Eucharist to offer an alternative global understanding, confronting global economic, social, and cultural power and tyranny with the all-encompassing spiritual power of God's church.

Continuing the Journey

We come from different places, different experiences, different ways of understanding globalization. We recognize that we need not only learn together how to approach and transform globalization but even how to talk about it. One of the things we have learned this week is that as we talk about globalization our common words do not have common meanings. For some the word globalization includes both the benefits of worldwide communication and the advantages of the breaking down of borders, while for others the word echoes with the violation of national identity and cultural integrity, a tool of imperialism. One of the challenges before us is to develop a shared language that conveys those experiences that we do not yet share. We need to know more about one another's experience and thereby to learn how to hear one another more clearly and how to hear God speaking through others.

In aid of that process, the working group will meet for a third time in the Philippines in August 2008, hosted by the Iglesia Filipina Independiente. During those days we will prepare the final report on our charge, the consideration of globalization within the context of catholicity, formulating some proposals in accord with the commitment made in the St. Martin's Statement's "to offer specific suggestions of how to counter the dire effects of globalization, to encourage its positive aspects, and to seek transformation through justice and compassion.

The group was unanimous in agreeing that one powerful way of living out our communio and signifying our catholicity would be to incorporate into the calendars of our churches Bishop Alberto Ramento, the ninth Obispo Maximo of the Iglesia Filipina Independiente, who was brutally slain in October 2006. Such a liturgical expression would commemorate his life and witness against oppression and against the physical and social exploitation that results from globalization. Dr. Wright spoke to the group about the various ways in which the churches might accomplish this action. In May 2008 the Council of Bishops of the Iglesia Filipina Independiente will meet to report on their progress toward formal liturgical commemoration of Bishop Ramento. Their report, based on Fr. Terry's research and documentation of Bishop Ramento's papers, will contribute to the other churches' discernment.

During the three days of the meeting, the participants were privileged to worship in the Chapel of the Good Shepherd at the General Theological Seminary. At the Thursday noon Eucharist the Most Rev. Godofredo David, Obispo Maximo of the Iglesia Filipina Independiente, celebrated the Eucharist according to the rite of the Iglesia Filipina Independiente and preached. At Evensong of the same day, by the authority of the Board of Trustees of the General Theological Seminary, the dean and faculty conferred upon the Most Rev. David the degree of Doctor of Divinity honoris causa.

What has come about during the days of our consultation is a growing understanding of one another - of our differences as well as our commonalities. As we pray and talk and laugh and weep together, and as together we eat and drink of God's bounty, we not only experience but extend the Eucharistic catholicity of God's church.
