Earthquake shakes Israel, West Bank

JERUSALEM - An earthquake measuring 4.5 on the Richter scale shook Israel and the occupied West Bank on Tuesday, especially around Jerusalem, Israel’s national geophysics institute said.The quake did not cause any injuries and resulted in minor damage near its epicentre close to the Dead Sea, it said.In August, a quake measure 3.0 shook the Jordan Valley in the West Bank and in October 2005, an earthquake measuring 4.3 shook the same area.The Jordan Valley, the Dead Sea and Arava desert, and Red Sea further south lie on a Syrian-African fault line.

Hail sets off Lebanon cluster bombs NOV 20,07

More than 213 civilians have been injured by the remaining bombs, according to UN figures [EPA] Hailstones from a storm in southern Lebanon have detonated hundreds of unexploded Israeli cluster bombs, the country's official news agency said.The ice chunks were as big as walnuts, the agency reported on Tuesday, detonating bombs in the Marjayoun and Tyre districts, and damaging crops. No injuries were reported.The cluster bombs were dropped by Israel during a war in Lebanon in the summer of 2006 against Hezbollah fighters.When cluster bombs burst, they spread bomblets over the ground and vegetation. Air- or ground-launched, the bombs often fail to explode on release, but denote when impacted by objects later or when they are moved.

MANILA, Philippines - President Gloria Macapagal Arroyo ordered the evacuation of thousands of people in the eastern Philippines ahead of a powerful tropical storm, officials said Wednesday. In one province alone, officials estimated that up to 200,000 people would be evacuated to gymnasiums, churches and schools by Friday when Tropical Storm Mitag was forecast to make landfall.And in Vietnam, the government said Tropical Storm Hagibis was expected to hit the country's southern region Saturday.Mitag could became a super typhoon with winds of more than 138 mph by the time it hits land in the Philippines, chief government forecaster Nathaniel Cruz said.It's still far, and that means we still have time to conduct preparedness, Cruz said. With two days in the open sea, it has a big potential to become a very strong typhoon.Recent rains have saturated the ground around Mayon volcano in Bicol, and the president was worried there could be a repeat of last year's landslides and flash floods that killed more than 1,000 people, said Anthony Golez, deputy director of the Office of Civil Defense.

Gov. Joey Salceda of Albay, where last year's Typhoon Durian unleashed tons of volcanic debris that wiped out entire villages, said some schools will be used as temporary shelters.The same communities devastated last year were again flooded Wednesday. A wooden bridge connecting two villages in Daraga township was washed away, local officials said.Evacuations also were reported from the provincial capital of Legazpi and nearby Daraga township, Cedric Daep, executive officer of the Albay disaster office, told The Associated Press.He said many residents were terrified after the devastation last time.If we don't prepare now, they will be more scared, he said.In neighboring Sorsogon province, radio announcements advised officials, community leaders and the public to prepare to evacuate, provincial disaster officer Noel Pura said.

Troops reach cut off cyclone survivors in Bangladesh NOV 21,07

DHAKA (AFP) - Bangladesh's army said Wednesday it had finally reached most parts of its cyclone-hit southern coastline where millions of desperate survivors were at risk from starvation and disease.Six days after cyclone Sidr smashed in from the Bay of Bengal, small amounts of aid were at last getting through to most places but villagers -- most of whom have lost family members and livelihoods -- said much more was needed.The storm, which brought furious winds, rain and a six-metre (20-foot) tidal wave, swept away everything its path, obliterating whole villages and killing as many as 10,000 people.Army major Emdadul Islam told AFP the relief effort was slow going.We have reached everywhere with relief materials and we are also continuing rescue operations, he said.But he added: We informed every government, non-government officials and local journalists to inform us if they find any unreached areas where relief materials did not go.Up to four million people in the area, one of the poorest places on the planet, have been left destitute and without adequate food and water.

The last six days we spent cooking rotten rice, said survivor Abdul Gafur, from Ashar Char, an island in the Bay of Bengal, as the first aid consignment arrived there.(Until now) we have not received any aid from anyone. No boat came to us as most of them had been damaged or washed away. Even our market which before was full of food items has been wiped out, said fishermen Ripon Molla.
The United Nations said 3,447 people were confirmed dead, a further 2,062 reported missing, feared dead and 6,611 injured. Many bodies, washed out to sea, are unlikely to be found.Aid agencies said it was now a race against time to provide assistance.
It is unbelievable how people have been surviving in these conditions. If they do not get timely relief they could die or face debilitating outbreaks of disease, said Wahida Bashar Ahmed of ActionAid.Bangladesh's interim government leader Fakhruddin Ahmed has described the cyclone as a national crisis.The destruction of houses, roads, trees and crops by the hurricane is unimaginable, the leader of the military-backed government said in a televised address late Tuesday.Army chief General Moeen U Ahmed has vowed to prevent anyone dying of hunger.Not a single man shall die without food as the government has sufficient stock of foodstuffs, Moeen said during a visit to the area.Bangladeshis are famed for their ability to withstand natural disasters such as cyclones and floods that often hit the low-lying country.But aid agencies said the sheer scale of the destruction -- described by the UN Children's Fund as beyond all imagination -- meant a huge, long-term relief and reconstruction effort would be needed.

Dhaka has received offers of international aid totalling 140 million dollars -- including 100 million from oil-rich Saudi Arabia and 5.1 million from former colonial power Britain.The World Bank said it would additionally provide up to 250 million dollars to help fund initial aid efforts and commence reconstruction.Two US navy ships carrying 3,500 marines and more than 30 helicopters were also expected to arrive in the affected area within days to help transport relief supplies.These people are in desperate need of dried food, drinking water and clothes. If we fail it will be a catastrophe, said Bangladeshi navy commander Bashir Ahmed, who is supervising the relief and rescue operation in the worst-hit Barguna district.The scale of the aid operation needs to be huge -- with some 100 kilometres (60 miles) of coastline badly hit. The fishing industry, the mainstay of the coastline's economy, has also been wiped out.Along the coast, villagers told AFP the majority of people had lost everything. Fishing trawlers, the only means of support for the whole community, lie smashed along the shore.In only 30 minutes, the whole area has become a cursed land, local government chairman Dulal Sarazi said of last week's storm.Even the worms in the ground have gone -- they are now buried under tonnes of sand, said resident Chin Teng Maung, a member of the Buddhist Rakhain community which usually relies on hunting wild boar, crabs, insects and worms to eat.

In 1863, U.S. President Abraham Lincoln issued a proclamation that created a cherished American holiday. Reflecting upon the year that was soon to close, which he said had been filled with the blessings of fruitful fields and healthful skies, he declared that the U.S. should observe the last Thursday of November next, as a day of Thanksgiving and Praise to our beneficent Father who dwelleth in the Heavens.Note again the date of this proclamation: October 3, 1863. At this time, the nation Lincoln led was involved in the Civil War, the bloodiest conflict in U.S. history and one that quite literally pitted brother against brother.

President Lincoln's job of seeing the war through to victory for Union forces and healing his nation afterward was one of the most formidable challenges faced by any president. At this date, he could not have been certain he would succeed. And yet, he told his countrymen to set aside time to give thanks to God.It is an example we would all do well to follow — in good times and bad, not just on tomorrow's Thanksgiving holiday, but every day. For my part, I look back on the year that is almost over with deep gratitude for each and every one of you who makes The Fellowship's work possible. Through your generosity, more Jews have been brought to their biblical homeland, more hungry Jews have been fed, more Jewish orphans been given safe, comfortable places to live, than ever before. And, as I reflect on this extraordinary fact, I cannot help but again echo Lincoln's proclamation: No human counsel hath devised nor hath any mortal hand worked out these great things. They are the gracious gifts of the Most High God …

Today, on behalf of Jewish people everywhere - in Israel, the former Soviet Union, India, Ethiopia, Argentina, and around the globe - I say thank you. Singapore: Trade talks between ASEAN and European Union

Singapore, 21 Nov. (AKI) - European Union trade commissioner Peter Mandelson has arrived in Singapore for talks with the Association of South East Asian Nations (ASEAN) on a free trade agreement
Speaking ahead of his visit, commissioner Mandelson said he hoped that ASEAN countries were fully committed to a far-reaching and comprehensive agenda for the negotiations for our free trade agreement.The coming months will be crucial to see if the EU and ASEAN share the same level of ambition, he said. The benefits on offer are considerable for both sides, and we should work to realise them as soon as possible.Mandelson was scheduled to meet ASEAN trade ministers for talks on Wednesday. On Thursday, he will participate in the EU-ASEAN summit, with EU and ASEAN heads of state and other government officials. The summit will celebrate thirty years of formal EU-ASEAN relations.The Eureopean Commission stressed that the visit to Singapore was a further step in increasing links between the EU and the region. The EU and ASEAN established a framework for dialogue and regulatory co-operation, the Trans-regional EU-ASEAN Trade Initiative (TREATI), in 2003.

In May 2007, the two sides took the next step by launching negotiations for a free trade agreement, on the basis of an ambitious mandate from EU member states. ASEAN was established in Bangkok in 1967 with only five members Indonesia, Malaysia, Philippines, Singapore, and Thailand. Brunei, Vietnam, Laos, Burma and Cambodia have also joined the regional group. The ASEAN region has a population of about 500 million, a combined gross domestic product of almost 700 billion dollars, and total trade worth about 850 billion dollars.It is the fifth largest export market of the EU and the fifth largest trading partner of the EU. ASEAN exports to the EU account for about 13% of its total exports while EU exports to ASEAN account for around 4% of its total exports.

Crude Oil Prices Top $99 a Barrel - Nov 21, 9:27 AM (ET)

(AP) Crude oil prices rose above a record $99 per barrel Wednesday as worries about inadequate winter supplies in the Northern Hemisphere and news of refinery problems stoked bullish sentiment.
The declining U.S. dollar and speculation that the U.S. Federal Reserve will again cut interest rates also boosted prices. Some investors put their money into oil contracts, betting that gains in their price will offset dollar weakness.The market is now really looking at $100 a barrel as the next target to hit, said Victor Shum, an energy analyst with Purvin & Gertz in Singapore. The fact that we are having this surge in pricing in this short trading week underscores the strength of this bull run for oil.

Light, sweet crude for January delivery rose as high as $99.29 a barrel in electronic trading after the New York Mercantile Exchange closed, breaking the previous intraday record of $98.62 set Nov 7. The contract was trading at $98.24 a barrel - up 21 cents on Tuesday's close - at midday in Europe. Brent crude for January delivery was little changed at $95.88.The contract surged $3.39 during the floor session Tuesday in New York to a record close of $98.03 a barrel. The Nymex will be closed on Thursday for Thanks giving and close early on Friday.There were strong gains in almost all commodities (Tuesday), hence we will view the rise of the oil markets in that global context, said Olivier Jakob at Petromatrix in Switzerland. The mythical $100 per barrel is of course within reach for today with or without the help of the weekly statistics.Energy futures got a boost on news of problems at two oil facilities Tuesday. A Valero Energy Corp. (VLO) refinery in Memphis, Tennessee, that processes 180,000 barrels of crude a day has shut down for 10 days of unplanned maintenance. Also, a Royal Dutch Shell PLC (RDSB) plant that converts bitumen from Alberta's oil sands region into 155,000 barrels a day of synthetic crude oil was temporarily shut down due to a fire.

Beyond these temporary concerns, investors are anxious that as global demand for energy grows, fueled by China and India's rapid development, oil supplies won't be able to keep up.Currently, oil producers are turning out about 85 million barrels a day, while the U.S. Department of Energy says consumption is between 85 million and 86 million barrels a day.The long-term underlying trend is that demand is powering forward and the supply situation looks tight, said Jeff Brown, managing director and chief economist at FACTS Global Energy in Singapore.Oil prices also got support after the Fed said it thinks U.S. economic growth will slow next year to between 1.8 percent and 2.5 percent, less than the Fed's previous projections. It also projected that U.S. inflation should fall next year to between a 1.8 percent and 2.1 percent increase.That could mean the Fed will cut interest rates further, and that could weigh on the dollar. On Tuesday, the euro hit an all-time high against the dollar, breaking through the $1.48mark.When the U.S. dollar hit a record low, oil also surged ahead. It's been an inverse relationship, Shum said. Also, the Fed indicating worries about the U.S. economy has caused worry that the Fed will cut interest rates.Crude prices are within the range of inflation-adjusted highs set in early 1980. Depending on how the adjustment is calculated, $38 a barrel then would be worth $96 to $103 or more today.

Oil product prices also fell back from higher level earlier Wednesday. December heating oil futures were down 0.01 cent at $2.6900 a gallon after closing in New York at $2.6901 a gallon, a record settlement. Gasoline prices were unchanged at $2.4715 a gallon.Natural gas futures gained 0.1 cents to $7.478 per 1,000 cubic feet.Traders were also closely watching for the release of Wednesday's petroleum inventory report from the U.S. Energy Department's Energy Information Administration.Analysts surveyed by Dow Jones Newswires, on average, predict that crude oil inventories rose by 800,000 barrels last week, while refinery use grew by 0.4 percentage point to 88.1 percent of capacity.Gasoline likely grew by 700,000 barrels, the analysts predicted, while inventories of distillates, which include heating oil and diesel fuel, fell by 400,000 barrels.Associated Press Writer Gillian Wong in Singapore contributed to this report.

Putin reacts to NATO 'muscle-flexing'

MOSCOW: President Vladimir Putin warned Tuesday that Moscow would not remain indifferent to NATO's muscle-flexing and said that Russian nuclear forces would be ready with an adequate response to any aggressor.Putin, speaking to generals less than two weeks before Dec. 2 parliamentary elections, said the NATO military alliance had built up its forces close to Russia's borders.We see that military resources of certain states and members of the NATO alliance are being built up right by our borders and in contravention of previously reached agreements, Putin said in remarks shown on state television. We cannot allow ourselves to remain indifferent to the obvious muscle-flexing.He said strategic nuclear forces, which control Russia's long-range nuclear missiles, should be ready to deliver a swift and adequate response to any aggressor.Putin, who has increased military spending substantially over the past eight years, has sought to boost Russia's international influence after the chaos following the fall of the Soviet Union.

Talking tough about Russia's military is popular locally. Polls show it strikes a chord with millions of Russians who crave for the Soviet Union's once mighty military and superpower status.
NATO is viewed with suspicion in Russia, where Kremlin officials say expansion eastwards into the Baltic states and Central Europe shows the alliance is being used by the United States to threaten Russian interests.Moscow and Washington have clashed over U.S. plans for a missile defense shield in Europe, differing views of Russian democracy, the future of the Serb province of Kosovo and the war in Iraq, though on Iran there has been some cooperation.

Putin cleared to lead party

The Supreme Court on Tuesday cleared the way for Putin to lead the United Russia party in parliamentary elections that could extend his political grip on Russia after he steps down, Reuters reported from Moscow.The court rejected a suit filed by a small party that says it represents urban, educated and liberal Russians, the Union of Right-Wing Forces, or SPS, which said Putin's name on the party list was a constitutional violation and should not be allowed.
Putin said in October he would head the list of candidates for the biggest political party in Russia, expecting that its victory in Dec. 2 elections could give him an instrument to influence politics after he quits as president next year.The Supreme Court decided to leave the SPS plea to cancel the registration of Vladimir Putin, the judge announced.The SPS is one of dozens of Russian political parties that have lost parliamentary seats and most of their influence during Putin's eight-year presidency. EU defence ministers give boost to military spending

EUOBSERVER / BRUSSELS – EU defence ministers have increased the European Defence Agency's annual budget by one third in a bid to improve the bloc's military performance. According to a deal reached on Monday (19 November), the EDA budget will see a significant jump from €22 million in 2007 to €32 million in 2008 - something that should also help fill the existing gaps in three areas: strategic transport, force protection and intelligence. In addition, EU ministers set a series of collective, but voluntary benchmarks designed to boost technologies that are crucial for future military capabilities.One of the benchmarks foresees 20 percent of defence spending going to new equipment purchases, compared to the current 19.4 percent. The other suggests that two percent of the overall budget should be invested in defence research and technology - at the moment it is 1.2 percent.

Investing in the right technology is critical for the future of European defence and the Strategy is exactly in line with the absolute requirement for us to spend more, spend better and spend more together, EU foreign policy chief Javier Solana said after Monday's ministerial meeting.According to EDA chief executive Alexander Weis, the decisions have put in place further building blocks for our common work of making Europe's armed forces and military budgets fit for the challenges of the 21st century which we must face together. But EU defence ministers failed to give more financial stability to the agency by setting a three-year-long budget - something pushed for by France. The UK vetoed the proposal - a move in line with the country's traditional scepticism of military institutional arrangements outside NATO. We don't back a budget without seeing what we are paying for (..) We need to be convinced there is a reason, one British official said, according to Reuters.

Chad, Bosnia and Herzegovina

At the same meeting, France called for fairer burden sharing in Chad, an African state which should see over 3,000 EU troops in place no later than in December. The planned mission - aimed at facilitating a long lasting solution to the conflict in neighbouring Darfur - is short of equipment and logistical support. We are asking for at least financial contributions to show that this is a European engagement, French European affairs minister Jean-Pierre Jouyet told journalists, describing the mission as important.However, Paris met British resistance again, with the country's Europe minister, Jim Murphy, saying we have offered to give political support, and where appropriate any technical advice, but we haven't made any promises to offer any money or forces.We've said to the French from the outset that it is for the French and others to do the heavy lifting in Chad, Mr Murphy said, according to AFP, stressing that London is already heavily involved in Iraq and Afghanistan. Apart from EU missions to Africa, the EU decided to retain its forces - currently numbering some 2,500 troops - in Bosnia and Herzegovina due to the volatile political situation there.While the security situation remains stable, the council is alert and concerned about the political developments, Portuguese defence minister Nuno Severiano Teixeira said. The EU [will] retain a military presence in the country for as long as necessary in order to continue to contribute to the maintenance of a safe and secure environment, the ministerial meeting concluded.

EU states clash with MEPs over new security measures

EUOBSERVER / BRUSSELS – The European Union has failed to strike a deal on common aircraft security measures, including the idea of having armed sky marshals on flights across the 27-nation bloc.
On Tuesday (20 November), all three EU institutions - the council representing member states, the parliament and the commission - kicked off a process known as conciliation, which is aimed at thrashing out their differences over the draft regulation. The biggest disagreement centres around who should pay the bill for additional security measures, whether to make such measures permanent or temporary as well as whether MEPs should have a strong say in this area. There is a deadlock, German centre-right MEP Georg Jarzembowski, negotiating on the parliament's behalf, told EUobserver after the first round of conciliatory talks.

He added that the council is not really moving to take any responsibility for the costs of security measures. According to the European Parliament, the costs should be shared by passengers and member states, but if a government wants to impose even more stringent measures, it should cover the whole bill. The council however says all costs should be borne by the airlines industry, which would almost certainly pass the extra burden on to passengers. The lawmakers argue that safety is a core competence of the governments, citing an example of policemen at a football match, who are paid through a national budget, not by football clubs or fans. Similarly, EU states are reluctant to grant MEPs a say over the technical implementation of the new rules - something that would have a great impact on whether those rules would be limited in scope or duration. For example, the parliament requires that security measures, such as the ban on carrying liquids on board, should expire after 18 months, unless a thorough re-evaluation of the security risks means they are needed.MEPs also suggest strict oversight of in-flight security officers known as sky marshals. They should be well-trained, have specific authorisation to carry weapons and no country should be obliged to accept them, unless the competent national security authorities consider it necessary.The committee now has six to eight weeks to reach the final wording on a joint text.But Mr Jarzembowski was sceptical about the prospects of a deal given the slow pace of the Portuguese EU presidency. They are not very engaged in finding a solution, he said.

Brussels seeks to charm citizens in EU market vision

EUOBSERVER / BRUSSELS - It is time that ordinary citizens, and not just big business, feel the direct benefits of the EU's single market, the European Commission said on Tuesday confirming its subtle shift away from ever-more EU market legislation towards empowering consumers. The single market is not only for big business, it is for consumers and small business as well, commission president Jose Manuel Barroso said presenting Brussels' vision for a single market for the 21st century Europe.The commission identified 23 important sectors of the EU economy - accounting for 46.5 percent of EU employment - where there are signs of the market not functioning well. These sectors include distribution activities, financial services, post, telecom and professional services. But notably, the EU executive did not use these findings to come up with a raft of new directives and infringement procedures against member states - as it has often done in the past when presenting market shortcomings.

Legislation is not the answer, the toolbox we need now is much more complex, said Mr Barroso, with single market commissioner Charlie McCreevy admitting that there is not a long list of legislative measures in the package.The commission will instead focus on a series of citizen-friendly initiatives – continuing its citizens agenda which Brussels strategically adopted after French and Dutch voters rejected the EU constitution in 2005. After telecoms commissioner Viviane Reding vowed last week to make it easier for consumers to switch mobile operators, single market chief McCreevy announced Tuesday that it should also be easier to change your account from one bank to another.Consumers should be able shop around for the best deal in financial services, he said, not ruling out fresh regulation in the banking sector if voluntary commitments do not work. Brussels will also propose cross-border EU rules next year to allow consumers collective redress - a group of people from across the bloc would get the right to file the same complaint about a company and to pursue it.Mr Barroso was quick to add that this would not mean copying the system of US-style class action lawsuits – seen as primarily benefiting law firms, who pocket enormous sums of money. We have different tradditions of litigation in the EU and the US, he said. Other items on Brussels' pro-consumers agenda include an overhaul of consumer law, improving contractual rights for counsumers, and a Consumer Scoreboard designed to name and shame member states' achievements in the area. Ann Mettler, executive director of the Brussels-based Lisbon Council think-tank, said the commission package represents a very thoughtful contribution to the debate on the future of the single market.The single market is often associated with new legislative initiatives, but now we are at a stage where we have to reflect a little bit and link the single market project much more closely to consumer interests, she said.

Socialists angry

The commission's single market vision however drew sharp criticism from the socialist group in the European Parliament - primarily because Brussels did not propose new legislation to exempt public services from the EU market. In a paper on so-called services of general interest, forming part of the single market package, the commission makes clear it will not propose new legislation making sure that public services - such as health, social housing and education - will be explicitly safeguarded from EU competition and state aid rules. Mr Barroso said new legislation is not useful since a new public services protocol - included in the EU's new Lisbon Treaty - already clarifies that Brussels will not interfere in how member states organise their public services. Socialist group chief Martin Schulz said the statements of President Barroso today are a provocation...Legal uncertainties about our public services need to be cleared up.The commission's line is more to the taste of the parliament's centre-right EPP group, with UK conservative member Malcolm Harbour declaring we wholeheartedly support the commission's contention that there is no need for a framework directive on services of general interest.

EU single market norms worldwide

Meanwhile, the commission also announced it will push EU single market norms on the world stage, hoping that the EU will evolve into a trend-setter when it comes to market regulation. The [European] GSM standard is now used by almost two and a half billion mobile phone users worldwide. In CO2 emissions trading, aviation safety or chemicals, the EU has established new rules, which are gradually being adopted across the world, says the single market paper .The EU should now become even more active in international bodies such as the World Trade Organisation in ensuring that European norms are a reference for global standards, the commission said.

May we, the undersigned, Jewish & Muslim Co-Chairmen of the Islam-Israel Fellowship of the Root & Branch Association, Ltd., bring to your attention the following:

1.Thinking and saying that Israel and the Western World are threatened by Islamic terrorism, is a fatal misnomer. It helps giving rise to the illusion that we are threatened merely by Salafi/Wahhabi terrorist groups such as that of Osama Bin Laden. This plays right into their hands as it lets most of the so-called Islamic Fundamentalists off the hook.

2. Groups such as Islamic Jihad and Abu Mazen's el-Fatah (in the West better known as the P.L.O./Palestine Liberation Organization) are integral parts of Islamic warfare against the very existence of Israel. In fact, they are the vanguard of such warfare. There is no sense in trying to make peace merely with the vanguard, regardless of what documents or treaties they sign.

3. Fostering the idea that bringing democracy to the Middle East will solve problems is another illusion. Democracy is a form of government, not an expression of the soul of a People. We should have learned this from examples such as:

A. Germany which elected Hitler in democratic elections in 1933.
B. Persia where its present President was elected in democratic elections.
C. Gaza with its democratically elected Salafi/Wahhabi Hamas government.

Please note that it took Europe 400 years of revolutions and wars to move from the Dark Middle Ages to modern democracy. How can one expect the Arab/Muslim world (now, according to its own calendar, in the Fifteenth Century) to swallow democracy like a miracle pill, and be healed?

4. Jihad against Jews (sic!) was first demanded by Mufti Amin el-Husseini in a live broadcast from Radio Berlin in 1943 (!). Then the principles of Jihad against Israel and its supporters -- strategy and tactics -- were laid down by the Fourth Conference of the Academy of Islamic Research held at Cairo's Al Azhar University in 1969. It convened on the behest of Gamal Abd-el-Nassr, then President of Egypt. The Conference proceedings were published in Arabic and in English by Egypt's Government Printing Office in 1970. Our present situation is simply an outcome thereof.

5. Real peace will only be achieved when Arab/Muslim nations declare that Jihad against Israel is illegal according to the Qur'an and Islamic Tradition, educate their Peoples accordingly, and put offenders in jail. 6. Once the Arab/Muslim world adopts that stance, the suffering of both Peoples, Jews and Arabs, will end. Distrust will be dissolved and both Peoples can live side by side (to some degree comparable to Germany and France after World War Two; or to Serbia and Croatia).

7. Israel came into existence by Divine Decree, both according to the Qur'an and the Greek (New) Testament, irrespective of adverse theologies. Political attempts to achieve peace must take faith and theology into account.Jerusalem is not meant to be a bone of contention. It should become the City of Peace for all nations.

JERUSALEM - Israel has approved a Russian shipment of armored vehicles and guns to help Palestinian President Mahmoud Abbas in his fight against militants in the West Bank ahead of next week's Mideast conference, Israeli and Palestinian officials said Wednesday. In another conciliatory gesture, Israel will allow resumption of strawberry and flower exports from the Gaza Strip in the hopes of improving the economic situation for the 1.5 million Palestinians living there, Israeli Agriculture Minister Shalom Simchon said.Since the Hamas militant group took control of Gaza last June, Israel has blocked almost all exports from the area.

Israel and the Palestinians on Tuesday received long-awaited invitations to the U.S. conference, where they are expected to relaunch formal negotiations on a final peace agreement for the first time in seven years. Prime Minister Ehud Olmert said Tuesday that a peace deal with the Palestinians was possible as early as next year.Israel's decision to allow the Russian shipment of armored vehicles — along with 1,000 rifles and 2 million rounds of ammunition — came despite opposition from Israel's army and the country's internal Shin Bet security service.Security officials said they fear the vehicles and weapons will fall into the hands of Hamas. The officials spoke on condition of anonymity because of security concerns.A Hamas spokesman, Sami Au Zuhri, said the Israeli decision proved Abbas was working hand in hand with the occupation against (Palestinian) resistance.Hamas will remain committed to fight against the occupation and will not give up, Abu Zuhri said.During its takeover of Gaza, the Islamic group expelled Fatah forces loyal to Abbas and captured large quantities of weapons supplied to Fatah by the United States and others with Israeli approval.Since losing Gaza, Abbas and Fatah have been locked in a so-far quiet struggle with Hamas over control of the West Bank. Israel still has large numbers of troops in the West Bank that back Fatah, giving Abbas the upper hand. Israel withdrew from Gaza in 2005.

Russia proposed shipping the armored vehicles to Palestinian security forces two years ago, but the deal was stalled because of Israeli opposition. No timeframe was given for arrival of the vehicles or munitions.The leader of the opposition Likud Party, Benjamin Netanyahu, objected to the deal, saying Abbas was not strong enough to receive weapons. We will one day see Hamas sitting on the armored vehicles, firing at us, Netanyahu told Army Radio.The Hamas takeover led to an Israeli ban on exports from Gaza, which the area's 40,000 farmers have repeatedly demanded be lifted. Simchon's announcement that flower and strawberry shipments will resume will bring in at least $14 million for farmers, the Palestinian Chamber of Commerce said.Israel also has halted imports to Gaza, except for food and humanitarian goods. Simchon said Israel will further ease trade with the area soon.

The Israeli decisions were meant to improve trust ahead of next week's conference in Annapolis, Md.The U.S. has been pushing the sides to endorse a joint document laying out their vision for peace ahead of the conference.Negotiators say they have made little progress, casting a cloud over the summit. But Olmert on Tuesday offered an optimistic view of peace prospects with the Palestinians.I very much hope we can reach this agreement in the course of 2008, Olmert said in a news conference with Egyptian President Hosni Mubarak. However, Olmert also signaled that carrying out any peace deal would have to wait until Abbas regains control of the Gaza Strip from Hamas. Olmert's one-day trip to Egypt came ahead of a meeting in Cairo Friday of the Arab League, where Arab governments will decide whether to attend the conference. Arab participation is considered critical for the summit's success, and the states have been reluctant to commit over concern Israel is not serious about addressing the core issues of its conflict with the Palestinians. Mubarak said Wednesday he will be holding talks with the leaders of Jordan and the Palestinians in the Red Sea resort town of Sharm el-Sheik on Thursday. Mubarak will likely hold separate talks with Jordanian King Abdullah II and Abbas, though there could be a three-way summit, Mubarak spokesman Suleiman Awad said, dismissing earlier reports that Syria and Saudi Arabia would attend as well. So far, Egypt, Israel and the Palestinians are the only Mideast players that have announced their attendance at the U.S. conference in Annapolis, though Jordan is also sure to attend. The two main question marks are Saudi Arabia and Syria.
