Strong earthquake injures 17 in eastern Indonesia Sun Nov 25, 2:21 PM ET

JAKARTA (AFP) - A strong earthquake of 6.7-magnitude struck off Sumbawa island in southeastern Indonesia early Monday, injuring at least 17 people and prompting a tsunami warning that was later lifted, officials said. The Indonesian meteorological agency measured the quake at 6.7, though the US Geological Survey later revised its same initial calculation down to 6.4.The earthquake, which hit at 12:02 am (1602 GMT), occurred 44 kilometres (27 miles) west of Raba and 349 kilometres (217 miles) east of Denpasar, Bali, at a depth of 30 kilometres (19 miles), the USGS said.The hospital is treating 17 injured people, most of them wounded from collapsing walls, said Suriyani, an official at the general hospital in Dompu district on Sumbawa.Of these two people were seriously injured, with open wounds to the head and broken bones, she told AFP.Local Metro TV reported that a five-year-old boy had died, but Suriyani said that although she had heard a report of the death no body had arrived at the hospital and she could not confirm the fatality.

She said those injured had come from Monta village, about five kilometres from the hospital.The quake and an aftershock of 5.0-magnitude that struck just over an hour later caused panic at a hospital in Raba town, about 50 kilometres from Dompu. Its 300 patients were evacuated twice but there were no reports of casualties in the area, a worker said.All the patients in the hospital rushed to the open air outside, they felt the quake quite strongly, Nining told AFP.There was panic but I have heard no reports of damage, she added.The Indonesian meteorological agency said a tsunami warning was issued, though for technical reasons it was not sent as usual by text message to media.There were some problems with the technical equipment and the quake was read as being on land, when actually is was undersea. The threat has already been lifted, agency official Ali Imron told AFP.Earlier another official had told AFP no warning was issued.The quake was felt on the nearby islands of Lombok and Bali.I felt the shake for almost one minute, east Lombok resident Hariono told the radio station, which also said the quake was felt in South Sulawesi.The Indonesian archipelago sits on the Pacific Ring of Fire, where continental plates meet and cause frequent seismic and volcanic activity.Indonesia was the nation worst hit by the earthquake-triggered Asian tsunami in December 2004, which killed 168,000 people in Aceh province alone.

MIAMI (Reuters) - For a second year in a row, the United States has escaped a severe hurricane hit, pushing memories of Hurricane Katrina and the flooding of New Orleans another notch into the past. But for Mexico, Central America, and the Caribbean, the 2007 hurricane season ending on Friday has hardly been benign.No, not at all. The consequences for the poor have been very high, said Judy Dacruz, a representative in Haiti of the International Organization for Migration.The 14 tropical storms that formed in the Atlantic this season killed more than 200 people in Martinique, Jamaica, the Dominican Republic, Haiti, Nicaragua and Mexico and caused hundreds of millions of dollars in damage to often impoverished and vulnerable communities throughout the region.U.S. experts and media have labeled initial predictions the six-month season would be busier than normal a bust because only one weak hurricane struck the United States -- a far cry from 2005 when a record 28 storms formed, 15 of which strengthened into hurricanes, including Katrina.

The 14 storms beat the long-term average of 10 per season while the number of hurricanes, five -- or six if you count Tropical Storm Karen which most weather experts expect will be posthumously upgraded -- is about normal.Yet most of the storms were perplexingly short-lived, lasting on average just 2.4 days, the lowest ratio since 1977, according to a noted hurricane season forecasting team at Colorado State University.Our 2007 seasonal hurricane forecast was not particularly successful. We anticipated an above-average season, and the season had activity at approximately average levels, Philip Klotzbach, Bill Gray and other CSU forecasters said in an end-of-season report on Tuesday. The CSU team had predicted there would be 17 storms this year.

DIFFERENT VIEW

In the Caribbean and Central America, though, few were breathing sighs of relief.In the Mexican town of Mahahual on the Yucatan Peninsula, Hurricane Dean destroyed a cruise ship pier which had been a key source of income. Windows, doors, electrical systems -- except for the basic structure of the hotel, everything was destroyed by Dean, said Rodolfo Romero, owner of the boutique Hotel Arenas.Dean, which became a maximum-strength Category 5 hurricane, killed at least 27 people as it roared through the Caribbean in August and struck the peninsula.Hurricane Felix in September also became a Category 5 storm on the five-step scale of hurricane intensity, killing 102 and leaving another 133 missing in Nicaragua, according to the Pan-American Health Organization.

Dean and Felix were the first two Atlantic hurricanes since records began in 1851 to make landfall in the same season as Category 5 storms.The last storm of the season, Noel, soaked the Dominican Republic and Haiti, killing more than 150 people as rivers broke their banks and surged through towns.It's been very busy, especially in Central America but also in the Caribbean, said Tim Callaghan, a senior official with the U.S. Agency for International Development in Latin America and the Caribbean. Death toll from Philippines typhoon rises to 17: officials

MANILA (AFP) - The death toll from Typhoon Mitag rose to 17 in the Philippines, officials said Tuesday, as search operations continued for a missing air force jet and a fishing vessel with 27 people aboard.The typhoon killed 17 people and left four others missing, the civil defence office said.The number of people displaced also jumped to 540,000 across 19 provinces ravaged by flash floods and landslides triggered by the typhoon.Mitag has weakened as it exited the Philippines towards the southern islands of Japan.Tropical storm Hagibis meanwhile weakened to tropical depression status as it crossed Mindoro island towards southern Luzon in the afternoon, while a second tropical depression with similar 55 kilometre (34 mile) per hour winds threatened from the Pacific Ocean.Hagibis killed 13 people last week in its initial pass over the Philippines.

It reversed course Monday, sinking a fishing boat near the Spratly Islands in the South China Sea, leaving 27 Filipino crewmen missing, officials said.A Philippine air force jet sent to search for the crew also went missing in the area on Monday, the military said.The air force said it was searching for the S-211 reconnaissance jet and its two pilots in the Spratlys.Armed forces chief General Hermogenes Esperon said the aircraft probably crashed in the South China Sea. The US Navy has dispatched an Orion surveillance aircraft to help in the search, he added.

Floods in Algeria kill four, cut off roads: officials

ALGIERS (AFP) - Floods caused by days of torrential rain have killed four people, injured several others and have cut off many roads in northern Algeria since the weekend, local officials said Tuesday.Two people were killed overnight Monday, including a 15-year-old boy swept away by a flooded river and found at Sidi Daoud in the Boumerdes region, 50 kilometres (30 miles) east of the capital Algiers, said police.An elderly woman was killed when her house in Oran, 430 kilometres west of Algiers, collapsed, said civil protection officials.On Sunday, two people died and eight were injured when a bridge at Beni Messous, in the western suburbs of Algiers, gave way during the heavy rains.The downpours, which in the north of the country have been almost continuous since Saturday, have made it virtually impossible to use the main roads leading to Algiers.Officials in the Algiers closed the Algiers-Tipaza motorway because of flooding late Monday and called on motorists not to use several other routes to allow for maintenance work.On several main routes Tuesday, flooding had caused several kilometres of tailbacks.Flooding in November 2001 in Algeria left more than 800 people dead and caused major damage in certain parts of the country.

Devastating Malibu wildfire fully contained NOV 27,07

LOS ANGELES (AFP) - The devastating wildfire that ripped through the celebrity enclave of Malibu last weekend was declared fully contained on Tuesday, Los Angeles officials said. Los Angeles County Fire Inspector Ron Haralson said the fire had been brought under control, although around 150 firefighters remained on the scene mopping up hot spots.The official said more personnel would be deployed if seasonal high winds returned. The blaze scorched nearly 5,000 acres of rugged parkland after it erupted Saturday before roaring across the area.A total of 53 homes, 27 outbuildings and 14 vehicles were destroyed by the flames. A further 34 homes and 11 structures were damaged.Most of the estimated 10,000 people evacuated on the weekend have been allowed to return to their homes.Fire department investigators have said human activity was believed to have caused the fire but have yet to pinpoint the precise cause.The blaze was the second to hit Malibu within the space of a few weeks. Last month a devastating fire destroyed 4,565 acres (1,847 hectares), six homes, two businesses and a church in the glamorous Pacific Ocean front town.

Jarislowsky's call for immediate action belied an article published in the Boston Globe on Sunday that said the call for the amero to become the new North American regional currency was purely theoretical.In an exclusive telephone interview with WND, Jarislowsky repeated his call for a European Union-style currency to be created between Canada and the United States. The idea would be a European Union-type set-up, Jarislowsky said, with a North American Central Bank that would issue the new currency and sit over the Bank of Canada and the Federal Reserve Bank in the United States.

An alternative would be to create a peg on the U.S. dollar which would allow the Bank of Canada to adjust the Canadian dollar in a 5 percent plus or minus range, based on the fluctuation in value of the U.S. dollar, he explained. Still, Jarislowsky was less confident the U.S. dollar peg would work. The Bank of Canada only pinpoints inflation, he told WND. My idea would be to have the Bank of Canada manage the Canadian dollar with a view both to inflation and the U.S. dollar. The Bank of Canada has never been very receptive to this idea.Jarislowsky insisted Canada was going to be forced to do something because the increased value of the Canadian dollar vis-à-vis the U.S. dollar was likely to depress business activity in Canada and cause a recession. Two-thirds of the Canadian economy is tied to the U.S. economy, Jarislowsky pointed out. Some 85 percent of our exports are headed for the U.S. market. Our economy is tied to the U.S. dollar, whether we like it or not.In an interview published with the Globe and Mail, Jarislowsky emphasized the likely adverse impact on the Canadian economy triggered by the rise in the value of the Canadian dollar.

We don't have a single mill in Canada which isn't losing cash at the current exchange rate despite the fact we invested hundreds of millions in dollars into new equipment when we had the money, Jarislowsky said. I believe that if we stay at the present levels, the entire forest products industry practically is going to be in liquidation-bankruptcy and there's going to be an enormous loss of employment, he continued. Jarislowsky told the House of Commons finance committee that a regional North American currency would reduce the adverse currency exchange risk being experienced in Canada since the Canadian dollar has risen more than 20 percent against the U.S. dollar this year. Jarislowsky brushed aside stated opposition from the Canadian Finance Department, including a negative recommendation to Finance Minister Jim Flaherty because of concerns a common North American currency would mean an erosion of sovereignty for Canada. I know Finance Minister Flaherty quite well, Jarislowsky told WND. Sure, first he will have to deny he is taking seriously the idea of a new currency, then later he will come out and say he was forced to create one anyway.Jarislowsky insisted he made very seriously the suggestion to create a euro-style currency for North America. Pretty soon, the Finance Ministry will have no choice but to create a new currency, Jarislowsky argued, unless the Canadian dollar all of a sudden changes course and reverses against the U.S. dollar all on its own.
In the provinces we are already seeing economic activity slowdown because of the rise in value of the Canadian dollar, he insisted. If our automobile and lumber industries begin to decline, we will have a serious recession as a result.The Finance Ministry knows how closely our economy in Canada is tied to the U.S. market, he continued. A common currency would avoid the problems we are now facing with currency exchange risk added to the normal risks of doing business.

Iran Says It's Produced New Missile

TEHRAN, Iran (AP) - Iran said Tuesday it has manufactured a new missile with a range of 1,200 miles capable of reaching Israel and U.S. bases in the Mideast, the official news agency IRNA reported.
Iran's Defense Minister Gen. Mostafa Mohammad Najjar said the Ashoura missile was produced by factories affiliated with the ministry, according to IRNA. He did not say whether Iran has test fired the missile or has plans to do so. Many of Iran's weapons development claims have not been independently verified. Iran launched an arms development program during its war with Iraq to compensate for a U.S. weapons embargo. Since 1992, Iran has reportedly produced its own jets, torpedoes, radar-avoiding missiles, tanks and armored personnel carriers. Recent weapons development has been motivated by Iran's standoff with the U.S. over its controversial nuclear program, which Washington claims is a cover for weapons development—a charge Tehran denies.

Iran is known to possess a medium-range ballistic missile known as the Shahab-3, with a range of at least 800 miles. In 2005, Iranian officials said they had improved the range of the Shahab-3 to 1,200miles, equal to the new missile announced Tuesday. Najjar did not elaborate about the differences between the Ashoura missile and the Shahab-3 missile. In September during a military parade, Iran introduced the Ghadr missile, which has a range of 1,119 miles.
Experts also believe Iran is developing the Shahab-4 missile, thought to have a range between 1,200 and 1,900 miles, that would enable it to hit much of Europe.

ANNAPOLIS, Md. - Israeli and Palestinian leaders agreed Tuesday to immediately resume long-stalled talks toward a deal by the end of next year that would create an independent Palestinian state, using a U.S.-hosted Mideast peace conference to launch their first negotiations in seven years. In a joint statement read by President Bush, Israeli Prime Minister Ehud Olmert and Palestinian President Mahmoud Abbas pledged to start discussions on the core issues of the conflict next month and accepted the United States as arbiter of interim steps.We agree to immediately launch good-faith bilateral negotiations in order to conclude a peace treaty resolving all outstanding issues, including all core issues without exception, as specified in previous agreements, it said.

We agree to engage in vigorous, ongoing and continuous negotiations and shall make every effort to conclude an agreement before the end of 2008, said the document, which was reached after weeks of intense diplomacy and was uncertain until just before Bush announced it.The conference at the U.S. Naval Academy has been greeted by heavy skepticism, with many questioning its timing and prospects for success, especially given the weaknesses of Olmert and Abbas, whose leadership is challenged by the militant Hamas movement.And the task is complicated by Arab pressure to resolve other long simmering disputes Israel has with Syria and Lebanon.Saudi Foreign Minister Prince Saud al-Faisal, in his remarks to the conference, called for the earliest possible resumption of talks with Lebanon and Syria, which wants the return of the Golan Heights, land seized by Israel during the 1967 war.

We have come to support the launching of serious and continuing talks between the Palestinians and the Israelis that will address all the core and final status issues, Saud said. Third, the time is right because the world understands the urgency of supporting these negotiations.Under the workplan, Israeli and Palestinian negotiators will begin talks on the most contentious issues in the conflict on Dec. 12 and Abbas and Olmert will hold private biweekly talks throughout the process, which will be monitored by the United States.Yet none of those difficult issues were mentioned in the joint document, which was to be endorsed by the conference participants, including key Arab nations like Saudi Arabia and Syria, later in the day.And, despite their agreement and impassioned rhetoric, neither Olmert nor Abbas showed any sign of yielding on the fundamental differences that have led to the collapse of all previous peace efforts: the borders of a Palestinian state, the status of disputed Jerusalem and Palestinian refugees.

Abbas has no mandate to discuss, to agree, or to erase any word related to our rights, Hamas spokesman Fawzi Barhoum said in Gaza. He is isolated (and) represents himself only.In the face of such resistance, Arab support for the process is deemed essential and Olmert, speaking directly to those at the conference who have no relations with his country, said: It is time to end the boycott and alienation toward the state of Israel.We no longer and you no longer have the privilege of clinging to dreams which are disconnected from the suffering of our peoples, he said.

After reading aloud the freshly reached agreement, Bush shook hands with Abbas and Olmert. Then those leaders shook each other's hands. To maximize the moment of potential breakthrough, the three went through the gestures again. This time, they clasped hands together. And, for a moment, Bush stepped back and raised his hands to encourage the other two to come together for a handshake, which they did. It harkened back to a memorable image of his predecessor, Bill Clinton, in one of his own Mideast efforts. Saud applauded after Olmert finished his speech, according to a member of the U.S. delegation. It was a significant gesture from the nation considered the linchpin of Arab support for the coming talks. Saud, a veteran of past peace efforts, had said before the session that he would not shake Olmert's hand. Saudi Arabia has no diplomatic relations with Israel, and Saud told reporters he would do nothing to normalize relations until after Palestinian statehood and other territorial issues were resolved. Saeb Erekat, a principal Palestinian negotiator, sounded upbeat, saying that after seven years of a stalemate now we have an opportunity to get back to serious talks with broad backing. We have the whole world. We have President Bush. And it is going to be two states living side by side in peace, Erekat said. Today is over. What's important is tomorrow.Privately, however, members of the Palestinian delegation expressed skepticism that a deal resolving all the so-called final status issues could be reached within a year, and by the end of Bush's term in January 2009. The Palestinians expect a state in the Gaza Strip, West Bank and eastern sections of Jerusalem, said Palestinian Authority President Mahmoud Abbas at today's Annapolis summit. During the U.S.-backed international conference, President Bush read a joint Israeli-Palestinian declaration in which both countries agreed to create a Palestinian state on the ground before Bush leaves office in January 2009. The declaration did not recognize Israel as a Jewish state in spite of intense negotiations the past few weeks for the Palestinians to agree to such a clause. The joint Israeli-Palestinian statement committed Israel and the PA to hold final status talks on all issues – meaning the status of Jerusalem and the future of millions of Arabs registered as refugees living in U.N.-maintained camps. Abbas and Israeli Prime Minister Ehud Olmert are to meet biweekly, with implementation of commitments monitored by the U.S., according to the declaration. After Bush's address, Abbas called for a Palestinian state to be established with its capital in Jerusalem. He alluded to Palestinian control over the Temple Mount – Judaism's holiest site. We need east Jerusalem to be our capital and to access our holy shrines, said Abbas.

The Palestinian leader requested Israel immediately allow the PA to open official institutions in Jerusalem as a sign the city would serve as the future Palestinian capital. WND first reported earlier this month Palestinian leaders asked the U.S. to support their demand to open official representative institutions in eastern sections of Jerusalem. In line with previous Israeli-Palestinian accords, the PA until now has been barred from conducting political activity in Jerusalem, although it maintained an office, called Orient House, in an eastern Jerusalem neighborhood that previously functioned as a de facto PA headquarters Orient House was closed by Israel in 2001 following a series of suicide bombings in Jerusalem and information Israel said indicated it was used to plan and fund terrorism. Thousands of documents and copies of bank certificates and checks captured by Israel from Orient House – including many documents obtained by WND – showed the offices were used to finance terrorism, including direct payments to the Al Aqsa Martyrs Brigades terror group.

Following Abbas' speech, Olmert affirmed Israel would work to create a Palestinian state by 2008 and would negotiate on all core issues.He also recognized the importance of a Saudi-backed plan – termed the Arab Peace Initiative – widely criticized here as leaving Israel with truncated, indefensible borders. The plan, among other things, calls for Israel to give up the Temple Mount and the Western Wall. I am familiar with the Arab PeaceInitiative. I value this initiative and acknowledge its importance, said Olmert. WND first broke the story last week that in exchange for Saudi Arabia attending the Annapolis summit, the Israeli government agreed to recognize the importance of the Arab Peace Initiative in which the Jewish state is called upon to evacuate the strategic Golan Heights, the entire West Bank and eastern sections of Jerusalem, including the Temple Mount. Olmert also said previous peace negotiations would be used as a basis for talks that begin as soon as tomorrow, a hint that pledges by former Israeli leaders are still on the table. In the summer of 2000, then-Prime Minister Ehud Barak was willing to cede the entire West Bank, Gaza Strip and eastern Jerusalem, reportedly including the Temple Mount.

Today's summit was particularly notable for the presence of Saudi Arabia and Syria, two countries that until now refused direct relations with Israel. Syria is in a military alliance with Iran and is accused by the U.S. of supporting the insurgency in Iraq and generating instability in Lebanon. Israel says Syria regularly ships Iranian rockets and weaponry to the Lebanese Hezbollah militia. The chiefs of the Hamas and Islamic Jihad Palestinian terror groups are based in Damascus. Syria is also accused by Israel of holding Israeli soldiers missing in action, including Brooklyn-born Zachary Baumel, who was captured by Syrian forces 23 years ago. Syria was invited to the summit without any preconditions or pledges to cease its purported backing of terrorism or its alleged meddling in Lebanese affairs. Today's speeches by Bush, Olmert and Abbas are followed by a larger session in which with foreign ministers of several Arab countries, including Syria and Saudi Arabia, present their views.
