2 quakes off Japan, no tsunami Fri Sep 28, 11:32 AM ET

TOKYO - Two earthquakes struck almost simultaneously off Japan's central coast late Friday, the Japan Meteorological Agency said. No tsunami warning was issued and no damage was reported. The first quake, with a magnitude of 6.6, struck at 10:41 p.m. and was centered in the Pacific Ocean off Iwo Jima, about 930 miles south of Tokyo.Another quake with a magnitude of 7.4 occurred off the Mariana Islands around the same time, according to the agency.

Slight shaking was reported in northeastern towns on Japan's main island of Honshu.No injuries or damage were immediately reported. It was not immediately known whether the two quakes were related.
Japan is one of the world's most earthquake-prone countries and sits atop four tectonic plates.

Hurricane Lorenzo slams into Mexico's Caribbean coast, weakens Fri Sep 28, 12:10 PM ET

MIAMI (AFP) - Tropical Storm Lorenzo strengthened into a hurricane and slammed ashore Friday in one of Mexico's oil producing regions, the US National Hurricane Center said, before Lorenzo lost some of its punch. Briefly a Category One hurricane -- the lowest on the five-level Simpson-Saffir scale -- Lorenzo then weakened back to tropical storm status over land; at 0500 GMT it was located inland, some 45 kilometers (30 miles) south-southwest of Tuxpan, the Miami-based Hurricane Center reported.Scores of offshore oil rigs are located in the area off Tuxpan.Lorenzo was moving toward the west at about 11 kilometers (seven miles) per hour with maximum sustained winds of 100 kilometers (65 miles) per hour, with higher gusts.Rapid weakening is forecast today as Lorenzo proceeds inland, the center said, while still warning that its heavy rain could cause life-threatening flash floods and mudslides.

The storm is expected to dump up to 25 centimeters (10 inches) of rain in the Mexican state of Veracruz, with possible isolated maximums of 15 inches, or 38 centimeters.At least four Mexican states declared hurricane watches, the Mexican interior ministry said in a statement in Mexico City.Authorities evacuated people from low-lying and flood-prone areas in Veracruz, Tamaulipas, Tabasco and Campeche states, the statement added.

NEW YORK - The dollar fell to a record low against the euro for the seventh consecutive session while the Canadian dollar hit a 31-year high as inflation data raised expectations that the Federal Reserve Bank would again lower interest rates. The 13-nation European currency reached $1.4274 in late New York trading — exceeding its previous peak of $1.4189, reached Thursday. The euro had bought $1.4160 in New York late Thursday.The euro spiked above $1.42 after the release of data showing that a key measure of inflation in the U.S. eased last month to the slowest pace in 3 1/2 years. The inflation data boosted hopes that the Fed would cut interest rates despite surprisingly positive consumer spending data.The 1.8-percent rise in core inflation over the past year, which excluded energy and food, was within the Fed's comfort zone for core price increases of between 1 percent and 2 percent, meaning they could cut again.Although the Commerce Department reported Friday that incomes rose 0.3 percent last month, slightly less than had been expected, economic data was mostly positive.

Consumer spending rose by 0.6 percent in August, and construction spending increased 0.2 percent — both numbers higher than anticipated because of the market's recession fears swarming throughout August.Both personal income and spending are up, said Michael Woolfolk, senior currency strategist at the Bank of New York. The consumer was undaunted by financial market turmoil.
Meanwhile, the Canadian dollar hit a 31-year high Friday, buying $1.0091 in U.S. currency. It later retreated to 99.37 U.S. cents in late New York trading. The loonie bought 99.87 U.S. cents late Thursday.That country's currency — named for a Canadian bird, the loon, on the one-dollar coin, has been on a spectacular tear since the U.S. greenback began to weaken in the face of a credit crisis sparked by the U.S. subprime mortgage market.The loonie reached parity with its U.S. counterpart for the first time in 31 years on Sept. 20. Just five years ago, in January 2002, the loonie hit a record low of 61.79 US cents.Helping the Canadian dollar's rise was a Statistics Canada report that the economy grew by 0.2 percent in July, the same rate as in June.

The price of oil surged above C$83 (US$83.48) a barrel on Friday, closing in on its record high. Soaring oil and gas prices have bolstered Canada's economy and currency, leading the loonie to be dubbed the petrocurrency.In other trading, the British pound rose to $2.0454 from $2.0270 in New York late Thursday. The dollar was down to 114.74 Japanese yen from 115.59 yen and 1.1635 Swiss francs from 1.1724.The dollar has been sliding since the Fed cut interest rates last week by a larger-than-expected half percentage point. Since then, a week of mostly disappointing U.S. economic data have stoked expectations that another rate cut could follow.

With the market expecting lower rates, this continues to undermine the U.S. dollar, especially with the European Central Bank perhaps set to raise interest rates, said Woolfolk.If September employment data expected for next week is positive and the ECB does not raise rates, he said, that could help arrest the dollar's fall in the short term.The lower U.S. interest rates, used to jump-start the economy, can weaken its currency as investors transfer funds to countries where their deposits and fixed-income investments bring higher returns.Longer term, the U.S. has been running large trade and budget deficits for years — factors that tend to undermine a country's currency in the long term, unless they are offset by foreigners willingness to invest their money in the United States.
Consequences of the dollar's fall include upward pressure on inflation from higher prices for imported food and goods, and less purchasing power for Americans traveling or living abroad. On the other hand, a cheaper dollar makes U.S. exporters wares more competitive on a price basis overseas.

Actors dressed in biblical garb blasting ram horns and riding camels re-enacted Joshua's siege of the ancient city for some 5,000 Christian pilgrims on Thursday, kicking off a weeklong demonstration of solidarity with the Jewish state.The performance at Ein Gedi, about 20 miles south of Jericho itself, was part of a celebration marking the Feast of the Tabernacles, or Sukkot, a seven-day Jewish holiday during which the pilgrims believe the Old Testament invites all nations to come to Jerusalem.The crowd's excitement was palpable, with believers exclaiming hallelujah and blowing large ram horns, or shofars, throughout the show. Walls replicating the ones that came tumbling down when Joshua blew his ram's horn came down during the performance.Organizers said that Christian tourism in the Holy Land reaches its peak during Sukkot.Evangelical groups have forged a tight alliance with the Jewish state, and Israeli officials have welcomed the pilgrims for years. Israeli Orthodox rabbis have tolerated them but have become increasingly concerned they may have an ulterior motive: conversion of the Jews.

The Christian groups oppose territorial concessions to the Palestinians, who want to establish a state in areas Israel captured in the 1967 Mideast War. Many Evangelicals believe Jews must return to the biblical Land of Israel to facilitate a Second Coming of Christ.The International Christian Embassy in Jerusalem has hosted Sukkot celebrations in Israel for 27 years. The embassy says that pilgrims have been instructed to refrain from missionary activity while in Israel.It's time for gentiles to repay their debt to the Jews, said Anthony Gibson of County Kildare, Ireland. NEW YORK (AFP) - Israel and the Palestinians could sign a peace deal within six months of an international peace conference scheduled for November, Palestinian president Mahmud Abbas told AFP on Friday. The US-sponsored conference should define the groundwork for settling questions over the final status of the Palestinian territories, Abbas said in an interview in New York, where he is attending the UN General Assembly.Then we will begin negotiations on the details under a timeframe, which ought not to exceed six months, to reach a peace treaty, he added.The leader of the Palestinian Authority, who has met with several key foreign leaders during his stay in New York, said that the US-sponsored talks would open in Washington on November 15.We have noted that the whole world is interested in this meeting and attaches great hopes to its success, he added.

In his address to the UN General Assembly later Friday, Abbas called on the world to seize the opportunity at November's conference to work towards the creation of a Palestinian state.He said the US-sponsored talks offered a new beginning for serious negotiations leading to the end of the Israeli occupation that started in 1967 and the realization of the vision of two states.Is it not time to create an independent Palestinian state with Jerusalem as its capital and to find a just solution... to the problem of refugees to put an end to the suffering that they have endured for six decades? he added.From this podium, I call upon the Israeli government of Prime Minister Ehud Olmert, with whom I have had in-depth talks, to break the cycle of missed opportunities, he added.Abbas told AFP that Palestinian and Israeli negotiators would start to tackle preparations for the gathering in the coming days.We want to prepare a framework agreement defining clear principles and without equivocation that will serve as a basis for the settlement. Immediately after the meeting we will hold negotiations on the basis of this document.

Key stumbling blocks in previous talks between Israel and the Palestinians have included the borders of a future Palestinian state, the fate of the Jewish settlements, the status of Jerusalem and the question of Palestinian refugees.We, the Israelis and the Arabs, must make this meeting succeed, he said.He said the members of the Middle East quartet, the permanent members of the UN Security Council, the follow up committee of the Arab League and certain countries from G8 and the non-aligned movement should take part in the talks.The international quartet, which groups the United States, United Nations, European Union and Russia, issued a roadmap for Israeli-Palestinian peace in 2003 originally envisioning the creation of a Palestinian state by 2005.We hope that Syria and Lebanon will also participate in the meeting, he added. Asked whether an agreement could be applied in the Gaza Strip, where Hamas took power by force in June, Abbas called on the Islamist movement to place the interests of the Palestinian people above all other considerations.If the situation in the Gaza Strip returns to how it was (before Hamas seized power) we will be ready to talk, he said. But a recent flare-up in violence in the Gaza Strip, declared by Israel as a hostile entity and where 13 Palestinians were killed this week by Israeli attacks in response to militant rocket fire, has complicated the task. Israel, for its part, has sought to downplay expectations of a breakthrough at the November meeting, which prime minister Olmert has described as not a peace conference, but rather an international meeting.Abbas later met Israeli Foreign Minister Tzipi Livni but the two sides declined to make any comments at the end of the hour-long talks.
In Gaza, a Hamas spokesman reacted to Abbas' comments saying: any agreement that ignores the rights of Palestinian people is an agreement that will be refused by Hamas.

Spokeswoman dodges question about NAFTA Superhighways

President Bush is comfortable when the United States, Mexico and Canada work together on issues facing the continent, according to spokeswoman Dana Perino, even though Congress is considering a warning that the nation's sovereignty could be threaten by such efforts. She was responding to a question from Les Kinsolving, WND's correspondent at the White House. He asked: Inspired in part by The New York Times best-selling book, The Late Great U.S.A., a resolution in the House of Representatives opposing work on any NAFTA superhighway or moves towards merging the U.S., Mexico and Canada into a North American union now has 27 co-sponsors from both sides of the aisle. Do you support such legislation?

The pending resolution expresses the sense of Congress that the United States should not engage in the construction of a North American Free Trade Agreement (NAFTA) Superhighway System or enter into a North American Union with Mexico and Canada.It was launched by U.S. Reps. Virgil Goode, R-Va., Ron Paul, R-Texas, Walter B. Jones, R-N.C., and Tom Tancredo, R-Colo., and has been referred to the Committee on Transportation and Infrastructure, in addition to the Committee on International Relations.

Nearly two dozen others now have joined with the effort, which says: Whereas, according to the Department of Commerce, United States trade deficits with Mexico and Canada have significantly widened since the implementation of the North American Free Trade Agreement (NAFTA); Whereas the economic and physical security of the United States is impaired by the potential loss of control of its borders attendant to the full operation of NAFTA; Whereas a NAFTA Superhighway System from the west coast of Mexico through the United States and into Canada has been suggested as part of a North American Union; Whereas it would be particularly difficult for Americans to collect insurance from Mexican companies which employ Mexican drivers involved in accidents in the United States, which would increase the insurance rates for American drivers;

Whereas future unrestricted foreign trucking into the United States can pose a safety hazard due to inadequate maintenance and inspection, and can act collaterally as a conduit for the entry into the United States of illegal drugs, illegal human smuggling, and terrorist activities; and Whereas a NAFTA Superhighway System would be funded by foreign consortiums and controlled by foreign management, which threatens the sovereignty of the United States: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That – the United States should not engage in the construction of a North American Free Trade Agreement (NAFTA) Superhighway System; the United States should not enter into a North American Union with Mexico and Canada; and
the President should indicate strong opposition to these or any other proposals that threaten the sovereignty of the United States.
WNDN previously has reported the resolution is a message to both the executive and legislative branches. You won't hear the leadership in the Republic Party admit it, but there are many in the House and Senate who know that illegal immigration has to be stopped and legal immigration has to be reduced. We are giving away the country so a few very rich people can get richer, Goode told WND. How did he react when President Bush referred to those who suggest the Security and Prosperity Partnership could turn into the North American Union as conspiracy theorists? The president is really engaging in a play on words, Goode responded. The secretary of transportation came before our subcommittee, he explained, and I had the opportunity to ask her some questions about the NAFTA Superhighway. Of course, she answered, There's no NAFTA Superhighway. But then Mary Peters proceeded to discuss the road system that would come up from Mexico and go through the United States up into Canada.Goode is a member of the Subcommittee on Transportation, Treasury, Housing and Urban Development of the House Committee on Appropriations. So, I think that saying we're conspiracy theorists or something like that is really just a play on words with the intent to demonize the opposition, Goode concluded.

Goode stressed that the Bush administration supports both a NAU regional government and a NAFTA Superhighway system: The Bush administration as well as Mexico and Canada have persons in the government in all three countries who want to a see a North American Union as well as a highway system that would bring goods into the west coast of Mexico and transport them up through Mexico into the United States and then in onto Canada, Goode confirmed.
The Virginia congressman said he believes the motivation behind the movement toward North American integration is the anticipated profits the large multinational corporations in each of the three countries expect to make from global trade, especially moving production to China. Some really large businesses that get a lot from China would like a NAFTA Superhighway system because it would reduce costs for them to transport containers from China and, as a result, increase their margins, he argued. I am vigorously opposed to the Mexican trucks coming into the country, Goode continued. The way we have done it and, I think, the way we should do it in the future, is to have the goods come into the United States from Mexico within a 20-mile commercial space and unloaded from Mexican trucks into U.S. trucks. This procedure enhances the safety of the country, the security of the country, and provides much less chance for illegal immigration.In a second question Kinsolving asked: Republican Congressman and presidential candidate Duncan Hunter's Restoring Patriotism to America's Campuses Act would bar Columbia University from receiving any federal money because it not only refuses to allow an ROTC on campus, but also because it invited [Iranian President Mahmoud} Ahmadinejad as a guest lecturer. And my question: Does the president believe that is right, or wrong? I haven't seen the legislation. And we have already said that Columbia University made its own decision, Perino said.
