Earthquake damages Montana buildings By AMY BETH HANSON, Associated Press Writer Tue May 8, 9:48 PM ET

HELENA, Mont. - An earthquake damaged an apartment building and knocked bricks off the facades of Main Street buildings in southwestern Montana on Tuesday, authorities said. The 4.6 magnitude quake, reported at 9:46 a.m., was centered about nine miles northeast of Sheridan. It was felt in Helena and as far away as Idaho, according to the U.S. Geological Survey Web site.Students at Sheridan Elementary School were under their desks Tuesday morning, in some cases before teachers realized an earthquake was shaking the area, the school secretary said.It was a hard jar, and really loud, said secretary Jenny Burke. It was like somebody just shook the heck out of us for two seconds.

The school was not damaged.

One Sheridan family was evacuated from their damaged downtown apartment until it can be proven safe, said Frank Ford, Madison County's former emergency management director.Madison County Commissioner Jim Hart was on the third floor of the courthouse when the earthquake hit.We all just kind of held onto the table for a second or two, and then went, We need to get out of here,

NEW YORK (Reuters) - The 2007 Atlantic hurricane season will bring 13 to 14 named storms, of which six or seven could strike the United States, AccuWeather.com said in its hurricane season forecast on Tuesday. Florida and the U.S. Gulf Coast are the most at risk.The highest area of risk has swung southwest from the Atlantic to Florida and the eastern and central Gulf Coast regions, said AccuWeather forecaster Joe Bastardi.The hurricane season runs from June 1 to November 30.

LOS ANGELES - A wildfire roared across brush-covered hills in the city's sprawling Griffith Park on Tuesday, triggering evacuations of homes and some of the city's most famous landmarks. A wall of flames raced across ridges and jumped fire lines late in the evening as the fire drew closer to homes and the Griffith Observatory.Hundreds of firefighters and five water-dropping helicopters rushed to Los Angeles' landmark park — a mix of wilderness, cultural venues, horse and hiking trails and recreational facilities set on more than 4,000 acres on the hills between Hollywood and the San Fernando Valley.Late Tuesday, authorities called for a mandatory evacuation of homes that sit along the park's southern edge as the fire burned out of control after dusk.Steve Yoo, who lives in the evacuation area, said he was able to pack his passport, wallet and some clothes into a duffel bag before leaving home.You need to evacuate, you need to evacuate your houses immediately, a police officer said over a loudspeaker.

BONN (Reuters) - Birds, whales and other migratory creatures are suffering from global warming that puts them in the wrong place at the wrong time, a U.N. official told 166-nation climate talks on Monday.

A warmer climate disrupts the biological clocks of migratory species including bats, dolphins, antelopes or turtles, said Lahcen el Kabiri, deputy head of the U.N.'s Bonn-based Convention on Migratory Species.They are the most visible warning signs -- indicators signaling the dramatic changes to our ecosystems caused in part by climate change, he told delegates on the opening day of a May 7-18 U.N. meeting searching for new ways to offset warming.

Many creatures are mistiming their migrations, or failing to bother as changes between seasons become less clear. The shifts make them vulnerable to heatwaves, droughts or cold snaps.Among birds, for instance, cranes are starting to spend the winter in Germany rather than fly south to Spain or Portugal. A harsh winter could decimate the population, he said.Migratory species are particularly vulnerable because they need separate breeding, wintering and stop-over sites. Changes to any one of the habitats can put them at risk.Global warming, blamed by almost all experts on a build-up of gases from burning fossil fuels, adds stresses for migratory species such as pollution, overfishing or destruction of habitats on land for farming, roads or towns.

FISH, PLANKTON

Climate change affects all migratory species, El Kabiri, a Moroccan, told Reuters. He said that whales were sometimes in the wrong place to feed on fish and plankton which were thriving closer to the poles because of warmer oceans.In the Arctic, forests could take over from tundra, complicating life for many birds that nest on the ground and have to fly from Africa to find sites with few predators.

Warmer weather could bring predators north.Rises in sea levels could swamp habitats for many shore birds. El Kabiri said governments should cooperate more to create and protect international migration corridors.Birds are sometimes hatching early in a warmer climate, but sometimes insect food can flourish even earlier. Pied flycatcher birds in Europe, for instance, have suffered from a lack of caterpillars for their chicks.The Convention on Migratory Species and the U.N.'s African Eurasian Migratory Waterbirds Agreement said they will highlight the problems for birds and climate change around the world with a series of events on May 12-13.

It will prioritize inspecting fertilizer and pesticide use in vegetable planting as well as animal medicines and additives in livestock feed, according to a notice from the State Council, China's cabinet.China's rush into
capitalism has created a rash of unregulated companies, operating on thin margins, whose temptation to cut corners has sometimes led to deaths from dangerous food additives.That's increasingly raising concern in countries that import food, or food ingredients, from China.China acknowledged on Tuesday that two Chinese companies illegally exported wheat gluten and rice protein that contained melamine scrap, a chemical product that artificially inflates protein levels. It was mixed into pet food along with another compound, causing a spate of animal deaths in the United States.

I think the primary thing that must be recognized is that this thing represents a gap in the regulatory system, a worldwide gap, said a U.S. official based in China.Although there's probably a lot of culpability on the part of the Chinese -- misrepresenting products is a common procedure in China to skirt around their regulatory process -- it doesn't necessarily indict their regulatory process. It more or less indicts the ability to enforce the rules.A team from the U.S. Food and Agriculture department has arrived in China to help investigate how the melamine got into the feed. It is touring Shandong province, a centre for China's poultry and feed industry, as well as Jiangsu province, home to many small chemical producers.Washington has considered a ban on imports of wheat gluten and rice protein from China, officials have said.China will test food including cooking oil, flour and beverages as well as baby food. VIENNA, Austria - Iran agreed Tuesday to a compromise on the agenda text of a global conference called to consider ways to strengthen the Nuclear Nonproliferation Treaty, taking a surprise turn under pressure from allies to end a weeklong deadlock preventing talks. Tehran's decision saved the meeting from a likely collapse, allowing delegations to move on to their main purpose — beginning to lay the ground work for a 2010 conference that is to review and possibly revise the pact to make it more effective in curbing the spread of nuclear arms.The current meeting has no decision-making powers.

But its failure would have damaged chances for progress in further preparatory sessions by putting into question the ability of nations to reach consensus decisions — the usual procedure for such treaties.The conference had been snarled since its start April 30 by Tehran's objection to a phrase in the agenda citing the need for full compliance with the Nonproliferation Treaty.

Diplomats said Iran felt that wording would allow it to be targeted for defying U.N. Security Council demands for Tehran to suspend uranium enrichment, a process that can produce both fuel for electricity-generating nuclear reactors and material for atomic warheads.The South African proposal accepted Tuesday will footnote the phrase to reflect that all aspects of the treaty must be fully observed — an allusion to the need for the United States and other nuclear weapons states to disarm.
Iranian chief delegate Ali Ashgar Soltanieh spoke of the flexibility of my delegation in accepting the compromise.But the decision appeared driven by the frustration over the deadlock expressed by nations that often support Iran in its nuclear dispute. India tests nuclear-capable surface missile MAY 9,07

BHUBANESWAR, India (AFP) - India on Wednesday successfully tested a nuclear-capable ballistic missile from a site in the eastern state of Orissa, defence sources said. The test of the Prithvi-1 (Earth 1) surface-to-surface missile took place at Chandipur-on-sea, about 200 kilometers (125 miles) northeast of Orissa's state capital Bhubaneswar.The 8.5-metre-long (28-foot) missile -- which can carry a one-tonne conventional or nuclear warhead -- can travel 150 kilometres in five minutes and has a range of up to 250 kilometres.

It is designed for battlefield use against troops or armoured formations.An official at the government's Defence Research and Development Organisation (DRDO) told AFP on condition of anonymity that the test was part of a continued effort to improve the indigenously-developed missile.Nuclear-capable India and Pakistan -- which have fought three wars, two of them over the disputed Himalayan territory of Kashmir -- routinely carry out missile tests and normally notify each other in advance.The Prithvi is India's first indigenously-built ballistic missile, and one of five being developed by New Delhi, along with the Agni, Trishul, Akash and Nag.Two other variants of the Prithvi, with a strike range of between 250 and 350 kilometres, will be handed over to the navy and air force once tests are completed.Last month, India tested the Agni-III, an intermediate range ballistic missile which can reach the Chinese cities of Beijing and Shanghai.
