November rainfall hits new record


The Whitesands area was sealed off after recent flooding. Scotland has had its wettest November in nearly 30 years, new Met Office figures have revealed. Western and southern parts were worst affected, with 73% more rain than the November average, a spokesman said. And the Met's observing site at Bishopton said Glasgow had its wettest November since records began in 1914.

Eastern and northern areas had a third more rain than the November average for 1971-2000. The Met has also ruled out a sustained dry spell in the near future. A spokesman said: The outlook at the moment is that it will remain unsettled, with further rain and showers particularly towards the end of the week. He told the BBC Scotland news website that the country had 244mm of rainfall last month.That represents a 47% increase on the November average over a 29-year period between 1971 and 2000. In the decades to come, heavy rainfall events in the winter will become more frequent Met Office spokesman The west of Scotland - which also incorporates the Borders - saw 320mm of rain last month, which is 73% more than the November average. Northern Scotland had 261mm of rain, 36% more than the monthly average. Eastern areas saw a 33% increase on the average rainfall for November, with 153mm. However, the Met Office said the increase could not be attributed to climate change.

A spokesman said: You can't connect one specific record rainfall directly to climate change. Even during the long, gradual process of climate change, there are still inter-annual variabilities which would've happened anyway. However, recent Met Office research suggests that in the decades to come, heavy rainfall events in the winter will become more frequent in a warmer climate.

Flood watch and flood warning figures released by the Scottish Environment Protection Agency (Sepa) showed that flood watches and severe flood warnings have almost trebled within the past three years. Flood warnings have more than doubled since 2003, the statistics revealed. Professor Alan Werritty, of Dundee University's geography department, said he was not surprised by the increase. He added: Climate scientists are projecting that Scotland is going to get wetter in the west and that's consistent with what we've experienced this autumn. Warning has to be a key issue here because we cannot protect every possible location that might be at risk. But we can try and give people warnings and I think that message is coming through much more clearly than it was five years ago.

Very depressing

Dr Cynthia McVey, a psychologist at Glasgow Caledonian University, said incessant rainfall could also affect an individual's emotional wellbeing. She explained: I don't think people object to rain when they have a variety of weather. But when people are trying to do Christmas shopping, continuous rain makes it even more stressful. Christmas can also help because there is an air of festivity about it - it's a time when traditionally you stay indoors with a roaring fire and have parties - and that mitigates the effects of the weather. I think it would be very different though if this weather persists after the New Year - that would be a very depressing time. A spokeswoman for Transport Scotland said it was producing a landslide study which would be completed next summer. She said it would involve a detailed review of the trunk road network to identify the areas of greatest risk.

South

In the South, showers & thunderstorms are possible in the Mississippi River Delta and the Tennessee Valley today. There's an outside chance that an isolated thunderstorm could produce some brief severe-sized hail (penny-sized or larger). Rainfall amounts are expected to be a half of an inch or less, but there could be pockets of heavier rains today. Yesterday in Southeast Texas, heavy rains fell in the Houston metro area with Angleton receiving 2.68 inches of rain, and Houston's Hobby Airport picking up 1.82 inches.

Texas will dry out today, but clouds will be increasing across Georgia and the Carolinas ahead of the system bringing the rains to Mississippi, Alabama, much of Tennessee, Louisiana, and eastern Arkansas. Across Florida, an on-shore wind continues resulting in rough seas and a high risk of rip currents along Florida's East Coast. Temperatures are expected to mild once again all across the South, with highs in the 60s and 70s. That's quite a change from the record lows set across most of the South last Friday. Rain will move eastward on Wednesday and be mostly off the coast by Thursday, except in Florida where rain is possible into Friday.

Midwest

In the Midwest, rain will affect much of the Ohio River Valley and the Great Lakes today. In Minnesota and western Iowa, a rain/snow mix is possible with icy conditions possible at the west end of Lake Superior (around Duluth). Areas of dense fog are possible this morning over the Upper Midwest, including the Northern Plains. An isolated thunderstorm in Southeast Missouri, Southern Illinois, or Western Kentucky could briefly produce some hail. Temperatures are again expected to be well above average, with highs in the 50s across the Mid-Mississippi River and Ohio River Valleys and 40s near the Great Lakes. Precipitation will clear the region by Thursday, with the exception being around the Great Lakes.

West

In the West, a brief rest from yesterday's rain and wind in the Pacific Northwest. The rain, snow, and wind from yesterday moves to the Northern Rockies bringing snows to the higher elevations of Idaho and Montana. Snow is still possible in the Cascade and Olympic Mountain Ranges with the heaviest snow still expected in the Cascades. Snow levels range from as low as 2500 feet in the Olympics to over 5000 feet in Idaho. In the Southwest, dry and mild conditions are expected to last throughout most of the week ahead. Another chance of rain is possible toward the weekend in Southern California and Arizona. Temperatures are also expected to cool in the West over the weekend.

Northeast

In much of the Northeast, another unusually pleasant day is on tap with above average temperatures and a lack of precipitation. The only rain will be in Western New York and Northeast Pennsylvania (near Lake Erie). Rain will spread across the region on Wednesday, with a rain/snow mix possible in Northern New York and Northern New England, and continuing through the rest of the work week. The weekend looks dry & mild for the Megalopolis with a few showers possible in Northern New England.

CANBERRA, Australia Wildfires on the island of Tasmania have destroyed at least 22 houses Monday, a local official said. The fires gutted houses on the fringes of the island's northeast town of St. Helens and also knocked out electricity and telephone
communications, Mayor Robert Legge said.The information I've got at the moment is 22 or 23 houses, Legge said. The information is very, very sketchy because the phones are not working down there because of power failure.Tasmania Fire Service station officer Danny Reid also said it was not yet possible to determine how many houses had been destroyed because of breakdowns in communication links.Reid said the blaze has burned 7,400 acres and was still growing.

In the drought-stricken mainland state of Victoria, 300 miles to the north, 10 major fires sparked by lightning strikes Friday had consumed 60,000 acres of eastern forest and farmland by Monday and threatened more than 20 towns, authorities and media reported.The state's Country Fire Authority deputy chief officer Graham Fountain said cooler temperatures Monday had allowed 3,500 firefighters to strengthen containment lines.Two houses were lost to wildfires in the Victoria last week and another two on Sunday. The state government kept 28 schools closed Monday.Wildfires are a regular feature of Australia's hot summer, but the danger is heightened this year because of the country's worst drought in more than a century.Nine people died in fires on South Australia state's Eyre Peninsula in January 2005. Eight of them died in their cars as they tried to flee the approaching blaze.In January 2003, more than 500 houses were destroyed and four people killed when a huge fire tore through the national capital of Canberra.

Olmert will discuss peace process, bilateral talks with Pope

Rome, Dec. 11, 2006 (CWNews.com) Israeli Prime Minister Ehud Olmert is expected to discuss the stalled negotiations between his government and the Holy See during his meeting with Pope Benedict XVI (bio - news) on Wednesday, December 13.

The Israeli leader, who requested an audience with the Holy Father, is also expected to speak about prospects for peace in the Holy Land. He may also repeat his government’s invitation for the Pontiff to visit Israel. For several years, Vatican officials have been expressing growing frustration with the slow pace of negotiations to complete a juridical-financial accord that would resolve the legal status of Church properties and Catholic communities in Israel. That accord was promised under the terms of the basic agreement that led to Vatican recognition of Israel in 1993. But talks have been slow and inconclusive, with Vatican diplomats regularly complaining that their Israeli counterparts show little interest in completing the agreement. Vatican insiders have said that it is unlikely Pope Benedict will visit Israel before the accord is finalized.

Rice wants North Korea denuclearized within 24 months by David Millikin DEC 12,06

WASHINGTON (AFP) US Secretary of State Condoleezza Rice said she wanted quick results in North Korean disarmament talks that resume next week, setting a two-year time frame to dismantle Pyongyang's nuclear weapons program.

I'm delighted the talks are going to start again, but they have to start to show results pretty soon, Rice told AFP in an exclusive interview a week before the six-party negotiations begin in Beijing following a 13-month break.Rice said Washington was ready to offer North Korea economic aid, energy assistance and improved political relations if it follows through on a September 2005 joint statement in which it pledged to abandon the development of nuclear weapons.

But she declined to provide details of specific incentives being put on the table by Washington ahead of the talks, which will also involve China, Japan, Russia and South Korea.I think that everyone is looking, in the next round or so, for the North Koreans to do something that demonstrates that they are in fact committed to denuclearization, she said.Rice said her goal was to have North Korea complete irreversible steps to dismantle its nuclear arms program before the end of President George W. Bush's term in January 2009.It's the only timetable I've got -- I'll be long gone in two years, of course that's my timetable, she said.

Rice said it would take longer for North Korea to fully break down its nuclear infrastructure, which includes a plutonium-producing reactor at Yongbyon, fuel reprocessing facilities and a test site where the Stalinist regime exploded its first nuclear device on October 9.But it shouldn't take very long to take some steps that would clearly be irreversible in terms of denuclearization, she said.
The six-nation forum started in 2003 in an effort to stop the North acquiring nuclear weapons.North Korea signed on to the vaguely worded September 2005 joint statement to give up its nuclear ambitions in return for security guarantees, energy benefits and other aid.But another round of talks in November failed to make any progress, and North Korea pulled out of the negotiations shortly afterwards to protest US financial sanctions imposed against it for alleged money laundering and counterfeiting.It then conducted its first nuclear weapons test on October 9, triggering global condemnation including from closest ally China -- and unprecedented United Nations sanctions.

Under heavy pressure from China, North Korea agreed on October 31 to return to the talks.But in a sign of how difficult the negotiations are likely to be, it then took more than five weeks to set a starting date amid differences over what would be discussed in the forum.Rice's top envoy on the issue, Assistant Secretary of State Chris Hill, will arrive in Beijing on Saturday and could hold preliminary talks with his Chinese and North Korean counterparts ahead of Monday's formal meeting, a senior US official said.Among the issues expected to be addressed is a timetable for inspectors from the International Atomic Energy Agency to begin visiting North Korean nuclear sites.North Korea also wants Washington to ease its financial sanctions as a show of good faith. US backs new European resolution on Iran sanctions Mon Dec 11, 8:40 PM ET

WASHINGTON (AFP) - The US has finally signed on to a European draft resolution imposing sanctions on Iran over its nuclear program and is optimistic it will quickly pass through the UN Security Council, Secretary of State Condoleezza Rice told AFP in an exclusive interview. It's a good resolution, Rice said after the revised draft was submitted to the full Security Council at UN headquarters in New York earlier Monday.Rice said she was optimistic the resolution aimed at convincing Iran to suspend its nuclear enrichment program, would pass soon, though she stopped short of predicting a final vote before the end of the year.

It has to be voted soon. I think this has gone on long enough, she said.The six major powers dealing with the issue Britain, China, France, Russia, the United States and Germany, have been negotiating for weeks over the terms of a sanctions resolution.But agreement proved elusive as Russia and China objected to an earlier European draft as too harsh, while Washington felt it did not go far enough.But Rice said on Monday that she was satisfied with the latest version, notably because it will be voted under Chapter 7 of the UN charter, which makes the measures mandatory for all UN members.It establishes Chapter 7, which to my mind is the most important element here, she said.It would make very clear to the Iranians that they are not going to be able to pursue this program and remain integrated into the international system and I would hope would give them pause so they might consider coming back to negotiations, she said.The text, a copy of which was obtained by AFP, would mandate a ban on trade with Iran on goods related to its nuclear and ballistic missile programs and impose financial and travel restrictions on persons and entities
involved.

Despite Russian objections, it includes a list of a dozen Iranian officials directly involved in their country's nuclear and ballistic programs who would be targeted for UN sanctions.The list includes officials associated with the Natanz nuclear fuel processing facility and with the heavy-water reactor Iran is building in Arak as well as Iran's Revolutionary Guards chief General Yahya Rahim Safavi.Tehran has consistently rejected UN demands that it halt uranium enrichment, a process which can provide fuel for nuclear reactors but, also in highly refined form, material for the core of a nuclear bomb.The West claims Iran is running a secret nuclear military program parallel to its civilian one, an allegation strongly denied by Tehran which says its nuclear ambitions are entirely peaceful and aimed at producing electricity.

Nuclear slip by Olmert sparks domestic fallout

JERUSALEM: A slip of the tongue by Prime Minister Ehud Olmert about Israel's nuclear policy ballooned into a domestic crisis Tuesday for the already embattled Israeli leader.In an interview with a German television station broadcast Monday, Olmert appeared to list Israel among the world's nuclear powers, violating the country's long-standing policy of not officially acknowledging that it has atomic weapons.Asked by the interviewer about Iran's calls for the destruction of Israel, Olmert replied that Israel has never threatened to annihilate anyone.Iran openly, explicitly and publicly threatens to wipe Israel off the map, Olmert said. Can you say that this is the same level, when you are aspiring to have nuclear weapons, as America, France, Israel, Russia? Israel, which foreign experts say has the sixth-largest nuclear arsenal in the world, has stuck to a policy of ambiguity on nuclear weapons for decades, refusing to confirm or deny whether it has them.

Mordechai Vanunu, the whistleblower who gave Israeli nuclear secrets to the British paper The Sunday Times and served an 18-year sentence for his disclosures, said he hoped Olmert's comment wasn't a mistake, but rather the beginning of a policy change that would see Israel openly acknowledge its nuclear weapons.Vanunu, who is still under tight security restrictions that bar him from leaving the country, said the authorities should now end my case, which is making a mockery of the world.Shlomo Brom, an expert on strategic affairs at Tel Aviv University's Institute for National Strategic Studies, said Olmert had simply been misunderstood. SAN FRANCISCO--Nuclear weapons are even more dangerous than we thought. Increased urbanization around the globe, combined with greater proliferation of nuclear materials and political instability, has increased the risks of nuclear war, said a panel of scientists at the American Geophysical Union, a conference taking place here this week. An exchange of 100 15-kiloton weapons between India and Pakistan would kill approximately 20 million people, said Richard Turco, a professor of atmospheric and oceanic sciences at the University California, Los Angeles. Fifty 15-kiloton weapons would kill about 4 million people in the U.S., if dropped on the biggest cities in the country. During the Cold War, defense analysts estimated that the U.S. would lose 4 million people in a massive attack from the Soviet Union involving thousands of weapons, he noted.

We're seeing increased urbanization around the world. We are creating megacities around the world, Turco said.Tehran has 10 million people. The obvious thing to attack if you don't have many weapons is a megacity. And those are just the direct deaths. The smoke created by a 100-bomb exchange in the subtropical regions would loft in the stratosphere and stay for years, Turco said.

This would cause global temperatures to decline by 1.25 degrees Celsius, thereby shortening growing seasons for several crops for years. In the early years, some crops would completely miss their growing seasons.

Worldwide precipitation would decline by 10 percent. Interestingly, Turco and other panelists noted that the energy released by the fires that would follow a nuclear exchange would likely be greater than the energy released by the explosions. The fires get accelerated by the thermal pulse, a huge burst of energy at the time of the explosion of a bomb. It's like bringing a piece of the sun down to Earth, he said. One hundred 15-kiloton weapons represents only a fraction--three-hundredths of 1 percent, actually--of the world's arsenal of nuclear weapons. A 15-kiloton weapon is about the same size of the bomb that was dropped on Hiroshima, Japan. India and Pakistan are believed to have 50 weapons each. Around 40 nations have enough nuclear material to make a 15-kiloton bomb, said Owen Toon, a professor of atmospheric sciences at the University of Colorado.

Leaders Voice Outrage on Conference on Holocaust in Iran

A gathering in Iran billed as a conference to debate the Nazi annihilation of six million Jews continued on its second day to spark outrage in the West, drawing fierce criticism today from European leaders, the Vatican and the White House. Calling the Holocaust an immense tragedy for all humanity, the Vatican issued a statement admitting of no doubt that the mass murder took place, and said it must serve as a warning for people to respect the rights of others. The statement used the Hebrew word for the Holocaust, Shoah, and expressed great compassion for what happened to the Jews during World War II, according to Agence France-Presse.

The last century saw an attempt to exterminate the Jewish people, which led to the killing of millions of Jews of all social categories merely because of the fact that they belonged to that people, the Vatican statement said.The White House said in a statement today that the gathering of Holocaust deniers in Tehran is an affront to the entire civilized world, as well as to the traditional Iranian values of tolerance and mutual respect. While people around the world mark International Human Rights Week and renew the solemn pledges of the Universal Declaration on Human Rights, which was drafted in the wake of the atrocities of World War II, the Iranian regime perversely seeks to call the historical fact of those atrocities into question and provide a platform for hatred, the statement said.

The conference in Tehran, which began Monday, attracted Holocaust deniers, discredited scholars and white supremacists from around the world, who made presentations questioning whether Nazi Germany used gas chambers to exterminate some six million Jews and millions of other undesirables, as well as other aspects of the historical record of the Holocaust.

Iran’s president, Mahmoud Ahmadinejad, has frequently claimed that the Holocaust was a myth used to justify the occupation of Palestine, meaning the creation of the state of Israel. Last summer, Iran held a contest for cartoons about the Holocaust, in reaction to a controversy over cartoons published in Denmark that lampooned the Prophet Muhammad. While many Western countries have recently urged that Iran and Syria be included in negotiations to deal with conflicts in the region, including the violence in Iraq, some have pointed to the conference as indicative of the extremist nature of the current Iranian government.The White House said that it recognizes that not everyone in Iran agrees with the most extreme elements in the regime there, and that the United States would stand with those who seek to overcome oppression, injustice, and tyranny.

During his monthly news conference today, the British prime minister, Tony Blair, held out little hope of engaging Iran in constructive action in the Middle East, and expressed revulsion at the Holocaust conference, calling it shocking beyond belief.It’s not that I’m against the concept of reaching out to people, Mr. Blair was quoted by Reuters as saying, in a reference to efforts to include Iran in peace efforts.The trouble is, I look around the region at the moment, and everything that Iran is doing is negative.You only have to see what is happening in Iran in the past couple of days to realize how important it is that all people of moderation in the Middle East try to come together and sort out the problems, he continued. I mean, they hold this conference yesterday which — you know, maybe I feel too strongly about these things — but I think it is such a symbol of sectarianism and hatred toward people of another religion. I find it just unbelievable, really.

The German chancellor, Angela Merkel, condemned the conference today and said Germany would never accept it.In several European countries, denial of the Holocaust is a crime.

Franco Frattini, the vice president of the European Commission, the executive arm of the European Union, today expressed shock that the conference was convened.In the face of this event, I want to state my firm condemnation of any attempt to deny, trivialize or minimize the Shoah, war crimes and crimes against humanity, Mr. Frattini said in a statement.I clearly reject these views which, in utter disregard of historically established facts, constitute an unacceptable affront not only to the victims of that tragedy and their descendants, but also to the whole democratic world, he said.

He said that the European Commission was determined to use its powers to fight“these repugnant phenomena. He called for the commission’s proposed Framework Decision on Combating Racism and Xenophobia to be adopted as soon as possible.On Monday, Germany summoned the Iranian chargé d’affaires in Berlin to express its anger over the conference. The French foreign minister, Philippe Douste-Blazy, also condemned the gathering.

The Iranian foreign ministry said that 67 people from 30 countries were participating in the two days of meetings. On Monday, Rasoul Mousavi, head of the Foreign Ministry’s Institute for Political and International Studies, said it would provide an opportunity to discuss the Holocaust away from Western taboos and the restriction imposed on them in Europe. Among those attending from the United States was the former Ku Klux Klan leader David Duke, whose prepared remarks, published by the Iranian Foreign Ministry, asserted that the gas chambers in which millions perished did not actually exist. He said on Monday that the depiction of Jews as the overwhelming victims of the Holocaust gave the moral high ground to the Allies as victors of the war, and allowed Jews to establish a state on the occupied land of Palestine.Others attending were Robert Faurisson, an academic from France, who said in his speech that the Holocaust was a myth.Bendikt Frings, a psychologist from Germany, said on Monday that he had come to the conference to thank Mr. Ahmadinejad for initiating discussion on the subject. German Chancellor Angela Merkel said the Tehran meeting shows the danger of the situation Israel is in and in particular the threat that Israel lives under.She was speaking after meeting Ehud Olmert, who was on his first visit to Germany as Israeli Prime Minister.
