WELLINGTON, New Zealand - A strong earthquake struck in the ocean southwest of New Zealand late Tuesday, the U.S. Geological Survey reported, but police said they had no immediate reports of injury or damage. The agency did not mention any tsunami alert. The quake, which registered magnitude 5.8, struck at 11:35 p.m. (6:35 a.m. EDT), and was located 165 miles west of the uninhabited sub-Antarctic Auckland Islands and 506 miles southwest of the city of Dunedin on New Zealand's South Island, the geological service said. The epicenter was 6.3 miles below the surface, the USGS said.In Dunedin, police said there were no immediate reports of injuries or damage.

The quake was not immediately reported by New Zealand's geological agency, GNS Science.New Zealand sits astride the colliding Australian and Pacific tectonic plates, and experiences more than 14,000 earthquakes each year.Some 150 of those quakes are felt by residents, while fewer than 10 do any damage.

SYDNEY (AFP) - A strong earthquake with a magnitude of up to 6.8 has struck the New Britain region of Papua New Guinea, sparking a tsunami warning in a region recently shaken by a violent volcanic eruption.

The US-based Pacific Tsunami Warning Centre warned regional authorities Tuesday to stay alert after reporting the temblor which it rated at 6.8 struck to the south of the island of New Britain in the Solomon Sea at 0125 GMT.Earthquakes of this size sometimes generate local tsunamis that can be destructive along coasts located within 100 kilometres (60 miles) of the earthquake epicentre,the bulletin warned.No immediate reports of casualties or damage were received after the quake, Geoscience Australia seismologist Phil Cummins told AFP.

The US Geological Survey rated the earthquake at a magnitude of 6.5 and said it struck at a depth of 58 kilometres, about 167 kilometres from Kandrian, New Britain.In Rabaul, about 229 kilometres northeast of the quake's epicentre, David Loh, owner of the New Britain Lodge, reported strong earth tremors lasting up to 10 seconds.But no one got their feet wet, he told AFP.Loh said he saw no change in the behaviour of Mount Tavurvur, a volcano whose activity had been subsiding since its spectacular eruption on October 7 forced residents to flee the town.A series of aftershocks continued throughout the day, ranging from 5 to 5.4 in magnitude, the US Geological Survey reported.

Hawaii's Big Island is rattled by thousands of minor earthquakes a year, mainly from volcanic eruptions. But the strongest and most destructive types like Sunday's magnitude-6.7 that caused blackouts and landslides are rare and are caused not by eruptions, but by the buildup of stress deep in the crust as volcanoes grow and spread, experts say. The Big Island is the youngest in a ring of volcanoes stretching some 3,500 miles across the Pacific Ocean. As new island volcanoes form and old ones are carried away, the process can sometimes release pent-up pressure in the form of quakes.If you think of it as piling up more and more dirt, it's eventually going to slide,said seismologist Kate Hutton of the California Institute of Technology.

The Big Island is commonly rocked by quakes in the 3- and 4-magnitude range that are triggered by volcanic eruptions. Prior to Sunday's shaker, volcanic activity in the area had been relatively quiet, according to the U.S. Geological Survey's Hawaiian Volcano Observatory.Since January 2005, scientists have recorded fewer than 10 quakes a week beneath the summit of the world's largest volcano, 13,677-foot Mauna Loa. As for Mauna Loa's neighbor, Kilauea, scientists recorded no significant change in seismic activity before or after Sunday's quake.Volcanic earthquakes those triggered by eruptions are usually detected by the hundreds of swarms of temblors that occur several hours or days before an eruption. The type of quake seen on Sunday, a tectonic earthquake, does not occur in any regular pattern and is harder to predict.

In some other parts of the world, such as Southern California, volcanoes play little or no role in earthquakes. These quakes are caused instead when the plates that make up the Earth's crust grind against each other and break or slip.Scientists said a possible explanation for Sunday's quake is that, as volcanoes grow over time, their weight presses down on the crust, which can then give way.It's like someone sitting on mattress,said Jim Kauahikaua, scientist in charge of the USGS Hawaiian Volcano Observatory. The crust is flexed by the weight of the island.Hawaii's largest quake on record was an 1868 magnitude-7.9 temblor that spawned a tsunami and numerous landslides. HOUSTON - The unrelenting rain that flooded southeast Texas, killing four motorists and sweeping two children down a drainage ditch, moved into Tennessee with less of a punch early Tuesday, headed for the East Coast. The heaviest rainfall Tuesday morning was in the Chattanooga area, where about 1.5 inches of rain fell, well short of the 10 inches that swamped parts of Houston on Monday, said National Weather Service forecaster Shawn O'Neill in Morristown, Tenn.Radar showed 50 mph wind gusts in the higher elevations of the Great Smoky Mountains along on the Tennessee-North Carolina line.The storm had put a damper on the Arkansas State Fair Monday as it dumped more than 6 inches of rain in parts of the state, prompting flash flood watches. But it was Texas that was hardest hit.

In Houston, the flooding and storm damage closed numerous roads and some public school systems. The rain was expected to taper off Tuesday morning, although more flooding was likely for the San Jacinto River near Humble, which could affect 150 to 300 homes.It's scary looking at all this water like this. It concerns me a whole lot, Charles Smith said as he looked at his submerged front yard south of Houston on Monday. If we get any more rain, it will be in my house.Official rainfall totals for the 24 hours ending at 7 p.m. Monday included 11.71 inches in Conroe, 9.69 inches at Houston's Hobby Airport and 6.52 at Houston's Bush Intercontinental Airport.

At least four people died in the storm.

Houston residents Patricia Gutierrez, 36, and her daughter Melissa Rojas, 16, died in their submerged sport utility vehicle in an underpass where 8 to 12 feet of water accumulated near Interstate 45. James Johnston, 56, of Needville, was found dead in his car southwest of Houston. A 54-year-old woman died when a pickup lost control on a slick farm road and hit her head-on, the Houston Chronicle reported.Water exerts such strong pressure on submerged vehicles, said Sgt. P.E. Ogden III with the Houston Police Department, that Arnold Schwarzenegger couldn't get out.In the Brazos Valley, several children were swept away as they played in swift-moving waters. None was harmed.Authorities found a 14-year-old boy and a 10-year-old girl walking on a Madison County road about 1 1/2 miles downstream from where they had been playing in a drainage creek, the Bryan-College Station Eagle reported.

They were a little scared and cold, but they were fine, Sheriff Dan Douget said.
Parts of Interstates 10 and 45 were shut down around Houston on Monday, and the University of Houston and several other schools were closed. Twenty bayous overflowed their banks, but county officials said no evacuations were ordered.In Hitchcock, near the Gulf Coast, a tornado tore the roof off a mobile home, but no one was injured. Two other mobile homes sustained minor damage.

Another tornado struck near the Jefferson County town of China, near the Louisiana line, said emergency management spokeswoman Darlene Koch. Five mobile homes and two houses were destroyed but no injuries were reported.Galveston County emergency management coordinator John Simpson said the county had sporadic poweroutages.Things are pretty good, Simpson said. We're hoping the rain stays away. Storms alter canyon in southern Arizona 2 hours, 58 minutes ago

TUCSON, Ariz. - Aravaipa Canyon, a coveted southern Arizona hiking spot, is no longer what it used to be. The area's wet summer dramatically altered the wilderness area about 50 miles northeast of Tucson, creating possibly record creek flows that scoured vegetation from the stream bed of Aravaipa Creek and flooded homes and ranches at the mouth of its 11-mile wilderness canyon.

Now most of the towering cottonwoods and creekside willows that made Aravaipa Canyon one of Arizona's most gorgeous wilderness hikes are gone.It doesn't look at all like it did,said park ranger Patrick O'Neill, who lives at the mouth of the canyon and walked the stretch of wilderness after the floods tore through it July 28 and Aug. 1.

O'Neill said it was fortunate the floods came at the end of several rainy days. The creek had risen too high to cross and there were no hikers in the canyon.It was really lucky, because it came up in the middle of the night, higher than any flood in anyone's memory. It roared through some campsites that I would consider pretty safe in flood conditions,he said.People could have been hit in the dark in their tents, somebody certainly would have been killed that's speculation but it's good speculation.Scientists are still measuring the flood. The streamflow gauge recorded 6,000 cubic feet per second before it was washed away. The preliminary estimates of the U.S. Geological Survey were between 18,000 and 25,000 cubic feet of water per second, but O'Neill and the residents are certain it's far more than that.It might have been 20,000, might have been 80,000, O'Neill said.You're talking about flows the size of the Colorado River and this is just a little creek.

Chris Smith of the U.S. Geological Survey, said his agency will attempt a more accurate reading of the peak flows in response to reports from residents who say the creek was 1- to 3-feet higher than it had been in the record flood of 1983, which the USGS estimated at 70,000 cubic feet per second.While the numbers may be in flux, the devastation is obvious.The stream bed has widened tremendously in spots and cut deep in others. It is littered with the remains of cottonwoods and other trees, in addition to vehicles and portions of homes and other buildings.David Rychener, whose family and partners have spent the past five years developing their acreage along the creek into a spiritual retreat center, said only one home in the canyon was completely washed away. About eight canyon residents had water flow through their homes and just about all of them lost lawn, pasture or orchards.

Rychener said he's saddened more by the loss of his trees than by the loss of his possessions or the damage to his center. It has helped me realize my own smallness in all this and taught me the impermanence of things. I'm learning to let go,he said.

Rains slow final phase of Brazil CS cane harvest Mon Oct 16, 12:15 PM ET

RIO DE JANEIRO, Brazil (Reuters) - Wet weather this week is expected to slow Brazil's center-south cane harvest, which is more than 80 percent completed, private forecaster Somar said on Monday. A cold front will bring about 30 millimeters of rain to Parana on Monday and Tuesday and 40 mm to Sao Paulo state on Wednesday and Thursday as the weather system moves north.

Rains will ease on Friday and the weekend will be hot and dry, said Somar's Cassia Beu.But another cold front will bring more rain to cane areas from October 25 and make field work difficult.

Wet weather could delay completion of this year's harvest by a couple of weeks until end-November and Unica's forecast of a record 370.6 million tonnes crush may be revised down slightly with more cane than expected left uncut.Some analysts and brokers expect only around 360 million tonnes to be harvested.Plentiful rain since September reduced the saccharose content in cane but aided growth for next year's harvest.

EU's Mandelson defends plans for African free trade pacts

Luxembourg /European Union trade chief Peter Mandelson on Monday defended his plans for market-opening free trade deals with African nations, saying the accords would spur development and economic progress across the continent.

Independent development agencies, including Oxfam and ActionAid, have warned that a too-rapid opening up of African economies to more competitive EU products will increase poverty in the region. But rejecting such 'scaremongering,' Mandelson said all 25 EU foreign ministers, meeting in Luxembourg, had backed the free trade blueprint, including provisions for more EU aid and the introduction of more flexible EU import rules for African states.

Mandelson also underlined that he was willing to give African nations more time to liberalize their trade regimes. African countries were not being asked to immediately overhaul their import policies and slash tariffs on European products, Mandelson insisted.

There will be long transitional periods and increased development cooperation to smooth the adjustment process,he said. The EU trade chief added that the so-called 'economic partnership agreements' being offered to ACP states were more modern than the current system under which the EU gives special tariff preferences to African exports. We aim to create prosperous trading partners out of development recipients, moving progressively, over time from dependence to opportunity,he said.

The EU's current trade preference-based Cotonou Agreement with 75 African, Caribbean and Pacific (ACP) countries has been criticized by the World Trade Organization which says the deal discriminates against other developing nations. Under WTO pressure to revamp the system by January 2008, the EU has opened free trade negotiations based on a reciprocal opening up of markets with six ACP regional groupings. But the four-year old talks have stalled because of ACP fears that too-rapid trade liberalization will lead to increased competition with EU goods. In a report called Unequal Partners issued last week, Oxfam said the EU plan could bankrupt fledgling industries in poor countries because of stiff competition from European multinationals.

Unless there is a radical shift in approach from the EU, these negotiations will produce free trade deals that jeopardise jobs and entire industries in developing countries,' said Oxfam campaigns and policy director Phil Bloomer. Oxfam said the EU should drop its ambition to have reciprocal market access in ACP countries and instead, further open its own market to ACP exporters. Ahmadinejad says he has inspirational links to God Iran's President Mahmoud Ahmadinejad has reportedly delivered a scathing attack on US President George W Bush, saying he is inspired by Satan. Speaking to a group of supporters, Mr Ahmadinejad said he himself had inspirational links to God, Iranian media reports. He was talking to supporters at a mosque in the capital Tehran.

The reports come as Iran is facing the prospect of UN sanctions over its nuclear programme.The president has been making light of the risk of any confrontation with the outside world. According to the Iranian media, Mr Ahmadinejad said he had inspirational links to God, and went on to say that if you were a true believer, God would show you miracles.Then the Iranian president said Mr Bush was similar to him.According to Mr Ahmadinejad, the US president also receives inspiration but it is from Satan. He repeated: Satan inspires Mr Bush.

Mr Ahmadinejad also reiterated that Iran would not suspend its nuclear programme, even for one hour, and said there would be no retreat, even one millimetre back.He dismissed talk about possible war breaking out over the nuclear issue as nonsense, saying some people were making an unnecessary fuss about US naval ships reportedly sailing towards the region.

GAZA CITY (AFP) - The ruling Palestinian Islamist movement Hamas has vowed to teach the Israeli military a lesson it will not forget should the army intensify an offensive in the Gaza Strip as promised. Its armed wing, the Ezzedine al-Qassam Brigades, declared it had the means and arms necessary to confront the Zionist enemy with all our force if it proceeds (further) with military operations in the Gaza Strip.Israel has repeatedly threatened to step up an offensive in the Palestinian territory, where 22 people have been killed since Thursday and more than 250 since late June, in a bid to stop rocket attacks and arms smuggling from Egypt.

Defence Minister Amir Peretz reiterated that, if necessary, Israel would extend its military activity in Gaza and vowed to weaken Hamas militarily.I will not allow the Gaza Strip to turn into south Lebanon. We intend to take all necessary action to prevent Hamas's strengthening. We intend to act in ways to prevent it from strengthening and to weaken Hamas's ability to carry out attacks,he told reporters.We have considerably increased the military activity in Gaza. If we are required to extend it further, we will do so,he added.Hitting back at accusations of militants amassing stockpiles of smuggled arms, Hamas's armed wing accused Israel of using such allegations to justify criminal operations it seems to have decided to wage in the Gaza Strip.

Hamas has resolutely refused immense pressure from the international community for any Palestinian government to recognise Israel and past Israeli-Palestinian agreements, and to officially renounce violence.Nevertheless its hardline stance has deadlocked efforts to form a national unity government with the moderate Fatah party in order to escape the crushing international boycott and witnessed the rise of inter-factional clashes.Haniya urged Palestinians to keep such clashes at bay in order to confront the outside aggression.Israel has waged a massive offensive in Gaza since June 28, three days after Gaza-based militants, including the Hamas armed wing, abducted one of its soldiers on the border with the Palestinian territory.

According to an AFP count, more than 250 Palestinians and two Israeli soldiers have been killed inside Gaza since then.

The captured soldier has been neither found nor returned and rocket attacks continue to strike Israel.

Japan's Aso:heard N.Korea test preparation reports

TOKYO, Oct 17 (Reuters) - Japan's Foreign Minister Taro Aso said on Tuesday he had heard of reports that there were signs of North Korea preparing to conduct a second nuclear test, but said he could not comment further.We have heard (such reports), but I cannot talk about details,Aso told a news conference.U.S. television networks reported on Monday that U.S. spy satellites had detected suspicious activity near the site of North Korea's nuclear test last week that may signal preparations for another such test.

JERUSALEM (AFP) Israel has ratcheted up threats of a massive ground offensive in the Gaza Strip, amid an ongoing war of words with the ruling Hamas movement that has vowed to teach the army a harsh lesson.

Gaza should not become a second Lebanon, said Immigrant Absorption Minister Zeev Boim on Tuesday, reiterating a phrase used by Israeli leaders recently to mean the territory should not become a bastion of militant resistance.Apparently we will not have any other choice but to launch an expanded operation, like Defensive Shield, in order to destroy the stockpiles of weapons and to hit the terrorist organizations, said Boim, a close ally of Prime Minister Ehud Olmert.

Defensive Shield, the largest military operation in the West Bank since the 1967 Six Day War, was launched by Israel in 2002. It left more than 200 Palestinians and 29 Israeli soldiers dead and some 5,000 Palestinian detained.We have to completely stop the rocket fire and not to allow the terrorists to smuggle modern arms that would upset the balance of power between the forces, Boim told public radio.Israel has already been pounding Gaza for nearly four months after militants, including those from the armed wing of the Islamist party Hamas, seized a soldier and killed two others in a cross-border raid in late June.More than 250 Palestinians as well as two Israeli soldiers have been killed in the territory since June 28. Nevertheless, militants have continued to fire rockets into the Jewish state and, according to Israel, have accumulated vast stockpiles of arms via tunnels dug to Egyptian territory.

The Israeli military overnight fired a missile in the northern Gaza Strip which according to witnesses destroyed an electricity generator that served a large part of the town of Beit Hanun, depriving it of power.The military said the raid was aimed at militants as they prepared to fire rockets at Israel.In the occupied West Bank, an 18-year-old militant from the radical Islamic Jihad group and another teenager, were killed near the northern city of Jenin.On Monday, the armed wing of Hamas declared it had the means and arms necessary to confront the Zionist enemy with all our force if it proceeds (further) with military operations in the Gaza Strip.If the enemy decides to go towards a large confrontation with Hamas, we will be up to this challenge and are totally ready to resist. We have finished preparations to teach the Zionist enemy a lesson it will not forget, the Ezzedine al-Qassam Brigades said.

The group rejected Israel's claims that vast stores of smuggled arms have been amassed, accusing the Jewish state of using such allegations to justify criminal operations it seems to have decided to wage in the Gaza Strip.Palestinian prime minister Ismail Haniya, who heads the Hamas-led government, promised again Tuesday not to bow to foreign pressure.The Americans don't want the Palestinian people to form a government based on national consensus but based on their views and their conditions, Haniya told a gathering of business leaders in Gaza City.

Foreign diktats will not weaken our determination,he added.Haniya and Palestinian president Mahmud Abbas have failed to agree on the formation of a unity government, with Hamas refusing international conditions to recognise Israel and past peace agreements, and to renounce violence.As a result, the West froze direct aid to the Palestinian government after Hamas took office in March, flinging the territories into economic meltdown and exacerbating plumetting living standards, particularly in the Gaza Strip. Israel's Summer Rain offensive has wreaked havoc in the impoverished territory, where 1.4 million people live on rationed electricity since Israel bombed Gaza's sole power plant in late June.
