Strong quake strikes off Taiwan coast Sun Aug 27, 9:48 PM ET

TAIPEI, Taiwan A strong earthquake struck off Taiwan's east coast Monday, the Central Weather Bureau said.

No damage or injuries were immediately reported. The magnitude 6.1 quake was
centered under the Pacific Ocean 80 miles east of Suao in northeastern Taiwan, the weather bureau said.Suao is a coastal city about 75 miles southeast of the capital of Taipei. The quake, which struck before dawn, was felt across the island but did not appear to cause major damage because of its distance, the bureau said.Quakes frequently rattle the island, but most are minor and cause little or no damage. However, a magnitude-7.6 earthquake in central Taiwan in September 1999 killed more than 2,300 people.

HAVANA (Reuters) - Tropical Storm Ernesto drenched eastern Cuba on Monday and headed for the Florida Straits, where it could regain hurricane strength and hit Florida's most populous region. Ernesto, which briefly became the Atlantic season's first hurricane on Sunday, killed two people in impoverished Haiti.It then faded to a mass of showers and thunderstorms with 40 mph (64 kph) winds as it moved over Cuba, dumping up to seven inches of rain and filling reservoirs to the brim, but packing few gusts.

Forecasters said it would likely gather force from the warm waters of the Gulf Stream and be just below hurricane strength by the time it neared the Miami-Fort Lauderdale-West Palm Beach area, home to about 5 million people.The intensity forecast is for Ernesto to be very near hurricane strength at landfall,on Tuesday or early Wednesday, said Florida meteorologist Ben Nelson.

Battered by eight hurricanes in two years, Florida prepared for a pounding one year after Hurricane Katrina smacked the state on its way to the U.S. Gulf coast, where it swamped New Orleans, killed 1,500 people and caused $80 billion in damage.Hour-long lines formed at gas stations and people shopped for plywood, batteries and water across a region where Hurricane Wilma knocked out power to millions and caused $12 billion in damage just 10 months ago.

It's not fun and games, Mike Puto, city manager of Marathon in the Florida Keys, told residents.NASA called off the launch of the space shuttle Atlantis from Cape Canaveral this week and said the spacecraft would likely be taken off the launchpad and rolled into a hangar to to keep it safe.The storm made landfall in Cuba earlier on Monday near Guantanamo Bay, site of a U.S. naval base where several hundred suspected al Qaeda and Taliban militants are held.

CUBANS RETURN HOME

Ernesto is but a shadow of its former self,Cuban weather forecaster Jose Rubiera said shortly before Cuba lifted a hurricane warning in the provinces of Guantanamo, Santiago and Granma.

Evacuees from those areas were being returned home.Cuba had evacuated more than 600,000 people, many in buses and trucks. Cattle and crops were protected and domestic flights to eastern Cuba suspended.Ernesto's center was close to the north coast of Cuba and 60 miles east of the city of Camaguey at 5 p.m. EDT (2100 GMT), moving northwest at 13 mph (20 kph), the U.S. National Hurricane Center said.The storm's center should emerge into the Florida Straits on Monday night, the Miami-based center said.National Hurricane Center director Max Mayfield warned Floridians not to take the storm lightly even if it doesn't reach hurricane force again.It's a little academic whether you have 70 mph (113 kph), that's what we're forecasting, when you have a tropical storm, or 75 mph (120 kph) and you have a hurricane,he said. And let's not forget Katrina last year.

Katrina caused $572 million in insured damage when it crossed Florida as a Category 1 storm, according to the Insurance Information Institute. Ernesto provided a sharp reminder to residents of vulnerable U.S. coastal areas that the peak of the hurricane season, which runs from June 1 to November 30, was upon them. Florida's government declared a state of emergency and television stations cranked up coverage with reminders to fill bathtubs with water and to put up hurricane shutters. Florida Gov. Jeb Bush reassured residents there would be no fuel shortages and urged them not to overreact by rushing to the pumps. Tourists were ordered out of the Florida Keys and schools and courts were closed in the low-lying, 110-mile (177-km) island chain off Florida's southern tip.

Ernesto was downgraded to a tropical storm after pounding Haiti, the poorest country in the Americas. It killed at least two people, one of them near Gonaives, a port city where tropical storm flooding killed 3,000 people two years ago. Oil prices fell over $2 on Monday after Ernesto seemed less likely to threaten oil facilities in the Gulf of Mexico, where a quarter of U.S. oil and gas is pumped. At least 150 dead after flash floods in Indian desert state Mon Aug 28, 1:32 AM ET

BARMER, India (AFP) - At least 150 bodies have been recovered since last week following flash floods caused by heavy monsoon rains in India's desert state of Rajasthan, officials said Monday. In 11 districts of Rajasthan 150 bodies have been recovered so far, state public works minister Rajendra Singh Rathore told AFP.The toll has risen sharply since Sunday as rescue workers continue to find more bodies as flood waters fell in the normally drought-prone area, where about 100 people were still missing.The majority of the flood-related deaths occurred in Barmer district, with local police chief N.R.K. Reddy saying the toll was expected to rise.

The district, which experienced unusually heavy rains in the last 10 days, is near the border with Pakistan, or about 887 kilometres (549 miles) west of the Indian capital New Delhi.In more than a dozen villages pools of water reached depths of 18 metres (30 feet), leading state officials to ask the central government to send a task force to examine how to help drain the water.As many as 47,000 animal carcasses have been found raising fears of water-borne disease in the region, Rathore said.Earlier this month, hundreds were killed and more than 10 million people in four states were affected by floods caused by monsoon rains that sweep India from June to September and are crucial for the farm-dependent economy.Western Gujarat state faced the brunt with its diamond-polishing hub of Surat remaining under water for five days.

FORT WORTH — The skies opened up Sunday on the Metroplex, dropping rain throughout Tarrant County and putting an end to 19 consecutive 100-degree days and could be the first signs of fall, a National Weather Service meteorologist said.

If you call Aledo right now, they’ll tell you that they are getting drowned, meteorologist Vick Corbelli shortly after 3 p.m. Fort Worth might get it in the next hour or so.The storm system, which has dumped a half-inch to an inch of rain, has been moving slowly from the northwest bringing the first drops of rain to the area since August 7th, the last day the high temperature was below 100 degrees, Corbelli said.

With the dark clouds hovering above, the Metroplex has cooled down to the lower 90s at Dallas/Fort Worth Airport. Today’s high topped out at 96, Corbelli said.This is the cool wave that is definitely going to break the back of this heat wave,said meteorologist Jesse Moore.There is still hot weather to come, but we’ve gotten through the worst of it now.The cooler weather might be here to stay, Corbelli said, as a northwest flow should bring lower temperatures to the Metroplex every seven to ten days.

It looks like fall might be coming out, he said.The rain is predicted to continue through the evening. There is a 60 percent chance of rain Monday with a high in the low 90s.

Chirac calls for rapid meeting of Mideast quartet

Paris- French President Jacques Chirac on Monday called for a rapid meeting of the so-called Mideast quartet to relaunch the peace process between Israel and the Palestinian Authority. To resign oneself to the status quo is to risk a spiral of violence that will go out of control, Chirac warned French ambassadors meeting in Paris. The French president said that just as Israel had a right to live in peace and security, the Palestinians had the right of their own state with stable and secure borders. The realization of the legitimate rights of the Palestinians would justify neither the intolerable denial of Israel's right to exist nor the recourse to terrorism, Chirac said.

Noting that a relaunch of the peace process was vital, Chirac said: In this perspective I call for a rapid meeting of the quartet, which consists of the United States, the European Union, the United Nations and Russia. After meeting with Chirac last week in Paris, German Chancellor Angela Merkel also called for a meeting of the Mideast quartet to revive the flagging peace process.

6 p.m.: Italy approved sending 2,500 soldiers to the peacekeeping mission, and the government approved a $38.4 million aid package for Lebanon. In the coming hours we will initiate the complex logistics for the deployment of the Italian forces in the region, Foreign Minister Massimo D'Alema said. The Italian Defense Ministry said a naval task force was already being assembled to move about 1,900 soldiers to Lebanon.

5 p.m.: Annan faulted both Israel and Hezbollah for not living up to key sections of the cease-fire resolution.

1:30 p.m.: Indonesia's foreign minister repeated the nation's offer to send 1,000 soldiers in the first wave of new U.N. peacekeepers for south Lebanon, although Israel opposes troops from countries that don't recognize the Jewish state.

12:45 p.m.: Olmert said he accepted full responsibility for the government's decision to go to war against Hezbollah guerrillas in Lebanon. The decision .. was entirely mine, he said in a speech in the northern city of Haifa, where he addressed leaders of northern communities damaged by Hezbollah rocket fire.

I think it's important that I come here myself to discuss with the Lebanese authorities the aftermath of the war and the measures we need to take to implement U.N. Security Council Resolution 1701 and to underscore international solidarity, Mr. Annan said.

3:15 a.m.: Germany hopes for the release of two Israeli soldiers captured by Hezbollah militants, a senior official said, but stopped short of confirming that Berlin is negotiating for their freedom. Israeli Foreign Minister Livni was in Berlin for talks with German intelligence chief Ernst Uhrlau as well as Chancellor Angela Merkel and Foreign Minister Frank-Walter Steinmeier.

A quote from an 1899 book by Winston Churchill, The River War, in which he describes Muslims he apparently observed during Kitchener's campaign in the Sudan How dreadful are the curses which Mohammedanism lays on its votaries! Besides the fanatical frenzy, which is as dangerous in a man as hydrophobia in a dog, there is this fearful fatalistic apathy. The effects are apparent in many countries. Improvident habits, slovenly systems of agriculture, sluggish methods of commerce, and insecurity of property exist wherever the followers of the Prophet rule or live. A degraded sensualism deprives this life of its grace and refinement; the next of its dignity and sanctity. The fact that in Mohammedan law every woman must belong to some man as his absolute property - either as a child, a wife, or a concubine - must delay the final extinction of slavery until the faith of Islam has ceased to be a great power among men.

Individual Moslems may show splendid qualities. Thousands become the brave and loyal soldiers of the Queen; all know how to die; but the influence of the religion paralyses the social development of those who follow it. No stronger retrograde force exists in the world. Far from being moribund, Mohammedanism is a militant and proselytizing faith. It has already spread throughout Central Africa, raising fearless warriors at every step; and were it not that Christianity is sheltered in the strong arms of science - the science against which it had vainly struggled - the civilization of modern Europe might fall, as fell the civilization of ancient Rome.
