A 5-year-old boy is in a critical condition and two men were moderately and lightly injured in a shooting Saturday evening on Mahrozet Street in Jaffa.The boy suffered a head injury and one of the men received a leg injury. The lightly injured man was said to be a relative of the child.The three were treated at nearby Wolfson Medical Center in Holon before the boy was later transferred to Ichilov Hospital in Tel Aviv for specialist treatment in the neurology department.Police have opened an investigation into the shooting, and Hebrew media report that it is suspected to be part of a wider conflict between criminals.

BOSTON (JTA) — Jewish communal and religious organizations are offering assistance to synagogues and Jewish residents in three Boston-area communities affected by a massive series of gas explosions and fires that has killed at least one man.The explosions on Thursday afternoon also resulted in at least a dozen injuries and widespread evacuations overnight.On Friday afternoon, Massachusetts Governor Charlie Baker declared a state of emergency in Lawrence, Andover and North Andover, the impacted communities some 25 to 30 miles north of Boston. The area is home to several synagogues including Temple Emanuel, a large Reform congregation in Andover; Congregation Beth Israel, a Conservative synagogue in Lawrence; Chabad Lubavitch of Merrimack Valley, also in Andover; and the unaffiliated Congregation Ansha Sholum in Lawrence.At a news conference, Baker and local officials announced that residents will not be able to return to their homes until safety inspections are conducted of some 8,600 affected customers of Columbia Gas, a national utility company. Residents were evacuated Thursday evening when electrical power to residences and businesses was shut off to prevent a spark from igniting any stray gas.As of Friday afternoon, some 18,000 electrical customers were still without power, the Boston Globe reported.Shabbat services on Friday night have been canceled at Temple Emanuel, according to its website. The war games include Chinese troops working with Russians, and a small contingent of Mongolians, in a multi-nation war scenario.“The message here is clearly directed at Washington. US policies, such as trade war, have encouraged China to seek closer cooperation with Russia,” says Sergei Lukonin, a Far East expert with the official Institute of World Economy and International Relations in Moscow. “As for Russia, if it were not for the collective pressures like sanctions from the West – the US in the first place – things might have developed very differently. But with all these pressures on both countries, the idea of growing strategic cooperation with China has become rather popular.”But others say that the exercises are less portentous than they appear – and not as large as they have been described. ISTANBUL (AFP) — Disagreement between Turkey and Russia over how to tackle the Syrian rebel stronghold of Idlib seems to have deferred a looming regime offensive on the province, analysts say.Russia and Turkey are on opposite sides of the conflict, but key global allies.Turkish President Recep Tayyip Erdogan met with his Russian and Iranian counterparts Vladimir Putin and Hassan Rouhani in Tehran on September 7 to discuss Syria, just as a major assault by Russia-backed regime forces on Idlib appeared imminent.But discord at the summit between Erdogan and Putin, in a rare scene captured on camera, may have prompted Russia to postpone the Idlib strike so as not to provoke Ankara, which is fiercely opposed to a military option.“I believe an offensive, if there will be one, will not come before several weeks,” a senior Turkish official told AFP, speaking on condition of anonymity.Turkey, which backs rebels fighting against President Bashar Assad’s regime, co-sponsors — with regime allies Russia and Iran — the so-called Astana talks launched in January 2017 in the quest for a lasting ceasefire.To date, the dialogue has resulted in the creation of four pre-ceasefire “de-escalation zones” in Syria, including in Idlib.Idlib is the last major opposition stronghold in the war-torn country. Belgium has broken its relations with the Palestinian Authority’s education ministry over its honoring of terrorists and will no longer fund the construction of its schools, a government spokesperson said.The Belgian Education Ministry announced the move — the first of its kind by any European country — this week, the Joods Actueel Jewish newspaper reported Friday.“As long as school names are used to glorify terrorism, Belgium can no longer cooperate with the Palestinian Education Ministry and will not give out budgets for the construction of schools,” a statement from the ministry said.Last year, Belgium froze $3.8 million in funding for the construction of two Palestinian schools after a West Bank school that it helped fund was renamed for a terrorist who killed Jewish civilians. Numerous appeals by the Belgian government to have the school renamed have gone unheeded, leading to the end of cooperation, the statement said.Sometime after 2013, a school built in Hebron with Belgian money was renamed for Dalal Mughrabi, a Palestinian terrorist who was part of a 1978 attack that killed 38 civilians, including 13 children. A 5-year-old boy is in a critical condition and two men were moderately and lightly injured in a shooting Saturday evening on Mahrozet Street in Jaffa.The boy suffered a head injury and one of the men received a leg injury. The lightly injured man was said to be a relative of the child.The three were treated at nearby Wolfson Medical Center in Holon before the boy was later transferred to Ichilov Hospital in Tel Aviv for specialist treatment in the neurology department.Police have opened an investigation into the shooting, and Hebrew media report that it is suspected to be part of a wider conflict between criminals.

BOSTON (JTA) — Jewish communal and religious organizations are offering assistance to synagogues and Jewish residents in three Boston-area communities affected by a massive series of gas explosions and fires that has killed at least one man.The explosions on Thursday afternoon also resulted in at least a dozen injuries and widespread evacuations overnight.On Friday afternoon, Massachusetts Governor Charlie Baker declared a state of emergency in Lawrence, Andover and North Andover, the impacted communities some 25 to 30 miles north of Boston. The area is home to several synagogues including Temple Emanuel, a large Reform congregation in Andover; Congregation Beth Israel, a Conservative synagogue in Lawrence; Chabad Lubavitch of Merrimack Valley, also in Andover; and the unaffiliated Congregation Ansha Sholum in Lawrence.At a news conference, Baker and local officials announced that residents will not be able to return to their homes until safety inspections are conducted of some 8,600 affected customers of Columbia Gas, a national utility company. Residents were evacuated Thursday evening when electrical power to residences and businesses was shut off to prevent a spark from igniting any stray gas.As of Friday afternoon, some 18,000 electrical customers were still without power, the Boston Globe reported.Shabbat services on Friday night have been canceled at Temple Emanuel, according to its website. They are the most massive war games in Russia since the height of the cold war. And the Vostok 2018 exercises, now underway in Russia's Far East, demonstrate an unprecedented level of Sino-Russian geopolitical unity.The exercises, kicked off this week by Russian President Vladimir Putin and his Chinese counterpart Xi Jinping at a summit in Vladivostok, have led some Russian commentators to suggest hopefully – echoed, fearfully, by some in the West – that the two giants might be edging toward a full-blown military alliance. The war games include Chinese troops working with Russians, and a small contingent of Mongolians, in a multi-nation war scenario.“The message here is clearly directed at Washington. US policies, such as trade war, have encouraged China to seek closer cooperation with Russia,” says Sergei Lukonin, a Far East expert with the official Institute of World Economy and International Relations in Moscow. “As for Russia, if it were not for the collective pressures like sanctions from the West – the US in the first place – things might have developed very differently. But with all these pressures on both countries, the idea of growing strategic cooperation with China has become rather popular.”But others say that the exercises are less portentous than they appear – and not as large as they have been described. While Sino-Russian cooperation is increasing, they say that a formal alliance is not in the cards. The games are rather a calculated message to warn the United States away from the East Asian region.On paper at least, the joint war games now under way look impressive. Though they fit into Russia's regular schedule of annual military drills, nothing on this scale has been attempted since Soviet times. Moscow claims that 300,000 troops will take part, along with 36,000 military vehicles including more than 1,000 tanks, about 1,000 aircraft, and 80 warships. That's bigger than the armed forces of most countries in the world.And although Russian and Chinese forces have exercised before in multi-national drills, mostly under the auspices of the Shanghai Cooperation Organization, the inclusion of 3,200 Chinese troops, along with 30 aircraft, into the scope of regular Russian-run maneuvers is something quite new.“The participation of Chinese forces alongside Russian ones is a clear signal to the would-be hegemon that it will not split our two countries, pit us one against the other, in this region,” says Viktor Litovkin, military editor for the state ITAR-Tass news agency. “We may not be allies, but this kind of cooperation is developing very fast.”The new level of military coordination is mirrored by robust economic developments between the two countries. Bilateral trade and Chinese investment in Russia are both growing at a rapid clip. Russia is already China's largest oil supplier, and is set to become its biggest source of natural gas when the new 2,000-mile Power of Siberia pipeline into the Chinese industrial heartland is completed next year. They are a cold war vestige,” says Alexander Golts, an independent military expert. “But the idea of Russian military resurgence is the only card Putin has to play in his confrontation with the West. So our generals are doing their best to provide this card, to show that we can conduct such war games on that huge old cold war level.”However impressive the Vostok 2018 drills may look on TV, they likely contain a strong element of fiction, Mr. Golts and other experts say.“For one thing, they say 300,000 military personnel are involved, but that exceeds the total number of Russian ground troops, which is about 280,000,” says Golts. “The number of vehicles and tanks said to be taking part is very hard to believe. When you count up everything, there is no way it adds up to what they are claiming.”A few Western observers have pointed out that Russia is probably exaggerating its military might for political effect, but for the most part official US and NATO spokespeople seem content to go along with it.“It's a very well-known and time-honored game, in which hardliners on both sides use the propaganda stereotypes of their opponents to fuel their own narratives,” says Sergei Strokan, foreign affairs columnist for the Moscow business daily Kommersant. “Why would anybody from NATO want to argue that the Russians aren't as big a threat as they claim to be?”More fundamentally, experts add, neither Russia nor China has any interest in creating a formal military alliance, with the reciprocal obligations that would entail. ISTANBUL (AFP) — Disagreement between Turkey and Russia over how to tackle the Syrian rebel stronghold of Idlib seems to have deferred a looming regime offensive on the province, analysts say.Russia and Turkey are on opposite sides of the conflict, but key global allies.Turkish President Recep Tayyip Erdogan met with his Russian and Iranian counterparts Vladimir Putin and Hassan Rouhani in Tehran on September 7 to discuss Syria, just as a major assault by Russia-backed regime forces on Idlib appeared imminent.But discord at the summit between Erdogan and Putin, in a rare scene captured on camera, may have prompted Russia to postpone the Idlib strike so as not to provoke Ankara, which is fiercely opposed to a military option.“I believe an offensive, if there will be one, will not come before several weeks,” a senior Turkish official told AFP, speaking on condition of anonymity.Turkey, which backs rebels fighting against President Bashar Assad’s regime, co-sponsors — with regime allies Russia and Iran — the so-called Astana talks launched in January 2017 in the quest for a lasting ceasefire.To date, the dialogue has resulted in the creation of four pre-ceasefire “de-escalation zones” in Syria, including in Idlib.Idlib is the last major opposition stronghold in the war-torn country. MEXICO CITY (Reuters) - A shootout at a Mexico City tourist site has left at least four people dead, officials said on Saturday, a day after gunmen said by witnesses to be dressed as mariachi musicians opened fire with rifles and pistols in a plaza noted for its mariachi bars.A foreign man was among nine people who were injured in the incident at the Plaza Garibaldi in the capital's historic downtown, the city prosecutor's office said in a statement, without disclosing identities of any of the victims.Local media reported that two died of injuries after the incident, which would bring the death toll to five. One of the injured who died was included in the officials' count.Mexico City has experienced less of the drug violence that plagues the country's cartel strongholds in other regions. However, since 2014, homicides have surged to record levels in the capital, presenting a major challenge to an incoming city government that has vowed a clean-up.People at Plaza Garibaldi screamed and ran when they heard shots around 10 p.m. on Friday, although some appeared unfazed by the barrage of gunfire. BAGHDAD (AP) — The Iraqi government says security forces have launched a search operation to determine the source of three mortar shells that landed inside Baghdad's heavily fortified Green Zone, the first such attack in several years.The shells landed just after midnight on Friday in an abandoned lot and there were no casualties, it says.There was no immediate claim of responsibility for the attack, which comes amid worsening protests against poor services and unemployment in the southern city of Basra, which have turned violent in the past few days.Hundreds of protesters on Thursday night set fire to a government building as well as the offices of Shiite militias. At least three people were shot dead in confrontations with security forces.
