CHILLIWACK, B.C. (CP) - Water levels began falling in the eastern Fraser Valley late Monday but residents of 200 homes were still being kept out of their homes. It looks like the river has stopped rising and we anticipate a quiet overnight, said Jane Sowik of the Fraser Valley Regional District. Heavy rains that pelted the region Sunday and Monday ended, allowing river levels to drop by about one metre, Sowik said. But officials did not rescind the evacuation order that forced residents in threatened neighbourhoods of out of their homes earlier.It was not clear how many homes were flooded. Crews packed up for the night and would evaluate conditions in
the morning, Sowik said.

Besides Chilliwack, 100 kilometres east of Vancouver, rain-swollen rivers threatened several parts of southwestern B.C., forcing evacuation alerts in Maple Ridge, near Vancouver, and Hope, at the eastern end of the Fraser Valley. A mudslide near Hope also closed Highway 3 in both directions near the junction with Highway 5. An intense frontal system slammed the area shortly after nightfall Sunday, swelling coastal rivers already brimming after several days of heavy rain. Environment Minister Barry Penner was in the Chilliwack River Valley and reported some flooding in the area. In one moment it's dry. I even saw some blue sky. And then literally a minute later it's a downpour, Penner said as he watched people from one house carry their belongings out while water seeped into their living room. About 150 homes were put on evacuation alert near Hope, about 150 kilometres east of Vancouver as work crews watched the rising Coquihalla River and Silver Hope Creek overnight. A flood warning also was in effect along the Tulameen River near Princeton.

Residents of 130 homes in the Vancouver suburb of Maple Ridge were put on evacuation alert as the Alouette River escaped its banks.

But it was in Chilliwack where a local state of emergency forced people from their homes. With the rain continuing and the darkness upon us . we decided that it was time to get more folks out of there, said Mayor Clint Hames. They came by around 8 p.m. and told us we had an hour to leave, Gilles Bouvier, 62, said while registering at one of the local evacuation centres. Since the river was already going down I wasn't sure why we had to go, but I guess it can always turn. Bouvier and his wife were sent to a nearby hotel. Workers said many people were staying with family and friends in the area. In 16 years this has never happened to me, said Lori Nash, 42. It all happened so fast. One minute we're home, the next they are telling us to get out. In Langley, about 40 kilometres southeast of Vancouver, some construction workers had to rescue four 12-year-old boys almost swept into the raging Nicomekl River as they tried to cross a footbridge.

The boys were returning to school after lunch but misjudged the current over the flooded bridge. The construction workers retrieved the boys, using a safety line cobbled together from rope and a compressed-air hose to rescue one who was stranded in the current.

The boys were not hurt although one suffered minor hypothermia. Allan Chapman, the head of the Environment Ministry's river forecast centre, said the storm brought some of the highest rates of rainfall ever measured at a number of sites throughout the south coast.The rain was blamed on the Pineapple Express, a subtropical jet stream that brings warm, moist air from the south Pacific Ocean to the West Coast. The term has also come to be used to describe the intense rainstorms that sweep in from the ocean in the early fall and winter. Such storms can pose a two-pronged threat to coastal British Columbia since precipitation falls as rain instead of snow in the mountains.

That increases the runoff into the local rivers, while it also melts the snow lying at lower altitudes, adding even more water to swollen stream and river beds. Some areas saw 200 to 350 millimetres of rain since Thursday afternoon, Chapman said from the headquarters of the Provincial Emergency Program. Showers were forecast for southwestern B.C. on Tuesday. On Vancouver Island, Chapman said, officials were seeing high flows on the Cowichan, Chemainus and Englishman rivers. Across the border in Washington state, an elk hunter from Seattle died when his pickup truck was swept into the Cowlitz River in southwest Washington, authorities said. Gov. Chris Gregoire declared a state of emergency for 18 counties, authorizing the National Guard to activate and the state Emergency Management Division to co-ordinate assistance. Tornado kills at least nine in northern Japan

TOKYO (Reuters) - At least nine people were killed, at least 20 injured and others trapped under rubble when a tornado hit northern Japan on Tuesday, local officials said.Officials said the tornado demolished two prefabricated buildings at a construction site, about eight private houses and a factory.Two people were still missing, said an official at the fire department in Engaru, on the northeastern part of Japan's northern island of Hokkaido. He added that rescue efforts were being hampered by rain and a power blackout.The official said 15 people had been taken to hospital by ambulance and others had gone by themselves. About 40 workers had been employed at the construction site, he said.Television footage from the town of Saroma showed workers trying to rescue those still trapped in the collapsed prefabricated buildings, which a town official said were being used as temporary dormitories for construction workers.Fire engines and ambulances were at the site, where crushed cars could be seen along with lumber and other scattered debris.TV showed several houses reduced to rubble and at least one home with its roof torn off.

Washington state hit by flooding

SEATTLE — Heavy rain brought mudslides and warnings of record flooding to western Washington, killing at least one person and forcing rescues by the National Guard.Gov. Chris Gregoire declared a state of emergency for 18 counties, authorizing the National Guard to activate and the state Emergency Management Division to coordinate assistance. More than six inches of rain fell in 24 hours in some areas, the National Weather Service reported.About 200 to 225 elk hunters were evacuated Monday from hunting camps near the Cowlitz River, said Lewis County Sheriff Steve Mansfield. Twenty-year-old elk hunter Andy McDonald of Seattle died when his pickup truck was swept into the Cowlitz River in southwest Washington, authorities said. His body was recovered late Monday.

A sheriff's helicopter in Snohomish County, just north of Seattle, rescued several transients stranded on a sandbar where they had been camping. More than 100 students at an environmental camp in southwest Washington were evacuated, for fear that high water would cut access to the camp.More than a dozen Guardsmen were sent late Monday to eastern Skagit County near the Canadian border, with the Skagit River expected to reach record levels, to rescue an unknown number of people, said county spokesman Don McKeehen. Another 150 troops were expected Tuesday.Those rescued had not heeded a recommendation to evacuate before waters blocked their escape route from several small towns near Concrete, McKeehen said.In the King County town of North Bend,
about 30 miles east of Seattle, the Snoqualmie River slopped over a levee, prompting emergency officials to urge residents of two neighborhoods to evacuate, county spokesman David Tushin said Monday night. He could not estimate how many people might be affected.

A large mudslide near Skykomish, northeast of Seattle, blocked eastbound lanes of U.S. Highway 2, a major east-west route across Washington, while a mudslide earlier Monday near Tacoma delayed an Amtrak passenger train.Mayor Bud Norris of the Skagit County city of Mount Vernon declared a civil emergency late Monday, pleading for volunteers to help in a round-the-clock sandbagging operation in the downtown business area. The Skagit River was expected to crest early Wednesday in Mount Vernon.

Officials at Mount Rainier National Park, which had more than 10 inches of rain in the 24 hours ending Monday afternoon, closed the main park road, turned visitors away and sent employees home early via the only exit road open.We want to prevent visitors getting trapped inside the park. The road is vulnerable to washouts in several key places, and there is only one way out, superintendent Dave Uberagua said.

The National Weather Service warned officials in Skagit County where the Guard performed its rescues to expect worse conditions than in 2003, when flooding caused $17 million in property damage in Concrete and 3,400 households were evacuated, he said.The warm-weather rainstorms, propelled by air currents from Hawaii in a pattern called the Pineapple Express, could cause flooding of record proportions, the weather service said. Several rivers had already jumped their banks.As of early Monday afternoon, Stampede Pass on the Cascade crest east of Seattle had more than 8 inches of rain in the previous 24 hours, while Seattle-Tacoma International Airport recorded nearly 4 inches. KIRKUK, Iraq - Flash floods caused by heavy rain killed 18 people and injured 20 in northern Iraq, a provincial governor said Monday. The heavy rains began late Sunday, mainly in five villages in the Khalifan district in the Irbil province, Gov. Nawzat Hadi said.The floods destroyed nine bridge and several houses, he said. Nine of the dead were members of one family. Three of them were children.Heavy rain and thunderstorms hit different parts of Iraq in the past two days.

(AP) A wind-driven wildfire scorched more than 300 acres of brush on Monday, torched an industrial yard and forced the evacuation of two schools, officials said.The blaze 60 miles east of Los Angeles had threatened 100 homes earlier in the day, but firefighters corralled the fire enough to call off firefighting aircraft within several hours, fire officials said.The fire was 30 percent contained by the afternoon, but firefighters remained on edge because the erratic wind, which was gusting to 40 mph, could bring the blaze back to life.There is a danger of sparks and embers blowing downwind that could restart things, said Steve Hansen, a spokesman for the San Bernardino County Fire Department.No injuries were reported. The cause was under investigation.

The fire began Monday morning and burned fiercely for a time on vacant land across a street from a neighborhood, prompting officials to urge several businesses to evacuate.The fire burned stacks of pallets in an adjacent industrial area, causing an estimated $1 million in damage.An elementary school and a middle school were evacuated because of the smoke, which was carried by the wind all the way to the coast, about 80 miles away. More than 50 children were evacuated from both schools, a school official said.

Scientists to mix cells of humans and cows

British scientists have applied for permission to create embryos that are part-human, part-animal.

Two teams of researchers yesterday submitted applications to the Human Fertilisation and Embryology Authority to carry out experiments in which human cells will be fused with rabbit, cow and goat eggs.A microscope revealing human embryonic stem cells. They want to create early-stage chimeric embryos that would be 99.9 per cent human and 0.1 per cent animal in order to produce embryonic stem cells the body's basic building blocks that can grow into all other types of cells.

Opponents called the plans abhorrent yesterday and claimed that scientists were undermining the whole distinction between animals and humans.Chinese scientists have previously shown it is possible to harvest stem cells from embryos created by fusing human cells with rabbit or cow eggs. If licences to remove the nuclei from animal eggs, replace them with human cells and then grow stem cells are granted, the resulting embryos would be destroyed at 14 days when they are no bigger than a pinhead.

Until now therapeutic cloning has been carried out using human eggs from consenting IVF patients, but these are in short supply.Prof Robin Lovell-Badge, of the National Institute for Medical Research, said: This is a very rational step: to learn what you can using animal eggs, which are readily obtainable, before moving on to valuable human eggs when or if this becomes necessary.Dr Stephen Minger's group at King's College, London, want to use the cloned hybrid embryos to create embryonic stem cells carrying the defects responsible for conditions such as spinal muscular dystrophy, Parkinson's and Alzheimer's.Dr Minger said: We are concerned that the current state of the technology means that hundreds of eggs from young women will be required to generate a single human embryonic stem cell line. Therefore we consider it more appropriate to use non-human eggs from livestock as a surrogate to generate these disease-specific cell lines until the efficiency of this procedure is improved.

The Human Fertilisation and Embryology Act 1990 makes it illegal to mix human and animal eggs and sperm.

But there is an established exception in the so-called hamster test, by which fertility doctors test the quality of human sperm by fertilising a hamster egg and then destroying it no later than the two-cell stage.The HFEA is known to have consulted lawyers on whether it has the power to approve yesterday's applications. Their legal advice was that it did fall within their remit because the vast majority of the tissue involved would be human. But opponents will point out that, however small, the quantity of non-human material involved should mean that it falls outside their powers.Dr Minger said that when it came to implanting human cells into animal eggs there was a regulatory void. He added: Part of the reason we are doing this is to get some sort of clarification.

Dr Lyle Armstrong and five colleagues at the North East England Stem Cell Institute in Newcastle want to insert human skin cells into cow eggs to study how eggs can reprogramme adult tissues into more primitive cells.Their eventual aim is to develop a way of creating stem cells that could be used to grow new tissue such as liver, heart and muscle cells that genetically matches individual patients. This could then be transplanted without the risk of it being rejected by the immune system.Josephine Quintavalle, the director of Comment on Reproductive Ethics, said: This is abhorrent. It sounds like the craziest kind of science imaginable.

There is a basic human feeling that animals and humans do not mix in these areas. I think the public will be very upset by this because it makes people feel uncomfortable.Calum MacKellar, from the Scottish Council on Human Bioethics, said: In the history of humankind, animals and human species have been separated.

In this kind of procedure you are mixing at a very intimate level animal eggs and human chromosomes, and you may begin to undermine the whole distinction between animals and humans.

The HFEA, which would undertake regular audits of the laboratory work, is expected to reach decisions on the licence applications in around three months. But critics believe it will find in favour because, they claim, the regulator is trying to push the boundaries of reproductive medicine.

Israeli Sheikh: Temple Mount is Entirely Islamic

Responding to a plan to build a synagogue on Judaism's most sacred site, Sheikh Raad Salah warns that the entire complex is Moslem. Islam was founded 550 years after the Jewish Temple was destroyed. Sheikh Raad Salah head of the Islamic Movement in Israel, a Hamas supporter, and an outspoken enemy of Israel warns that Israeli plans to build a synagogue on the Temple Mount could lead to violence and bloodshed. The day will never come when a Moslem or an Arab will have the right to cede even one foot of the Al-Aqsa Mosque or of Jerusalem, the Sheikh's Al-Aqsa movement announced.The Temple Mount in Jerusalem was the site of the two Jewish Holy Temples, the first of which was built by King Solomon in the year 832 BCE, close to 1,500 years before Islam was founded. For most of the next 1,000 years, Holy Temples stood on the site, until the Romans conquered the entire land and destroyed the Second Temple. Though the area came under the control of the Romans, Byzantines, Moslems, Christians, Turks, British and others over the coming centuries, Jerusalem and the Temple Mount were always the focus of Jewish religious and national yearnings and continued to be the Jews' capital in exile.In the Six Day War of 1967, the modern state of Israel liberated the Temple Mount area, placing all of Jerusalem under Jewish control once again after a hiatus of 1,900 years.

Israel, however, never actualized its sovereignty over the holy Temple Mount site, but rather granted the Moslem Waqf nearly total control. Jews, in fact, have not been allowed to pray there ever since then-Chief IDF Rabbi Shlomo Goren led a prayer service there on the first Tisha B'Av after the liberation.As Arutz-7 reported nearly two months ago, MK Uri Ariel (National Union) is preparing a plan for the construction of a synagogue on the southeastern corner of the Temple Mount. The plan must be approved by the Jerusalem municipality's planning committee an unlikely eventuality and Ariel is set to meet with rabbis and public figures on the issue later this week. MK Ariel notes that such a building would rectify a historic injustice, and that every Supreme Court ruling on the issue has recognized the right of every Jew to pray on the Temple Mount.The synagogue will not interfere with believing Moslems who wish to pray at the Al-Aksa Mosque, Ariel said. On the contrary, this is an opportunity for the Moslem world to demonstrate and prove that it is tolerant enough.

The Moslem world is not jumping at said opportunity. The announcement by Sheikh Salah's organization states, We hereby warn aloud about the existence of a Jewish national consensus that is trying to build the Holy Temple at the expense of the Al-Aqsa Mosque. We warn that similar plans were submitted to Ariel Sharon and Ehud Barak and their publication led to violence, the ramifications of which have not ended to this day.The timing of the publication [of this plan] is not coincidental, the Islamic Movement states, and it jibes with the increased calls for expulsion [of Arabs], the implementation of the policy of religious persecution and national discrimination, and the giving of a green light to the construction of the Third Temple.We remind, for the 1,000th time, that the entire Al-Aqsa mosque, including all of its area and alleys above the ground and under it, is exclusive and absolute Moslem property, and no one else has any rights to even one grain of earth in it.We remind the Israeli establishment, which stands behind these plans, that the problem of Al-Aqsa and Jerusalem is not just a Palestinian problem, but a Palestinian, Arab and Islamic problem. The day the Al-Aqsa Mosque is harmed, Heaven forbid, all the Arab and Islamic nations will call to prevent this damage. Watch out! Beware of merely the thought of hurting or desecrating the mosque.

AG Approves Gay Parade; Violent Protests in Jerusalem

Att. Gen. Menachem Mazuz ordered Jerusalem Police Commander Ilan Franco on Sunday to issue a permit to allow the homosexhibitionist parade to march through the streets of the holy city of Jerusalem. Senior police officials met earlier Sunday to decide whether to issue a permit allowing gay marchers to parade through the capital. Fearing life-threatening violence at the event by protestors, the police recommended to cancel the parade. Hareidi religious Jews have been holding violent demonstrations against the parade every night for the past week.Mazuz [pictured above] rejected the police recommendation to ban the parade. We have to make a decision, he told police. Either we give in to threats or we deal with them. We have to exert efforts to find an equation so that it can be secured, he said. Mazuz ordered the police to work together with representatives of the Open House gay pride organization to find a way to hold the event with a modest character.

Police Chief Moshe Karadi estimates that securing the parade will require a massive enlistment of 12,000 policemen this Friday. He says that it will weaken the polices ability to carry out its duties in other parts of the country.The attorney general maintained the right of free expression and the right to demonstrate took precedence over the danger of violent protests at the event. He offered as a solution to the impasse a change in the parade route, out of the areas occupied by Orthodox Jewish and Muslim residents.

The matter will now go to the High Court of Justice for a final ruling on whether the city will indeed be forced to allow the event. Two petitions demanding that the parade be cancelled have been filed with the court.

Demonstrations against the parade were held every night last week, and once again Sunday evening thousands of hareidi religious men blocked the streets in the capital, hurling rocks, setting trash cans on fire and attacking police officers. Four officers and a photographer for Haaretz news service were lightly wounded in the clashes. Some 25 rioters were arrested. Police dispersed the crowds with mounted forces and water hoses. In the Tel Aviv suburb of Bnei Brak, hareidi religious protestors tried to block traffic, but were prevented from doing so by a strong showing of the police.

Businesses operating in Russia are expected to confront increasing hostility in the next year as President Putin tries to force through a renationalisation programme before he steps down, global security experts have predicted.The warning by the Control Risks Group in its RiskMap for 2007 comes amid the dispute over foreign licences in the Sakhalin oil and gas project and question marks over exploration licences in the Shtokman gasfield. We are likely to see increased state intervention in the economy, Adam Strang-feld, the deputy research director, said. President Putin will redouble his efforts to ensure state control of the strategic sectors. Foreign businesses operating in Russia may be forced to renegotiate contracts or to sell shares in specific projects. They could even come under pressure in terms of alleged breaches of environmental regulations, with the aim of revoking licences.

Elsewhere in the world, companies face threats ranging from cybercrime and corruption to kidnappings and violence, according to Control Risks. The group says that half the countries in the world do not provide a stable environment for business, with the Middle East and many parts of Africa posing significant risks. Only a handful of countries posed insignificant threat. These included Greenland, Finland and Liechtenstein. Of the 198 countries surveyed for the RiskMap, 96, or 49 per cent, had a medium,high or extreme political risk, which refers to the likelihood of political actors affecting business operations. The RiskMap also ranked 40 per cent of countries as having a medium to extreme security risk, where companies could be affected by criminals or corrupt officials.

Despite the July 7 bombings last year, the security risk in London was downgraded from medium to low for 2007, while the United Kingdom as a whole remains in the low-risk category.

When we looked at the London bombings, one of the key findings in the aftermath was that businesses actually proved extremely resilient to terrorist attacks, particularly larger businesses with adequate contingency plans in place, Mr Strangfeld said. He added that Control Risks believes that the terrorist threat facing Britain remains unchanged. Predictably, the countries labelled as posing extreme security risk are Afghanistan, Iraq, Somalia, Burundi, the Democratic Republic of Congo, Ivory Coast, Pakistan and Sri Lanka. Neil Quilliam, a senior analyst, said there was a real possibility of the United States or Israel carrying out surgical airstrikes against Iran’s nuclear facilities. He said that the Middle East continued to pose dangers, mainly because of the insurgency in Iraq and the conflict between Israel and Palestine. He said that there would be problems for the foreseeable future as the insurgents in Iraq were likely to move elsewhere.

The Middle East issue including the Palestine-Israel conflict should be settled through political negotiations, Chinese Premier Wen Jiabao told visiting Egyptian President Hosni Mubarak in Beijing yesterday. The international community should urge all the parties concerned to implement relevant United Nations resolutions and reach a comprehensive and fair settlement under the principle of land for peace, Wen said during a meeting with Mubarak. China and Egypt have become closely cooperative partners over the past half century since Egypt, leading other African and Arabian countries, forged diplomatic ties with China 50 years ago, Wen said.

The premier said the two countries should actively strive for the goals set in the outline the two countries signed for deepening strategic and cooperative relations when he visited Egypt earlier this year.

The two countries should coordinate to promote South-South cooperation and South-North dialogue, and push forward multilateralism and democracy of international relations, Wen said. Mubarak said his nation appreciates China's support in the justice cause of the Arabian people and its active role in pushing forward the peaceful process of the Middle East. The president arrived in Beijing on Friday to pay a state visit to China and to attend the Beijing Summit of the Forum on China-Africa Cooperation, which concluded on Sunday. Hamas Announces Unity Coalition Deal

Senior Hamas official Yechiye Moussa released a statement that an agreement has been reached between Hamas and Fatah permitting the establishment of a unity government in the PA.

Contradicting earlier statements, it is now being reported that while Hamas will still head the Palestinian Authority (PA), the current prime minister, Ismail Haniyah, will step aside and appoint a replacement.Since Haniyah was elected to office, the western community did not recognize the legitimacy of a Hamas government, resulting in an economic boycott against the PA and its institutions.

Despite formidable pressure on the current Hamas-led administration, Prime Minister Ismail Haniyah refused to comply with American dictates, stating his party will never recognize Israel’s right to exist. Haniyah scoffed at the American-led monetary sanctions, and tried to raise funds among Arab nations. His attempts were not sufficient, and many employees of PA institutions stopped receiving their regular monthly salaries. The lack of funds led to widespread discontent and violent demonstrations against the elected government.

Following the reported coalition deal, Hamas leaders are signaling that they will remain the ruling party and that Haniyah has already selected a new prime minister. The candidate must be approved by PA Chairman Mahmoud Abbas (Abu Mazen), who also
serves as head of the rival Fatah Party.

It was also reported that Haniyah and Abu Mazen were scheduled to meet in Gaza on Monday for a joint press conference, but the event has been postponed, due to technical reasons.In order to lift the American-led monetary embargo against the PA, analysts say that Hamas will have to exhibit a modicum of flexibility. They will have to show willingness to comply with the demands of the Quartet forum, which include recognition of Israel's right to exist, compliance with previously signed agreements, disarming terror organizations, and halting terror attacks.

But analysts in Israel warn that if and when Hamas does express such flexibility in its statements, it will be nothing more than meaningless verbiage.

Palestinian Media Watch was quick to point out recently that even PA Chairman Mahmoud Abbas, who openly calls for recognition of Israel in his English-language statements, has a far different message when addressing his constituents in Arabic.On October 4, Abbas told US Secretary of State Condoleezza Rice that he will fire the Hamas-led government before the end of the month unless they accepted Israel's right to exist.In return, Secretary Rice expressed Washington's full support for the PA Chairman and for his Fatah party in their confrontation with Hamas. But the day before, on October 3, Abbas told the Arab world that not only doesn't Hamas have to recognize Israel but even Fatah, which he heads, is not required to recognize Israel.

In an interview broadcast on Al-Arabiya [based in Dubai] and Palestinian Authority television, Abbas said, Hamas is not required, Hamas is not required to recognize Israel... It is not required of Hamas, nor of Fatah, nor of the Popular Front to recognize Israel.

Abbas went on to say that government officials must recognize their counterparts in order to solve people’s problems.PMW's Itamar Marcus and Barbara Crook noted that this does not constitute an inherent recognition of Israel, just a functional recognition that allows the PA to get what it needs. Abbas reiterated:I do not demand of Hamas nor any other to recognize Israel. But from the government that works with Israelis in day to day life, yes.Other Israeli observers have noted even if the PA commits itself to discontinue terror attacks and disarm terror groups, a specific definition of what constitutes a terror organization or a terror attack
was not imposed by the Quartet. The Hamas views its attacks against Israeli civilians as legitimate freedom operations, and it would never disarm its own militia.

Israeli government officials continue to embrace Abbas as a moderate voice in the PA, viewing him as a partner with whom an agreement can be reached. Since Haniyah’s election to office, Prime Minister Ehud Olmert has refused to recognize the Hamas-led government and all diplomatic channels between the Prime Minister’s Office and Haniyah have been closed. Germany's power cut marches across Europe

A FAULT in the German power grid plunged millions of people into darkness across Western Europe and provided areminder of the fragility of the continent's energy supply as it heads into winter.The power cut was believed to have been caused by technical problems with German power lines, which led to achain reaction of energy shortfalls across Europe. The failure occurred just after 10pm on Saturday, local time, and lasted for up to 90 minutes in some areas, halting trains and affecting households from northern Germany to Morocco.German company E.ON, one of the biggest utility groups in Europe, said the problem may have arisen when it switched off a power line over the river Ems, in the north of the country, to allow a large ship to pass underneath safely.

A 380,000-volt line was turned off to let the Norwegian Pearl, a newly built cruise ship, pass on its way from the Meyer shipyard in Papenburg to the North Sea. The loss of power may have overstretched other power lines. Such switch-offs have been undertaken repeatedly in the past without any problems, E.ON said in a statement. It is still unclear where and how the acute fault occurred half an hour after the switch-off. E.ON is working flat out to obtain a detailed analysis.

Germany Environment Minister Sigmar Gabriel said the blackout showed that power companies urgently needed to expand their network capacity and replace old lines. They need to invest their profits in the electricity network, he said. We need effective networks in the European power market.

Italian Prime Minister Romano Prodi said the blackout indicated that Europe needed its own electricity supervisory authority.My first impression is that there is a contradiction between having European (power) links and not having one European (power) authority, Mr Prodi said. We depend on each other with being able to help each other, without a central authority.

The power cut swept through large parts of western Germany, France, Belgium, Italy, Spain, Austria, The Netherlands and Croatia. About 100 trains in Germany were brought to a standstill, causing nationwide delays. In France, five million people were affected in the country's biggest blackout in 30 years, according to a spokesman for the CGT trade union. Regions in the north of the country were affected, as were districts of Paris and Lyon. Firefighters in Paris responded to nearly 40 calls from people stuck in lifts.

More than 100,000 people were affected in Italy, mainly in Turin.

A 10 year hudna — or a 10-year cease-fire is what arabs or muslims make with an enemy when the enemy has the upper hand, but as soon as the muslims or Arabs can take advantage of the situation, they instantly break the contract and try to totally destroy the enemy. PLO head in Boulder to discuss Mideast

BOULDER — While tailgate parties for the University of Colorado at Boulder football game were in full swing Saturday morning, a group of people gathered to learn about a much graver topic than the Buffaloes losing streak.Afif Safieh, head of the Palestine Liberation Organization (PLO) mission to the United States, spoke about the conflict between Israel and Palestine in the Glenn Miller Ballroom on the Boulder campus.Our cry for freedom out of captivity and bondage should be heard in America, Safieh said.

The Christian Palestinian has worked as ambassador to the U.K. and the Vatican. Although the U.S. does not officially recognize Palestine, Safieh acts as the equivalent of an ambassador. Safieh spoke at four locations in Boulder and Denver over the weekend, spreading his message on behalf of the Palestinian people.I believe from Israel, we will not have a proposal that is minimally acceptable to us. We need that third party intervention, Safieh said, invoking America to step in and begin an externally engineered peace process.I’m not inviting America to sacrifice its traditional friend Israel. We’re offering you an additional one Palestine, Safieh said.

Although Safieh didn’t have time to discuss the complete history of the conflict during his 40 minutes at the podium, he touched on Hamas’ rise to power.I do not belong to the theoretical consensus that the election of Hamas was a blow to the peace process. What peace process? Safieh said.Hamas’ election should have served as a wake-up call to the rest of the world that the current system is not working, he said.Although Ahmed Yousef, a senior Hamas adviser to P.A. Prime Minister Ismail Haniyeh, recently offered Israelis a hudna or a 10-year cease-fire, Hamas is still considered a terrorist organization by many in the international community for condoning violence.We have two courses of action. We either trigger a credible peace process and try to engage the majority from Hamas to join in, or we rob them of their victory, Safieh said.

Safieh received nods of approval from the audience when he advocated a collective non-violent strategy to work with the key players in the conflict.While the audience was full of supporters and people with direct ties to Palestine, members of the Jewish community also came to hear what Safieh had to say.We hear from our parents and our friends about the conflict, but we’ve never heard the Palestinian side, said Preston Alexander, a member of the Boulder chapter of the Jewish fraternity Sigma Alpha Mu.Although he came for another perspective, Alexander said he left the speech somewhat unsatisfied.He didn’t speak about how much Israel has to sacrifice to make Palestine happy and feel like they’ve been treated justly, Alexander said.

The topics Safieh did speak on moved other audience members deeply.He is what modern Palestinians are represented by. He is a voice of soberness, he is a voice of moderation, and he is a voice of peace, said Ziad Mughrabi, a Palestinian-born research consultant in Boulder.Whether the public agreed or disagreed with him, the point of his visit was to open a dialogue and spread awareness, said Carolyn Brinski of the Rocky Mountain Peace and Justice Center.I think there’s a lack of dialogue on the issue.

We’re trying to increase people’s awareness on what can be done, said Julia Blechar, also with the Rocky Mountain Peace and Justice Center. European Union shows strain at the seams

NICOSIA, Cyprus Confusion and disappointment are rising across the European Union amid the Continent's lack of a common foreign policy and a growing clash of national ambitions.

The planned admission of Bulgaria and Romania in January to the present 25-member union apparently has stretched the EU's ability to integrate. In addition to the chasm between rich and poor members and unfettered emigration from post-communist Eastern Europe, there is a significant challenge to Turkey's pending membership application. We now have to say who is a European and who is not, said Nicolas Sarkozy, the leading French presidential hopeful.

Leaving this question unanswered is no longer possible.

We need to draft a new text to put things in order, added Poland's President Lech Kaczynski, considered by many to be a euroskeptic despite the millions of dollars his county has received from the European Union. The emergence of potentially
destabilizing problems has shaken the EU leadership, which so far lacks answers. Incongruously, the political class in the old member countries is frequently out of sync with the feelings of their electorates.

Euro awareness

A typical example is Turkey's EU membership application, generally supported by most governments but, according to opinion polls, opposed by its electorate. Such a situation affects particularly the eastern Mediterranean island of Cyprus, an EU member since 2004.This is a time of a euro awareness on the divided island before Cyprus converts its currency to the euro, a decision many residents fear will increase the cost of living. The equivalent of Cyprus pounds in euros has already appeared on telephone and supermarket bills. Although Cyprus is 500 miles from the European continent, compared to 150 miles from Syria and 60 miles from Turkey, it is now officially a part of Europe. It counts on Europe for help with its main problem: the split between the Greek Cypriot and Turkish Cypriot communities, and the presence of the Turkish army in the north of the island.

This Cyprus problem is compounding the European Union's difficulties, with the bloc likely to freeze its accession negotiations with Turkey because it refuses to recognize the Greek Cypriot government and bars Greek Cypriot ships and aircraft from Turkish harbors and airports. Some eurocrats in Brussels, the EU capital, now feel that admitting a divided country such as Cyprus was a serious mistake. The Cyprus problem is the last thing Europe needs, they say.Turkey warned Turkey's opposition to Cyprus and the slow and inadequate pace of Turkish reforms prompted Jose Manuel Barroso, president of the European Commission, to warn of a possible traumatic stop in current accession talks.

Things are going badly, Mr. Barroso said. The reforms in Turkey are proceeding very slowly and today I don't see the progress I had hoped for.Turkey's candidacy is only one of the divisive problems faced by the European Union, where eight of the latest 10 members are still recovering from years of communist mismanagement and political oppression. At the same time, the European Union's largest former communist countries are plagued by political difficulties blamed variously on transition fatigue and lack of concrete economic guidelines, or on a revival of obstructive nationalism. Bowing to opponents of further expansion, Mr. Barroso has announced that the accession of two Balkan countries Bulgaria and Romania will be the last stage of enlargement. We are not in a position to integrate Europe without further institutional reform. There are limits to our absorption capacity.He did not say how this would affect Turkey's long-standing membership application.

Inner blocs emerge

Meanwhile, the emergence of inner blocs within the EU has created concern in both its eastern and western parts, confirming the bloc's divisions, which some of its founders now consider to be unwieldy.

The periodic summit meetings between France and Germany, and particularly their efforts to forge a special relationship with Russia, are regarded in Britain as undermining the Continent's hoped for common foreign policy. East of the former Iron Curtain, Poland and the Czech Republic see the specter of an unholy alliance, possibly at their expense. By this autumn it was generally felt in Europe that Russian President Vladimir Putin was playing Europe off against the United States, using Germany as a strategic partner. German Chancellor Angela Merkel appeared to be receptive, despite her electoral campaign promise that Germany would not deal over Poland's head.

Officialdom in Brussels and in several Western governments had feared a strong and united stand from the east against the European Union's comfortable relationship with Moscow.

Little has happened as the eight former communist countries seem incapable of consensus and found it easier to concentrate on internal problems and regional quarrels. Even the so-called Vishegrad group consisting of Poland, Hungary, the Czech Republic and Slovakia, has turned out to be somnolent despite a promising start.

Focus on local woes

Remarked Peter Balazsan, an analyst at the Central European University in Hungary: The governments have no capacity to deal with foreign policy issues. They are obsessed with their domestic problems. And these domestic problems are becoming less and less comfortable to deal with after the achievement of such great goals as membership in the North Atlantic Treaty Organization (NATO) and the European Union.Political disarray has set in, particularly affecting the most populous eastern members. In Slovakia, ruled by a coalition that includes ultranationalists, pressure is growing to limit the rights of the Hungarian minority of about 600,000.

Hungary was recently shaken by riots after the disclosure of lies on the economic situation by Socialist Prime Minister Ferenc Gyurcsany, during which police were accused of unprecedented brutality.

The Czech Republic has been struggling for several months without an effective government, although the country's democratic basis does not appear to have been damaged. Still, according to one assessment from Prague: The romance appears to be over.

Now politics is more professional, and that means corruption and the dirty side of politics too. In Poland, with 39 million inhabitants the most populous of the new members, problems have increased since the creation of a ruling coalition that includes the extreme nationalist Self-Defense League, led by Andrzej Lepper, a former communist.

Poles may alienate

Some analysts feel that with Jaroslaw Kaczynski, twin brother of President Lech Kaczynski, as prime minister, and with Mr. Lepper's strong nationalism, Poland is likely to alienate its European partners.

Poland will become a more extreme, a more anti-European and a more xenophobic country, said Bronislaw Komorowski of the opposition Civic Platform party. Indeed, observers note signs such as the resignation from the Solidarity union of Lech Walesa, its founder and former champion, because of its support for the regime, and the refusal of the Israeli government to cooperate with Poland's Education Ministry. Disregarding its tarnished international reputation, the Kaczynski government is pursuing a sweeping purge of former communist officials, requiring special certificates from thousands of Poles, including diplomats, judges, journalists and police officers, stipulating that they did not collaborate with the communist regime. The extent of any such collaboration is judged by special commissions.Regarding Poland's economy, the picture is mixed. Although some Western analysts feel that Poland's transition to free enterprise was carried out with a minimum of friction, the Poles themselves tend to be critical.

High unemployment

Poland's unemployment stands at 18 percent of the work force, the highest in the European Union and the main factor responsible for the departure over the past two years of 1.12 million people ,3 percent of the population ,mainly from the ranks of skilled workers. Most of them ended up in Britain, where the presence of an estimated 600,000 Poles, while apparently helping the economy, has put added strain on housing, education and other social services. In addition to the Poles, recent immigrants include Czechs, Slovaks and citizens of the Baltic states.Sociologists worry about the future links of the emigrants with their home countries and the future of their children.For the time being, such considerations have been dwarfed by the economic transition from communist orthodoxy, prompting the Warsaw weekly Polityka to headline: The end of capitalism.The weekly pointed out that although there are 3.5 million private firms (not counting farms) registered in Poland, half of them have not shown any activity, and 60 percent employ only one person.Concluding that the average Pole prefers a government job with guaranteed pay rather than the risks of free enterprise, the weekly declared: The steam has gone out of our capitalist revolution.

Britain limits immigrants

Faced with the approaching EU membership of Bulgaria and Romania, Britain has reacted by imposing quotas on immigrants from the two countries, causing outcries in Sofia and Bucharest. Initially, only three EU countries Britain, Ireland and Sweden opened their doors to unrestricted immigration, while other members favored skilled foreign workers with short contracts. Last week in Stratford-upon-Avon, England, the interior ministers of the six most populous EU countries pledged to cooperate against various forms of crime, including terrorism, human trafficking and illegal migration. The decision by the six, representing 75 percent of the EU population, was seen as setting a rare common agenda for the bloc.

ADDIS ABABA (AFP) - Ethiopia, which was hit again by deadly floods this week, is caught in a devastating cycle of drought and heavy rains that threatens the survival of millions of people, experts say. Over the years, the Somali region of Ethiopia has suffered from cycles of droughts and floods, the United Nations World Food Programme (WFP) said.According to the WFP, around 1.5 million farmers require urgent humanitarian assistance as large numbers of livestock died, wells and boreholes dried up, malnutrition rates increased and disease became rampant.The latest flooding has been caused by a sudden rise in the level of the river Wabe Shebelle, swollen by heavy rains, whose depth had doubled at the end of last week.Flooding from the river had practically cut off the worst-affected towns of Kelafo and Musthail, 80 and 150 kilometres (50 and 90 miles) from Gode, the capital of the Somali region, humanitarian experts said.The latest death toll issued by the Ethiopian authorities said 68 people had died in the recent floods and thousands had been made homeless.

The toll included five people taken by crocodiles lurking in the flood waters, said Muktar Mohamed, the flood emergency coordinator for the Disaster Prevention and Preparedness Bureau (DPPA) in Gode.Another six people had been injured in crocodile attacks, he added.The death toll has been climbing, because reports are coming in slowly from the affected places,he said.Mohamed said that 17,000 hectares of land and 2,000 livestock had been lost in the flooding, which had affected nearly 280,000 people in 94 villages.

We still don't have a precise figure for displaced people, he added.The DPPA has begun distributing humanitarian aid of cereals, pulses and vegetable oil, while the WFP has made available 1,374 metric tons of grain from its stocks.Southeast Ethiopia is still reeling from flash floods in August and September, which left 639 dead and affected over 350,000 people, again chiefly hitting the Somali region.One wonders how much an already vulnerable and fragile group of people are expected to bear, said the WFP's representative in Ethiopia, Mohamed Diab.At least WFP can ensure that many of those who may have already lost everything have something to eat, he told AFP.But even this modest goal is hard to achieve by land because roads have been washed away and large tracts of territory are under water and full of crocodiles and snakes.

As access to the flood-affected area is difficult, dropping food to survivors from aircraft is being considered, the WFP and the DPPA said.Ethiopia's war-ravaged neighbour and northeast Kenya are also both affected by the flooding. Based on the latest flood watch reports, we fear the situation could get worse for the Juba region (in southern Somalia), Matthew Olins, deputy head of Somalia's UN Office for Coordination of Humanitarian Affairs (OCHA), told AFP. Olins said small-scale damage was already being recorded in the areas around the Somali capital Mogadishu. The majority of observers are pessimistic about the situation in the Horn of Africa and see little hope of an end to the heavy floods and droughts that have plagued the region in deadly cycles for decades.

West

A major storm system will be moving inland across the Pacific Northwest tonight into Monday. Ahead of this system expect showers to increase through the day across Washington and Oregon, and by later afternoon winds will also become gusty. Tonight into Monday widespread heavy rain will impact much of the area, and some locations could get over 5 inches of rain. This, in combination with the rain that has already fallen, could result in widespread river flooding. Damaging Winds will also be on the increase into Monday, with gale and storm force winds likely along the coast, and further inland winds could gust over 70 mph. These high winds will actually spread into the northern Rockies as well. Meanwhile, the rest of the west will be dominated by high pressure and fair weather conditions. Some offshore flow will develop over southern California, resulting in breezy conditions there, along with warm temperatures.

South

High pressure will dominate most of the Southeast today, resulting in sunny to partly cloudy skies from New Orleans, northeast through Atlanta and Raleigh. Cooler air will filter down the east side of the Appalachians keeping afternoon highs a bit chilly in the Atlanta and Raleigh areas where readings will be in the 50s. Meanwhile areas further south and west will see temperatures in the 60s and 70s. Increasing southerly flow over the Lower Mississippi River Valley, through the southern Plains, will increase the chances for showers and a few thunderstorms today. As a disturbance moves east into the area, a wave of low pressure may form in the Lower Mississippi Valley tonight into Monday, and increase the threat for some heavy rain. This rainy pattern will spread east across the entire south Monday into Tuesday, as warmer temperatures continue to build in.

Northeast

A general warming trend can be expected over the Mid-Atlantic and Northeast as high pressure moves east and southerly winds take over. As somewhat milder air begins to move in today, a few light rain showers or snow flurries will be possible near the Great Lakes; otherwise skies should be partly cloudy from Pittsburgh and Baltimore, north through New York and Boston. Afternoon highs will reach into the 50s, except across northern New England where highs will only reach into the lower 40s. As southerly flow begins to take hold, moisture will begin to move up the Ohio River Valley by late Monday into Tuesday. Showers will overspread much of the area by Tuesday, further enhanced by a disturbance moving into the area. By Tuesday, afternoon high temperatures will have warmed into the 50s and 60s at most locations.

Midwest

Warmer air will continue to push north across the Midwest and into the central Plains over the next several days. Today a few showers will sneak into the Middle Mississippi and Lower Ohio River valleys as this warmer air pushes north. Temperatures today will continue to be milder, with afternoon highs ranging from the 50s north to the 60s south. The chance for showers will increase over the Ohio Valley on Monday as the moisture builds north. Meanwhile, the Upper Midwest will see fair weather conditions and warmer temperatures.

Fears of nuclear race in West Asia

LONDON: In a move that has sparked fears of a nuclear race in West Asia, four Arab states have told the International Atomic Energy Agency (IAEA) that they want to develop nuclear power for civilian purposes, according to its deputy director-general Tomihiro Taniguch. These are Eygpt, Saudi Arabia, Morocco and Algeria. Disclosing this in an interview to the London-based Middle East Economic Digest, Mr Taniguch said the IAEA had already had preliminary' discussions with these Governments and would offer them technical help. Mr Taniguch said: Some Middle East states, including Egypt, Morocco, Algeria and Saudi Arabia, have shown initial interests to use nuclear power primarily for [water] desalination purposes.This [the interest] is at a tertiary stage and the main driver is the use of a more efficient energy system. We have held preliminary discussions with these Governments. We will offer them help under our technical advisory programme to conduct a study for the [proposed] power plants.

New global union demands reforms at IMF, WB, WTO

VIENNA: A new global trade union demanded radical reform of the International Monetary Fund, World Bank and World Trade Organisation to focus on human rights, in its programme adopted here yesterday.The new force, the International Trade Union Confederation (ITUC) representing 168mn workers, laid out an action plan calling for deep changes to globalisation in favour of the poor.Its programme also calls for a global trade system which protects developing countries and for the WTO to adopt social targets.The ITUC said in its programme, approved here on the last day of its founding congress, that it wanted to fundamentally change globalisation so it will work in favour of workers, the unemployed and the poor.

The new body is a response to decades of feuding within the union movement and embraces 306 national unions in 154 countries, although 42mn unionists in Communist-affiliated bodies refused to participate on the grounds that ITUC was compromising with the established economic system.The ITUC has a central policy objective of tackling globalisation and what it sees as the damaging effects of the opening of markets and increased competition on ordinary workers.But it does not however reject the benefits of trade.

Poorly organised, international trade can be destructive, but well directed, it can boost development and jobs, Kristian Weise, an international labour expert with the ITUC, said.

The general secretary of the French union CFDT, Francois Chereque, said: On the one hand, G8 trade unions say we must resist globalisation to preserve jobs’. On the other hand, trade unions in developing countries are demanding a just distribution of wealth Chereque said he hoped that the ITUC, rather than adding up its aggravations, would be able to organise a calm debate to develop new trade regulations that will preserve jobs in the North while allowing the South to achieve wealth.Weise said that the idea that protecting countries in the North would save jobs results from a misunderstanding, adding that jobs lost in relocations make up only a very small percentage of total jobs.

Ted Haggard resigned Saturday as leader of the megachurch he founded after a panel recommended the influential evangelist's removal for sexually immoral conduct, the church said Saturday. Haggard had resigned two days earlier as president of the National Association of Evangelicals, where he held sway in Washington and condemned homosexuality, after a Denver man named Mike Jones claimed to have had drug-fuelled trysts with him. Our investigation and Pastor Haggard's public statements have proven without a doubt that he has committed sexually immoral conduct, the New Life Church's Overseer Board said in a statement.

On Friday, Haggard acknowledged paying Jones for a massage and methamphetamine but said he did not have sex with him and did not take the drug.The church's statement said the investigation would continue to determine how extensive Haggard's misconduct was.Rev. Ross Parsley will lead the church until a permanent replacement for Haggard is chosen by the end of the year, the statement said. A letter explaining Haggard's removal and an apology from him will be read at Sunday services. The language of our church bylaws state that as Overseers we must decide in cases where the Senior Pastor has 'demonstrated immoral conduct whether we must 'remove the pastor from his position or discipline him in anyway they deem necessary,the statement said.

In consultation with leading evangelical and experts familiar with the type of behaviour Pastor Haggard has demonstrated, we have decided that the most positive and productive direction for our church is his dismissal and removal, it continued. James Groesbeck, a church elder, said he was glad the investigative board acted quickly.I'm saddened by what came out but I think they've done their job, Groesbeck said by telephone.Church members are drawing strength from one another and are caught up in the activity but that likely will change, he said.I think it's going to be really difficult in a week or two,Groesbeck said. Nov. 5 (Bloomberg) -- Former Iraqi leader Saddam Hussein was sentenced to death by hanging today for his role in the massacre of 148 Shiite Muslims in the northern Iraqi village of Dujail following an attempt on his life there in 1982. Long live the people, down with the traitors, Hussein, 69, shouted as the verdict was read out. God is great. You are the servants of the occupiers. Long live Iraq. Dressed in a dark suit and white shirt, he held a copy of the Koran in his left hand. Chief Judge Raouf Rasheed Abdul-Rahman delivered the verdict about midday in the Baghdad courthouse of the Iraqi Higher Criminal Court. The footage was aired by major international television channels.Barzan Ibrahim al-Tikriti, Hussein's half-brother and Iraq's intelligence chief at the time of the Dujail killings, and Awad Hamed al-Bandar, who issued death sentences to Dujail residents as head of a Revolutionary Court, were also sentenced to death by hanging.

Former Baath party officials in the Dujail region Abdullah Kazim Ruwayyid, his son Mizher Abdullah Ruwayyid, and Ali Dayih Ali were sentenced to 15 years in prison. Mohammed Azawi Ali, also a Baath party official in Dujail region, was acquitted due to a lack of evidence.The verdict comes two days before U.S. mid-term elections on Nov. 7. President George W. Bush needs to show progress in Iraq after 99 U.S. service members were killed in action last month, and rival Shiite and Sunni factions are killing hundreds of civilians every week.

U.S. Elections

In a New York Times/CBS News poll on Nov. 2, sixty-four percent of U.S. voters said they disapproved of Bush's handling of the war. Fifty-two percent said they will vote Democrat, with 34 percent opting for the Republican candidate in their area. There will be enormous political, security and legal repercussions, said Sonya Sceats, of the international law program at Chatham House, a London-based international affairs institute.The death sentence may be perceived as retribution by the U.S., Iraqi Shiites and Kurds on the leader whose ruthless oppression assured the supremacy of the minority Sunni population, Sceats said. The verdict will increase unrest and re-energize the Sunni insurgency, she said. Iraqi security forces cancelled leave and imposed curfews in Baghdad, the Diyala and Salaheddin provinces in anticipation of civil violence sparked by the verdict.

Chaotic Trial

The majority decision by a panel of five judges closes a chaotic trial that Hussein's defense team repeatedly dismissed as a sham. Hussein said he was innocent, and his lawyers argued the killings were legal, as they were in response to the attempt on Hussein's life. At the start of the trial in October 2005 Hussein told court, I preserve my constitutional rights as the president of Iraq. I do not recognize the body that has authorized you.If Hussein appeals, the case will be reviewed by a panel of nine judges. There is no time limit for the appeal, which be made on the facts of the case or clauses of law. If the verdict is upheld, under Iraqi law the execution must be carried out within 30 days. Hussein's ongoing second trial, for the Anfal military campaign against Kurdish guerrillas in the late 1980s which the prosecution alleges killed about 180,000 people, may not reach its conclusion.

Anfal, Halabja

The killing of about 150 people doesn't compare to the Anfal or Halabja, Sceats said, referring to a 1988 chemical weapons attack on the Kurdish town of Halabja about 160 miles north of Bagdad that killed at least 5,000 people. Anything which stops at least a proper hearing of at least a number further cases will be a sorry story for history and for the people of Iraq. Defense lawyer Khalil al-Dulaimi warned on Oct. 29 that a guilty verdict would escalate violence in Iraq. This decision will set the country ablaze again and plunge the entire region into the unknown, al-Dulaimi said in an open letter to U.S. President Bush. Three defense lawyers were murdered during the trial, one of them, Saadoun al-Janabi, was kidnapped on Oct. 20, 2005, one day after the trial began. He was found shot dead a day later.

Hussein took control of Iraq's Baath party in 1979 and immediately set about executing hundreds of political and military officials in purges. In 1980, he began an eight-year war against neighboring Iran in which hundreds of thousands of people died on both sides. The war crippled Iraq economically.

Iron Rule

The ousted leader held Iraq, a country divided across religious, ethnic and tribal lines, together by iron rule. His secret police, the mukhabarat in Arabic, tortured and executed dissenters. In August 1990, Iraq invaded southern neighbor Kuwait. The underpaid and underfed Iraqi army withdrew after Operation Desert Storm by a U.S.-led coalition. Hussein fled Baghdad when U.S.-led forces invaded Iraq in March 2003. He was found by a U.S. patrol in a bunker in Adwar, a village south of Tikrit in December 2003. The Iraqi Governing Council established the Iraqi Higher Criminal Court with the permission of U.S. envoy Paul Bremer's Coalition Provisional Authority on Dec. 13 2003, three days before Hussein's capture. A second trial of Hussein and six co-defendants began on Aug. 21. They stand accused of a military campaign called Operation Anfal against Kurdish guerrillas in the late 1980s which the prosecution alleges killed about 180,000 people, most of them civilians. Power cuts hit big areas of Germany and France


BERLIN (Reuters) - Power cuts temporarily plunged homes in some of the most heavily populated parts of Germany and France into darkness overnight due to shortages in output, authorities said on Sunday.A spokesman for a French union said the outage was the worst to hit France in 30 years, while at least four German federal states accounting for around half the country's 82 million inhabitants were also affected.French radio said that the power outage originated on the German side following a surge in demand for electricity due to cold weather, and that parts of Belgium and Italy were affected.A spokesman for German utility RWE Rhein Ruhr said the cuts were caused by a failure outside his firm's network.

Not enough power was being generated in the network, he said, adding that because the supply was on a shared network, the power cuts spilt over into other areas. He said it was not clear where exactly the failure had occurred.The spokesman said more than one million people in the RWE Rhein Ruhr network were probably affected, including inhabitants in the cities of Cologne, Essen and Gelsenkirchen, as well as some in the state of Rhineland-Palatinate further south.He added that the cuts, which occurred at around 10.30 p.m. (2130 GMT) on Saturday, had lasted between five minutes and half an hour. There were no details of any damage.

The states of North Rhine-Westphalia, Bavaria, Saarland and Baden-Wuerttemberg were definitely affected, police said. The four cover large areas of western and southern Germany.Maurice Marion, head of France's CGT trade unions mining and energy division, said the outage was France's worst in 30 years and had hit the eastern part of the country in particular. Parts of Paris were affected by the cuts.Earlier on Sunday, the French Interior Ministry said it did not know what had caused the problem. No one was immediately available to comment at French utility EDF.In France, the worst outages lasted around 90 minutes, although in many places the electricity came back within minutes.No major accidents or crimes had occurred, the ministry and police said. Spain criticizes building border fence

The Spanish government criticized the United States for trying to halt illegal immigration, through the building of new fencing along its border with Mexico, the Spanish foreign minister said here on Friday. Miguel Angel Moratinos, who was here for the 16th Ibero-American Summit, said growing immigration problems must be tackled through diplomacy and agreements, not through fence-building. The foreign ministers of Latin American countries and Spain gathered in Montevideo, Uruguay, before the opening of the Summit, which will focus on immigration, legal and illegal, as well as obstacles to economic growth. The foreign ministers unanimously adopted a rejection statement on the building of the 1,100 km-long border fence along the U.S. southern border. The statement, which will be proposed to the summit for ratification, will focus on rejection of the fence, instead of condemnation, Moratinos said during a briefing after the preparatory meeting.

Last week, U.S. President George W. Bush signed a bill authorizing the new fencing, irritating several Latin American governments.

Fence-building does not stop illegal immigration, migrants trafficking or the trafficking of human beings and encourages discrimination and xenophobia, as well as the creation of trafficker groups, which endanger people more, he said. The document expressed a deep concern for the decision made by the United States on building a fence along the Mexican border because it is a unilateral move and goes against the spirit of understanding. The meeting also called on the U.S. authorities to develop measures aimed at legalizing workers from other countries, and to implement temporary workers programs, which would guarantee full respect of human and labour rights.

Tehran test-fires more new weapons

TEHRAN, Nov 4: Iran on Saturday announced it had successfully test-fired new armour-piercing weaponry and an anti-helicopter missile system on the third day of its latest war games.The new generation of anti-helicopter and anti-armour weapons were successfully tested on day three of the manoeuvres, an announcer on state television said as pictures of the test-firing were broadcast.In the Great Prophet II war games, due to last 10 days, Iran has so far fired its Shahab-3 longer range missile for the first time in manoeuvres as well as new types of land-to-sea and sea-to-sea missiles.The armour-piercing weapons tested on Saturday include a rifle equipped with special sights that can identify an enemy seven kilometres away and can penetrate a target wearing a bullet-resistant vest from a distance of three kilometres.

The other new anti-armour weapon tested was a system aimed at penetrating the armour plate of tanks that “can be carried by a person, with high accuracy, high speed and high explosive power.The bullet of this system penetrates the armoured equipment and then explodes, state television said.The anti-helicopter weaponry was described as highly portable and accurate. It's Britain in 2016 when cameras and microchips control daily life

BRITAIN is the most monitored society in the Western world, we have once again been reminded. And how.The minute I get out of bed, the microchip in my arm tells my kettle to boil, my bath to run and my electric car to warm up. I start the vehicle with a fingertip it needs to scan my prints before it will run. And I dare not exceed the speed limit, or the chip in the car will inform a police computer. Welcome to Britain, November 2016. Welcome to an age in which every step you take is watched. Back in November 2006, the Government's Information Commissioner, the man responsible for safeguarding our privacy, voiced concern at the increasingly pervasive surveillance society all around us. Richard Thomas pointed out there were 4.2 million CCTV cameras one for every 14 people with the average person captured on more than 300 screens a day. In 2016, that seems like small fry.

His report warned that hi-tech scanners, tags and microscopic cameras would mean that in just a decade's time none of us would be able to go unnoticed again. Now, as I drive to work watching one of his successors on my in-car HDTV repeating the same fears, I reflect on how accurate Mr Thomas was. I know, for instance, that it's pointless removing the chip in my vehicle as overhead spy planes will report any speeding to the authorities anyway. As I enter the congestion zone, now in place in every UK city, there's no need to worry about paying the £210 charge it's automatically deducted from my bank.There are benefits to all this, as I am reminded when my local council calls me on my videophone at lunch time. My son has stopped eating vegetables at school. They know because the electronic card he uses to pay for them records his choice of meals.

I head to a high street shop. There aren't many these days as almost everyone buys online. As I enter, a holographic ad flashes up on a screen exactly at my eye level. The virtual shopgirl is urging me to buy a blouse like my other ones, only better. The advertising firm knows I'm tempted because it knows everything about me. A chip in my trousers told it my size, likes, dislikes and buying habits as soon as I came in. For a virtual shopgirl she's being really attentive. But then she knows I've just been paid and how much I have in my bank. She shouldn't have such details as, strictly speaking, they are confidential. But in the hi-tech Britain of 2016, information like this is so valuable - and so easily leaked. THERE'S no need to use my credit card to pay for the blouse. I simply swipe my sleeve against a digital reader and the chip in my arm sends a signal to my bank. Back at work, I have to stand in front of another hi-tech reader which scans my face before letting me in. At my computer, gone are old-fashioned passwords. Instead it scans my iris before I can log on.

Then I try to hire a nanny. But the agency says hundreds of women on its books are unsuitable. They had gone to their GPs complaining of depression, but their medical records have been secretly passed on. Millions are in the same boat, their DNA and other details stored on file despite having committed no crime.Before starting a job, everyone must go through extensive biometric tests.And it's pointless trying to hide the fact you beat a drug habit 15 years ago or have a family history of cancer. Your employer probably has those details anyway and may decide they are sufficient not to hire you. The wealthy, of course, get around this and hire expensive data management firms to safeguard their details. The rest of us are not so lucky. My husband, for instance. I suspect he has a mistress, which he denies.

But all I had to do was visit Google and type: What was Simon doing on January 28 at 3.35pm? to learn he was in her bed. That's ever-present cameras for you. As I leave work, cameras in lampposts recreate a 3-D image of the street and my face to send to police. There has been a spate of thefts and they need to ensure I am not a suspect. As I near home, the chip in my arm sends signals about my body to my thermostat. Knowing I'm a bit chilly, it turns the heating up a degree. Back in my living room, I turn on a camera to talk to Mum 200 miles away.I KNOW her knee is playing up, thanks to a sensor embedded in her that has sent signals to my computer and her carer's.Mum would rather see me in person but it's so difficult finding the time.

I switch on the TV and a list of my favourite shows pops up. That's because I've programmed them into my microchip and don't need to channel surf with the remote any more.Nor do I have to go shopping. I don't need to set an alarm as my microchip senses my brain activity and tells my clock radio when to wake me up. Bishop attacks Muslim hypocrisy

Bishop Nazir-Ali's views differ from the Archbishop of Canterbury A senior Anglican bishop has accused many Muslims of being guilty of double standards in their view of the world. The Bishop of Rochester, Michael Nazir-Ali, told the Sunday Times some had a dual psychology in which they sought victimhood and domination. The Muslim Council of Britain said the comments were not very helpful. The bishop, whose father converted from Islam, also said situations such as teaching could require Muslim women not to wear full-face veils. Mr Nazir-Ali argued it would never be possible to satisfy all of the demands made by Muslims because their complaint often boils down to the position that it is always right to intervene when Muslims are victims... and always wrong when Muslims are the oppressors or terrorists.

He compared Bosnia and Kosovo, where he said Muslims were oppressed, with the powerful position of the Taleban in Afghanistan, who he said had been the oppressors. He added: Given the world view that has given rise to such grievances, there can never be sufficient appeasement and new demands will continue to be made. Muhammad Abdul Bari, secretary-general of the Muslim Council of Britain, told the Sunday Times such remarks could affect "community relationships.

Veil debate

The bishop's comments on the use of full-face veils by Muslim women add to the debate sparked by Commons Leader Jack Straw, the former foreign secretary, last month. He disclosed that he asks Muslim women to remove the veil when they attend his Blackburn constituency surgeries. Mr Straw also suggested that Muslim women who wear veils over their faces can make community relations harder. In the Sunday Times, Mr Nazir-Ali referred to a huge increase in the wearing of Muslim dress in Egypt, Pakistan and Malaysia.He said: I can see nothing in Islam that prescribes the wearing of the full-face veil. In the supermarket those at the cash till need to be recognised. Teaching is another profession in which society requires recognition and identification.

Dr Rowan Williams, the Archbishop of Canterbury, entered the veil debate last month by saying people should be free to wear visible religious symbols. He said aiming for a society where no symbols such as veils, crosses, sidelocks or turbans would be seen was politically dangerous.

Minister Lieberman Calls for Separation from Arabs

Just days after joining the government, Avigdor Lieberman has set the national agenda at least for the day. His statement that Arabs must be separated from Israel has become the talk of the town. Lieberman, Israel's Minister for Strategic Affairs, told The Sunday Telegraph's Jerusalem correspondent that the best way to achieve peace in the Middle East would be for Jews and Arabs - including Israeli-Arabs to live apart. The remarks drew a storm of protest from the left-wing. MK Dov Hanin of the joint Arab-Israeli Hadash party said that Lieberman should be fired for his racist remarks. Meretz MK Zahava Gal'on added, Lieberman was always a Kahanist, and remains a Kahanist.MK Uri Ariel (National Union), on the other hand, justified Lieberman's position: His words about the threat presented by Israeli-Arabs to the physical existence of the State of Israel are correct. Now that he has entered the government, it remains only for us to see which of his plans he will actualize to deal with this threat.

We established Israel as a Jewish country, Lieberman said. I want to provide an Israel that is a Jewish, Zionist country. It's about what kind of country we want to see in the future. Either it will be an [ethnically mixed] country like any other, or it will continue as a Jewish country.

In Favor of Territorial Exchange

Lieberman disagrees with most of his right-wing colleagues in one aspect of his separation plan between Israeli Jews and Arabs. While most of the right-wing recognizes Jordan as the original Palestinian state, and some, such as MK Benny Elon, would leave many Arabs in Judea and Samaria as a sub-state of Jordan, Lieberman wishes to trade Israeli-Arab populated areas for Jewish areas of Judea and Samaria. Specifically, Lieberman would hand over the Um El-Fahm area of the southern Galilee, known as the Triangle, to foreign sovereignty. By thus redrawing Israel's borders, he wishes to retain Israel's overwhelming Jewish majority.
Speaking today with Army Radio, Lieberman explained, The exchange of territories and populations will help us form a Jewish, homogeneous state. We promised to establish a Palestinian state free of Jews, but in the meanwhile, we ourselves are turning into a bi-national state with a minority of more than 20% Arabs.

The Cyprus Model

Minorities are the biggest problem in the world, Lieberman told the newspaper. I think separation between two nations is the best solution. Cyprus is the best model. Before 1974, the Greeks and Turks lived together and there were frictions and bloodshed and terror. After 1974, they constituted all Turks on one part of the island, all Greeks on the other part of the island and there is stability and security. Acknowledging that this involved the forcible eviction of thousands, he said that in any event, the final result was better.The Telegraph writes in the name of analysts that the smooth appointment [to the government] of a man recently considered an extremist rabble-rouser is a sign of political radicalization in Israel. Tel Aviv University political science professor Gideon Doron is quoted as saying, After the summer war in Lebanon, many Israelis have moved to the Right. They think security is bad and trust Palestinians and Arabs less. They don't believe in the possibility of peace through negotiations, so Lieberman has become the center of a new consensus.

Lieberman, the head of the Yisrael Beiteinu (Israel Our Home) party, also had some strong words for Iran. Israel is on the "front line of a clash of civilizations between the free world and extremist Islam, he said, adding that Iran is the base of an axis of evil which is a problem for all the world. Every week, the president of Iran declares his intention to destroy us, Lieberman said.Lieberman called upon the international community to unite against an axis of evil led by Iran. Iran is the biggest threat. It's a problem for the whole world, but Israel really has a bad location. We are on the front line between the clash of civilizations between the free world and the extremist Islamic world.
