Canada is preparing to hold an open bidding process to procure biometric identification equipment to support its immigration system.The value of the contract or contracts available from the Department of Public Works and Government Services (PSPC) could be anywhere from $25 million Canadian (US$18.1 million) to CA$100 million ($72.2 million).“Immigration, Refugees and Citizenship Canada (IRCC) is engaging industry to better understand how to refresh its biometric collection capabilities and to potentially allow for future expanded service offerings of the Canadian Immigration Biometric Identification System (CIBIDS),” the notice says.The request for information has been issued to gather input from the biometrics community on “the latest innovations and emerging trends” in live face and fingerprint biometrics collection, both mobile and fixed. Information is sought on both hardware and software.IRCC wants to determine best practices for safeguarding the integrity of the biometric enrollments and managing a global network of biometric devices. It also wants to know about indigenous participation, environmental impacts and gender inclusivity.Responses are sought from suppliers with core competencies in manufacturing or reselling mobile or stationary biometric devices, IT fleet management or anti-fraud solutions.The description is strikingly similar to a tender process run by Canada’s government in 2021, when IRCC posted a letter of interest for “live facial capture and fingerprint collection” devices to be deployed to 850 endpoints in 270 global locations. The country also ran a procurement process to upgrade the face biometrics technology used in its passport program in the same year.Responses to the latest RFI are due by December 3, 2024.

An Idemia Public Security partnership, the company’s NéoDK project in collaboration with Colonel Nicolas Thiburce, has been awarded the Prix de l’Audace, according to a press release. The biannual French prize awarded by the Defense Innovation Agency (AID) recognizes and rewards €2,500 per project to civilian or military personnel from the Ministry of the Armed Forces and Veterans and the National Gendarmerie who “imagine and develop new equipment and services, improving the operational capabilities of the forces or the daily functioning of the institution.”The NeoDK project resulted in the development of the MTop Mobile FAP60 fingerprint and palm print scanner for biometric enrollment on smartphones.The MTOP Mobile replaces traditional ink and paper with a digital system for capturing fingerprint biometrics and palm prints with a peripheral scanner. It is integrated into the MTopMobile, Idemia’s new mobile fingerprint enrollment device for rolled fingers and palm acquisition. The scanner weighs in at 350g and is designed to fit into a pocket, with USB-C connectivity. The partners say that mobile biometrics enrollment with the dedicated peripheral reduces processing time and improves biometric sample quality.NeoDK’s project manager is Colonel Nicolas Thiburce, director general for the Gendarmerie Nationale. Along with Idemia and Thiburce, it involved the Agence du numérique des forces de sécurité intérieure (ANFSI), the Centre de Production Multimédia de la Gendarmerie Nationale (CPMGN) and the AID.“This is a new method of capturing fingerprints and palm prints, as well as anthropometric photos, carried by the gendarme on his Néo phone,” explains Colonel Thiburce, project manager at the Operations and Employment Directorate (DOE), director of the NéoDK program. “Today, 80 percent of the surveys are done with ink and paper. The gendarmerie remained compartmentalized in this organization, in particular because the current cost of optical blocks would be exorbitant. NéoDK aims to put an end to this compartmentalization.”

The soon to be seated 119th Congress will face a number of issues regarding the regulation and oversight of biometrics that it eventually is going to have to address, according to a new report by the Congressional Research Service (CRS), Congress’ investigative arm.Among the issues the new Congress will need to tackle is the use of facial recognition by law enforcement, the collection of biometrics by travelers into and out of the US, social media, and consumer data privacy, CRS said.“There are currently no federal laws specifically governing law enforcement’s use of facial recognition technology (FRT).” Consequently, law enforcement’s use of facial recognition continues to be a subject of ongoing congressional attention, The CRS issues brief says.CRS also said there are “several broad concerns related to AI spanning multiple sectors” that “could be considered” by the upcoming new session of Congress. And, CRS noted, that “there is no specific legislative framework at the federal level that governs law enforcement use of social media,” a matter of growing concern and contention that most certainly will have to be addressed.Indeed. Dozens of bills were introduced in the current 118th Congress that addressed scores of privacy and related matters having to do with the use of biometrics that went nowhere, but which will eventually have to be addressed. But until the new Congress is sworn in come January, it’s unclear how these issues will be treated given the potential political shifts and alliances that will occur.CRS said the “rapid advancements in information technologies present several issues for congressional policymakers, including those related to artificial intelligence, cybersecurity, Big Tech and online platforms, social media, consumer data privacy, children on the internet, quantum information science and technology, law enforcement use of information technologies and social media, and biometric technologies.”With regard to facial recognition, the CRS policy issues brief says “law enforcement use of FRT has been the subject of ongoing congressional attention,” and that “some of the concerns raised revolve around the accuracy of the technology, including potential race-, gender-, and age-related biases; the process of collecting, retaining, and securing facial images; public notification of the use of facial recognition and other image-capturing technology; and policies or standards governing law enforcement agencies’ use of the technology.”CRS said “some of these concerns have manifested in actions such as federal, state, and city efforts to prohibit or restrict law enforcement agencies’ use of FRT. In addition, some companies producing facial recognition software have placed new barriers to law enforcement using their technologies.”While there are no federal laws that govern law enforcement’s use of FRT, CRS said “guidelines and recommendations regarding law enforcement’s use of FRT have been produced by the Facial Identification Scientific Working Group (FISWG).FISWG is one of the various scientific working groups that support the Organization of Scientific Area Committees for Forensic Science administered by the National Institute of Standards and Technology, which facilitates standards development, including for FRT.FISWG has published a number of FRT-related guidelines and recommendations for forensic science practitioners. In addition, the FBI maintains a Policy and Implementation Guide for the use of the Next Generation Identification–Interstate Photo System (NGI-IPS). Authorized users of NGI-IPS are required to follow these policies as well as certain FISWG standards, CRS said.The Federal Bureau of Investigations (FBI) launched FISWG in 2009. Initially overseen by the FBI, its mission is to develop consensus standards, guidelines, and best practices for the discipline of image-based comparisons of human facial features, provides recommendations for research development activities, and advances the state of the science in an ethical manner.In addition to NGI-IPS, which largely supports state and local law enforcement, the FBI also manages the Facial Analysis, Comparison, and Evaluation (FACE) Services Unit, which supports FBI investigations.The use of biometrics by CBP is another issue of concern for Congress. CRS said, “border enforcement officials use FRT for identity verification purposes, citing as an example CBP’s use of FRT to confirm travelers’ identities as part of its biometric entry and exit control system for noncitizen travelers into and out of the country.”CRS said while Congress “has long been interested in the completion of the exit component” of the Department of Homeland Security’s Biometric Entry-Exit System … some policymakers have expressed concern” over how opting out of biometric data collection at ports of entry (POE) is communicated to US citizens.CBP collects facial images from all travelers departing the United States which it uses to verify each traveler’s identity. CBP is authorized to collect this information by the 2002 Enhanced Border Security and Visa Entry Reform Act. However, US citizens who do not wish to participate in this biometric collection have the right to ask a CBP officer or an airline or airport representative that they wish to be provided with an alternative means of verifying their identity and documents. CBP discards all photos of US citizens, once their identities have been verified.The CRS report noted that “some policymakers are concerned about the accuracy of FRT and the security of biometric data, including data storage and the auditing of private partners and contractors who collect these data.”As for AI, while it “holds potential benefits and opportunities, such as through augmenting human decision-making and optimizing performance for complex tasks,” CRS pointed out that “it also presents challenges and pitfalls, such as through perpetuating or amplifying bias and failing in unexpected ways.”CRS said there are “several broad concerns [that] include questions regarding … the development of standards and testing protocols and algorithmic auditing capabilities for AI systems” and “the incorporation of ethics, privacy, security, transparency, and accountability considerations in AI systems, including such applications as facial recognition technologies.”“Congress may address additional national security concerns about the potential use of AI technologies, such as the potential for deepfakes to influence elections and erode public trust, the balance of human and automated decision-making in military operations, and concerns about the dissemination of US-developed AI technologies and federally funded AI research results to potential competitors or adversaries,” CRS said.Law enforcement’s use of social media and how social medial companies treat privacy and related matters will also be on the plates of the new Congress.CRS said “there are no federal laws that specifically govern law enforcement agencies’ use of information obtained from social media sites, but their ability to obtain or use certain information may be influenced by social media companies’ policies, law enforcement agencies’ own social media policies, and the rules of criminal procedure. Law enforcement may require social media platforms to provide access to certain restricted information through a warrant, subpoena, or other court order.”“While some have suggested that social media can provide a wealth of information for law enforcement and intelligence analysts, some observers have suggested that agencies may be reluctant to regularly analyze public social media posts for various reasons, including that it could be viewed as spying on the American public and could subsequently chill free speech protected under the First Amendment,” the CRS policy brief noted.In addition, CRS said “some observers have [also] questioned whether the nature of social media may place it in a qualitatively different category than law enforcement’s use of other investigative tools and have suggested that there should be enhanced boundaries regarding law enforcement operations that utilize social media.”“For instance,” CRS said, “some have suggested that law enforcement agencies should have written, publicly available policies on their use of social media; they should obtain local government approval before using these online spaces; they should obtain judicial approval for conducting undercover operations using social media; there should be restrictions on law enforcement contacting minors via social media; and law enforcement’s use of social media should be audited.”These are all “types of proposals” that “could be a subject of discussion” in Congress.CRS said how the big social media companies like Alphabet, Amazon, Apple, Meta, “and at times Microsoft … collect and use consumer data and whether to implement additional protections for content accessed by minors” are all issues that haven’t been settled with regards to federal regulation.“Some Members of Congress have also expressed interest in other aspects of social media platforms,” CRS said, and which “include the use of algorithms to amplify or remove content, and the national security, data privacy, and foreign influence risks posed by TikTok.”Finally, CRS said consumer data privacy remains an issue for Congress.“Some companies collect, process, and analyze large amounts of consumer data, such as users’ behavior on the platform and personally identifiable information, through online platforms. These data can be used for various purposes, including providing services for customers and obtaining revenue from sending targeted advertisements to specific individuals. The collection of consumer data has raised concerns about consumer data privacy, and whether existing data privacy laws are sufficient.”CRS noted that the 118th Congress enacted legislation prohibiting data brokers from selling, licensing, or otherwise making available personally identifiable sensitive data of an individual residing in the United States to a foreign adversary or an entity controlled by a foreign adversary, and that some bills were introduced “that would create a comprehensive data privacy law” while “several states … enacted comprehensive data privacy laws. Some of these federal bills and state laws would provide consumers with certain rights, such as the right to access and delete their data, and create requirements for companies, such as providing notice about their data collection practices.”These are all issues that the new Congress will be met with in a few short months. How the new Congress will act is another matter.

That notion is the foundation of a new document from the U.S. executive branch on how agencies can adopt zero-trust cybersecurity practices.The draft Federal Zero Trust Data Security Guide is a 42-page report that tells federal agencies how to define and secure the data they hold. More than 30 federal agencies and department participated in its development. The guide is accompanied by a 28-page volume of appendices that address how agencies can implement the guidance in their operations.Cybersecurity Executive Order 14028 directed the move towards zero trust led to OMB M-22-09, on “Moving the U.S. Government Towards Zero Trust Cybersecurity Principles.” That memo mandated federal officials to develop the Zero Trust Data Security Guide.The guide’s release comes just ahead of the November 7 deadline for federal agencies to submit their zero-trust implementation plans to the Office of the National Cyber Director and the Office of Management and Budget.The new guide begins with a case for the importance of data management for zero trust security, and an elucidation of zero trust data security principles.Federal bodies are instructed to set up a data inventory and a data catalogue. The data catalogue is a distinct document to help users find a particular data asset, the companion document explains.The guide also sets out essential identity, credential and access management (ICAM) practices, stating the importance of continuous monitoring, authentication, identity federation and single sign-on (SSO) systems.The importance of access controls based on users’ role, attributes and context is explained, and the role of security operations centers in vulnerability monitoring and response is set out.A section on data management has not yet been developed, and is left blank.The appendix on ICAM notes the importance of the identity assurance levels (IALs) set by NIST in SP 800-63 for identity verification and validation. It also advises implementing the principle of least privilege and behavior analytics and adaptive authentication.Zero trust adoption is picking up steam, motivated by fear of costly breaches, deepfakes and synthetic identities, but the U.S. is behind the curve, according to survey results released earlier this year by Ponemon and Entrust.

Kuwait warns foreign residents of upcoming deadline for compulsory biometric registration-Nov 5, 2024, 11:22 am EST    | Ayang Macdonald

Kuwaiti authorities have called on foreign residents in the country to ensure that they complete an ongoing compulsory biometric registration exercise before the government-prescribed deadline at the end of this year.The deadline for Kuwaiti citizens to comply with the requirement elapsed in September, but aliens have until December 31 to do so.Col. Thamer Dakhin Al-Mutairi, an official from the Personnel Identification Department, is referenced by Arab Times as saying that all those who do not meet the December deadline will have their transactions disrupted.Already, the government says citizens who failed to meet the September deadline have a block on some of their transactions such as banking services, although they still have a chance to catch up.The government indicates that so far, slightly over three million people are already done with the process, while over 754,000 others are yet to do so.Al-Mutairi has also reminded residents of the points where registration takes place. But it is suspected to have been behind other attacks on warehouses and railway networks in EU member states this year, including in Sweden and in the Czech Republic.Ms Calow-Jaszewska said in a statement that a group of foreign intelligence saboteurs had been involved in sending parcels containing hidden explosives and dangerous materials via courier companies. Sitting in an airplane flying back from New York to Tel Aviv at the end of October, Agmon, found himself surrounded by Israel’s leading investors and founders and the main talking point was the frustration about the shortage of flight tickets, the high fares, and the need to move some operations and staff abroad.“At a board meeting [last month], we told the CEO of one of our companies that we expect him to move to the US and build a team there as soon as possible,” Agmon posted on X. “This is a conversation that is happening today in more and more companies.”Agmon, a serial entrepreneur, shared the insight in response to venture capitalist Michael Eisenberg’s outcry about the dire business travel situation for entrepreneurs, executives and their employees in Israel, which is causing disruptions to their operations and development plans and is bound to adversely affect the country’s economy.Since war broke out with the Hamas terror group following the October 7 onslaught on southern Israeli communities, foreign airlines have repeatedly canceled and resumed their flights to and from Israel. JTA — Donald Trump’s fans and critics alike have compared him to some of history’s most famous rulers: Cyrus the Great, Adolf Hitler, King David, and more.But on the eve of the election, a celebrity pastor named Jonathan Cahn wants his evangelical followers to think of the Republican candidate as a present-day manifestation of a far more obscure leader: the biblical king Jehu, who vanquished the morally corrupt house of Ahab to become the 10th ruler of the Kingdom of Israel.“President Trump, you were born into the world to be a trumpet of God, a vessel of the Lord in the hands of God. God called you to walk according to the template; He called you according to the template of Jehu, the warrior king,” Cahn told the hundreds of Christian leaders who gathered last week for the National Faith Summit outside Atlanta. He also shared a clip of his prophecy about Trump on his YouTube channel, which has more than a million followers.What Cahn means — and why at least one scholar of the Christian right says he is worried — requires some background. Cahn, 65, is the son of a Holocaust refugee and grew up in a Jewish household in New Jersey. When he was 20, he says he had a personal revelation that led him to Jesus, and he eventually became the head of a Messianic congregation, blending Jewish rituals with Christian worship and a focus on doomsday prophecies.Cahn helped popularize the interpretation of 9/11 as an apocalyptic biblical allegory. LOS ANGELES (JTA) — Avi, a 35-year-old nurse from Los Angeles, has never voted before.But on Monday, he was headed to a polling station at a synagogue in the Jewish neighborhood of Pico-Robertson to cast an early ballot. What’s driving him to vote this time, he said, was Hamas’s October 7 attack on Israel last year and its aftermath. That’s also why he’s voting for Donald Trump.“Since October 7 I’ve been paying more attention to things related to Israel, and I care more than I did before,” said Avi, who is Jewish and declined to share his last name. “I haven’t been particularly happy with how the Biden-Harris administration has handled Israel since October 7. In the immediate aftermath it was OK but since then I think they’ve put a leash on Israel.”October 7 has changed the lives and feelings of many American Jews — and is shaping how they think about Tuesday’s election in states across the country. In Pico-Robertson, that shift may well take the form of a split neighborhood now leaning more toward Trump.Like voters nationwide, Pico residents said they were feeling anxious about an election they have experienced as divisive. Several would not share their names, and a number of others declined to give interviews at all. And like Avi, many said they expected to vote for Trump because of his Israel policies.“I think a lot of people just don’t know which way it’s going to go,” said Miriam Mark, the executive director of a Jewish organization doing voter outreach, about the overall election outcome. “I think there’s a healthy dose of fear out there.”Pico-Robertson is filled with synagogues of multiple denominations, kosher restaurants and other Jewish businesses and institutions. Many residents are Orthodox, but a Conservative rabbinical school recently moved to the neighborhood, which last year was the site of a pair of antisemitic shootings.How the neighborhood voted in 2020 depends on where its borders lie. According to the Los Angeles Times, Pico-Robertson’s main precinct was nearly split in 2020, with 602 votes for Biden compared to 578 for Trump. A New York Times election map of the area says it went narrowly for Trump, 848 to 751, a red-hued island in blue Los Angeles.Those numbers make the neighborhood an outlier among Jews nationally, who historically vote in large majorities for the Democratic candidate. But it accords with the country’s Orthodox Jewish community, which has shifted heavily in recent years toward Republicans and Trump.Area voters understood that no matter which direction the neighborhood goes, it will have zero impact on the national result: Barring a seismic shock, California’s electoral votes will go to Kamala Harris. Prime Minister Benjamin Netanyahu is prepared to offer captors of hostages in Gaza “several million dollars” for the release of each hostage, an Israeli official confirmed on Tuesday, as Israel’s offensive in northern Gaza continued alongside efforts to meet the humanitarian needs of the enclave’s civilians.The prime minister is prepared to guarantee “safe passage” out of Gaza for captors and their families who release hostages, the official said, responding to a Channel 12 report about the monetary reward.The idea was discussed in Sunday’s meeting on the hostages with government point man Gal Hirsch. A preliminary Lebanese probe revealed new alleged details Tuesday about an Israeli naval raid last weekend in northern Lebanon in which commandos captured a Hezbollah operative.Speaking to AFP on Tuesday, a Lebanese judicial official said that the probe had found that operatives from the Israeli Navy’s Shayetet 13 commando unit entered Lebanese waters in a speedboat equipped with radar-jamming devices that evaded detection by Lebanon’s and UNIFIL’s naval radars during the raid in Batroun, south of Tripoli, some 140 kilometers (87 miles) north of Israel’s maritime border with Lebanon.The initial findings suggest that “the Israeli army used a high-speed vessel equipped with advanced devices capable of jamming radars,” the official said, requesting anonymity to discuss sensitive matters.The probe into the operation is being jointly conducted by the Lebanese police and judiciary.The Lebanese Addiyar news outlet reported that the new information on the raid was presented by Lebanese Armed Forces commander Gen. The Knesset on Monday morning gave final approval to a law authorizing the Education Ministry to fire teachers who publicly identify with an act of terrorism, drawing immediate condemnation from human rights advocates.The bill, co-sponsored by MKs Zvika Fogel (Otzma Yehudit) and Amit Halevi (Likud), was approved 55-45 in its third and final reading — immediately after it also passed its second reading — following an overnight opposition filibuster.It grants the director-general of the Education Ministry the authority to fire, without prior notice, teachers who have either been convicted of a security or terror offense, or have “published a direct call to carry out an act of terrorism or published words of praise, sympathy or encouragement for an act of terrorism [or] support for or identification with it.”The law also allows the ministry to cut or reduce funding for schools in which such expressions have been found, if it has been determined that “the management of the educational institution knew or should have known about their existence.”Teachers are among the most significant influences on children and the bill was “designed to make sure that a teacher does not use their influence for terrorist activity by their students and that the school does not allow this to happen,” explained Fogel.According to its explanatory notes, the bill is primarily aimed at Arab schools in East Jerusalem where alleged incitement turns minors “against the State of Israel” and terrorists are glorified in a way that has a “destructive and long-term effect [that], among other things, may be expressed in the large number of minors living in East Jerusalem who carry out or attempt to carry out terrorist attacks.”The law’s passage was warmly welcomed by ultranationalist National Security Minister Itamar Ben Gvir, who said in a statement that “education is a central and significant factor that motivates many terrorist attacks against the State of Israel.”Teachers who identify with terrorism can teach “in Tehran, Gaza or Ramallah today, but not in our schools,” Halevi declared in a celebratory statement after the bill’s passage.“As we know, a bomb is not created and does not explode by itself. Over 60 operatives from the Popular Front for the Liberation of Palestine terror group organization have been arrested in counterterror operations in the West Bank and Lebanon, the IDF and Shin Bet announced in a joint statement on Tuesday.Among those arrested in the West Bank was the head of the Women’s Committees Association of the PFLP, Abla Sa’adat, the wife of PFLP head Ahmad Sa’adat who has been jailed in Israel since 2006. In addition, Tahrir Badran Gaber, an activist from Ramallah was also detained, officials said.The Women’s Committees Association of the PFLP has been declared to be a terror organization by Israel.The IDF and Shin Bet said key figures who served as the heads of the PFLP in the West Bank were among those arrested, in addition to terrorists who operated in the field for the organization.The statement added that students at West Bank universities who were active members of PFLP cells at the educational institutions were also detained.Offices and businesses were raided and closed down by troops, including a printing press that produced inflammatory materials for the PFLP.The statement also said that the military has been acting against the terror group in Lebanon since the killing of the PFLP commander at the end of September. Radiation level of robot-retrieved Fukushima debris tested.

Tokyo, Nov 5 (AFP) Nov 05, 2024-Technicians tested the radiation level of debris from inside a damaged reactor at Japan's Fukushima plant on Tuesday after it was removed by a robot for the first time since the nuclear power station was hit by a tsunami in 2011.Plant operator TEPCO said over the weekend that it had succeeded in bringing a small amount of debris outside the containment vessel surrounding a reactor -- using specialised robots able to function around the high radiation levels inside.On Tuesday, Kuniaki Takahashi of TEPCO told reporters that they had measured the sample's radiation level and it was low enough to continue to the next stage of the complex process.Around 880 tons of extremely hazardous material remain, more than 13 years after a catastrophic tsunami caused by a 9.0-magnitude earthquake triggered one of the world's worst nuclear accidents.A trial removal of nuclear debris from the plant in northeastern Japan began in September, with the aim of studying a tiny sample for clues about conditions inside the reactors.Removing the debris from the reactors is regarded as the most daunting challenge in the decades-long decommissioning project due to radiation levels within.The company hopes to transport the sample to a research facility for further testing."We will move the debris into a box tomorrow for transportation... and then we will put it in a (special) container," Takahashi said."The retrieval will be complete after it is moved into the container," he said, adding that the timeframe for the next steps was unknown.Three of Fukushima's six reactors went into meltdown after the huge tsunami swamped the facility.Japan last year began releasing into the Pacific Ocean some of the 540 Olympic swimming pools' worth of reactor cooling water amassed since the disaster.The step has sparked a diplomatic row with China and Russia, both of which banned seafood imports, although Japan insists the discharge is safe, a view backed by the UN atomic agency.Beijing, however, said in September it would "gradually resume" importing seafood from Japan after imposing the blanket ban.
