FBI Director Christopher Wray on Monday warned of a "wide array" of dangerous threats coming from the U.S. border, including drug trafficking, violent gangs and smugglers with ties to ISIS.Wray was asked by Sen. Marco Rubio, R-Fla., at a Senate Intelligence Committee hearing about the threats at the border, including the Tren de Aragua gang from Venezuela. Wray said he couldn’t speak to a specific gang, but said that there were dangerous individuals entering via the southern border."From an FBI perspective, we are seeing a wide array of very dangerous threats that emanate from the border. And that includes everything from drug trafficking — the FBI alone seized enough fentanyl in the last two years to kill 270 million people — that's just on the fentanyl side," he said."An awful lot of the violent crime in the United States is at the hands of gangs who are themselves involved in the distribution of that fentanyl," he said.Officials have warned about the presence of gangs, including Tren De Aragua. Fox News reported last week about a Customs and Border Protection (CBP) internal bulletin that told agents to be on the lookout for those coming across the border who may show signs of belonging to the bloodthirsty gang. Fox News reported last week that the brother of the suspect in the killing of Georgia student Laken Riley has ties to the gang. Both the suspect and his brother are Venezuelans who entered the U.S. illegally.Rubio asked Wray whether smuggling networks that are moving people all over the world could also have ties to ISIS or other terrorist organizations."So, I want to be a little bit careful how far I can go in open session, but there is a particular network that, where some of the overseas facilitators of the smuggling network have ISIS ties that we're very concerned about and that we've been spending enormous amount of effort with our partners investigating. Exactly what that network is up to is something that's, again, the subject of our current investigation," he said.Rubio asked him to confirm that there is a network "we’re concerned about" that has facilitators involved with ties to ISIS."Correct," Wray said.

And so, this is a time I think for much greater vigilance, maybe been called upon us," he said.The intelligence chiefs were asked about the threat from China, the conflicts in Gaza and Ukraine, as well as how artificial intelligence could influence the U.S 2024 election.CIA Director Burns said U.S. support for Ukraine against Russian President Vladimir Putin has the "very real possibility of cementing strategic success for Ukraine and a strategic loss of relative importance for Russia."Not providing that support, he said, would have widespread consequences."Without supplemental assistance it seems to me lies a much grimmer future, Ukraine, is likely to lose ground and probably significant ground in 2024. A senior Ukrainian member of the government, Burns said, told him that their men "fought as long and as hard as they could" but they just ran out of ammunition."I think the consequences of that are going to be felt not only by Ukrainians in European security, but across the Indo-Pacific," where he said the U.S. could be seen as walking away from support for Ukraine. "Not only is that going to feed doubts amongst our allies and partners in the Indo-Pacific, it's going to stoke the ambition, so the Chinese leadership in contingencies ranging from Taiwan to the South China Sea," he said.

European authorities say they have prevented several terror plots from unfolding, some of which involved suspects pretending to be refugees, The Wall Street Journal reported.Two separate groups of Afghan and Syrian refugees carrying guns and ammunition, including Kalashnikov rifles, were arrested by police in Austria and Bosnia in a previously unreported investigation in December.Photos of Jewish and Israeli targets in Europe were discovered on some of the suspects' cell phones, which investigators told the Journal indicated they were motivated by the Israel-Hamas war in the Gaza Strip.Also late last year, a group of Tajik nationals was arrested for allegedly planning attacks on the Cologne Cathedral in Germany and St. Stephen's Cathedral in Vienna around Christmas. Hundreds of people visit both churches during the holiday season.On Monday, Italian authorities announced they had arrested three Palestinians who were suspected members of the Al Aqsa Martyrs' Brigade, a designated terror group in the U.S. and European Union (EU). The Italian National Police reportedly said the suspects were planning to attack civilian and military targets in Europe.The string of incidents suggests that the terror threat in Europe isn't just growing, investigators said, but is also coming from new sources. According to the Journal, the Sunni terror militia in Syria and Iraq known as Islamic State inspired and partly directed the wave of European attacks beginning in 2015. Today, the threat is coming from Iran and its Middle Eastern proxies, including Hamas and Hezbollah, as well as Islamic State Khorasan, Islamic State's Afghanistan-based successor.Late last year, Germany's domestic intelligence agency, the Federal Office for the Protection of the Constitution, warned that Jews and Jewish organizations across Europe were among the potential targets of terror groups that were being spurred by the Gazan war.According to the Journal, German police targeted Hamas and its affiliates in raids across the country at the end of last year. Four people, all longstanding Hamas members, were reportedly arrested by German and Dutch investigators for allegedly receiving a Hamas directive to open a secret weapons cache and attack Jewish targets.The weapons had been buried underground in Europe years ago, German prosecutors said, but the suspects would not reveal the location of the cache.German security officials told the Journal that the war in Gaza has been used by Hamas, Hezbollah, and their affiliates for propaganda, recruitment, and fundraising, with donations from Europeans to the terror groups skyrocketing since Hamas' brutal Oct. 7 attack on Israel.The groups' online activities have also increased and they have encouraged protests against Israel's war on Hamas throughout the EU.

Israel has hit more than 4,500 Hezbollah targets since the start of the ongoing war in the Gaza Strip, the IDF said on Tuesday after some 100 rockets were fired from Lebanon by the Iran-backed terror group earlier in the day.According to the IDF’s estimates, more than 300 Hezbollah operatives have been killed, including five senior commanders, and 750 have been wounded by Israeli strikes across five months of daily skirmishes along the border.Since October 8, Hezbollah-led forces have attacked Israeli communities and military posts along the border on a near-daily basis, with the group saying it is doing so to support Gaza amid the war against the Hamas terror group.Over the past months, the Northern Command has led strikes from the air against more than 1,200 targets, and another 3,100 sites were targeted from the ground using artillery and tanks, the IDF said.The IDF noted that some of the 4,500 Hezbollah targets were stuck in Syria, including on Tuesday.According to the military, the targets have included weapons depots, buildings used by Hezbollah for attacks, more than 150 observation posts along the border, some 70 command centers where terror operatives were gathered, more than 50 significant rocket launching positions, and dozens of squads carrying out anti-tank missile attacks.Of the targeted sites, more than 450 were said by the IDF to have belonged to Hezbollah’s elite Radwan force, which is believed by Israel to be tasked with potentially infiltrating the country.The “intense strikes” against Hezbollah are causing damage to the terror group’s “air and ground capabilities as well as its top command,” the IDF said, adding that it is “constantly working to push Hezbollah’s forces and its systems out of southern Lebanon, and has carried out significant attacks in this area.”Hezbollah has named more than 240 members who have been killed by Israel since October 8. Another 40 operatives from other terror groups have also been killed in strikes on southern Lebanon, as well as a Lebanese soldier and at least 30 civilians, three of whom were journalists.The near-daily exchange of fire along the shared Israel-Lebanon border has caused seven civilian deaths on the Israeli side, as well as the deaths of 10 IDF soldiers and reservists.The Iran-backed terror group took responsibility for firing around 100 rockets at northern Israel on Tuesday morning in two separate barrages, claiming that it had targeted two Israeli army bases in the Golan Heights with Katyusha rockets.There were no reports of damage or injuries from the Hezbollah rockets, with footage showing some of the projectiles being intercepted by the Iron Dome air defense system. Sirens had sounded in several communities in the northern Golan Heights and the Galilee Panhandle.Sirens did not sound for the second barrage as the rockets impacted open areas, the army said.After the barrages, the IDF said fighter jets struck three rocket launchers in southern Lebanon used in the attack.The terror group said that the rocket fire was in response to recent Israeli attacks in Lebanon, including a strike on Monday night in Baalbek in the country’s northeast, which reportedly killed a civilian.Baalbek, an area identified in the past as a Hezbollah stronghold, is nearly 100 kilometers (60 miles) from the Israeli border.The IDF has stepped up its attacks on Baalbek in recent days and confirmed on Tuesday afternoon that it had once again hit Hezbollah sites in the area following the heavy rocket fire earlier in the day.The strike was reported by Lebanese media outlets to have occurred near the town of Saraain, some 80 kilometers (50 miles) from Israel’s border, and images circulated online showed smoke rising from the targeted site.The airstrikes targeted what the IDF said were two Hezbollah command centers used “to store significant assets used to strengthen its weapons arsenal.”The IDF also said it targeted buildings used by Hezbollah and additional infrastructure in Khiam, Bint Jbeil, Odaisseh, and Ayta ash-Shab on Tuesday. U.S. Attorney's Office, Southern District of New York-Damian Williams, the United States Attorney for the Southern District of New York, announced that a jury returned a guilty verdict today against LAURA PERRYMAN on two counts of an Indictment charging her with conspiracy to commit health care fraud and wire fraud and substantive health care fraud in connection with her company’s creation and sale of a fake medical device component. U.S. District Judge Denise L. Cote presided over the 11-day trial. U.S. Attorney Damian Williams said: “Laura Perryman brazenly created a dummy medical device component — made entirely out of plastic — to be implanted into patients. She marketed that dummy component as a means for doctors to bill Medicare and private insurance companies approximately $18,000 for each implantation of the piece of plastic. She did this so that she could entice doctors to buy her device for many thousands of dollars. Perryman recklessly used patients as tools for financial gain, and this jury’s unanimous verdict sends a resounding message that individuals who defraud health care programs will be held criminally accountable.”According to the allegations in the Indictment and the evidence at trial:Stimwave was a medical device company that manufactured and distributed implantable neurostimulation devices. As the founder and CEO of Stimwave, PERRYMAN oversaw the design of the StimQ PNS System (the “Device”), pictured below, a neurostimulator system designed to treat chronic pain by providing electrical currents to peripheral nerves. The Device included a component containing electrodes (the “Lead”) and a receiver component that acted as an antenna, transmitting energy from an external power source to the Lead (the “Pink Stylet”). From at least in or about 2017 up to and including 2020, PERRYMAN, as Stimwave’s CEO, engaged in a multi-year scheme to design, create, manufacture, and market an inert, non-functioning component of the Device — called the “White Stylet.” The White Stylet was marketed as a receiver of radiofrequency energy, but it was made of plastic and could not function as a receiver.Stimwave sold the Device to doctors and medical providers for approximately $16,000. Stimwave instructed health care providers to bill medical insurance providers, including Medicare, for implanting the Device into patients through two separate reimbursement codes. One code was for implantation of the stimulator portion of the Lead, and a second was for implantation of a receiver. The billing code for implanting the Lead provided for reimbursement at a rate of between approximately $4,000 and $6,000, while the billing code for implanting a receiver provided for reimbursement at a rate of between approximately $16,000 and $18,000.Soon after the Device was released, physicians informed Stimwave that they were having trouble implanting the Pink Stylet in certain patients because the Pink Stylet was too long. Stimwave and PERRYMAN knew that the Pink Stylet could not be cut or trimmed to shorten it without interfering with the functionality of the Pink Stylet as a receiver. And, without a receiver component for doctors to implant and seek reimbursement for, doctors would incur a substantial financial loss with every purchase of the Device, thereby making it more difficult for Stimwave to sell the Device to doctors and medical providers at the approximately $16,000 price.However, Stimwave — at the direction of PERRYMAN — did not lower the price of the Device so that its cost to doctors and medical providers could be covered by reimbursement for the implantation of only the Lead. Nor did PERRYMAN recommend that doctors not implant the Device or its receiver component in cases where the Pink Stylet could not fit comfortably. Instead, PERRYMAN directed that Stimwave create the White Stylet — a dummy component made entirely of plastic, but which Stimwave misrepresented to doctors as a receiver alternative to the Pink Stylet. The White Stylet could be cut to size by the doctor for use in smaller anatomical spaces and was created solely so that doctors and medical providers would continue to purchase the Device for use in those scenarios and continue to bill for the implantation of a receiver component. To perpetuate the lie that the White Stylet was functional, PERRYMAN oversaw training that suggested to doctors that the White Stylet was a “receiver,” when in fact it was made entirely of plastic, contained no copper, and therefore had no conductivity. In addition, PERRYMAN directed other Stimwave employees to vouch for the efficacy of the White Stylet as a receiver, when she knew that the White Stylet could not function as a receiver.As a result of these misrepresentations regarding the functionality of the White Stylet, PERRYMAN caused doctors and medical providers to implant the White Stylet into patients and submit reimbursement claims for implantation of the White Stylet to health insurance providers, including Medicare. PERRYMAN, 55, of Delray Beach, Florida, was convicted of one count of health care fraud, which carries a maximum sentence of 10 years in prison, and one count of conspiracy to commit health care fraud and wire fraud, which carries a maximum sentence of 20 years in prison.The statutory maximum sentences are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant would be determined by the judge.Mr. Williams praised the outstanding investigative work of the Federal Bureau of Investigation.This case is being handled by the Office’s Complex Frauds and Cybercrime Unit. WASHINGTON (JTA) – It has become conventional wisdom among Democrats that President Joe Biden is in trouble. Despite the long list of accomplishments that his supporters cite, the president is unpopular, losing in polls, and, famously, old.The Jewish Democratic Council of America (JDCA) has a plan to save him in November.Rather than fret about a Biden loss in the presidential election, the group wants to focus on a win the party scored in a recent special congressional election in New York, in which moderate Democrat Tom Suozzi beat Mazi Pilip, a Jewish Republican. The strategy that worked there, the group says, could and should be taken nationwide.In an interview with the Jewish Telegraphic Agency, JDCA CEO Halie Soifer outlined her plan to turn out Jewish voters in key swing states. The strategy will focus on independent voters, a group that makes up an increasing share of the young Jewish voter base. The youngest Jewish voters, according to a 2021 poll, are nearly 50 percent more likely to be independent than the oldest ones.“JDCA believes that if Jewish voters show up and vote, President Biden will be reelected,” Soifer said. “This election will be close — just look at the polls — and Jewish voters are an essential part of a winning Democratic coalition, given their historically high margin of support for Democrats.”The other reasons to invest in Jewish voters, she said, is their presence in battleground states, and the fact that Jewish turnout is traditionally higher than general population turnout. She noted that in 2020 in a few key swing states — Pennsylvania, Wisconsin, and Georgia — the number of Jews who voted for Biden was larger than his margin of victory.Soifer’s group employed that strategy last month in New York’s Third District, the area spanning Queens and Long Island where Suozzi cruised to a victory over Pilip to replace Republican George Santos, the disgraced fabulist and accused fraudster who was thrown out of Congress. (Santos has announced plans to run again.)“We targeted every Jewish voter in that district, Democrat, Republican, and independent,” Soifer said. “In every race that we’re doing this work, we are targeting Democrats and independent voters.”As they prepare for the election, JDCA and its affiliated political action committee are growing. They have almost doubled their budget since last year, to $4 million. Since its 2018 founding, the group has tripled its staff to 15. It has expanded its board of directors, and recently tapped Susie Stern, a New York philanthropist prominent in Jewish and Democratic Party activism, as its next chair.Despite that growth, the organization’s size still pales in comparison to its Republican counterpart. In 2022, the Republican Jewish Coalition spent more than $6.6 million, according to tax documents, and spent $10 million on the 2020 election. It plans to spend more this year.Matt Brooks, RJC’s CEO, declined to share his group’s strategy, saying he would be ready to elaborate at a later date. In the past, RJC has focused on Jewish voters in swing states, but also has geared its ads towards the broader community, with an emphasis on the argument that Republicans are the better national security choice.Steve Rabinowitz, a strategist and co-founder of JDCA who is no longer affiliated with the organization, told JTA he is not worried about Jewish Democrats abandoning Biden. The consistent electoral history of around 75% of Jews voting for the Democratic candidate, he predicted, would continue into 2024.“Is there apprehension, is there concern the same way there is in the mainstream community? Yes, of course,” said Rabinowitz. “In the end, it works out, they’ll come home — at least three-quarters of them.”Along with Biden’s poll numbers, JDCA faces some headwinds in the Jewish community. The increase in independent Jewish voters, Soifer said, does pose a challenge to Jewish Democrats, who have always counted on an electorate that has been solidly and overwhelmingly aligned with their party.“It may be even more pronounced,” she said of the trend. “In the same way that younger Jews are less likely to identify with a denomination or affiliate with a synagogue, they are less likely than their older counterparts to self-identify with a party.”To account for that trend, JDCA will be highlighting domestic issues that the group believes bring independents closer to Democrats. One of those is reproductive rights. Large majorities of Jews have consistently said they are pro-choice, and in the New York race that serves as a model for JDCA’s strategy, the group ran an ad focused on abortion. Pilip, the Republican candidate, declined to answer questions about whether she supported abortion rights.To find voters, JDCA uses targeted advertising on social media, where a user’s interests may indicate involvement in Jewish and political issues. The group follows up with texting and then phone calls as election day nears.“We intentionally focused on abortion because that is an issue on which there’s nearly a consensus in the Jewish community,” she said. “It transcends partisan divides.”Another focus of JDCA’s outreach, she said, would be on preserving democracy, a tactic that dovetails with Biden’s strategy of hammering on the threat he says Donald Trump poses to democratic rule. That tactic will focus on Trump’s boast that he would be a “dictator” on the first day of his second term, and on his role in spurring the deadly January 6, 2021, riot at the US Capitol.Biden made protecting abortion rights and defending democracy themes of his State of the Union address last week, in which he referred to Trump — usually as “my predecessor” — a dozen times.JDCA says its targeting of swing states will also help drive turnout in competitive Senate races that could determine control of that chamber.“There’s a lot of overlap this cycle” with states that could swing the presidential election and have key Senate races, Soifer said. “Looking west to east: Nevada, Arizona, Wisconsin, Michigan, Pennsylvania, Ohio.”Georgia, a swing state with a big Jewish community but without a Senate race in play, will also be a focus.JDCA does not need to focus on Israel in its outreach, Soifer said, because she does not feel it needs to make the case that Biden, who has been a staunch supporter of Israel’s war effort, is pro-Israel. (The group did produce an ad contrasting Biden’s remarks on the war with Trump’s in October.) And Rabinowitz does not feel Israel’s war with Hamas, and the humanitarian crisis in Gaza, will be a meaningful factor in how and whether liberal Jews vote.“There’s a dirty little secret that while Israel is important, even very important, it is the single most important issue for very few Jews, and a lot of those Jews are Republican or politically conservative,” he said.

Israel, while reluctant to flesh out a postwar scenario for Gaza, has repeatedly rejected a proposal favored by the US and much of the international community to restore the Palestinian Authority’s rule over Gaza. In seeking an alternative to both the PA and the Hamas terror regime, which it has vowed to eradicate, Israel has been floating the possibility of Gazan clans running the Strip’s civilian affairs, while the IDF would retain security control.Some experts are dubious about the feasibility of Israel’s proposal; a similar attempt was made decades ago, unsuccessfully. But experts’ skepticism is mainly due to the diminished clout that clans now hold in contemporary Gazan society, and the inevitable influence that established Palestinian political movements would exert over them.“The clans are a thing of the past,” said Yohanan Tzoreff, a senior researcher at the Tel Aviv Institute for National Security Studies (INSS), and an expert on Israeli-Palestinian relations. “Relying on them is relying on a broken reed.”A common social structure in the Arab world, clans are agglomerations of families that forge alliances based on a presumed common ancestry. In the Gaza Strip, the larger clans — such as the Dughmush, the Sinwar, the Hilles, the Radwan, and the al-Masri to name a few — can reach up to 15,000 or 20,000 members, said Dror Zeevi, a professor of Middle East Studies at Ben Gurion University. In Gaza, each typically commands a specific economic sector, in agriculture, manufacturing or trading.The main issue with entrusting clans with the governance of Gaza, according to the two experts, is that, since 2008, they are not powerful enough to manage the area independently and to compete against the influence and deeply embedded presence of either Fatah, the party led by PA President Mahmoud Abbas, or Hamas, the terror group that rules Gaza.“If Israel decides to depend on a series of clans, their chiefs would quickly go to the Palestinian Authority and get their marching orders from them. They’re not going to get them from Israel. So you’ll end up having Hamas or PA rule anyway,” said Zeevi.Tzoreff concurred. “Whoever goes behind the back of the nationalist movements to speak with Israel will run into trouble.”The Israeli security establishment has also put forth a stopgap solution to task local families with the distribution of humanitarian aid in an attempt to prevent disasters such as the one that occurred on February 29, in which dozens died as they rushed to grab food from an aid truck.“Israel can perhaps make small humanitarian agreements with the clans,” Zeevi said. “But there’s no way that they can be effective as a controlling power in Gaza. Israel needs to choose between the PA and Hamas. There’s nothing in between.”Unable to compete with nationalistic movementsUntil the late 1980s, clans played a central role in the Palestinian territories. In Gaza, clans were organized in a council of mukhtars, or chieftains, that liaised with the Israeli civilian administration from 1967 until the outbreak of the First Intifada in 1987.Some of the clans actively cooperated with Israel, Zeevi explained, like the Hellis, who later became affiliated with Fatah against Hamas, and the “aristocratic” Shawwa family, from which Israel appointed a Gaza City mayor in 1971.Realizing the clans’ potential to alleviate the burden of managing civilian affairs, Israel even attempted to create family-based political structures in the late 1970s and early 1980s in the West Bank called “village associations” as a moderate alternative to the PLO, the precursor to the Palestinian Authority. The experiment only lasted a few years, as many of the association’s leaders were accused of treason by other Palestinians.With the outbreak of the First Intifada in 1987, which saw hundreds of thousands taking to the streets to protest Israeli rule, Palestinian nationalist movements such as Fatah, the Popular Front, and the Democratic Front gained a large foothold in Palestinian society. Hamas was officially established as an Islamist movement in the early days of the First Intifada and gradually ascended to compete with the other secular parties.David Hacham, a retired IDF colonel who served in Gaza’s military administration of civilian affairs between 1985 and 1993, described the outbreak of mass revolts as a “generational change” in Gazan society. Hacham recalled a meeting with the head of the mukhtars, Musa Abu Sha’ban, immediately after the launch of the First Intifada in December 1987. “He came into my office, and he was almost crying. Young people had taken control of the streets. He was afraid that his power was over,” he told The Times of Israel.With the start of the First Intifada, political groupings rendered the clan structure obsolete in the broader governance of Gaza.“All the clans lost their importance,” said Tzoreff. “Mukhtars who used to speak with Israel before the intifada became irrelevant in the eyes of their community. Israel also stopped talking with them, and started speaking with the leadership of the intifada instead.”Nevertheless, the clans retained control of large segments of the economy and wielded considerable influence at the local level. After Israel’s unilateral disengagement from Gaza in 2005, some clans filled the power vacuum by establishing near-autonomous zones with their own militias and informal justice and welfare systems, according to a 2007 report by Crisis Group, a left-leaning think tank based in Brussels that works to promote policy solutions to conflicts.When Hamas took control of Gaza in 2007, it initially confronted the clans aggressively. Powerful families such as the Abu Samhadanas in Rafah had enriched themselves by controlling the decades-old underground tunnels through which goods and people were smuggled from Egypt into the Gaza Strip, and posed a challenge to the terror group’s rule. Some clans had their own militias.After violent clashes with clans in 2008, however, the Islamist party found a “modus vivendi” with the clans, Zeevi said, respecting their leaders and avoiding interference.Some of the clans entered close cooperation with Hamas, while others kept their distance, including those that were more aligned with Fatah and the PA. But even the latter had to “hedge their bets,” Zeevi said, so they would send some of their people to take up jobs inside Hamas-run institutions to maintain a working relationship with the terror group.‘We can’t turn back the clock of history’In the event of Israel maintaining control over Gaza after the war, retired colonel Hacham posited that in Gaza’s traditional, conservative society, family-centered structures are still a dominant force and can work as a liaison between the Israeli government and the local population. According to Hacham, clans are still a preferable alternative to the ailing PA, which is perceived by its citizenry as corrupt and ineffective and has already lost control over parts of the West Bank.Tzoreff, on the other hand, did not believe that Israel could retain long-term military and civilian control of Gaza: “No international partners would be willing to cooperate with us,” he warned. He saw no alternative to a “rehabilitated” Palestinian government taking control of the Strip, as per the American vision.To Tzoreff, the power decline of the clans in favor of nationalist political movements has been an inevitable consequence of the development of a Palestinian national consciousness since the First Intifada, when the conflict spread throughout in the West Bank and Gaza.“In every society, there is an initial phase when the community is centered around families and tribes. At a later stage, the idea of peoplehood emerges. This also applies to the Palestinians,” said Tzoreff. “Does anyone actually believe that we can turn back the clock of history and return the Palestinians to the days when they did not regard themselves as a people? It makes no sense. We can’t run the process in reverse.”

Despite the long list of accomplishments that his supporters cite, the president is unpopular, losing in polls, and, famously, old.The Jewish Democratic Council of America (JDCA) has a plan to save him in November.Rather than fret about a Biden loss in the presidential election, the group wants to focus on a win the party scored in a recent special congressional election in New York, in which moderate Democrat Tom Suozzi beat Mazi Pilip, a Jewish Republican. The strategy that worked there, the group says, could and should be taken nationwide.In an interview with the Jewish Telegraphic Agency, JDCA CEO Halie Soifer outlined her plan to turn out Jewish voters in key swing states. The strategy will focus on independent voters, a group that makes up an increasing share of the young Jewish voter base. The youngest Jewish voters, according to a 2021 poll, are nearly 50 percent more likely to be independent than the oldest ones.“JDCA believes that if Jewish voters show up and vote, President Biden will be reelected,” Soifer said. “This election will be close — just look at the polls — and Jewish voters are an essential part of a winning Democratic coalition, given their historically high margin of support for Democrats.”The other reasons to invest in Jewish voters, she said, is their presence in battleground states, and the fact that Jewish turnout is traditionally higher than general population turnout. They have almost doubled their budget since last year, to $4 million. Since its 2018 founding, the group has tripled its staff to 15. It has expanded its board of directors, and recently tapped Susie Stern, a New York philanthropist prominent in Jewish and Democratic Party activism, as its next chair.Despite that growth, the organization’s size still pales in comparison to its Republican counterpart. GENEVA — Switzerland’s Attorney General’s Office said on Tuesday that it would put on trial Rifaat Assad, an uncle of Syrian President Bashar Assad, for war crimes and crimes against humanity dating back to his time as a commander in the Syrian military in 1982.The office said in a statement that Assad was charged at the Swiss Federal Criminal Court with “ordering homicides, acts of torture, cruel treatments and illegal detentions” in February 1982 when he had charge of troops in the western city of Hama.Known to critics as the “Butcher of Hama” for crushing an insurrection in the Syrian city, Assad, a former vice president of the country, commanded troops accused of killing thousands of people to quell a Muslim Brotherhood uprising. The nearly monthlong slaughter remains one of the bloodiest cases in history of an Arab government attacking its own people.Assad, who was not immediately available for comment, has previously denied responsibility for the Hama deaths.According to the Swiss prosecutors’ indictment, the conflict between the Syrian armed forces and their Islamist opponents caused between 3,000 and 60,000 deaths in Hama, mostly civilians.Rifaat Assad, 86, lived in exile, mostly in France, from the mid-1980s, after being accused of trying to topple his brother, then-Syrian president Hafez Assad, Bashar’s father.He returned to Syria in 2021, escaping jail in France, where he was found guilty of acquiring millions of euros of property using funds diverted from the Syrian state.The Swiss Attorney General’s Office initiated war crimes proceedings against Assad in December 2013 under the principle of universal jurisdiction and non-applicability of statutory limitations to war crimes.Police established that Assad was present in Swiss territory when the investigation was initiated. Israel, while reluctant to flesh out a postwar scenario for Gaza, has repeatedly rejected a proposal favored by the US and much of the international community to restore the Palestinian Authority’s rule over Gaza. In seeking an alternative to both the PA and the Hamas terror regime, which it has vowed to eradicate, Israel has been floating the possibility of Gazan clans running the Strip’s civilian affairs, while the IDF would retain security control.Some experts are dubious about the feasibility of Israel’s proposal; a similar attempt was made decades ago, unsuccessfully. But experts’ skepticism is mainly due to the diminished clout that clans now hold in contemporary Gazan society, and the inevitable influence that established Palestinian political movements would exert over them.“The clans are a thing of the past,” said Yohanan Tzoreff, a senior researcher at the Tel Aviv Institute for National Security Studies (INSS), and an expert on Israeli-Palestinian relations. “Relying on them is relying on a broken reed.”A common social structure in the Arab world, clans are agglomerations of families that forge alliances based on a presumed common ancestry. In the Gaza Strip, the larger clans — such as the Dughmush, the Sinwar, the Hilles, the Radwan, and the al-Masri to name a few — can reach up to 15,000 or 20,000 members, said Dror Zeevi, a professor of Middle East Studies at Ben Gurion University. In Gaza, each typically commands a specific economic sector, in agriculture, manufacturing or trading.The main issue with entrusting clans with the governance of Gaza, according to the two experts, is that, since 2008, they are not powerful enough to manage the area independently and to compete against the influence and deeply embedded presence of either Fatah, the party led by PA President Mahmoud Abbas, or Hamas, the terror group that rules Gaza.“If Israel decides to depend on a series of clans, their chiefs would quickly go to the Palestinian Authority and get their marching orders from them. They’re not going to get them from Israel. So you’ll end up having Hamas or PA rule anyway,” said Zeevi.Tzoreff concurred. “Whoever goes behind the back of the nationalist movements to speak with Israel will run into trouble.”The Israeli security establishment has also put forth a stopgap solution to task local families with the distribution of humanitarian aid in an attempt to prevent disasters such as the one that occurred on February 29, in which dozens died as they rushed to grab food from an aid truck.“Israel can perhaps make small humanitarian agreements with the clans,” Zeevi said. “But there’s no way that they can be effective as a controlling power in Gaza. Israel needs to choose between the PA and Hamas. There’s nothing in between.”Unable to compete with nationalistic movementsUntil the late 1980s, clans played a central role in the Palestinian territories. In Gaza, clans were organized in a council of mukhtars, or chieftains, that liaised with the Israeli civilian administration from 1967 until the outbreak of the First Intifada in 1987.Some of the clans actively cooperated with Israel, Zeevi explained, like the Hellis, who later became affiliated with Fatah against Hamas, and the “aristocratic” Shawwa family, from which Israel appointed a Gaza City mayor in 1971.Realizing the clans’ potential to alleviate the burden of managing civilian affairs, Israel even attempted to create family-based political structures in the late 1970s and early 1980s in the West Bank called “village associations” as a moderate alternative to the PLO, the precursor to the Palestinian Authority. The experiment only lasted a few years, as many of the association’s leaders were accused of treason by other Palestinians.With the outbreak of the First Intifada in 1987, which saw hundreds of thousands taking to the streets to protest Israeli rule, Palestinian nationalist movements such as Fatah, the Popular Front, and the Democratic Front gained a large foothold in Palestinian society. Hamas was officially established as an Islamist movement in the early days of the First Intifada and gradually ascended to compete with the other secular parties.David Hacham, a retired IDF colonel who served in Gaza’s military administration of civilian affairs between 1985 and 1993, described the outbreak of mass revolts as a “generational change” in Gazan society. Hacham recalled a meeting with the head of the mukhtars, Musa Abu Sha’ban, immediately after the launch of the First Intifada in December 1987. “He came into my office, and he was almost crying. Young people had taken control of the streets. He was afraid that his power was over,” he told The Times of Israel.With the start of the First Intifada, political groupings rendered the clan structure obsolete in the broader governance of Gaza.“All the clans lost their importance,” said Tzoreff. “Mukhtars who used to speak with Israel before the intifada became irrelevant in the eyes of their community. Israel also stopped talking with them, and started speaking with the leadership of the intifada instead.”Nevertheless, the clans retained control of large segments of the economy and wielded considerable influence at the local level. After Israel’s unilateral disengagement from Gaza in 2005, some clans filled the power vacuum by establishing near-autonomous zones with their own militias and informal justice and welfare systems, according to a 2007 report by Crisis Group, a left-leaning think tank based in Brussels that works to promote policy solutions to conflicts.When Hamas took control of Gaza in 2007, it initially confronted the clans aggressively. Powerful families such as the Abu Samhadanas in Rafah had enriched themselves by controlling the decades-old underground tunnels through which goods and people were smuggled from Egypt into the Gaza Strip, and posed a challenge to the terror group’s rule. Some clans had their own militias.After violent clashes with clans in 2008, however, the Islamist party found a “modus vivendi” with the clans, Zeevi said, respecting their leaders and avoiding interference.Some of the clans entered close cooperation with Hamas, while others kept their distance, including those that were more aligned with Fatah and the PA. But even the latter had to “hedge their bets,” Zeevi said, so they would send some of their people to take up jobs inside Hamas-run institutions to maintain a working relationship with the terror group.‘We can’t turn back the clock of history’In the event of Israel maintaining control over Gaza after the war, retired colonel Hacham posited that in Gaza’s traditional, conservative society, family-centered structures are still a dominant force and can work as a liaison between the Israeli government and the local population. According to Hacham, clans are still a preferable alternative to the ailing PA, which is perceived by its citizenry as corrupt and ineffective and has already lost control over parts of the West Bank.Tzoreff, on the other hand, did not believe that Israel could retain long-term military and civilian control of Gaza: “No international partners would be willing to cooperate with us,” he warned. He saw no alternative to a “rehabilitated” Palestinian government taking control of the Strip, as per the American vision.To Tzoreff, the power decline of the clans in favor of nationalist political movements has been an inevitable consequence of the development of a Palestinian national consciousness since the First Intifada, when the conflict spread throughout in the West Bank and Gaza.“In every society, there is an initial phase when the community is centered around families and tribes. At a later stage, the idea of peoplehood emerges. This also applies to the Palestinians,” said Tzoreff. “Does anyone actually believe that we can turn back the clock of history and return the Palestinians to the days when they did not regard themselves as a people? It makes no sense. We can’t run the process in reverse.”
