But U.S. District Judge Maryellen Noreika in Delaware put the brakes on the guilty plea after raising concerns during an hourslong hearing about the structure and terms of the agreement and another deal that would allow him to avoid prosecution on a gun charge if he meets certain conditions.Plea deals are carefully negotiated between defense lawyers and prosecutors over the course of weeks or months and it's unusual — especially in high-profile cases — for judges to not sign off on them. Noreika — an appointee of former President Donald Trump — told both sides to file written briefs addressing her concerns within 30 days. Among other things, Noreika took issue with a provision in the agreement on the gun charge that she said would have created a role for her where she would determine if he violated the terms. The lawyers said they wanted her to serve as a neutral fact finder in determining if a violation happened, but Noreika said that is the Justice Department's job — not the judge's.Hunter Biden's lawyers and the Justice Department also disagreed on the extent to which the agreement gave him immunity from future prosecution. A prosecutor said Wednesday their investigation was ongoing, and that the agreement protecting him from other potential charges was limited only to certain offenses over a certain time frame. As Christian worshipers stream in for prayer at the Stella Maris church, they are flanked by two small but conspicuous groups of young men standing on either side of the main entrance.The men are not there for moral support.They are an impromptu security force, made up of volunteers who have been standing guard here during services in recent weeks because of a dispute with Haredi Jews who have begun to come and pray outside this iconic church in Haifa.Seen locally as provocateurs bent on intimidating Arabs, the Jewish pilgrims say they merely want to worship outside what they believe is the burial place of Prophet Elisha, a biblical figure from the 8th century BCE and the disciple and successor of Elijah.“This is for our own safety,” said one of the young Christian men, who works at his father’s popular falafel shop in Haifa, of the security posse flanking the entrance. He spoke to The Times of Israel on condition of anonymity, saying, “If things escalate, I don’t want your article to establish some record about me.”Things did escalate just days later: On Sunday, Christian worshipers chased away from the area around the entrance to the church several dozen Haredi Jews from the Breslov Hasidic movement.It was the latest in a string of attempts this summer by Breslovers to pray near the church, which has recently been added to the itineraries of several organizers of pilgrimages to the graves of Jewish sages.The developments around Stella Maris are rare disturbances highlighting historic grudges in a city where deadly fighting between Jews and Arabs in 1948 led to a massive flight of Arab residents but that has since become a rare model for harmonious coexistence by followers of the three main Abrahamic faiths and beyond.Churchgoers at Stella Maris dismiss the religious reasons cited by the Jewish pilgrims as a flimsy pretext for intimidating Christians, allegedly with the tacit support of the right-wing government of Prime Minister Benjamin Netanyahu.The Jewish pilgrims, meanwhile, decry the hostility of the Christians as intolerance and hooliganism, claiming they are backed up by the left-leaning mayor, Einat Kalish, and the media. Hundreds of foreign tourists visit the church each month.Ayman Odeh, a Haifa-based Knesset lawmaker who heads the predominantly Arab Hadash-Ta’al political alliance, issued veiled threats of violence of his own on Sunday during a speech in the Israeli parliament.“I want to tell all of you: You don’t belong in Haifa. In our city, Haifa, you do not belong,” Odeh said. The Israel Defense Forces claims to be facing an imminent and unprecedented threat to its combat readiness and the unity of its ranks, with thousands of reservists, many in key positions, threatening to end their volunteer duty in protest of the government advancing its controversial plans to overhaul the judicial system. Meanwhile, Prime Minister Benjamin Netanyahu’s coalition appears to be brushing aside numerous warnings by military officials, both publicly and in private meetings.For several weeks, as the government advanced the first major bill of its judicial overhaul, more than 10,000 reservists who frequently show up for duty on a voluntary basis said they would no longer do so. The reservists have warned they will not be able to serve in an undemocratic Israel, which some charge the country will become if the government’s overhaul plans are realized.IDF Chief of Staff Lt. Gen. Herzi Halevi has been attempting, largely unsuccessfully, to convince the political echelon to slow the legislation down, as well as convince reservists to walk back their threats.Amid those threats, the IDF has been frequently updating Netanyahu and Defense Minister Yoav Gallant on the military’s readiness, via their respective military secretaries. Halevi met personally with Netanyahu on Monday, after the Knesset gave its final approval to a law that prevents courts from reviewing the “reasonableness” of government and ministerial decisions. A day before the vote on the bill, Halevi issued Netanyahu a “detailed position paper” on the threat to the IDF’s readiness. And shortly before the vote, updated statistics on the protesting reservists were handed to the prime minister, while two senior officers briefed several senior ministers in a last-ditch effort to convince them to halt the legislation.Halevi has also spoken about the threat to the cohesion of the military on multiple occasions, including at military ceremonies, at a Knesset committee meeting, in a written missive to troops, and most recently in a rare video message.The IDF relies heavily on volunteering reservists, especially pilots, for its routine activities. Unlike most reservists who are called up for duty with a formal order for several days a year, pilots and other special forces are expected to train and carry out missions more frequently and in a voluntary manner due to the nature of their positions. Defense officials have said pilots could harm their competency by taking breaks from their frequent training exercises, and it would take a significant amount of time to restore their flying abilities. The IAF and other top units also rely on veterans to volunteer and train the newer generation with their expertise.After the controversial “reasonableness” bill passed, at least 830 IAF reservists, including 260 pilots, notified their commanders that they would no longer show up for volunteer duty. Their announcement sent shockwaves through the military, which will likely have to adapt its operations to the prospect of many experienced pilots losing their flight capabilities within weeks, possibly permanently.The IDF may soon have to increase its reliance on less-experienced pilots for its sensitive surveillance missions across the Middle East, regular bombing runs against Iranian entrancement efforts in Syria, and preparations for a potential strike against Iran’s nuclear sites, as well as less-experienced training staff to teach the next generation of pilots. Other top units, too, will need to rely on less-experienced troops to carry out sensitive missions.Halevi attempted to bring the protesting reservists back before it is too late, saying in Tuesday’s video statement: “Even those who made a decision with a heavy heart not to report for duty, the IDF needs you.”The government has indicated it has no intention of slowing down the legislation despite the reservists’ protests. Members of Netanyahu’s coalition have said they cannot under any circumstances succumb to what they say is blackmail by members of the military, which they warn could create a dangerous precedent.Gallant, who is well versed on the threat to the military, has said that it is ”best that I stay at the wheel,” after voting in favor of the first overhaul bill. Gallant in late March publicly warned that the rift over the overhaul was causing divides in the military that posed a tangible threat to Israeli security. In response to that warning, Netanyahu ordered Gallant’s dismissal, a move that sparked intensified national protests, in turn leading Netanyahu to temporarily suspend the legislation for three months and reinstate Gallant.The IDF in the coming weeks will continue to try to convince reservists to show up for volunteer duty, with hopes that its warnings to Netanyahu and other ministers will cause the government to change course on the overhaul. There is a new account about how China’s Hikvision biometric surveillance firm continues to specifically target that nation’s Uyghur population with Hikvision facial recognition systems using Nvidia chips.IPVM, a trade publication covering surveillance systems, says (subscription required and recommended) it has an 85-page signed $6 million contract for hardware and software to be deployed in Chengmai County, Hainan Province.Hikvision has claimed that any reference to or capability for monitoring Uyghurs in its software was stripped in 2018. Executives have previously said that they are not involved in the Uyghur-repression campaign.Nvidia claims it is not selling to China, and that the project could be using recycled chips. Executives also have said they are unaware of any third parties selling Nvidia chips to China.The contract indicates that what has been sold is a “standard configuration” of Hikvision’s DS-1F0100-AI analysis software, noting that the algorithm can differentiate Uyghurs specifically.IPVM has extensively investigated China’s blanket-like facial recognition networks nationwide, including sophisticated systems that monitor most aspects of the lives of Uyghurs, an ethnic and religious (Muslim) minority. Digital identity guidelines from the U.S. National Institute of Standards and Technology are changing, and the agency held an event this week to advance its dialogue with stakeholders from the public and private sector on what exactly they should be.In addition to reviewing the development of NIST’s updated Digital Identity Guidelines, officials summarized the feedback received during the comment period and provided details like the new target date for the final publication of the revisions.NIST received over 3,800 comments to its Revision 4 draft of the guidelines, and more than 130 responses, which Kevin Stone, chief of the applied cybersecurity division characterized as “the start of the discussion.” Just over two-third of those comments came from the private sector.David Temoshok noted that the initial comment period in 2020 provided feedback on the 2017 version of the guidelines, and recommendations on changes to include in the revisions. Discussions with industry and government agencies are ongoing, he says.The changes are generally intended to improve equitability, emphasize options and individual choice, deter phishing, fraud, and advanced threats, and include the experience of real-world implementations. They also highlight multi-disciplinary risk management processes and clarify a few points.Temoshok reviewed how NIST handles the comments it receives, and arranges them to inform changes to the text.The greatest volume of comments, by far, were for NIST SP 800-63A, so the likely next stage for that document is a second public comment period. Same goes for the Base Volume. NIST plans to release a final version of the SP 800-63B revision next, while the next step for SP 800-63C is yet to be decided.“There weren’t a lot of changes in volume B to start off with,” Temoshok explains.For volume C, NIST specifically wanted to know if the implementation of Verifiable Credentials and mobile driver’s licenses were adequately dealt with. A district in the Indian state of Uttar Pradesh is rolling out a crime-fighting search engine powered by live facial recognition called the Geospatial Data Intelligence Platform (GDIP).The police in Gautam Buddha Nagar district, which is part of the Delhi National Capital Region, are hoping that the new technology will help stem the city’s crime wave: Kidnapping has gone up by more than 70 percent in the last two years, according to police data.The Geospatial Data Intelligence Platform (GDIP) integrates crime and policing data from different agencies, allowing investigators to access records and map crime hotspots, police commissioner Laxmi Singh told The Hindustan Times. The implementation will commence next week and will be followed by the incorporation of a facial recognition system. The system will search in real-time for matches to a database with an estimated 25,000 mugshots and photographs of convicted and undertrial prisoners.“We are planning to integrate this data with the GDIP,” says Singh. “Next, we will link the 4,000 CCTV cameras under the Integrated Traffic Management System (ITMS) with the GDIP. This will help the police catch a criminal or a repeat offender whenever and wherever he or she is spotted in public.”Warnings over Indian police use of AI-The Geospatial Data Intelligence Platform (GDIP) is the latest project in India that applies AI to crime-busting, including facial recognition. In 2020, the country passed a controversial bill granting police officers the power to collect biometric information of convicts and criminal suspects and authorized a rollout of automated biometric facial recognition in police investigations. But integrating AI applications in policing, particularly non-investigatory facial recognition, has not been without criticism.Shruti Mantri, associate director at the Institute of Data Sciences of Hyderabad’s Indian School of Business, welcomed the integration of AI in combating crime but also warned that law enforcement agencies should minimize the harms of the technology.“As the capabilities of artificial intelligence continue to grow, without a certain level of trust and acceptance, police services cannot utilize AI to its full potential in policing,” Matri writes in an opinion piece for Forbes India published on Monday.AI models learn from vast amounts of data that can take on certain human values and could result in biases and subjectivity. SIMs not yet registration in the Philippines are expected to be deactivated, with Tuesday’s deadline to link mobile accounts to the national digital ID passing and no extension granted, reports Inquirer.The country’s National Telecommunications Commission (NTC) says that 105.9 million mobile subscribers, representing 63 percent of all active mobile phone numbers, have been registered. The NTC had set a goal of registering between 100 million and 110 million SIMs by the deadline.Reports earlier this year indicated nearly 169 million active SIMs in the country, and a slower than hoped for pace to their linkage with the PhilID digital ID prompted a registration extension.A statement from the NTC, however, says that the country’s telecoms have said “that almost all of their SIMs with active users have already registered.” The agency said it would deactivate unregistered SIMs at midnight on Tuesday, and make the move permanent on July 31. In the interim, however, SIMs can be reactivated or registered, according to the statement.The NTC said it will not grant an extension, but rather that people have a 5-day grace period to connect their PhilID and SIM, Panay News reports. During that time, incoming SMS functionality is maintained so users can receive a one-time password during registration.Those whose SIMs are fully deactivated will have to purchase a new one to receive mobile telecommunication services, and register their PhilID at that point.

After years of delays and reorganizations, Australia’s national digital identity system may be on the horizon.The country’s Finance Minister Katy Gallagher said on Tuesday that the legislation for the federally-backed digital ID could be in place by mid-2024. Once the legislation is in place, the technology is largely ready to get the system running, Gallager told The Australian Financial Review (AFR).“If all things line up, and we’re able to move pretty swiftly, we could have legislation in place mid-year next year. That’s a pretty tight timeframe, so I don’t want to be held to that, but that is kind of my road map,” she says.The Minister also said that the government has received cabinet approval for the next stage, the exposure draft, which will hopefully be finalized by September. The digital ID would initially be regulated by the Australian Competition and Consumer Commission and later by a specific digital regulator.The digital ID, which aims to eliminate separate log-ins for different government services, has received increased attention after last year’s massive data breach into telecommunications company Optus and Medibank, Australia’s largest private health insurer.The ID program, which has spent over AU$600 million (roughly US$404 million) so far, came under the control of the Department of Finance in July this year. Australia’s federal government also released a National Strategy for Identity Resilience in June which proposes increasing the use of biometrics for higher security.The challenges: Conspiracy theories, interoperability and local government pushbackDespite the progress, Gallagher also warned that the digital ID will still have to face pushback from certain sections of the public which are wary of the government. Conspiracy theories will need to be fended off with clear communication, she says.Another obstacle would be integrating other Australian digital ID schemes into an interoperable ecosystem.“We want to see an economy-wide system, and in a sense, we’ve got that operating now, without regulation. We’ve got some private digital ID providers and then you’ve got myGov,” Gallagher says.Australia’s myGov app offers access to federal services. Confusingly, the Australian Tax Office also runs an app called myGovID. Mastercard, Australia Post and Australian Payments Plus have also developed identity verification solutions that could hook into a national ID system. In May this year, the state of New South Wales launched a beta version of its own system called NSW Digital ID alongside several pilots.This week, former New South Wales digital government minister Victor Dominello told AFR that a simple and seamless experience in online interaction with the government still has a long way to go, including with the NSW Digital ID. Dominello, who also leads the digital identity think tank Trustworthy Digital Society Hub, said that managing health services in particular is “a mess.”“I ran out of runway to try to tackle it, but it needs a concerted effort … because if you want real productivity gains, that’s where we need to play,” he says.The Australian government will also have to contend with resistance from its own ranks. Finance Minister Gallagher has expressed hope that the new digital ID system will have bipartisan support.Centralizing Australia’s digital ID efforts has attempted derailments in the past leading to years of delays. The Digital Transformation Agency (DTA), which was tasked with handling these efforts in 2015, has faced deep resistance from other agencies, writes The Mandarin.Disagreement over the scope of the digital ID scheme still persists. Chris McLaren, chief customer and digital officer in the state of Queensland, argued this week that an overreaching ID controlled by the Commonwealth is not the right answer. After launching its cryptocurrency on Monday, Worldcoin users across the world have been lining up to get their irises scanned and digital IDs created in exchange for free tokens.The company has been seen scanning eyeballs through its Orb devices in Britain, Japan, India and other countries, despite warnings from digital rights organizations that its data collection presents a “potential privacy nightmare,” Reuters reports.Worldcoin, founded by OpenAI CEO Sam Altman, is on a mission to enroll each human into its World ID digital identity and give them some of its cryptocurrency. The iris scans are used during enrollment to confirm that the user is indeed human while remaining anonymized. Worldcoin says it has issued digital IDs for more than two million people in 120 countries with its Orbs currently operating in over 35 cities across more than 20 countries.The company will reportedly hand out 25 Worldcoin tokens to verified users which are currently valued at $0.0186, according to CoinMarketCap. But privacy organizations such as the U.S.-based Electronic Privacy Information Center (EPIC) are arguing that despite receiving free tokens, users are paying a high price for the potential risks of hacking and exploiting their biometric data.“Mass collections of biometrics like Worldcoin threaten people’s privacy on a grand scale, both if the company misuses the information it collects, and if that data is stolen,” says EPIC counsel Jake Wiener. “Ultimately, Worldcoin wants to become the default digital ID and a global currency without democratic buy-in at the start, that alone is a compelling reason not to turn over your biometrics, personal information and geolocation data to a private company.”But Worldcoin says it does not have a mass collection of biometrics from everyone who has used the Orb.UK privacy campaign group Big Brother Watch has also criticized the project, with senior advocacy officer Madeleine Stone arguing that digital ID systems “increase state and corporate control over individuals’ lives.”Worldcoin claims that the images of the user and their iris pattern are permanently deleted after signing up, unless users opt-in to allow them to be stored in the system as training data. The Department of Justice’s Office of the Chief Information Officer is planning to replace the Joint Automated Booking System (JABS) and Civil Applicant System (CAS) with a single, new contractor-owned/contractor-operated managed service for CJIS Next Generation Identification (NGI) biometric functionality. This new service, called the Justice Biometric Identity Service (JBIS), will provide modern, scalable, and extensible web, mobile and cloud technologies for its existing and future customer agencies at reduced costs.The current JABS/CAS program, established in 1999, is one of the oldest existing shared enterprise IT systems at the DOJ, supporting both criminal identification and civil background checks, and many other law enforcement capabilities. The JABS system processes criminal transactions, while the CAS system processes civil transactions. Together, the JABS/CAS systems support approximately 6,000 users from over 400 agencies. These users process over 400,000 transactions per year using approximately 1,000 biometric workstations. Both JABS and CAS systems are at the end of their technological lifecycle and do not meet users’ needs.In preparation for the modernization of the JABS/CAS systems, the DOJ Executive Advisory Board for CJIS Services, and its NGI Service Delivery Working Group performed initial market research on leading vendors, solutions, and service providers. This research revealed that the industry is shifting away from custom-built systems and on-prem hosted commercial off-the-shelf systems and is instead opting for cloud-based managed biometric services, using leading vendors. These vendors offer the latest industry features, high levels of support and maintenance, and cost savings through economies of scale, according to the analysis.Based on research findings, the DOJ plans to replace JABS and CAS with JBIS, a new single, integrated solution. Leveraging the economy of scale available to State CSAs that have adopted this model, JBIS will use a commercial service provider to deliver NGI biometric functionality using the latest technologies to provide a platform that delivers all NGI capabilities in a FISMA Moderate compliant cloud environment. Biometrics in one U.S. jurisdiction is now officially a live electrical wire dancing on the ground, ready to shock the unwary, and there appears to be no shortage of unwary companies in the state of Illinois.The Illinois Supreme Court last week declined to revisit a previous decision that a company can be held liable for every biometric scan it conducts on anyone without their consent or without advising the subject how the data collected will be managed.The state’s Biometric Information Privacy Act, passed in 2008, mandates that businesses wanting to use the biometrics of Illinois residents take special care of the data, which is a person’s only irreplaceable identifiers.Companies globally profit from the identifiers without consent or compensation. And biometrics have been stolen, causing unmeasurable damage to individuals who are victimized. The courts have not been kind to some of these businesses.The latest decision (No. 128004), in Cothron v. White Castle System could, as the defendant has warned, force a business out of business under the weight of the collective penalties. A judge had previously sided with the plaintiffs, but that decision was appealed to the state supreme court.White Castle can appeal the decision no further because the United States Supreme Court doesn’t weigh in on state constitutional issues. There is some momentum behind an effort to defang BIPA with new legislation, but it is not clear how it would impact White Castle and other companies that have run afoul of the law.The justices in the minority excoriated the majority, according to reporting by legal trade publication The National Law Review. There is no evidence that legislators approving BIPA wanted to create existential punishment for companies found guilty of violating the law.Cothron v. White Castle bears on another significant BIPA case – Rogers v. BNSF Railway — that seemingly was already decided.The judge last fall awarded $228 million in a class action. A truck driver sued the rail firm for taking his biometrics every time he drove onto the company’s property.The plaintiffs say that the White Castle award means they should get more compensation because their award was figured per driver, not per scan.The defendant had previously said it wants the penalty reduced because it was treated as being mandated and not discretionary.As noted, there appear to be no shortage of unwary companies in Illinois when it comes to BIPA, and an analysis of privacy developments points to health care companies that have using Meta Platform’s Pixel software feature to collect information from people traversing their sites.Whether Pixel is a new avenue for BIPA plaintiffs is not clear, but in reporting on people who claim their medical data was collected and shared, an article in the legal trade journal Law360 again makes the case – perhaps unwittingly — that some personal information, once out of a person’s control is forever available for others’ use.

Benin’s National Agency for the Identification of Persons (ANIP) has dispatched teams to fifteen countries around the world to assign national ID numbers to Beninese living abroad.The activity, which is already underway, seeks to include the said citizens in the National Register of Natural Persons (RNPP), the country’s main citizen registration database, according to a statement published on the government’s website.Citizens who obtain the personal ID number will be eligible to receive what ANIP calls “Le Certificat NPI/fID”, a secure document which attests that a person has been issued the personal ID number.The move to assign personal ID numbers to Beninese out of the country will also enable them to receive a biometric identity card and give them access to certain services from their government in Cotonou, the administrative capital. Such services are likely to include applications for passport renewal or issuance.The measure, officials say, is also in line with the country’s National Strategy for the Identification of Persons (SNIP), which enjoys the support of the West Africa Unique Identification for Regional Integration and Inclusion program (WURI).Apart from enrolling the diaspora residents into the RNPP database, ANIP says the teams will also set up a system for the automatic transfer of data of citizens who have been registered, process the data collected from registrants before adding such data to the RNPP database, issue the “Certificat NPI/fID” to all those who have been assigned personal ID numbers, and then facilitate the citizens’ access to services of basic necessity.The government says each of the teams is expected to register at least 60 persons per day throughout the campaign, and a total of 6, 600 enrollments are expected to be done before the exercise ends. Soldiers claim to have overthrown Niger’s government following an apparent coup in the West African nation on Wednesday when members of the Presidential Guard detained Niger President Mohamed Bazoum.Members of the elite guard sealed off access to the president’s residence and offices in the capital Niamey, and after talks broke down, “refused to release” him, a presidential source said.The soldiers said “all institutions” in the country would be suspended, borders were closed and a curfew imposed “until further notice” from 10 p.m. to 5 a.m. “We, the defense and security forces… have decided to put an end to the regime” of President Bazoum, Colonel Major Amadou Abdramane said in a televised address late Wednesday.“This follows the continued deterioration of the security situation, poor economic and social governance,” he added, surrounded by nine other uniformed soldiers.Regional and global leaders have called for the release of Bazoum, who entered office two years ago in Niger’s first peaceful transition of power since independence from France in 1960.The president of neighboring Benin, Patrice Talon, will head to Niamey for mediation efforts, the head of the Economic Community of West African States (ECOWAS) said.One of a dwindling group of pro-Western leaders in the Sahel, Bazoum was elected in April 2021, taking the helm of a country burdened by poverty and jihadist insurgencies.In a message on Twitter, which is being rebranded as X, the president’s office said “elements of the Presidential Guard (PG) had a fit of temper… [and] tried unsuccessfully to gain the support of the national armed forces and the national guard.”“The army and national guard are ready to attack the elements of the PG who are involved in this fit of temper if they do not return to a better disposition,” the presidency said.“The president and his family are well,” it added.Before the announcement, hundreds of people took to the streets of the capital, Niamey, and chanted “No coup d’etat” while marching in support of the president. Its chapter in Kharkiv was destroyed by Russian shelling last year.The international Jewish life organization, which operates on college campuses and supports young adult non-students in some places, including Ukraine, shared news of the damage on social media Tuesday. The Palestinian Authority faces an uphill battle in its attempt to curb terror in the West Bank, where Hamas and Palestinian Islamic Jihad have been recruiting impoverished youth to carry out attacks, a senior officer in the PA’s Preventive Security Service revealed in a meeting this week, a source with direct knowledge of the matter told The Times of Israel.Brigadier General Hassan Asfour, who serves as director of central operations in the Preventive Security Service, told members of the Palestinian diaspora in the US that the PA has intensified its arrests of Hamas and PIJ fighters in the West Bank in recent months.While interrogating those suspects, the Preventive Security Service learned that many of them are from the poorest segments of society with “no food to eat” and “nothing to live for,” Asfour said, according to the source, who requested that the exact time and location of the meeting in the US not be shared in order to protect his identity. Asfour held several recent meetings with Palestinian diaspora communities in Virginia and Chicago and posted pictures from the latter gathering on Sunday.The source said Asfour shared that the suspects arrested by the PA are often paid by Hamas and Islamic Jihad to carry out attacks against settlers and Israeli security forces. “Hamas and Jihad want to destroy the West Bank, and they don’t want the PA to be around,” said Asfur, whose Preventive Security Service is tasked largely with counter-terror operations targeting the two terror groups that are Ramallah’s main rivals in the territory.Such detailed comments about the PA’s efforts to combat terror and the deteriorating situation for Palestinians in the West Bank are not typically shared publicly by government officials. WASHINGTON (Reuters) - China is helping Russia evade Western sanctions and likely providing Moscow with military and dual-use technology for use in Ukraine, according to an unclassified U.S. intelligence report released on Thursday.The assessment by the Office of the Director of National Intelligence (ODNI) was published by the U.S. House of Representatives Permanent Select Committee on Intelligence.China has repeatedly denied sending military equipment to Russia since Moscow's all-out invasion of Ukraine in February 2022."The PRC is providing some dual-use technology that Moscow's military uses to continue the war in Ukraine, despite an international cordon of sanctions and export controls," the ODNI report said."The customs records show PRC state-owned defense companies shipping navigation equipment, jamming technology, and fighter jet parts to sanctioned Russian Government-owned defense companies," the report said.It also said China has become "an even more critical partner" of Russia after Moscow invaded Ukraine last year.ODNI said China and Russia had increased the share of bilateral trade settled in China's yuan currency, and both countries' financial institutions are expanding their use of domestic payment systems.China has increased it importation of Russia energy exports, including oil and gas rerouted from Europe, the report said.ODNI cited much of the information to media reports. RHODES, Greece (AP) — A wildfire whipped on by strong winds triggered a series of massive explosions Thursday at an air force ammunition depot in central Greece, while firefighters worked to tame multiple blazes in the country.There were no injuries at the depot, which had been evacuated before the explosions, and by late Thursday the fire was no longer active. The Greek air force said that F-16 fighter jets at a nearby base were moved to another facility as a precaution, but that the base had not been under any immediate threat.Fires have raged across parts of Greece during three successive Mediterranean heat waves in the past two weeks, leaving five people dead, including two firefighting pilots, and triggering a huge weekend evacuation of tourists on the island of Rhodes.The fire in the Volos area of central Greece's Magnissia region reached the ammunition storage facility about 6 kilometers (4 miles) north of the major military air base in Nea Anchialos. OTTAWA — The man charged with causing an explosion that destroyed several new homes in Ottawa earlier this year is expected to plead guilty next month.Kody Troy Crosby, 35, is scheduled to appear in court on Aug. 31 to offer his plea, and a sentencing hearing is expected to follow.People in the east end of Ottawa woke up to a massive boom on Feb. 13 as a ball of fire rose into the air.The blast destroyed four homes under construction in the newly built Avalon Vista community in Orleans and damaged many more.Six people were sent to hospital, including two children, and several more people were injured.Two of those people were found buried beneath rubble, and first responders had to use chainsaws to cut their way through the debris to rescue them."Mr. Crosby is extremely remorseful for his actions and wishes to take full responsibility for what occurred," Crosby's lawyer Natasha Calvinho said in a statement.The Ottawa Police Service arson unit said in March that two tankless water heaters were stolen from the address involved in the explosion.Court documents show Crosby has a lengthy history of charges related to breaking and entering, though some of those past charges have been withdrawn."He has always expressed his intention to take responsibility; it just took the Crown and I time to work out the details," Calvinho said of Crosby's upcoming court date.Crosby was charged with four counts each of criminal negligence causing bodily harm and arson causing bodily harm, as well as two counts of breaking and entering.Crosby was also charged with arson with disregard for human life and arson causing property damage.None of the charges have yet been proven in court, and it's unclear which of the them Crosby plans to plead guilty to.This report by The Canadian Press was first published July 26, 2023.Laura Osman, The Canadian Press

VANCOUVER — Recent rainfall has allowed for a "slight reset" of the wildfire fight in northern British Columbia but "doesn't erase all the challenges" of this year's historic fire season, Emergency Management Minister Bowinn Ma said Thursday."While the rain did give our hardworking firefighters a chance to take a deep breath, the wildfire and drought situation remains largely unchanged due to the drought conditions we have been seeing since last summer," she told a news conference on Thursday.The wildfire danger rating has dropped to moderate or low in all but the southeastern corner of the province, however Ma warned that the recent rain and cooler weather don't ease severe drought conditions across B.C.The BC Wildfire Service was reporting 395 active wildfires as of Thursday afternoon, down by about 90 since Monday. Welfare Minister Ya’akov Margi said Thursday in a response to a High Court petition against the Child Adoption Law that affording same-sex couples adoption rights is against a child’s best interests.The petition, filed by civil and LGBTQ rights organizations and several same-sex couples, calls for broadening the interpretation of the current adoption law so that it includes same-sex couples among the exceptions to the rule that only married heterosexual couples can adopt a child.The law only allows exceptions in cases in which the child’s parents died and the adopting parent is an unmarried close relative, or if the adopting parent’s partner is the child’s biological parent or had previously adopted the child. The High Court of Justice has recognized a loophole in the law by allowing same-sex partners of a biological parent to adopt the child.In her response to the petition, Attorney General Gali Baharav-Miara said that the ideal way to solve the issue is through Knesset legislation, though this is currently politically infeasible.Nevertheless, Baharav-Miara wrote in her response that there are reasonable interpretations of the law that grant same-sex couples adoption rights.Margi, from the ultra-Orthodox Shas party, insisted that the current law should not be amended or reinterpreted because allowing a child to be adopted by a same-sex couple would be against the child’s best interests.According to the welfare minister, allowing children to be adopted by a same-sex couple “would add additional complexities to their lives” and the government should “preserve as much as possible the lifestyle and family framework in which they were born.”In February, an opposition bill granting same-sex couples adoption rights was voted down. New laws targeting LGBTQ+ people are proliferating in GOP-led states, but often absent from policy decisions is a clear understanding of how many people will be directly affected.There has been relatively scant data collected on the number of LGBTQ+ residents in the U.S., particularly intersex people — those born with physical traits that don’t fit typical definitions for male or female categories. That means lawmakers are often writing laws without the same kind of baseline information they might have for other demographic groups.“We can't study the impact without knowing the population,” said Christy Mallory, legal director of the Williams Institute at the UCLA School of Law. The Williams Institute is a think tank that researches sexual orientation and gender identity demographics to inform laws and public policy decisions.Here's a look at what we know and what we don’t know about the number of people in the U.S. who are LGBTQ+ or intersex.WHY DOES IT MATTER? Legislative decisions to ban transgender women and girls from playing school sports often fail to consider the impact on intersex students.A new Kansas law defines a person’s sex as male or female, based on what it calls the “biological reproductive system” identified at birth, leaving no room for intersex people, and ignoring the existence of transgender and nonbinary Kansans.Meanwhile, conversations about gender-affirming care bans were at times clouded by a discredited 2018 study that claimed kids might experience gender dysphoria because of peer influence. This led to erroneous suggestions that the number of trans people was inflated.Arguments based on the discredited study helped gender-affirming care bans pass in Georgia, Idaho and elsewhere.“Social media and social pressures that are put on our youth, and I do think that could play into this a little bit," said Idaho Republican Sen. Doug Ricks during a statehouse debate earlier this year. “It's difficult. And the conflicting testimony about the studies — there's good arguments that validate those, and others that disvalidate that.” While most states' bans on gender-affirming care have attempted to carve out exceptions for people who are born intersex, they could still make it harder for intersex people to receive medical care, said Erika Lorshbough, executive director of InterACT, an advocacy group that works to advance the rights of children born with intersex traits. Physicians and other medical practitioners who treat intersex people might be confused by the laws or unsure about their potential liability, especially if an intersex patient also identifies as LGBTQ+, Lorshbough said.HOW MANY PEOPLE ARE INTERSEX? Most advocacy groups estimate that 1.7% percent of people are born intersex — the equivalent of about 5.6 million U.S. residents. That estimate is based on a review published in the American Journal of Human Biology that looked at four decades of medical literature from 1955 to 1998. The estimate includes people with extra or missing sex-linked chromosomes, and those born with other physical variations that don’t fit into categories of “male” or “female.”Intersex people are born with at least one of about 40 naturally occurring variations relating to their genitalia, internal reproductive organs, chromosome patterns or hormones.Not all intersex people are identified as such at birth, and those who are may still be listed as either “male” or “female” on their birth certificate. That's because only about 16 states currently allow a gender marker designation other than “male” or “female” on birth certificates, and not all hospitals have intersex-affirming policies.Some intersex characteristics might not be evident until puberty or later — in fact, sometimes people don't know they are intersex until they seek treatment for infertility or undergo other unrelated medical procedures. The poll found that most trans adults are younger than 35 years old, and the vast majority — nearly 8 in 10 — say that transitioning made them more satisfied with their life. Far-right National Security Itamar Ben Gvir visited the flashpoint Temple Mount site Thursday for Tisha B’Av, a Jewish day of national mourning, prompting anger from Jordan, the Palestinian Authority and the Hamas terror group as well as a rebuke from Washington.It was Ben Gvir’s third visit to the site while serving as a cabinet minister. Each visit has prompted a furious reaction from the Arab world.Jordan’s Foreign Ministry warned that alleged unilateral measures by Israel at the site and violations of the status quo “threaten to escalate the situation into more rounds of violence.”“We warn against the dangerous consequences of allowing the extremists to reach the mount and allow them to carry out provocations,” the ministry added.In a statement following Ben Gvir’s visit, the US Embassy in Israel said it “stands firmly” for preserving the status quo and the site, adding that “any unilateral action or rhetoric that jeopardizes the status quo is unacceptable.”Israel captured the Temple Mount and Jerusalem’s Old City from Jordan in the 1967 Six Day War. However, it has allowed the Jordanian Waqf to continue to maintain religious authority atop the Mount.The Palestinian Authority’s Foreign Ministry charged Ben Gvir’s visit was part of “an official Israeli cover for the ongoing invasions and the plans to Judaize the Al-Aqsa Mosque and to impose forced changes on the existing historical and legal reality, as an inseparable part of the Judaization of Jerusalem.”Hamas spokesperson Hazem Qasem called the visit a “dangerous escalation” and a “provocation” to the Palestinian people, vowing that they would not allow Israel to carry out its alleged “plans” at the site.“Our people will defend the identity of the blessed Al-Aqsa Mosque and protect its Islamic and Arab character at all costs, because Al-Aqsa has always been the trigger for revolutions and rebellions,” the statement read.The Saudi Foreign Ministry also condemned Ben Gvir’s visit to the site, calling it a “flagrant violation of all international norms and agreements” as well as a “provocation to all Muslims around the world.”Negev and the Galilee Development Minister Yitzhak Wasserlauf, a member of Ben Gvir’s far-right Otzma Yehudit party, and Likud MK Amit Halevi also ascended the mount to mark Tisha B’Av under tight security. The politicians’ visits passed without incident.According to Hebrew-language media reports, some 1,000 pilgrims had toured the site by 10 a.m., surpassing the count of Jewish visitors at the site on Tisha B’Av in previous years.Police said they arrested 16 Jewish visitors and two Arabs over disturbances at the site Thursday morning. No further details were given.Observant Jews fast the entirety of the day in mourning of the destruction of the Temple in Jerusalem in 586 BCE, and then of its replacement in 70 CE. A major reason for the catastrophes cited in tradition is the division and hatred between different groups in Jewish society. The two temples were located at the flashpoint site.“On this day, in this place, it’s very important to remember, we are all brothers. Right-wing, left-wing, religious, secular, we are all the same people. When a terrorist looks out the window, he doesn’t discriminate between us. Unity is important, and love of Israel is important,” Ben Gvir said in a statement.“This place is the most important place for the people of Israel where we need to return and show our governance,” he added.Wasserlauf tweeted his hope for the “redemption” of the Jewish people and “the building of the [Third] Temple soon in our days, amen.”The site is considered the holiest in Judaism, as the location of two biblical temples, while the Al-Aqsa Mosque on the Mount is the third-holiest shrine in Islam, turning the area into a major flashpoint in the Israeli-Palestinian conflict.Under the status quo, an arrangement that has prevailed for decades in cooperation with Jordan, Jews and other non-Muslims are permitted to visit the Temple Mount during certain hours but may not pray there.In recent years, Jewish religious nationalists, including members of the new governing coalition, have increasingly visited the site and demanded equal prayer rights for Jews there, infuriating the Palestinians and Muslims around the world.Last week, Sephardic Chief Rabbi Yitzhak Yosef accused Ben Gvir of “sinning and causing others to sin” by visiting the Temple Mount.Yosef said Ben Gvir has defied multiple rabbinical rulings stating that Jewish Orthodox law forbids Jews to enter the Temple Mount, citing principles detailed in halacha, Jewish Orthodox law, about preserving the purity of the site, considered the holiest in Judaism.Ben Gvir defended the visits in response, saying that he was following the advice of his own rabbis, who said it was a “mitzvah” — the Hebrew word for duty or commandment — to visit the site.Times of Israel staff contributed to this report.
