COVID-19 outbreak declared at LTC residence in Hanover-By Natalia Vega December 19, 2020 5:18pm

A COVID-19 outbreak has been declared at The Village Long-Term Care Home in Hanover after a staff member tested positive for the virus.Officials with the Grey Bruce Health Unit are working with the long-term care facility to identify close contacts, both in and out of the workplace.The Health Unit has directed staff and residents at the facility to get tested for COVID-19. Those who are identified as a close contact outside of the work environment will be contacted directly by the Health Unit.There only needs to be one COVID-19 case in order to trigger an automatic outbreak at a long-term care facility, as per the Ministry of Health and Long-Term Care guidelines.There are now two active outbreaks at long-term care facilities under the jurisdiction of the Grey Bruce Health Unit. An outbreak was declared at Lee Manor Long-Term Care Facility in Owen Sound on December 11.As of Saturday afternoon, the Health Unit reported 31 active cases of COVID-19. Four confirmed cases from Grey Bruce are currently hospitalized.Meanwhile, the Huron Perth Public Health Unit reported 64 active cases as of Saturday. Three confirmed cases have been hospitalized and outbreaks remain in place at Listowel Memorial Hospital, Stratford General Hospital, Knollcrest Lodge, and Cedarcroft retirement home in Stratford.

Ontario Premier Doug Ford is expected to announce sweeping new public health measures later today as the province tries to curb a climbing number of COVID-19 cases and increasing strain on hospitals.Ford is scheduled to hold a news conference beginning at 1 p.m. ET at Queen's Park. The premier's office says he will be joined by the ministers of health and education, as well as the province's chief medical officer of health, Dr. David Williams. You'll be able to watch the news conference live in this story.Sources told CBC News on Sunday that new measures will include a 28-day lockdown for all parts of the province south of Sudbury.The restrictions in these areas will look much as they did during Ontario's initial shutdown in the spring, with only essential businesses remaining open. The specific list of closures and guidelines was still being fine-tuned over the weekend, the sources said.Areas north of Sudbury, meanwhile, will move into a two-week lockdown, the sources said, and winter break for elementary students across Ontario could be extended by up to two weeks.The measures come against a backdrop of modelling that forecasts that, under any scenario, Ontario could see up to 300 patients with cases of COVID-19 in intensive care units by the end of December, the sources said.At the current rate of transmission of the novel coronavirus, that figure would grow to around 700 by the end of January. During the height of the first wave of the illness in Ontario, some 264 patients required intensive care.Public health officials are scheduled to provide an update on official COVID-19 projections today at 11 a.m. ET.The forecasts come as hospitals in some of Ontario's hardest-hit regions are warning of unsustainable pressures on front-line staff and rippling effects throughout the health-care system. The coronavirus that causes Covid-19 can survive on items such as banknotes and phones for up to 28 days in cool, dark conditions, according to a study by Australia's national science agency.Researchers at CSIRO's disease preparedness centre tested the longevity of SARS-CoV-2 in the dark at three temperatures, showing survival rates decreased as conditions became hotter, the agency said Monday.The scientists found that at 20 degrees Celsius (68 degrees Fahrenheit), SARS-CoV-2 was "extremely robust" on smooth surfaces -- like mobile phone screens -- surviving for 28 days on glass, steel and plastic banknotes.At 30 degrees Celsius (86 degrees Fahrenheit), the survival rate dropped to seven days and plunged to just 24 hours at 40 degrees Celsius (104 degrees Fahrenheit).The virus survived for shorter periods on porous surfaces such as cotton -- up to 14 days at the lowest temperatures and less than 16 hours at the highest -- the researchers said.This was "significantly longer" than previous studies which found the disease could survive for up to four days on non-porous surfaces, according to the paper published in the peer-reviewed Virology Journal.Trevor Drew, director of the Australian Centre for Disease Preparedness, said the study involved drying samples of the virus on different materials before testing them, using an "extremely sensitive" method that found traces of live virus able to infect cell cultures."This doesn't mean to say that that amount of virus would be capable of infecting someone," he told public broadcaster ABC.He added that if a person was "careless with these materials and touched them and then licked your hands or touched your eyes or your nose, you might well get infected upwards of two weeks after they had been contaminated".- People 'far, far more infectious' -Drew said there were several caveats including that the study was conducted with fixed levels of virus that likely represented the peak of a typical infection, and there was an absence of exposure to ultraviolet light, which can rapidly degrade the virus.Humidity was kept steady at 50 percent, the study said, as increases in humidity have also been found as detrimental to the virus.According to the CSIRO, the virus appears to primarily spread through the air but more research was needed to provide further insights into the transmission of the virus via surfaces."While the precise role of surface transmission, the degree of surface contact and the amount of virus required for infection is yet to be determined, establishing how long this virus remains viable on surfaces is critical for developing risk mitigation strategies in high contact areas," CSIRO's Debbie Eagles said.The main message remains that "infectious people are far, far more infectious than surfaces", Drew told the ABC."But nevertheless, it may help to explain why even when we got rid of the infectious people, we do occasionally get these breakouts again, sometimes even in a country which is considered to be free," he said.hr/arb/qan

With a new strain of coronavirus sweeping across southern England, several EU countries have stopped travel to and from the U.K.Canada joined several European nations by halting flights from the U.K. on Sunday in an effort to prevent a new, potentially more contagious strain of the coronavirus from spreading to this country.CBC News obtained a Notice to Airmen (NOTAM) issued by Transport Canada stating that all commercial, private and charter flights transporting passengers from the U.K. will be suspended as of midnight tonight. The restriction doesn't apply to cargo flights, aircraft landing for safety reasons or flights that land for technical stops where no passengers disembark.The notice said Transport Minister Marc Garneau "is of the opinion it is necessary for aviation safety and the protection of the public, to prohibit the [operations] of commercial air ... from the United Kingdom for the transport of passengers on an inbound [flight] to Canada."Data from the flight tracking website Flight Aware show that at least 10 nonstop flights departing from London airports arrived in Toronto, four in Montreal, and two in Vancouver over the past week. Some of those flights continued on to other destinations, including Calgary and Edmonton.Minister of Public Safety and Emergency Preparedness Bill Blair tweeted that the restrictions "will be initially in place for 72 hours after which time they could be extended or enhanced."The Public Health Agency of Canada (PHAC) said in a statement passengers who arrived in Canada Sunday from the U.K. are now subject to enhanced screening measures, including stronger scrutiny of their quarantine plans. Jupiter passes its neighbor Saturn in their respective laps around the sun every 20 years.But the one coming up is especially close: Jupiter and Saturn will be just one-tenth of a degree apart from our perspective or about one-fifth the width of a full moon. They should be easily visible around the world a little after sunset, weather permitting.Toss in the winter solstice in the Northern Hemisphere, the longest night of the year — and the summer solstice in the Southern Hemisphere — and this just-in-time-for-Christmas spectacle promises to be one of the greatest of Great Conjunctions.“What is most rare is a close conjunction that occurs in our nighttime sky,” said Vanderbilt University’s David Weintraub, an astronomy professor. “I think it’s fair to say that such an event typically may occur just once in any one person’s lifetime, and I think ‘once in my lifetime’ is a pretty good test of whether something merits being labeled as rare or special.”It will be the closest Jupiter-Saturn pairing since July 1623, when the two planets appeared a little nearer. Such a spectacular great conjunction, as the planetary alignment has come to be known, hasn't occurred in nearly 800 years.When their orbits align every 20 years, Jupiter and Saturn get extremely close to one another. Jupiter orbits the sun every 12 years, while Saturn's orbit takes 30 years, so every few decades Jupiter laps Saturn, according to NASA.The 2020 great conjunction is especially rare — the planets haven't been this close together in nearly 400 years, and haven't been observable this close together at night since medieval times, in 1226."Alignments between these two planets are rather rare, occurring once every 20 years or so, but this conjunction is exceptionally rare because of how close the planets will appear to one another," Rice University astronomer Patrick Hartigan said in a statement. "You'd have to go all the way back to just before dawn on March 4, 1226, to see a closer alignment between these objects visible in the night sky."What is a great conjunction? In 1610, Italian astronomer Galileo Galilei discovered both the four moons of Jupiter — Io, Europa, Ganymede, and Callisto — and the rings of Saturn. Not long after, in 1623, the two planets were spotted aligning for the first time.The conjunction is sometimes nicknamed the "Christmas Star" or "Star of Bethlehem" for its connection to the Christian nativity story. In the story, the star guides the wise men to the home of Jesus, which many Christians believe was a miracle. But skywatchers should have a clearer view of the celestial event this time around. The great conjunction will be shining bright shortly after sunset, low in the southwestern sky, as viewed from the Northern hemisphere, NASA said.Through the entirety of December, skywatchers will easily be able to spot the two planets with the naked eye. You can look up each evening to watch them get closer and closer in the sky — they are so bright, they are even visible from most cities.Jupiter currently appears brighter than any star in the sky. Saturn is slightly dimmer, but still just as bright as the brightest stars, with a recognizable golden glow.Saturn will appear slightly above and to the left of Jupiter, and will even look as close to the planet as some of its own moons, visible with binoculars or a telescope. Unlike stars, which twinkle, both planets will hold consistent brightness, easy to find on clear nights."You can imagine the solar system to be a racetrack, with each of the planets as a runner in their own lane and the Earth toward the center of the stadium," said Henry Throop, an astronomer in the Planetary Science Division at NASA Headquarters. "From our vantage point, we'll be able to be to see Jupiter on the inside lane, approaching Saturn all month and finally overtaking it on December 21."The event is observable from anywhere on Earth, provided the sky is clear. "The further north a viewer is, the less time they'll have to catch a glimpse of the conjunction before the planets sink below the horizon," Hartigan said.The planets will appear extremely close for about a month, giving skywatchers plenty of time to witness the spectacular alignment throughout the holiday season. The event coincidentally aligns with the December solstice, marking the shortest day of the year in the Northern hemisphere."Conjunctions like this could happen on any day of the year, depending on where the planets are in their orbits," said Throop. "The date of the conjunction is determined by the positions of Jupiter, Saturn, and the Earth in their paths around the Sun, while the date of the solstice is determined by the tilt of Earth's axis. The solstice is the longest night of the year, so this rare coincidence will give people a great chance to go outside and see the solar system."To learn more about when and where to look up to see the conjunction, Throop will be live on NASA's website to answer questions on Thursday afternoon.This will be the "greatest" great conjunction for the next 60 years, until 2080. The rapid spread of a new variant of coronavirus has been blamed for the introduction of strict tier four mixing rules for millions of people, harsher restrictions on mixing at Christmas in England, Scotland and Wales, and other countries placing the UK on a travel ban.So how has it gone from being non-existent to the most common form of the virus in parts of England in a matter of months? The government's advisers on new infections have "moderate" confidence that it is more able to transmit than other variants.All the work is at an early stage, contains huge uncertainties and a long list of unanswered questions.As I've written before, viruses mutate all the time and it's vital to keep a laser focus on whether the virus' behaviour is changing.Why is this variant causing concern? Three things are coming together that mean it is attracting attention. It is rapidly replacing other versions of the virus-It has mutations that affect part of the virus likely to be important-Some of those mutations have already been shown in the lab to increase the ability of the virus to infect cells-All of these come together to build a case for a virus that can spread more easily.However, we do not have absolute certainty. New strains can become more common simply by being in the right place at the right time - such as London, which had only tier two restrictions until recently.But already the justification for tier four restrictions is in part to reduce the spread of the variant."Laboratory experiments are required, but do you want to wait weeks or months [to see the results and take action to limit the spread]? Probably not in these circumstances," Prof Nick Loman, from the Covid-19 Genomics UK Consortium, told me.How much faster is it spreading? It was first detected in September. In November around a quarter of cases in London were the new variant. Yes.The virus that was first detected in Wuhan, China, is not the same one you will find in most corners of the world.The D614G mutation emerged in Europe in February and became the globally dominant form of the virus.Another, called A222V, spread across Europe and was linked to people's summer holiday's in Spain.What do we know about the new mutations? An initial analysis of the new variant has been published and identifies 17 potentially important alterations.There have been changes to the spike protein - this is the key the virus uses to unlock the doorway to our body's cells.One mutation called N501Y alters the most important part of the spike, known as the "receptor-binding domain".This is where the spike makes first contact with the surface of our body's cells. Any changes that make it easier for the virus to get inside are likely to give it an edge."It looks and smells like an important adaptation," said Prof Loman.The other mutation - a H69/V70 deletion, in which a small part of the spike is removed - has emerged several times before, including famously in infected mink.Work by Prof Ravi Gupta at the University of Cambridge has suggested this mutation increases infectivity two-fold in lab experiments.Studies by the same group suggest the mutation makes antibodies from the blood of survivors less effective at attacking the virus.Prof Gupta told me: "It is rapidly increasing, that's what's worried government, we are worried, most scientists are worried."Where has it come from? The variant is unusually highly mutated.The most likely explanation is the variant has emerged in a patient with a weakened immune system that was unable to beat the virus.Instead their body became a breeding ground for the virus to mutate.Does it make the infection more deadly? There is no evidence to suggest that it does, although this will need to be monitored.However, just increasing transmission would be enough to cause problems for hospitals.If the new variant means more people are infected more quickly, that would in turn lead to more people needing hospital treatment.Will the vaccines work against the new variant? Almost certainly yes, or at least for now.All three leading vaccines develop an immune response against the existing spike, which is why the question comes up.Vaccines train the immune system to attack several different parts of the virus, so even though part of the spike has mutated, the vaccines should still work."But if we let it add more mutations, then you start worrying," said Prof Gupta."This virus is potentially on a pathway for vaccine escape, it has taken the first couple of steps towards that."Vaccine escape happens when the virus changes so it dodges the full effect of the vaccine and continues to infect people.This may be the most concerning element of what is happening with the virus.This variant is just the latest to show the virus is continuing to adapt as it infects more and more of us.A presentation by Prof David Robertson, from the University of Glasgow on Friday, concluded: "The virus will probably be able to able to generate vaccine escape mutants."That would put us in a position similar to flu, where the vaccines need to be regularly updated. Within hours of the UK announcement on Saturday, the Netherlands said it would ban all passenger flights from the UK from 06:00 (05:00 GMT) on Sunday until 1 January.Pending "greater clarity" on the situation in the UK, the Dutch government said that further "risk of the new virus strain being introduced to the Netherlands should be minimised as much as possible".The country on Sunday reported a daily increase of more than 13,000 cases - a new record, despite tough lockdown measures being applied on 14 December.Belgium is suspending flights and train arrivals from the UK from midnight on Sunday. Romanian researchers took some of the most modern analysis tools available and directed them into the past, scanning an old, deteriorated and fragile Jewish manuscript to learn how the handwritten document was produced, and discovering the concoction used for its ink.The noninvasive exploration of the “severely degraded Jewish manuscript of unknown history” was able to comprehensively identify the materials used to produce the parchment as well as vital information on its state of preservation.As part of their research the scientists developed a method for reconstructing lettering that they hope may be applied to other similarly faded manuscripts, aiding their preservation.Maria Cortea, Luminiţa Ghervase, Lucian Ratoiu and Roxana Rădvan of the National Institute for Research and Development for Optoelectronics – INOE 2000, Măgurele, Romania published the results of their work on the Frontiers peer-reviewed website on Thursday, complete with photographs.“A Jewish parchment scroll coming from a private collection was investigated using a multi-technique approach,” they wrote. “The parchment, significantly degraded, includes chapters from the Book of Esther also known in Hebrew as Megillat Esther.”The parchment, measuring 62×52 centimeters (24×20 inches), is in the form of a scroll, and contains the first three chapters of the Book of Esther and the start of chapter four.Regarding its history “not much is known, but the fact that the scroll was intended with a liturgical purpose,” they wrote, without dating the artifact.The delicate parchment was subjected to multi- and hyperspectral imaging, Fourier transform infrared (FTIR) spectroscopy, and X-ray fluorescence (XRF) spectroscopy to uncover as much as possible of its construction.Infrared light revealed that two types of inks had been used: first iron gall ink and, later, carbon-based ink, which was applied to make corrections or later additions, “most probably due to degradation and fading of the initial inscriptions.”“In accordance with ancient Jewish parchment preparation techniques, the use of calcium sulfate, vegetable tannins, and oils was also inferred from the registered infrared spectra,” the researchers found.Further analysis of the ink, using a technique known as X-ray fluorescence, revealed that in addition to iron, the authors used sulfur, potassium, magnesium and zinc in the recipe to prepare the ink. It also shone a light on the method used to prepare the skin, revealing that “a bleaching process with cooked zinc white could have been applied.”“Vegetable tannins and oils could also be inferred from the registered infrared spectra, in accordance with ancient Jewish parchments preparation techniques,” the researchers wrote.The data gleaned from the research helps provide a historic context for the undated manuscript and also information that can be used for better restoration and a long-term conservation strategy “of this severely damaged object.”The team also developed a special algorithm that showed “promising results” in guiding them toward reconstructing the faded lettering.The method provides “a potential valuable tool for the investigations of parchment manuscripts whose text is hardy visible or partially lost due to extensive degradation,” the researchers wrote.The Book of Esther, which tells the story of Jewish deliverance during the Achaemenid Persian Empire in around the 5th century BCE, is traditionally read from a handwritten scroll as part of the Purim holiday. In 2021 the one-day holiday begins on February 25 in most places, and a day later in some locations, including Jerusalem.
