veterans measure to block President Donald Trump from transferring $3.6
billion from military base construction to build his long-sought wall
along the U.S.-Mexico border.Tuesday's move faces certain opposition
from Trump and a potential veto threat. Lawmakers often try to use
essentail spending bills to reverse presidential moves, but they are
often unsuccessful. Republicans tried in futility on numerous occasions
to advance conservative policy "riders" on topics such as the Affordable
Care Act, financial regulations and the environment.The $108 billion
measure funding veterans benefits and improvements to military bases is
perhaps the most popular funding bill to annually advance through
Congress. Democrats unveiled the bill Tuesday and it is scheduled for a
preliminary panel vote Wednesday.Trump in February roiled Capitol Hill
by invoking emergency powers to transfer the money after being denied
his full $5.7 billion wall request. He did so as Congress considered a
catchall spending bill in the wake of a 35-day partial government
shutdown.Earlier this month, House Democrats filed a lawsuit to block
Trump from using a declaration of a national emergency along the
southern border to funnel money to his border wall.The veterans and
military construction bill is one of three funding measures unveiled
this week as Democrats get the annual appropriations process under way.
Also Tuesday, a panel with responsibility for labor, health care and
education programs approved a $190 billion measure that's a top priority
for Democrats, who rewarded it with a 6%, $12 billion increase over
current levels.That measure contains a provision to reverse a Trump
administration move to block organizations that receive Title X family
planning funding from counseling women on how to obtain an abortion.
Republicans objected to the move as the panel approved the measure

Calif. — The man accused of attacking a Southern California synagogue
fired only eight to 10 of the roughly 60 bullets he had before his
weapon jammed, prosecutors said Tuesday.John T. Earnest, 19, pleaded not
guilty to charges of murder and attempted murder in the shooting that
happened Saturday during a Passover service at the Chabad of Poway
synagogue. One woman was killed and three people wounded, including the
rabbi.Earnest was arrested shortly after the attack with 50 unfired
bullets, a tactical vest and helmet, prosecutors said during his
arraignment.At the hearing, a bespectacled Earnest stood behind a glass
panel, wearing blue jail clothes and showing no apparent emotion. He
uttered only one word — "yes" — to waive his right to a speedy
preliminary hearing.The judge scheduled a status hearing for May 30 and
denied bail, calling Earnest an extreme threat to public safety.Earnest
was an accomplished student, athlete and musician whose embrace of white
supremacy and anti-Semitism has dumbfounded his family and others who
thought they knew him well.He made the dean's list both semesters last
year as a nursing student at California State University, San Marcos. In
high school, he had stellar grades, swam on the varsity team and basked
in the applause of classmates for his piano solos at talent
shows.Earnest apparently became radicalized sometime over the last two
years. He is also charged with arson in connection with an attack last
month on a mosque in nearby Escondido.Owen Cruise, 20, saw Earnest every
day during senior year at Mt. Carmel High School in San Diego when the
two were in calculus and physics together. They were also both in the
school's amateur radio club.Earnest's piano performances drew audiences
to their feet.His father, John A. Earnest, is a popular physics teacher
at Mt. Carmel, where he has worked for 31 years."The way John T. acted
is not representative at all of the way he was raised," Cruise said.
"They are an outstanding family. Some of the finest people I've ever
met."The suspect's parents said their son and five siblings were raised
in a family that "rejected hate and taught that love must be the motive
for everything we do.""To our great shame, he is now part of the history
of evil that has been perpetrated on Jewish people for centuries," the
parents said Monday in their first public comments. "Our son's actions
were informed by people we do not know, and ideas we do not hold."The
parents, who are co-operating with investigators, refused to provide
legal representation to their son, and he was represented by a public

major Jewish holiday that celebrates freedom, and opened fire with an
assault-style rifle on the crowd of about 100.He fled when the rifle

on Monday night that prompted the military to scale back a recently
expanded fishing zone in the Gaza Strip.“The Al-Quds Brigades, the
military wing of the Islamic Jihad movement, has not announced that it
shot a rocket toward the occupation,” PIJ official Walid al-Qatati told
Palestine Today.“This accusation is a fabrication that the occupation
wants [to use in order to achieve] specific goals, most important of
which is inciting against Islamic Jihad,” he told the PIJ-linked
publication.Earlier on Tuesday, the Israel Defense Forces said it was
reducing the offshore fishing limit imposed on Gaza in response to the
rocket fire from the Strip the night before. Israel’s Coordinator of
Government Activities in the Territories (COGAT), the Defense Ministry
body responsible for liaising with the Palestinians, said the permitted
fishing zone was cut from 15 nautical miles to six “until further
notice.”The IDF said the Iran-backed PIJ “intentionally fired” the
rocket from the northern Gaza Strip in an effort to derail ongoing
efforts to maintain a ceasefire between Israel and the terrorist groups
in the coastal enclave. The rocket fired late Monday night fell into the

was kicked out of the service before completing his enlistment contract,

about personnel issues and provided the information only on condition of

white supremacist rally in Long Beach, authorities say. He was charged

Tuesday declaring all U.S. forces in the Middle East terrorists and
calling the U.S. government a sponsor of terrorism.The bill was passed
by parliament last week in retaliation for President Donald Trump's
decision this month to designate Iran's elite Revolutionary Guards a
foreign terrorist organization.It was not clear what the impact of the
new Iranian law might have on U.S. forces or their Middle East
operations.Rouhani instructed the ministry of intelligence, ministry of
foreign affairs, the armed forces, and Iran's supreme national security
council to implement the law, state media reported.The law specifically
labels as a terrorist organization the United States Central Command
(CENTCOM), which is responsible for U.S. military operations in the
Middle East and Afghanistan."These two forces (Guards and CENTCOM) that
are designated as terrorist groups reciprocally might confront (each

Two Syrian prisoners held in Israeli jails
will be released in an exchange deal with Syria for the remains of IDF
soldiers, a London-based Arabic newspaper reported Tuesday.According to
the report by Asharq Al-Awsat, family members of Sidqi al-Maqt and Amar
Abu Salah, jailed for espionage and manslaughter, respectively, were
surprised the two were not released on Sunday in exchange for the return
to Israel nearly a month ago of the remains of IDF soldier Zachary
Baumel.The family members contacted the Syrian regime and were told that
the deal for the two men was not yet completed, the report said.Maqt,
from the Druze town of Majdal Shams in the Golan Heights, was sentenced
to 14 years behind bars in 2017 for spying on IDF positions on behalf of
Syria intelligence. He was arrested in 2015 on suspicion of passing
photographs and written reports of IDF positions to Syrian intelligence
officials.Abu Salah pleaded guilty to manslaughter in 2016 for the death
of a Syrian fighter whose ambulance was attacked by a mob in Israel as
he and another man were transferred for medical treatment.The Asharq
Al-Awsat report was based on information from sources in Majdal Shams.
Sources told Ynet that Abu Salah and Maqt were both residents of that
town.Israel released two other Syrian prisoners back to Syria on Sunday
afternoon as a “goodwill gesture” to Damascus following the return
nearly a month ago of the remains of Baumel, who was presumed killed in
the 1982 Lebanon War.The two men were identified by Israel as a drug
smuggler and a Fatah operative jailed 14 years ago for an attempted
attack on IDF soldiers.Hamis Ahmad, a Fatah operative from the Yarmouk
refugee camp in Damascus, was jailed in 2005 for an attempt to
infiltrate into Israel and attack an Israel Defense Forces base, and was
to be held until 2023.The two had their sentences commuted last week by
President Reuven Rivlin to allow for their early release.Israel
confirmed on Saturday that the two Syrians would be released after the
return of the remains of Baumel, which were brought from Syria to Israel
about a month ago via Russia.Though Baumel and comrades Zvi Feldman and
Yehuda Katz were generally believed to have been killed in the battle,
there was also speculation and reports that they were captured by the
Syrian military and brought to Damascus. Feldman and Katz remain
officially listed as missing in action, though they are also presumed
killed.Baumel was buried in an emotional ceremony at Jerusalem’s Mount
Herzl military cemetery on April 4.Israeli officials have insisted that
there was no prisoner exchange involved in the return of Baumel’s
remains, but Russian officials who helped mediate the return have said
otherwise.Shortly before the April 9 elections in Israel, a senior
Israeli diplomatic official said Russia’s help would not have a
“diplomatic price tag.” In recent days, too, a senior Israeli government
official said the prisoner release was a “goodwill gesture” that was
only decided upon in recent days, and had not been a precondition for
Baumel’s return.The Israeli statement came after Russia’s envoy to Syria
announced the prisoner release and indicated that Israel knew there was
going to be a reciprocal gesture at the time of the release of Baumel’s
remains.Russian President Vladimir Putin’s special envoy to Syria,
Alexander Lavrentiev, said on Saturday that the operation to recover
Baumel’s remains only went ahead because it was deemed in Damascus’s
interests as Syrian prisoners would be released from Israeli prisons in

it will have to carry out later, to release some of the Syrian citizens
who are in Israeli jails,” added Lavrentiev on Saturday morning. “This
was an act of interest for the Syrian side. We will not do anything that

January's total lunar eclipse.Spanish scientists reported Tuesday the
meteoroid hit the moon at 38,000 mph (61,000 kph), carving out a crater
nearly 50 feet (15 metres ) across. It was the first impact flash
observed during a lunar eclipse.The scientists — who operate a lunar
impact detection system using eight telescopes in Spain — believe the
object was a comet fragment up to 2 feet (60 centimetres ) across and
100 pounds (45 kilograms). The impact energy was equivalent to 1 1/2
tons of TNT.Astrophysicist Jose Maria Madiedo of the University of
Huelva says it was "really exciting" to catch the brief flash, after
many tries during eclipses.The findings are in the Royal Astronomical
