COLOMBO, Sri Lanka (AP) — As a state of emergency took effect Tuesday giving the Sri Lankan military war-time powers, police arrested 40 suspects, including the driver of a van allegedly used by suicide bombers involved in deadly Easter bombings and the owner of a house where some of them lived, officials said.Sri Lanka’s president gave the military a wider berth to detain and arrest suspects — powers that were used during the 26-year civil war but withdrawn when it ended in 2009.The death toll from Sunday’s attacks rose to 310, police spokesman Ruwan Gunasekara said.On Tuesday, which President Maithripala Sirisena declared a day of mourning, Sri Lankan authorities planned to brief foreign diplomats and receive assistance from the FBI and other foreign intelligence-gathering agencies after officials disclosed Monday that warnings had been received weeks ago of the possibility of an attack by the radical Muslim group blamed for the bloodshed.The six near-simultaneous attacks on three churches and three luxury hotels and three related blasts later Sunday were the South Asian island nation’s deadliest violence in a decade. COLOMBO, Sri Lanka — The deadly Easter attacks in Sri Lanka are a bloody echo of decades past in the South Asian island nation, when militants inspired by attacks in the Lebanese civil war helped develop the suicide bomb vest.Government ministers have said seven Sri Lankans from a little-known local group carried out the six near-simultaneous bombings at churches and hotels that killed at least 290 people and wounded over 500. While little else was known about the group or their motives, Sri Lanka’s Tamil Tiger fighters used suicide bombing in the country’s 26-year civil war before being wiped out by government forces.Similar bombs would then detonate across Israel, wielded by Palestinian terrorists, and later across the wider Middle East, Africa and Europe by Islamic extremists in the wake of the September 11, 2001, attacks.Such attacks strike fear around the world because of their indiscriminate slaughter of civilians, like those eating breakfast at a hotel or worshipping in a church on Easter. Sunday’s assault also raises questions about whether the perpetrators had help or experience from abroad.“I call today the age of the suicide bomber. This is very much a time of extreme acts that have to, in a way, usurp the previous attacks,” said Iain Overton, executive director of the London-based group Action on Armed Violence who wrote a book on suicide bombings. “They have to be much more devastating, more impactful, more hurtful, to get as much media headlines as possible.”Experts put the first modern suicide bombing in 1881, when a radical killed Tsar Alexander II of Russia. What may be the first photographs of a suicide bomb vest came in the 1930s when China used them in its war against Imperial Japan around World War II. Japanese kamikaze pilots turned their own planes into weapons.But the shock of the suicide bomber only struck the minds of many in the West in the 1980s with Lebanon’s bloody civil war. Suicide truck bomb attacks struck both the US Embassy in Beirut, killing 63 people, and later a US Marine barracks, killing 231 American troops in the bloodiest day for the armed forces since World War II. The US later would blame the Shiite terror group Hezbollah, which formed out of Lebanon’s civil war, and Iran for the bombings. Their first suicide attack in 1987, in which a bomb-laden truck drove into a Sri Lankan army barracks and killed 55, resembled the US Marine barracks attack.Over nearly 30 years of civil war, the Tamil Tigers would launch more than 130 suicide bomb attacks, making them the leading militant group in such assaults at the time. (Reuters) - The United States recorded 71 new measles cases last week, a 13 percent increase as the country faces its second-worst outbreak of the disease in almost two decades, federal health officials said on Monday.The U.S. Centers for Disease Control and Prevention said it had recorded 626 cases of the highly contagious and sometimes deadly disease in 22 states as of April 19, the highest rate of infection in five years.The CDC had previously reported 555 cases in 20 states between Jan. 1 and April 11. The current outbreak will likely surpass the 2014 outbreak in number of cases, the CDC said on Monday.Iowa and Tennessee were the two states that joined the CDC list with new measles cases.More than half the cases recorded this year occurred in New York City, primarily in the Williamsburg neighborhood of Brooklyn.The U.S. outbreak is part of a worldwide rise in the once nearly eradicated disease. PORAC, Philippines (Reuters) - Rescue teams in the Philippines searched for signs of life beneath the rubble of a collapsed four-storey commercial building on Tuesday after a strong earthquake shook the country's biggest island, killing at least 15 people.Heavy lifting equipment and search dogs were used as dozens of firefighters, military and civilian rescue teams raced to shift lumps of concrete in a commercial area of Porac, about 110 km (68 miles) north of Manila, where a 6.1 magnitude earthquake damaged several buildings on Monday.Two people were rescued there on Tuesday, adding to seven found alive and four found dead overnight in the mix of rubble and mangled metal that caved in on a ground-floor supermarket in the worst recorded incident.Most deaths were confined to parts of Pampanga province, where the governor said investigations would be held to determine why only certain buildings were damaged while others were intact.Porac mayor Condralito Dela Cruz said the earthquake was the most intense the town had ever experienced."We're not sure how many people are trapped still," he told television news channel ANC."We can still hear some voices, the voice of a woman," he said.The quake, which struck at 5 p.m. local time (0900 GMT) on Monday, was initially reported as a magnitude 6.3 but was later revised down to 6.1 by the U.S. Geological Survey (USGS).Another, stronger earthquake with a magnitude of 6.5 struck in Samar in the southern Philippines on Tuesday afternoon, according to the USGS.There were no immediate reports of destruction there but the national seismology agency said damage could be expected from what it recorded as a 6.2 magnitude quake.The Philippines is prone to natural disasters and is located on the seismically active Pacific "Ring of Fire", a horse shoe-shaped band of volcanoes and fault lines that arcs round the edge of the Pacific Ocean.Aurelia Daeng, 65, was in her family drug store in Porac when Monday's quake struck, breaking windows, leaving cracks in the floor and destroying one wall of her home."It was very strong. It was our first time experiencing something like that," she said."This one, it's terrifying."The earthquake was felt strongly in key business areas of Manila, with residential and office buildings evacuated after being shaken for several minutes. Train services were halted and roads and sidewalks were clogged by the sudden exodus of workers.The government declared Tuesday a holiday for civil servants in Metro Manila to allow for safety inspections of buildings. Colombia mudslide death toll rises to 28-[AFP]-YAHOONEWS-April 24, 2019
Rosas (Colombia) (AFP) - The number of dead from a mudslide that buried houses in southwestern Colombia has risen to at least 28, rescue authorities said on Monday.Eleven more bodies were found during a rescue operation in Rosas, in the department of Cauca, where 17 people were pronounced dead on Sunday when the mudslide occurred, Colombia's risk and disaster agency (UNGRD) said on its Twitter account.At least two other people are still unaccounted for and hopes of finding them alive are waning, a UNGRD source told AFP.Local fire brigade chief Juan Carlos Ganan said the force of the mudslide meant finding survivors was highly unlikely.He added that heavy rains meant there was the risk of another mudslide. The country has been battered by downpours for weeks.
