US Ambassador to Israel David Friedman on Monday criticized Palestinian Authority President Mahmoud Abbas for not condemning a deadly West Bank attack that killed two Israelis, and said that the Palestinian celebration of terror is “the problem.”Friedman tweeted the remarks hours after Rabbi Achiad Ettinger, 47 and a father of 12, died of injuries he sustained the day before when a terrorist shot him with a weapon stolen from an IDF soldier. The attacker, identified by security forces as Omar Abu Laila, 19, earlier took the weapon from IDF Sgt. Gal Keidan, also 19, after stabbing him to death. HOUSTON (Reuters) - A fire at a Houston-area petrochemical storage site continued to rage late on Monday and is expected to burn for up to two more days, officials said, sending thick black smoke into the air for miles around.Firefighters were making progress seeking to contain the blaze at Intercontinental Terminals Co (ITC), with the number of giant storage tanks on fire reduced to six from seven earlier, said ITC spokeswoman Alice Richardson.The blaze at a site along the Houston Ship Channel in Deer Park, Texas, began Sunday when a leak from a tank containing volatile naphtha ignited and spread to others in the same complex, the company said. The tanks hold tens of thousands of barrels of products used to boost gasoline octane, make solvents and plastics.The blaze has not disrupted nearby refineries or shipping at the country's busiest petrochemical port, authorities said. The Houston Ship Channel is home to nine U.S. oil refineries that process 2.3 million barrels per day (bpd), or 12 percent of the national total.ITC, which is owned by Japan's Mitsui & Co, reported no injuries among its staff. Nearby residents were encouraged to remain indoors by the city of Deer Park, which lifted a shelter-in-place order for all residents imposed earlier on Monday.The Texas Commission on Environmental Quality had "not detected any immediate health concerns at ground level" around the plant as of midday Monday. The state was also seeking to bring in a specialized aircraft to monitor emissions at higher altitudes.The burning tanks held naphtha and xylene, fuels used in gasoline and plastics and toluene - a volatile liquid used to make nail polish remover and paint thinner. Recently retired IDF chief of staff Gadi Eisenkot said Monday that Israel came close to all-out conflict with Hezbollah during his tenure.Speaking at a security conference in Netanya, Eisenkot said tensions with the Iran-backed terror group that controls much of Lebanon almost erupted into a hot war on more than one occasion.“There were not a few instances and days where the distance between those events and escalation to the point of war or battle was a hair’s breadth,” Eisenkot was quoted saying by Hebrew-language media.Israel last fought a war with Hezbollah in 2006, but tensions along the northern border have remained high. Israel has for years carried out airstrikes in Syria to prevent weapons transfers to the Iran-backed terror group. The end of Eisenkot’s four-year tenure was marked by an Israeli operation to destroy a network of tunnels under the Lebanese border Israel says were dug by Hezbollah for a future attack. There were several occasions in which Israeli soldiers worked mere meters from Hezbollah operatives across the border.“The Hezbollah threat is a serious threat,” Eisenkot told the conference. “It is a strong organization that has gained experience in running large operations and wants to prepare an attack plan to conquer the Galilee and bring 5,000 fighters underground” into Israel.The threat of war with Hezbollah had increased during the last three years, he said.The retired general said the Hezbollah tunnel threat was identified years ago and acted on last December, when Israel launched Operation Northern Shield to find and destroy Hezbollah cross-border attack tunnels.Hezbollah has denied that the tunnels were part of a new attack plan, or that Israel’s destruction of them was a major blow to the group’s operations.“The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee. If we decide to do it — even if they’ve destroyed the tunnels — can’t we rebuild them,” Hezbollah leader Hassan Nasrallah claimed in January.He also suggested there may be attack tunnels on the Israeli-Lebanese border that Israel has not yet discovered.During his term as army chief, which began in February 2015, Eisenkot said, “the crowning glory of security activity was the thwarting of the Iranian nuclear program.” He did not elaborate. The deal between Iran and world powers to curb Tehran’s nuclear ambitions was signed half a year into his stint as chief of staff.However, he warned, there was no disputing the Iranian desire to achieve nuclear capability in the future.Eisenkot also warned that conventional warfare remains a threat to Israel and despite their disintegration during the civil war, the Syrian armed forces were expected to recover.“There is no doubt that within three to five years we will see an improvement in the Syrian army, which has already begun a rehabilitation process and which is a threat that will continue to occupy the IDF,” Eisenkot said.Eisenkot asked to shorten his year-long end-of-service paid leave and end it this month, raising speculation he seeks to make himself eligible to run for political office sooner than expected.The former top soldier left active service as chief of staff on January 15 and was to begin a year of paid leave until January 2020, but instead will be free of the army by April.Senior military officials are required to wait a three-year cooling-off period before they are allowed to run for office.Eizenkot has denied political ambitions and said the reason for the move was to make it easier for him to the join the US-based Washington Institute for Near East Policy as a fellow later this year.

ISTANBUL, Turkey — Turkey and Iran on Monday started a joint military operation against Kurdish rebels on Turkey’s eastern border, state-run Anadolu news agency quoted the interior minister as saying.Turkey has recently talked about a possible joint operation with neighbor Iran to counter outlawed militants from the the Kurdistan Workers’ Party (PKK), but this is the first time Turkish authorities have confirmed a raid.“We started staging a joint operation with Iran against the PKK on our eastern border as of 0800 (0500 GMT) this morning,” Suleyman Soylu said of the operation against the PKK, listed as a terror group by Ankara and its Western allies.“We will announce the result later,” he said.Soylu did not specify precisely which PKK bases the planned operation targeted, but President Recep Tayyip Erdogan has in the past said it would be against militant hideouts in Iraq.The Turkish military has often bombed PKK bases in Iraq’s mountainous northern regions as part of its decades-long operations against the group.Iranian security forces have also fought the PKK affiliate, the Party of Free Life of Kurdistan (PJAK). The United Nations Human Rights Council’s fact-finding mission into last year’s protests at the Gaza border presented its full report on Monday, saying it had compiled a list of Israelis suspected of serious crimes that it will make available to the International Criminal Court and other bodies.The database, which was not made public, contains information about “military and civilian structures in Israel” that are allegedly responsible for violations of international humanitarian law, as well as the institutions that fail to investigate them, according to the report.Israel has dismissed the report, rejecting and denouncing it when a summary was first published two weeks ago.At the beginning of the Human Rights Council’s 40th session on Monday, the so-called Commission of Inquiry on the protests in the Occupied Palestinian Territory presented a 250-page report that Israel may have committed “crimes against humanity” by using live ammunition against Palestinians protesters who participated in the so-called Great March of Return.Intentionally killing civilians who are not “directly participating in hostilities” is a war crime, the report stressed. “The Commission found reasonable grounds to believe that individual members of the Israeli security forces, in the course of their response to the demonstrations, killed and gravely injured civilians who were neither directly participating in hostilities nor posing an imminent threat.”Israel had at its disposal “less lethal alternatives,” the document went on, positing that the use of the live ammunition against protesters was disproportionate and unlawful.According to the probe, Israeli security forces shot more than 6,000 Palestinians who participated in protests along the Gaza border between March and December 2018, killing 183 people, including 32 children.Israel says the protests were organized by the Hamas terrorist organization and were aimed at breaching the border fence with the specific aim of killing Israelis.According to the commission of inquiry, fewer than 30 of those killed were “members of Palestinian organized armed groups,” adding that Israeli troops’ use of live fire was only justified in very few cases in which they faced an immediate threat to life.Hamas has acknowledged that dozens of those killed were its members.The report accused Israel of having “consistently failed to meaningfully investigate and prosecute commanders and soldiers for crimes and violations committed against Palestinians.” While it acknowledged that the army has opened several internal army inquiries into the shootings of apparently uninvolved civilians, it doubted the government’s willingness to honestly scrutinize its policies and actions.“Israel’s record for investigating deaths of Palestinians in Gaza and the West Bank is dismal,” the report asserted.At the some time, the commission of inquiry also said it believes that Hamas “encouraged or defended demonstrators’ use of incendiary kites and balloons, causing fear and significant material damage in southern Israel,” and that the group failed to stop the use of these “indiscriminate devices.”There are “reasonable grounds” to believe that Israeli troops tasked with fending off Gazan protesters “killed and gravely injured civilians who were neither directly participating in hostilities nor posing an imminent threat,” the report alleged.“In the course of the investigation, the Commission found serious human rights violations that may constitute crimes against humanity,” it said.The panel said it was mandated to “identify those it deemed responsible for the violations” allegedly committed by Israel.“It does so by placing the relevant information in a confidential file to be handed over to the United Nations High Commissioner for Human Rights,” the report stated.The high commissioner, Michelle Bachelet of Chile, was authorized to make the database of alleged offenders accessible to the ICC and other “national authorities that are conducting credible investigations for the purposes of ensuring accountability for crimes and other serious violations committed in this context.”“Inside this dossier are references to relevant military and civilian structures in Israel which bear primary responsibility for the conduct of the security forces and their use of lethal force on Palestinians attending the [protests],” the report stated.“Responsibility also lies with those who fail to conduct investigations that meet international standards into the deaths and injuries in violation of [international law] as alleged in this report. JTA — It wasn’t so long ago that most major Israeli politicians supported establishing a Palestinian state.Now it’s not clear that any of them do, including the current prime minister, Benjamin Netanyahu.Netanyahu began his political career in the 1970s opposing a Palestinian state, an idea that once had been off the table but was gaining traction. Three decades later, in 2009, he gave a pivotal speech endorsing the idea in principle. In 2015, however, Netanyahu retreated from the idea on the eve of the last Israeli election.Since then, he has made his position clearer: The prime minister opposes full Palestinian statehood, including Israeli withdrawal from any of the West Bank. In Netanyahu’s meetings with his ally, US President Donald Trump, both leaders have avoided committing to the idea of a two-state solution. Netanyahu’s right-wing partners are even more opposed to Palestinian statehood, instead pushing Israeli annexation of the West Bank settlements — perhaps with an “upgrade” of Palestinian autonomy with borders and military affairs still controlled by Israel.Netanyahu’s rivals also haven’t come out in support of a Palestinian state. Blue and White, the centrist coalition running against Netanyahu in the upcoming April elections, has not endorsed the idea. One of Blue and White’s leaders is a longtime opponent of the two-state solution.Here’s a short explanation of how the solution that was once taboo, then seemed inevitable, has faded from Israeli politics.Does Benjamin Netanyahu support a Palestinian state? Netanyahu was against a Palestinian state. Then he was for it. Then he was against it again.In 1978, as a 28-year-old private citizen, he argued against a Palestinian state in a debate on local Boston television.“The real core of the conflict is the unfortunate Arab refusal to accept the State of Israel,” he said, using the Americanized name Ben Nitay. “It is unjust to demand the creation of the 22nd Arab state and the second Palestinian state at the expense of the only Jewish state.”As Netanyahu shot up the ranks of Israel’s right-wing Likud party over the next 15 years, his position did not change: He saw a Palestinian state as an unacceptable danger to Israel’s security and territorial integrity.“I fear for my home, for my land, I even fear for my son,” he said in a speech to supporters following the 1993 Israeli-Palestinian peace agreement, which was meant to lead to permanent-status talks on the issues of borders, refugees and Jerusalem. “What is at issue here is the essence: The land of Israel is at issue, and we are all standing for the land of Israel.”That changed in 2009. He returned to office that year, and endorsed the idea of a Palestinian state under certain conditions.“[I]f we get a guarantee of demilitarization, and if the Palestinians recognize Israel as the Jewish state, we are ready to agree to a real peace agreement, a demilitarized Palestinian state side by side with the Jewish state,” he said in a landmark speech at Bar-Ilan University.But actual negotiations toward a peace treaty went nowhere. A short round of talks in 2010 ended after a few weeks, and a longer nine-month negotiation in 2014 was just as fruitless. Then came the kidnapping of three Israeli teens and the 2014 Gaza War. Since then, there have been no negotiations.All along, West Bank settlements have expanded. Even during a 10-month settlement freeze in 2009, Netanyahu said, “You might think we’re going to dismantle the settlements, but you must understand that we’re going in the exact opposite direction.”In 2015, Netanyahu was in a tough race to win another re-election. To rally his right-wing base one day before the election, he came out against a Palestinian state, again.“Anyone who is going to establish a Palestinian state today and withdraw from territory is giving territory to radical Islam to attack the State of Israel,” he told the Israeli news site NRG. Asked whether that meant a Palestinian state wouldn’t be established on his watch, he replied, “Indeed.”So what does he believe now? Netanyahu says he wants Palestinians to have autonomy, but not a fully independent state.In October, well before the current election campaign, he said he wanted a Palestinian “state-minus, autonomy-plus, autonomy plus-plus.”And that means? “A potential solution is one in which the Palestinians have all the powers to govern themselves but none of the powers to threaten us,” he said at the General Assembly of the Jewish Federations of North America in October last year. “West of the Jordan” — that is, in the disputed areas where 2.5 million Palestinians and 623,00 settlers live — “Israel and Israel alone will be responsible for security.”Netanyahu added: “It’s not just a question of hot pursuit. It’s also having the ability to be there all the time.”That means Israel’s military will stay in the West Bank, where a Palestinian state has been envisioned. Netanyahu has also said he will not uproot any Israeli settlements. Palestinians have long demanded a full Israeli withdrawal from the West Bank as a condition of a peace treaty.Many of Netanyahu’s allies on the right want to go further. Education Minister and New Right chairman Naftali Bennett for at least six years has supported formal Israeli annexation of all the settlements. Now plenty of politicians in Netanyahu’s own Likud party also support annexation, which would make the settlements — but not Palestinian cities — officially part of Israel.So do Netanyahu’s opponents believe in Palestinian statehood? That’s unclear. Benny Gantz, the main rival to Netanyahu in next month’s elections, wants a peace agreement with the Palestinians. But like Netanyahu, he has stopped short of endorsing a Palestinian state.The Blue and White platform, in fact, sounds a lot like Netanyahu: promoting economic development, strengthening the large settlement blocs and a “security border” in the Jordan River Valley, which is on the eastern edge of the West Bank. The platform says the party will stay open to an agreement in the future, but also rules out a unilateral withdrawal from the West Bank.One of Blue and White’s senior politicians, former defense minister Moshe Yaalon, explicitly opposes Palestinian statehood.Does that mean Israelis don’t want peace with the Palestinians anymore? Israelis as a whole still want peace. But they don’t believe it will happen anymore.A majority of Israelis (57 percent) want negotiations between Israel and the Palestinian Authority, which has civil administrative and security responsibility in parts of the West Bank. But only 23 percent believe those negotiations will go anywhere, according to a December survey by the Israel Democracy Institute think tank.Support for the two-state solution has also fallen among both Israelis and Palestinians. As of last August, only 43 percent of both populations supports independent Palestinian and Israeli states existing side by side.That’s “the lowest in almost two decades of joint Palestinian-Israeli survey research,” according to the groups that conducted the survey — Tel Aviv University and the Palestinian Center for Policy and Survey ResearchSo what should I expect after the Israeli election? Israelis go to the polls on April 9. As of now, no one knows who will win. A Palestinian terrorist convicted of the attempted murder in December 2017 of a Jerusalem security guard was sentenced Monday to 22 years in prison and ordered to pay NIS 200,000 in compensation to his victim.In its ruling, the Jerusalem District Court noted that Yasin Abu al-Qar’a’s stabbing of Asher Elmaliach was an act of premeditated terrorism “extreme in its severity.”On December 6, 2017, Al-Qar’a, 25, from Wadi al-Fara outside Nablus, “decided to carry out a stabbing attack in Jerusalem in protest at the American recognition of Jerusalem as Israel’s capital,” the court said.Graphic video footage from the scene of the attack four days later, on December 10, at the Jerusalem Central Bus Station, showed al-Qar’a slowly handing his belongings to security supervisor Elmaliach, 47, who was helping other guards check travelers at the door to the station, before suddenly taking out a knife and plunging it into the guard’s chest.Al-Qar’a then tried to flee the scene, but a police officer and civilians chased him and tackled him to the ground.According to the charge sheet in al-Qar’a’s December 28, 2017, indictment, on the morning of the attack, al-Qar’a “said goodbye to his loved ones on the phone,” purchased a knife and illegally traveled to Israel in order to carry out a terror attack.After hearing US President Donald Trump’s announcement of the recognition decision, “the defendant planned to stab as many Jews as possible until he was killed and turned into a martyr,” the indictment read.The sentencing decision on Monday said al-Qar’a had planned “a mass attack” inside the busy station, “which was disrupted by the alert security officials.”Elmaliach was stabbed through the heart and one lung, and was rushed to Jerusalem’s Shaare Zedek Hospital in critical, life-threatening condition.His condition was another factor noted in the Monday decision that argued for a stiffer sentence. According to the sentencing document, Elmaliach suffered severe post-traumatic symptoms following the attack that impaired his ability to work and led to a “sudden and dramatic” decline in his quality of life.He was hospitalized for weeks attached to an extracorporeal membrane oxygenation machine, or ECMO, which takes strain off the heart and lungs by performing some of their functions, removing carbon dioxide from the blood and resupplying it with oxygen. After his release from hospital, Elmaliach spent a long time in rehabilitation and physical therapy.According to the court, al-Qar’a bought an 11-centimeter knife in the northern West Bank, hid it in his coat, and made his way to the city of Hadera, taking advantage of a permit that allowed him to enter the “seam zone” along the border of the West Bank, as he had worked as a construction worker in the Harish region.Concerned about traveling on a public bus without a legitimate entry permit into Israel, al-Qar’a paid NIS 500 ($140 at the time) for a cab ride from Hadera to Jerusalem.During the ride, he wrote a will on his phone.Once he reached Jerusalem, a little after 2 p.m. on December 10, al-Qar’a approached the central bus station.He was stopped at the door by Elmaliach, who asked him to go through a metal detector before entering. The detector went off repeatedly, as al-Qar’a had the knife hidden in his coat.At that point, the charge sheet said, al-Qar’a determined that Elmaliach was Jewish and “decided to stab him to death.”
