Jerusalem’s city hall said Tuesday that 15 municipal sanitation workers entered the Shuafat Palestinian refugee camp for the first time ever to carry out trash removal and other cleaning services, in what has been branded part of outgoing Mayor Nir Barkat’s plan to expel UNRWA from Jerusalem and “end the refugee lie.”The move was ordered by Barkat, who wants to outlaw the UN agency for Palestinian refugees from operating in the city and providing services to Palestinian residents in the camp which was founded in 1965 and is home to some 20,000 residents.According to the city, workers found hundreds of tons of untended garbage and construction waste. They will start entering the camp daily to gradually take over what the city called UNRWA’s “inadequate services.”The municipality will also start to provide “far superior” education, health, and other services to the area, to replace UNRWA, it said in a statement.While in the Jerusalem city limits, municipal workers, police, and others have never entered the Shuafat camp, which is situated beyond the West Bank security barrier, leading to charges of official neglect. Barkat, who has been mayor since 2008, has blamed the shortfall in services on UNRWA, which has recently had its funding slashed by the US amid accusations that it serves as a political tool against Israel.The move came a week before Jerusalem is set to choose a new mayor. Barkat, who visited the Shuafat camp Tuesday, is not running for re-election and it is not clear if his successor will continue the services.“The era of UNRWA in Jerusalem is over,” Barkat said during his visit. “The time has come to stop the refugee lie in Jerusalem. There are no refugees in our city, only residents. They must receive their services from the municipality like any other resident.“We are implementing the first phase of the UNRWA evacuation plan by taking responsibility for the cleanliness of the camp, and in the near future, together with the government, we will also provide education, welfare, and health services there until full sovereignty is achieved,” he added. “The United States does not want UNRWA, Israel does not want UNRWA, and the residents do not want UNRWA.”Earlier this month, Barkat detailed his proposal, according to which the seven UNRWA-run schools — with a total of 1,800 students — which operate without a license from the Education Ministry will be closed at the end of the current academic year, and the pupils absorbed into existing municipal schools.The municipality will also issue closure orders for UNRWA’s medical centers, which operate without approval from the Health Ministry, and construct a new public health center in their place, Barkat said.Existing UNRWA-run welfare programs operating within the Shuafat camp and nearby Kufr Aqeb will continue but will be transferred to the governance municipality welfare and employment services, according to Barkat’s plan.In March, Barkat announced he would not seek a third term in municipal elections scheduled for October 30 and will instead run for Knesset on the Likud party ticket.His replacement as mayor would not be bound by the plans prepared by Barkat’s committee.The United States was the biggest contributor to the agency’s budget in 2017, donating 350 million dollars. Palestinian leaders demand a “right of return” to today’s Israel for all these millions — a demand Israel sees as a bid to destroy Israel as a majority-Jewish state. WASHINGTON (Reuters) - U.S. agents arrested nearly 17,000 members of family units attempting to cross the U.S. border with Mexico in September, a 31 percent increase over the previous month, according to official statistics released on Tuesday.In a news briefing with reporters on Tuesday, Trump administration officials pointed to the increase in migrant families as evidence of a "border crisis" because those groups are more difficult for immigration enforcement officials to detain and deport because of protections granted by U.S. law to migrant children.President Donald Trump's administration has expressed alarm at the change in the makeup of migrants attempting to cross into the United States from mostly single adults to children and families traveling together.About 40 percent of those apprehended in fiscal 2017 and 2018 were unaccompanied children or families with children, compared with 10 percent in 2012, according to the Migration Policy Institute, a non-partisan think tank.According to numbers released on Tuesday, U.S. border officials arrested nearly 397,000 people in total at the southern border in the 2018 fiscal year that ended Sept. 30, a significant increase over the 304,000 apprehended in 2017 but largely in line with arrest trends of migrants at the U.S. southern border over the past decade.Border arrests dropped in the months after Trump took office in January 2017 but have rebounded over the past year. China’s vice president visited the West Bank city of Ramallah Tuesday to meet with Palestinian Authority Prime Minister Rami Hamdallah, who called for greater Chinese involvement in the Israeli-Palestinian peace process.According to the PA’s official WAFA news agency, Hamdallah told Wang Qishan that Israel and the United States have greatly undermined peace talks and the two-state solution, pointing to settlement construction in the West Bank and moves by the Trump administration such as the recognition of Jerusalem as Israel’s capital.Noting China is a permanent member of the United Nations Security Council, Hamdallah told Qishan that Beijing should take an active role in the peace process and back PA President Mahmoud Abbas’ call for an international conference on the issue. He also said China should pressure Israel over alleged violations of international law, according to WAFA.Though a member of the Security Council, China has historically had a minor role in peace talks, which have been largely led by the US. If US President Donald Trump does not present his Israeli-Palestinian peace plan next month, France’s President Emmanuel Macron will issue a proposal of his own, a senior Israeli diplomat reportedly told Knesset members at a closed-door briefing.Alon Ushpiz, the Foreign Ministry’s political director, testified to the Knesset’s powerful Foreign Affairs and Defense Committee on Monday, in a closed session, that France is waiting out November 6’s US midterm elections, but that if Trump does not present his long-awaited plan in the first few weeks after that vote, Macron will publicize his own formula, TV news reports said.The reports, on Israel’s Channel 10 and Hadashot TV, quoted MKs who were at the session. The Foreign Ministry in Jerusalem said the reports contained inaccuracies.Channel 10 said Macron had instructed his foreign ministry in late August to explore new ideas for resolving the Israeli-Palestinian conflict and that the French president had now signaled to Trump that if the US does not move ahead, Paris will.
