TRIPOLI (Reuters) - Libya's coastguard intercepted 299 migrants from sub-Saharan African countries on two rubber boats east of Tripoli on Tuesday, officials said.The migrants were intercepted near the town of Zliten by one of several coastguard vessels that Italy repaired and delivered to Libya earlier this year.Libya's western shoreline is the main departure point for migrants trying to reach Europe by boat, many of them fleeing conflict or poverty.Crossings have dropped sharply since July, when an armed group in the smuggling hub of Sabratha began blocking departures.Under pressure from Italy and other European states, Libya's coastguard has also become increasingly active, patrolling more widely and intercepting migrants before they can reach international rescue vessels.As of Oct. 24, more than 18,800 migrants had been intercepted so far this year, according to the International Organisation for Migration. More than 111,000 had crossed to Italy, the vast majority from Libya.The group picked up on Tuesday was brought back to Tripoli port and was being transferred to a detention center in Tajoura, a suburb of the capital. Oct, 17:58-[Updated at 8.15 on 1 November] Ex-Catalan leader Carles Puigdemont reappeared in public in Brussels on Tuesday (31 October), where he said he would continue to lead a government despite being dismissed by the Spanish government."One part of the government, led by me as the legitimate president, has come to Brussels in order to explain the Catalan problem in the institutional heart of Europe," he told a crowd of reporters packed into the Press Club, in the heart of the EU quarter.Puigdemont was with five members of the regional government that was dismissed last Friday.He said that the other "legitimate ministers" would continue to "carry out political activities" in Barcelona.Asked by EUobserver after the press conference, Joaquim Forn, who was in charge of home affairs, did not specify what these would "activities" would be or how the two parts of the team would work together from afar.Forn, together with Bassa, however flew back to Barcelona on Tuesday evening. They were met at the airport with people shouting "in prison" or "traitors".Puigdemont, who had left his hotel in Brussels, was also said to be on the plane, but he was not seen landing in Barcelona. His exact whereabouts were unkown on Tuesday morning.-Asylum? Puigdemont, who secretly travelled to Belgium on Monday, denied rumours that he came to request political protection."I'm not here to demand political asylum," he said, adding that he was in Brussels "as the capital of Europe" and that his presence there was "not a Belgian issue".But he did not explain why he took as a lawyer Paul Bekaert, who in the past worked for alleged members of the Basque terror group ETA.Bekaert later told the Flemish media VRT that "the possibility of political asylum is not yet completely off the table".Belgian prime minister Charles Michel said that the Catalan politician would be treated "as any European citizen, no more, no less".Puigdemont and 13 members of the dismissed government were summoned on Tuesday by a judge in Madrid. Oct, 18:24-EU justice commissioner Vera Jourova said Tuesday that the EU should consider creating stronger conditionality between the rule of law and the EU cohesion funds geared toward poorer member states.The Czech commissioner in a speech in Helsinki outlined how the EU executive could better uphold the rule of law across the European Union."[...] We need to make better use of EU funds for upholding the rule of law. [...] In my personal view we should consider creating stronger conditionality between the rule of law and the cohesion funds," Jourova said in Helsinki.Jourova's speech in Finland appeared to be directed partly towards Poland and Hungary.She recalled that in an earlier paper by the Commission in preparation for talks on the next seven-year EU budget, due to kick off next May, the executive said that upholding EU core values when developing and implementing EU policies is key, and that there is a clear relationship between the rule of law and an efficient implementation of the private and public investments supported by the EU budget.Jourova argued that "there will be no efficient regional and cohesion policy without the rule of law, because the corruption and fraud will leave their marks".Tying EU funds to rule of law issues, or political conditions has been a controversial issue, but is one that keeps popping up as discussions over the next EU budget cycle are approaching.Some net contributors to the EU budget have been arguing introducing such conditions that would help uphold the respect for common rules.Hungary and Poland-Concerns have been raised especially after governments in Hungary and Poland refused to accept asylum seekers under an EU scheme and have challenged the rule of law in their own country."The EU is not a project where we can pick and choose among the rules and obligations that apply. Nor is the EU a cash dispenser doling out money with no strings attached," Swedish prime minister Stefan Lofven said recently in a speech about Europe.Recipients of the EU's cohesion funds – designed to help the economic convergence of poorer areas – argue that it is counterproductive and against the treaty to tie EU funds to political conditions.The EU Commission has launched a rule of law probe on the Warsaw government the first time in its history, and the executive has been struggling to tackle Hungary's prime minister Viktor Orban's autocratic tendencies.-'Chain of Christmas lights'-Jourova attempted to unpick the arguments often used by Warsaw and Budapest against what they see as EU interference in the national judicial system.She argued that the rule of law is not only a national competence, because national courts have to uphold EU law. "This means that if one national system of judiciary is broken, the EU system is broken," she said."The judicial system in the EU is like a chain of Christmas lights. When one light goes off, others don't light up and the chain is dark," she added.Jourova also added that while the majority have the right to rule in a democracy, the rule of law ensures that the majority's power does not go unchecked."The essence of democracy is that the minorities know and trust that the law will protect them from the changes that go beyond certain limits," she said, adding: "In democracy, you cannot try to dismantle the judiciary, because you won the elections."Jourova also said in her speech that she would be in favour of an event to discuss how best uphold the rule of law in the EU.The EU has been struggling for years to tackle rule of law challenges, with several ideas floated in Brussels - from a special committee checking member states' rule of law, to stronger Commission oversight, to the use of the Article 7 that could eventually suspend the voting rights of an EU country.So far, EU countries have been reluctant to sanction one another over rule of law issues.

BRUSSELS, Today, 08:50-Brexit negotiators will resume talks next week with a month and a half left to achieve progress on key files before the EU-27 leaders meet in December to decide moving onto discussions on trade and future relations."Michel Barnier, the European Commission's Chief Negotiator, and David Davis, Secretary of State for Exiting the European Union, agreed today that the two teams would meet for Article 50 negotiations on 9 and 10 November 2017. An agenda will be published in due course," the UK and the EU said in a joint statement Tuesday evening (31 October).Dates for the new round of talks emerged after Britain's top Brexit official Oliver Robbins and Barnier's deputy, Sabine Weyand met in Brussels.Both the EU and the UK have pledged to accelerate talks.But with only 17 months to go before the UK leaves the bloc, the slow pace of negotiations has increased the possibility for Britain leaving without a deal.The EU proposed three new rounds, while the UK sought "continuous" talks."We have clearly proposed three [different dates] for new rounds. In the next few hours or days we'll be working with British delegations to find the right dates because we need to work in a very intense way to find this agreement before December," Barnier told reporters in Bratislava earlier on Tuesday.EU-27 leaders will meet in December, when they will decide if sufficient progress has been achieved on the financial settlement, the border between the Republic of Ireland and Northern Ireland, and citizens' rights.If leaders give the green light, talks can then move onto negotiations about trade and future relations with the UK.An EU official said on Tuesday the bloc is ready to accelerate talks, but there must be substance to those talks.One of the key sticking points has been the financial settlement between the UK and the EU. The bloc wants London to spell out what existing commitments it is willing to pay.The issue of the "divorce bill" is toxic for the UK prime minister Theresa May back home, as Brexit hardliners in her Conservative party oppose paying large sums to the EU.Davis on Tuesday told a House of Lords committee that the final financial deal is likely to favour the EU."The withdrawal agreement, on balance, will probably favour the [European] Union in terms of things like money and so on. Whereas the future relationship will favour both sides and will be important to both of us," he said.He also added that the UK wants a transition deal by early next year."We would like to see an implementation agreement in the first quarter of next year. That'll be the earliest we could possibly get it, in principle, because it won't be in fine detail in a couple of rounds of negotiations in January, but in principle," Davis said."By March next year, I am hoping we will have, intending we will have, an implementation period," he added.-Irish border issue-On the border issue, Davis admitted that it would be difficult to avoid a hard border, a key goal for the EU and Ireland, after the UK leaves the customs union."If we achieve an outcome, as we hope to, which maintains tariff-free trade, then maintaining an invisible border will be relatively easy," he said. "If we end up with a tariff arrangement, then we've got a real problem and dealing with that is difficult."A zero-tariff deal alone would not be enough however to avoid a hard border. As the UK wants to leave the customs union, checks would become necessary to ensure EU standards.The EU is awaiting proposals from the UK how to avoid the creation of such a hard border.
