BEIJING — China is telling the U.S. and North Korea to "hit the brakes" on threatening words and actions and work toward a peaceful resolution of their dispute, in a sign of growing concern over the standoff on the part of Pyongyang's only major ally.Foreign Minister Wang Yi said in a phone conversation with his Russian counterpart, Sergei Lavrov, that the two countries should work together to contain tensions and permit no one to "stir up an incident on their doorstep," according to a statement posted on the Chinese foreign ministry's website ."The most important task at hand is for the U.S. and North Korea to 'hit the brakes' on their mutual needling of each other with words and actions, to lower the temperature of the tense situation and prevent the emergence of an 'August crisis,'" Wang was quoted as saying in the Tuesday conversation.The ministry quoted Lavrov as saying tensions could rise again with the U.S. and South Korea set to launch large-scale military exercises on Aug. 21."A resolution of the North Korea nuclear issue by military force is completely unacceptable and the peninsula's nuclear issue must be peacefully resolved by political and diplomatic methods," Lavrov was quoted as saying.China is North Korea's main economic partner and political backer, although relations between Beijing and Pyongyang have deteriorated amid the North's continuing defiance of China's calls for restraint. An independent but unofficial morgue estimate put the toll at 400 dead.President Ernest Bai Koroma fought back tears on Tuesday as he visited the devastated hilltop community of Regent, saying the scale of the challenge ahead was "overwhelming us"."Entire communities have been wiped out," Koroma said. Aug, 09:29-Britain wants to keep its EU customs privileges after Brexit but also wants the freedom to negotiate other trade deals.The position on an “interim” customs pact to enter into force after the UK quits the EU in March 2019 was outlined in a British government statement on Monday (14 August) prior to a more detailed paper due out on Tuesday.“One possible approach would be a temporary customs union between the UK and the EU ... During this interim period, which will be negotiated with Brussels, Britain will look to negotiate bold new trade relationships around the world”, the British statement said.It said this arrangement would be "time-limited”, but without giving a deadline.It also said it would “allow for a smooth and orderly transfer” to the final customs regime.The final regime would either be a “customs partnership” or a “highly streamlined customs arrangement”, it said.The “partnership” would “negate the need for a customs border" between the UK and EU states.It would mean the UK imposed the same tariffs and checks on international imports as the EU and collected customs duties on behalf of EU countries on items that entered the bloc via its ports.The “streamlined” deal would mean a new EU customs border, including with Ireland.But this would use high-tech solutions to create “the freest and most frictionless possible trade”, such as CCTV that recognised the number plates of lorries carrying goods of “trusted traders” to avoid systematic vehicle checks.The ideas were welcomed by British industry lobbyists, despite the fact they go against the EU’s red lines.The EU has said it would be illegal for the UK to negotiate new trade deals around the world so long as it is still inside its customs union.It has also said it wanted a deal on EU citizens’ rights, on the Irish border, and on the UK’s EU exit bill before negotiating future trade relations.-Delusion? RAQQA, Syria (Reuters) - The inexperienced fighters in an Arab group battling to take Raqqa back from Islamic State are playing a secondary role to hardened Kurdish militia in the campaign for their home city.The performance of one lightly trained group seen by Reuters in Raqqa underscored the difficulty of making Arabs the "vanguard" in the battle for the mostly Arab city, as the United States said last year they would be.In one recent incident, the fighters were quick to open fire after stray bullets flew above their makeshift compound."Cease fire! Can you even see what you're shooting at? Our comrades are somewhere up ahead!" their 27-year-old commander Hassan Khalil shouted to his fighters in the Foj al-Raqqa (Raqqa Regiment).Meanwhile, Reuters reporters covering the Raqqa assault have watched the Kurdish YPG militia take the most visible role.It is a sensitive point both for Syrian Arabs and for neighboring Turkey, which is fighting a Kurdish insurgency in its southeast and has unsuccessfully lobbied Washington to abandon its alliance with the YPG.Turkey opposes the YPG's role in the operation, saying it threatens to change the demographics of Raqqa. But in March the new U.S. administration started distributing arms to the YPG ahead of a final assault.The ragtag, 300-strong Foj al-Raqqa appears to have a more minor role. They are among the myriad militias swelling the ranks of the Syrian Democratic Forces (SDF) alliance, formed in 2015 to fight IS."We're proud to be SDF. We hope Arab forces will become as strong as the YPG," Khalil said at Foj al-Raqqa's makeshift base near the front line last week. A live booby-trapped bomb rigged by Islamic State militants still lay on their kitchen floor.A YPG commander at a nearby house said the new recruits were inexperienced but useful. "They're keen to fight, and they know the area so it's good for intelligence," Haval Qahraman said.SDF spokesman Mostafa Bali said Foj al-Raqqa was made up of men from the city. But in a sign of its subsidiary role, two other senior SDF officials in the alliance's office in the town of Ain Issa said they had not heard of the group.Arab fighters hope for a long-term role in Raqqa's security. But Foj al-Raqqa's future is uncertain - governance and security arrangements in Raqqa have not been finalized as the fight to capture the city rages.Another YPG commander said last week that the SDF had surrounded IS in central Raqqa, but predicted that the battle could last up to four more months.In other areas taken by the alliance, such as the town of Manbij, security was handed over to mostly local forces who formed military councils that remained attached to the SDF.Whether Foj al-Raqqa will receive further training and play that role is unclear. For now, it focuses on the fighting. The current number of Arabs in the SDF is around 24,000 with 31,000 Kurds, he told Reuters.Foj al-Raqqa wore SDF patches on their clothes. Many others wear the patches of their own militia - often the YPG. Another showed them attacking a sniper position using a rocket-propelled grenade launcher.Khalil's second-in-command, Mohammed Hawi, described a 23-day training U.S. forces gave them at a camp in northern Syria after security vetting."They taught us how to fire AK47s, Doshka heavy machine guns, BKC light machine guns," all Soviet-made weapons."We learned how to spot booby traps. They filled a room with mock bombs and we'd have to identify them. One mistake and an alarm went off."The training has likely saved their lives: they had been able to identify the booby trap in the kitchen - a small white box with electrical wires protruding - as an improvised explosive device (IED)."IS had three years to rig Raqqa. It's full of explosives," Hawi said.Khalil's unit has about 50 fighters, all from districts around Raqqa's Old City walls.Each had personal reasons for joining.Alaa Saeed, a slight 20-year-old, had watched militants behead his cousin when IS was at the peak of its rule three years ago.Despite IS's brutality, the fighters said they would not take revenge in kind."If we cut IS fighters' throats, we're no better than them. CANBERRA, Australia — Scientists have potentially narrowed the search area for the missing Malaysian airliner to three specific locations in the southern Indian Ocean through new satellite and drift analysis of the 2014 crash released Wednesday.But the Australian Transport Safety Bureau cautioned that the drift analysis by Australian science agency CSIRO is based on French satellite images of "probably man-made" floating objects without evidence that they were from Malaysia Airlines Flight 370.Still, the locations could provide potential starting points to search within a 25, 000-square-kilometre (9,700-square-mile) expanse identified by a panel of experts in November as the most likely resting place of the Boeing 777 and the 239 passengers and crew on board.That expanse adjoins the original search zone far southwest of Australia that was identified through satellite analysis of the final hours of the flight, which apparently ended when the plane ran out of fuel.Malaysia, China and Australia agreed to suspend the deep-sea sonar search in January after 120,000 square kilometres (46,000 square miles) of seabed were combed without finding any trace of Flight 370.The new analysis is based on French military satellite images gathered on March 23, 2014 — two weeks after Flight 370 mysteriously veered far off course during a flight from Kuala Lumpur, Malaysia, to Beijing — that were taken near the original underwater search zone.The Australian bureau took over the search for Flight 370 from Malaysia a week later. Satellite experts at Geoscience Australia were not asked to analyze the images until March this year. The experts concluded that a dozen objects appeared to be man-made.CSIRO then investigated where the objects might have originated before drifting for two weeks. CSIRO identified three potential crash sites — 35.6 degrees S, 92.8 degrees E; 34.7 degrees S, 92.6 degrees E and 35.3 degrees S, 91.8 degrees E."So that is a way of potentially narrowing down the search area with the very important caveat that, of course, we can't be totally sure that those objects seen in the images are actual pieces of plane," CSIRO oceanographer David Griffin said."This might be a really good clue. It might be a red herring. But if you are going to search, then you'd be silly to ignore this potential clue," he added.The Australian bureau's chief commissioner, Greg Hood, said in a statement, "Clearly we must be cautious" of the lack a definite link to Flight 370.Malaysian Deputy Transport Minister Aziz Kaprawi said the civil aviation department would need to evaluate the data since it's based on satellite images from a few years ago. "We will need to verify the data to see if it's credible before we make any decision," Aziz told The Associated Press.Malaysia, China and Australia have decided that the search will remain suspended unless new evidence pinpoints the wreckage's whereabouts.But seabed exploration company Ocean Infinity, based in Houston, Texas, said last week it has offered to launch a private search for the Malaysian-registered airliner.Voice370, a support group for victim's families, said under the terms of the offer made to Malaysia in April, Ocean Infinity "would like to be paid a reward if and only if it finds the main debris field." They urged Malaysia to accept the offer.Aziz said Wednesday that the offer was still being negotiated. He said there were some other "monetary terms" set by the firm that were unacceptable to the government."There are three categories of findings in the offer. The terms are a bit ambiguous," Aziz said. "The government wants the terms to be transparent and clear."
