Aug, 12:46-Less than two months ahead of a planned independence referendum in Catalonia, Spanish government ministers are braced for having their holidays interrupted by separatist moves.Prime minister Mariano Rajoy has said he would call them back for an extraordinary cabinet meeting if the Catalan government presents a law this month for the vote on 1 October.“With calmness and moderation, we have to say that there won’t be a referendum on 1 October,” Rajoy told reporters, speaking while on holiday at his home region of north-west Galicia.The Spanish government says that the vote is illegal since the 1978 Constitution gives sovereignty to all Spaniards, meaning they all have a say over the whole of the country’s territory.The government has repeatedly taken legal action against moves to hold independence votes, and has made it clear that it will consider prosecuting civil servants who defy court rulings to help in the October vote.Madrid has, however, resisted outlining what further action it would take if the Catalan government, the Generalitat, ignores court orders, which it says it no longer considers legitimate.The Spanish Constitution includes an article that allows for the suspension of the powers of an autonomous region. BASHIQA, Iraq (Reuters) - Yazidi men and boys in the town of Bashiqa north east of Mosul are rebuilding a shrine destroyed by Islamic State as they wait for the return of women from their community taken captive years ago by the jihadists.They are hoping to celebrate their first religious festival for three years in the Malak Miran shrine next month but the big celebration will happen after the release of Yazidi women, taken by Islamic State when it overran the plain of Nineveh in 2014.More than 3,000 Yazidis, mostly from Sinjar to the west of Bashiqa, were killed - with more than half shot, beheaded or burnt alive - and about 6,800 taken for sex slaves or fighters.Islamic State fighters are now reportedly selling captive women and girls before they make their escape from their beseigned Syrian stronghold of Raqqa, according to the U.N."The real festival will come when all our captives are freed," said the shrine's supervisor, Shaker Haidar al-Mujewar.Volunteers come every day to help with the rebuilding and they gather from time to time for prayers in the unfinished temple, clustering around candles to recite prayers in the local Kurdish dialect.Residents and other Yazidi families are funding the reconstruction, Mujewar said.Yazidis in Bashiqa were able to escape before Islamic State seized the town and the militants were driven out in November 2016, about a month after the start of the offensive to retake Mosul, the northern city used by the militants as their capital.Many of Bashiqa's families are still living in camps.Bashiqa is now under the control of the Kurdish Peshmerga fighters who helped take it back from Islamic State. The Sinjar mountain, the other main area of Yazidi settlement in Iraq, is also under Kurdish control.The Yazidi faith combines elements from various ancient Middle Eastern beliefs. BRUSSELS, Today, 08:39-The UN has backed Italy's naval mission in Libyan waters to curb human trafficking, just as Oxfam said in a report that the effort creates a "vicious cycle" of abuse and death for migrants.Ghassan Salame, the UN special envoy to Libya, said on Tuesday (8 August) that "cooperation and transparency between Italy and Libya is the most constructive way" to stop smugglers from taking people on small boats to cross the Mediterranean to Europe."We are on the right track in this sector, addressing a challenge that involves everyone," he added, after meeting Italian foreign minister Angelino Alfano in Rome.Italy sent two ships to Libya last week, to help the Libyan coastguard in patrolling the sea.In a joint press conference, Alfano pointed out that the number of migrants was 50 percent lower in July this year, compared to last year in July."Now that we have an opportunity to reduce the fluxes and organise refugee camps in Libya," he said.In a report published on Wednesday, Oxfam, an NGO, said that the plan is "the latest attempt to keep people from reaching Europe."It said that "bringing them back to Libyan shores creates a vicious cycle where desperate people try repeatedly to escape abuse and death, and European forces prevent them from doing so."The report, written by Oxfam and two Italian NGOs, MEDU (Doctors for Human Rights) and Borderline Sicilia, documents abuses suffered by migrants who came to Libya from other African countries."Thousands of refugees and migrants face kidnap, slavery, torture and sexual violence in Libya before crossing the Mediterranean Sea to reach Italy - if they are not killed first," they said.The three organisations gathered 258 testimonies of migrants who arrived in Sicily after crossing the sea from Libya and were asked about the conditions in Libya.-'Damning indictment'-In one sample of 158 migrants, all but one woman interviewed had suffered sexual violence, 84 percent said they had suffered inhuman or degrading treatment, extreme violence or torture, 74 percent said they had witnessed the murder and/or torture of a travelling companion, and 80 percent said they had been denied food and water during their stay.“These testimonies paint a horrifying picture of the lives of refugees and other migrants in Libya," Roberto Barbieri, the executive director of Oxfam Italy, said in a statement."They are a damning indictment of Europe’s efforts to keep people from escaping violence, slavery and even death."Oxfam calls on EU leaders to "refrain from signing agreements that try to stop people in danger from leaving Libya by sea," and to "create more safe routes for migrants.""Seasonal labour visas and humanitarian visas that protect refugees from persecution are examples of potential solutions," the NGO said.The report also pointed out that NGOs are "worried" that a code of conduct put in place for them by the Italian government, with the EU's support, will "affect their humanitarian mandate and ability to focus on saving lives."The code, which, among other things, prevents NGOs from entering Libyan waters or transferring people from one boat to another, is presented as a tool to deter smugglers from putting people on small boats, knowing that NGOs will rescue them.It has been criticised by the UN children agency, Unicef, and NGOs such as Doctors Without Borders (MSF) have refused to sign.-Absolute priority-In its report, Oxfam argues that "the EU is meant to be a bastion of human rights" and that "EU member states should ensure that migrants arrive safely in Europe where they can have access to a fair and transparent process for claiming asylum."In his meeting with UN envoy Salame, Italian minister Alfano also asked the international body to support Italian efforts to stabilise the political situation in Libya.Alfano said "negotiation formats in Libya must be reduced to one," and that "the UN needs to take the leadership."The demand comes two weeks after the French president, Emmanuel Macron, held a meeting with the two rival Libyan political leaders, Fayez al-Sarraj and Khalifa Haftar, to which no Italian representatives were invited."Political instability in Libya is not a second-tier match - it is an absolute priority," Alfano insisted.

Antonio Guterres will make his first visit as U.N. secretary-general to Israel and the Palestinian territories later this month for a firsthand look at a conflict that has been on the front burner of the United Nations for 70 years.The Palestinian ambassador to the United Nations, Riyad Mansour, said Tuesday that the trip "comes at a critical time in which there are attacks against the two-state solution," which would see an independent Palestinian state existing side-by-side with Israel in peace.The secretary-general "is adamant in emphasizing that there is no Plan B to the two-state solution," Mansour told The Associated Press. "So to emphasize the importance of the two-state solution, and abiding by it and respecting the global consensus around it, is something that I think the Israeli leadership needs to listen to."Israeli Ambassador Danny Danon said the trip "will provide an excellent opportunity for him to see firsthand both the challenges and the opportunities that we face in our region, including Hezbollah's activities in Lebanon in violations of Security Council resolutions."Guterres' first stop will be Israel on Aug. 28 followed by a visit to Palestinian leaders including President Mahmoud Abbas on Aug. 29 in the West Bank city of Ramallah, Mansour said.
