(AP) — Residents of the New Mexico village of Tularosa have long said those living near the site of the world's first atomic bomb test in 1945 weren't told about the dangers or compensated for their resulting health problems.Since then, they say, descendants have been plagued with cancer and other illnesses while the federal government ignored their plight.More details will emerge on those concerns Friday, when a report is set to be released examining whether the blast damaged the genes of the people exposed to it.The Tularosa Basin Downwinders Consortium will unveil the health assessment involving residents of the historic Hispanic village and other New Mexico counties around the testing site.Some residents allege that the federal government neglected to include New Mexico in a law that compensated residents near another atomic test site because many of those near the Trinity Test were Hispanic.The government has not commented on those claims. Officials with the U.S. Justice Department's Civil Division, which oversees the compensation program, said Congress would have to amend the act to expand payouts to New Mexico residents.The study and report expected Friday were done after the consortium received a grant from the Santa Fe Community Foundation to hire an expert to evaluate health surveys of residents in Socorro, which is also close to the site, and four New Mexico counties.The Downwinders are lobbying for compensation and apologies from the U.S. government.The Trinity Test took place as part of the Manhattan Project, a top-secret World War II nuclear development program run out of the then-secret city of Los Alamos, New Mexico.Residents did not learn that the test had involved an atomic weapon until the U.S. dropped bombs on Hiroshima and Nagasaki and the war ended.Tina Cordova, co-founder of the Downwinders, said the group wants the Radiation Exposure Compensation Act amended so people near the Trinity Test site can finally be included.The law currently only covers areas in Nevada, Arizona and Utah that are downwind from a different test site.In 2015, U.S. Sen. Tom Udall, D-New Mexico, pressed the Senate to include New Mexico residents in the law."The rest of the world didn't know about the tragedies that happened in the Tularosa Basin," Udall said. "For a long time, the government denied that anything happened at all."The Downwinders will unveil the report on Friday evening at the Tularosa Community Center. Paris (AFP) - More than 50 years after France began conducting dozens of nuclear tests in the South Pacific, the French parliament on Thursday significantly eased the criteria for islanders who suffered health effects to be compensated.The upper house Senate is expected to follow suit next Tuesday, scrapping barriers to compensation that deemed most claimants to have been at "insignificant risk" of developing a radiation-induced illness.Around 150,000 civilian and military personnel took part in 210 nuclear tests carried out by France between 1960 and 1996 in the Pacific and the Sahara desert. Thousands of them later developed serious health problems.Only around 20 of approximately 1,000 people who filed complaints against France have received compensation.Ahead of Thursday's vote, Tahitian MP Maina Sage said extending compensation to other sufferers would "finally appease somewhat (the) deep trauma" caused by a "state (that) operated with full awareness of the consequences".The Mururoa and Fangataufa atolls saw 193 nuclear tests over three decades until then-president Jacques Chirac called a halt to the programme in the 1990s.France long denied its responsibility for the health and environmental impacts out of fear the admission would weaken its nuclear programme during the Cold War.It was only in 2010 that France passed a law authorising compensation for military veterans and civilians whose cancer could be attributed to the test programme.During a visit to French Polynesia in February 2016, President Francois Hollande acknowledged the deleterious effects on health and the environment and pledged to revamp the compensation process.Hollande also said France would provide financial assistance to the oncology department of Tahiti's hospital, in line with demands from local politicians.Starting this year, France will pay more than 90 million euros ($96 million) a year to boost the facilities.It was above the Fangataufa atoll that France launched its first H-bomb in August 1968.French Polynesia, with a population of about 280,000, is one of three French territories in the Pacific.

Caen (France) (AFP) - An explosion at a nuclear power plant on France's northwest coast on Thursday caused minor injuries, but the authorities said there was no risk of radiation.The blast occurred in the engine room at the Flamanville plant, which lies 25 kilometres (15 miles) west of the port of Cherbourg and just across from the Channel Islands."It is a technical incident. It is not a nuclear accident," senior local official Jacques Witkowski told AFP.He said a ventilator had exploded outside the nuclear zone at the plant, which has been in operation since the 1980s and is operated by state-controlled energy giant EDF."It's all over. The emergency teams are leaving," Witkowski said.Five people suffered smoke inhalation but there were no serious injuries, Witkowski said.One of the two pressurised water reactors at the plant was shut down after the explosion and the incident was declared over at 1100 GMT, the authorities said.The two 1,300 megawatt reactors have been in service since 1985 and 1986, and the site currently employs 810 people, along with an additional 350 subcontractors.A new third-generation reactor known as EPR is being built at Flamanville, which will be the world's largest when it goes into operation in late 2018."Explosions in turbines, usually related to oil in bearings overheating, are not uncommon and occur from time to time in conventional coal, oil or gas plants," said Barry Marsden, a professor of nuclear graphite technology at the University of Manchester.But Neil Hyatt, a professor of radioactive waste management at Sheffiled University said the incident should not be taken lightly."Any incident of this kind at a nuclear power plant is very serious, and the national and international regulators will want to undertake a thorough investigation to understand the cause and lessons to be learned," he said.- 'Improved safety record' -Construction of the new reactor at Flamanville began in 2007 and was initially due for completion in 2012 but has been delayed several times, and its initial budget has more than tripled, to 10.5 billion euros ($11.2 billion).EDF said its safety record at nuclear sites improved last year, with 2.3 accidents for every one million hours worked, compared with 2.6 accidents in 2015.That translates into five accidents that required reactor shutdowns in 2016, after eight the previous year.France relies heavily on nuclear power, building its first nuclear plant in 1977 at Fessenheim, a site on the border with Germany that is set to be decommissioned in 2018.Nuclear reactors generate about 75 percent of France's electricity supply, a level the government wants to bring down to 50 percent by 2025.Fessenheim, located on a seismic fault line, has worried French, German and Swiss environmentalists for years and its fate has been the subject of dispute with Berlin.France and Germany are close EU partners but have taken vastly different approaches to power generation.Germany -- where the public mood swung against nuclear power following the 1986 Chernobyl disaster -- decided to phase out nuclear power after Japan's Fukushima meltdown in 2011.

United Nations (United States) (AFP) - UN Secretary-General Antonio Guterres plans to appoint former Palestinian prime minister Salam Fayyad as UN envoy to Libya, tasked with brokering talks on changes to a faltering political deal, diplomats said Thursday.Guterres informed the Security Council in a letter that he intends to appoint Fayyad to replace Martin Kobler of Germany, who has been Libya envoy since November 2015.Fayyad, 65, was prime minister of the Palestinian Authority from 2007 to 2013 and also served as finance minister twice.The appointment comes amid diplomatic negotiations over changes to a UN-brokered political deal that led to the formation of Prime Minister Fayez al-Sarraj's unity government.The Sarraj government was installed in Tripoli last year but has failed to assert control further east, where strongman General Khalifa Haftar holds sway.Kobler told the Security Council on Wednesday that talks on "possible amendments" to the political agreement were making progress.Negotiations have focused on Haftar's role in the government and the need to have a unified army.Sarraj's government is strongly backed by Western countries, while Haftar has been gaining support from Russia and Egypt after his forces drove jihadists from the second city of Benghazi.Guterres has given the council two days to raise objections to the appointment, but diplomats said they did not expect opposition to the choice of Fayyad.It was the first major appointment by Guterres of a special envoy to a conflict area since he became UN chief on January 1.

It could be a dry spring for much of Saskatchewan this year — with one notable exception.According to the Water Security Agency's preliminary outlook, much of Saskatchewan received less snow than normal this winter.In fact, many areas are completely devoid of snow after evaporation due to above-normal temperatures in January. The already-melted snowpack means any future snowfall will have a hard time soaking into the saturated ground.Meanwhile, the southeast corner of the province, including Estevan, is expected to receive either above-normal or well above-normal runoff. The area saw flash flooding last year.The agency noted that the snowpack could continue to grow for another six to 10 weeks. As well, since much of the province was soaked right before the ground froze, above-average amounts of snow and rain or a rapid spring melt could mean significantly higher runoff.Even below-normal runoff could make flooding issues worse in "closed basin" lakes like Little Manitou Lake and the Quill Lakes. Those lakes are already full, and have no natural outflow.The agency will release its official spring runoff forecast next month.

LONDON (AP) — Scientists may have figured out part of the reason why mosquitoes are drawn to people infected with malaria.Mosquitoes prefer biting people already sickened by malaria, apparently attracted by some kind of odor. Now, Swedish researchers say they've identified a substance pumped out by malaria parasites that triggers that smell, noticeable only to mosquitoes."This is a very interesting piece of the puzzle," said Alvaro Acosta Serrano, a parasite researcher at the Liverpool School of Tropical Medicine, who was not part of the new study.It might be possible one day to make synthetic versions of the mosquito-attracting fragrance to lure and then wipe out the insects, he said.In the bloodstream, malaria parasites release a specific substance, which somehow mixes with the infected person's blood cells to give off an aroma that seems particularly enticing to mosquitoes, the researchers at Stockholm University reported Thursday in the journal Science.Malaria kills about 429,000 people every year, mostly children in Africa, according to the World Health Organization. It spreads when a mosquito bites someone already infected, sucks up blood and parasites, and then bites another person.Key strategies against malaria include spraying insecticide, using bed nets covered with repellent to ward off the night-biting insects and trying to identify and treat the disease early. In 2015, the world's first malaria vaccine was licensed but it only works in about one-third of children and has yet to be recommended for use by WHO.For their study, the researchers carefully released hundreds of mosquitoes — one by one — into a Y-shaped tube that offered two choices: human blood mixed with the malaria substance or regular human blood. About 95 percent dove straight into the blood with the malaria substance."They all started eating very vigorously," said one of the researchers, Noushin Emami, who painstakingly recorded the mosquitoes' responses.Emami and her colleagues also found that the mosquitoes devoured more of the blood with the malaria substance, which should theoretically spread malaria faster.Others said that the discovery is intriguing but needs to be tested beyond the lab."It's really important to consider all the cues mosquitoes might respond to," said James Logan of the London School of Hygiene and Tropical Medicine who is also researching the behavior of malaria-spreading mosquitoes.He said insects feeding in the wild are also influenced by factors like temperature, moisture and heat. VANCOUVER — Some sex workers are choosing the industry because it can be more lucrative and rewarding than low-paying service industry jobs, says a recent study by a researcher at the University of Victoria.Prof. Cecilia Benoit, a scientist at the Centre for Addictions Research of B.C., said she's heard a variety of reasons why sex workers get into the business through past studies, reasons that not only contradict the public perception of being coerced or exploited but also questions the efficacy of prostitution laws that are based on the notion all sex workers are victims.Benoit decided to quantify and analyze the comments she had previously heard and began a study after receiving funds from the Canadian Institutes of Health Research.Her research team surveyed more than 200 female, male and transgender sex workers in six communities across Canada.While a third of sex workers who were surveyed entered the industry due to "critical life events," such as abuse or neglect, Benoit said it was more surprising to find that a quarter found the work appealing."They like working in this line of activity and they feel they are discovering themselves," Benoit said in an interview.A Vancouver sex worker said he got into the industry three years ago while he was a student in part to make money, but also to explore his sexuality and curiosity about the business. He asked that his name not be used because of fears of being stigmatized and harassed.Prior to his involvement in sex work, he identified as being gay, but came to realize he is transgendered.After discussions with his doctor about living with gender dysphoria, he said he decided that transitioning to a woman was not an option for him, at least in the near future.But he decided to remain involved in sex work, seeing mostly men but also women and couples."My life is unconventional due to the gender dysphoria, so it allows me to express certain needs that I have through work," he said.His situation is not uncommon. While research into male sex workers is limited, a study by the University of British Columbia published last year found that the exploration of sexual and gender identity was a theme among male sex workers, with more than 70 per cent of study participants identifying as a gender or sexual minority.The sex worker said he also found the work to be empowering."It gives me a boost in self-esteem and it makes me feel accomplished and happy because I'm providing a service," he said.Sex workers in Benoit's study reported similar benefits, including a Victoria-based woman who said she could support herself by naming her own price and working short hours."We all make choices within the limits in our lives," Benoit said.Her study surveyed sex workers between the ages of 19 and 61. Seventy per cent of them had a high school education.Employment options for most of them were in "low-prestige" jobs where they would work long hours for little pay or job security."People we were interviewing are weighing the pros and cons of different opportunities they have in front of them and I think the sex industry comes up looking OK for some of them compared to the other kinds of work they have available," Benoit said.Some were involved in sex work in addition to other jobs. The Roman Catholic Archdiocese of Moncton is reviewing 20 of its 53 parishes and some are certain to close, says Archbishop ValƩry Vienneau.The list of the churches at risk is not yet public. Vienneau says he will personally deliver the news to each parish over the next few months.The four English-language and 16 French-language churches will have a few months to present recovery plans before the archdiocese decides their fates.It's not likely all of them will close, but some will, confirmed Vienneau.-'Getting in touch with reality'-"This is an exercise of getting in touch with reality and then hopefully finding some direction," he said from his Moncton office."I think it's part of the normal process of a lot of dioceses at this point."Vienneau says both priests and parishioners are aging and many of the churches aren't sustainable, being short on people or money, or both.Vienneau will visit each of the churches in question in the next six months to deliver the news and offer support."Some people want me to be very rational and say some churches are closing tomorrow but that's not the way to do it. Because you're dealing with people, you're not just dealing with structures," he said."It's not like an enterprise, people have put their heart and soul in there so I want to respect that."-Parishioners waiting for news-Cail Bastarache is a parishioner at Holy Family Catholic Church in Moncton's west end and believes his parish is one of the four English churches on the chopping block."Our church, we've been talking about this for three years and we know that it's coming," he said. "I think it's the only decision [the Archdiocese of Moncton] can have because there are a lot of churches that are struggling."It's not the first time Bastarache and his wife have been through this adjustment. They had to relocate from their parish in Dieppe 10 years ago because it stopped offering English services."That was an emotional thing. We lost a lot of our friends, we had to go to Moncton," he said. "We may be going through it again. We're hoping beyond hope that isn't the case."-New uses considered for some-Just because a church is closed doesn't mean the archdiocese will be selling the land or building.In some cases the building will be given a new purpose within the Catholic community.But if unable to find a new, sustainable use for the buildings left behind by condensed parishes, then Vienneau says the archdiocese will have to demolish them for insurance purposes, or sell them."We don't have a choice," he said.Ultimately, Vienneau hopes his report and reviews are seen as positive."If we don't do it it would be a lack of responsibility on our part," he said. VILNIUS (Reuters) - The Baltic states will press the United States and NATO to take additional security measures in the region ahead of a large Russian military exercise planned for September, Lithuania's president said on Thursday.NATO has already started to deploy four battle groups of about 1,000 soldiers each to the Baltic states and Poland, part of efforts agreed under previous U.S. president Barack Obama to deter Russia from interfering in the region.The three small Baltic republics and Poland have felt especially vulnerable since Moscow's annexation of Ukraine's Crimea region in 2014 and its support for pro-Russian rebels in eastern Ukraine. The rising number of people illegally crossing the U.S. border into Manitoba has not escaped the notice of the Department of Homeland Security.Officials in the U.S. say that "informal" networks of family members and friends, rather than criminal profiteers, are helping refuge seekers get to the border."What we've seen hasn't fit the profile of hardened criminals or organized crime types," says Eric Kuhn, a U.S. border patrol officer in Pembina, N.D."It's more informal, almost charity-based, although some of them are charging a fair amount of money to get here … so there's some profit motive there."Marc Prokosch, an immigration lawyer in Bloomington, Minn., said he has heard about a network of drivers that take refuge seekers from Minneapolis to the border.He characterized it more as an underground railroad than a human smuggling route. Prokosch said several of his clients have disappeared, only to contact him weeks later from inside Canada.Kuhn said it's not illegal to drive someone to the border, but it can be "exploitative."-Getting to the border-People get to the border in a variety of ways. For example, some take a bus into Grand Forks, N.D., and hire a cab.One taxi driver told CBC News he gets requests "all the time" — often right at the Grand Forks bus depot — and has made several trips himself.He charges up to $200 US per person for the approximately one-hour ride."It's like an airplane seat," he explained.Others are driven in private vehicles from Minneapolis, which is about seven hours away.Once they get to the border, Kuhn said refuge seekers use one of three main routes to cross over by foot.Some use railroad tracks, while others hide in the treeline until they can get across, he said."They try to use the cover of darkness, they don't like to be seen," said Kuhn. New Westminster schools are one step closer to becoming sanctuaries for children of families with precarious immigration status, who fear enrolling their children in schools will risk their security.On Tuesday night, the education policy committee of the New Westminster Board of Education recommended approval of a sanctuary schools policy to go forward for a vote on Feb. 28. According to the British Columbia School Act, all school age residents can attend a school in their district. But, school board vice-chair, Mark Gifford says some families have held their children back from school for months or even years out of fear of losing their children or being forced out of the country."It's a scary experience for folks new to a country or who've been here for some time, and held off from engaging with big systems. They seem scary sometimes, and kind of involve too much risk for folks to approach," said Gifford.Precarious immigration status refers to less than full legal status, and can include refugee applicants, undocumented entrants, and temporary workers.-Two key principles-The proposed sanctuary policy focuses on two key principles: access to all, and access without fear.Access to all would ensure that all children who are residents of New Westminster are given equitable access to education, regardless of their immigrant status. Access without fear focuses on making schools safe zones, where all children and families can expect the school and its staff will protect students' personal information and not share it with any immigration authorities.The sanctuary policy is the result of a year of consultation with community stakeholders, like Sanctuary Health, a community group who seeks to ensure that all people have access to essential services regardless of immigration status."I'm really excited about this policy moving forward, and I think that this means that children and families who were previously afraid or worried that they weren't going to be able to access schools will know that the New Westminster school district stands behind them and is going to support them in being a part of the community and being a part of the school system," said Tasha Nijjar with Sanctuary Health.Gifford says that if the policy is approved the school board will adopt the changes in time for the 2017 school year.

(AP) — Residents of the New Mexico village of Tularosa have long said those living near the site of the world's first atomic bomb test in 1945 weren't told about the dangers or compensated for their resulting health problems.Since then, they say, descendants have been plagued with cancer and other illnesses while the federal government ignored their plight.More details will emerge on those concerns Friday, when a report is set to be released examining whether the blast damaged the genes of the people exposed to it.The Tularosa Basin Downwinders Consortium will unveil the health assessment involving residents of the historic Hispanic village and other New Mexico counties around the testing site.Some residents allege that the federal government neglected to include New Mexico in a law that compensated residents near another atomic test site because many of those near the Trinity Test were Hispanic.The government has not commented on those claims. Officials with the U.S. Justice Department's Civil Division, which oversees the compensation program, said Congress would have to amend the act to expand payouts to New Mexico residents.The study and report expected Friday were done after the consortium received a grant from the Santa Fe Community Foundation to hire an expert to evaluate health surveys of residents in Socorro, which is also close to the site, and four New Mexico counties.The Downwinders are lobbying for compensation and apologies from the U.S. government.The Trinity Test took place as part of the Manhattan Project, a top-secret World War II nuclear development program run out of the then-secret city of Los Alamos, New Mexico.Residents did not learn that the test had involved an atomic weapon until the U.S. dropped bombs on Hiroshima and Nagasaki and the war ended.Tina Cordova, co-founder of the Downwinders, said the group wants the Radiation Exposure Compensation Act amended so people near the Trinity Test site can finally be included.The law currently only covers areas in Nevada, Arizona and Utah that are downwind from a different test site.In 2015, U.S. Sen. Paris (AFP) - More than 50 years after France began conducting dozens of nuclear tests in the South Pacific, the French parliament on Thursday significantly eased the criteria for islanders who suffered health effects to be compensated.The upper house Senate is expected to follow suit next Tuesday, scrapping barriers to compensation that deemed most claimants to have been at "insignificant risk" of developing a radiation-induced illness.Around 150,000 civilian and military personnel took part in 210 nuclear tests carried out by France between 1960 and 1996 in the Pacific and the Sahara desert. United Nations (United States) (AFP) - UN Secretary-General Antonio Guterres plans to appoint former Palestinian prime minister Salam Fayyad as UN envoy to Libya, tasked with brokering talks on changes to a faltering political deal, diplomats said Thursday.Guterres informed the Security Council in a letter that he intends to appoint Fayyad to replace Martin Kobler of Germany, who has been Libya envoy since November 2015.Fayyad, 65, was prime minister of the Palestinian Authority from 2007 to 2013 and also served as finance minister twice.The appointment comes amid diplomatic negotiations over changes to a UN-brokered political deal that led to the formation of Prime Minister Fayez al-Sarraj's unity government.The Sarraj government was installed in Tripoli last year but has failed to assert control further east, where strongman General Khalifa Haftar holds sway.Kobler told the Security Council on Wednesday that talks on "possible amendments" to the political agreement were making progress.Negotiations have focused on Haftar's role in the government and the need to have a unified army.Sarraj's government is strongly backed by Western countries, while Haftar has been gaining support from Russia and Egypt after his forces drove jihadists from the second city of Benghazi.Guterres has given the council two days to raise objections to the appointment, but diplomats said they did not expect opposition to the choice of Fayyad.It was the first major appointment by Guterres of a special envoy to a conflict area since he became UN chief on January 1.

It could be a dry spring for much of Saskatchewan this year — with one notable exception.According to the Water Security Agency's preliminary outlook, much of Saskatchewan received less snow than normal this winter.In fact, many areas are completely devoid of snow after evaporation due to above-normal temperatures in January. The already-melted snowpack means any future snowfall will have a hard time soaking into the saturated ground.Meanwhile, the southeast corner of the province, including Estevan, is expected to receive either above-normal or well above-normal runoff. The area saw flash flooding last year.The agency noted that the snowpack could continue to grow for another six to 10 weeks. As well, since much of the province was soaked right before the ground froze, above-average amounts of snow and rain or a rapid spring melt could mean significantly higher runoff.Even below-normal runoff could make flooding issues worse in "closed basin" lakes like Little Manitou Lake and the Quill Lakes. Those lakes are already full, and have no natural outflow.The agency will release its official spring runoff forecast next month.

LONDON (AP) — Scientists may have figured out part of the reason why mosquitoes are drawn to people infected with malaria.Mosquitoes prefer biting people already sickened by malaria, apparently attracted by some kind of odor. Now, Swedish researchers say they've identified a substance pumped out by malaria parasites that triggers that smell, noticeable only to mosquitoes."This is a very interesting piece of the puzzle," said Alvaro Acosta Serrano, a parasite researcher at the Liverpool School of Tropical Medicine, who was not part of the new study.It might be possible one day to make synthetic versions of the mosquito-attracting fragrance to lure and then wipe out the insects, he said.In the bloodstream, malaria parasites release a specific substance, which somehow mixes with the infected person's blood cells to give off an aroma that seems particularly enticing to mosquitoes, the researchers at Stockholm University reported Thursday in the journal Science.Malaria kills about 429,000 people every year, mostly children in Africa, according to the World Health Organization. It spreads when a mosquito bites someone already infected, sucks up blood and parasites, and then bites another person.Key strategies against malaria include spraying insecticide, using bed nets covered with repellent to ward off the night-biting insects and trying to identify and treat the disease early. In 2015, the world's first malaria vaccine was licensed but it only works in about one-third of children and has yet to be recommended for use by WHO.For their study, the researchers carefully released hundreds of mosquitoes — one by one — into a Y-shaped tube that offered two choices: human blood mixed with the malaria substance or regular human blood. About 95 percent dove straight into the blood with the malaria substance."They all started eating very vigorously," said one of the researchers, Noushin Emami, who painstakingly recorded the mosquitoes' responses.Emami and her colleagues also found that the mosquitoes devoured more of the blood with the malaria substance, which should theoretically spread malaria faster.Others said that the discovery is intriguing but needs to be tested beyond the lab."It's really important to consider all the cues mosquitoes might respond to," said James Logan of the London School of Hygiene and Tropical Medicine who is also researching the behavior of malaria-spreading mosquitoes.He said insects feeding in the wild are also influenced by factors like temperature, moisture and heat. VANCOUVER — Some sex workers are choosing the industry because it can be more lucrative and rewarding than low-paying service industry jobs, says a recent study by a researcher at the University of Victoria.Prof. Cecilia Benoit, a scientist at the Centre for Addictions Research of B.C., said she's heard a variety of reasons why sex workers get into the business through past studies, reasons that not only contradict the public perception of being coerced or exploited but also questions the efficacy of prostitution laws that are based on the notion all sex workers are victims.Benoit decided to quantify and analyze the comments she had previously heard and began a study after receiving funds from the Canadian Institutes of Health Research.Her research team surveyed more than 200 female, male and transgender sex workers in six communities across Canada.While a third of sex workers who were surveyed entered the industry due to "critical life events," such as abuse or neglect, Benoit said it was more surprising to find that a quarter found the work appealing."They like working in this line of activity and they feel they are discovering themselves," Benoit said in an interview.A Vancouver sex worker said he got into the industry three years ago while he was a student in part to make money, but also to explore his sexuality and curiosity about the business. He asked that his name not be used because of fears of being stigmatized and harassed.Prior to his involvement in sex work, he identified as being gay, but came to realize he is transgendered.After discussions with his doctor about living with gender dysphoria, he said he decided that transitioning to a woman was not an option for him, at least in the near future.But he decided to remain involved in sex work, seeing mostly men but also women and couples."My life is unconventional due to the gender dysphoria, so it allows me to express certain needs that I have through work," he said.His situation is not uncommon. While research into male sex workers is limited, a study by the University of British Columbia published last year found that the exploration of sexual and gender identity was a theme among male sex workers, with more than 70 per cent of study participants identifying as a gender or sexual minority.The sex worker said he also found the work to be empowering."It gives me a boost in self-esteem and it makes me feel accomplished and happy because I'm providing a service," he said.Sex workers in Benoit's study reported similar benefits, including a Victoria-based woman who said she could support herself by naming her own price and working short hours."We all make choices within the limits in our lives," Benoit said.Her study surveyed sex workers between the ages of 19 and 61. Seventy per cent of them had a high school education.Employment options for most of them were in "low-prestige" jobs where they would work long hours for little pay or job security."People we were interviewing are weighing the pros and cons of different opportunities they have in front of them and I think the sex industry comes up looking OK for some of them compared to the other kinds of work they have available," Benoit said.Some were involved in sex work in addition to other jobs. The median income of those surveyed was slightly above the $32,020 for Canada's general population in 2013."Many of them are entrepreneurs, they're looking for the best they can do given their situation," she said.Benoit said recognizing the diverse and complex reasons why people get into sex work helps inform laws on prostitution."Blunt instruments" like the Criminal Code are not helping anyone, she said, especially if the prevailing attitude is that all sex workers are victims.She said for people who are in the industry out of desperation but want to get out, policies that increase social assistance or skills training would be more effective than criminalizing the industry.For those who choose sex work, Benoit said policies should approach it from an occupational health and safety standpoint.Public attitudes that perceive sex work as dirty and immoral also need to change, Benoit said."One of the real drivers of isolation and difficulties that sex workers face is the stigma," she said.Benoit plans to repeat the survey to determine whether Canada's new prostitution laws implemented in 2014 have affected the choices of sex workers.The study was published last month in the British journal Work, Employment and Society.—Follow @Givetash on Twitter.Linda Givetash, The Canadian Press.

The Roman Catholic Archdiocese of Moncton is reviewing 20 of its 53 parishes and some are certain to close, says Archbishop ValƩry Vienneau.The list of the churches at risk is not yet public. Vienneau says he will personally deliver the news to each parish over the next few months.The four English-language and 16 French-language churches will have a few months to present recovery plans before the archdiocese decides their fates.It's not likely all of them will close, but some will, confirmed Vienneau.-'Getting in touch with reality'-"This is an exercise of getting in touch with reality and then hopefully finding some direction," he said from his Moncton office."I think it's part of the normal process of a lot of dioceses at this point."Vienneau says both priests and parishioners are aging and many of the churches aren't sustainable, being short on people or money, or both.Vienneau will visit each of the churches in question in the next six months to deliver the news and offer support."Some people want me to be very rational and say some churches are closing tomorrow but that's not the way to do it. Because you're dealing with people, you're not just dealing with structures," he said."It's not like an enterprise, people have put their heart and soul in there so I want to respect that."-Parishioners waiting for news-Cail Bastarache is a parishioner at Holy Family Catholic Church in Moncton's west end and believes his parish is one of the four English churches on the chopping block."Our church, we've been talking about this for three years and we know that it's coming," he said. "I think it's the only decision [the Archdiocese of Moncton] can have because there are a lot of churches that are struggling."It's not the first time Bastarache and his wife have been through this adjustment. They had to relocate from their parish in Dieppe 10 years ago because it stopped offering English services."That was an emotional thing. We lost a lot of our friends, we had to go to Moncton," he said. "We may be going through it again. We're hoping beyond hope that isn't the case."-New uses considered for some-Just because a church is closed doesn't mean the archdiocese will be selling the land or building.In some cases the building will be given a new purpose within the Catholic community.But if unable to find a new, sustainable use for the buildings left behind by condensed parishes, then Vienneau says the archdiocese will have to demolish them for insurance purposes, or sell them."We don't have a choice," he said.Ultimately, Vienneau hopes his report and reviews are seen as positive."If we don't do it it would be a lack of responsibility on our part," he said. "Some parishes will find themselves in a situation they never thought."

VILNIUS (Reuters) - The Baltic states will press the United States and NATO to take additional security measures in the region ahead of a large Russian military exercise planned for September, Lithuania's president said on Thursday.NATO has already started to deploy four battle groups of about 1,000 soldiers each to the Baltic states and Poland, part of efforts agreed under previous U.S. president Barack Obama to deter Russia from interfering in the region.The three small Baltic republics and Poland have felt especially vulnerable since Moscow's annexation of Ukraine's Crimea region in 2014 and its support for pro-Russian rebels in eastern Ukraine. The rising number of people illegally crossing the U.S. border into Manitoba has not escaped the notice of the Department of Homeland Security.Officials in the U.S. say that "informal" networks of family members and friends, rather than criminal profiteers, are helping refuge seekers get to the border."What we've seen hasn't fit the profile of hardened criminals or organized crime types," says Eric Kuhn, a U.S. border patrol officer in Pembina, N.D."It's more informal, almost charity-based, although some of them are charging a fair amount of money to get here … so there's some profit motive there."Marc Prokosch, an immigration lawyer in Bloomington, Minn., said he has heard about a network of drivers that take refuge seekers from Minneapolis to the border.He characterized it more as an underground railroad than a human smuggling route. Prokosch said several of his clients have disappeared, only to contact him weeks later from inside Canada.Kuhn said it's not illegal to drive someone to the border, but it can be "exploitative."-Getting to the border-People get to the border in a variety of ways. For example, some take a bus into Grand Forks, N.D., and hire a cab.One taxi driver told CBC News he gets requests "all the time" — often right at the Grand Forks bus depot — and has made several trips himself.He charges up to $200 US per person for the approximately one-hour ride."It's like an airplane seat," he explained.Others are driven in private vehicles from Minneapolis, which is about seven hours away.Once they get to the border, Kuhn said refuge seekers use one of three main routes to cross over by foot.Some use railroad tracks, while others hide in the treeline until they can get across, he said."They try to use the cover of darkness, they don't like to be seen," said Kuhn. "They want to make their entry before anyone detects them."-Ease of access-Kuhn said the most popular route is a decommissioned border crossing at Noyes, Minn., and Emerson, Man., where people can use a state highway to drive right up to the barricade between the two countries, get out of the vehicle and walk over."This is one of the areas where they've found for it to be the best spot for them to cross," said Kuhn, while giving CBC a tour of the area recently."I think it's ease of access. We're on a maintained state highway, you're not dealing with gravel roads and township and prairie trails, you're still in town, you're not in the hinterlands, in the wilds and swamps."While approaching that area is very simple, refuge seekers run a high risk there of being intercepted by U.S. border patrol officers, he said.To the east, some asylum seekers cross on foot near a set of TransCanada natural gas pipeline pumping stations on either side of the border.The stretch of the border west between Noyes and Neche, N.D., involves a much longer trek over snowy farmers' fields.People are told by their drivers and others who have made the journey to walk towards a large cell phone tower and the windmill lights near Halbstadt, Man.They're less likely to be discovered by border officers, but Kuhn said they risk frostbite or worse if they can't get a cell signal to call 911 or are unable to flag down help quickly once they're on the Canadian side.That was the case of two Ghanaian men who lost fingers and toes to frostbite after crossing on Christmas Eve."The great danger you get into in our area of operations … is the less likely you are to have a cell signal," Kuhn said. "When you do get into trouble and try to call 911, it may not go anywhere."We'll move heaven and earth to save people regardless of their legal status ... but we can't help you if we don't know you're there."-'Don't do it, don't do it'-Since last spring, the Canada Border Services Agency says more than 400 people have snuck into the country along this stretch, compared to 68 in 2013.Refugee claimants are choosing to walk across the border instead of presenting themselves at ports of entry because the Safe Third Country Agreement between Canada and the U.S. means claimants must file for refugee status in the first safe country in which they arrive.Despite calls to suspend or withdraw from the Safe Third Country Agreement, Canadian Immigration Minister Ahmed Hussen has said repeatedly that U.S. President Donald Trump's executive order on immigrants and refugees does not affect the agreement, which will remain in place.While political uncertainty in the U.S. is creating fear among many of his clients, Prokosch cautions them against making the crossing, particularly in light of stories of refuge seekers nearly freezing to death in the process."I'm saying, don't do it, don't do it. Talk to your lawyer first. This is dangerous stuff. You've made it out of a dangerous situation, don't put yourself back into another dangerous situation."Prokosch said that while the U.S. political situation is tense, "there's always something we can try to keep someone in the United States."

"Guess what's different on this trip? Everywhere I go, Iraqis want to ask about the visa ban."Callimachi is in Mosul, ISIS' stronghold in Iraq that is slowly being liberated from the terrorist group.She said a resident of western Mosul, which is still under ISIS control, told her translator in a phone call that ISIS is also discussing the ban."The resident said ISIS has been openly celebrating the ban," Callimachi tweeted. ANKARA, Turkey — A Russian warplane "accidentally" hit a building on Thursday in northern Syria with Turkish soldiers inside, killing at least three troops and wounding 11, Turkey's military said.President Vladimir Putin promptly called his Turkish counterpart, Recep Tayyip Erdogan, to express regrets over the friendly fire incident. The Kremlin said Putin conveyed his condolences over the "tragic incident."The Russian airstrike took place in the morning, near the town of al-Bab, which Turkish troops and Turkey-backed Syrian opposition fighters are trying to capture from the Islamic State group. News of the deaths came as Turkey was holding funerals for five Turkish soldiers killed in an IS attack near al-Bab the day before. The Turkish military said Turkey and Russia were conducting a joint investigation into the incident.Meanwhile, in a reflection of how complex the Syrian theatre of war has become, Turkey-backed Syrian opposition fighters and Syrian government allied troops briefly clashed on the outskirts of an Islamic State-held town in northern Syria.It was the first such confrontation since the Turkey-backed offensive began in northern Syria last August. New Westminster schools are one step closer to becoming sanctuaries for children of families with precarious immigration status, who fear enrolling their children in schools will risk their security.On Tuesday night, the education policy committee of the New Westminster Board of Education recommended approval of a sanctuary schools policy to go forward for a vote on Feb. 28. According to the British Columbia School Act, all school age residents can attend a school in their district. But, school board vice-chair, Mark Gifford says some families have held their children back from school for months or even years out of fear of losing their children or being forced out of the country."It's a scary experience for folks new to a country or who've been here for some time, and held off from engaging with big systems. They seem scary sometimes, and kind of involve too much risk for folks to approach," said Gifford.Precarious immigration status refers to less than full legal status, and can include refugee applicants, undocumented entrants, and temporary workers.-Two key principles-The proposed sanctuary policy focuses on two key principles: access to all, and access without fear.Access to all would ensure that all children who are residents of New Westminster are given equitable access to education, regardless of their immigrant status. Access without fear focuses on making schools safe zones, where all children and families can expect the school and its staff will protect students' personal information and not share it with any immigration authorities.The sanctuary policy is the result of a year of consultation with community stakeholders, like Sanctuary Health, a community group who seeks to ensure that all people have access to essential services regardless of immigration status."I'm really excited about this policy moving forward, and I think that this means that children and families who were previously afraid or worried that they weren't going to be able to access schools will know that the New Westminster school district stands behind them and is going to support them in being a part of the community and being a part of the school system," said Tasha Nijjar with Sanctuary Health.Gifford says that if the policy is approved the school board will adopt the changes in time for the 2017 school year.

VITORIA, Brazil (Reuters) - More than 100 people have been reported killed in violence and looting during a six-day strike by police in the Brazilian state of Espirito Santo, with schools and businesses closed and public transportation frozen.The Army mobilized airborne troops and armoured vehicles on Thursday to reinforce the roughly 1,200 soldiers and federal police trying to contain the chaos in the coastal state north of Rio de Janeiro.Most of the violence was centred in the state capital Vitoria, a wealthy port city ringed by golden beaches and filled with mining and petroleum companies.Police in Espirito Santo are demanding a pay rise amid an economic downturn that has hammered public finances in Brazil, with many states struggling to ensure even basic health, education and security services.Soldiers patrolled abandoned streets in downtown Vitoria, stopping and frisking the occasional pedestrian against shuttered store fronts.State officials said they needed hundreds more federal troops and members of an elite federal police force to help establish order and make up for the absence of some 1,800 state police who normally patrol Vitoria's metropolitan area."The Army's involvement in Espirito Santo is temporary.
