SUDBURY, Ont. — A former MP, who is now Ontario's energy minister, allegedly "sought certain benefits" to run in a provincial byelection, a Crown lawyer prosecuting two Ontario Liberals on Election Act bribery charges said Monday.But while the two Liberals, including Ontario Premier Kathleen Wynne's former deputy chief of staff, face bribery counts under the act, Energy Minister Glenn Thibeault does not."The section makes it an offence to offer, not necessarily to receive (a bribe)," said federal prosecutor Vern Brewer.The charges against Pat Sorbara and Liberal operative Gerry Lougheed stem from allegations the pair offered a would-be candidate a job or appointment to get him to step aside in a 2015 byelection in Sudbury, Ont., for the premier's preferred candidate.That preferred candidate was Thibeault, who was then a New Democrat MP for Sudbury, and he ultimately won that byelection for the provincial Liberals.One of the charges against Sorbara is over an allegation she promised to get Thibeault "an office or employment" to induce him to become a candidate.After Sorbara and Lougheed's first court appearance Monday, Brewer expanded on the allegation as it relates to Thibeault."The allegation in respect to that count relates to our allegation that Mr. Thibeault sought certain benefits, offers or job or employment as part of his conditions to run as (an) MPP," he said.The opposition parties called for Thibeault to step aside after it was revealed that one of Sorbara's charges related to an offer allegedly made to him. Thibeault has refused, since he isn't under investigation and faces no charges.Thibeault has said the premier did not offer him a cabinet position in exchange for running, nor did Sorbara make him any offers. A spokesman said Monday that Thibeault had nothing to add to his previous statements.Sorbara has said she believes the charges against her will not succeed and she is "shocked" by any suggestion she has done something wrong. HALIFAX — Ottawa and Nova Scotia announced an agreement in principle Monday that would allow the province to use coal-fired electrical plants beyond the new federal deadline to phase them out by 2030.The concession is part of negotiations toward a new equivalency agreement that recognizes the work Nova Scotia has already done on greenhouse gas reductions. The province has already met Canada's target of a 30 per cent reduction in emissions from 2005 by 2030.Nova Scotia Premier Stephen McNeil also announced during a joint news conference with federal Environment Minister Catherine McKenna in Halifax that his province would also adopt a cap and trade system for industry, with the details to be worked out by 2018.The province opted for cap and trade after McNeil had made it clear that he wanted no part of a proposed carbon tax, saying it would be too expensive for his province's mainly rural economy."They (Ottawa) recognized over successive governments that we had a unique situation here in Nova Scotia," said McNeil. "We are already at the 2030 target today . . . and it doesn't mean we want to stop and we will not stop."McKenna touted the agreement with Nova Scotia as proof the federal government is serious about moving ahead on climate change, but in a way that accommodates the concerns of the provinces and territories."Nova Scotia's multi-pronged approach builds on the province's existing actions and ensures that Nova Scotia will remain a leader in contributing to Canada's international target under the Paris Agreement," McKenna said.Under the current equivalency agreement, the province must reduce greenhouse gases by 25 per cent by 2020, and 55 per cent by 2030.Once it is finalized, the new agreement will allow Nova Scotia to find the reductions that would have been realized through reducing coal in other areas of the electricity sector. That will mean reducing 4.5 megatonnes of CO2 emissions after 2030.The province has previously projected that coal would continue to play some part in its energy mix until 2042, although officials said there was no timetable yet for plant closures under the new agreement.McNeil maintains that allowing Nova Scotia to use coal for a longer period than the 2030 deadline will lower costs for energy consumers."This allows us to transition so there's not a sticker shock on emission reduction in Nova Scotia when it comes to forcing us to build a natural gas generation plant or some other form of generation before we can transition into renewable energy," he said. "The plan in place will have Nova Scotia off coal."Officials said Nova Scotia would create its own cap-and-trade system for polluters outside the electricity sector, but were unable to say what the economic impact of the move would be. They said a cap would be established with emitters.Nova Scotia's dual announcements were welcomed by Stephen Thomas, the energy campaign coordinator for the Halifax-based Ecology Action Centre, although he said the yet-to-come details will be key in assessing their effectiveness."On the coal side I don't see that there is any announcement of increased ambition, so I'm waiting for those numbers," said Thomas.Coal power in Alberta, Saskatchewan, New Brunswick and Nova Scotia accounts for 10 per cent of Canada's total greenhouse gas emissions.McKenna said she would continue to work with the other Atlantic provinces, including New Brunswick, to address their concerns."Look, we are always looking for practical solutions, so in terms of coal there are different solutions for different provinces," she said. TORONTO — Canada's broadcast regulator renewed the licences of most TV service providers for one year, rather than the usual seven-year term, as it keeps a close eye on whether their basic cable offerings are keeping customers' interests and wallets in mind."We have the one-year licence renewal to have a watchful eye on the deployment of this next phase of the Let's Talk TV policy," said Scott Hutton, the CRTC's executive director of broadcasting.The Canadian Radio-television and Telecommunications Commission's so-called skinny basic TV policy goes into full effect on Dec. 1.Since March 1, TV service providers have had to offer customers basic cable packages at no more than $25 monthly, and allow them to add on extra channels individually or through pre-packaged bundles of up to 10 channels. Starting in December, companies must offer both individual and small packages of channels to customers.The changes came after the CRTC asked Canadians how their TV services could be improved.As the companies implemented the first phase, the CRTC noted that some employed practices that weren't in line with the spirit of the policy, which in part was intended to give Canadians more choice and more affordable options.The regulator released a set of best practices Monday "to ensure that there's some course correction," Hutton said.The CRTC said companies should give customers information on the soon-to-be available choices, offer online tools that will allow subscribers to add or remove channels easily and provide different options for obtaining a set-top box, among other things.The regulator will evaluate how well the TV service providers adhere to these practices, as well as other compliance issues, when their licences are set to expire next year.If they fail to satisfy the CRTC, Hutton said the regulator has a variety of tools at its disposal to escalate the situation, including imposing further conditions on a company's licence or not renewing it.Companies with licences up for renewal this year that received a one-year approval included Rogers (TSX:TCI.B), Telus (TSX:T), Shaw (TSX:SJR.B), MTS (TSX:MBT), Sasktel and Videotron (TSX:QBR.B).Hutton said additional licences will come up for renewal over the next three years and could receive the same treatment.The CRTC has the discretion to issue licences for periods up to seven years, he said. BUDAPEST, Today, 09:26-Just after the United States voted Donald Trump in as its president elect, I had lunch and a somber conversation with a successful businesswoman friend of mine.She insisted on paying the bill.Signing the credit card slip in a downtown Budapest restaurant, she remarked: “I know you are not a male chauvinist, but today I cannot allow having even the faintest doubt that women matter, or that we cannot pay our bills.”Our waitress grinned her approval, I sat in disbelief.It suddenly struck me that the world’s biggest democracy has just endorsed gender inequality, a form of discrimination that progressives like me had recently considered dying out in the developed world.Having observed European politics for years, I know extreme right candidates—often people like Trump, openly ridicule and demonise the very population's progressives have tried to empower, are here to stay.But what frightens me most is that the mainstream parties and media have endorsed and given platforms to these extremist views in a short-sighted grab for votes and clicks.By failing to embed respect for rights deeper into our societies, progressives have done great damage to the principles that hold up democracies.-Inequality feeds extremism-All of this can be backed up by the numbers, including the climate that has made democracies across the world ripe for rising extremism.In 2015, 10 percent of the richest countries in the Organisation for Economic Co-operation and Development (OECD) had incomes that were 10 times higher than the poorest 10 percent.In 1980, the same ratio stood at seven times. Accumulated wealth, including stocks, assets and liquidities, are even more concentrated at the top.This gap is shocking.It is also persistent, growing in both good times and bad, driven by a surge in incomes for high earners and much slower income growth – and even declines during economic downturns – for low earners.It’s true that in the early days of capitalism and before democracy took root, income inequality was even greater than it is today - often it was either enforced by brutal means or deemed to have been prescribed by God.But today people know much more about the elites in their country than they ever did before.In part, because of improving mechanisms for accountability, in part, because of large-scale leaks of confidential documents by organisations like WikiLeaks, we are living in a time of unprecedented transparency about the work of governments around the world.-Unfairness at the heart of populism-If people feel that government exists only to benefit the elites, they rightly recognise that as injustice.When that sense of injustice is coupled with staggering inequality, they revolt.Mainstream parties failed to do something about this simple yet profound phenomenon, thinking instead that they could continue to muddle through.By failing to respond to the needs of significant portions of their populations, they have left people little choice but to turn to extremist groups who tailored their message accordingly.Earlier this year, 200,000 Austrians of Serbian descent voted for radical right candidate Norbert Hofer in the second round Austrian elections, to be repeated in December because of problems with voting envelopes.The main reason for their votes: Hofer promised to protect all Christians, Orthodox and Catholic alike, from the Muslim “invasion.”Only a couple of years ago, the Austrian radical right saw those of Serbian decent as less-than and devoted considerable energy to attacking them.But we live in times of unholy, shifting alliances.A new concept of multi-cultural society is emerging, and the radical right is shaping it, pitting one minority against another.Austrian-Serbs against Austrian-Turks. Pakistani and Indian communities in Britain turning against Polish immigrants in the Brexit campaign.Perhaps this is to be expected from the radical parties.-Politicians look to populism to solve political woes-What we shouldn’t expect is the reaction of mainstream parties in those countries and others, who – rather than promoting policies that affirm their values – immediately adopted the anti-immigrant rhetoric of their opponents.We can see this unfolding in Britain where Theresa May, now the country’s prime minister, said earlier this year that the UK should leave the European Convention on Human Rights.This would be an astonishing regression, and the idea is not new, as it follows one proposed by then Conservative party leader David Cameron prior to the 2010 general election to replace the Human Rights Act with a “British Bill of Rights,” which would be set forth by the UK parliament.The ability to alter what constitutes a "right" would thus ultimately rest with the parliament of the day.It’s easy to see how British citizens might be granted more rights than non-nationals, immigrants, or asylum seekers.These are not remote possibilities: to suit the rhetoric of the Brexit referendum, toughness on terrorists and hate preachers was recast as toughness on dangerous “foreign nationals”.In France, president Francois Hollande proposed stripping citizenship from dual-nationals convicted of terrorism.In the United States, Trump has suggested that the United States do away with birthright citizenship.-Trump makes good TV-The media, lauded as a pillar of any democracy, has also played a role in allowing extremism to take hold.Left to the markets, TV stations have been subject to perverse incentives: the more they broadcast Trump, the more viewers tuned in, bringing higher profits.Driven in part by interest in the 2016 presidential campaign, increased at all cable news channels.The combined revenues of Fox News, CNN, and MSNBC) were projected to increase by 10 percent in 2015, to a total of $4 billion, according to a Pew Research Center analysis of SNL Kagan data.In order words, Trump sells. But at what cost? The traditional media funding model remains in place to the detriment of our democracies.We need to do something about perverse incentives that allowed Trump to dominate the airwaves.In Europe, there are many examples of serious and responsible state or private media.Other countries, took on a more hands-on role. Greece all but prohibited the right-wing party Golden Dawn on any stations that the party didn’t own.The world has shifted in a clear departure from the values underpinning US and European democracies.But now is not the time to bemoan our circumstances.Instead, we must begin anew in the struggle to strengthen those values in our communities and in our daily lives.For mainstream political parties, that will mean listening instead of talking for a change.Today is as good as any day to start.Goran Buldioski directs the Open Society Foundations work in Europe-

KHIDIR ILYAS, Iraq (Reuters) - The history pages of Iraq's Christian community lie in charred fragments on the floor of a fourth-century monastery near Mosul which Islamic State militants ransacked during a two-year occupation that ended over the weekend.The jihadists at the Mar Behnam monastery burned a collection of books about Christian theology, scraped off inscriptions written in Syriac - the language used by Jesus - and demolished sculptures of the Virgin Mary and the monastery's patron saint.They removed the site's crosses and tried to erase any mention of Behnam, the son of an Assyrian king who, according to popular legend, built the monastery as penance for killing both his children after they converted to Christianity."Their fundamental goal was to destroy Christian history and civilization in the Nineveh plains," Duraid Elias, commander of the Babylon Brigades, a Christian militia that helped retake the site, told Reuters during a visit on Monday.The Nineveh plains, a sprawling region north and east of Mosul, are a mosaic of ethnic and religious communities with roots dating back to ancient Mesopotamia.The Sunni Muslim hardliners of Islamic State have targeted the adherents and religious sites of those minority groups across the area, which it seized in 2014 during a blitz across Iraq and neighboring Syria.At the time, the group issued an ultimatum to Christians: pay a tax, convert to Islam, or die by the sword. Most fled toward the autonomous Kurdish region, including a few dozen monks who left Mar Behnam with only the clothes on their backs.As a 100,000-strong alliance of Iraqi forces now attempts to oust Islamic State from the city of Mosul, the scale of destruction in nearby Christian areas is gradually being documented.The jihadists had converted Mar Behnam, Iraq's largest monastery, into a headquarters for the Hisba -- morality police, which enforced strict rules against such things as smoking, men shaving their beards and women baring their faces in public, according to Elias.A sitting room had been turned into a medical clinic, and the monks' bedrooms were used to hold transgressors. A remote corner of the complex was filled with dozens of satellite dishes the commander said had been confiscated from residents nearby.Islamic State graffiti covers the monastery's walls, including the group's motto: "Remaining and expanding". Another scrawl includes the date Dec. 24, 2014 - one of two Christmases the jihadists spent in control of the site.Five weeks into Iraq's long-awaited offensive to retake Mosul, which itself once had a sizeable Christian population, the city is nearly surrounded, but government forces have established only a small foothold in a few eastern districts.Fighting has laid waste to entire towns and villages, while Islamic State booby-traps, including in and around the monastery, mean it could be months or even years before some residents can return home.-EYE FOR AN EYE-The Baghdad-backed Babylon Brigades are the type of force that Iraq's Western allies have pushed to participate in the Mosul campaign in an attempt to secure local support for the expected rollback of Islamic State.The Christian fighters at Mar Behnam monastery on Monday wore an assortment of military uniforms, carried large wooden crosses in their pickup trucks and flew banners including, incongruously, flags used by Iraq's powerful Shi'ite Muslim militias.Many of the gunmen sported black headbands declaring devotion to Jesus or the Virgin Mary, and one had affixed a religious icon to his bulletproof vest, next to a hand grenade and two single bullets.Elias, the commander, said his unit had fought alongside the Iraqi army to retake the monastery and the village of Khidir Ilyas where it is located. But the regular troops had since departed, leaving his men in apparent control of the area.After showing Reuters around the site as gunfire rang out in the distance, he welcomed six new volunteers into the Babylon Brigades, issuing them with uniforms and weapons in exchange for a simple vow to protect the area.His men, part of a dwindling population of Arab Christians across the Middle East, are driven by a desire to keep their community alive after Islamic State threatened to destroy it for good."We are proving to the world that Christians are not weak. They were found late Sunday near the town of Tixtla.The area has been the scene of brutal drug cartel slayings, often as part of turf battles between the Ardillos and the Rojos gangsThe grisly discovery came just hours after the dismembered bodies of three other men were found in five plastic bags on a roadside near the town of Teloloapan, in another part of Guerrero state.Alvarez said the three men had been reported kidnapped on Nov. 4 from a town near Teloloapan — an area known for opium poppy production that has been the scene of drug gang conflict.Also Sunday, two other bodies were found near the Pacific coast port city of Acapulco. One belonged to an off-duty member of the navy.It was not the first time that military personnel had been targeted in Acapulco.In late October, two off-duty military men in civilian clothing were abducted from a market, and their bodies were found later in the city.The military has been part of a stepped-up law-enforcement campaign in Acapulco, the once-glamorous resort that has been the scene of lengthy drug gang violence. BERLIN (AP) — A woman was seriously injured when she was dragged through the streets of a northern German town behind a car with a cord tied around her neck. Her ex-partner later turned himself in to authorities, prosecutors said Monday.Police in Hameln said they were treating Sunday evening's incident as an attempted killing. The 28-year-old local woman had a cord tied around her neck, which was attached to the car's trailer hitch, they said.The car drove through several streets, dragging the woman behind it. Police say the woman was found lying on a sidewalk with grave injuries.At around the same time, a 38-year-old man from nearby Bad Muender went to a police station and said he was the perpetrator. He was arrested.The man was the victim's ex-partner, Hannover prosecutors' spokesman Thomas Klinge said. However, there was no immediate information on a possible motive.Both the suspect and victim are German citizens of Kurdish origin, police spokesman Jens Petersen said, according to news agency dpa.The victim underwent an emergency operation on Sunday evening and was then flown to a specialist clinic.Police said they couldn't confirm reports on social media that there had also been a shooting. They called for witnesses to come forward, particularly anyone who might have seen how the victim was uncoupled from the car.

African nations fail to block UN's first-ever LGBT expert-[AFP]-November 21, 2016

United Nations (United States) (AFP) - A bid by African countries to delay the appointment of the first-ever UN expert tasked with investigating LGBT rights abuses worldwide was defeated on Monday.A draft resolution demanding talks on the legality of the new expert's mandate had been put forward by the African group of countries in the General Assembly's human rights committee.The measure however was gutted of its key demand when a group of Latin American countries presented an amendment deleting the request to delay the appointment.The amendment was adopted by a vote of 84 to 77, with 17 abstentions.South Africa broke ranks and voted in favor of the amendment, while European countries, the United States, Canada and South American countries also voted to maintain the expert in his post.Somalia and Rwanda abstained. China, Russia, Iran and Saudi Arabia were among the countries that supported the African bid to suspend the appointment.The new amended draft resolution -- without the suspension of the LGBT rights expert -- was adopted by a vote of 94 to 3, with 80 abstentions.The UN Human Rights Council in September appointed international law professor Vitit Muntarbhorn of Thailand to investigate abuses against lesbian, gay, bisexual and transgender (LGBT) people worldwide.That appointment was agreed following a stormy debate that also saw several African states vote against the decision.Muntarbhorn, who began his new mandate this month, has been appointed for three years.He will carry out country visits, raise allegations of LGBT rights violations with governments and work to protect rights defenders.- Challenging the legal basis -At the General Assembly, the African bid was led by Botswana, which argued that sexual orientation and gender identity were not defined under international human rights law."The African group is wondering which international legal instrument defines the concept of sexual orientation and gender identity," said Botswana's UN ambassador Charles Ntwaagae."These notions are not enshrined in any international human rights instrument," he said."The African group is of the view that the mandate of the independent expert lacks the necessary specificity to be carried out fairly."A total of 73 countries -- almost 40 percent of all 193 UN members -- still have laws on their books making homosexuality a crime.In Africa alone, 33 countries have anti-gay laws including Uganda, Nigeria, Sudan and Mauritania.The measure is now expected to go to the General Assembly for a vote, but it is unlikely that the bid to block the LGBT expert will be revived.Nearly 800 human rights organizations and civil society groups had urged UN member-states in a joint letter not to overturn Muntarbhorn's appointment.The outcome of the vote "affirms that the right to be protected from violence and discrimination applies equally to LGBT people," said Boris Dittrich, LGBT rights advocacy director at Human Rights Watch."It also respects the integrity of the Human Rights Council, as the UN's top human rights body, to ensure that mechanisms are in place to protect rights not just in theory, but in practice."

Budapest (AFP) - Hungarian prisoners have finished building the first part of a second anti-migrant fence on Hungary's southern border with Serbia, state television reported on Monday.Prime Minister Viktor Orban announced the plans for a second fence line in August to reinforce the existing barrier erected last year along the 175-kilometre-long (110-mile-long) border.The risk that the European Union's deal earlier this year with Turkey to stem the flow of migrants might not last means Hungary needs to strengthen its border defences, Orban said.Orban has emerged as the standard-bearer of those opposed to German Chancellor Angela Merkel's "open-door" policy, in the wake of Europe's worst migration crisis since World War II.Dubbed a "smart fence" by local media due to its high-tech features, construction by prisoners of the three-metre-high (10-feet) and 10.3-kilometre-long (6.4 mile-long) barrier began a month ago.The new fence is equipped with heat and movement sensors, as well as night cameras installed at regular intervals, according to media reports.When fully built it is expected to cut the numbers of troops and police officers required to patrol the border, said the M1 pubic television news channel.The government will decide later on when the rest of the fence line will be built, said the channel.In 2015 over 400,000 migrants trekked through Hungary, a border of the EU's passport-free Schengen zone, toward northern Europe.After the first fence line was completed in September last year, and another one along the Croatian border a month later, the number of migrants entering Hungary slowed to a trickle.

There have been corruption allegations, coups — even a suicide and an assassination.Now, South Korean prosecutors say they believe current President Park Geun-hye, facing historic levels of unpopularity as she approaches her last year in office, conspired in the criminal activities of a confidante who allegedly exploited her presidential ties to force businesses to donate money to two foundations she controlled.Here's a look at the troubles faced by South Korean presidents over the years:___SYNGMAN RHEE (1948-1960)-A U.S.-educated Christian leader who campaigned for Korean liberation from Japanese colonial rule, Rhee became South Korea's founding president in 1948, with help from Washington.Rhee staged vigorous campaigns to fight communism but later turned authoritarian and, critics say, resorted to corruption and nepotism to cling to power. It’s a cult of abominations, it is obvious. It’s an abomination,” he said. “The Torah says it is punishable by death. It is in the first rank of severe offenses… They say ‘leaning,’ ‘perversion’ – this is nonsense. There is lust, and a person can overcome it if they want to, like all lusts. This is among the most forbidden lusts, the most severe. ”Amar said he declined to attend a memorial service for a teenage girl stabbed to death by an ultra-Orthodox zealot during last year’s Gay Pride parade in Jerusalem, after her family declined to read aloud his condemnation of homosexuality.“When Shira Banki was killed, they commemorated the thirtieth day of her death. They asked me to attend, and I would not. Three people in the central city of Beit Shemesh were detained over separate violent assaults to protest the drafting of ultra-Orthodox conscripts into the IDF, police said Sunday.An ultra-Orthodox teen, 14, was arrested for attacking a soldier, as were two men alleged to have hurled stones during a violent protest against the draft, injuring a police officer.Both incidents occurred earlier this month and the arrests took place in the overnight hours between Saturday night and Sunday morning.As cops moved in to make the arrests they also prepared to counter any attempts by local protesters to hinder the operation, police said in a statement. The arrests came after “a complicated and determined investigation” that included an undercover operation “to gather precise information and evidence,” police said.The suspects were taken in for questioning and are expected to be arraigned in Jerusalem Magistrate’s Court and kept in custody.Many in the ultra-Orthodox community shun the mandatory military service that applies to most Israelis, and the community has historically enjoyed blanket exemptions in favor of religious seminary studies.Reforms passed in the Knesset in 2014 — later rolled back in 2015 — sought to do away with the exemptions and gradually increase ultra-Orthodox recruitment.Although many Haredi men have joined the IDF, their service is often reviled by other members of the community, leading to incidents of assault on ultra-Orthodox soldiers.“Police will not hesitate to continue to take a firm hand against anyone who attacks those in uniform anywhere, and will act to take criminal proceedings against them and bring them to justice,” police spokeswoman Luba Samri said in the statement. “Police are working hard to deal with the trend, by gathering intelligence information against perpetrators of the attacks and incitement against those in uniform, in order to preemptively identify and, as much as possible, prevent offenses being committed.”According to police, on November 11 an ultra-Orthodox IDF soldier walking in Beit Shemesh was set up on by a crowd of Haredi protesters. During the assault another IDF soldier, a serving ultra-Orthodox officer who was on leave from the army, was driving past with his family and stopped to help.He left the vehicle and went to extract the other soldier but the crowd then attacked him and his vehicle instead, throwing stones at the car and preventing him from driving away.Police did not report any injuries in the incident but opened an investigation.A week earlier earlier, during a protest against the arrest of an ultra-Orthodox draft-dodger, dozens of Haredi men blocked roads and threw stones, injuring a policeman in Beit Shemesh. BALATA REFUGEE CAMP, West Bank (AP) — Hatem Abu Riziq used to prowl the narrow alleyways of the West Bank’s largest refugee camp battling the Israeli army. But these days he is turning his gun’s barrel toward the Palestinian leadership.With the long-ruling Palestinian Fatah faction torn by rivalries, fierce shootouts between Palestinian security forces and Fatah-aligned gunmen have erupted in recent months, plunging the Balata camp into unrest and lawlessness.The violence, much of it directed at a Fatah leadership seen as corrupt and out of touch, comes as the movement prepares to hold an overdue leadership conference at the end of the month and reflects a combustible power struggle between the faction’s aging leader, Palestinian Authority President Mahmoud Abbas, and exiled rival Mohammed Dahlan, a former top aide who has the backing of some gunmen and disaffected Fatah activists.“I no longer want to fight Israel. I’m not willing to die for these officials who are only taking care of their families and letting us suffer,” said Abu Riziq, 30, who spent nearly seven years in an Israeli prison for assisting in a suicide bombing.The violence has left about a dozen people dead this year. Observers warn it could spiral out of control the longer that Fatah remains divided.Abbas, 82, is pushing for leadership elections in his Fatah movement and the Palestine Liberation Organization, an umbrella movement dominated by Fatah, before the end of the year, as part of what officials say is largely an elaborate attempt to cement his power and block Dahlan’s return.Abbas has no plans to step down or designate a successor, despite a recent health scare in which doctors ordered an unscheduled heart exam prompted by complaints of fatigue. Those elected to top Fatah and PLO posts could form a pool of potential successors, though none would likely challenge Abbas as long as he is in office.The last Fatah convention was held in 2009, and one should have taken place in 2014. Abbas repeatedly delayed it, both because Dahlan still enjoyed strong support and because the Palestinian leader had no great interest in making changes. Since then, many Dahlan followers have been purged from Fatah.Abbas’ fierce opposition to Dahlan’s return is both personal and political.The two men, who had been close for years, fell out after Dahlan made thinly veiled corruption allegations against Abbas’ two businessman sons, Yasser and Tarek, in 2010. A Palestinian court has since convicted Dahlan in absentia on corruption charges, and he would face arrest if he attempted to return to the West Bank without Abbas’ blessing. He now lives in exile in Abu Dhabi.Fatah leadership elections are tentatively set for November 29, to be followed a month later by a vote for the PLO’s main decision-making body, the Executive Committee.While the internal elections are being held to revive the flagging appeal of Fatah and the PLO, organizations seen as stale and ossified, the upcoming convention is whipping up the tensions that have sparked waves of internecine violence around the West Bank. Clashes have spread to Jenin, another city in the northern West Bank, and to the Amari refugee camp near Ramallah.“The fighting in the streets is a sign of the fighting within the movement, and it’s a small scenario of what will happen if the succession battle takes place,” said Jihad Harb, a Palestinian analyst.The clashes have also been fueled by the tough economic situation in the West Bank, where the cash-strapped Palestinian Authority, the area’s largest employer, can no longer dole out jobs to its supporters the way it used to.Each side is believed to be pumping funds to supporters, among them armed men, in a bid to buy loyalty. Palestinian officials have accused Dahlan, who receives financial support from the United Arab Emirates, of purposely fomenting chaos to pressure Abbas.Palestinian police say their incursions into Balata, a teeming slum of 20,000 people crammed into just one square kilometer (less than half a square mile), are an attempt to arrest 10 gunmen wanted for a number of crimes, including murder.Gunmen like Abu Riziq have defended their turf, and the resulting clashes have struck fear in the camp’s residents. On Wednesday, a gun-battle between Palestinian police and gunmen in the nearby city of Nablus killed a 39-year-old woman caught in the crossfire.Akram Rajoub, the governor of Nablus, said the raids are meant to arrest criminals whom the gunmen are protecting. He said the gunmen are fighting the police “in an attempt to weaken the Palestinian Authority,” adding that “they are being provided with expensive guns and ammunition to fight us.”He did not provide evidence or say where the guns have come from, but residents agree outside forces are involved because of the steep price of the weapons.The Palestinian Authority has struggled to disarm militants since the end of the second Palestinian uprising in 2005, and some parts of the West Bank are still flush with weapons.Israel has been cracking down on weapons in Palestinian hands, shuttering gun-producing factories and seizing caches, but illicit trade continues nonetheless. Military-grade M16s, bought from the Israeli underworld or produced in makeshift Palestinian factories, are the weapon of choice, but gunmen also use handguns and more crude arms based on the Swedish “Carl Gustav” sub-machine gun.The gunmen deny Dahlan is providing the money for their weapons. They described gun buying and selling as a legitimate occupation for men who “are jobless and need to make a living.” But with the Israeli crackdown driving up prices, it remains unclear how these men can afford M16s that cost upward of $15,000 apiece.Dozens of M16 guns were displayed in a recent parade in the camp to mark the death of Fatah’s founder, the late Palestinian leader Yasser Arafat. Abu Riziq delivered a speech during the event, surrounded by men armed with M16s, as he criticized the Palestinian Authority for the raids into the camp.Abu Riziq and other gunmen are digging in their heels, vowing not to lay down their arms so long as Abbas remains in power.“We will never vote for Abbas again,” said Abu Riziq. “If he remains, we will remain suffering.”

On November 29, in the muqata’a in Ramallah, 1,400 members of Fatah will hold the organization’s Seventh General Congress in the recently opened Ahmad Shukeiri Conference Hall, which is named for the Palestine Liberation Organization’s first chairman. On the third day of the conference, they will elect Fatah’s leadership, the Central Committee, which — it seems likely — will, at some subsequent stage, decide who Mahmoud Abbas’s successor will be.This is not as it should be. According to Palestinian law, if the president is unable to continue in the position, the speaker of the Palestinian Legislative Council, the parliament, is supposed to stand in for him, at least until general elections are held. But the Palestinian Legislative Council has not met since 2007, and its speaker happens to be Sheikh Aziz Duwaik — a high-ranking member of Hamas. No one in Fatah plans to allow Duwaik to serve as president, not even temporarily.It is therefore quite likely that President Abbas’s “temporary” replacement, who could become permanent, will be chosen by the PLO’s Executive Committee, the organization’s leadership. That PLO’s Executive Committee, in turn, is composed mainly of Fatah delegates. Hence the significance of the Fatah Central Committee elections: These Palestinian leaders will choose a candidate for the PLO leadership — and, for all practical purposes, for the presidency of the Palestinian Authority as well.At this month’s congress, 18 Fatah Central Committee will be chosen. Soon afterwards, they themselves will choose four additional Fatah members to join the committee. Abbas himself, chairman of Fatah and chairman of the PLO, will also join, making a total of 23 members. They will elect a secretary-general of the Central Committee, who will be considered the acting chairman of Fatah. Whoever is chosen for this position will naturally become one of the leading candidates to be appointed Fatah’s chairman after Abbas’s departure, and to succeed him as rais.Who, then, is likely to win the coveted post of secretary-general of the Fatah Central Committee? Who will be the members of that committee? It’s far from clear. Quite a few names are being mentioned, none of them surprising.One thing we can say for certain is who will not be at the general conference or serve on the Central Committee: Abbas’s great rival, Mohammad Dahlan.Indeed, one of the unstated goals of the upcoming conference is to keep Dahlan’s associates out — and it seems that Abbas has so far succeeded in doing so. He recently threw dozens of Dahlan’s supporters out of Fatah and told Egypt that he was not willing to postpone the conference — acts that have led to a severe increase in tension between Cairo and Ramallah.The bottom line: Dahlan’s camp, and Dahlan himself, will be kept out of the assembly and out of the circle of Fatah’s decision-makers.Dahlan, whom Abbas expelled from the Palestinian territories in early 2011, is considering how to respond. At one point, his supporters in Gaza threatened to hold their own conference in the Strip to parallel the general conference in Ramallah. But now Dahlan’s associates are quietly indicating that they are looking into the option of establishing a whole new movement. Refusing to call it a split within Fatah, they are talking of calling themselves the “original Fatah.”If this threat should be carried out, it could constitute a historic split within Fatah. Dahlan would try to recruit prominent Fatah activists from all over the West Bank who are on his side, such as Jamal Tirawi and Jihad Tummaleh. He would also likely present it as a temporary movement, to operate until Abbas is removed from power.But this would be a high-risk strategy for Dahlan. If Fatah’s next leader should turn out to be an ally of Abbas or a long-time rival of Dahlan’s, such as Jibril Rajoub, he could be sentencing himself to long-term exile.-The soccer chief-Jibril Rajoub, meantime, has emerged as a prominent contender in the elections for the Central Committee, and also for the position of secretary-general. The Palestinian Football Association Chairman, Rajoub has used the sport to build himself up politically in recent years, acquiring many fans among Fatah’s members. The largest number of delegates to the Ramallah conference will be coming from the Hebron sector, Rajoub’s home court. (He was born in Hebron-area Dura.)-Ex-security chief Rajoub has also allied himself with other figures who are considered highly influential in Fatah’s upper ranks, such as Mahmoud Aloul, Hussein al-Sheikh, and, some say, Palestinian intelligence chief Majid Faraj. While Faraj is not running for a seat on the Central Committee, he may still be brought on board by the Central Committee’s elected members as one of the four appointees. Former top PLO negotiator Saeb Erekat may also be appointed to one of those four positions due to his closeness to Abbas.Another important camp in these elections is that of Marwan Barghouti, the would-be Abbas successor who is serving five life-terms in Israeli jail for orchestrating Second Intifada murders.Two of his close associates, Qadura Fares and Ahmed Ghanem, are seeking seats on the Fatah Central Committee.But the most important camp is that of Abbas himself. While it is not yet fully clear who he wants to bring into the Central Committee, several of his “recommended ones” will likely be elected, as happened at the previous congress in 2009. Erekat and Faraj are worth watching in this regard.Several more independent figures, such as Yasser Arafat’s nephew Nasser el-Qidwa, Mohammad Shtayyeh, and Tawfik Tirawi, are also seeking Central Committee seats.Elections for the second most important Fatah body, the Revolutionary Council, will also be held at this congress. Quite a few unknowns are running, as are journalists (how could they not?). Among them are Amira Hanania, a well-known presenter on Palestinian television, and Nasser Abu Baker, a reporter for Radio Falastin. Abu Baker, who used to maintain close ties with his Israeli colleagues, has boycotted Israeli journalists since he began nurturing his political career.There will also be a rearguard action at the congress by the members of the old generation, such as Abbas Zaki and Zakariya Al-Agha, who are trying to keep themselves in the leadership, though they have little chance of doing so. Zaki, for example, is holding many parlor meetings and assemblies in the Hebron sector in hopes of boosting his status.How does the Palestinian public regard this congress? With a great deal of indifference, and in some cases outright hostility. Fatah has not managed to improve its status or image in the public’s eyes over the past several years, giving rise to the demand by Barghouti’s camp to “update” its platform. Barghouti’s supporters want Fatah to issue a statement at the close of the conference in support of “resistance by peaceful methods” (al-muqawama al-silmiyya) — in other words, demonstrations.-A divorce from the Arab world-As noted, a dark cloud looms over the upcoming congress and the elections — the threat of a possible split the next day if Dahlan and his supporters should decide to form a competing movement. But Abbas and the PA have an even bigger problem than Dahlan or his emissaries in the West Bank, who have been trying to heat things up against the PA in many refugee camps.A severe, unprecedented crisis has broken out between the Palestinian Authority and the moderate Arab world. Abbas is close to cutting off relations with the Sunni Arab states, Egypt and Saudi Arabia first among them. Cairo stands behind Dahlan and encourages his various activities. Saudi Arabia has suspended its financial aid to the PA. The United Arab Emirates is giving Dahlan official protection, and Jordan could not care less about what happens in Ramallah.Together only with part of Fatah, Abbas, 82, stands alone, in near-isolation, against Hamas, the State of Israel, the Arab countries, and his own enemy from within — Mohammad Dahlan.And yet there is no shortage of would-be successors.

After a countrywide vote, the Royal Canadian Geographical Society has ended its two-year National Bird Project and unveiled its pick for Canada's newest national symbol.In the end, the whisky jack —  also known as the grey jay or the Canada jay — prevailed over the common loon, black-capped chickadee, snowy owl and Canada goose.The loon actually led the national poll with nearly 14,000 votes out of the 50,000 cast. The grey jay didn't even make second place — that went to the snowy owl, with the jay falling third.But a spokesperson said staff vetoed the loon and snowy owl because they are already provincial symbols in Ontario and Quebec.The decision, of course, ruffled some feathers with Canadians.The society will now lobby the federal government to adopt the whisky jack as the nation's official bird to mark Canada's 150th birthday in 2017.With files from Lien Yeung.

CAPE CANAVERAL, Fla. — The most advanced weather satellite ever built rocketed into space Saturday night, part of an $11 billion effort to revolutionize forecasting and save lives.This new GOES-R spacecraft will track U.S. weather as never before: hurricanes, tornadoes, flooding, volcanic ash clouds, wildfires, lightning storms, even solar flares. Indeed, about 50 TV meteorologists from around the country converged on the launch site — including NBC's Al Roker — along with 8,000 space program workers and guests."What's so exciting is that we're going to be getting more data, more often, much more detailed, higher resolution," Roker said. In the case of tornadoes, "if we can give people another 10, 15, 20 minutes, we're talking about lives being saved."Think superhero speed and accuracy for forecasting. Super high-definition TV, versus black-and-white."Really a quantum leap above any satellite NOAA has ever flown," said Stephen Volz, the National Oceanic and Atmospheric Administration's director of satellites."For the American public, that will mean faster, more accurate weather forecasts and warnings," Volz said earlier in the week. "That also will mean more lives saved and better environmental intelligence" for government officials responsible for hurricane and other evacuations.Airline passengers also stand to benefit, as do rocket launch teams. Improved forecasting will help pilots avoid bad weather and help rocket scientists know when to call off a launch.NASA declared success 3 1/2 hours after liftoff, following separation from the upper stage.The first in a series of four high-tech satellites, GOES-R hitched a ride on an unmanned Atlas V rocket, delayed an hour by rocket and other problems. NOAA teamed up with NASA for the mission.The satellite — valued by NOAA at $1 billion — is aiming for a 22,300-mile-high equatorial orbit. There, it will join three aging spacecraft with 40-year-old technology, and become known as GOES-16. After months of testing, this newest satellite will take over for one of the older ones. The second satellite in the series will follow in 2018. All told, the series should stretch to 2036.GOES stands for Geostationary Operational Environmental Satellite. The first was launched in 1975.GOES-R's premier imager — one of six science instruments — will offer three times as many channels as the existing system, four times the resolution and five times the scan speed, said NOAA program director Greg Mandt. A similar imager is also flying on a Japanese weather satellite.Typically, it will churn out full images of the Western Hemisphere every 15 minutes and the continental United States every five minutes. Specific storm regions will be updated every 30 seconds.Forecasters will get pictures "like they've never seen before," Mandt promised.A first-of-its-kind lightning mapper, meanwhile, will take 500 snapshots a second.This next-generation GOES program — $11 billion in all — includes four satellites, an extensive land system of satellite dishes and other equipment, and new methods for crunching the massive, nonstop stream of expected data.Hurricane Matthew, interestingly enough, delayed the launch by a couple weeks. As the hurricane bore down on Florida in early October, launch preps were put on hold.
