SEOUL (Reuters) - North Korea will have enough material for about 20 nuclear bombs by the end of this year, with ramped-up uranium enrichment facilities and an existing stockpile of plutonium, according to new assessments by weapons experts.The North has evaded a decade of U.N. sanctions to develop the uranium enrichment process, enabling it to run an effectively self-sufficient nuclear program that is capable of producing around six nuclear bombs a year, they said.The true nuclear capability of the isolated and secretive state is impossible to verify. But after Pyongyang conducted its fifth and most powerful nuclear test last week and, according to South Korea, was preparing for another, it appears to have no shortage of material to test with.North Korea has an abundance of uranium reserves and has been working covertly for well over a decade on a project to enrich the material to weapons-grade level, the experts say.That project, believed to have been expanded significantly, is likely the source of up to 150 kilograms (330 pounds) of highly enriched uranium a year, said Siegfried Hecker, a leading expert on the North's nuclear program.That quantity is enough for roughly six nuclear bombs, Hecker, who toured the North's main Yongbyon nuclear facility in 2010, wrote in a report on the 38 North website of Johns Hopkins University in Washington published on Monday.Added to an estimated 32- to 54 kilogram plutonium stockpile, the North will have sufficient fissile material for about 20 bombs by the end of 2016, Hecker said.North Korea said its latest test proved it was capable of mounting a nuclear warhead on a medium-range ballistic missile, but its claims to be able to miniaturize a nuclear device have never been independently verified. LONDON (AP) — The head of Britain's newly formed cybersecurity agency says authorities are exploring the creation of a national internet filter to block malicious software and rogue websites, a proposal that has raised eyebrows among internet freedom advocates.Ciaran Martin, the chief executive of Britain's new National Cyber Security Center, told a conference in Washington that his agency was working on a flagship project which would block Britons from coming into contact with "known malware and bad addresses."According to a text of his speech published Wednesday , Martin said the system would allow consumers to opt-out — meaning that privacy and choice were "hardwired into our program."Those assurances didn't sit well with some activists.Martin said rogue websites would be blocked using DNS filtering, a venerable if clumsy censorship technique which prevents internet users from reaching a targeted server when they click a link or type out a web address. But the technique is imprecise, occasionally blocking an entire website over a single rogue link. The London-based Open Rights Group worried that the Cyber Security Center's mother body, signals intelligence agency GCHQ, risked tampering with the integrity of the internet . Higher farm output is crucial to cut imports of staples like wheat for the country of 1.3 billion people.Last month, the IMD forecast above average monsoon rains, crucial for watering nearly half of the country's farmlands that lack irrigation facilities.The IMD had forecast surplus rains in August and September, largely because of the La Nina, a weather phenomenon that cools the waters of the Pacific Ocean off the coast of South America that typically causes stronger monsoons across Asia, said one of the senior IMD officials."La Nina didn't develop. Instead we got lower rains in the second half," the official said.Since the start of the monsoon season on June 1, rains have been 5 percent below average.But D.S. Pai, IMD's long-range forecast head, said the distribution of rainfall was good this year for crop growth and that more clarity will emerge about final rainfall figures in two weeks.India's weather office defines average, or normal, rainfall as between 96 percent and 104 percent of a 50-year average of 89 cm for the entire four-month season. He also argued the EU’s foreign policy chief, Federica Mogherini, should have a seat at the table in negotiations on Syria’s future.He announced an investment plan, for Africa which is to raise € 44 billion to tackle root causes of migration.-Borders-“The next 12 months are decisive if we want to reunite our union, if we want to overcome division between east and west", warned Juncker in his address.Talking about the refugee crisis, and referring to reluctant member states, which have not taken in migrants, he said “solidarity must be given voluntarily, it must come from the heart, it cannot be forced.”He called on the Slovak presidency of the EU to bridge the gap between member states which are participating in relocation and resettlement of refugees and which are not.He pledged 200 border guards and 50 vehicles to Bulgaria to help protect the EU’s external border.Juncker also said the commission will propose by November a European information system, that will automatically determine who should be allowed to travel into Europe before they leave home.-Investments-He also announced the doubling of an earlier investment plan to stimulate growth and job creation.The €315 billion investment plan has raised €116 billion and 200,000 firms got loans. The fund should be beefed up to €500 billion by 2020 and € 630 billion by 2022, he said.In a surprise move, he called for free public internet in all European cities by 2020, and promised a new proposal on roaming next week, after he withdrew an earlier proposal by the commission only last week.Juncker also called for a more social Europe. DETROIT (Reuters) - Residents of Flint, Michigan, on Wednesday asked a federal judge to order bottled water or filters be provided to them to prevent further lead exposure, 2-1/2 years after the city's water supply was found to be contaminated.Attorneys for residents and for advocacy groups Concerned Pastors for Social Action, the National Resources Defense Council (NRDC) and the American Civil Liberties Union of Michigan argued in U.S. District Court in Detroit that the city and state should be required to deliver bottled water to people's homes or launch a program to install water filters."After more than two years, Flint residents still cannot turn on their taps without worrying about lead exposure," Dimple Chaudhary, attorney for the NRDC, told Judge David Lawson in a hearing for a preliminary injunction the group is seeking to force the bottled water delivery. The hearing is scheduled to last two days.The crisis drew international attention, resulted in the filing of numerous lawsuits and led to calls by some critics for the resignation of Michigan Governor Rick Snyder due to the state's poor handling of the situation.Flint, a predominantly black city of 100,000, was under the control of a state-appointed emergency manager when it switched its water source in April 2014 to the Flint River from Lake Huron. The more corrosive river water caused lead to leach from city pipes and into the drinking water.The city switched back last October after tests found high levels of lead in blood samples taken from children, but the drinking water has not returned fully to normal. Flint has been replacing lead pipes running to homes and state officials have said the water is safe to drink if properly filtered.The plaintiffs' attorneys argued transportation and other access issues have made it hard for many residents to acquire the water from government-run water distribution sites and Flint's water remains unsafe.The residents and advocacy groups sued the city and state in January, alleging violations of the federal Safe Water Drinking Act and seeking court intervention. The act requires water providers to meet federal safety standards and allows private lawsuits to seek injunctive relief enforcing it.Mike Murphy, attorney for the state, said the problems are being addressed, including replacing corroded lead water pipes. CILVEGOZU, Turkey/BEIRUT (Reuters) - Two convoys of aid for the Syrian city of Aleppo were waiting in no-man's land on Wednesday after crossing the Turkish border, held up by security fears and disagreements between combatants on the third day of a ceasefire.The convoys, each of around 20 trucks carrying mostly food and flour, set off from the Turkish border town of Cilvegozu, 40 km (25 miles) west of Aleppo, on Tuesday but made it little further than the Turkish customs post on the Syrian border.The delay was a sign of the difficulties facing the ceasefire, brokered by the United States and Russia on Friday and which Washington hopes will revive peace talks aimed at ending Syria's civil war.The Syrian Observatory for Human Rights, which monitors the Syrian conflict through contacts on the ground, said it had recorded no deaths from fighting in the first 48 hours of the ceasefire, which came into effect on Monday night.Russia will recommend persisting with the ceasefire and is preparing for the Syrian army and rebel fighters to begin a staged withdrawal from an Aleppo road expected to be used for aid deliveries on Thursday, the Russian military said.Zakaria Malahifji, of the Aleppo-based rebel group Fastaqim, told Reuters that rebel groups intend to comply with the plan to withdraw 500 metres from the Castello Road in order to make it a neutral space, but the government must also pull back.The aid is badly needed. Paris (AFP) - Three teenagers linked to an Islamic State group jihadist have been arrested around Paris in the past week as investigators probe the use of an encrypted messaging app to plot attacks in France, judicial sources said Wednesday.On Wednesday, a teenager was arrested in a dawn raid on his home in northeastern Paris as part of an investigation into the network of French extremist Rachid Kassim.Investigators said the youth, aged 14 or 15, was in touch with Kassim on the encrypted Telegram app and had "put himself forward for a terrorist act".His arrest came four days after a 15-year-old picked up in the upmarket western Paris suburb of Rueil-Malmaison was remanded in custody on terror charges, a source confirmed to AFP.The 15-year-old, who was already on a watchlist of known radicals, was also arrested over his links to Kassim, who is suspected of using Telegram to direct attacks on France from IS-controlled territory in Iraq or Syria.The source said the youth's online messages suggested he may have been planning to stage an attack. Earlier this year he was charged with disseminating IS propaganda on the internet.Their arrests bring to three the number of minors detained in various parts of the French capital within a week as the authorities scramble to tamp down home-grown jihadist violence that is increasingly drawing in teens.On Monday, a 15-year-old from eastern Paris was charged with conspiring to commit terrorist acts after describing plans on Telegram to carry out a knife attack, sources said.Kassim, a 29-year-old former social worker from the Loire valley who has appeared in several IS propaganda videos, is believed to have been a key influence on all three youths.He is also suspected of ordering or inciting the killing of a police couple in their home west of Paris in June as well as the murder of an elderly priest in a Normandy church in July.- 'Younger and younger' -Interior Minister Bernard Cazeneuve said Wednesday that the intelligence services were "working harder than ever" to prevent assaults incited by "a number of characters in Syria who used encrypted methods" to spur on supporters, who are "getting younger and younger."Kassim was also in contact with an all-female gang of radicals who have been charged with planning another attack after an apparent failed attempt to blow up a car packed with gas cylinders near Paris's Notre Dame cathedral.The three women were also believed to be planning an attack on a train station or on the police. Two of them had previously been on a police watchlist for their extremist views.Islamic extremists have targeted France repeatedly in the last two years.An assault on satirical weekly Charlie Hebdo in January 2015 was followed by a rampage by IS gunmen and suicide bombers in Paris in November that killed 130 people.More recently, a grisly truck attack on a crowd in Nice in July left 86 dead.French Prime Minister Manuel Valls on Sunday said the terror threat was at a "maximum" and that the authorities were foiling attacks and smashing jihadist networks "every day".Valls said that around 15,000 people were known to police in France as having been radicalised, up from a previous estimate of 10,000.Former president Nicolas Sarkozy, who is seeking the conservative nomination in next year's presidential election, has called for all known radicals to be placed in detention.Cazeneuve dismissed the idea on Wednesday."Once you let people know they are under surveillance they go to ground."
