OTTAWA - The Pride flag flew on Parliament Hill on Wednesday in a historic all-party show of support to mark the start of the month celebrating Canada's lesbian, gay, bisexual, transgender and queer community.Prime Minister Justin Trudeau had the honour of raising the distinctive rainbow banner on the Hill for the first time at a celebration attended by MPs from all federal parties, as well as dozens of onlookers."This is a great day for Canada and it is part of a long series of milestones this country has hit over the years," Trudeau said."It hasn't been easy, it hasn't been automatic. A lot of people fought for a long time for this day and for the many days that led up to this day to happen."The fact that MPs from across the political spectrum attended sends a significant message, he added."Canada is united in its defence of rights and in standing up for LGBTQ rights; this is what we are truly celebrating today," he said to cheers and applause under a hot late-spring sun.Trudeau said there is still more work to do, pointing to a bill introduced by his government last month to strengthen transgender rights following several attempts by private members to do so under past governments.Trudeau will make more history this month when he becomes the first sitting prime minister to attend Pride parades.Wednesday's event was the first time the Pride flag has flown on Parliament Hill.It was raised on the west lawn after six weeks of negotiations led by Edmonton MP Randy Boissonnault, who said the idea was suggested in conjunction with a two-day conference on LGBT rights currently taking place in Ottawa.He said he was given just 48 hours notice that raising the flag would be permitted and paid tribute to the fact he had support from all parties in the House to make it happen.He said the fact the flag was raised sends a crucial signal."It says that this is a government, this is a Parliament, that believes in inclusion and diversity," he said.Over the weekend, the federal Conservatives took their own step forward on LGBT issues by dropping language from their policy handbook opposing same-sex marriage.Trudeau mocked their conversation, noting it was coming more than a decade after the Liberal government had made same-sex marriage legal."Well, better late than never," he said.Only three flags are allowed to fly from the Peace Tower itself — the Maple Leaf and the two banners belonging to the governor general and the Queen.There is a courtesy pole that's used to fly the flags for visiting dignitaries, but a special one was set up for the Pride event.Follow @StephanieLevitz on Twitter

It was possible to make out the shrivelled remnants of a handful of snow peas, but other than that the leftovers were unrecognizable. FORT MCMURRAY, Alta. - Gag-inducing, dirty and tiring work was waiting for the first group of Fort McMurray residents to return to the city Wednesday, a month after a vicious wildfire forced everyone to flee.Many set about right away to scrub down refrigerators fuzzy with mould that grew after the power was cut or mowing overgrown, dandelion-infested lawns.Fenton Lovell cried as he drove back into his city. His eyes teared up again when he opened his smelly refrigerator."Fort McMurray strong!" he joked.He was getting the house cleaned and ready so his wife and twin babies can return from Newfoundland. After boosting the dead battery in his pickup truck, he grabbed a welcome kit out of his mailbox and put a "natural gas required" sign in his front window.Pilar Ramirez spent the night sleeping in the back of a truck in Anzac, about 40 minutes southeast of Fort McMurray.She was washing the refrigerator, stove elements and windowsills in a house she shares with co-workers at a concrete company.Her reaction when she first opened the door: "Oh, it's so disgusting!""It smelled terrible, the food. Flies everywhere — and big ones. I said, 'Oh, my God, what happened here?'"Dave Chalupa said his fridge was a "bit funky" but he could handle it. The weed-covered lawn, on the other hand, had to be attacked right away."This is going to take at least two passes of the lawn mower 'cause, I'm going to choke it right to death."The fire destroyed 2,400 structures, nearly 10 per cent of the city, when it ripped through and forced more than 80,000 residents to flee.The return is being staged. People returning Wednesday lived in areas that were mostly spared by the flames. Residents in harder hit areas are to return in the coming days.Tammy VanMackelberg said the city looks better than she expected."It's actually nice and green. When you're in some areas you can't even really tell there was a fire," she said. "It's actually like you just went on a little vacation and came back and your lawn needs to be mowed."While the vast majority of downtown was untouched, some scars from the fire were evident.One home that burned to the ground in Crescent Heights was fenced off. Front doors of some nearby houses were marked with "restricted use" signs."I'm one of the lucky ones," said Allan Fedun, whose house four doors down was fine to go into.Traffic on the only highway into town was light as the city's downtown officially reopened. In March, with oil prices skidding under $40 US a barrel, MEG Energy quietly published a notice of its application to build a new oilsands project south of Fort McMurray. The May River project isn't huge — it will top out at approximately 164,000 barrels per day — but it's important as a green shoot in Alberta's beleaguered energy industry."It's very positive in the sense that they're still investing money into future growth," said Kevin Birn, an oilsands analyst with IHS.MEG is a relatively small player in the oilsands, with 80,000 barrels of production per day. Like all producers, it has struggled through the downturn, but the company turned a profit in the first quarter of 2016, earning $130 million as it got control over its costs. This in a quarter when oil prices hit a low of $26 US a barrel.An application is not an investment-An application is not an investment decision, though. It's the very first step in a regulatory process that can takes years. No oil would be produced at May River until, at best, the 2020s."This isn't the point where they have to commit a large amount of capital," said Joe Gemino, an energy analyst with the investment research firm Morningstar."In order for that to happen, there needs to be sustained higher oil prices and the company needs to continue to drive down some of the capital and operating costs, which would make projects more economical at lower prices."-Oilsands construction set to slow-It's been nearly two years since the oil downturn began. In June 2014, oil was trading at $103 US a barrel, a level that seems impossibly distant now. In the past 24 months, billion of dollars in oilsands development have been put on hold — projects that were already approved by regulators but hadn't begun construction.That means that in less than two years, unless some of those projects are revived, construction will essentially stop in the oilsands."In 2015, we had nearly a million barrels under construction in the oilsands," said Birn. "That would take two to three  years to be completed and turned on and then ramped up for two to three years. That's why growth is fairly predictable to 2020."Birn said that the ongoing construction has provided a buffer to Alberta and Canada's economy, but looking to 2018, there are no projects slated to begin construction, at this point."That could be the first year that you don't have construction in the Canadian oilsands in as long as I can remember."Prices need to recover before money is spent-There are many projects that could easily be brought back to life before 2018 if a few conditions are met. The price of oil is obviously the biggest variable, with an approved export pipeline in second place.Oil futures traders are skeptical about future prices — they have oil trading at just over $50 us a barrel in late 2018. Royal Bank is calling for $70 US crude, while TD Bank is calling for $65 oil. It's anyone's guess as to whether a pipeline will be under construction by that point."Prices need to exceed the break-even threshold," said Birn. "And producers need to feel confident about the the direction of future prices."So while the MEG application is indeed a welcome green shoot, it's one that may not have the chance to grow in the near term."Just because the paperwork is going through doesn't mean this even happens," said Gemino. "Or it could be 2023 or 2030, there's so much uncertainty around it."

CAIRO - A French ship searching the Mediterranean has detected black box signals from a missing EgyptAir flight in the waters between the Greek island of Crete and the Egyptian coast, a development that could help solve the mystery of why the aircraft crashed into the sea last month, killing all 66 on board.The discovery, announced Wednesday, could help guide search teams to the wreckage and the flight's data and cockpit voice recorders, which if retrieved unharmed could reveal whether a mechanical fault or a hijacking or bomb caused the disaster.In the two weeks since Flight 804 disappeared from radar en route to Cairo from Paris, only small pieces of debris and human remains have been retrieved from the crash site. No terrorist group has claimed responsibility, though Egypt's civil aviation minister, Sherif Fathi, has said terrorism is a more likely cause than equipment failure or some other catastrophic event.The flight recorders will be critical to determining whether the disaster was caused by an accident or a deliberate act.Equipped with sophisticated underwater sensors, the French naval vessel Laplace had been taking part in the search for the missing Airbus A320 since last week. On Wednesday, the Egyptian agency leading the inquiry into the crash said the ship had received signals "from the seabed of the wreckage search area, assumed to be from one of the data recorders."Hours later, the French company Alseamar confirmed that its equipment aboard the ship had detected signals from one of the black box recorders.It said the naval vessel started searching for the signals at midday Tuesday, and "less than 24 hours were necessary ... to locate signals from one of the recorders of flight MS804."The statement did not indicate how the company knew the signals were from the plane's black box, and the French air accident investigation agency BEA said it was impossible to tell whether they were from the flight's data or voice recorder.However, Sebastien Barthe, an agency spokesman, said the signal was specific enough to indicate that it came from one of the flight's data recorders. BEA investigators are aboard the Laplace.Locator pings emitted by flight data and cockpit voice recorders can be picked up from deep underwater. The Laplace is equipped with three detectors designed to pick up those signals, which in the case of the EgyptAir plane are believed to be at a depth of some 3,000 metres (9,842 feet). By comparison, the wreckage of the Titanic is lying at a depth of some 3,800 metres (12,500 feet).A second ship, the John Lethbridge, equipped with sonar and other equipment capable of detecting wreckage at depths up to 6,000 feet, was to join the search later this week.The EgyptAir Airbus A320 had been cruising normally in clear skies on an overnight flight on May 19 when it disappeared from radar and plunged 38,000 feet into the sea. A distress signal was never issued, the airline said.Since the crash, only small pieces of wreckage and human remains have been recovered in a search that has been narrowed down to five-kilometre (three-mile) area of the Mediterranean.Locating the black boxes could significantly narrow the search site.Hani Galal, a former EgyptAir pilot who has investigated other air disasters, said the flight recorders are located in a compartment under an aircraft's tail, so finding them "means there is 90 per cent probability that the wreckage, or at least the tail, will be found.""The tail is like the neck of the human body. It's the weakest point and separates upon impact," he said, a fact that can help protect the recorders from severe damage the rest of the aircraft might sustain.Shaker Kelada, an EgyptAir official who has led other crash investigations for the carrier, said that Wednesday's discovery meant that half "the job has been done now" and that the next step would be to determine the black boxes' exact location and extract them from the sea."We have to find where the boxes are exactly and decide on how to pull them out," he said, adding that search teams might need to send in robots or submarines and "be extremely careful ... to avoid any possible damage."Tawfiq al-Assi, a former head of EgyptAir and a pilot himself, said the search teams would face a challenge in finding robots that can work thousands of meters under the sea.Galal said after determining the location of the recorders, the second mission would be to photograph the recorders and the wreckage to determine how to retrieve them. "Are the recorders and the tail in a position that enables robots to pull them out, or are they buried under the bulk of the plane?" he said.In addition to the black boxes, he said investigators would need at least 70 per cent of the wreckage in order to reconstruct the plane and try to determine the cause of the crash.No hard evidence has emerged so far about what caused the disaster, though earlier leaked flight data indicated a sensor had detected smoke in a lavatory and a fault in two of the plane's cockpit windows in the final moments of the flight.Al-Assi said that if there is a "clear voice segment" on the voice recorder, it could point to what happened during the final minutes before the plane crashed. The flight data recorder shows all technical information related to the aircraft until the final second, a crucial fact when "seconds matter," he said.Safety onboard Egyptian aircraft and at the country's airports has been under close international scrutiny since a Russian airliner crashed in the Sinai Peninsula last October, killing all 224 people on board, shortly after taking off from an Egyptian resort.That crash — claimed by the Islamic State group's affiliate in the Sinai and blamed by Moscow on an explosive device planted on board — decimated Egypt's tourism industry, which had already been battered by years of turmoil in the country.On Wednesday, Egyptian authorities said they had evacuated all passengers aboard an EgyptAir flight scheduled to depart Tuesday night from Cairo for Bangkok after receiving a report of a bomb on board.Tarek Zaki, head of security at Cairo airport, said the warning claimed an unidentified assailant had planted a bomb on the plane. A security official, speaking on condition of anonymity in line with regulations, said the plane and baggage were searched but no bomb was found. They asked well-wishers not to send them financial gifts, but to make any donations to the zoo.A 17-year-old western lowland silverback gorilla named Harambe was shot and killed by zoo staff on Saturday after the boy fell into its enclosure.Witnesses have said the boy expressed a desire to get into the enclosure and climbed over a 3-foot (1-meter) barrier, then fell 15 feet (4.6 m) into a moat.Cincinnati police are investigating whether to bring charges against the child's parents. Hamilton County Prosecutor Joseph Deters said in a statement that police would confer with his office after they had looked into the matter.The family declined to comment on the investigation.Mounting outrage over the killing of Harambe has sparked criticism of the zoo and the child's parents. Bad omen for Russia's legal attack on EU sanctions By Andrew Rettman-june 1,16-euobserver

Jun, 11:03-Russia’s attempt to halt economic sanctions via UK or EU courts is unlikely to bear fruit, according to a legal opinion issued on Tuesday (31 May).Rosneft, a huge, state-run Russian oil firm which is part-owned by British company BP, has filed two cases against the EU measures.The first one, at the EU Court of Justice (ECJ) in Luxembourg, seeks to annul an EU Council decision in July 2014 to impose curbs on credit and on technology exports to Russian energy firms and banks.The second one, at the English high court, seeks to stop UK authorities from implementing the EU decision. But the English court subsequently asked the ECJ to clarify legal issues before giving its verdict.Both Rosneft cases object to the EU measures citing a laundry list of complaints.Rosneft has said that the Council had overreached its powers and that the terms used in its decisions - for instance, on what is “shale” gas or which kinds of financial services are forbidden by the sanctions - were unclear.It said that a 1994 EU-Russia agreement forced the EU to allow free movement of goods and capital to Russia.It said the Council had failed to justify its targeting of Rosneft and failed to provide documents that it needed for its defence. It also said that it should be able to convert shares issued before the sanctions came into effect into debt and that two EU legal acts contradicted themselves.In his opinion on Tuesday, one of the EU court’s advocate generals, Melchior Wathelet, said all of its complaints but one were invalid.The one he upheld, on contradictory language in EU legal acts, did not serve Rosneft well.Rosneft had noted that a Council decision said the sanctions covered contracts concluded before 1 August 2014. A subsequent EU regulation gave member states the discretion to decide whether to include old deals. But Wathelet said that the prior decision meant that the leeway given in the regulation was “invalid”.Wathelet’s opinion pertains to the English court’s request for clarification.But the ECJ has decided to stay the proceedings in Rosneft vs. the Council until that clarification is ready because, an ECJ source said, the points in dispute are so similar that the British clarification will have a strong bearing on the Council verdict.An advocate general’s opinion is not binding on the court, but it is followed in most cases.The final verdict on the English clarification is expected between September and December. The verdict on Rosneft vs. the Council is likely to come soon afterward.In general terms, Wathelet said the EU “enjoys a broad discretion in the field of foreign and security policy, that must also apply whenever it concludes that there is serious international tension constituting a threat of war”.He said the EU did not overstep “the bounds of what was necessary” to attain its “objective of increasing the costs of the action taken by the Russian Federation by targeting strategic sectors of the Russian economy, including the oil sector”.He also said the case is of “great significance” because it will likely confirm that the Luxembourg tribunal has jurisdiction on EU foreign policy decisions.The Council had, in the recent past, lost several cases in Luxembourg brought by Belarusians, Iranians, and Ukrainians who had been subjected to travel bans and asset seizures.Many similar cases are ongoing but, unlike the Rosneft challenge, the personal cases would have little strategic impact even if the EU lost more of them.-Sanctions renewal-Meanwhile, EU states will decide, later this month, whether to extend the life of the economic sanctions for another six months.According to one senior EU diplomat, speaking on condition of anonymity, the extension is a done deal despite attempts by some small states, such as Greece and Hungary, to cultivate closer Russia ties.“There are some countries that want a review of the sanctions. But ultimately we will listen to what [German] chancellor Merkel and [French] president Hollande will say on whether the Minsk conditions have been fulfilled … my assessment and my prediction is that the conditions haven’t been fulfilled,” he said.The Minsk ceasefire accord on Ukraine, which says all “foreign”, meaning Russian, troops should leave and that Kiev should get back control of its border, was negotiated by Merkel and Hollande in the Belarusian capital last year.The diplomat said that if there was progress on Minsk over the summer then the sanctions would be reviewed in December.He added that the EU would, in a forthcoming long-term strategy paper, designate Russia as a “strategic challenge - not a strategic partner or a strategic problem. MITZPE YERICHO, West Bank (Reuters) - In the hills east of Jerusalem, overlooking the Palestinian city of Jericho and the Jordan Valley, stands a religious Jewish settlement whose red-tile roofs, neat gardens and brightly colored playgrounds give the sense of permanence.Mitzpe Yericho has stood on this escarpment close to the Dead Sea - the lowest point on earth - since 1978. It is one of more than 230 settlements Israelis have built on occupied land in the West Bank and East Jerusalem over the past half-century.Diplomats and international monitors are increasingly concerned that the drive, which has seen Israel settle more than half a million of its people at a cost of tens of billions of dollars, may be reaching the point of irreversibility.The ongoing expansion further diminishes the prospect of any significant progress being made when foreign ministers from 20 countries meet in Paris this week to discuss how to revive Middle East peace efforts, given the settlements have been a central obstacle for at least two decades.If a peace deal were magically struck tomorrow, the Palestinians would expect the Israelis living in Mitzpe Yericho to leave. But its 3,000 residents, nearly all whom are religious nationalists, have no such intention. To them, the settlement enterprise is God-given and irreversible."If there's peace with the Palestinians we're staying and if there's no peace we're staying," said Yoel Mishael, 65, who has lived in Mitzpe Yericho since its founding. "It's part of Israel, according to the Bible. It's something from God."The foreign ministers will meet on Friday with the aim of paving the way for a summit later in the year that they hope the Israeli and Palestinian leaders will attend.On Monday, in a sign that he is aware of the growing international pressure, Prime Minister Benjamin Netanyahu said he was in favor of parts of the Arab peace initiative, a proposal put forward by Saudi Arabia in 2002 that would grant Israel recognition in exchange for withdrawing from the West Bank and East Jerusalem, among other steps.Yet while some momentum may be building, there is scant indication the settlement enterprise can be halted, let alone reversed, leaving a fundamental barrier in the path to peace.-A VAST INVESTMENT-The settlement project began after Israel captured the West Bank and East Jerusalem in the 1967 war. In the 1970s, with the government's encouragement, large number of Jews began moving onto the occupied land. There are now 550,000 of them.Many live in large blocs near Jerusalem or the 'green line' that separates Israel from the Palestinian territories, while others live deep inside the West Bank, in highly protected enclaves or pre-fabricated 'outposts' perched on hill tops. All the constructions are considered illegal under international law. Israel disputes this, and plays down the term occupation.Calculating the financial cost of settlements to Israel is difficult; as well as the capital required to build there are defense and infrastructure costs and the price of tax breaks for residents who move there. But the Macro Center for Political Economics, an Israeli think-tank, estimates building alone has cost around $30 billion over the past 40 years.Barely a month goes by without a fresh announcement from the government or one of its ministries about West Bank territory being declared "state land", a precursor to settlement building, or a decision to allow new construction to proceed.At the same time, Palestinians living in a part of the West Bank known as Area C, which accounts for 60 percent of the total and is where most settlements are located, are being uprooted from the land in increasing numbers.During a visit to a sensitive part of the West Bank near the Palestinian city of Nablus, where settlements occupy almost every hilltop and are steadily expanding their footprint, U.N. diplomats studied maps and pointed out how the Israeli enclaves were spreading east toward the Jordan Valley."It starts to look irreversible," said one official, a view separately supported by half a dozen foreign diplomats.Under the Oslo accords of the mid-1990s, Israel retains full control over Area C, where large tracts have been declared closed military areas. As a result, Israeli courts tend to approve the removal of Palestinians from the area and the demolition of their homes, even though the accords did not change the illegal status of settlements there."Settlements are the vehicle for taking control of the land," said Catherine Cook, an official with the U.N. office for the coordination of humanitarian assistance and an authority on settlements, speaking last month.Asked whether she believed the settlement enterprise was irreversible, she replied: "Some of it has to be reversible."-PRESSURE FROM WITHIN-If a peace deal were struck, many settlements would undoubtedly remain. While not openly acknowledged, Palestinian negotiators accept that land swaps, in which the Israelis would keep major settlement blocs along the green line and near Jerusalem, and the Palestinians would receive equivalent amounts of land from Israel in return, would be part of the deal.But that would still leave vast areas of the West Bank, where 2.8 million Palestinians live in major cities such as Hebron, Nablus and Ramallah, dotted with more than a hundred settlements, many large and protected by the military.Within Israel's right-wing government, there is little appetite to cede any ground to the Palestinians. Netanyahu says their failure to recognize Israel as a Jewish state is the biggest obstacle to peace, not the settlements.Education Minister Naftali Bennett is an ardent supporter settlements and wants Israel to annex all of Area C rather than allowing a Palestinian state to emerge. Defence Minister Avigdor Lieberman lives in a settlement and is similarly wary of Palestinian statehood, even if like Netanyahu he has welcomed elements of the Arab peace initiative.Hagit Ofran, a senior official at Peace Now, an Israeli NGO opposed to settlements, believes lines could be drawn that would allow a Palestinian state to emerge even if Israel kept many of its enclaves. But even then she estimates that as many as 150,000 settlers may have to be uprooted.While some might leave willingly if offered the right compensation, many others would not. The removal of just 8,500 settlers from Gaza in 2005 caused violence and outrage.Many of the settlers in the heartland of the West Bank are religious nationalists who believe all the land, which they call Judea and Samaria, was gifted to Israel in the Bible. They are not interested in financial incentives to leave.On the northern edge of Mitzpe Yericho, a lookout point provides sweeping views of Jericho and the Jordan Valley. A Palestinian man from the southern Gaza Strip who managed to cross into Israel was arrested by IDF soldiers overnight Tuesday-Wednesday. A knife was found in his possession, the military said.He was transferred for interrogation, Army Radio reported.It was not immediately clear what his intentions were.Israel has been battling a wave of Palestinian terror attacks that has included stabbings, shootings, car-rammings and a suicide bombing over the past eight months. The attacks seem to have abated in recent weeks, a far cry from the situation just a few months ago where Palestinian assailants were carrying out attacks against Israeli civilians and security personnel up to several times a day.The terror wave has claimed the lives of 29 Israelis and four foreign nationals since last October. Some 200 Palestinians have also been killed over the same period, the majority of them while carrying out attacks against Israeli civilians or soldiers, and the others during clashes with troops, according to the Israeli army.On Monday, a soldier was lightly wounded during a stabbing attack in the center of Tel Aviv.Security forces arrested a Palestinian teenager near the scene of the attack, after he fled and tried to hide in a residential building. Police said the stabber likely had nationalistic motives and they were therefore treating the incident as terrorism.The attacker was identified as a 17-year-old resident of the West Bank.Eyewitnesses said the teen shouted “Allahu akbar” — the Arabic for “God is great” — during the incident. The attack was apparently carried out with a screwdriver, Channel 2 news reported.Medical personnel at the scene administered first aid to the 19-year-old soldier for injuries to his upper body before taking him to Tel Aviv’s Ichilov Hospital.

FORT MCMURRAY, Alta. - Henry Velasquez wants to return to the place where his home once stood — someday, but not yet.Residents are being allowed to return in stages this week, a month after a voracious wildfire destroyed 10 per cent of Fort McMurray in northern Alberta and forced the evacuation of the entire city.But Velasquez, a chemical engineer, will be hanging back in Calgary with his wife, Olga, and son Tomas, 3.He's just not ready for the emotional punch of seeing what's left of their townhouse in the Stone Creek neighbourhood at the north end of town.In July or August, he'll re-evaluate, he said."I just want to go there before they start the demolition of everything, because I just want to see where my house is, see if there is at least one memory that I could rescue from what we have," he said through tears."The most simple, the most small thing that I could recover from that, it will be such a treasure for me and my wife."In Ian Seggie's apartment in the Timberlea neighbourhood, there's still a bag of trash waiting to be taken out and a pot of soup ready to be heated on the stove."The eerie part for me is that everything is frozen in time," he said from Calgary, where he's been staying since May 3, when more than 80,000 people were ordered out of the city.Roadblocks are to be lifted and government reception centres open for business at 8 a.m. Wednesday.Bob Couture, director of emergency management for the Wood Buffalo municipality, said it's expected that between 14,000 and 15,000 people could show up.The Red Cross is prepared to bus in as many as 2,000 residents who don't have their own cars.Returning residents are being warned that it won't be business as usual. And if I stay, I stay."Kevin Lewis is anxious to get back into his apartment in Thickwood, a relatively undamaged neighbourhood that's slated to reopen on Friday.Lewis has been unable to run his transportation brokerage business since the evacuation and he figures he's lost some $40,000 over the last month."I definitely need to get to work," Lewis said from Lac La Biche, Alta., a small town about 2 1/2 hours southeast of Fort McMurray that's taken in thousands of evacuees.Lewis knows it's a possibility that smoke damage may have rendered his place uninhabitable."If it's not really livable there yet, I could at least be able to grab my computers and I'll be able to work."Jim Mandeville, senior project manager with Mississauga-based FirstOnSite Restoration, has been in Fort McMurray since May 8 to help critical businesses such as banks, grocery stores and pharmacies get running again.Dozens of FirstOnSite workers have been working long days disposing of spoiled food, cleaning ventilation systems and removing smoky odours from upholstery and carpets.Mandeville said provincial and municipal officials aren't underplaying how challenging it will be for residents to return."When they say to bring 14 days worth of food and water, they mean it. SAN FRANCISCO (Reuters) - An agreement on Tuesday by four major U.S. internet companies to block illegal hate speech from their services in Europe within 24 hours shows the tight corner the companies find themselves in as they face mounting pressure to monitor and control content.The new European Union "code of conduct on illegal online hate speech" states that Facebook Inc, Google's YouTube, Twitter Inc and Microsoft will review reports of hate speech in less than 24 hours and remove or disable access to the content if necessary.European governments were acting in response to a surge in antisemitic, anti-immigrant and pro-Islamic State commentary on social media.The companies downplayed the significance of the deal, saying it was a simple extension of what they already do. Unlike in the United States, many forms of hate speech, such as pro-Nazi propaganda, are illegal in some or all European countries, and the major internet companies have the technical ability to block content on a country-by-country basis.But people familiar with the complicated world of internet content filtering say the EU agreement is part of a broad and worrisome trend toward more government restrictions."Other countries will look at this and say, 'This looks like a good idea, let's see what leverage I have to get similar agreements,'" said Daphne Keller, former associate general counsel at Google and director of intermediary liability at the Stanford Center for Internet and Society."Anybody with an interest in getting certain types of content removed is going to find this interesting."-POLICING CONTENT-The EU deal effectively requires the internet companies to be the arbiters of what type of speech is legal in each country. MIRI, Malaysia (Reuters) - Spotting a large vessel off the coast of Sarawak state in March, officers on a Malaysian patrol boat were shocked when it steamed towards them at high speed, blaring its horn before veering off to reveal "Chinese Coast Guard" emblazoned on its side.According to an officer from the Malaysian Maritime Enforcement Agency (MMEA), Chinese Coast Guard vessels have been sighted several times before around the South Luconia Shoals, off the oil-rich town of Miri. But such an aggressive encounter was a first."To us, it looked like an attempt to charge at our boat, possibly to intimidate," said the officer, who was not authorised to speak publicly but showed Reuters a video of the previously unreported incident.Spurred by the incident and the appearance of some 100 Chinese fishing vessels in the area around the time, some in Malaysia are hardening the nation's previously muted responses towards their powerful neighbour China.One senior minister said Malaysia must now stand up against such maritime incursions as China flexes its muscles along dozens of disputed reefs and islands in the South China Sea.China's growing assertiveness has already alarmed the Philippines, Vietnam and other claimants. It has also increased U.S.-China tensions, with the two heavyweights trading accusations of militarising the vital waterways through which some $5 trillion (£3.45 trillion) in trade passes each year.But heralding its "special relationship" with China, and heavily reliant on trade and investment, Malaysia's previous responses to China's activity in the region have been described by Western diplomats as "low-key".It downplayed two naval exercises conducted by China in 2013 and 2014 at James Shoal, less than 50 nautical miles off Sarawak. WASHINGTON (Reuters) - The United States warned its citizens on Tuesday of possible summer terrorist attacks in Europe, saying targets could include the European soccer championship in France, although a State Department official said there was no specific threat information.Concern about security in Europe has increased since the Nov. 13 attacks in Paris that left 130 people dead as well as the March 22 attacks in which two suicide bombers struck Brussels airport and a third the city's metro, killing 32."We are alerting U.S. citizens to the risk of potential terrorist attacks throughout Europe, targeting major events, tourist sites, restaurants, commercial centers and transportation," the U.S. State Department said in a travel alert that extends through Aug. 31.The department routinely issues such warnings for individual countries and, at times, for an entire continent even when it does not have specific threat information about particular targets.The last U.S. warning for Europe was issued on March 22 following the Brussels attacks and was due to expire in late June. May, 12:07-Companies in the EU can ban Muslim employees from wearing headscarves to work, a senior jurist has said in a case involving British security firm G4S.The headscarf ban “may … be justified in order to enforce a legitimate policy of religious and ideological neutrality pursued by the employer”, Juliane Kokott, a German advocate general at the EU Court of Justice in Luxembourg, said in a statement on Tuesday (31 May).She said the ban must be based on “a general company rule” on religious symbols of any type and must be “proportional”.She added that the issue is so “delicate” that national courts should have “a measure of discretion which they may exercise in strict accordance with EU rules”.Kokott’s opinion is not binding on the final verdict of the EU court, but it is a strong sign of what the final “clarification” will say.The case arose when G4S fired Samira Achbita, a Muslim receptionist at one of its offices in Belgium, because she refused to come to work without her scarf.She sued for damages in Belgian courts and won the backing of the Belgian Centre for Equal Opportunities and Combating Racism, a government agency.But judges ruled against her on two occasions. The commission presented its proposal in December 2015. EU ministers rubber-stamped it in April.Pabriks also met with council and commission representatives on Tuesday morning (31 May) to get negotiations under way.The EP negotiator is confident that negotiations will be swift.”There is no member state that isn’t interested in having more advanced and better management of the EU outside borders,” Pabriks told journalists on Tuesday.The proposal would give the council the right to deploy intervention teams when EU external borders are ”under pressure” - for instance, in case of the arrival of large numbers of refugees.MEPs endorsed a clause which gives the council the right to send teams even to a member state that does not want the help. It also wants to exempt loans with a state guarantee from the loan sale scheme.Greek daily Kathimerini reported that the governement initially hoped to complete all the necessary changes before the ECB’s governing council meets on Wednesday (1 June).The new target to complete the necessary actions has been moved to Friday.

Claude Carignan, Conservative leader in the Senate.Senators are not dragging their feet; they've agreed to extend their sitting hours and have taken the unusual step of inviting Justice Minister Jody Wilson-Raybould and Philpott to testify about the bill before the entire Senate on Wednesday.However, they must still debate the bill at second reading, send it to committee to hear from some half a dozen witnesses, propose and consider possible amendments and debate and vote on the bill a final time.Carignan said more than 40 Conservative senators want to speak during second reading debate alone and he expects "many amendments" will be proposed. But Wilson-Raybould suggested that would amount to "one of, if not the broadest assisted dying regimes in the world.""Under an approach where any serious medical condition is eligible, the law would be saying that an assisted death could be an acceptable treatment for a soldier with post-traumatic stress disorder, a young person who suffered a spinal cord injury in an accident or a survivor whose mind is haunted by memories of sexual abuse," she said.Wilson-Raybould also argued there is uncertainty whether the court's criteria would have "the legal effect of completely striking down existing criminal law that prohibits consensual killing and the aiding of suicides outside of an assisted dying context." She did not explain that assertion.In what's known as the Carter decision, the Supreme Court ruled that consenting adults have a right to seek medical help to end their lives if they have "grievous and irremediable" medical conditions that are causing enduring suffering that they deem intolerable.Bill C-14 sets out considerably more restrictive eligibility criteria, allowing assisted dying only for clearly consenting adults "in an advanced stage of irreversible decline" from a serious and incurable disease, illness or disability and for whom natural death is "reasonably foreseeable."Jocelyn Downie, a professor in both the medicine and law faculties at Dalhousie University, said Wilson-Raybould is misrepresenting the Supreme Court ruling.The court said the medical condition must be irremediable, while PTSD and memories of sexual abuse "may well be remediable," Downie said. RICHMOND, Texas - Residents of some rural southeastern Texas counties were bracing for more flooding along a river that reached a record high Tuesday as more rain was expected in the coming days.Large swaths of suburban communities southwest of Houston were underwater and hundreds of people were evacuated from their homes before the Brazos River reached 54.37 feet in Fort Bend County, just two years after it had run dry in places because of drought.National Weather Service meteorologist Charles Roeseler said the 54.37 feet at Richmond early Wednesday was not yet the crest and the river was expected to slowly rise even more overnight.An additional 1 to 3 inches of rain expected later this week could keep the Brazos in major flood stage into the weekend."I'm scared," said Abigail Salazar, standing in knee-deep water outside her home in Richmond, where she was retrieving personal belongings after the city issued a voluntary evacuation advisory. "My kids ask me in the morning, 'Ma, what happened? The water is here.'"During four days of torrential rain last week, at least six people died in floods in Texas.Scott Overpeck, a National Weather Service meteorologist, said that the Brazos will recede in the coming days but that its levels will remain high for up to three weeks, in part because water will need to be released from swollen reservoirs upriver."There's so much water on the Brazos that it's going to take a long time to drain through the whole river and drain out into the Gulf of Mexico," Overpeck said.Four of the six people killed in flooding were recovered in Washington County, which is between Austin and Houston, County Judge John Brieden said Monday. The zoo released a statement, Saturday, from park director Thane Maynard saying, "We are heartbroken about losing Harambe, but a child's life was in danger and a quick decision had to be made by our Dangerous Animal Response Team."The zoo said that Harambe was violently dragging and throwing the little boy. Maynard explained that tranquilizing Harambe was not an option because "tranquilizers do not take effect for several minutes and the child was in imminent danger. On top of that, the impact from the dart could agitate the animal and cause the situation to get much worse."Many have questioned why an alternative solution was not used."The little boy, once he fell, I don't think the gorilla even knew that he was in there until he heard him splashing in the water," onlooker Brittany Nicely told ABC News, continuing, "The gorilla rushed the boy, but did not hit the boy. Incidents of humans entering enclosures or animals escaping are rare, but can have tragic outcomes:August 1986: A 5-year-old boy lifted up to a wall by his father for a better view of some gorillas falls 20 feet into a pit at a British zoo on the English Channel island of Jersey, suffering a broken arm and head injuries. The gorillas crowd in to watch as one, their patriarch, strokes the boy, who regains consciousness and cries out in fear, scaring away the gorillas. Rescuers then haul him up on a stretcher.___April 1994: An 8-year-old boy wanders into an off-limits area and is attacked when a cheetah scales a fence of a holding pen at the zoo in Jackson, Mississippi, nipping and scratching the child before taking off with his baseball cap. The boy suffers cuts and bruises. The cat is sedated by zookeepers within minutes.___August 1996: A 3-year-old boy climbs a 3-foot railing and falls 18 feet onto concrete in the primate exhibit at Chicago's Brookfield Zoo and is picked up by an 8-year-old motherly gorilla, who carries him in her arms to a gate where zookeepers could get him. CINCINNATI (Reuters) - The parents of a 3-year-old boy who fell into a gorilla enclosure in Cincinnati, prompting the killing of the endangered animal in order to rescue the child, are the target of an investigation into the incident, police said on Tuesday.Investigators are focusing their attention on the actions of the parents and family that led up to the incident over the weekend and not the operation or safety of the Cincinnati Zoo, where officials fatally shot Harambe, a 450-pound (200-kg) gorilla, the Cincinnati Police Department said a statement."We are closely reviewing the facts of the case," the department said in a Tweet.Cincinnati police are taking a second look at possible criminal charges in the incident after initially saying no one was charged."Once their investigation is concluded, they will confer with our office on possible criminal charges," Hamilton County Prosecutor Joseph Deters said in a statement.Police on Tuesday also verified the age of the child to be 3 years old. Earlier reports said the boy was 4 years old.Witnesses said the child had expressed a desire to get into the enclosure and climbed over a 3-foot (1-meter) barrier, falling 15 feet (4.6 m) into a moat. Zookeepers took down the 17-year-old the Western lowland silverback after he violently dragged and tossed the child, officials said.Mounting outrage over Saturday's killing of the endangered species sparked criticism of both the zoo and the child's parents. Online petitions at change.org drew more than 500,000 signatures demanding "Justice for Harambe."The death of the gorilla also prompted the animal rights group Stop Animal Exploitation Now to file a negligence complaint on Tuesday against the zoo with the U.S. Department of Agriculture. The group is seeking the maximum penalty of $10,000.The group said in its complaint letter that the child's ability to get past the barrier was proof the zoo was negligent and should be fined for a "clear and fatal violation of the Animal Welfare Act."The boy's mother said on Facebook that the boy suffered a concussion and scrapes but was otherwise fine.Thane Maynard, director of the Cincinnati Zoo & Botanical Gardens, on Monday stood by the decision to shoot Harambe, saying he was not simply endangering the child but actually hurting him.Zoo officials were not immediately available for comment on either the negligence complaint or the police investigation but said on Monday the exhibit was safe and exceeded required protocols.The Gorilla World exhibit has been closed since the incident and will reopen on Saturday.Looking at the incident through Harambe's eyes, his former caretaker, Jerry Stones, said that the breach of his habitat was likely confusing."Here is this animal that has this strange thing in his house," Stones said on CNN.
