The document incorporates the conclusions of last year’s extraordinary assembly, once again triggering the debate on a number of issues relating to the family, from the problem of remarried divorcees to the issue of gay people, from the rejection of abortion to the need to involve women and families in the training of priests in the seminaries. The document also recalls that the celebration of the coming Synod takes place in the context of the Extraordinary Jubilee of Mercy called by Pope Francis, which will begin on 8 December 2015.”The document incorporates the final report issued following the extraordinary assembly which concluded last October. Only three sections did not obtain the required two-thirds majority for approval: the one on remarried divorcees (52), the one on spiritual communion for remarried divorcees (53) and the one about homosexual persons (55). The Synod’s secretariat proceeded to send out a questionnaire to dioceses around the world, to gather suggestions with regard to the assembly’s conclusions and once these were gathered, they were incorporated into the “Instrumentum laboris” presented today, along with quotes from the General Audiences which Pope Francis has been dedicating to the family each Wednesday. The document reliably “reflects the entire Church’s perception and expectations on the crucial subject of the family,”Cardinal Lorenzo Baldisseri , the Synod’s secretary, said in a press conference for the presentation of the document.The text states that there is “common agreement on the idea of a path of reconciliation or path of penitence” for remarried divorcees, however, interpretations of the actual content differ: some see the outcome as a “commitment to spiritual communion and a decision to live in continence,” while for others, a priest who guides penitents, should be able to “make his own appraisal and decide on whether to confirm or dissolve a bond depending on the situation at hand.” As the Archbishop of Chieti-Vasto and special secretary of the ordinary assembly, Mgr. Bruno Forte, said, “there is no pre-conditional ‘no’” to the readmission to communion, but this is “an open process we need to reflect upon together”. The “Instrumentum laboris” emphasises that the “forms of exclusion currently practiced in the liturgical and pastoral, the educational and charity fields” could be done away with.As far as gay persons are concerned, the text simply reiterates that “the dignity of every person, regardless of their sexual orientation must be respected and they must be welcomed with sensitivity and consideration, both in the Church and in society. It is advisable for diocesan pastoral programmes to pay special attention to the guidance offered to gay persons and families with gay members.” “Pastoral care” and “gay marriage” are “two separate things”, said the Archbishop of Budapest and relator general of the assembly, Cardinal Peter Erdo, during the press conference.The document points out that “only a minority” currently “practices, upholds and encourages the teaching of the Catholic Church on marriage and family, recognising in this the goodness of God’s plan for creation. The number of religious and non-religious marriages is dropping, while the number of separations and divorces is rising”. The “Instrumentum laboris” lists a series of “cultural contradictions” afflicting the family - including theories that detach “personal identity” from the “biological difference between male and female” - and it criticises attempts to equate marriage between a man and a woman t other types of unions which have their own “social specificity” which “confusion is not helpful in defining”. The “Instrumentum laboris” goes through a series of “social contradictions” including war, migration , “reckless economic policies”, poverty and – keeping in tune with the “Laudato Si’” encyclical - ecology.New elements include the “widely perceived and growing need for families – women in particular - to be involved in the formation of priests” in the seminaries. The Church’s training processes “will need to offer educational paths that help individuals adequately express their desire for love in the language of sexuality”. The document says that Paul VI’s encyclical “Humanae Vitae” combines “objective moral advice” and “the role of conscience”. The “Instrumentum laboris” points to “a broad consensus on the opportunity of making procedures for the recognition of marriage annulments more accessible, quick and possibly free-of-charge.” The documents makes ample reference to the welcoming and “merciful” approach the Church should take towards those who live together without being married. Turin-It was a gesture that said more than a thousand words. During his brief visit to Turin cathedral to contemplate the Holy Shroud, Francis did not give a speech, nor did he pronounce any special prayers. He mentioned the Shroud during the Angelus in the presence of 70,000 faithful who were packed into Piazza Vittorio. The Ostension, which is currently taking place in Turin was one of the main reasons for the Pope’s visit to the northern Italian city. At the Angelus the Pope called the Shroud an “icon of [Christ’s] love”, inviting faithful to see in the image of the suffering face and the broken body, the faces of the many human beings that are suffering or are subjected to violence today. It is true, however, that he did not go into the “icon” or “relic” debate.And yet, the gesture that followed his prayer is crucial and says a great deal about Francis’ veneration of the image that is imprinted on the linen cloth that is so dear to the people of Turin as well as to millions of people the world over. Almost two million people came to Turin for the 2015 Ostension, despite the fact that it is taking place just five years after the last one. Men, women and children from every corner of the globe were prepared to stand in line for hours, just to have the chance to spend a few instants in front of this mystery. BRUSSELS, Today, 20:43-Eurozone finance ministers are due to meet Wednesday evening (24 June) to try and reach a deal on Greece’s bailout but the creditors themselves are divided and there are worries about final parliamentary approval.The creditor institutions - the EU, the International Monetary Fund (IMF) and the European Central Bank (ECB) - are assessing a Greek proposal sent on Sunday (21 June) and discussing detailed figures and specific measures with Greek experts.But last minute cracks have appeared between the EU institutions and the IMF over the measures Athens should take to release €7.2bn in bailout money.The IMF "thinks that the numbers are too soft," an EU source said, referring to the fiscal targets, pensions and VAT levels under discussion.While EU institutions and member states agree that the latest Greek proposal is in line with the so-called "aide-memoire" drawn up by the creditors at a meeting in Berlin on 1 June, the IMF is said to now demand targets closer to a ‘memorandum of understanding’ signed with Greece in 2012."The aide-memoire and the Greek proposal take into account the reality of the current situation," the source said, suggesting the IMF is sticking to out of touch older demands.With the latest Greek proposal, the source said, "we've gone a lot further than anyone would have hoped a few weeks ago. BRUSSELS (Reuters) - The head of NATO said on Wednesday the alliance would not be forced into a new arms race with Russia but said what he called Moscow's aggression in Ukraine had compelled it to strengthen its defenses.The United States announced plans this week to station tanks and heavy weapons in NATO member states on Russia's border, shortly after President Vladimir Putin said Moscow would add 40 missiles to its nuclear arsenal."We will not be dragged into an arms race, but we must keep our countries safe," NATO Secretary-General Jens Stoltenberg told reporters at a meeting of alliance defense ministers.A Russian official last week accused NATO of pushing Russia into an arms race by stepping up its military activity around its borders, not least in the formerly Soviet Baltic states.Stoltenberg said the U.S. decision to store equipment in eastern Europe was a prudent response to Russia's actions.He said the defense ministers had agreed to increase the strength of NATO's rapid response force, including its air, maritime and special operations components. Freetown (AFP) - Sierra Leone's capital Freetown has suffered a fresh outbreak of Ebola, dashing hopes that health authorities in the densely-populated city of 1.2 million had beaten the deadly epidemic.The government's National Ebola Response Centre (NERC) told AFP late on Tuesday three cases had emerged in the east-end slum of Magazine Wharf -- three weeks after the last known infections in the capital.

(Reuters) - The largest capacity reservoir in the United States has hit its lowest water level in history following years of severe drought that have dramatically reduced flows from the Colorado River, water managers said on Wednesday.Officials said Nevada’s Lake Mead, the 79-year-old reservoir created by the massive Hoover Dam, registered 1,074.98 feet (327.7 meters) above sea level late on Tuesday, but was able to rise above a critical mark by early on Wednesday morning.A water level of below 1,075 feet projected for January would translate to water cutbacks in 2016 for two U.S. western states, Arizona and Nevada. WASHINGTON (Reuters) - U.S. Secretary of State John Kerry will fly to Vienna on Friday to take part in Iran nuclear talks ahead of a self-imposed June 30 deadline, U.S. State Department spokesman John Kirby said in a statement.The talks between Iran and six major powers aim to reach an agreement under which Tehran would restrain its nuclear program in exchange for relief from economic sanctions that have crippled its economy.The nations involved in the talks with Iran, which include Britain, China, France, Germany, Russia and the United States, have set June 30 as a deadline for a deal but the negotiations are widely expected to slide past that date.Two major sticking points are the sequencing of sanctions relief with steps taken by Iran to curb its nuclear program and the definition of monitoring and verification measures to ensure that Tehran is not cheating on any agreement.The United States and some of its partners suspect Iran of using its civil nuclear program as a cover to develop a nuclear weapons capability. Boston (AFP) - Boston bomber Dzhokhar Tsarnaev apologized Wednesday to his victims for the first time for the suffering he caused, moments before a federal judge formally sentenced him to death.The US citizen of Chechen descent was sentenced to death on six counts over the 2013 bombings, one of the bloodiest assaults on US soil since the September 11, 2001 attacks."I would like to now apologize to the victims and to the survivors," said the 21-year-old former university student in his first public remarks since the April 15, 2013 bombings that killed three people."I am guilty," he said in a slight Russian accent, standing pale and thin in a dark blazer. "Let there be no doubt about that.""I am sorry for the lives I have taken, for the suffering, the damage that I have done," he said, couching his remarks in the name of Allah and asking for God's forgiveness.Judge George O'Toole officially imposed the death sentence, which had been reached unanimously by a 12-person jury on May 15.Government prosecutors had painted Tsarnaev as a remorseless terrorist who deserved to die."I sentence you to the penalty of death by execution," O'Toole told Tsarnaev, before he was led away by US Marshals.Tsarnaev will eventually sit on federal death row in Terre Haute, Indiana, but prosecutors said he could be sent in the interim to America's only "super-max" prison, ADX Florence, in Colorado.Defense lawyer Judy Clarke told the court that Tsarnaev had offered to plead guilty last year, but Wednesday's remarks were the first time that her client had expressed any public remorse.

Survivors were divided on whether his apology was genuine. Lynn Julian said his remarks "were sort of shocking" and denied that he had shown proper remorse or regret."A sincere apology would've been nice," she told reporters.But Henry Borgard, who was a student on his way home from work when he was injured in the bombings, was one of the few to forgive and said that he had been "really deeply moved" by Tsarnaev's remarks."I have forgiven him. I have come to a place of peace and I genuinely hope that he does as well," he said. "I'm going to take it on faith that what he said was genuine."But government prosecutors criticized Tsarnaev, who showed little emotion during the trial, for invoking Allah, and said he had not renounced terrorism or repudiated violent extremism.On Wednesday more than 20 victims and their relatives made harrowing impact statements summing up their grief, pain, financial problems and how the attacks had brutally changed their lives.Outside the court house, police arrested a young man who allegedly had a meat cleaver stashed in his car. He is being investigated for any possible terrorism link, the FBI said.The bombings wounded 264 people, including 17 who lost limbs, near the finish line at the northeastern city's popular marathon."The choices you made were despicable," said Patricia Campbell, whose daughter Krystle was killed."What you did to my daughter was disgusting. The jury did the right thing," she said, addressing Tsarnaev directly.

Bill Richard, the father of the youngest victim, eight-year-old Martin, said he would have preferred Tsarnaev receive a life sentence but said the attacks were "all on him."Tsarnaev, Richard said, could have stopped his brother, changed his mind and "walked away with a minimal sense of humanity.""He chose hate. He chose destruction. He chose death," Richard said. "We choose love. We choose kindness. We choose peace. That is what makes us different."The jury's verdict on the death penalty was a stinging defeat for the defense, who argued that Tsarnaev was a "lost kid" who had been manipulated by his older brother, Tamerlan.Tamerlan was shot dead on the run before Tsarnaev was arrested.He was found, injured, in a grounded boat on which he had scrawled a bloody message defending the attacks as a means to avenge US wars in Iraq and Afghanistan.The death sentence is possible only under federal law. The state of Massachusetts outlawed capital punishment in 1947 and opinion polls had suggested residents favored a life sentence for Tsarnaev.
