Gallagher: Religions must be builders of dialogue, freedom and rights-A Coptic woman prays-The Holy See’s “foreign affairs minister” speaks about the role faiths and the Church say in today’s society. The challenge is creating inclusive societies-Francesco PelosoRome-Multipolarity, governments’ commitment to the defence of religious freedom, the promotion of human rights by the major religions, the relationship between democracy and the freedom to profess one’s faith. These were the difficult points Mgr. Gallagher’s reflected on in his address to the Council of Europe during the course of a seminar held on Monday afternoon, on the subject: “Building Inclusive Societies Together”. The seminar was chaired Gabriella Battaini-Dragoni, Deputy Secretary General of the Council of Europe and attended by Mgr. Gallagher, Vatican Secretary of Relations with States and Henier Bielfelt, the man in charge of religious freedom-related issues at the United Nations. The Holy See’s representative to the Council of Europe, Mgr. Paul Rudelli, was also present. The reference and starting point for Mgr. Gallagher’s speech – as he himself said – was Pope Francis’ visit to the Council of Europe last November.Multipolarity was the first point the Archbishop touched on, recalling that the current international context is characterised by the presence of many different players: nations, their societies, international organisations, religious communities and so on. Different bodies that may often clash with one another. Nevertheless, he added: “This relatively new context in the history of humanity means that all actors – and to a much greater degree than in the past – must place themselves in relation with others in what can be described as a cross-sectional approach. For some time now states have not only engaged in dialogue with other states, but also with international institutions, with organizations in civil society, and with religious confessions. In turn, these religious organizations form part of an ongoing exchange with the society in which they live, with other religions, and with civil authorities.” Dialogue is therefore a decisive element for peaceful co-existence in today’s world.It was the Second Vatican Council that indicated how the Church could relate to other religions and more in general with current society and its myriad cultures. The renewal that came about as a result of the Council was also possible thanks to a theological reflection: The result has been a fresh understanding of the Church’s relationship with the world, a healthy tension that we still experience today.”In the age of multipolarity there have been many positive signs in the dialogue between faiths and cultures, Gallagher explained. “I am thinking, for example, of the promotion of peace and the rejection of every form of violence in the name of God or of religion,” he said. There is a long way to go and the process will require determination from all men and women of different religions because we “face the troubling signs of an opposite path”, meaning an identity crisis that leads to forms of “violent extremism”. In the same way, deeply secularised societies and governments often find it difficult to understand “the specific characteristics of the religious dimension”.The Holy See representative then touched on the theme of human rights, referring to the “Declaration of the Rights of Man and of the Citizen” of 1789, which states that “Men are born and remain free and equal in rights” and consequently affirms the freedom of thought and religion and the equality of each person before the law. BUT, Gallagher explained, in today’s context, the culture of rights is constantly evolving and faces new challenges, such as the concept of family, the defence of human life and the immigration problem. The European courts of justice are often called to express themselves on issues closely related to human rights that are by no means easy. By the same token, religions must also contribute to common culture “in dialogue with philosophies of man that tend to exclude any reference to transcendence”. The Church’s contribution to a culture of human rights, the Archbishop pointed out, is relevant and stems from the principle of fraternity and equality between all human beings and therefore from the recognition of the value which the poor, the marginalised and human dignity have. Quoting Ratzinger’s Regensburg speech of 2006, Gallagher said that it is vital for the relationship between reason and faith to be right. This connection is in fact the starting point for defeating every form of fanaticism and fundamentalism, while no culture can say it has the “monopoly” on human rights. So the challenge is to build inclusive, pluralistic societies in which there is space for an individual’s religion.Gallagher then touched on the subject of the relationship between democracy and religious freedom, observing that religions help educate consciences and often play front-line roles in civil society. “Religious freedom,” he said, “is like a barometer which indicates accurately the true level of freedom within a society. Despotic systems in every age have always aimed to gain strict control over Churches and, as there are no authoritarian regimes which espouse authentic religious freedom, so too all restrictions of religious freedom lead to a weakening of the democratic fibre of society.”Furthermore, the promotion of religious freedom is essential as an instrument for defeating radicalisation and extremist violence. As such, it is necessary to recognise the presence of communities and denominations that are different from ours and existing within the same territory and the part that they play in helping to build our society. It is also important to admit that “there can never be an absolute identification between ethnicity or a people on the one hand, and religious affiliation on the other”.Finally, the archbishop reiterated that states and governments must commit to promoting religious freedom. This is not intrinsic but is a fundamental human right. These rights are interlinked and as such must be considered as a whole. What we are witnessing today, Gallagher said, are attempts to limit religious freedom in the workplace, the institutions and in health structures. While on the one hand there have been tensions between the right individuals have for their religious beliefs to be respected and freedom of expression, in some cases, it is the duty of governments and states to find the right balance. “However, the perception that fundamental rights could be in direct conflict with each other would be erroneous. If individual human rights are the expression of the dignity of the human person, then human rights cannot be opposed to each other. Rather, it is persons, the subjects of these rights, who need each day to learn to understand the rights that they hold in common with others. Borrowing words from the motto of the French Republic, freedom and equality – liberté et egalité – cannot be effectively promoted without accepting the challenge of fraternity – fraternité.”On this note, the archbishop talked about the Holy See’s efforts in promoting religious freedom, partly by engaging in dialogue with other faiths. He recalled the issue of the persecution of Christians but also mentioned the many conflicts that have marked European history, up until the war in former-Yugoslavia. The end hope is that religions will work toward reconciliation.

Federico Lombardi, said that on the issue of Ukraine Francis “affirmed that there needs to be commitment to a sincere and great effort to realize peace.”“The importance of reconstructing a climate of dialogue was agreed upon and [also] that all the parties may be committed to carrying out the Minsk accords,” the statement continues.“Also essential is the commitment to engage the grave humanitarian situation, guaranteeing access to humanitarian agents and with the contribution of all the parties for a progressive relaxation of tensions,” it states.The meeting, Putin’s second with the pontiff, came as one U.S. diplomat said he hoped the Vatican might use the occasion to “continue to express its concern” about Russia’s recent actions, “particularly about what’s happening in Ukraine.”“Maybe this is an opportunity where the Holy Father, privately, can raise those concerns,” said U.S. Ambassador to the Holy See Ken Hackett, speaking earlier in the day to reporters at a briefing about a new inter-governmental agreement between the U.S. and the Holy See.Hackett said that he and U.S. officials think the Vatican “could say something more about the concern on territorial integrity” over Russia’s actions in Ukraine.Francis was seen as being cordial but not especially warm during the event. Mary Collins, a former clerical sex abuse victim is glad about the decision-Iacopo Scaramuzzivatican city-The Pope has approved a proposal to penalise “abuse of office” by bishops in cases where there are reports of clerical sex abuse against children, setting out a new Vatican procedure for dealing with this kind of offence and boosting the establishment of a new Judicial Section in the Congregation for the Doctrine of the Faith on paedophilia cases. An secretary will also be appointed ad hoc to assist the Prefect. Francis himself established this during the course of the tenth meeting of the 9-member Council of Cardinals (C9) that is assisting the Pope with the reform of the Roman Curia and the government of the Church, held between Monday and today in St. Martha’s House. One of the things that is new is the green light given for the “gradual integration” of Vatican mass media over a period of four years. This still needs to be looked into in more detail, but keeping staff and with a view to create a new super-dicastery in charge of communication. On Monday afternoon, the C9 “heard a speech by Cardinal Sean Patrick O’Malley on the proposal to be presented to the Holy Father regarding the abuse of office by bishops, a proposal prepared by the Pontifical Commission for the Protection of Minors” headed by the Archbishop of Boston himself, the Vatican spokesman Fr. Federico Lombardi said in a briefing, underlining that today’s decision is in line with what the body itself said in recent months about the importance of accountability, the need, that is, for bishops to take responsibility in such cases. Cardinal O’Malley’s speech includes a proposal on the subject of reported incidents of clerical sex abuse against vulnerable adults and children. The Capuchin friar made five concrete proposals at the end of his speech: Firstly, “because the competence to receive and investigate complaints of the episcopal abuse of office belongs to the Congregations for Bishops, Evangelization of Peoples, or Oriental Churches, all complaints are to be reported to the appropriate Congregation.” Secondly, for “the Holy Father to mandate the Congregation for the Doctrine of the Faith to judge bishops with regard to crimes of the abuse of office when connected to the abuse of minors.” Thirdly, for “the Holy Father to authorise the institution of a new Judicial Section in the Congregation for the Doctrine of the Faith and appointment of stable personnel to undertake service in the Tribunal. The implementation of this decision would follow consultation with the Prefect for the Congregation for the Doctrine of the Faith. Fourthly, for “the Holy Father to appoint a Secretary to assist the Prefect with the Tribunal. The Secretary will have responsibility for the new Judicial Section and the personnel of the Section will also be available to the Prefect for penal processes regarding the abuse of minors and vulnerable adults by clergy. This appointment will also follow the consultation with the Prefect of the Congregation.” Fifthly, for “the Holy Father to establish a five-year period for further development of these proposals and for completing a formal evaluation of their effectiveness.”The Council of Cardinals “agreed unanimously on these proposals and resolved that they be submitted to the Holy Father, Pope Francis. The Holy Father approved the proposals and authorized that sufficient resources will be provided for this purpose,” the Pope said stressing that this should strengthen the judicial structure.The Pope will presumably accept the decisions taken by the judicial body regarding bishops: “If the Pope says that the task of making a ruling lies with the Tribunal, then he will accept the ruling of the Tribunal handling the case,” Fr. Lombardi said in response to a question. In terms of the retroactivity of the law, the Vatican spokesman said that “the Code of Canon Law already contains the elements” for these kinds of offences, so the issue of episcopal accountability does not “spring out of nowhere”. However, with the new proposal approved by the Pope “a procedure has been defined for dealing with such cases”.Mary Collins, an Irish member of the Pontifical Commission for the Protection of Minors, who was abused by a paedophile priest as a child and visited Rome in recent days, tweeted: “Very pleased the Pope has approved the Commission's proposal on accountability.”Among the issues dealt with during the course of the tenth C9 meeting (the African cardinal Laurent Monsengwo Pasinya was absent), Mgr. Dario Edoardo Viganò, President of a recently created commission for the finalised reform of Vatican media (the Pontifical Council for Social Communications, the Holy See Press Office, Vatican Radio, the Vatican television Centre, L’Osservatore Romano, the Photographic Service, the Vatican publishing house, the Vatican printing house and the Vatican Internet Service) has presented a reform project to be implemented over four years, which involves keeping personnel and the gradual integration of institutions,” Fr. Lombardi said. The Council of Cardinals expressed a positive opinion also with regard to the proposed timeframe, which foresees the establishment of the dicastery and nominations necessary to set the process in motion, within the next few months,” Fr. Lombardi said. He specified, however, that the commission “is continuing its work as this is not yet complete”.Finally, at the C9 meeting, Cardinal George Pell, Prefect of the Secretariat for the Economy, gave an illustration of three new initiatives of the dicastery: the establishment of “three workgroups: one for the analysis of income and investments; one for human resource management; and a third for the study of existing IT systems, their compatibility and efficiency.” The Jesuit Michael Czerny from the Pontifical Council Iustitia et Pax also spoke ahead of the presentation of the Pope’s upcoming encyclical. He explained that “at the Pope’s request, Ordinaries all around the world are to be informed about the upcoming publication via e-mail, with an introductory letter by Cardinal Turkson”. The communications will also be sent in order to give Ordinaries “suggestions and help”, particularly with regard to Pope Francis’ previous teachings and speeches on environmental issues. In the midst of a terrorism emergency, Pakistan has set up special courts and reintroduced the death penalty. It is true that the wave of executions is devastating everyone. Today is a sad day for us”: this is how Moris Jalal, a Pakistani Franciscan friar and director of the diocese of Lahore’s Catholic TV, speaks to Vatican Insider about the death penalty inflicted on Aftab Bahadur Masih, a Christian. The man, who was executed in Lahore today, is the umpteenth victim of a series of executions carried out in Pakistan over the past six months: more than 150 of them. This is a world record that beats even Saudi Arabia.The appeals of human rights activists and the Church, who strongly opposed the provision with which the government suspended the moratorium, fell on deaf ears and capital punishments resumed.Aftab Bahadur Masih died, weeping, at 4:30 in the morning. He professed his innocence right until the end. His lawyers explained that the man was forced under torture to confess to three counts of murder. He was incriminated in 1992 at the tender age of 15 and the sentence against him was confirmed in the years that followed. This was despite the evidence given by two eye witnesses who said that violence was used to force the man into making a confession, thereby invalidating it in court.There are many doubts surrounding this case but they were not enough to save the man from his fate: according to some accounts, when Masih was arrested, the police demanded a 50,000 rupee bribe in exchange for his release. But Aftab was only an apprentice plumber and didn’t have that kind of money, so he was doomed.In a message sent from prison and published a day before his hanging, Aftab wrote: “I don’t know if this will make a difference. I have not lost hope, even though this is a very bleak night indeed. It’s probably best not to think about what the police did to obtain my false confession to this crime.”According to many observers, his version of events could be credible given the frequent cases of discrimination and abuse suffered by Christian minorities in the workplace, in schools and in society. Religious minorities in Pakistan (Christians and Hindus but also Shiite and Ahmadi Muslims) are known to be particularly vulnerable and exposed to all kinds of violence, as the Muhammad Ali Jinnah (founder of Pakistan) study centre recently stressed.A moratorium on the death penalty has been in force in Pakistan since 2008 but following the terrorist attack on a military school in Peshawar, which claimed the lives of 130 children, the government suspended the moratorium, at first only for those sentenced to death for terrorism. On 10 March 2015, the moratorium was revoked altogether and now, 8,500 people on death row in Pakistani prisons are now facing the gallows.“A great deal of pressure was put on the government to do more to deal with the militant uprising and this led to the reintroduction of the death penalty and to a long string of executions. It must be said that the public generally supports this position. The death penalty was identified as a method for stopping terrorism,” Moris Jalal explained.“As Christians we are always against capital punishment,” the priest said. “The Pakistani Church emphasises that only God has the right to take a person’s life, Capital punishment can also lead to the death of innocent people. Masih insisted on his innocence right until the end. Hence, many organisations are in favour of abolition. But now the nation seems to have taken a different path.”Even some of the biggest international organisations, such as Amnesty International and Human Rights Watch, have appealed against capital punishment but Sharif’s government is determined to go ahead with its plans and enjoys strong support from the people.Christian NGOs recall that among those who have been handed a death sentence, is Asia Bibi, the Christian woman who has been in prison since 2009 after being accused of blasphemy. She is waiting for her case to heard by the Supreme Court, the third and final stage in the decision-making process.

If there is something which is banned in all this process is fatigue, feeling exhausted”, noted Cartes.Meanwhile, Mercosur prospective member Bolivia said it would pull out of the bloc if there is a trade deal.“We prefer to expand our regional market by ourselves, rather than be accomplices of an inhuman policy which harms the majority of the people and only benefits a minority”, said Bolivian left-wing president Evo Morales, whose country is not a full member yet until Brazil and Paraguay ratify the accession agreement.Venezuela, the only country to become a full member of Mercosur since its inception in 1991, is not part of the negotiations because it joined the bloc in 2013.
Greece seeks bailout extension By Eric Maurice-june 11,15-euobserverBRUSSELS, Today, 09:49-Greek leader Alexis Tsipras late Wednesday (10 June) discussed with French and German leaders the possibility of extending the country's current bailout programme and providing Greece with liquidity.Greek officials said that Athens asked for an extension of the current bailout programme until March 2016.Germany's Bild newspaper said on Thursday that the German government is opposed to a third bailout and would be ready for an extension of the current programme.According to diplomatic sources, this extension would see the European Stability Mechanism (ESM), the eurozone emergency mechanism, lend Greece money in order to repay bonds to the European Central Bank.The ECB owns €27 billion of Greek debt.An ESM loan would relieve Greece of the over €6 billion repayment due to the ECB this summer.Without a lifeline to help Greece repay the ECB, a source told EUobserver, the country would run out of liquidity at the end of September.Another financing solution - going with an eventual extension of the bailout - would be to unblock €10.9 billion of funds normally reserved for the recapitalisation of Greek banks.A diplomatic source told this website experts at technical level will now have to assess the impact of these options."Everyone wants to find a solution," another diplomatic source said."When there is a will, there is a way," Merkel said on the doorstep, adding that "the goal is to keep Greece in the euro area."It was unclear however whether the institutions involved in the bailout negotiations - the EU, the ECB and the International monetary fund (IMF) - would be ready to back such a solution.An extension of the bailout as well as an ESM loan to Greece would also need to be approved by some national parliaments."We had a very friendly meeting and we decided to intensify discussions in order to solve remaining differences and move towards a solution which guarantees a return to a socially inclusive growth," Tsipras told reporters after the meeting.The Greek PM said that "the leadership of the EU understands that we need a viable solution (…) with a sustainable debt".The two-hour meeting, which ended after midnight, was held on the margins of the EU-Latin America summit in Brussels.It was the fourth trilateral meeting between the Greek, German and French leaders since March. This time they came with advisers, which suggest talks were more detailed than at previous meetings.The Greek government has so far resisted creditors' demands to cut pensions and raise VAT, especially on energy.More progress could be made on Thursday, when Tsipras is to meet the president of the EU Commission Jean-Claude Juncker.
Commission tussles with member states over radio frequencies By Peter Teffer-june 11,15-euobserverBrussels, Today, 14:37-The European Commission is keen to get more powers over management of radio frequencies, but member states are baulking at given up any control over the valuable resource.Around 63.5 percent of organisations that participated in a commission public consultation, published Wednesday (10 June) said they are in favour of a stronger role for the EU in a reform of the 700 Megahertz band, which the Commission believes will be important for digital innovation.For the past years, the EU has been trying to increase its influence in the management of radio spectrum – the range of frequencies of electromagnetic energy used for communication – but so far has not managed to convince its member states.Spectrum, although invisible to the naked eye, is a finite resource just like gold or oil. And just like those physical resources, it's becoming rare, which means strict management is required.Spectrum is used by mobile phones, (tablet) computers that operate on WiFi, but is also seen by some as a necessary feature for driverless cars, which will have to communicate with other cars on the road.As the use of wireless devices increases, so does the demand for spectrum.Digital commissioner Andrus Ansip in March called spectrum “oxygen for the internet” and “the basis for a digitally enabled society”.National governments control the spectrum in their territory, and usually auction frequencies.But the commission says this leads to a fragmented landscape. In 2013, it suggested it should have the power “to harmonise spectrum availability, the timing of assignments and the duration of rights of use for spectrum”. It also said that revenues from spectrum auctions would continue to flow to national coffers - but governements remain sceptical.

Surely you guys are not trying to steal our spectrum, are you?", a diplomatic EU source told this website.National governments are currently negotiating the digital legislative package which includes the spectrum proposal.But according to sources from Latvia, which negotiates on behalf of governments, spectrum is off the table.Talks are now exclusively focused on the future of roaming surcharges and the definition of network neutrality, two topics which have proven difficult enough to reach agreement on.On Friday (12 June), telecommunication ministers will meet in Luxembourg and are expected to “give an additional impetus” to the stalled talks.But according to Ansip, “spectrum is still on our agenda” and a digital single market strategy paper, published in May, made this clear too.The paper promised “specific proposals” related to the “coordinated release of the 700 MHz band”, and officially has not given up on its 2013 proposal.But the diplomatic EU source said the commission's plan included “at the end of the day, a veto right for the commission on decisions regarding spectrum. Member states weren't ready for that. My belief is they are still not ready for that.”“I think member states are open to the idea of some form of cooperation. I can see that happening”, said the diplomat.“But the sort of top-down approach with ultimate decision power lying with the commission... Unless I misread the mood very much, it's not going to happen.”
EU recovery strengthening despite global decline, World Bank forecasts By Benjamin Fox-june 11,15-euobserverBRUSSELS, Today, 12:34-The outlook for the European economy has improved despite the looming threat of Greece being forced out of the eurozone, according to a new report by the World Bank.However, the bloc’s periphery countries continue to be affected by the ongoing war in Ukraine, and the EU’s resultant trade sanctions battle with Russia, which has plunged both countries into severe recessions.Published on Wednesday night (10 June), the World Bank’s bi-annual Global Economic Prospects report expects the world economy to grow by 2.8 percent in 2015. With the prospect of economic stagnation in the eurozone and Japan now receding, the Washington-based bank sees low commodity prices and the effects of the long-awaited hike in US interest rates as the main threats to the world economy.The eurozone’s recovery has been boosted by increased demand prompted by the slump in oil prices and the European Central Bank’s €60 billion per month quantitative easing programme, and is forecast to grow by 1.5 percent this year - up from 0.8 percent forecast in January - and by 1.8 percent in 2016, according to the bank.“The Euro Area has emerged from recession, with recoveries gathering strength in Spain, Portugal, and (especially) Ireland,” the report states.Meanwhile, although the bank expresses concern that a Greece exit could hurt nearby countries Romania and Bulgaria, it notes that “the exposures of other parts of the Euro Area have diminished since 2010”.“Foreign bank exposures to Greek sovereign and non-sovereign debt have declined sharply. The ECB’s quantitative easing program, which began in March, has shielded sovereign bonds in other peripheral countries from contagion risks,” the report says.Despite this, 23 percent of Bulgarian bank assets are held by Greek banks, making it one of the most vulnerable EU countries to a Greek exit from the eurozone.Meanwhile, a collapse in export revenues from oil, a sharp devaluation of the rouble, and trade restrictions on food as a result of its incursions in Ukraine, have plunged the Russian economy into a recession that the World Bank forecasts will knock 2.7 percent off its output in 2015, although it predicts a “modest recovery” in 2016.The EU and the IMF disbursed the first $5 billion (€4.5 billion) tranche of aid to Ukraine as part of a four-year support programme for the country, but the Ukrainian economy is expected to reduce by 7.5 percent this year, with the bank warning that the conflict has “has destroyed or damaged sizeable parts of the production and export base in the eastern regions of Ukraine, disrupted trade and investment links.The US Federal Reserve is expected to finally increase its interest rates after nearly seven years of near zero rates, a move which is unlikely to have much impact on EU countries but is likely to increase the borrowing costs of emerging and developing countries.Both the World Bank and the IMF have urged the Federal Reserve to delay the rate hike until next year.“Developing countries were an engine of global growth following the financial crisis, but now they face a more difficult economic environment,” said World Bank Group President Jim Yong Kim in a statement accompanying the report.“We’ll do all we can to help low and middle-income countries become more resilient so that they can manage this transition as securely as possible,” he added.
