A Jerusalem demonstration called to highlight police brutality against members of Israel’s Ethiopian community finally wound down late on Thursday night, after nine hours of sometimes violent confrontation that left over a dozen people injured.Shortly after 1 a.m., the last of the several hundred protesters went home, and traffic resumed its normal flow at the entrance to the city, where several dozen demonstrators had ultimately congregated and been dispersed.But many of the demonstrators promised that the protests were “only the beginning,” and vowed that such rallies would spread nationwide in the coming days.A masked protester among hundreds who faced off against police at a protest in Jerusalem, following a video clip released a few days ago showing police beating up an IDF soldier from the Ethiopian community, “You will see these protests in every city,” a masked protester told Channel 2 TV. He explained that he chose to obscure his face to prevent the police identifying him, because “I am afraid of them. Maybe they’ll find me and beat me up when the cameras aren’t around.”“For years we’ve been putting up with this racism, and the pressure cooker is exploding,” another Ethiopian protester told the Walla news website.The demonstrations had raged for hours and turned violent. Hundreds of protesters blocked streets and the light rail, and marched from the police headquarters toward the prime minister’s home.When the protesters, mostly from the Ethiopian community, tried to march on the Prime Minister’s Residence, they were kept at bay by police. Three police officers were injured by rocks and bottles thrown by the protesters in the ensuing clashes, and as many as 13 demonstrators were wounded. Two were arrested.Police used crowd control methods to block the protesters, including tear gas, stun grenades and fire hoses.Some of the protesters alleged that the police used excessive force.“We were attacked for no reason,” said Matan Admake from Yavne.Jerusalem Mayor Nir Barkat rushed to the scene to try to calm tempers. UNITED NATIONS (Reuters) - Britain has informed a United Nations sanctions panel of an active Iranian nuclear procurement network linked to two blacklisted firms, according to a confidential report by the panel seen by Reuters.The existence of such a network could add to Western concerns over whether Tehran can be trusted to adhere to a nuclear deal due by June 30 in which it would agree to restrict sensitive nuclear work in exchange for sanctions relief.Talks between six major powers and Tehran are approaching the final stages after they hammered out a preliminary agreement on April 2, with Iran committing to reduce the number of centrifuges it operates and to other long-term nuclear limitations."The UK government informed the Panel on 20 April 2015 that it 'is aware of an active Iranian nuclear procurement network which has been associated with Iran's Centrifuge Technology Company (TESA) and Kalay Electric Company (KEC)'," the Panel of Experts said in its annual report. The panel monitors Iran's compliance with the U.N. sanctions regime.KEC is under U.N. Security Council sanctions while TESA is under U.S. and European Union sanctions due to their suspected links to banned Iranian nuclear activities.Iran, which is has been under sanctions for years, has a long history of illicit nuclear procurement using front companies and other methods of skirting sanctions.That has enabled it to develop a substantial atomic program in spite of aggressive international efforts to curtail it, U.N. diplomats say. But analysts and Western intelligence officials say sanctions have slowed the development of Tehran’s nuclear program.The United States and the International Atomic Energy Agency have repeatedly said that Tehran has so far complied with the terms of a limited agreement struck in November 2013 between Iran and the six powers involving some reductions in its nuclear activities, including enrichment.The panel's 41-page document did not contain further details on the British report.U.S. State Department spokeswoman Marie Harf played down the report's significance. She acknowledged that Iranian sanctions violations have continued, and noted that Washington has repeatedly blacklisted Iranian entities due to illicit procurement while negotiations with Tehran were underway.

It said that some members' assessment was that Iran's procurement and "circumvention techniques" remain mostly unchanged.It cited an example of an unnamed member state saying that an Iranian entity had recently attempted to acquire compressors, a key component in the uranium enrichment process, using false end-user certificates in an attempt to evade controls.The panel noted multiple media reports of Iranian weapons shipments to Syria, Lebanon, Iraq, and Yemen as well as Hezbollah and Hamas militants in violation of a U.N. embargo -- some of them quoting Iranian officials talking openly about arms shipments abroad.And yet, it said, not a single country reported those arms shipments to the Security Council's Iran sanctions committee in line with standard procedure for suspected breaches.The panel also said that a U.N.- sanctioned subsidiary of the Islamic Republic of Iran Shipping Lines (IRISL), the Irano Hind Shipping Company (IHSC), has remained active without its assets being frozen as required under U.N. sanctions rules.The report said IHSC continues to operate two oil tankers, Amin 2 and Tour 2, which have been transporting crude oil to Syria, as recently as after September 2014.The government of Syria, which has been waging a war for four years against insurgents determined to topple it, is a staunch ally of Iran.

Abuja (AFP) - Nigeria's military on Thursday vowed to free more hostages from Boko Haram after nearly 500 were released from atrocious conditions this week in the group's Sambisa Forest stronghold.Defence spokesman Chris Olukolade told reporters in Abuja the army would "comprehensively" clean out the forest, adding: "There is great hope for recovery of more hostages of the terrorists."The army said on Thursday about 160 hostages were rescued from the dense, former colonial-era game reserve, while 200 girls and 93 women were freed on Tuesday.The numbers underlined the scale of the tactic of mass abduction used by the militants, who according to Amnesty International have seized about 2,000 women and girls since the start of last year.The human rights group's Africa director for research and advocacy, Netsanet Belay, said the rescues were a "cause for celebration" but he warned: "This is just the tip of the iceberg."There are thousands more women and girls, and men and boys, who have been abducted by Boko Haram," he said in a statement.- 'Inhuman conditions' -Female former hostages have described being subjected to forced labour, sexual and psychological abuse as well as having to fight on the frontline alongside the rebels.The military released a series of photographs purporting to show some of the rescued women and children in an undisclosed location, huddled on the ground watched over by soldiers.One very young child pictured appeared to be severely malnourished.The rescue, after what the military said was a sustained aerial bombing campaign of the forest, raised hope that some of the 219 girls snatched from their school last year were among them.Army spokesman Sani Usman has said the Chibok girls were not part of the group but defence headquarters in Abuja has said it was too early to say.The mass kidnapping from Chibok, in Borno state, prompted global outrage and forced President Goodluck Jonathan to accept international help in the search operation for the missing girls.Olukolade said work was being undertaken to determine the former hostages' real identities but the priority was getting them to safety."Whoever they may be, the important thing is that Nigerians held captive under very severe and inhuman conditions have been freed by our gallant troops," he said.Usman said earlier that the 160 or so hostages were rescued in an operation involving troops from the army's 7th Division, which has been tasked with fighting Boko Haram."We are still trying to compute the actual number of those rescued. Recent satellite pictures suggest that North Korea could have quietly restarted one of its key nuclear reactors, a US think tank said.According to a report (PDF) released Wednesday by the Washington-based Institute for Science and International Security (ISIS), satellite images of the Yongbyon nuclear complex show signs of renewed activity.Analysts discovered patterns of melted snow on the reactor and turbine buildings at Yongbyon, suggesting that the reactor’s interior may be discharging heated water.The report also highlighted images of a weak stream of warm water being evacuated from the reactor’s discharge pipeline, as well as what appeared to be steam rising from the turbine building.The report analyzed recent images of the facility, taken in January though March, against satellite imagery from August and September of last year.While ISIS said that the images “do not show clear evidence that the reactor has resumed full power operation,” they did suggest that the reactor “may be operating at low power or operating intermittently”. A Jerusalem demonstration called to highlight police brutality against members of Israel’s Ethiopian community finally wound down late on Thursday night, after nine hours of sometimes violent confrontation that left over a dozen people injured.Shortly after 1 a.m., the last of the several hundred protesters went home, and traffic resumed its normal flow at the entrance to the city, where several dozen demonstrators had ultimately congregated and been dispersed.But many of the demonstrators promised that the protests were “only the beginning,” and vowed that such rallies would spread nationwide in the coming days.A masked protester among hundreds who faced off against police at a protest in Jerusalem, following a video clip released a few days ago showing police beating up an IDF soldier from the Ethiopian community, “You will see these protests in every city,” a masked protester told Channel 2 TV. He explained that he chose to obscure his face to prevent the police identifying him, because “I am afraid of them. Maybe they’ll find me and beat me up when the cameras aren’t around.”“For years we’ve been putting up with this racism, and the pressure cooker is exploding,” another Ethiopian protester told the Walla news website.The demonstrations had raged for hours and turned violent. Hundreds of protesters blocked streets and the light rail, and marched from the police headquarters toward the prime minister’s home.When the protesters, mostly from the Ethiopian community, tried to march on the Prime Minister’s Residence, they were kept at bay by police. Three police officers were injured by rocks and bottles thrown by the protesters in the ensuing clashes, and as many as 13 demonstrators were wounded. Two were arrested.Police used crowd control methods to block the protesters, including tear gas, stun grenades and fire hoses.Some of the protesters alleged that the police used excessive force.“We were attacked for no reason,” said Matan Admake from Yavne.Jerusalem Mayor Nir Barkat rushed to the scene to try to calm tempers. Police said the second man was a volunteer policeman, and that he would no longer be allowed to serve with the police. He was arrested and held over allegations that he had attacked the police officers.A spokesperson for the police said they would “act with determination against any party acting in violation of police orders, while endangering the police and public security, and disturbing public order.”Earlier Thursday, Israel Police Chief Yohanan Danino met activists from the Ethiopian community, and said he would establish a special team to examine the community’s claims and formulate ways to deal with the problem, Ynet reported.Danino said that the officer who was filmed beating Pakada would be expelled from the force, pending a hearing.“There is no room for such officers in the Israel Police,” he said.Yevarkan refused to attend the meeting with Danino, claiming police were “putting on a show for the media.”According to Yevarkan, the protest came after years of neglect and racism. “Our younger generation is desperate and it will only get worse if the government doesn’t take action,” he said.President Reuven Rivlin also addressed the footage of Pakada’s beating on Thursday, while hosting a delegation of students from Israel’s Ethiopian community as part of a seminar on education.“We cannot sit back in the face of anger and shouting – incidents such as these must serve as a warning sign, and an opportunity to conduct some genuine and thorough introspection,” Rivlin told the students.“The shock that we all felt when we saw those pictures – which I am pleased to say immediately led the Israel Police to carry out a thorough and transparent investigation into the incident and its awful outcome – is still deeply felt.”The incident caught on tape took place in Holon, south of Tel Aviv, on Sunday evening, where police were cordoning off a street due to a suspicious object.“I feel terrible, and humiliated. This is a disgrace to the State of Israel,” Pakada told Channel 2 Monday. “It’s because of [my] skin color,” he said.After the footage was obtained by Pakada’s family, he was released from custody, with police promising to investigate the matter.Pakada, a 21-year-old orphan who emigrated from Ethiopia with his four siblings seven years ago, told Channel 10 that he was riding his bicycle when he noticed the two officers.He said that he asked them what they were up to and one of them confronted him and pushed him off his bike, saying, “I can do whatever I want.”He said that the officer threatened to shoot him in the head, and that they only let up after he backed away and lifted a rock.Several police officers then detained the soldier for alleged assault, although the footage showed that Pakada did not attack them with the rock in his hand.

WASHINGTON (Reuters) - Russia's military may be taking advantage of a recent lull in fighting in eastern Ukraine to lay the groundwork for a new military offensive, NATO's top commander told the U.S. Congress on Thursday.U.S. Air Force General Philip Breedlove, the NATO supreme allied commander, said Russian forces had been seeking to "reset and reposition" while protecting battlefield gains, despite a fragile ceasefire agreed in February."Many of their actions are consistent with preparations for another offensive," Breedlove said.Pressed during the hearing, Breedlove acknowledged he could not predict Moscow's next move but characterized its ongoing actions as "preparing, training and equipping to have the capacity to again take an offensive.""In the past they have not wasted their effort," Breedlove told the Senate Armed Services Committee.The Organization for Security and Co-operation in Europe (OSCE), which is monitoring the ceasefire, says the violence is down markedly since the accord was signed in Minsk, Belarus, in February. UNITED NATIONS (Reuters) - Britain has informed a United Nations sanctions panel of an active Iranian nuclear procurement network linked to two blacklisted firms, according to a confidential report by the panel seen by Reuters.The existence of such a network could add to Western concerns over whether Tehran can be trusted to adhere to a nuclear deal due by June 30 in which it would agree to restrict sensitive nuclear work in exchange for sanctions relief.Talks between six major powers and Tehran are approaching the final stages after they hammered out a preliminary agreement on April 2, with Iran committing to reduce the number of centrifuges it operates and to other long-term nuclear limitations."The UK government informed the Panel on 20 April 2015 that it 'is aware of an active Iranian nuclear procurement network which has been associated with Iran's Centrifuge Technology Company (TESA) and Kalay Electric Company (KEC)'," the Panel of Experts said in its annual report. The panel monitors Iran's compliance with the U.N. sanctions regime.KEC is under U.N. Security Council sanctions while TESA is under U.S. and European Union sanctions due to their suspected links to banned Iranian nuclear activities.Iran, which is has been under sanctions for years, has a long history of illicit nuclear procurement using front companies and other methods of skirting sanctions.That has enabled it to develop a substantial atomic program in spite of aggressive international efforts to curtail it, U.N. diplomats say. But analysts and Western intelligence officials say sanctions have slowed the development of Tehran’s nuclear program.The United States and the International Atomic Energy Agency have repeatedly said that Tehran has so far complied with the terms of a limited agreement struck in November 2013 between Iran and the six powers involving some reductions in its nuclear activities, including enrichment.The panel's 41-page document did not contain further details on the British report.U.S. State Department spokeswoman Marie Harf played down the report's significance. She acknowledged that Iranian sanctions violations have continued, and noted that Washington has repeatedly blacklisted Iranian entities due to illicit procurement while negotiations with Tehran were underway.
REPORTS OF IRAN VIOLATIONS VANISH
The report could add to skepticism in the U.S. Congress over the wisdom of engaging Iran, as senators vote on a bill subjecting the agreement to congressional review. Some Republicans are seeking to inject amendments that would toughen the demands on Iran.A spokesman for Republican Dan Coats said the senator "believes recent allegations of Iranian circumvention are further proof that a skeptical Congress must have a voice."U.S. ally Israel also says Iran cannot be trusted.Nuclear enrichment centrifuges are used to purify uranium for use as fuel for power plants or, if purified to a very high level, in weapons.Tehran denies allegations from Western powers and their allies that it is amassing the capability to produce nuclear weapons under cover of a civilian atomic energy program.The panel said that the British information about the Iranian procurement network was received too recently for it to conduct an independent investigation of the allegations.U.N. sanctions in place since 2006 bar Tehran from pursuing sensitive nuclear activities, including uranium enrichment, as well as ballistic missile work. There are also U.S. and EU sanctions on Iran, which have crippled its economy.Officials at the U.N. missions of Britain and Iran were not immediately available for comment.Apart from the British notice and expressions of concern from some member states about continued Iranian procurement activities, the panel said it had received no new reports from U.N. member states of confirmed cases of non-compliance.But it said that could simply indicate that some states are refraining from reporting violations to avoid undermining the delicate nuclear talks. It said that some members' assessment was that Iran's procurement and "circumvention techniques" remain mostly unchanged.It cited an example of an unnamed member state saying that an Iranian entity had recently attempted to acquire compressors, a key component in the uranium enrichment process, using false end-user certificates in an attempt to evade controls.The panel noted multiple media reports of Iranian weapons shipments to Syria, Lebanon, Iraq, and Yemen as well as Hezbollah and Hamas militants in violation of a U.N. embargo -- some of them quoting Iranian officials talking openly about arms shipments abroad.And yet, it said, not a single country reported those arms shipments to the Security Council's Iran sanctions committee in line with standard procedure for suspected breaches.The panel also said that a U.N.- sanctioned subsidiary of the Islamic Republic of Iran Shipping Lines (IRISL), the Irano Hind Shipping Company (IHSC), has remained active without its assets being frozen as required under U.N. sanctions rules.The report said IHSC continues to operate two oil tankers, Amin 2 and Tour 2, which have been transporting crude oil to Syria, as recently as after September 2014.The government of Syria, which has been waging a war for four years against insurgents determined to topple it, is a staunch ally of Iran.

Abuja (AFP) - Nigeria's military on Thursday vowed to free more hostages from Boko Haram after nearly 500 were released from atrocious conditions this week in the group's Sambisa Forest stronghold.Defence spokesman Chris Olukolade told reporters in Abuja the army would "comprehensively" clean out the forest, adding: "There is great hope for recovery of more hostages of the terrorists."The army said on Thursday about 160 hostages were rescued from the dense, former colonial-era game reserve, while 200 girls and 93 women were freed on Tuesday.The numbers underlined the scale of the tactic of mass abduction used by the militants, who according to Amnesty International have seized about 2,000 women and girls since the start of last year.The human rights group's Africa director for research and advocacy, Netsanet Belay, said the rescues were a "cause for celebration" but he warned: "This is just the tip of the iceberg."There are thousands more women and girls, and men and boys, who have been abducted by Boko Haram," he said in a statement.- 'Inhuman conditions' -Female former hostages have described being subjected to forced labour, sexual and psychological abuse as well as having to fight on the frontline alongside the rebels.The military released a series of photographs purporting to show some of the rescued women and children in an undisclosed location, huddled on the ground watched over by soldiers.One very young child pictured appeared to be severely malnourished.The rescue, after what the military said was a sustained aerial bombing campaign of the forest, raised hope that some of the 219 girls snatched from their school last year were among them.Army spokesman Sani Usman has said the Chibok girls were not part of the group but defence headquarters in Abuja has said it was too early to say.The mass kidnapping from Chibok, in Borno state, prompted global outrage and forced President Goodluck Jonathan to accept international help in the search operation for the missing girls.Olukolade said work was being undertaken to determine the former hostages' real identities but the priority was getting them to safety."Whoever they may be, the important thing is that Nigerians held captive under very severe and inhuman conditions have been freed by our gallant troops," he said.Usman said earlier that the 160 or so hostages were rescued in an operation involving troops from the army's 7th Division, which has been tasked with fighting Boko Haram."We are still trying to compute the actual number of those rescued. But tentatively there are about 60 women of various ages and around 100 children," he told AFP.One woman was killed in the fighting and eight other rescued hostages were injured. A soldier was also killed and four others wounded.Several "terrorist training camps" were cleared during the operation while equipment and vehicles were seized, he added.A military source indicated the women were used as human shields and in some cases fired back at soldiers until they were subdued.- 'End the nightmare' -Meanwhile, the United Nations special envoy for global education, Gordon Brown, said he would hold talks with Nigeria's president-elect Muhammadu Buhari on Thursday.The former British prime minister said it was "time to end the nightmare" of kidnappings, which with forced conscription have been a regular feature of the bloody six-year insurgency."Now that some girls have been released we want all girls released," he said in a statement. "And we want them home with their families in days -- not months or years."Brown has spearheaded an initiative to improve security at schools in Nigeria, which have been a target for the militants, who are opposed to Western-style, secular education.Talks with Buhari, who won last month's elections, would focus on international military support to free the Chibok girls as well as improving access to secure schools for girls, he added.Former military ruler Buhari has vowed to crush Boko Haram, whose quest for a hardline Islamic state in northeast Nigeria has left at least 15,000 dead and more than 1.5 million homeless since 2009.

Recent satellite pictures suggest that North Korea could have quietly restarted one of its key nuclear reactors, a US think tank said.According to a report (PDF) released Wednesday by the Washington-based Institute for Science and International Security (ISIS), satellite images of the Yongbyon nuclear complex show signs of renewed activity.Analysts discovered patterns of melted snow on the reactor and turbine buildings at Yongbyon, suggesting that the reactor’s interior may be discharging heated water.The report also highlighted images of a weak stream of warm water being evacuated from the reactor’s discharge pipeline, as well as what appeared to be steam rising from the turbine building.The report analyzed recent images of the facility, taken in January though March, against satellite imagery from August and September of last year.While ISIS said that the images “do not show clear evidence that the reactor has resumed full power operation,” they did suggest that the reactor “may be operating at low power or operating intermittently”. When fully operational, the five-megawatt Yongbyon reactor can yield six kilos (13 pounds) of plutonium a year, enough for one nuclear bomb.North Korea shut down the facility under the international six-party talks aimed at reining in its nuclear program in 2007, but reopened the facility in 2013, ostensibly in order to conduct renovations.According to a recent study by joint US researchers, North Korea already has hundreds of ballistic missiles that can target its neighbors in Northeast Asia and likely has enough fissile material for at least 10 nuclear weapons.Far exceeding any US estimates, Chinese experts claim that North Korea may already posses 20 nuclear warheads and could possibly create enough weapons-grade plutonium to double its arsenal by next year, according to a Wall Street Journal report last week.AFP contributed to this report.
