U.S. admiral raises alarm over Russian military threat-By Barbara Starr, CNN Pentagon Correspondent-Updated 1:35 PM ET, Fri March 13, 2015

Washington (CNN)The ability of the U.S. and Canadian military to defend North America could be jeopardized by stepped up Russian military activity, according to the commander of the North American Aerospace Defense Command.Adm. William Gortney told the Senate Armed Services Committee on Thursday that Russia is continuing to work on its program to deploy "long-range conventionally armed cruise missiles," that can be launched from its bomber aircraft, submarines and warships. This is giving the Kremlin "deterrent" options "short of the nuclear threshold," Gortney said.

NORAD chief warns of Russian military threat

"Should these trends continue over time, NORAD will face increased risk in our ability to defend North America against Russian air, maritime and cruise missile threats," he said.Gortney's remarks came in written testimony submitted to the committee."This past year has marked a notable increase in Russian military assertiveness," on the world stage, he said. Russian heavy bomber aircraft flew more patrols outside Russian airspace "than in any year since the Cold War," though he did not offer a specific number. There have also been increased Russian air patrols across the coastlines of Europe.The NORAD commander later said that Russian flights, even down the English Channel, are at a pace "that has not been what they've done in the past, even back with the Soviet Union."Under NORAD operations, the U.S. and Canada routinely send fighter jets into the skies to monitor any Russian military aircraft approaching the U.S. coastline. The Russian operations have not extended to actually flying into U.S. or Canadian airspace, but in the last year Russia is clearly trying to keep a closer eye on NORAD."We have also witnessed improved interoperability between Russian long-range aviation and other elements of the Russian military, including air and maritime intelligence collection platforms positioned to monitor NORAD responses," he said.Gortney said the Russian air patrols, in part, are designed to "communicate its displeasure with Western policies, particularly with regard to Ukraine."One of the security challenges for the U.S. is to determine whether the cruise missiles on its bomber aircraft, submarines and warships are indeed conventional or may be nuclear tipped. When carried aboard submarines, ships and in the internal bays of bombers it's nearly impossible for U.S. intelligence to know with certainty. The concern remains that the Russian deployments of aircraft and ships into Crimea and the Kaliningrad region could give Moscow a platform for the deployment of the weapons that concern the U.S."They can range critical infrastructure in Alaska and in Canada that we rely on for a homeland defense mission," Gortney told senators, explaining the reach of the long-range of the Russian cruise missiles.

MOSCOW/WASHINGTON (Reuters) - Russia on Friday rejected U.S. concerns about its use of a former American base in Vietnam for the refueling of Russian bomber flights around U.S. territory in the Pacific, dismissing recent U.S. statements as "puzzling" and "strange".Reuters reported on Wednesday that the United States had asked Vietnam to stop letting Russia use Vietnam's Cam Ranh Bay for tanker aircraft that have refueled nuclear-capable bombers engaged in shows of strength over the Asia-Pacific region.“It is strange to hear such statements from representatives of the state whose armed forces are permanently stationed in a number of Asia-Pacific countries and which continues to increase its level of military activity in the region," Russia's Defense Ministry said.It said U.S. statements that the refueling of Russian bombers from Vietnam could lead to increased regional tensions was "puzzling."The ministry said Russian Air Force activities and cooperation with Vietnam were "carried out in strict accordance with international norms and bilateral agreements are not directed against anyone whatsoever and shall not be a threat to peace and stability in the Asia-Pacific region.”General Vincent Brooks, commander of the U.S. Army in the Pacific, told Reuters last week the planes had conducted "provocative" flights, including around the U.S. Pacific Ocean territory of Guam, home to major American bases.Russia's Defense Ministry said on Jan. 4 that Russian Il-78 tanker aircraft had used Cam Ranh Bay in 2014, enabling the refueling of nuclear-capable TU-95 "Bear" strategic bombers, a statement also reported in Vietnam's state-controlled media.On Thursday, U.S. State Department spokeswoman Jen Psaki said the United States did not want Russia to use Cam Ranh Bay."We have urged Vietnamese officials to ensure that Russia is not able to use its access to Cam Ranh Bay to conduct activities that could raise tensions in the region," she told a regular news briefing.The Voice of America radio station quoted a spokeswoman for the U.S. embassy in Hanoi as saying on Thursday that the U.S. request was conveyed to Vietnamese officials last week and that she was unaware of a Vietnamese government response.The Vietnamese government has not responded to requests by Reuters for comment.

Although Israel has a reputation as a major spring and autumn flyway of migrating birds, it is also an important wintering ground for thousands of birds. The season extends between November-February. While November still gets the rearguard of the autumn migration, and especially some scarce migrants with an eastern aroma, it also marks the arrival of mass numbers of wintering birds, especially water birds, cranes and raptors. More than 30,000 Cranes are counted annually in the Hula Valley; with about half of them will remaining for the winter. The best time for bird watching and to explore nature during winter is between the months of November till March. Where to see migrating birds

The Kibbutz Lotan Ecotourism and Birdwatching Center in the Arava Valley is among several prime bird-watching spots during the spring and fall migrations. Other southern hot spots include the Negev desert, Dead Sea and Eilat. In northern Israel, popular bird-watching areas are the Agamon Hula Ornithology and Nature Park, Kibbutz Ma’agan Michael near the southern Carmel Mountains, and the Beit She’an and Jezreel valleys.

Each year hundreds of millions of birds cross over Israel, migrating between their breeding grounds in Europe and Asia and their wintering quarters in the heart of Africa. At dawn in the spring the salt flats north of Eilat are humming with life. Tens of thousands of birds stop off to eat en route to Europe and Asia, while hundreds of ornithologists from around the world enjoy the remarkable spectacle through their binoculars.We estimate that anywhere between 500 million to 1.5 billion birds will fly north this spring from Africa to Europe and Asia, says Dr. Reuven Yosef, director of Eilat’s International Birdwatching Center.This figure represents 200 different species, including 34 types of birds of prey.Our research seems to indicate that between 60%-75% of all the migrating birds fly via Israel, observes Dr. Yosef. Perhaps this is because it is the only land route, and because it offers better access to the breeding grounds in Asia. Eilat, at the northern tip of the Red Sea, is a junction for these birds. Those traveling to Europe carry on straight up to Turkey. Those flying to Eastern Siberia and Central Asia turn right and fly over Jordan.Dr. Yosef notes that when the birds fly south to Africa in the fall they are relatively fresh and rarely stop over in Eilat. But it is a different story in the spring, he added. To reach here in the spring they have flown over 3,500 kilometers of desert. They are exhausted and hungry and the sea blite vegetation on the salt flats north of Eilat offer them their first good meal in a long time.Other types of birds which regularly pass over Eilat include the booted eagle, lesser spotted eagle, snake eagle, imperial eagle, marsh harrier, osprey, black kite and honey buzzard, as well as large numbers of pelicans and storks. Since 1984 the Birdwatching Center in Eilat has been ringing birds in an attempt to keep track of them.

These areas are also important sites for rare and nomadic Desert Larks which peak during March. Temminck's and Hoopoe Larks require searching for and previous springs have produced sightings of the rare and unpredictable Thick-billed, Dunn's and Black crowned Finch Larks.The 8th International Spring Migration Festival is organized by the Israel Ornithological Center and the IBRCE (International Birding and Research Centre Eilat), aims to bring together birders from all around the world again. Illustrated reports of the first six Festivals plus species lists can be found on the festival website, 219 species were recorded during the week in 2007 including a first for Israel. 2008 produced an even higher total of 238 species including a wealth of highly desired rarities such as Caspian and White-tailed Plovers, Turkestan Shrike, Black Bush-Robin and Thick-billed Lark. 2009 produced 221 species with the rarity highlights including Crested Honey Buzzard, Caspian Plover, Black Bush Robin, Bimaculated Lark, Asian Buff-bellied Pipit, Asian Desert Warbler, Hill Sparrow, Blue-cheeked Bee-eaters, Cinereous Bunting and much more. 2010 scored 248 species and 2011 came in with 224 species recorded. 2012 was a record spring for both commoner and rarer birds and came home with a total of 239 species. Located between three continents -- Europe, Asia and Africa, Israel is at a bottleneck on the migratory birds' flight path-The Hula Valley, in the Galilee, is an important resting and refueling place for migrating birds on their annual journey-The area has become a popular spot for amateur bird watchers and ornithologists. The Sea of Gallilee, where Christ reputedly walked on water, is today home to another miracle of sorts.It is where hundreds of millions of birds migrate across Israel and a paradise for bird watchers. Located west of the Golan Heights, the area is part of the Great Rift Valley, which stretches from northern Syria to central Mozambique in Africa.It is akin to a superhighway of bird migration routes, creating thermal currents that raptors and other birds can ride from central Africa to Europe.Israel is at a bottleneck on the migratory birds' flight path where an estimated 540 species converge. Compare that with 460 species in Germany, which is 20 times bigger.

In late autumn, tens of thousands of common cranes and pelicans flock to the area, as well as more than 25 species of raptors like the imperial eagles and spotted eagles. Some of these birds stay in the area for the entire winter.It is a spectacular sight, and the area has become a popular spot for amateur bird watchers and ornithologists. There is even the Hula Valley Bird Festival held every November.According to Yossi Lessem, director of the International Center for the Study of Bird Migration, every year the Hula Valley's Agamon bird sanctuary attracts 398 bird species, more than 400,000 visitors and 50,000 hardcore bird watchers. Nadav Yisraeli, manager of the Hula Valley Bird Watching Center, has been studying birds here for years.In the middle of the migration season, he will catch hundreds of birds a day, and they will be taken to the ringing station for inspection and measurement.He showed CNN the ringing procedure. "First, I'm going to record the ring number," he said, before moving on to measure the bird's wing length, tail length and weight."We are learning that there are certain species that are doing quite well with the changes," Yisraeli said, "and some species are declining, so we can tell something is happening."One of these change is the war in neighboring Syria."If they arrive on a war zone, and that was land on a stop for them and they can't stop and rest, then they are in a problem," Yisraeli said. "They have to move on and sometimes their body will not be fit for that."Luckily food is abundant in the Hula Valley.In the 1990s, as Israel started to restore its wetlands, more cranes began to stop here and many -- an estimated 30,000 birds -- decided to spend the whole winter in the area.The cranes took a shine to the local peanut crops, costing farmers around $350,000 a year. Mar, 18:00-Greece is to set up its own taskforce to balance out the much-maligned team of EU experts monitoring the country's reform progress, as the delicate dance of words, language, and deeds continues between Athens and its creditors.The announcement followed a meeting between prime minister Alexis Tsipras and Jean-Claude Juncker in Brussels on Friday (13 March).It also came after a week of high-octane rhetoric which saw Tsipras say Berlin had a moral duty to pay Greece WWII reparations and the German finance minister say Greece could accidently leave the eurozone.Juncker, a veteran of EU politics, warned Tsipras that the commission is “not a major player” in talks, but also said “this is not a time for division. This is the time for coming together”.Tsipras, for his part, said he is optimistic that a solution would be found. But he maintained his publicly tough line, adding "there is no Greece problem; there is a European problem”.The leftist politician has been trying to square the demands of his hardline backbenchers with the equally tough demands of his creditors since becoming PM in late January.After much back and forth, the government on 20 February agreed to extend a €240 billion bailout until June but it has been wrangling over what reforms it would have to carry out to get the next tranche of money.Technical talks only began on Wednesday this week in Brussels and Athens. And only after it became clear Greece would not get more money unless the situation on the ground was assessed by commission officials once more - despite these experts being singled out for criticism by Greek politicians.

But now Greece is to set up its own taskforce.

"The Greek government will also create a taskforce to work closely with the commission's taskforce," a commission spokesperson said after Friday's meeting. It would act as a "counterpart" to the commission team.He refused to comment on how much scope commission experts are being given to work, with the return of EU officials to Greece being one of the most public reminders of the concessions Tsipras has had to make since coming to power.In a bid to tone down the political tension of recent days, the spokesperson also refused to say if Juncker had brought up Tsipras' demands for WWII compensation from Germany."I think that we have to give some space and some time for the experts. This is their moment," he said.Juncker and Tsipras also spoke about how to boost growth and jobs in Greece. As a result of their meeting, euro commissioner Valdis Dombrovskis will head up efforts to "to help Greece make best use of EU funds" to achieve this.The commission now also speaks of a "humanitarian crisis" in Greece, using the same language as the Tsipras government. This follows linguistic changes such as now calling the lenders’ "troika" - hated in Greece - "the institutions".But other language is evolving too. German finance minister Wolfgang Schaeuble spoke for the first time of "Grexident" - Greece accidently leaving the euro - on Thursday, saying it can't be ruled out.Meanwhile, a ZDF poll in Germany showed that a majority of Germans (52%) believe Greece should leave the single currency. Two weeks ago, 41 percent felt this way.Recent media reports also indicated that chancellor Angela Merkel faced a much bigger rebellion by her CDU party over last month's vote in the Bundestag on extending Greece's bailout - something averted following a personal intervention by Schaeuble.

BRUSSELS, Today, 10:12-If there’s one good thing to say about these insult-laden times, it’s that we're seeing the birth of a European public space.Sure, with all the high-blown rhetoric, jibes (intended or otherwise), bad jokes, or simply talking (where silence would have been better), you might wish otherwise. But the new debate is here to stay. At least so long as the eurozone’s architecture remains wobbly. So, for quite some time.It’s been developing in slow, awkward lurches.Like when people in other corners of the EU realised that Slovakia was actually a member state and that it didn’t want to contribute to the 2010 Greek bailout.Or that Finland had a party called the True Finns who weren’t (and still aren’t) keen on helping Greece either.The voices of politicians from these parties echoed across the euro-area.But chest-thumping statements aimed at home constituencies don’t always look so funny when splashed on the pages of newspapers in the rest of Europe.What we are seeing is both the limits and the elasticity of eurozone “solidarity”.Fast forward from 2010 to 2015: Our political space is seething.Greek politicians can no longer address their own people only, they are de-facto speaking to the whole of Europe and beyond.If only the thoroughly loquacious finance minister - Yanis Varoufakis - could see that one interview a week on Greece’s debt plight, not 10, is enough already.

The same applies to German politicians.

’He should read it’ Two events illustrate this nicely.On the eve of the Bundestag's vote on extending the existing Greek bailout by four months, Varoufakis gave a strong interview on Greek radio in which he said debt reduction isn’t off the table.As usual, his words reverberated around all of the EU.His German counterpart, Wolfgang Schaeuble - who personally intervened to ask centre-right MPs to vote in favour of the extension - said he was "stunned" by Varoufakis’ timing.But Schaeuble is equally naive in thinking his cozy chats with German press will stay by the fireside.Speaking after the last meeting of eurozone finance ministers, he allowed himself several jokes at Varoufakis' expense.Relating how the Greek minister had complained about how the media portrays him, Schaeuble said he’d told Varoufakis that he’d made a "stronger impression" on Berlin for the way he talks than on the "substance" of what he says.Schaueble also offered "if necessary" to send Varoufakis a copy of a 20 February declaration that the Greek man had signed. "He should read it”, Schaueble said.The throwaway statement came across as patronising.His words were translated into Greek and Athens has issued a formal complaint to Berlin.The European public space space is more or less here. But politicians are being careless with it.

’Grexident’

Take Monday's eurogroup. Ahead of the meeting, finance ministers lined up to say their bit on Greece. The cumulative effect was deafening. The impression was of all against one. It felt like the EU27 were dishing up moral lectures to Greek people.Or take semantics. Athens has won few real battles since the new government came to power. But it did succeed in getting “the troika” renamed to “the institutions” and now “the Brussels group”. It's small and arguably meaningless on substance.But were the others generous - giving Greece its little, badly needed victory? No. Not particularly.References to “the troika” continued for serveral weeks, often accompanied by smirks and snarky comments.Words matter. And these days they matter more than ever. Schaueble most recently coined the phrase “grexident” meaning that Greece might leave the eurozone by accident.Saying such things makes them more likely to happen.It’s surely a pity that our new European space could see either Greece or Germany insult or joke Greece out of the euro, with all the serious chaos it would bring.

If government forces wrest full control, it will be the first time they have won back a city from Islamic State since it over-ran large areas of the country last year and declared an Islamic caliphate in territory it is holding in Iraq and Syria.From there it has spread fear across the region by beheading Arab and Western hostages and killing or kidnapping members of religious minorities like Yazidis and Christians.In Tikrit, the militants have deployed snipers and turned streets into a labyrinth of home-made bombs and booby-trapped buildings.Forces loyal to powerful Shi'ite cleric Moqtada al-Sadr and known as the 'Peace Brigades' appeared to be positioning themselves to join the government offensive. Up to 1,500 fighters had reached the sacred Shi'ite city of Samarra, south of Tikrit, a source in Sadr's provincial office told Reuters.The deployment came days after Sadr announced the "unfreezing" of his forces' participation in battles against the militants. He had suspended their actions after allegations of abuses committed by other Shi'ite militias during recent operations.One official said he was told that the Peace Brigade fighters intend to push north toward Tikrit on Saturday.Hadi al-Amiri, the head of the Shi'ite paramilitary Badr Organization and now one of the most powerful men in Iraq, said the outcome of the battle for Tikrit was in no doubt, but Iraqi forces needed time."We are not in a hurry, but we have a plan and we are following it," Amiri told state television from the frontline. "Even if the battle drags on for two, three or four days that is okay. We will celebrate the liberation of Tikrit from the enemy.”

IRANIAN ROLE

A victory in Tikrit would give Iraqi forces momentum for the next stage of the campaign to retake Mosul, the largest city under control of Islamic State.But the involvement of Iran, which backs some of the Shi'ite militia at the forefront of the campaign and is also playing a direct role, is a source of unease for some Sunnis in Iraq and across the wider region.Iranian Revolutionary Guard Commander Qassem Soleimani has been spotted on the battlefield overseeing the Tikrit offensive. The foreign minister of Sunni Saudi Arabia, Saud al-Faisal, last week said the battle for Tikrit showed how Iran was "taking over" Iraq.Islamic State fighters overran the city last June during a lightning offensive that was halted just outside Baghdad. They have since used the complex of palaces built in Tikrit under the late Saddam as their headquarters.The insurgents were still in control of the presidential complex and at least three other districts in the center of Tikrit on Friday.Iraqi special forces attacked a medical college in southern Tikrit at dawn, but the militants managed to fend them off, killing three soldiers, according to the military command source. A further six people were killed when a Humvee vehicle packed with explosives rammed into an outpost of the Iraqi forces to the west of the city.More than 20,000 Iraqi troops and Shi'ite militias, supported by local Sunni tribes are taking part in the offensive, which began 11 days ago.

OFFENSIVE AROUND KIRKUK

Islamic State spokesman Abu Mohammad al-Adnani said in an audio-recording published on Thursday that its fighters remained "steadfast" and were growing in strength, dismissing its enemies claims of gains in Tikrit as "fake".Adnani warned followers of the danger posed by Shi'ites, using a derogatory term to refer to them: "The rejectionists have entered a new phase in their war against the Sunni people: they have begun to think of taking and controlling the Sunni areas," he said. "They have come to take your homes and belongings, kill your men and rape and enslave your women."Even if the militants are routed from the city, they still hold a vast area straddling the Syrian border where they are likely to regroup, and Iraqi forces have previously struggled to hold ground they have retaken from the extremist group.Islamic State is on the back foot in the north, where Shi'ite militia and Kurdish forces known as peshmerga went on the offensive around the oil-rich city of Kirkuk on Friday.The peshmerga began attacking IS positions near Kirkuk on Monday and have retaken territory and a number of villages to the southwest. The proposed new city was presented to potential investors at the three-day conference, which began Friday in the Red Sea resort of Sharm el-Sheikh.Unveiling an initial plan in front of global leaders and diplomats attending the conference, Housing Minister Mustafa Kamel Madbuli said the new city will be built between Cairo and the canal city of Suez.He said the proposed 700 square kilometre (270 square mile) city will house up to five million people in 25 residential districts."The idea to build the new city originated from our awareness that Cairo's current population will double in the next 40 years," Madbuli said in a presentation showcasing the details.Cairo's population is expected to grow to 40 million by 2050 from the current 18 million, according to the website of the city.Parliament, presidential palaces, government ministries and foreign embassies would move to the new metropolis from out of Cairo, the minister said, adding these projects would be executed over the next five to seven years at a cost of $45 billion (42.9 billion euros).An overall cost for the new city was not revealed, nor were details on how it would all be funded.Madbuli said the new city will have large green spaces and provide a "better standing of living".It will also have "an international airport, a theme park four times bigger than Disneyland in California, 90 square kilometres of solar farms, and an electric train" to link the new city with Cairo, he added."The master plan is to create a global city with smart infrastructure for Egypt's future, which will provide a multitude of economic opportunities and offer a distinct quality of life," an online plan of the city said.President Abdel Fattah al-Sisi hopes investors meeting in Sharm el-Sheikh will help kick-start Egypt's troubled economy.The conference aims to attract billions of dollars into Egypt's economy, and on Friday Saudi Arabia, Kuwait and the United Arab Emirates pledged to offer $ 12 billion dollars (11.4 billion euros) as investment aid to the country.

TIKRIT, Iraq (AP) — The U.S. has failed to live up to its promises to help Iraq fight Islamic State extremists, unlike the "unconditional" assistance being given by Iran, the commander of Iraq's powerful Shiite militias alleged Friday.In a battlefield interview near Tikrit, where Iraqi forces are fighting to retake Saddam Hussein's hometown from the militants of the so-called Islamic State, commander Hadi al-Amiri criticized those who "kiss the hands of the Americans and get nothing in return."Iraqi forces entered Tikrit for the first time Wednesday from the north and south. On Friday, they waged fierce battles to secure the northern neighborhood of Qadisiyya and lobbed mortar shells and rockets into the city center, still in the hands of IS militants. Iraqi military officials have said they expect to reach central Tikrit in two to three days.The Iranian-backed Shiite militias have played a crucial role in regaining territory from the Sunni extremists of the Islamic State group, supporting Iraq's embattled military and police forces.An Iraqi government official told The Associated Press that Iran has sold Baghdad nearly $10 billion in arms and hardware, mostly weapons for urban warfare like assault rifles, heavy machine-guns and rocket launchers. IS fighters have also been attacking the predominantly Kurdish northern Syrian town of Ras al-Ayn on the border with Turkey.Khalil, a spokesman for the People's Protection Units, or YPG, also called in his statement for young men in the area to join the battle against IS, saying the jihadi group has brought in reinforcements from Syria and Iraq for the offensive in Tal Tamr and Ras al-Ayn." Everyone is urged to come and defend," Khalil said.Weeks of airstrikes by the U.S.-led coalition recently helped tip the balance against IS fighters in their attack on the northern Syrian town of Kobani. Since then, YPG fighters have regained full control of Kobani as well as dozens of surrounding villages." SANTIAGO (Reuters) - A forest fire was raging out of control on Friday evening, threatening the Chilean port city of Valparaiso, Chile's emergency service Onemi said.As a precaution, Onemi said 4,500 people were being evacuated from Valparaiso and neighboring Vina del Mar and a state of emergency had been declared.The fire was advancing rapidly, and the numbers being evacuated could shortly rise to 15,000, said Onemi.Forest fires are common in Chile around March time, and have been particularly savage this year after a hot, dry summer. WELLNGTON, New Zealand (AP) — Winds from an extremely powerful cyclone that blew through the Pacific's Vanuatu archipelago were beginning to subside Saturday, revealing widespread destruction and unconfirmed reports of dozens of deaths.Communication systems in many of the hard-hit outer islands remained down, meaning it could take some time before the full extent of the damage caused by Cyclone Pam is known.Chloe Morrison, a World Vision emergency communications officer who is in Port Vila, said the capital's streets were littered with roofs blown from homes, uprooted trees and downed power lines. She said she's hearing reports of entire villages being destroyed in more remote areas.She said there is no power or running water in the capital and that communication remains unreliable."It's still really quite dangerous outside. Most people are still hunkering down," she said. "The damage is quite extensive in Port Vila but there are so many more vulnerable islands. I can't even imagine what it's like in those vulnerable communities."Morrison said the winds seemed to peak between midnight and 1 a.m. Saturday. She said she was in a fully boarded-up cyclone-proof house but still spent a frightening night as a tree and a tin roof from a nearby home hit her house.A westward change of course put populated areas directly in the path of Cyclone Pam's 270 kilometer (168 mile) -per-hour winds.
