Palestinians to seek UN resolution Friday on Israeli withdrawal-Palestinian Authority will turn to Security Council after Abbas’s address to UNGA, demanding pullout in 3 years to pre-67 lines-By Times of Israel staff and AP September 25, 2014, 11:37 pm 27

The Palestinian Authority is set to ask the UN Security Council to vote Friday on a resolution demanding the Israeli withdrawal to the pre-1967 lines in a timeframe of three years, Israel Radio reported Thursday.According to the report, the resolution will be submitted following PA President Mahmoud Abbas’s speech at the UN General Assembly Friday evening.Earlier Thursday, rival Palestinian factions Hamas and Fatah, headed by Abbas, reached a “comprehensive” agreement for the return of their unity government in Gaza after two days of talks in Cairo, negotiators from both sides said.Earlier this week, Abbas met with US Secretary of State John Kerry who reiterated Washington’s opposition to the UN initiative and indicated that the US will likely veto the resolution. Kerry emphasized the US’s support for a two-state solution and said the only way to a solution to the Israeli-Palestinian conflict was through negotiations.Kerry’s high-profile bid to hammer out a full peace treaty between Israel and the Palestinian Authority collapsed spectacularly in April amid bitter recriminations on both sides, despite more than a year of shuttle diplomacy.Abbas has said a UN rejection of the resolution would prompt him to seek membership in international institutions and agencies. Aides said that would include the International Criminal Court, opening the door to war crimes charges against Israel for its military actions in Gaza and Jewish settlement construction on West Bank land the Palestinians want for a future state. The recent Gaza war has weakened Abbas domestically, with Hamas enjoying a surge of popularity among Palestinians for fighting Israel. He is under pressure at home to come up with a new political strategy after his repeated but failed attempts to establish a Palestinian state through US-mediated negotiations with Israel.Abbas adviser Nabil Abu Rdeneh has said the Palestinian leader would present a new strategy his UN speech. In recent weeks, Abbas and his aides have hinted at the outlines.Under the plan, Abbas would ask the UN Security Council to issue a binding resolution, with a specific date for the Israeli withdrawal to the 1967 lines. The West Bank, Gaza Strip and east Jerusalem, captured by Israel in 1967, were recognized by the UN General Assembly in 2012 as making up a state of Palestine. The US has urged Abbas not to turn to the Security Council, but has not offered an alternative, said a Palestinian official, speaking on condition of anonymity because he was not allowed to discuss internal deliberations with the media. Abbas used meetings on the sidelines of the General Assembly to gauge international support for his plan, said the official.AFP contributed to this report.

PM praises defeat of Arab-backed resolution on Israel at IAEA-Netanyahu says vote a rejection of Arab states’ attempt to isolate Israel, distract from Iran nukes; FM hails ‘victory for Israeli diplomacy’-By Times of Israel staff and AP September 25, 2014, 9:54 pm 23

Prime Minister Benjamin Netanyahu praised the decision Thursday by the International Atomic Energy Agency (IAEA) member states to reject a resolution circulated by Arab countries criticizing Israel over its alleged nuclear arsenal, and urging it to join the Non-Proliferation Treaty.Nations meeting at the International Atomic Energy Agency’s general conference voted 58-45 against the resolution on Thursday, while 27 abstained.“The vote is a rejection of a repeated attempt by Arab states to condemn and isolate Israel at the IAEA and to distract the international community from the pressing problems affecting the Middle East, first and foremost Iran’s quest for nuclear weapons,” Netanyahu said, according to Ynet. The prime minister’s remarks followed a similar statement by Foreign Minister Avigdor Liberman who also hailed the IAEA decision.Liberman said the defeat of the bid was a “victory for Israeli diplomacy.”In a Facebook message posted Thursday, the foreign minister warned the Arab countries who submitted the resolution to think about what the regional situations would be if Syria has suceeded in completing the construction of a nuclear reactor — allegedly bombed by Israel in 2007 — which could now possibly be in the hands of the Islamic State or the Nusra Front.Backed by 18 Arab states, including Syria, the resolution expressed concern “about the Israeli nuclear capabilities,” urging Israel to join the Nuclear Nonproliferation Treaty and put its nuclear facilities under international oversight. Israel has never acknowledged that it possesses nuclear weapons. On Wednesday, Arab countries circulated the resolution that singled out Israel. The draft echoed previous such resolutions at annual meetings of the Vienna-based International Atomic Energy Agency.
Separately, the UN conference voted 117-0, with 13 abstentions, in favor of a resolution submitted by Egypt that called on “all states in the region” to join the Nuclear Nonproliferation Treaty.

U.N. nuclear assembly rejects Arab bid to pressure Israel-Reuters-SEPT 25,14-YAHOONEWS

VIENNA (Reuters) - Member states of the U.N. nuclear agency rejected on Thursday an Arab resolution criticizing Israel over its assumed atomic arsenal, in a diplomatic victory for Western states that opposed the initiative.Arab states had submitted the non-binding resolution - which called on Israel to join a global anti-nuclear weapons pact - to the annual meeting of the 162-nation International Atomic Energy Agency, in part to signal their frustration at the lack of progress to move toward a Middle East free of nuclear weapons. The United States and its allies argued that the resolution, if adopted, would be counterproductive. Fifty-eight countries voted against the text and 45 states for. Other countries either abstained or were absent.(Reporting by Fredrik Dahl; Editing by Robin Pomeroy)

Hamas, Fatah announce return of unity government to Gaza-Following two-day talks in Cairo, Palestinian officials declare breakthrough, say ‘comprehensive’ agreement reached-By AFP, AP and Times of Israel staff September 25, 2014, 4:09 pm 10

CAIRO – Rival Palestinian factions Hamas and Fatah reached a “comprehensive” agreement Thursday for the return of their unity government in Gaza after two days of talks in Cairo, negotiators from both sides said.“Fatah and Hamas have reached a comprehensive agreement for the unity government to return to the Gaza Strip,” Jibril Rajoub of Fatah told AFP.Senior Hamas official Moussa Abu Marzouk and Fatah’s head of delegation, Azam al-Ahmad, confirmed that an agreement had been reached.Meanwhile, a senior Palestinian official said President Mahmoud Abbas’s government, which runs the West Bank, will press forward with a United Nations bid to set a deadline for Israel to end its occupation of lands captured in the 1967 war, after efforts to enlist American support for the effort ran aground.“Work with the Americans about the possibility of joint action in the Security Council has reached an impasse,” said chief Palestinian negotiator Saeb Erekat, adding that he expects the Palestinian delegation in New York to propose a UN resolution on the issue within three weeks. The purpose of the resolution is to set the groundwork for the formal establishment of a Palestinian state. The Palestinian rivals had set up a unity government of independents in June but it never took hold, with PA President Abbas accusing Hamas of running a “parallel” administration as de facto ruler in the Gaza Strip.Hamas in turn accuses Abbas’s Palestinian Authority, headquartered in Ramallah, of not paying its 45,000 employees in Gaza. The two-day talks, which began on Wednesday, come after a joint Palestinian delegation and Israel agreed to resume separate indirect talks in late October to thrash out a lasting truce after this summer’s 50-day Gaza war between Hamas and Israel.Officials said the two Palestinian factions also agreed that the Palestinian Authority will manage Gaza crossings to allow construction material and humanitarian aid to pass ahead of an international donor conference in October. The talks between the two sides were crucial for internal Palestinian divisions to be set aside and to agree on a unified strategy during talks with Israeli negotiators in October.Under Egyptian mediation, Israel and the Palestinians agreed on August 26 to a ceasefire that ended the July-August war which claimed the lives of over 2,000 Palestinians — half of them combatants, Israel says — and 72 Israelis, including a four-year-old child. The conflict ended with an agreement to hold future talks on Palestinian demands to end an eight-year blockade of Gaza — imposed by Israel and Egypt mainly to prevent weapons smuggling –and exchange prisoners in Israeli jails for the remains of two Israeli soldiers killed in Gaza.

As West strikes IS, nations brace for retribution-States in US coalition including UK, France, Netherlands, prepare for revenge attacks, increase security in public spaces-By Times of Israel staff, AP and AFP September 25, 2014, 4:57 pm 2

As a US-led coalition continued to strike Islamic State positions in Iraq and Syria Thursday, Western nations braced for Islamists’ retribution, whether in their own territory or abroad. For Western leaders, one of the most worrying aspects of the Islamic State group has been its strong appeal to radicalized Muslims throughout the world, who have flocked to the Middle East to support the terrorist organization and who could pose a threat to their home countries upon their return.US intelligence officials estimate some 12,000 foreigners have traveled to Syria and Iraq to join the Islamic State group, which has as many as 31,000 fighters. As the bombings of Islamic State targets intensified, so, apparently, did fears of retaliatory terror attacks by IS or its sympathizers. In Turkey, the US Embassy issued a security warning late Wednesday, urging US citizens to be vigilant against possible terrorist attacks. The embassy said there was no information about any specific threats but the possibility of terrorist attacks in Turkey “remains high.”In the Netherlands, soldiers have been told not to wear uniforms on public transport, a defense ministry spokeswoman said Thursday, after a Dutch jihadist in Syria called for attacks against them.“Last night we advised military personnel not to travel in uniform on public transport,” Marloes Visser told AFP Thursday. “There have been several statements made earlier this week which we are monitoring,” she said, declining to elaborate. On Tuesday, a Syria-based Dutch jihadist fighter calling himself Muhajiri Shaam called for action against the Netherlands following US airstrikes. Shaam called in an online video for jihadists to “stand up and carry out a strong, firm act against the Dutch state” for “supporting the United States.”In the UK, police arrested nine people in London early Thursday on suspicion of encouraging terrorism and belonging to and supporting a banned organization. Officials said the arrests “are part of an ongoing investigation into Islamist-related terrorism and are not in response to any immediate public safety risk.”Meanwhile Islamic State jihadists seized and set fire to a cement factory in Syria owned by French construction materials giant Lafarge, causing damage to the facility, the Syrian Observatory for Human Rights said Thursday. It was unclear whether their actions were in response to France’s strikes on IS targets in Iraq in recent days.France carried out a fresh round of airstrikes in Iraq Thursday as it renewed its determination to fight IS jihadists after the beheading of hostage Herve Gourdel by an Algerian group allied with IS.President Francois Hollande pledged “determination, composure and vigilance” in the face of jihadi threats at a cabinet meeting and announced that flags nationwide would be flown at half-mast for three days from Friday to mourn the loss of the 55-year-old mountaineer.“Faced with this threat, we need national unity,” he told the meeting, according to government spokesman Stephane Le Foll, who also announced France had carried out airstrikes in restive Iraq on Thursday morning — the second in the space of a week.France also said Thursday it would increase security in public places.“Preventive measures against the risk of terrorism will be strengthened at public sites and on transport,” a statement from the French presidency said.Though France has so far only carried out attacks in Iraq, French Defense Minister Jean-Yves Le Drian seemed to open the door to possible action in neighboring Syria, telling French radio on Thursday it was “a question that had to be asked.” Nevertheless, the minister stressed it was “an opportunity that is not on the table today. We have an important task to carry out in Iraq.”Earlier this week, Australian police shot dead a terror suspect after he stabbed two officers during a meeting outside a Melbourne police station. Police said he may not have acted alone. Some experts suspected the attack was inspired by the Islamic State group’s recent call to supporters to wage terrorism in their home countries. Australian media reported there was evidence that the man may have been planning to behead the two officers and drape an Islamic State flag over their bodies.Last week, a series of Australian counterterrorism raids led to the arrests of 15 people. Police said one of the plots uncovered involved a plan to kidnap and behead a random person to sow terror.Overnight Wednesday-Thursday, US, Saudi and United Arab Emirates warplanes bombed oil installations in eastern Syria in a bid to cut off a significant source of funding for the IS group.

Germany: We've never been so close to nuclear deal with Iran-Reuters-SEPT 25,14-YAHOONEWS

NEW YORK (Reuters) - Six world power have never been so close to a deal with Iran that would resolve the decade-long nuclear standoff once and for all, but the final phase of the negotiations will be the hardest, Germany's foreign minister said on Thursday."We have never been so close to a deal as now. But the truth is that the final phase of the talks that lay before us is probably the most difficult," Foreign Minister Frank-Walter Steinmeier told reporters after meeting Iran's President Hassan Rouhani on the sidelines of the U.N. General Assembly."Now is the time to end this conflict. I hope that Iran ... in view of the situation in the world and the situation in the Middle East, knows and senses that a collapse of the talks now is not permissible."(Reporting by Louis Charbonneau. Kurds suspect Turkey of backing Islamic State-Some fear that Istanbul’s refusal to allow Kurdish fighters to help brethren in Syria could kill peace process-By Desmond Butler September 26, 2014, 4:09 am-THE TIMES OF ISRAEL

SURUC, Turkey — Turkey and its Kurdish population — for decades in conflict — suddenly find themselves facing a common enemy in the Islamic State group. So it may reasonable to expect prospects for long elusive peace between Turkey and Kurdish rebels to improve.Instead, Kurds who are arriving by the busload to join the battle are increasingly angry at a wary Turkish government trying to prevent them from crossing the border to defend Syrian Kurds from an onslaught that has left countless dead and about 150,000 fleeing into Turkey in recent days.Kurdish leaders have warned that the discord could kill a peace process to end a bloody three-decade conflict over Kurdish autonomy in Turkey. Their followers go even further, accusing Turkey of supporting ISIS and using it to attack Kurds. Those claims persist despite Turkey’s participation in a coalition against the Islamic State group and suggestions this week by President Recep Tayyip Erdogan that Turkey may take part in military operations. On Thursday, about 1,000 Kurdish activists arrived at the border after a more than 750 mile (1,200 kilometer) overnight bus ride from Istanbul in response to a call for mass mobilization by the imprisoned leader of the PKK rebel group, Abdullah Ocalan. The activists held a rally chanting: “Down with the Islamic State and AKP partnership,” referring to Erdogan’s Justice and Development Party, as black smoke and the sound of gunfire from the battle between Islamic State and Kurdish militants drifted over the border.Turkey vehemently denies it has supported ISIS, which until recently was holding dozens of its diplomatic staff hostage. Officials have also said in recent days that they remain committed to the peace process with Kurds in Turkey. But many Kurdish activists say they believe that Turkish intelligence trained the Islamic State group and provided it with the heavy weaponry that it is using in an offensive against Kurds in Iraq and Syria. Analysts say that the militants seized much of their heavy weaponry from garrisons, especially when they captured Mosul in Iraq in June.Activists who came to the border said they planned to camp there until Turkish authorities let them across. Some were prepared to join the fight to protect Kobani, a Syrian city just miles (kilometers) away that has been under siege by the Islamic State and emptied except for the Kurdish fighters protecting it.Ramziye Bozkurt, a 35-year-old woman, originally from Diyarbakir in Turkey’s Kurdish heartland, accused the Turkish government of ongoing support to the militants, saying that participation in the coalition “was just a show.”“The Islamic state has taken these villages and killed our people,” she said, gesturing at the smoking hilltop in the distance. “This is just a new way for Turkey to suppress the Kurds.”For Bozkurt and others, the ultimate evidence is that Turkey was preventing them from crossing the border to support the fighters.“If Turkey were not supporting the Islamic State, why wouldn’t they let us go?” she said.Turkish law bans people from going to war in a foreign country, but Turkey has tolerated other militants transiting its borders to fight the government of Bashar Assad. Despite Turkey’s efforts to stop them, many Syrian and Turkish Kurds have been finding ways to cross over to Kobani in recent days — and it’s not clear how robust Turkey’s efforts have been to block them.Ahmet, a 30-year-old man, who declined to give his last name for fear of repercussions, said that he had come on the orders of “Apo,” as Kurds refer to Ocalan, and would join the fight across the border.“We came here to die,” he said. He added that he wanted peace in Turkey, but that if Kobani fell, the peace process would be dead and violence could break out again in Turkey.Over the last week, the Islamic State offensive has taken the group to within miles (kilometers) of the city, but since coalition airstrikes began this week, Kurdish fighters and officials in the city say the attacks on their defenses have eased.Mesut Yegen, a sociologist at Istanbul Sehir University, who focuses on Turkish nationalism and Kurdish issues said airstrikes may have saved the peace process.“It is a highly likely that if the United States had not intervened and Kobani had fallen, the peace process could not have continued,” he said.

European powers focus on Islamic State at UN assembly-Today @ 09:28-SEPT 25,14-EUOBSERVER-By Andrew Rettman

BRUSSELS - The fight against Islamic State (IS) took centre stage from the Ukraine war when European powers spoke at the UN general assembly in New York on Thursday (25 September).British PM David Cameron mentioned the word “Ukraine” just once in passing in his speech, while going on to say he will seek parliamentary approval to join France and the US in anti-IS air-strikes in Iraq.He noted: “I don’t believe this threat of Islamist extremism will best be solved by Western ground troops directly trying to pacify or reconstruct Middle Eastern or African countries”.But he said states should do more to combat extremist recruitment by “preachers”, as well as inside schools, prisons, and online. Both he and French leader Francois Hollande invited Iran, a one-time Western pariah, to join the anti-IS coalition. They also held bilateral meetings with the Iranian president in the margins of the UN event.Hollande's speech did not mention Ukraine at all.He denounced IS’ killing earlier the same day of French hostage Herve Gourdel. He noted that 1,000 French people are among the 15,000 foreign fighters in IS ranks. He said French jihadists will be stripped of their passports and that “terrorist propaganda” websites will be shut down.Turkish president Recep Tayyip Erdogan also concentrated on the Middle East.He criticised the West for “double standards” on IS at the same time as its support for Israel despite Israel's killing of hundreds of civilians in Gaza.He said Islamophobia is just as toxic as anti-Semitism. He also said Europe, which has taken in 130,000 Syrian refugees, should do more, with Turkey now home to 1.5 million. For his part, the Spanish king spoke of the need for deeper EU integration and for Spanish to become an official UN language. Meanwhile, two of Russia’s neighbours - Estonia and Finland - as well as Ukraine itself did put the Ukraine-Russia war at the top of their agenda.Estonian president Toomas Hendrik Ilves said: “It was not Ukraine's wish even to choose its security alliances [Nato membership] that was used as a justification for aggression. Its mere desire to enhance trade and political relations with the EU ... led to the country's dismemberment”.“ The international community cannot leave Crimea as it is now. We cannot accept frozen conflicts created for geopolitical ends”.Finnish head of state Sauli Niinisto, who recently met with Russia’s Vladimir Putin and whose country is going ahead with a Russian-built nuclear plant, noted: “There can be only a political solution to the crisis. We have currently seen steps towards this, but a lot of work remains to be done”.Ukrainian PM Arseniy Yastenyuk said “Russian troops are [still] deployed in the east of Ukraine”.“We ask our partners not to lift sanctions until Ukraine takes over the control of its entire territory – starting with the east of Ukraine, and ending with Crimea. Crimea was, is, and will be a part of Ukraine”.But Swiss president Didier Burkhalter, who has tried to mediate between Kiev and Moscow, indicated that Russia should be brought in from the cold.He said its actions “demand a firm response”.But he added: “such a response must also be balanced, leaving room for dialogue and co-operation, so that an open discussion of existing differences remains possible. To simply isolate Russia from the rest of Europe will not solve any problems”.“Stability can be restored in Ukraine and in Europe if we succeed in resolving this crisis by working with Russia – not against it”.

French, U.S. planes strike Islamic State, Britain to join coalition-Reuters-By Arshad Mohammed and Tom Perry-SEPT 25,14-YAHOONEWS

NEW YORK/BEIRUT (Reuters) - French fighter jets struck Islamic State targets in Iraq on Thursday, and the United States hit them in Syria, as a U.S.-led coalition to fight the militants gained momentum with an announcement that Britain would join. The French strikes were a prompt answer to the beheading of a French tourist in Algeria by militants, who said the killing was punishment for Paris' decision last week to become the first European country to join the U.S.-led bombing campaign. In the United States, FBI Director James Comey said Washington had identified the masked Islamic State militant in videos with a knife at the beheading of two American hostages in recent weeks. Those acts helped galvanize Washington's bombing campaign."I'm not going to tell you who I believe it is," Comey told reporters. He said he knew the person's nationality, but declined to give further details.A European government source familiar with the investigation said the accent indicated the man was from London and likely from a community of immigrants. U.S. and European officials said the principal investigative work identifying the man was conducted by British government agencies.Iraqi Prime Minister Haidar al-Abadi, in New York to attend a U.N. meeting, said on Thursday he had credible intelligence that Islamic State networks in Iraq were plotting to attack U.S. and French subway trains.Senior U.S. officials and French security services said they had no evidence of the specific threat cited by Abadi. But New York Police Commissioner William Bratton said the department boosted its presence on subways and city streets after the Iraqi warning.City officials added there was no specific, credible threat, and Mayor Bill de Blasio said: "We are convinced New Yorkers are safe."Officials in Chicago and Washington, D.C., said they knew of no threats to their transit systems. Some Iraqi officials in Baghdad questioned Abadi's comments. One high-level Iraqi government official told Reuters it appeared to be based on "ancient intelligence".France said earlier on Thursday it would boost security on transport and in public places after the killing of French tourist Herve Gourdel by Islamic State sympathizers in Algeria. Britain, the closest U.S. ally in the past decade's wars, announced on Thursday that it too would join air strikes against Islamic State targets in Iraq, after weeks of weighing its options. Prime Minister David Cameron recalled parliament, which is expected to give its approval on Friday. While Arab countries have joined the coalition, Washington's traditional Western allies had been slow to answer the call from U.S. President Barack Obama. But since Monday, Australia, Belgium and the Netherlands have said they would send planes. The Western allies have so far agreed to join air strikes only in Iraq, where the government has asked for help, and not in Syria, where strikes are being carried out without formal permission from President Bashar al-Assad. France said on Thursday it did not rule out extending strikes to Syria, too. Overnight, U.S.-led air strikes in eastern Syria killed 14 Islamic State fighters, according to a monitoring group, while on the ground, Kurdish forces were reported to have pushed back an advance by the Islamists toward the border town of Kobani. The air raids follow growing alarm in Western and Arab capitals after Islamic State, a Sunni militant group, swept through a swath of Iraq in June, proclaimed a "caliphate" ruling over all Muslims, slaughtered prisoners and ordered Shi'ites and non-Muslims to convert or die.

'HARSHNESS, BRUTALITY, TORTURE AND MURDER'

More than 120 Islamic scholars from around the world, including many of the most senior figures in Sunni Islam, issued an open letter denouncing Islamic State. Challenging the group with theological arguments, they described its interpretation of the faith as "a great wrong and an offense to Islam, to Muslims and to the entire world.""You have misinterpreted Islam into a religion of harshness, brutality, torture and murder," said the letter, signed by figures from across the Muslim world from Indonesia to Morocco.A third night of air raids by the United States and Arab allies targeted Islamic State-controlled oil refineries in three remote locations in eastern Syria to try to cut off a major source of revenue for the al Qaeda offshoot. The strikes also seem to be intended to hamper Islamic State's ability to operate across the Syria-Iraq frontier.Obama has vowed to keep up military pressure against the group, which advanced through Kurdish areas of northern Iraq this week despite the air strikes. Some 140,000 refugees have fled to Turkey over the past week, many telling of villages burnt and captives beheaded."The only language understood by killers like this is the language of force, so the United States of America will work with a broad coalition to dismantle this network of death," Obama said at the U.N. General Assembly on Wednesday.

KURDS HALT ISLAMIC STATE ADVANCE

One danger the U.S.-led campaign faces in Syria is the lack of strong allies on the ground. Washington remains hostile to the Assad government. It wants other Syrian opponents of Assad to step into the breach as Islamic State is pushed back, but such "moderate opposition" groups have had limited success. One group that has fought hard against Islamic State on the ground in Syria has been the Kurds, who control an area in the north but complain they have been given no support from the West.On Thursday, two Kurdish officials said Kurdish forces had pushed back the advance by Islamic State fighters toward the border town of Kobani in overnight clashes. Fighting near the town in recent days had prompted the fastest exodus of refugees of the entire three-year-old Syrian civil war.Islamic State, which launched a fresh offensive to try to capture Kobani more than a week ago, concentrated its fighters south of the town for a push late on Wednesday, but Kurdish YPG forces repelled them, the Kurdish officials said.Islamic State fighters also remain to the east and west of the town and fighting continues in the south.Near Damascus, Assad's Syrian army overran rebels in a town on Thursday, strengthening the Syrian leader's grip on territory around the capital.Assad's forces, backed by the Lebanese Shi'ite movement Hezbollah, have been gradually extending control over a corridor of territory from Damascus to the Mediterranean coast. Many Syrian activists and rebels have criticized the United States for focusing on striking Islamic State and other militant groups while doing little to bring down Assad.Iraq's prime minister told reporters that he conveyed to Syria a message from Washington that U.S. strikes would target Islamic State militants rather than Assad's government."What they emphasized is that their aim in Syria is not to destabilize Syria, is not to have a threat of Syrian sovereignty, is not to attack the regime in Syria, but rather to diminish the capabilities of Daesh (and other) terrorist organizations," Abadi said, referring to Islamic State.Commenting on the fight in Iraq against Islamic State militants, Abadi said that in addition to seeking air cover, Iraqi forces were starting to run low on ammunition and needed a steady supply. While acknowledging U.S. air strikes on Islamic State forces in the north of the country, he said the United States had not helped in the south."The onslaught of Daesh we have stopped and we are reversing it," he said. "It is slow, but we have managed with zero support - I can say - with zero support from the Americans or from anybody else," he said."Yes, the Americans ... intervened when Arbil was endangered, but there was no intervention whatsoever in the south," he said. "And of course that was painful at the time."(Additional reporting by John Irish, Julien Ponthus and Andrew Callus in Paris, Sylvia Westall in Beirut, Nicolas Bertin in Paris; Mark Hosenball, Ian Simpson and Julia Edwards in Washington, and Frank McGurty, Jonathan Allen, Scott Malone and Steve Holland in New York; Writing by Giles Elgood and Peter Graff; Editing by Will Waterman, Peter Cooney, Jonathan Oatis and Ken Wills)

Iraqi PM says Islamic State plans subway attacks in U.S. and Paris-Reuters-By Arshad Mohammed and Jonathan Allen-SEPT 25,14-YAHOONEWS

NEW YORK (Reuters) - Iraq has "credible" intelligence that Islamic State militants plan to attack subway systems in Paris and the United States, the prime minister said on Thursday, but U.S. and French officials said they had no evidence to back up his claims.Prime Minister Haider al-Abadi's comments were met with surprise by security, intelligence and transit officials in both countries. New York's leaders scrambled to ride the subway to reassure the public that the nation's largest city was safe.Abadi said he received the information Thursday morning from militants captured in Iraq and concluded it was credible after requesting further details. The attacks, he said, were plotted from inside Iraq by "networks" of the Islamic State, also known as ISIS or ISIL."They plan to have attacks in the metros of Paris and the U.S.," Abadi told a small group of U.S. reporters while in New York for the annual meeting of the U.N. General Assembly. "I asked for more credible information. I asked for names. I asked for details, for cities, you know, dates. And from the details I have received, yes, it looks credible."Some Iraqi officials in Baghdad questioned Abadi's comments. One high-level Iraqi government official told Reuters it appeared to be based on "ancient intelligence." Another called it "an old story." Both spoke on condition of anonymity.Abadi did not provide further details. A senior Iraqi official traveling with him later said Iraqi intelligence had uncovered "serious threats" and had shared this information with its allies' intelligence agencies."A full assessment of the veracity of the intelligence and how far the plans have gone into implementation is ongoing," the official said.Ben Rhodes, a deputy national security adviser to U.S. President Barack Obama, said the United States had "not confirmed any specific threat.""What we've consistently said to the Iraqis is if they have information that is relevant to terrorist activity or terrorist plotting, that they can and should share that through our intelligence and law enforcement channels," Rhodes told reporters traveling with Obama on Air Force One from New York."We would certainly take seriously any information they are learning," he said.French security services also said they had no information confirming Abadi's statement, a French government official said, speaking on condition of anonymity.

STRONGER TRANSIT SECURITY

New York Governor Andrew Cuomo, New York City Mayor Bill de Blasio and other local officials suggested they were unfazed, updating their public schedules on Thursday to add trips on the city's subway system to reassure millions of daily commuters."We are convinced New Yorkers are safe," de Blasio said at a press conference at a lower Manhattan subway station as he stood alongside New York City Police Commissioner Bill Bratton and George Venizelos, assistant director of the Federal Bureau of Investigation. The New York Police Department's intelligence bureau found no specific, credible threat, de Blasio said.Bratton said in response to Abadi's comments that he sent more police to patrol subways and streets in the city which was already on high alert because of the U.N. meeting.Joseph Sheehan, 44, from the city's Queens borough, learned about the threats from the web. "They were checking bags earlier at the Port Authority. Seems like they do that at times of heightened alerts," he said.Officials in Chicago and Washington said they knew of no threats to their transit systems. The United States and France have both launched air strikes against Islamic State targets in Iraq as part of a U.S.-led campaign to "degrade and destroy" the radical Sunni militant group, which has seized a third of both Iraq and Syria.Abadi disclosed the intelligence while making a case for Western and Arab countries to join that campaign. "We want to increase the number of willing countries who would support this," he said. "This is not military. This is intelligence. This is security. The terrorists have a massive international campaign. Don’t underestimate it."In the past, the United States had received threats that various militant groups were targeting transportation systems but there is no recent information about an imminent plan by Islamic State, one U.S. official said, speaking on the condition of anonymity.Abadi also said that Iraq did not want to see foreign "boots on the ground," but stressed the value of providing air cover, saying Iraq's air force did not have sufficient capability. He said Australia was "very interested" in participating, though he did not provide details. He also voiced optimism about a planned British parliament vote on Friday on the matter, saying "they reckon it will be successful."Earlier on Thursday, France said it would increase security on transport and in public places after a French tourist was killed in Algeria, and said it was ready to support all states that requested its help to fight terror.(Additional reporting by Mark Hosenball and Ian Simpson in Washington; Frank McGurty, Steve Holland and Rodrigo Campos in New York; Nicolas Bertin in Paris and Ned Parker in Baghdad; Editing by Jason Szep, Tom Brown, David Gregorio and Lisa Shumaker)

EU-Canada pact faces German opposition over investor clauses-25.09.14 @ 18:25-EUOBSERVER-By Benjamin Fox

BRUSSELS - Provisions allowing companies to sue governments to protect their investments must be taken out of an EU-Canada trade agreement (Ceta), German chancellor Angela Merkel's coalition partners have said.Speaking in the Bundestag on Thursday (25 September), Sigmar Gabriel, who leads the centre-left SPD, noted that "the chapter regarding investment protection is not approvable," adding that "the last word hasn't been spoken yet"."We've achieved a lot. It's a good deal and it would be wrong to block it. But we must try to negotiate some adjustments".European Commission president Jose Manuel Barroso and Canadian prime minister Stephen Harper will conclude the four-year negotiation process of the treaty at an EU-Canada summit in Ottawa on Friday. The trade treaty will then be published and submitted to the European and Canadian parliaments. But any celebrations are likely to be muted now that the agreement, which is widely seen as a trial run for the ongoing trade talks with the US, faces a number of obstacles before it is ratified. The mechanism, known as investor state dispute settlement (ISDS), allows companies to take legal action against governments if their decisions risk undermining their investments.Critics of ISDS claim that investor claims can prevent governments from passing legislation in fields such as environmental and social protection, enabling corporations to claim potentially unlimited damages in "arbitration panels" if their profits are adversely affected by new regulations. However, in an interview with the Frankfurter Allgemeine Zeitung, trade commissioner Karel de Gucht ruled out the possibility of re-opening talks, arguing that "If we re-open negotiations on Ceta, the deal will be dead."De Gucht, who is set to be replaced by Sweden's Cecilia Malmstrom as the EU's trade chief, also condemned criticism of ISDS as a "populistic, emotional debate and one which has been fanned by the Internet," adding that "the investment protection in Ceta is the most modern and most transparent ever,"At the weekend, the SPD party congress agreed to support the continuation of negotiations with the US on a transatlantic trade and investment partnership (TTIP), but also conditioned their support for TTIP on investor protection clauses being left out. Both Gabriel and economic affairs minister Brigitte Zypries say that foreign investors already have sufficient legal protection in national courts, while French trade minister Nicole Bricq has also stated her opposition to ISDS being included in an agreement. Both Ceta and, in time, TTIP will have to be backed by the European Parliament and, possibly, national parliaments if the agreements are to come into force.Ceta faces an uncertain path when it comes before MEPs in the coming months. Deputies from the centre-left Socialist and Democrat group and the Liberals have indicated that ISDS would have to be left out in order for them to support Ceta, while the Green and far-left GUE factions have already come out against the treaty."My group would find it much easier to put its weight behind Ceta if ISDS was removed from the text," said Socialist group trade spokesman David Martin at the parliament's session in Strasbourg earlier this month. In a statement on Thursday, the European trades union congress (ETUC) said that it would not support Ceta if ISDS remained part of the agreement. The ETUC also called on officials to include a list of sectors that would not be liberalised by the agreement and for Canada to sign up to the International Labour Organisation Conventions.

MEPs prepare 'lively' hearings for new commissioners-Today @ 07:52-SEPT 25,14-EUOBSERVER-By Valentina Pop

BRUSSELS - When the 27 new commissioners-to-be start their hearings in the European Parliament next week, the question is not if MEPs will reject one of them, but who it will be."It would be for the first time in the history of hearings if all candidates are accepted," notes one EU source.Four years ago, it was the Bulgarian candidate, Rumiana Jeleva, who had to be replaced after she failed to counter accusations of conflicts of interest. In 2004, it was Italy's Rocco Buttiglione who was vetoed by MEPs after he defended his "traditionalist" stance on gays and the role of women in society.Depending on which EU official you ask, there are different views on who is the most vulnerable this time around.Economics MEPs point to Jonathan Hill, the British candidate, who is bidding for financial services."I expect all hearings to be tough, but probably the Hill hearing will be one of the livelier ones," says Italian MEP Roberto Gualtieri, chairman of the economic affairs committee. His German colleague from the Greens, Sven Giegold, told this website that Hill does not have the backing of any of the two big parties - the centre-right European People's Party or the Socialist Party."To me, Hill is a candidate in breach of the EU treaty, which says that they should prove competence, European engagement and independence," Giegold said. However, if the two largest groups make a deal to accept Hill in order not to upset or isolate the UK, Hill is likely to pass, Giegold said.MEPs have sent written questions to all candidates which will have to be answered by Thursday (25 September).EUobserver has seen the questionnaires, which include some generic questions, such as: what qualifies them for the job; what motivates them; what guarantees of independence can they give to the European Parliament; and how do they plan to be accountable for their actions. The specific questions for Hill include his "main political objectives for future regulation of the financial sector" and plans to complete the so-called banking union, given that the UK is not part of this banking union which targets large banks in the eurozone. MEPs will also ask him how he intends to "guarantee the respect of the community method" - code for legislation being approved through the EU institutions rather than inter-governmental arrangements. They also want the European parliament to have a say and scrutiny powers over financial legislation and ask him how he will guarantee this, "bearing in mind that your home member state is advocating against existing European Union legislation, in particular with regard to the [banker] bonuses issue."

Skeletons in the closet

Another candidate likely to have a bumpy ride is the Spanish appointee, Aris Canete. The Greens on Wednesday sent an open letter against him because of potential conflicts of interest regarding oil companies he had held shares in until recently."His wife, son and brother in law all remain as either shareholders or board members of these companies," the Greens wrote. In the written questionnaire for Canete, MEPs allude to his potential conflicts of interest: "How will you personally ensure the good quality of legislative proposals, full transparency of lobbying activities (directed at you and your services), and consistent and balanced consultation of all stakeholders taking also into account the need to carry out thorough impact assessments?" Hungary's ex-foreign minister, Tibor Navracsics, may also face tough questions as he will be responsible for "Europe for citizens", at a time when the government in Budapest is cracking down on NGOs.MEP's ask him in the written questions how he will "contribute to the development of European Citizenship, taking fully into account the Charter on Fundamental Rights?""What concrete measures would you take in order to promote democratic involvement and civic participation, as well as a better communication with citizens?," the questionnaire reads. The Slovenian candidate, Alenka Bratusek, is under fire back home for having nominated herself at a time when she was an interim prime minister. Given that she is from a small political family - the Liberals, fourth-largest in the EP - and that the new government back home is not backing her, she may fall if all others pass.

Hawks and doves

France's Pierre Moscovici, a doveish ex-finance minister unpopular among fiscal hawks, will be grilled about his commitment to the deficit and debt rules when he takes up the economics portfolio. In the written questions, Moscovici has to answer how he will implement the EU's strengthened rules on deficit, debt and macreconomic imbalances.Alluding to France, which has failed to meet the deadlines for these rules, MEPs ask: "How will the commission implement these existing rules to deal with countries with excessive deficits and debt and macro-economic imbalances who fail to meet their annual targets? Do you confirm that you will make no difference between member states?"Fiscal hawk Jyrki Katainen, a former Finnish prime minister, will also have to do better than at a hearing in June, when he replaced outgoing economics commissioner Olli Rehn, who took up his MEP seat. Back then, the Greens requested a vote - which he passed - after he gave unimpressive answers. The questionnaire for Katainen asks details on how he plans to deliver on a three-month deadline for finding €300 billion in new investments, as announced in Juncker's political program.MEPs also want to know how Katainen, as vice-president for jobs, growth, investment and competitiveness, will divide work with the commissioners for economics (Moscovici) and for employment (Marianne Thyssen). His hawkish record - already an issue with the Green and leftist groups - is to be questioned further: "What are the main priorities you intend to pursue as part of your responsibilities in view of the social and employment crisis, in particular youth unemployment, which affects several member states?"This week’s written questions aside, MEPs will also be able to put 45 oral questions during each three-hour grilling, before each commissioner candidate gets a positive recommendation. If the opinion is negative, EU commission chief Jean-Claude Juncker will be under pressure to ask the respective government to replace the candidate, otherwise the entire commission could be vetoed in October.

MUSLIM NATIONS (SLAUGHTERED BY NUKES FOR COMING AGAINST ISRAEL)

EZEKIEL 36:4-5
5  Therefore thus saith the Lord GOD; Surely in the fire (NUCLEAR BOMBS) of my jealousy have I spoken against the residue of the heathen, and against all Idumea,(ARAB-MUSLIMS) which have appointed my land into their possession with the joy of all their heart, with despiteful minds, to cast it out for a prey.
6  Prophesy therefore concerning the land of Israel, and say unto the mountains, and to the hills, to the rivers, and to the valleys, Thus saith the Lord GOD; Behold, I have spoken in my jealousy and in my fury,(OF MY ANGER) because ye have borne the shame of the heathen:
7  Therefore thus saith the Lord GOD; I have lifted up mine hand, Surely the heathen that are (Round) about you,(ARAB-MUSLIMS) they shall bear their shame.(AND BE NUKED)

EZEKIEL 35:9-11
9 I will make thee perpetual desolations, and thy (ARABS) cities shall not return: and ye shall know that I am the LORD.
10 Because thou (ARABS) hast said, These two nations (ISRAEL & JUDAH) and these two countries (ISRAEL & JUDAH) shall be mine, and we (ARABS) will possess it; whereas the LORD was there:
11 Therefore, as I live, saith the Lord GOD, I will even do according to thine anger, and according to thine envy (GELIOUSY) which thou hast used out of thy hatred against them;(ISRAELIS) and I will make myself known among them, when I have judged thee.(ARABS)

EZEKIEL 38:1-12
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech (MOSCOW) and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:
6 Gomer,(GERMANY) and all his bands; the house of Togarmah (TURKEY) of the north quarters, and all his bands: and many people with thee.(AFRICAN MUSLIMS,SUDAN,TUNESIA ETC)
7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:
11 And thou shalt say, I will go up to the land of unwalled villages;(ISRAEL) I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,
12 To take a spoil,(OIL IS IN SPOIL) and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.

EZEKIEL 39:1-8,11-21
1 Therefore, thou son of man, prophesy against Gog,(LEADER OF RUSSIA) and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech (MOSCOW) and Tubal: (TUBOLSK)
2 And I will turn thee back,(RUSSIA-ARAB MUSLIM ISRAEL HATERS) and leave but the sixth part of thee,(5/6TH OR 300 MILLION DEAD RUSSIAN/ARAB/MUSLIMS I BELIEVE) and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR ATOMIC BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.
8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.
11 And it shall come to pass in that day, that I will give unto Gog (RUSSIA/ARAB/MUSLIMS) a place there of graves in Israel, the valley of the passengers (EAST OF THE DEAD SEA IN JORDAN VALLEY) on the east of the sea: and it shall stop the noses of the passengers: and there shall they bury Gog (RUSSIAN) and all his multitude:(ARAB/MUSLIM HORDE) and they shall call it The valley of Hamongog.(BURIEL SITE OF THE 300 MILLION,RUSSIAN/ARAB/MUSLIMS)

14 And they shall sever out men of continual employment,(NUCLEAR ATOMIC BOMB EXPERTS) passing through the land to bury with the passengers those that remain upon the face of the earth, to cleanse it: after the end of seven months shall they search.
15 And the passengers that pass through the land, when any seeth a man’s bone, then shall he set up a sign by it,(WON'T TOUCH IT) till the buriers have buried it (PROPERLY) in the valley of Hamongog.(RUSSIA/ARAB/MUSLIMS NEW BURIEL SITE)(EAST OF THE DEAD SEA IN THE JORDAN VALLEY)
16 And also the name of the city shall be Hamonah. Thus shall they cleanse the land.(OF THE ISRAEL-GOD HATERS)

U.S. military concerned by Russian Cold War-style bomber flights-Reuters-SEPT 25,14-YAHOONEWS

WASHINGTON (Reuters) - The U.S. military is concerned by flights by long-range Russian bombers near U.S. airspace, a top U.S. commander said on Thursday, saying the Cold War-style activity was raising questions for Pentagon planners. The remarks by Admiral Samuel Locklear, head of the U.S. military's Pacific Command, came after Russian Bear long-range bombers approached U.S. and Canadian airspace last week -- prompting both countries to scramble fighter jets to intercept them."Certainly the return of the long-range aircraft flights that we haven't seen in any significant number over the last decade or so is concerning. And it's something that we watch very carefully," Admiral Samuel Locklear, the head of the U.S. military's Pacific Command, told reporters. The United States and Russia are increasingly at odds over Ukraine, where Russian-backed separatists have been fighting for control of parts of the former Soviet state. The conflict has dragged relations with the West to their lowest levels since the Cold war.Locklear said the Russian incursions into the United States' air defense identification zone (ADIZ), an area beyond sovereign U.S. airspace, was "basically kind of Cold War activity with long-range bombers.""These are things that we have to be concerned about as military people. We have to think about them and what that would mean to the security of the region and the security of our own homeland."(Reporting by Phil Stewart; Editing by David Gregorio)

Exclusive: Ukraine prime minister says Russians 'want us to freeze'-Reuters-By Louis Charbonneau-SEPT 25,14-YAHOONEWS

UNITED NATIONS (Reuters) - The prime minister of the Kiev government accused Russia on Thursday of attempting to freeze Ukraine in the coming winter by using natural gas as a weapon to subjugate the former Soviet Republic."They want us to freeze. This is the aim and this is another trump card in Russian hands. So, except military offense, except military operation against Ukraine, they have another trump card, which is energy," Prime Minister Arseny Yatseniuk said in an interview on the sidelines of the United Nations General Assembly in New York City."The ultimate goal of Russia is to organize, to orchestrate another frozen conflict in Ukraine."Russia's state-controlled energy company Gazprom cut off gas supplies to Ukraine in June because of a row over Kiev's unpaid gas bill, raising concerns that the country may not be able to cover the peak-demand winter season. The European Commission is aiming to propose an interim solution to the gas quarrel between Russia and Ukraine at talks it is brokering in Berlin on Friday.Yatseniuk said there were no official negotiations on it, though he said a plan to help Ukraine secure additional gas "would be helpful for us."A war between pro-Russian separatists has left more than 3,000 people dead. Kiev and Western governments have said it was direct Russian military intervention that tipped the battlefield balance in favor of rebels in eastern Ukraine and forced President Petro Poroshenko to call a ceasefire on Sept. 5 after big losses by government forces.Russia, which opposes the pro-Western course of leadership in the ex-Soviet republic, has denied that its troops have participated in the war or provided arms to rebels.Yatseniuk defended the Kiev government's decision to grant temporary autonomy to rebel regions, saying it was the least repugnant choice they had, as well as a "goodwill" move that demonstrated their commitment to a peaceful solution."We do understand that we had just two options: bad and worse," he said. "So the president and the government decided to take just the bad option."He expressed little confidence in Russian President Vladimir Putin as a partner in peace talks."I have no trust in President Putin," he said, adding that was why it was crucial to have the United States and European Union sitting with Ukraine at talks with Russia.Echoing comments he made in his speech to the U.N. General Assembly on Wednesday, Yatseniuk said EU and U.S. sanctions against Russia should remain in place until all of Ukraine is back under control of Kiev, including Crimea, a Black Sea region Russia annexed after an independence referendum in March."Russia has to pay the price," he said. "They want to get back to business as usual but we want to restore law and order, restore territorial integrity and independence of our country.""This is the aim of the sanctions, to urge Russia to pull back its forces," he said. "To pull back its artillery and stop the supply of weapons and lethal aid to Russian-led terrorists and just to get out of Ukraine."Asked if he was disappointed by the United States not supplying weapons to his government, Yatseniuk said Washington had taken the lead in pushing for international sanctions against Moscow and was likely to do more. He did not provide details. Poroshenko visited Washington last week.A U.S. official said that for the time being the United States was not willing to consider providing Ukraine with weapons but it had not absolutely ruled it out over the long term. "The clear message last week was we're not ready to do that - now," the official said.Any eventual discussion of arming Ukraine is sure to spark a debate in Washington over whether such action would strengthen Kiev's security by deterring Russia or simply provoke Moscow.President Poroshenko's Moscow-backed predecessor Viktor Yanukovich fled to Russia in February in the face of mass street protests. Moscow denounced a pro-Western "coup" against him, annexed Ukraine's Crimean peninsula and backed armed separatists in the heavily industrialized east in their drive for independence from Kiev. The chain of events has provoked the worst crisis between Russia and the West since the Cold War.(Reporting by Louis Charbonneau; Additonal reporting by Arshad Mohammed; Editing by Toni Reinhold)

09/25/2014 - VATICAN INSIDER-President Rouhani to visit New York cathedral-Rouhani at the UN-Iran’s head of government is expected tomorrow at St. John the Divine, the cathedral of the Episcopal diocese of New York, where he will meet representatives of religious communities-Giorgio Bernardelli

Rome-Iran’s President Hassan Rouhani – who is currently in New York for the UN General Assembly – is to visit a Christian cathedral in the United States tomorrow. Here’s he will meet representatives of the Big Apple’s religious communities. This is one of many events that Rouhani will be attending in New York on this unique occasion. Indeed, this is the only visit Teheran’s political leadership will be paying to the US in order to attend the UN meeting.Ever since Mahmoud Ahmadinejad’s presidency, the presidential visit to New York has been the main platform from which Iran has spoken to the world. It was on this occasion 12 months ago that the historic telephone conversation between Rouhani and Barack Obama made headlines. This was the first time the presidents of Iran and the US had had any direct contact since the Iran hostage crisis of 1979. This year, in addition to all the political meetings Rouhani will be attending at the UN, an interreligious gathering has also been crammed into the Iranian president’s agenda. On Friday morning, Rouhani will be visiting St. John the Divine, the cathedral of the Episcopal diocese of New York, for a meeting with representatives of various religious communities. It will be a closed-door meeting and will not even be advertised on the historic cathedral’s website. The only public reference to the event, is the announcement that the cathedral will only be open for visits after midday.Given today’s climate – which is heavily marked by religious sectarianism in the Middle East and with regional balances shifting dramatically, influenced by the situation in Syria – the fact that the President of the Shia Republic of the Ayatollahs is visiting a Christian cathedral, is significant. From a diplomatic point of view, it also says a great deal about how crucial interreligious dialogue is for a country that aspires to enter the international relations arena again. Even Saudi Arabia – whose Sunni government is a major counterbalance to Iran’s Shias – has founded a Vienna-based centre for interreligious dialogue. Ayatollahs on their part have maintained all the ties that the University of Qom – a doctrinal reference point for Shiites – has had for a long time with many Christian bodies, including the Pontifical Council for Interreligious Dialogue. Not to mention the diplomatic relations the Islamic Republic of Iran also has with the Holy See.But the question for both Riyadh and Teheran is: what impact does this have on religious freedom in each of these countries. Rouhani’s takeover of the Iranian presidency does not seem to have triggered any major changes in this domain. In the latest edition of the International Religious Freedom Report published annually by the US State Department, Iran features among the countries that impose severe restrictions on non-Shia religious groups. Open Doors, an NGO that publishes one of the most important reports on Christian persecution in the world, ranks Iran ninth in the list of countries where the treatment of Christians has rapidly worsened. It is accused of being intolerant towards all Christian communities except the historic Assyrian and Armenian minorities. Iranian law prohibits Christians from praying and preaching in Farsi, with the Evangelical Christian communities suffering the most as a result. The most famous case is that of Fr. Saeed Abedini, an Iranian man with US citizenship, who gave up his Muslim faith to convert to Christianity.  He was arrested during a visit to Iran in 2012 and was sentenced to eight years in prison as he was considered “a threat to national security”. He is still behind bars.

Iran blames 'errors' of outsiders for rise of Islamic State-Reuters-By Parisa Hafezi and Michelle Nichols -SEPT 25,14-YAHOONEWS

UNITED NATIONS (Reuters) - Iran President Hassan Rouhani on Thursday blamed the rise of the Islamic State group and other militants on the mistakes of the West and said the solution to stopping them must come from the Middle East."The strategic blunders of the West in the Middle East, Central Asia and the Caucasus have turned these parts of the world into a haven for terrorists and extremists," he said in a speech to the 193-member United Nations General Assembly. In a thinly veiled reference to the United States and Israel, Rouhani blamed the rise of violent extremists on outsiders. "Certain intelligence agencies have put blades in the hand of madmen, who now spare no one," he said. The comments were among the strongest yet by predominantly Shi'ite Iran on the rise of the Sunni militant group, suggesting Washington and its allies were the problem, not the solution, and that Middle Eastern governments should deal with the threat."The right solution to this quandary comes from within the region and regionally provided solutions with international support and not from the outside the region," he said. But Rouhani suggested the United States and Iran have a shared interest in confronting the threat after decades of enmity."The extremists of the world have found each other and have put out the call, 'extremists of the world unite.' But are we united against the extremists?" Rouhani asked. The comments follow a back-and-forth between Tehran and Washington over what role Iran can play in the U.S.-led campaign against Islamic State militants who have seized swaths of Iraq and Syria. Iranian officials have even suggested Western powers should scale back their demands in nuclear talks with Tehran helping confront the militants. While Washington has repeatedly ruled out military "coordination" with Iran against Islamic State, U.S. Secretary of State John Kerry said last Friday during a U.N. Security Council session on Iraq that he believed Tehran could play a role. The United States, backed by five Arab allies, this week carried out air strikes against Islamic State positions in Syria, expanding an air campaign against the group in Iraq.Despite Iran's obvious interest in seeing the militants neutralized, Rouhani made clear his suspicions about the long-term impact of Western military intervention in the Middle East."All those who have played a role in founding and supporting these terror groups must acknowledge their errors," he said.A day earlier, U.S. President Barack Obama used the U.N. podium to state his case for a more forceful, coordinated global response against Islamic State that would seek to dismantle what he called a "network of death."

IRAN OVERTURES TO U.S.

For Iran's clerical rulers, the crisis over Islamic State poses strategic and geopolitical challenges to Tehran’s so-called dream of forming a so-called Shi'ite Crescent that extends from Iran to Iraq, Syria, and Lebanon, say analysts and diplomats. Some Iranian officials see the crisis in Iraq as an opportunity for Iran, arguing that the hostility between Washington and Tehran has hurt both states and played into the hands of the militants.Iran's closest regional ally, Syrian President Bashar al-Assad, blames Qatar, Saudi Arabia, Turkey, the United States and other Western powers for the rise of Islamic State. Western officials say that the Gulf states and Turkey bear some measure of responsibility. But Western governments say Assad himself is largely to blame, because for years he allowed the group to flourish on the margins of a civil war that in 3 -1/2 years has cost 190,000 lives and forced 10 million people from their homes.Despite his dismissive remarks toward the West, Iran has quietly made overtures to the United States and its allies on combating Islamic State. Several Iranian officials told Reuters last week that Iran would like the West to make concessions in nuclear talks with Tehran as a reward for fighting the group. In Thursday's speech, Rouhani said securing a long-term nuclear accord that would end sanctions against Tehran in exchange for curbing its atomic program would be the "beginning of multilateral collaboration aimed at promoting security, peace and development in our region and beyond."

"HOPEFUL" OF NUCLEAR DEAL

Rouhani's much-anticipated speech was in contrast to last year when he appeared at the General Assembly as Iran’s new "moderate" president, making a splash by telling the world Tehran posed no threat and offering immediate talks on removing any "reasonable concerns" over his country's nuclear program.Fast-forward a year: Nuclear talks between Iran and six world powers have not collapsed but they are at an impasse. On the current round of talks in New York on the sidelines of the General Assembly, Rouhani said the negotiations have taken place "with seriousness and optimism on both sides."The meetings between Iran and the United States, Britain, France, Germany, Russia and China are expected to continue until Friday. Diplomats say a breakthrough is unlikely, even though a Nov. 24 deadline for a deal is only two months away.Rouhani said Iran is committed to maintaining its uranium enrichment program, the biggest sticking point in the negotiations, and warned that delaying a deal would have economic costs for everyone. He said he was hopeful there would be an agreement in the "short amount of time left."German Foreign Minister Frank-Walter Steinmeier met alone with Rouhani for nearly an hour. Speaking to reporters afterwards, Steinmeier said, "We have never been so close to a deal as now. But the truth is that the final phase of the talks that lay before us is probably the most difficult."(Additional reporting by Louis Charbonneau and Jonathan Allen; Writing by Jason Szep and Louis Charbonneau; Editing by Grant McCool and Jonathan Oatis)

Militant in Syria beheading videos identified: FBI-Reuters-By Julia Edwards and Mark Hosenball-SEPT 25,14-YAHOONEWS

WASHINGTON (Reuters) - A masked Islamic State militant seen wielding a knife in videos at the beheading of two Americans has been identified, FBI Director James Comey said on Thursday, but he declined to give the person's name or nationality. The videos released in August and September of American journalists James Foley and Steven Sotloff showed a masked Islamic State militant brandishing a knife and speaking English with a British accent.A European government source familiar with the investigation said that the accent indicated that the man was from London and likely from a community of Asian immigrants. U.S. and European officials said the principal investigative work identifying the man was conducted by British government agencies."I believe that we have identified," Comey told a small group of reporters. "I'm not going to tell you who I believe it is."Actual beheadings were not shown on the Foley and Sotloff videos. The videos imply that the masked militant was the person who carried out the killings. But the videos did not show him actually drawing blood from the victims but faded to black after he finished his speeches and then cut to pictures of the beheaded bodies.Investigators said that because of the way the videos were edited, it is possible that someone other than the British-accented man carried out the murders.A third video purporting to depict the murder of David Haines, a British aid worker, surfaced later and Islamic State militants also have threatened to kill a second British aid worker, Alan Henning.John Cantlie, a British journalist held by the group, has appeared in two Islamic State videos criticizing U.S. airstrikes against the group and suggesting that the United States had become engaged in "Gulf War III."The British ambassador to the United States, Sir Peter Westmacott, told CNN shortly after Foley's killing in August that Britain was working on identifying the suspect using voice-recognition technology. Westmacott said then that law enforcement was close to identifying the man.British authorities had sought to keep a lid on news coverage of their investigation, hoping that might make it easier for authorities to capture militants implicated in the beheadings. Prime Minister David Cameron is scheduled to address the British parliament on Friday about his country's involvement in the fight against Islamic State.FBI Director Comey told reporters about a dozen Americans were known to be fighting with militants in Syria, and some had already returned to the United States. Earlier, U.S. officials had said about 100 Americans had joined up.(Editing by Mohammad Zargham and Grant McCool)
