Prime Minister Benjamin Netanyahu moved forward with punitive steps Tuesday in response to Palestinian Authority President Mahmoud Abbas’s application to international bodies, ordering government officials not to meet with their Palestinian counterparts.“In response to the Palestinian violation of their commitments under peace talks… Israel government ministers have been told to refrain from meeting their Palestinian counterparts,” an official told AFP, requesting anonymity.The order did not ban contact between the Defense Ministry and the PA, which would have hampered security cooperation in the West Bank, according to Israel news site Ynet. US Secretary of State John Kerry said Tuesday that both Israelis and Palestinians were responsible for the current crisis in peace talks, but appeared to allocate the lion’s share of the blame to Jerusalem.At the same time, he expressed hope that the two sides would continue to negotiate, but also warned that there was a “limit” to how much effort the US government could invest in the process if the two parties weren’t serious about negotiating a pact.“Both sides wound out in a position of unhelpful moves,” Kerry said at a hearing of the Senate Committee on Foreign Relations, delineating what he said led to the current impasse.“The prisoners were not released by Israel on the day they were supposed to be released and then another day passed and another day, and then 700 units were approved in Jerusalem and then poof — that was sort of the moment,” Kerry said.The secretary of state was referring to the planned fourth release of Palestinian security prisoners, which was originally slated for March 29. TEL AVIV (JTA) — Israeli Finance Minister Yair Lapid said he supports freezing settlement growth to help jump-start peace negotiations and vowed that his centrist Yesh Atid party would leave Israel’s governing coalition if Prime Minister Benjamin Netanyahu were responsible for the collapse of the peace process.In an interview this week with JTA, his first with an American Jewish news organization since entering the Knesset last year, Lapid continued his recent shift toward placing the peace process at the top of his party’s agenda.A year ago he told The New York Times that Israel should not change its settlement policy to advance negotiations, nor should it curb its “natural expansion” or limit financial inducements to Israelis who move there.But on Monday, Lapid told JTA that he would sooner agree to freeze settlement growth than free Palestinian prisoners, as Netanyahu has done previously in an effort to advance the process. A fourth round of prisoner releases was due to take place March 29, but Israel reneged.“I would choose, every day of the week, freezing the settlements over freeing prisoners,” he said. “But in this coalition, in this particular moment, this was the favorable option.”A former television news anchor, Lapid entered politics for the first time in advance of the January 2013 elections with the aim of re-energizing Israel’s political center. He stayed relatively quiet on security issues during the campaign, running on a largely domestic platform of lowering the cost of living and expanding the mandatory military draft to include the haredi Orthodox.But over the past year, Lapid has become increasingly vocal about the need for Israel to reach a two-state solution to its conflict with the Palestinians. And while he laid the blame for the current impasse in peace talks squarely at the feet of the Palestinian leadership, Lapid said he could not stay in the government if it did not aggressively pursue a deal.“If I would think this coalition did not exhaust all options and it is our fault that the negotiation is not in progress or process, then I can’t stay in this government,” Lapid said. “We decided we’ll do everything in our power to back up the negotiations.”Lapid said that overall, he is happy with how the past year has gone for his party. The move came as promised, after Israel warned the PA last Thursday it would take several punitive actions and sanctions as a response to PA Chairman Mahmoud Abbas's breaching of peace talk conditions by requesting membership in 15 UN agencies.Opposition Chairman and Labor Party Chair Yitzhak Herzog, who has expressed support for dividing Jerusalem and withdrawing from most of Judea and Samaria, slammed Netanyahu's orders on Wednesday."The prime minister is putting gasoline and flammable materials in the hands of the haters of Israel, it's not clear what benefit will sprout from this excessive step," claimed Herzog. "Netanyahu has started the process of Israel's disengagement from the world."However, other voices spoke out in support of Netanyahu's move. Deputy Education Minister Avi Wortzman (Jewish Home) welcomed the call to cut cooperation with the PA."The practice of free gifts that Israel is giving the Palestinians has to stop. The time has come for Abbas, who has proven time and again he isn't interested in peace, and the Palestinians, to understand that every unilateral step they take has immediate consequences," declared Wortzman.Finance Committee Chairman MK Nissan Slomiansky (Jewish Home) similarly said "the Palestinians need the peace talks much more than we do." "BREAKOUT" PERIOD
The six powers' goal is to extend the "breakout" period Iran would need to develop an atomic weapon as much as possible. U.S. Secretary of State John Kerry said on Tuesday the current Western view of that period is two months.Iran's Supreme Leader Ayatollah Ali Khamenei has repeatedly said that the oil- producing OPEC member's "red lines" are that it will never give up enrichment or shut any nuclear facility. Among the toughest issues are Iran's centrifuge research and development program, the size of its uranium stockpiles, the future of the Arak research reactor that could eventually yield significant quantities of bomb-grade plutonium, and the future of the previously hidden Fordow underground enrichment plant.The stakes are high. Fabio Fabene, Under-Secretary of the Synod of Bishops, to the dignity of bishop and has written a letter to the Synod’s Secretary, Lorenzo Baldisseri, explaining his decision. In the letter, Francis says that after reading the signs of the times, he deemed it necessary to “enhance” the “valuable conciliar legacy” of this collegial body established by Paul VI in 1965 and the work it continues to do to foster collegiality between the Bishop of Rome and his Bishops.In his letter, Pope Francis recalls Paul VI’s decision to strengthen the bond between the Bishop of Rome and the Bishops called by the Holy Spirit to govern the Church of God, by establishing the Synod of Bishops with the Motu Proprio “Apostolica Sollicitudo” on 15 September 1965. On that occasion, as the Second Vatican Council drew to an end, the Synodal body that was just being born encouraged Catholic bishops to assist the Bishop of Rome in a bolder and more efficient way, for the good of the Universal Church.All Synodal Assemblies celebrated since then have shown the Synod’s vital contribution to solving the universal Church’s problems and enhancing its activities and has given the Bishop of Rome valuable assistance in safeguarding and strengthening the faith.The Argentinean Pope then remembered one of the reflections John Paul II made on the Synod back in 1983: “Perhaps this body can be improved further. Maybe the Synod can express its collegial pastoral responsibility even more fully”). The conclusion he draws is that the breadth and depth of the Synod’s goal derives from the infinite mystery of God’s Church, which is communion and mission. For this reason, bishops can and must search for deeper and more authentic forms of expressing synodal collegiality, in order to foster ecclesial communion and promote its never-ending mission. Fifty years after the Synod’s establishment and having considered the signs of the times and his duty to revive the close bond between the Bishop of Rome with the Church’s Pastors, With his decision, Francis aims to show due recognition for the Council’s precious legacy. After all, the Successor of Peter’s role is not only to announce to everyone who Christ, the Son of the living God is, but also to pay due attention to what the words the Holy Spirit plants on the lips of those who participate fully in the College of Cardinals.In today’s letter, the Pope expressed his gratitude for the Synod’s “generous, diligent and competent work throughout these years”, giving a special mention to Cardinal Baldisseri as well as all members of the Synod, past and present. To make his appreciation even more evident, Francis decided to elevate the Synod’s Under-Secretary, Mgr. Fabio Fabene, to the episcopal order. “In coordinating work within the secretariat general, the under-secretary will be required to express the fertile and fruitful consequences of participation in the episcopal 'munus', a source of sanctification for those who surround it and the foundation of the hierarchical communion with the Bishop of Rome, and with the head and members of the Episcopal College.”Last November, Francis convened an Extraordinary Synod on "pastoral challenges of the family in the context of evangelization” for 5-9 October 2014. Participants at this Synod will include the presidents of the world’s episcopal conferences (there are currently 114 of them), the heads of dicasteries of the Roman Curia, a number of members whom the Pope will nominate, “fraternal delegates” of other Christian Churches and denominations and various “auditors”, including some married couples. This will be the third Extraordinary Synod in the history of the Catholic Church. It will be followed by an Ordinary General Assembly of the Synod in 2015.Fabio Fabene, 55, was born in Rome on 12 March 1959. He attended the Minor Seminary of former Diocese of Montefiascone, completed his theological studies at the regional Pontifical Seminary of Viterbo in Italy’s Lazio region, where he was also ordained priest on 26 May 1984. He holds a doctorate in Canon Law from the Lateran Pontifical University. He has served in a number of pastoral, administrative roles, including priest of the parish of Santa Maria del Giglio in Montefiascone and episcopal chancellor; office head of the Congregation for Bishops; and external judge of the Tribunal of First Instance for causes of nullity of marriage for the Latium region, at the Ordinary Tribunal of the diocese of Rome. He served the Congregation for Bishops from 1 January 1988 and has been office head of the Congregation for Bishops since 24 April 2010. He was named Prelate of His Holiness in 2012, and was appointed as under-secretary of the Synod of Bishops on 8 February 2014. Francis’ decision to elevate an under-secretary of a Vatican dicastery to the dignity of bishop is an extraordinary event. Francis had previously elevated the Governorate’s secretary, Fernando Vérgez Alzaga, to the episcopal dignity.

vatican city-In a recent interview with Italian Catholic newspaper Avvenire, the Vatican Secretary of State, Pietro Parolin stressed that the Commissions for Reference on the IOR (CRIOR) and the Economic- Administrative Structure of the Holy See (COSEA) were only “temporary” structures. Their mandate therefore has a start and finish date. Some expected the conclusion of the groups’ investigation work to be announced in the next few days. CRIOR was established by papal chirograph at the end of last June, as was COSEA, in July 2013.Last February, both Commissions – which have separate offices – informed the C8 (the Council of Cardinals set up by the Pope to assist him with Curia reform) of the work carried out up until that point. At the time, it seemed that the establishment of the C8 involved the continuation of CRIOR’s work, to ensure the “Vatican bank” underwent necessary reforms that would help turn it into a virtuous evangelical establishment. Yesterday’s communiqué which presented a “proposal” for the future of the IOR suggests CRIOR’s proposals were also taken into account. Over the past months CRIOR has considered a number of different possibilities for the future of the “Vatican bank”, from shutting it down completely to transforming it into a true and proper foundation. The Commission’s suggestion had been to change the IOR’s structure and its current tasks.But this change was opposed by the Institute’s president, Ernst von Freyberg who believes that the IOR must continue to exist in its current form, though improvements need to be made to the way it operates and its accounts and client-base cleaned up. Although yesterday’s communiqué gave the impression that all commissions, councils and secretariats shared the same outlook, the reality is in fact rather more complex.The one proposal most cardinal advisors seemed to agree on, was that which outlined that the role of the IOR was to serve the Church around the world and the Pope himself (bank transfers, financial help for “works of religion”), while the management of the Holy See’s assets should be left up to a new financial analysis and investment centre (Vatican Asset Manager), which George Pell, the new Vatican “minister of finance” said he wanted to establish. This would ensure that the financial investments of all dicasteries and Holy See structure, including the IOR, were centralized and managed by one single entity.Meanwhile, it seemed the time frame for COSEA’s work was going to be longer. Unlike CRIOR, COSEA requested a number of external consultations. COSEA’s meeting with the eight-member Council of Cardinals last February certainly did not signal the end of the Commission’s work , Fr. Federico Lombardi said. He added this was also taking into consideration that the Commission was in the process of consulting a number of different agencies.The number of external consultations requested by COSEA did in fact increase significantly over the months. The Commission put Promontory Financial Group in charge of reviewing the IOR’s current accounts and also asked it for a “due diligence” review of the economic and financial activities of the Administration of the Patrimony of the Apostolic See (15 October): it will be interesting to see whether Promontory has played or will have some role to play in relation to the Secretariat for the Economy. Meanwhile, Ernst&Young was hired to help ''verify and assess'' the Holy See's administration and management; McKinsey & Company was asked to come up with an “integrated plan to render the organisation of means of communication within the Holy See more functional, effective and modern” and Kpmg was tasked with “bringing the accounting procedures of all the entities of the Holy See in line with international standards (19 December); PriceWaterhouseCoopers (PwC) and Deloitte were asked to carry out due diligence reviews of the Bambin Gesù children’s hospital in Rome and the Casa Sollievo della Sofferenza foundation (31 January).Francis speeded things up by establishing the Secretariat for the Economy, the Holy See’s new “ministry of finance”. He put Cardinal Pell at the helm, appointing Mgr. Alfred Xuereb – who left his post as the Pope’s personal secretary - as his right hand man. It was the very members of the Pope’s advisory council, the C8, who considered creating the Secretariat for the Economy suggested by COSEA. The statutes outlining the new dicastery’s tasks are still in the process of being drafted, but what is certain is that its powers will be far-reaching. Meanwhile, Mgr. Pell, who has already taken up his post, is dealing with all the Holy See’s economic and financial questions and yesterday’s communiqué is proof that his influence extends to the IOR as well. Besides the Secretariat, Francis also created the Council for the Economy which is linked to the new dicastery and has directional power. This Council is headed by the German cardinal Reinhard Marx and is made up of 15 members, half of whom are cardinals and the other half lay people. Some of the new Council’s members were formerly members of the COSEA commission and will continue their work, integrating themselves into the recently created dicastery. Although COSEA will cease to exist as a commission for reference, it will continue its work within the Council for the Economy and the Secretariat for the Economy, which will now have to manage all the various consultation services the Commission requested.
