EU ministers should discuss peacekeepers for Ukraine

KIEV AND BRUSSELS - The death toll continues to rise in Ukraine.This afternoon the EU’s Foreign Affairs council will finally discuss imposing sanctions against Ukrainian President Viktor Yanukovych and a number of other Ukrainian political elites and oligarchs following the terrifying, and bloody events that took place between 18 and 19 February and which continue to unfold.By noon of 20 of February, about 50 people have been killed. Thousands have been injured. The regime is cold-bloodedly killing its citizens despite of the presence of EU ministers in the town.The goal is to wipe out EuroMaidan no matter the cost to human life. So far it has failed - Ukrainians are ready to fight until the end, despite fear a military intervention may be around the corner. But today is becoming a disastrous day for the whole of Europe.For weeks, Ukrainians as well as numerous international experts and analysts, have called on the EU to take a tougher approach, going beyond calls for dialogue.But previous statements, such as those by German Chancellor Angela Merkel, and a number of other EU officials and leaders, stating that sanctions were not on the table, sent a very wrong message to Yanukovych.We can now understand that he interpreted these statements as a green light to do whatever he wanted and not be punished.Meanwhile, protesters read EU statements of “deep concern” as derision; a sign that Europe has betrayed Ukraine and European values. Unfortunately, many Ukrainians see this approach as evidence that a new deal along the lines of the Ribbentrop-Molotov pact has been agreed behind closed doors and that Ukraine is given as a negotiating chip to Russia.It is actually quite difficult to understand the EU thinking behind a no-sanctions approach.The most common argument has been that sanctions do not work, using the case of Belarus as an example. In fact references to Belarus are irrelevant and simply demonstrate that those who make such a comparison do not understand anything about these two countries.Unlike Belarus, Ukraine’s political and ruling elite are deeply integrated into a number of EU member states: Austria and the UK are the best known examples, where they keep their families and money.Hence the idea of losing their comfortable EU bolt holes, along with their financial assets being frozen, is a horrifying thought. Imposing sanctions has the real potential to seriously weaken and undermine the unity of the ruling Party of Regions.While a “truce” was called yesterday night and Yanukovych has now said he wants dialogue, in reality his snipers are killing dozens of people every hour.
This is not a film - it is the centre of what used to be one of the most secure and peaceful European cities. Everybody can see that this is a clear case of “the Emperor wearing no clothes” and all dialogue is a sham. Unfortunately, it seems that the only language that President Yanukovych seems to understand is that of force.The sad fact here is that these sanctions come too late.Protesters have armed themselves while Yanukovych has lost all sense of reality. He seems set on waging a real war against his own nation. All options are presently on the table - we might see even more blood in the capital than we did in Budapest in 1956 or in Prague in 1968.It could ultimately destabilize the whole of Europe.Hence the international community needs to fully wake up and face up to the reality that much deeper engagement is needed, including the possibility of having peace-keepers on the ground if we cannot deescalate the violence. While the UN may be considered, Russia will most likely make it impossible to use this institution.Therefore, the EU remains the most neutral actor and will be welcomed by everyone who is really interested in peace.
The EU has already taken on a monitoring mission role in its eastern neighbourhood in Georgia. While we hope the violence will stop now in Kiev, there is little hope for the wisdom of Yanykovych.Therefore there is urgent that the EU decide to be prepared for every eventuality. The need to send peacekeepers might be obvious even in some hours.The EU must show that it is more than a paper tiger, which only acts after the horse has bolted. Now, or it will be again too little and too late, and the price will be the lives of thousands.

KRAKOW - EU countries have agreed to impose sanctions on the Ukrainian regime, but disagree who should be on the blacklist and when it should enter into life.“The EU has decided as a matter of urgency to introduce targeted sanctions including asset freeze and visa ban against those responsible for human rights violations, violence and use of excessive force,” foreign ministers said after a snap meeting in Brussels on Thursday (20 February).“The scale of implementation will be taken forward in the light of developments in Ukraine,” they added.EU foreign affairs chief Catherine Ashton told press that “members of the [EU] Council were truly alarmed, shocked by the scale of violence that has taken place and I think this will drive the agenda going forward.”She also rebuked a Russian TV reporter for saying the EU is at fault for inciting protesters, calling his remarks “ridiculous.”An EU diplomatic source told EUobserver the names on the blacklist will be “very limited in number” and will, for the most part, designate “leaders of repressive structures,” such as Ukraine's interior ministry and its intelligence service, the SBU.The diplomat added there was “a huge debate” on when the list should be published in the bloc’s Official Journal, marking its entry into life, and who should be on it.“In light of the current visit by EU foreign ministers, if there is a prospect the Ukrainian authorities would accept a compromise solution, the modalities of implementation might be different,” the contact said, referring to a visit by French, German, and Polish ministers to Kiev on Thursday, who briefed colleagues in Brussels by videolink.The diplomat noted that some EU countries also want to list leaders of “radical” opposition groups, but others say this would send a misleading signal that both sides are to blame.“At the moment there is clearly no unity on this aspect. We might have a list ready tomorrow, but if we can’t agree on a list which makes sense, it’s probably better to wait a couple of days,” the source said.
The measures are likely to disappoint Ukrainian opposition leaders, who say the EU should target pro-government oligarchs.Ostap Semerak, an advisor to opposition MP Arseniy Yastenyuk, told a meeting of MEPs from the centre-right EPP group in Krakow, Poland, also on Thursday the EU should go after billionaire Ukrainian businessmen Rinat Akhmetov, Dmitry Firtash, and Victor Pinchuk, who have financial assets and luxury homes in EU countries.“They are afraid of sanctions and they control at least 70 members from the [ruling] Party of Regions in the Ukrainian parliament. This, together with the oppositon MPs, is more than the half that is needed to make the political decisions that we need,” he said, on the prospect of a parliamentary vote of no confidence in Yanukovych and early elections.Semerak’s voice quivered with emotion when he spoke of visiting casualties in Ukrainian hospitals on Wednesday and of reading tweets about the growing death toll during Thursday’s EPP debate. “I am seeing that at least seven more people have died while we sit here,” he said.He told this website that policemen in the “Berkut,” a special unit at the heart of the violence, are willing to shoot fellow Ukrainians because of a “culture of sadism” in the squad.
He noted that some officers in other forces, such as the interior ministry’s “BBVV” units, have defected.
The events in Kiev, which saw dozens of protesters shot dead with live ammunition on Thursday, have prompted self-recrimination in the EU.Arnaud Danjean, a French centre-right MEP who chairs the European Parliament’s subcommittee on security and defence, said leading EU countries should have handled Ukraine instead of leaving it to “technocrats” in the European Commission and the EU foreign service.Janusz Lewandowski, the Polish commissioner in charge of the EU budget, noted that member states did not allocate enough money for Ukraine to enable EU institutions to play a role.Polish centre-right deputy Jacek Saryusz-Wolski said EU foreign ministers should be talking about peace monitors, on the model of an EU operation in Georgia, instead of visa bans at this stage.For his part, Dutch foreign minister Frans Timmermans said in Brussels that no matter what the EU does, Ukrainian people will hold Yanukovych to account.
“The people simply don’t want to follow the path set by Yanukovych. So whether we impose sanctions or not, he will have huge problems with his population if he takes this path [of refusing pro-democratic reform],” the minister said.The EU also adopted a ban on exports of items which can be used for internal repression. But it deleted proposals for a ban on arms sales. An EU diplomat said both measures are symbolic. But imposing an EU arms ban would have made the foreign ministers look silly because Ukraine is one of the world’s largest arms exporters.

Kiev (AFP) - As fighting rages all around him on Kiev's Independence Square, a volunteer medic tears open a young protester's bloodstained T-shirt and desperately pumps the demonstrators chest as his grey face stares into the sky.Nearby, protesters scream wildly for people to clear a path for a stretcher carrying a man's covered body. A helmet lies on his chest. His arm dangles down lifelessly.Dazed demonstrators move out of the way, some crossing themselves, as smoke from burning barricades and car tyres billows into the air around them, like scenes from a war film.It is the deadliest day yet in three months of anti-government protests in Ukraine and Kiev's Independence Square, known as the Maidan, is Ground Zero.Riot police fire salvos of rubber bullets at anti-government protesters who hurl back Molotov cocktails and stones, determined to take back full control of the square, the epicentre of the opposition-led protest movement.

Overlooking the square is the towering Soviet-era Ukraina Hotel, home to many of the foreign reporters covering Ukraine's worst unrest since independence. A flag with a red cross hastily strung from the building signals that it is now also a makeshift clinic and morgue.Inside, volunteer health workers have taken over the lobby. Seven bodies covered with white sheets are lined up on the marble floor in front of the reception desk."They were shot in the head or in the heart by live bullets, not by rubber ones," says volunteer first aid worker Natalia, pointing to a bloodstained bulletproof vest lying discarded on the hotel floor, with a hole shot through it.Protesters and police have both accused each other of using live ammunition in the clashes, with the interior ministry insisting security forces only fired in self-defence.According to the volunteer medics, more than 60 protesters died from gunshot wounds on Thursday.Back on the square, protesters manning the barricades show an AFP reporter spent cartridge shells, and metal shields pierced with what look like bullet holes. Later, as darkness settled over the Maidan, the clashes appeared to have subsided but the mood among the roughly 20,000 demonstrators seemed to be hardening."It is war and this is the front," said Bogdan, a protester in his sixties."It may be peaceful now but the only way it can end is with the physical destruction of the president."We want a short, quiet funeral for him and then we will be happy."

Poll: Socialists to top EU elections, boost for far-right

BRUSSELS - Europe's socialists are set to top the polls in May's European elections, according to the first pan-EU election forecast.The projections, released by Pollwatch Europe on Tuesday (19 February), give the parliament's centre-left group 221 out of 751 seats on 29 percent of the vote, up from the 194 seats it currently holds.For their part, the centre-right EPP would drop to 202 seats from the 274 it currently holds on 27 percent of the vote across the bloc. If correct, it would be the first victory for the Socialists since 1994.The poll is the first in a series of fortnightly forecasts by Pollwatch in the last three months before Europe's 400 million voters go to the ballot booths from 22-25 May.The PollWatch statistical model takes opinion poll data from the EU's 28 member states and gives extra weighting to support for small and eurosceptic parties which, it argues, are usually underestimated in European election surveys.Although the volatile political climate in many of the EU's countries and uncertainty about how many voters will turn out in May means that centre-right parties, which are currently in government in most of Europe, could still recover ground, the scale of their projected losses is set to come as a surprise.Most analysts expect the EPP to still be the largest political force in parliament following May's elections, albeit with a diminished number of seats.
The forecast will also offer hope to Martin Schulz, the current president of the parliament, who is to be confirmed in March as the Socialist candidate to lead the next European Commission. May's elections will be the first to have a direct effect on who the next president of the EU executive will be, under provisions introduced by the Lisbon treaty.Elsewhere, the poll projects a series of national victories for populist parties of the right and left in a number of countries. Crucially for the legislative programme of the new parliament, this would make it almost impossible for either of the major groups to form ideologically based left-right majorities between 2014-2019.Meanwhile, in Greece, the leftist Syriza party is projected to take nine of the country's 21 seats.Professor Simon Hix, who chairs VoteWatch Europe, commented that "the polarisation of the EP could force the centrist groups to work together in a 'grand coalition'."

But the name of the former private secretary to John XXIII is not on it.“I asked the Holy Father to give me a dispensation so I don’t have to come to Rome. I’m not strong enough and I feel uncomfortable at the thought of meeting so many people,” Capovilla told Vatican Insider. The prelate has not left his home for some time now but is perfectly lucid. He had prepared the red cassock brought to him by the nuns who are caring for him as he initially intended to attend the ceremony. But in the end he simply didn’t feel up to it and asked Francis for a dispensation from the obligation to go to Rome.He will be created cardinal on Saturday morning when the Pope proclaims his name in the Consistory, but he will receive the purple-red biretta some days later in the northern Italian town of Sotto il Monte probably on 1 March. The ceremony will take place in the church which the then 20-year-old Angelo Roncalli consecrated before he became John XXIII. He saw the first stone being laid. A papal delegate will deliver the biretta to Capovilla.Cardinals have in the recent past been granted dispensation from attending Consistories due to old age or poor health. In 1998, Cardinal Alberto Bovone, Prefect of the Congregation for the causes of Saints received the biretta from the Secretary of State, Angelo Sodano, whilst in hospital battling with a serious illness that would claim his life a few weeks later at the Gemelli Polyclinic in Rome.But cardinals have not just pulled out of the Consistory for age or health reasons. Even Roncalli, who was created cardinal by Pius XII in December 1953 when he was Apostolic Nuncio in Paris, received the red biretta from French President Vincent Auriol. This old tradition is no longer in force. The same happened with the Apostolic Nuncio in Spain.

"It's been a weird day!" Freddy Fernandez says. The weirdness began Tuesday morning when the pond outside his Wichita house took on a pinkish color. Within a few hours, it had turned blood red. Fernandez says the pond is full of fish, and there's no indication any have died because of this. There's also no odor.

Fernandez took a photo last week of the pond when it was frozen-over. At that time, an unusual pink pattern had formed in the ice. "I just don't want any zombies coming out of there!" he says. Fernandez posted photos on Facebook, and within just a few hours friends have shared them around the world. Some suspect it's algae, while others wonder if it's caused by iron. There are all sorts of theories. "I just don't want people showing up, thinking this is some Biblical phenomenon or something like that," Fernandez says. We tried to get in touch with an expert to find out what may be to blame for the red water, but had no luck.

US framework draft is too vague, says top PLO official

Former PM Ahmed Qurei warns that Palestinian negotiators won’t accept ambiguous wording on borders, Jerusalem and settlements

Ambiguous language in the text of an American framework agreement to be presented to Israel and the Palestinians may lead to the collapse of peace talks, a senior Palestinian official warned on Wednesday.

Ahmed Qurei, a member of the PLO’s Executive Committee and a former prime minister, said that current American positions on a number of core negotiating issues including borders, Jerusalem and the settlements do not satisfy the Palestinian need for clarity.“Trying to put ambiguity in the text will not help the parties. I don’t want to continue discussing what this or that [phrase] means … this would be a waste of time, and the Israelis on the other side will continue their projects on the ground to change the status of the West Bank and maintain the separation of Gaza from the West Bank,” Qurei, known more commonly by the nom de guerre Abu Alaa, told journalists at his office in Abu Dis, east of Jerusalem.An American document outlining the Obama administration’s outlook on all core issues is expected within two weeks. PA President Mahmoud Abbas met US Secretary of State John Kerry in Paris on Wednesday to discuss peace talks amid a suspension of direct Israeli-Palestinian contact since November 5.Qurei, who headed the Palestinian negotiating team to the Annapolis negotiations with Israel in 2008, said that in his talks with the sides, John Kerry has preferred to propose formulas that are palatable to the Israeli side rather than refer to previous international resolutions.The American formula voiced by Kerry speaks of “a Palestinian right to a capital in Jerusalem.”“This we cannot accept,” Qurei said. “We want [explicit mention of] East Jerusalem as the capital of Palestine.” He said that reference to Jerusalem with no distinction between east and west tacitly acknowledges Israel’s annexation of the eastern part of the city occupied in 1967.While Qurei reiterated the Palestinian refusal to recognize Israel as a Jewish state voiced by Mahmoud Abbas in his speech to Israeli students on Sunday, PLO Executive Committee member Nabil Amro told the Palestinian Watan news channel Tuesday that Abbas would be willing to “positively deal” with the issue of the Jewish state, perhaps by using the formula adopted by the 2003 Road Map which speaks of “Israel’s right to exist in peace and security.” Amr added that Mahmoud Abbas is counting on an American “creative solution” to the issue.

With regards to the borders, Kerry proposed a Palestinian state “on the basis of the 1967 borders,” with modifications based on “changes on the ground,” a reference to Israeli settlements, Qurei said.The phrase “changes on the ground” is also too vague for Palestinians, Qurei said. “What changes? This is occupied territory. All changes should be unacceptable, but the parties can discuss [land] swaps. They should be minimal and not affect Palestinians’ lives and territorial contiguity.”With regards to settlements, the US should insert a clause specifically acknowledging their illegality under international law. The United States itself, Qurei noted, has voted in the UN against settlement construction.“If this is not recognized, I think it will be difficult to reach any kind of agreement,” Qurei said.Another discrepancy between the American and Palestinian positions concerns the “right of return” for Palestinian refugees and their descendants. The Americans reject the notion of a Palestinian right of return, while the Palestinians insist on the Arab Peace Initiative’s formula of a “just and agreed upon” solution, based on UN Resolution 194.On the issue of security, Qurei said the Israelis were “exaggerating” their security needs to exact more territorial concessions from the Palestinians. The Israeli demand to maintain a military presence in the Jordan Valley, he added, is unreasonable given previous Israeli concessions on the issue.During back-channel talks he held in Stockholm in the year 2000 with Israeli foreign minister Shlomo Ben Ami, Israeli negotiators agreed in principle to recognize the Jordan Valley as the eastern border of “Palestine.” That unwritten agreement was praised by US envoy to the talks Dennis Ross, Qurei said.“We are willing to compromise for the sake of security, but not at the expense of Palestinian sovereignty,” he added.

After Soda Stream Factory Visit, Church Leaders Reject Boycotts

A delegation of 14 leaders from the Presbyterian clergy, a church that in the past supported boycotting Israeli products manufactured in Judea and Samaria (Shomron), arrived last week to visit Israel.The visit was organized by the America-Israel Friendship League (AIFL); the delegates' goal was to discover Israel personally and to better understand the Israeli-Palestinian conflict.Representatives from the Presbyterian Church, which has an estimated six million followers, visited the Soda Stream factory which is located in Maaleh Adumim, east of Jerusalem. They spoke to representatives from the management and several employees.While some United States-based religious groups, such as Evangelicals and Mormons, are known for their support of Israel, the Presbyterian Church has historically been critical of Israel, and has even supported boycotts of Israeli products such as “Ahava” and “Dkalim”.In 2012, over 100 mainstream American Jewish organizations accused the Presbyterian Church's Israel Palestine Mission Network (IPMN) of promoting anti-Semitic and anti-Zionist propaganda. Among other things, the IPMN had published a cartoon suggesting Jewish control of American policy.In early 2014, the IPMN released a congregational study guide, titled "Zionism Unsettled," claiming that the Israel-Palestinian Arab conflict is fueled by a "pathology inherent in Zionism." The controversial guide prompted church leaders to release a statement saying that IPMN "speaks to the church and not for the church."
Delegates: Soda Stream good for peace
Soda Stream factory, located in Maale Adumim, employs 1300 employees; 500 are Palestinian Arabs from Judea and Samaria, 450 are Israeli Arabs and Jews. The company sees its factory as an oasis of peace.

The company recently found itself the focus of controversy as actress Scarlett Johansson came under fire for signing on to advertise Soda Stream products.The Presbyterian delegates told representatives from Soda Stream that the visit to the factory strengthened their belief that the location of the factory enhances the business as well as the interpersonal relations between the Israelis and Palestinians and that they will express their support of Israel to the church administration and followers.Ruby Shamir, Executive Director of AIFL Israel, stated, "These days when there are many voices calling to boycott Israel both in the business and academia regions, it is crucial to bring leaders and influential figures to change these ideas and to help form a positive and supportive opinion about Israel. This is yet another step towards the mission of the AIFL which is to strengthen the relationships between the American and Israeli people."AIFL is dedicated to promoting and strengthening the relationship between the people of the United States and Israel. It frequently sends delegations to Israel to meet Israelis and visit religious, cultural and archeological sites.Past delegations have included State Attorney’s General, business leaders, scholars, third year law school students, school superintendents, professors of law and Middle Eastern studies.

On Haredi draft, politics trump pragmatism

By imposing criminal sanctions on draft dodgers but delaying implementation till 2017, Knesset panel starts a culture war without rooting out the problem

The Shaked Committee formally decided on Wednesday to include criminal sanctions for Haredi draft dodgers as part of new legislation to address the issue of equality in service.There were other paths the committee could have taken, such as financial sanctions or reductions in government benefits. But Finance Minister Yair Lapid insisted, Prime Minister Benjamin Netanyahu consented, and so a majority on the committee of MKs voted to treat as criminals Haredi yeshiva students who refuse to do national service.

The die has been cast. A culture war has likely been ignited. Many Haredi leaders have railed against the idea that their yeshiva students might serve the state, saying that forced mass service would destroy their way of life.Other Haredi leaders, including most of the MKs from the two Haredi Knesset factions, Shas and United Torah Judaism, were more willing to compromise, agreeing to measures that would require military or civil service, but only for yeshiva students who were not fully engaged in their studies.Now, the decision to impose criminal penalties on Haredim who don’t serve, a stipulation that could theoretically lead to the jailing of thousands of yeshiva students, has fatally undermined the moderates, according to some keen observers.

The Haredi leadership is framing the situation as “a coalition of extremists,” explained Channel 2 journalist and respected commentator on Israeli Orthodoxy Sivan Rahav-Meir. “Extremist Haredim and the extremist Lapid. The extremist Haredim won big time,” Rahav-Meir added in a report on Channel 2 Wednesday night.

“Haredi MKs sought a path of political compromise, dialogue. They told [Jewish Home MK and Shaked Committee chair] Ayelet Shaked in countless secret meetings, ‘go with us. Those who really aren’t studying [in yeshiva] will go out to the army and work, but not with criminal sanctions, not by force — in a healthy process.’ From tonight, there’s no more reason for [Haredi moderates] to be there. Now the moderates will be part of the extremist branch,” Rahav-Meir said.Lapid’s insistence on criminal sanctions makes any compromise unpalatable to even the most compromising Haredi leaders, and in fact it may have collapsed the internal Haredi debate over the issue into a united wall of opposition.That may pose a fundamental problem when it comes time to implement the new proposed law. As Rahav-Meir noted, unless Lapid envisions the government forcibly incarcerating thousands of pious young men year after year, then, at the end of the day, “these people must agree to what he wants to do to them.”There is much in the new bill to entice young Haredim. As Lapid is fond of noting, under the previous provisions of the so-called Tal Law (which exempted tens of thousands of yeshiva students from service and which remains unofficially in force today until a new bill is passed), Haredi students could avoid service only on condition that they were actively attending yeshivas. Thus, many were consequently “trapped” in yeshivas and unable to leave to find jobs or careers, lest they find themselves in violation of the terms that allowed them to avoid military service.

“In a few months, tens of thousands of Haredim will receive notices that they can leave the yeshivas and integrate into the workforce,” Lapid enthused on his favorite public relations outlet, his Facebook page, on Wednesday night.But he failed to note on Facebook a more fundamental issue: Can a law instituting criminal sanctions on thousands of people each year be implemented? Even a group such as Hiddush, headed by a Reform rabbi and advocating the separation of religion and state in Israel, has come to reject the idea that such criminal penalties are either practical or wise.“Establishing criminal sanctions is a classic example of [politicians] cheating the public and placing the coalition’s survival over the good of the country,” Hiddush director Rabbi Uri Regev and deputy director Shahar Ilan said in a statement late Wednesday.The criminalization “promises that we won’t get equal service, but we will get a painful and unnecessary social fracture… Everyone knows it won’t be possible to throw thousands of yeshiva students in jail, making this a bill that can’t be implemented, but which is actually intended to get headlines and Facebook statuses,” they accused.And, they note, the bill only sees the sanctions start to be implemented in mid-2017.It is that last point that suggests that the bill is as much a product of political wrangling as it is of thoughtful policymaking. While thousands of young Haredi men will be released from their obligations to serve or to study within the next few months, no sanctions will be leveled until… just after the next election.“[Lapid] knows that it’s not possible to implement [the criminal sanctions], so he’s pushing implementation to 2017. The troubles will come after the next election,” said a coalition politician who asked not to be named.While opposition to criminal sanctions crosses the political divide, from Haredi MKs to Hiddush, from Jewish Home on the right to Arab MKs on the left concerned that their own young men may soon find themselves in a similar position, Lapid managed to push the sanctions through because he could rely on Netanyahu. And Netanyahu, say insiders, offered his support in order to keep Lapid in the coalition.“The last thing [Netanyahu] needs is for Lapid,” who has dropped precipitously in the polls over the past year, “to rehabilitate himself in the opposition,” said the same coalition member. The two parties compete for many of the same voters, Netanyahu knows. Lapid’s stunning 19-seat sweep in the last elections in January of 2013 had a lot to do with the Likud’s own fall to just 20 seats, the lowest number for a ruling party in Israel’s history. So a rehabilitation for Lapid (he now polls at 13 seats and lower) is likely to come at the direct expense of Likud.

At the same time, the delayed implementation is convenient for Lapid. It allows him to go to the next elections, slated for January 2017 at the latest, telling his voters that if he does not return with a strong showing to the cabinet table, the hard-won victory of the “equality in service law” won’t be implemented.

One Jewish Home MK uncharitably suggested to reporters on Wednesday that if Haredi leaders had agreed to criminal sanctions in the new bill, Lapid would have sought some other measure he could fight over.

Lapid was spoiling for a fight he could win, and Netanyahu sought to prevent a coalition partner from becoming a political counterweight. Both men have realized their short-term political objectives, and Israeli society may have to pick up the pieces.

After two days of intensive talks in Vienna, Iran and six world powers have agreed on an “agenda and a framework” for the next round of negotiations on Iran’s rogue nuclear program.Officials of both sides described their plans as “very productive.” In a joint statement, they said the next round of negotiations would begin in Vienna on March 17.“We’ve identified the issues we need to address for a comprehensive and final agreement,” said Catherine Ashton, the EU’s top diplomat who convened the talks between Iran and the six powers — the United States, Russia, China, Britain, France and Germany.Ashton will be in Tehran March 9-10, a week before the next round of talks, Reuters reported.“It won’t be easy, but we’ve gotten off to a good start,” she said in a statement later read in Farsi by Iranian Foreign Minister Mohammad Javad Zarif.“The involved parties have agreed on an agenda and a framework and the next round of talks will be in the second half of March in Vienna,” Abbas Araqchi, Iran’s deputy foreign minister told official Iranian state news agency IRNA.On Wednesday the country’s Supreme Leader Ayatollah Ali Khamenei, who had previously predicted that the talks would fall short, ordered his government to take precautionary steps in case the talks fail. Meanwhile, the head of the Revolutionary Guards warned the Iranian negotiators against concessions that could tarnish the nation’s pride.The Iranian ISNA news agency had previously reported that the sides had agreed to a draft agenda for talks, but had not finalized it, and a Western official told Reuters that talks were going “surprisingly well.”“The focus was on the parameters and the process of negotiations, the timetable of what is going to be a medium- to long-term process,” a European diplomat told the news service. “We don’t expect instant results.”The talks are designed to build on a first-step deal that came into effect last month and commits Iran to initial curbs on its nuclear program in return for some easing of sanctions. The deal can be extended, if both sides agree to do so after six months.The United States, Russia, China, Britain, France and Germany seek an agreement that will leave Iran with little capacity to quickly ramp up its nuclear program into weapons-making mode with enriched uranium or plutonium, which can be used for the fissile core of a missile.For that, they say Iran needs to dismantle or store most of its 20,000 uranium enriching centrifuges, including some of those not yet working. The six powers also demand that an Iranian reactor being built be either scrapped or converted from a heavy-water setup to a light-water facility that makes less plutonium.The Associated Press contributed to this report.

Hezbollah flinches in the face of its Sunni counterpart

Suffering suicide bombings and rocket attacks by al-Qaeda linked group, the Shiite militia is targeted with its own tactics

The double suicide bombing that rocked Beirut’s Shiite neighborhood, al-Dahiyah, on Wednesday — killing at least six and injuring dozens near an Iranian cultural institute — illustrated Hezbollah’s near-helplessness in the face of radical Sunni terrorism.Time and again, Sunni terrorists have succeeded in striking at Hezbollah and carrying out serious attacks in the Shiite group’s most sensitive site, despite unprecedented security arrangements taken by Hezbollah to prevent attacks of this sort. Hezbollah and the Lebanese Army deployed dozens of checkpoints across the southern Beirut Shiite stronghold in recent weeks, checking suspicious cars and people. And yet, Wednesday’s attack claimed by the Abdullah Azzam Brigades — the Lebanese branch of al-Qaeda — succeeded in overcoming these obstacles.This attack was reminiscent of the attack near the Iranian embassy in Beirut last month: two suicide bombers exploded almost simultaneously in the Shiite neighborhood of Bir Hassan. Then, as now, the primary target was a building affiliated with the Islamic Republic.The Abdullah Azzam Brigades’ method — suicide bombing — is not especially original. Hezbollah was among the first militant groups to introduce the tactic to the Middle East, and now it finds itself the target of an ongoing wave of suicide attacks. The appointment of a new Lebanese prime minister, Tammam Salam, and the establishment of a national unity government, won’t dent the motivation of Sunni groups to continue their attacks. The Abdullah Azzam Brigades already announced that the attacks on Hezbollah will only stop when the Shiite group withdraws its forces from Syria.In the meanwhile, Hezbollah tries not to appear as if it is flinching in the face of threats. Just this week, Hezbollah chief Hassan Nasrallah vowed that his organization would continue to fight on Syrian soil, apparently at the Iranians’ request. Its Shiite fighters have suffered major blows in the battles there. On Tuesday, Lebanese media reported that 27 Hezbollah fighters were killed in an ambush near the Lebanon-Syria border. A few hours after Wednesday’s suicide bombings, rockets exploded in a Shiite village in the Bekaa Valley.To date, Hezbollah has lost some 300 fighters in Syria and another 1,000 have been wounded. For the sake of comparison, Hezbollah lost 700 combatants during the Second Lebanon War with Israel in the summer of 2006. What’s more frustrating for the Lebanese militant group, however, may be its lack of alternatives. So long as the Iranians keep up pressure to persist in fighting in Syria, Hezbollah will have no choice but to do so. It will be forced to continue to take blows, whether it be suicide bombings or rocket attacks falling on population centers.Hezbollah has no real enemy in Lebanon it can fight or defeat, in part because the al-Qaeda operatives embed themselves among the civilian population — just like Hezbollah.

BRUSSELS - A consensus is emerging among member states to impose targeted sanctions on Ukraine following violent clashes in Kiev, which left over two dozen people dead.“Member states are moving towards the decision that we should take these steps,” an EU official close to the issue told this website on Wednesday (19 February).Ministers in Brussels are thrashing out possible scenarios, with a political agreement set to be announced following a foreign affairs council tomorrow.“They are not discussing names at this point because there is no list of names to discuss, they are still under preparation,” said the EU official.
Aside from travel bans and asset freezes, an export ban on items that could be used for repression from the EU to Ukraine could also be imposed.“It is very likely there will also be an export ban on equipment that be used for internal repression,” said the contact.EU-targeted sanctions require unanimity among member states and enter into law once they are published in the bloc’s Official Journal.A EU foreign affairs spokesperson told reporters in Brussels all the decisions can be taken rapidly, but stopped short of giving a firm deadline.
She noted that in principle sanctions could be decided on Thursday and then published on Friday.Meanwhile, France and Poland have joined Germany’s call to go ahead.At a Franco-German summit in Paris, Germany’s Chancellor Angela Merkel told reporters that sanctions alone are not enough and said a political dialogue needs to be launched to restore peace.“Due to the new nature of the situation, the sanctions are important, but it is not a means to end and will not resolve the problems by itself,” she said.French President Francois Hollande also said the EU has to act.The priority, he said, is to end violence and then up dialogue in Ukraine along with “all the countries concerned by the Ukrainian question.”“We cannot remain passive at what is happening in Ukraine,” said the French president.Polish Prime minister Donald Tusk said: “I will today hold talks with the leaders of the biggest EU countries and European institutions, and persuade them to impose sanctions - personal and financial”.For his part, Swedish Foreign Minister Carl Bildt noted President Yanukovych had “blood on his hands.”Yanukovych in a statement said the protestors crossed the line when they asked people to take up arms against the police.Some 600 people have been injured in the clashes, around half of them police officers. Fact Sheet: Values Driving U.S. Trade Policy
The Obama Administration is committed to a trade policy that provides new opportunities for workers and that supports economic growth by opening markets, enforcing our agreements, and leveling the playing field for our workers. The Trans-Pacific Partnership (TPP), the Transatlantic Trade and Investment Partnership (T-TIP), and other negotiations offer new opportunities to advance this agenda, consistent with American interests and American values, including putting labor and environmental protections at the core of trade policy and protecting and promoting innovation.

OBAMA ADMINISTRATION TRADE POLICY AND THE ECONOMIC RECORD
Rising Exports Support Recovery. Since 2009, U.S. exports have risen by $694 billion, providing a third of America’s economic growth. Private-sector employment is up by 8.5 million since February 2011, with manufacturing employment up for four straight years and R&D jobs at an all-time high; the number of exporting companies has risen from 276,000 to 302,000; and the count of jobs supported by exports, which pay wages 13-18 percent above average, has grown by 1.3 million. The export share of GDP (13.5 percent) is at the highest level ever measured.
Obama Trade Agenda Boosts Growth and Jobs. President Obama’s agenda includes concluding negotiations on the Trans-Pacific Partnership agreement, Transatlantic Trade and Investment Partnership agreement, elimination of tariffs on information technology products and environmental goods, and liberalization of trade in services. These will help American workers, farmers, artists, and businesses gain more open access to two-thirds of the world economy. Our TPP and T-TIP partners make up a market likely to grow by $6.7 trillion by 2018; they are the source of 84 percent of FDI in the United States, employing nearly 5 million Americans; they already buy 60 percent of U.S. exports. Trade policy can and should help make America the global production platform of choice.

STANDING UP FOR WORKERS
Enforceable Fundamental Labor Standards. The President has always made clear that he will only support trade agreements that include fully enforceable labor standards, which we are pursuing in TPP.
Groundbreaking Protections for Children and Stronger Labor Rights. TPP will offer new tools to fight exploitative child labor and forced labor, deter employment discrimination, and will embed fundamental labor standards in our trade agreement with Mexico and Canada. Respect for ILO standards and enforcement of domestic labor laws will be cornerstones of TPP, including through commitments to protect the freedom to form unions and bargain collectively, as well as new commitments regarding acceptable working conditions, such as maximum hours of work and safe workplaces.

PROTECTING THE ENVIRONMENT
Enforceable Environmental Protections. The Administration will insist on a robust environment chapter in the TPP agreement that is as fully enforceable as the commercial aspects of the agreement. This includes commitments centered around the enforcement of environmental laws, including those implementing multilateral environmental agreements (MEAs), such as the Convention on International Trade in Endangered Species (CITES), in TPP countries.
New Protections for Oceans, Forests, and Species. Through TPP, the Administration is taking on environmental challenges such as illegal logging and wildlife trafficking (estimated at $17 billion and $2.5 billion respectively in the Asia-Pacific), shark finning, fishery subsidies and others.
Promoting Clean Technologies: President Obama’s policies are lowering the cost of environmental protection and spurring new innovation in clean technologies. The United States led an agreement in APEC to lower tariffs on exports of environmental goods, and has launched new negotiations on environmental goods at the WTO, potentially covering nearly $1 trillion in environmental goods trade.

INNOVATION AND DIGITAL FREEDOM
21st Century Digital Policies: The Obama administration sees a free and open Internet at the center of America’s economic future. The United States is the world’s leader in services trade with nearly $700 billion in exports and a $230 billion trade surplus. TPP and T-TIP will seek to address barriers to cross-border data flows to ensure the free flow of information across borders to the benefit of consumers around the world.
Promoting and Protecting Innovation and Creativity Through Intellectual Property (IP). Nearly 30 million Americans work in IP-intensive industries. We are promoting balanced IP protection including copyright limitations and exceptions and safe harbors for internet providers. Nothing in TPP will go beyond existing U.S. law. We are also working to address new issues like cyber-theft of trade secrets and threats to consumer health and safety, like counterfeit medicines.
Providing Access to Medicines for the World’s Poor While Promoting the Development of New Life-Saving Drugs. In TPP, we are proposing a “differentiated approach” for pharmaceutical IP protections taking into account countries’ individual levels of development while ensuring that the incentives remain in place for pharmaceutical innovation.

TRANSPARENCY AND COLLABORATION
More Seats at the Table, More Voices in the Process. The Obama Administration has increased diversity in USTR’s advisory system and conducted unprecedented outreach through public sessions at negotiations. We invite representatives of all constituencies to apply. In addition, we are creating a new Public Interest Trade Advisory Committee (PITAC) to join the Labor Advisory Committee and the Environment Advisory Committee to provide a cross-cutting platform for input into negotiations.
Strong Consultation and New Transparency Measures. The Obama Administration has briefed Congress on TPP negotiations more than 1,150 times. This will continue with increased engagement with stakeholders and a new commitment to provide status updates on negotiations. As always, any Member of Congress can view negotiating text.

TRADE PROMOTION AUTHORITY (TPA)
Time for Congress to Update Its Instructions to the Executive Branch on Trade. Congress has not updated its trade guidance since 2002. TPA as it stands today does not include the May 10 agreement on labor, the environment and access to medicines or new issues like e-commerce and state-owned enterprises.
Securing the Best Possible Deal for American Workers. No agreement can go into effect without Congress’s approval, and the Obama Administration is eager for Congress to provide a blueprint for consultations, outcomes, and processes. Passage of TPA will ensure the Administration’s ability to secure the best possible deal for the American worker, and fulfil Congress’s obligation to guide trade policy.

SECRETARY KERRY: Hello, everybody. First of all, let me say I’m very happy to be back visiting with Foreign Minister Fabius so soon after his visit to Washington. And we all appreciated the state visit, and we’re still feeling positive results of that meeting, which was very, very productive for all of us.I wanted to say a word about the situation in Ukraine. All of us are deeply disturbed by the scenes of the violence, by the level of abuse that the citizens in the streets have felt over the course of the last days. And our hearts go out to the people of Ukraine for what has been happening.President Yanukovych has the opportunity to make a choice. The choice is between protecting the people that he serves, all of the people, and a choice for a compromise and dialogue versus violence and mayhem. We believe the choice is clear, and we are talking about the possibility of sanctions or other steps with our friends in Europe and elsewhere in order to try to create the environment for compromise.Our desire is for Mr. Yanukovych to bring people together, dialogue with the opposition, find the measure of compromise, and put the broad interests of the people of Ukraine out front. We are convinced there is still space for that to happen. The violence can be avoided, and in the end, the aspirations of the people of Ukraine can be met through that kind of dialogue. That is our hope. Vice President Biden talked yesterday, I believe even today again, with President Yanukovych. But really it’s in his hands to decide what the future of Ukraine and the future hopes of his people will be. And we hope very, very much that violence will be avoided and compromise will be found.

FOREIGN MINISTER FABIUS: (In French.)
SECRETARY KERRY: (Inaudible.) Tomorrow the foreign minister will be leaving to join with the German foreign minister and the Polish foreign minister in Kyiv, where they will gather the latest information regarding the situation on the ground. And then they will go to Brussels, where they will have a meeting in order to discuss the possibility of sanctions or whatever steps might be appropriate.FOREIGN MINISTER FABIUS: We shall meet tomorrow morning, the different element, the different actors, in Kyiv. And stemming from that, we shall encourage them to find a way of dialogue.
