The State Department spokeswoman Marie Harf said in
Washington Tuesday, Dec. 31, that Secretary John Kerry would discuss
with Israeli Prime Minister Binyamin Netanyahu and Palestinian Authority
Chairman Mahmoud Abbas a “proposed framework” to serve as “a guideline
for addressing all core issues” in the decades-long dispute.“Some people say this would be an interim agreement. No, that’s not
the case,” she said. The core issues she listed were “borders between
Israel and a future Palestine, security arrangements, the fate of
Palestinian refugees and conflicting claims to the holy city of
Jerusalem.”
Kerry leaves for Israel and Ramallah on New Year’s Day to continue his
shuttle, after Monday night, Dec. 30, Israel released from jail 26
Palestinian terrorists serving life sentences for murder.

earlier that the US Secretary does not expect Israeli and Palestinian
leaders to approve the proposed framework – only to contribute their
comments.
We also reported that Abbas
had indicated to the Secretary that that Palestinians were preparing to
reject his proposals by demanding their referral to the various pan-Arab
forums.
DEBKA Weekly No. 616 of Dec. 20 was first to divulge
the nine points of the unpublished draft Kerry planned to present to
Israeli and Palestinian leaders this week. Since then, certain
amendments were introduced - especially in relation to Israel’s military
presence in the Jordan Valley and Judea and Samaria. The document
continues to be molded by Kerry’s ongoing back-and-forth communications
with the two parties.
Nevertheless, the nine points disclosed hereunder stand as the basic guidelines of the proposed US framework:
Israel hands over 92.8 pc of West Bank to Palestinians
1.
Nearly all its content draws on the proposal Ehud Olmert, then Prime
Minister, submitted to Abbas on Aug. 31, 2008, which he never accepted;
nor was it approved by any Israeli authority.
2. Territory: Israel will annex 6.8% of the West
Bank including the four main settlement blocs of Gush Etzion with
Efrata; Maale Adummim; Givat Zeev;and Ariel, as well as all of the
“settlements” of East Jerusalem and Har Homa - in exchange for the
equivalent of 5.5% of Israeli territory.
3. The Safe Passage: The territorial link between the
Gaza Strip and the West Bank would cut through southern Israel and
remain under Israeli sovereignty and Palestinian control.Our sources add that out of all other options, the American sponsors
of the accord prefer to build an express railway line from Gaza to
Hebron, without stops, which would be paid for by Washington. Abbas has
already informed John Kerry that he wants the train to go all the way to
Ramallah.
There will be a special road connecting Bethlehem with Ramallah that
bypasses East Jerusalem. This is mostly likely the same route currently
planned to go around Maaleh Adummim.
Since the safe passage will cross through Israeli, accounting for 1% of
its territory, this area will be deducted from the land Israel concedes,
leaving 4.54% for the land swap with the Palestinians.

4. Jerusalem: East Jerusalem will be divided
territorially along the lines of the Clinton Parameters with the
exception of the “Holy Basin,” which comprises 0.04% of the West Bank.Sovereignty over this ancient heart of Jerusalem, with its unique and
historic concentration of Jewish, Christian and Muslim shrines, will
pass to an international commission comprised of the US, Israel, the
Palestinians, Jordan and Saudi Arabia.
5. Refugees: This issue will be addressed according to
guidelines proposed by President Bill Clinton at Camp David in the year
2000 - and rejected by Yasser Arafat.
An International Foundation will be established to resettle the bulk of
the Palestinian refugees in Canada and Australia, except for a small
portion to be accepted in Israel in the framework of family
reunification.
6. Security: The Olmert package made no mention of
security. However the Kerry draft deals extensively with this issue and
Israel’s concerns. It calls for the evacuation of all 10,000 Jewish
settlers from the Jordan Valley leaving behind a chain of posts along
the Jordan River. Security corridors cutting through the West Bank will
maintain their land and operational links with Israel.
Border crossings will be set up between Palestine and Jordan with an
Israeli security presence. The security section of the draft assigns the
use of West Bank and Gaza airspace by Israel and the Palestinians.
There will be no Israeli military presence inside the Palestinian state.
7. Taxes: The present arrangement for Israel to collect customs levies and distribute the revenues to the Palestinians will continue. (

That is about the only clause which the Palestinians accept.) Israel
will carry out security checks on goods bound for Palestinian that are
unloaded at Haifa and Ashdod ports, and levy customs at rates fixed by
the Palestinians to be disbursed in the Palestinian state.
8. Settlements: Eighty percent of all Jewish
settlers on the West Bank will be confined to the major settlement blocs
as defined in 2. The remaining 20% amounting, according to American
calculations to 80,000 people, will have to decide on their own whether
they prefer to stay where they are under Palestinian rule or move to
Israel.

sources report that Secretary Kerry advised the Israeli Prime Minister
bluntly that he need not promise to force settlers to leave their homes -
as the Sharon government did when he executed the unilateral
disengagement from the Gaza Strip in 2005. Netanyahu replied that it was
unacceptable for Israel to abandon the settlers to their fate. He
therefore proposed that instead of forcing them to cross back into
Israel, they would be absorbed in the larger settlement blocs remaining
under Israeli sovereignty.
9. Timelines: Different timetables are proposed in
the US framework for implementing different sections: The Palestinian
leader says he is willing to give Israel three years as a transition
period for relocating settlers.
When he submitted the paper to the Israeli and Palestinian leaders
earlier this month, the Secretary of State told them that he saw no
point in the two negotiating teams holding meetings consumed by
interminable debates on one point or another. He therefore asked both
parties to henceforth send him their comments in writing.

transferring parts of the territory in “the triangle” southeast of Haifa
— along with the hundreds of thousands of Israeli-Arab citizens who
live there — to a future Palestinian state in return for annexing West
Bank territory including settlement blocs, Maariv reported on Wednesday.The idea is not central to the formal
talks being brokered by US Secretary of State John Kerry, who is due
back in Israel on Thursday pushing a “framework” peace agreement. But it
has been discussed “at the highest levels” between Israel and the US,
the report said.The area known as “the triangle,” located in
the Sharon plain, contains mostly Arab-populated towns and cities such
as Kafr Qara, Umm al-Fahm, Tayibe and Qalansawe. It was to have come
under Jordanian rule in the arrangements that saw the establishment of
the State of Israel but was ultimately included in Israeli sovereign
territory under the 1949 armistice agreements because of Israeli
security demands, and instead Israel ceded territory that had been
earmarked for Israeli sovereignty in the area of the southern Hebron
hills.Unnamed sources told Maariv that the
“triangle” plan has come up during talks between Israel and US officials
at various levels, including at least one occasion when very senior
officials including Kerry were in attendance. Israeli legal officials
have begun investigating legal aspects of such an arrangement, the
newspaper said. It added that the Americans have apparently not assented
to the idea, and that the Palestinians are likely to reject it.The idea is aimed at addressing two central
issues in a possible peace agreement: first, land swaps between Israel
and a Palestinian state that would enable Israel to expand its
sovereignty to encompass major West Bank settlements, while compensating
the Palestinians with territory that is currently part of sovereign
Israel; and second, preserving Israel’s Jewish majority.The possibility of land swaps between Israel
and the Palestinians has gained widespread backing in the international
community, but Prime Minister Benjamin Netanyahu is making stiffer
territorial demands than some of his prime ministerial predecessors, the
report said, including refusing to give away as much as he receives. In
other words, whereas former prime minister Ehud Olmert was prepared to
trade land on a one-to-one basis, Netanyahu is apparently pushing for a
better formulation from Israel’s point of view.

has been widely reported to seek only very minimal land-swap border
adjustments, whereas Netanyahu seeks to ensure that as many Israelis
living beyond the Green Line as possible be brought under undisputed
Israeli sovereignty under a permanent accord. Netanyahu is also concerned about Israel’s
available land reserves being sufficient to meet its growing population
demands, the report said. In addition, the prime minister is worried
that even after signing a peace agreement, the Palestinians won’t
genuinely be reconciled to ending their conflict with Israel, and will
hope instead that Israel’s Arab population, whose growth rate is higher
than the Jewish population, can eventually bring about a binational
state in today’s Israel alongside the new Palestinian state.There are currently around 1.6 million Israeli
Arabs in the country and Maariv estimated that transferring 300,000 of
those residents to a Palestinian state would leave Israel’s Arab
population at around 12%.By drawing on land from the triangle, where
two of Israel’s largest Arab towns, Tayibe and Umm al-Fahm are located,
Israel would be able to offer the Palestinians more territorial
compensation in order to annex more West Bank settlement areas, the
report said.The idea of swapping territory including the
residents who live on it has been discussed for years in some Israeli
political circles. Foreign Minister Avigdor Liberman has long argued
that it would be a mistake, and inequitable, for Israel to relinquish
unpopulated Israeli territory to the Palestinians in exchange for
annexing settler-populated territory in the West Bank. Maariv noted that
Liberman consistently raises his proposals in contacts with American
and European interlocutors, and that he recently held talks on the peace
process with Kerry in Washington.

In the formal peace talks with the
Palestinians, the report went on, Israel has told the Palestinians which
territory it seeks to annex in the West Bank under any future accord,
but has not detailed how it would be willing to compensate the
Palestinians. Justice Minister Tzipi Livni, leading those talks, has
asked the Palestinians what they want in return.Aside from the land issue another major
sticking point in the negotiations is Netanyahu’s demand, even after the
establishment of a Palestinian state, to maintain IDF forces in the
Jordan Valley and full control over the border between the West Bank and
Jordan. Israel insists on control there out of security concerns, while
the Palestinians emphatically reject any Israeli presence on the
territory of a future state.Palestinian Authority Prime Minister Rami
Hamdallah told Maariv that, from his point of view, there was nothing to
discuss over the matter. “We are talking about a clear message to
Israel and the US: The Jordan Valley is Palestinian,” he said.Hamdallah also made clear that, despite
repeated assertions by chief PA negotiator Saeb Erekat that there was no
point in continuing talks, the Palestinians would see through the
nine-month negotiating period agreed with Kerry. “We committed to the
Americans to hold talks until April and we will keep that commitment,”
he said.Kerry is due to arrive in the region on Thursday for his tenth visit this year, to try to push for a
framework agreement
that, while not a signed document, would address all core issues,
including the borders between Israel and a future Palestine; security;
Palestinian refugees; and conflicting claims to the holy city of
Jerusalem. The framework deal reportedly includes clauses providing for
Israeli readiness under certain conditions to partner the Palestinians
to a state based on the pre-1967 lines with land swaps, and for the
Palestinians to recognize Israel as a Jewish state and declare an end to
the conflict.Kerry reportedly hopes to have the sides agree
in the course of January to proceed on the basis of the framework deal,
and to extend the negotiating period beyond April.

construction of 1,400 new homes in Judea and Samaria Tuesday, but
decided at the last minute to put it off under US presure, reports Maariv/NRG.Netanyahu will wait with the announcement until US Secretary of State John Kerry ends his current visit to Israel.Initially, according to the report, Netanyahu had intended to wait
two or three weeks with the announcement, because the US said that
announcing the construction immediately after the release of Palestinian
Authority (PA) terrorist murderers would anger the PA and endanger the
US-brokered “peace talks” between it and Israel.However, the recent surge in terror attacks in Judea, Samaria and
Gaza, and pressure from nationalist ministers who felt that a release of
terrorist murderers was more than they could accept, caused the
government to decide to time the construction announcement to accompany
the release of the terrorists.The Ministry of Housing and Construction was about to issue the
tenders for 1,400 new homes in Jerusalem, Judea and Samaria Tuesday when
a phone call from the Prime Minister's Office put the plan on hold.
Government Secretary Avihai Mandelblit asked Housing Minister Uri Ariel
(Jewish Home) to wait with the tenders, and they will probably be issued
next week, after Kerry has left Israel.

Valley Tuesday and warned against plans to cede the strategic territory
to the Palestinian Authority as part of a “peace deal.”"Unfortunately, Israel does not have much strategic depth,” he said. “This is what we have. If, G-d forbid, the IDF and the settlers will not be here, as our friends the Americans want, this plan could endanger the entire state of Israel.”Akunis added: “The Jordan Valley is Israel's iron wall, and only the
presence of the IDF and the settlers of the Valley, will guarantee the
security of the citizens of Israel. Whoever cedes the Jordan Valley,
will abandon Israel's security.”The “Iron Wall” is a phrase famously used by nationalist leader Ze'ev
Jabotinsky, who established the revisionist movement, which eventually
turned into the Herut party, and later – Likud. In a 1923 article, he
argued that Palestinian Arabs would never agree to a Jewish majority in
Palestine, and that the Jewish settlement
enterprise “can proceed and develop only under the protection of a
power that is independent of the native population – behind an iron
wall, which the native population cannot breach."The only solution to achieve peace and a Jewish state in the Land of Israel, he argued, would be for Jews to unilaterally decide its borders and defend them with the strongest security possible.
Netanyahu condemns hero’s welcome for prisoners

Netanyahu on Tuesday lambasted Israel’s neighbors for celebrating the
release overnight Monday of 26 Palestinian prisoners, saying the
reaction reflected the difference between Israel and its negotiating
partners.
“The essence of the difference between us and our neighbors can be seen in one picture,” Netanyahu said at the seventh annual Galilee Conference in Tiberias Tuesday, referring to the sight of throngs of Palestinians giving the released prisoners — almost all of them convicted of murder — a hero’s welcome.“While we prepare to take very painful steps
in an effort to try and reach an agreement that would end the conflict,
they, along with their top leadership, are celebrating,” said the prime
minister.“Murderers are not heroes,” he declared. “This is not how one educates for peace.”Late Monday, Israel released 26 Palestinian
prisoners in the third phase of a four-stage prisoner release agreed on
when US-arbitrated peace talks were renewed last summer. As bereaved
Israeli families protested the release, which went ahead around midnight
as planned, Arabs in the West Bank, the Gaza Strip and Jerusalem’s Old
City greeted the arrivals with great fanfare.Jailed since before the Oslo Accords of the
mid-’90s, all 26 men had been convicted of violent crimes, including
murders and terror attacks (
click here for a list of the convicts and their offenses).In Ramallah, 18 of the prisoners were greeted
at 1 a.m. Tuesday morning by throngs of thousands, including Palestinian
Authority President Mahmoud Abbas, with officials and jubilant
relatives lining up to kiss and embrace the newly freed men. The
released prisoners then proceeded via red carpet into the Muqata’a, the
headquarters of the Palestinian Authority, where they laid a wreath at
the grave of Yasser Arafat.
Earlier in the night, three prisoners were
transferred to the Gaza Strip via the Erez Crossing and five were sent
to east Jerusalem, marking the first time residents of the capital,
eligible for Israeli citizenship, were released as part of the deal.In a speech outside the PA’s headquarters,
Abbas said there would be “no final agreement with Israel until all of
the prisoners are freed.”“Today is a day of joy for our people, our
families and our prisoner heroes,” he said. “We promise that this won’t
be the last time that prisoners are released.”
In response to Abbas’s comments, Netanyahu said Tuesday, “This isn’t how peace is achieved.”
Urging the Palestinian Authority to put an end
to “education toward incitement and the destruction of Israel,”
Netanyahu said peace would be possible only if Israel’s security and
housing needs were met and the country could defend itself.“We have a genuine need for peace and security, but it doesn’t only depend on us. It also depends on our neighbors,” he said.The prisoner release, as with the other two before it, was met in Israel with dismay and protests.The High Court rejected a petition by families
of terror victims to stop the release, and hundreds of people
demonstrated in the capital against the move Monday.

Cameron, Merkel headed to Israel next month
Diplomatic official denies report British and German leaders’ visits are tied to peace talks

Cameron and German Chancellor Angela Merkel will both visit Israel next
month, Foreign Ministry officials said Wednesday.The leaders will make the trips within days of each other in mid-February, though they won’t won’t overlap.While the trips will come amid peace
negotiations between Israel and the Palestinians, an Israeli diplomatic
official denied an Israeli TV report that the purpose of the visits was
to push along peace talks.The official told the Times of Israel that
while the leaders will likely comment on the peace process, it will not
be the focus of the visits.The visit will be the first to Israel for Cameron since he was elected prime minister in 2010.Cameron told Knesset Speaker Yuli Edelstein in
early December that he would visit Israel sometime in 2014. He also
said he would “happily” deliver a speech to the Knesset.The two spoke at the Nelson Mandela memorial in Johannesburg.For Merkel, the trip will be made with a
number of Cabinet ministers in order to reciprocate a visit made by
Netanyahu last year, in the framework of the “government to government”
program.Diplomatic offices in both countries, closed for the New Years holiday, were unavailable for comment.News of the visits came as US Secretary of
State John Kerry was expected in Israel Thursday for his 10th visit to
the region as part of ongoing peace talks.
Kerry is expected to present the sides with a
US-drafted framework agreement that will set the outlines for a
permanent deal, allowing Jerusalem and Ramallah to keep negotiating
beyond an April deadline.Merkel last
visited Israel in January 2011. Her newly installed foreign minister,
Frank-Walter Steinmeier, is expected to make a trip to the region next
week.Berlin in particular, because of its history
in the Holocaust, has been vocal about its commitment to Israel’s
security, recently selling Jerusalem a series of advanced submarines at a
subsidized price.“We’ll never be neutral and … Israel can be
sure of our support when it comes to ensuring its security,” Merkel told
a Jewish magazine in Germany in August. “That’s why I also said that
Germany’s support for Israel’s security is part of our national ethos,
our raison d’être.”Britain and Germany have both been critical of
Israel’s settlement policies and have pushed for the sides to reach an
agreement based on a two-state solution, though much of their
involvement in the peace process has been outsourced to the European
Union, which is a member of the Quartet for Mideast Peace.The two countries were also recently party to
an agreement between Iran and the P5+1 which calls for eased sanctions

Lots of bad news politically, but lots of Israeli - and personal - accomplishments sum up 2013.

This year, the left-stream/mainstream media has published one Big Lie after another, really too numerous to mention.
Politically, this has been a very bad year.
President
Obama’s administration has managed to reduce America’s stature in the
world, abandon freedom-loving peoples everywhere, betray our own
Ambassadors, (think: Christopher Stevens and his military aides in
Benghazi); pressure Jewish and democratic
Israel
as a way of avoiding any criticism of the genocidal Muslim-on-Muslim
violence and Muslim-on-Christian violence going on in the Middle East,
Central Asia, and Africa.Obama’s administration is willing
to “negotiate” with (that is, appease) the Islamic Republic of Iran,
the Afghan Taliban, Hamas and the Palestinian Authority, and the
Egyptian Muslim Brotherhood which has just been labeled a “terrorist”
entity by the government of Egypt—not by the free world which has
tolerated their proliferation and infiltration of our anti-terrorist
infra-structures, media, academy, and human rights organizations.This was also the year in which Secretary of State John Kerry bypassed Israel
on his first official trip to the Middle East; the Boston Marathon was
bombed by two Muslim Islamists—a “coincidence,” a case of “madness”—I
think not. The new “moderate” President of Iran, Rouhani, was linked to
the 1994 bombing of the Jewish Center in Buenos Aires, Argentina. He was
also quoted as describing Israel as “a wound on the body of the Islamic world.”
Obama’s
administration lifted sanctions against Iran without receiving anything
in return. This is, sadly, similar to Israel’s being forced
to return
Palestinian Arab terrorists with blood on their hands and who are
without remorse, in order to please/appease an anti-Zionist American
administration.And, by the way: Despite an increased
demand for his release, Jonathan Pollard still remains behind bars. It
has been said by others with whom I agree: Do not free another
Palestinian Arab terrorist until Pollard has been released.Bashar
Assad still remains standing—despite the fact that, like his father, he
has also used chemical weapons against other Syrians.The
Pakistani Taliban continue to shoot down polio vaccine health aides and
girls who want an education; Islamists in every Muslim-majority country
are practicing gender apartheid with a vengeance, forcibly face veiling
women, arranging first cousin marriages when the girls are still
children,
engaging in polygamy, and practicing female genital mutilation. Such
mutilation is really a tribal custom but Islam has not abolished it.
What’s more, the practice has increased in Indonesia as
Islamist-ification proliferates.
Obama’s administration has
failed the American people on health care—and this nightmare is only
going to get worse. And, he has failed the American people in terms of
the economy. And, all those who voted for him, not once but twice, and
all those who helped him steal the first election away from Hillary, are
also to blame. They elected a man who has proved to be both an empty
suit and a Manchurian Candidate; an anti-colonialist socialist, a
pro-Islamist, with absolutely no political ability; a word-charmer who
may look “black” but who is half “white.”I do not
understand why Obama’s maternal line has been so minimized and denied.

white mother. I am waiting for Obama to write “Dreams of My Mother”
someday because he owes her that.This year, the
left-stream/mainstream media has published one Big Lie after another,

is that Hillary’s and Barack’s Benghazi Fiasco was really due to a You
Tube video which insulted the Prophet Mohammed and that Al-Qaeda was not
involved since Obama has insisted that Al-Qaeda was vanquished with the
assassination of Osama Bin Laden.Films and political theatre have continued to demonize Israel the entire year—beginning with two anti-Israeli films which were nominated for Academy Awards The BDS campaign against Israel-only
continues on campus after campus and at churches—although I believe
that the latest American Studies Association academic boycott vote
against Israeli academics has just backfired in a big way.I
cannot leave you without some uplifting news which also exists. Looted
Jewish-European art has been discovered and the challenge to return it
to its rightful owners has been launched. Missing and ruined Jewish
texts in Baghdad were discovered and restored and are presently, for the
time being, safe in the United States. Billionaire American
entrepreneurs are investing in Israel. China and Israel signed a major trade agreement. Birthright Israel
has been blessed with a new 40 million dollar donation from Dr. Miriam
and Sheldon Adelson. Both Democrats and Republicans denounced Obama’s
Geneva deal with Iran and are attempting to re-impose sanctions.Despite being under perpetual siege, Israel
has continued to send medical teams everywhere to help deal with
typhoons, tornados, floods, earthquakes, and bombings—and has been
giving both food and medical assistance to Syrians. Israeli hospitals
treat Palestinians—recently, Hamas leader, Ismail Haniyah’s one year old
granddaughter was treated by Israeli doctors. Israelis also continue to
win Nobel Prizes in Science and Medicine.Personally, 2013
was a year of accomplishment. I completed writing and rewriting and, in
October, I published my new book, “An American Bride in Kabul,” which
has since received hundreds of (mainly positive) pre-publication and
post-publication reviews over a seven month period, including in these
pages. I have also been widely interviewed—and the QNAs are still
ongoing as are the Book Events and lectures. Most important, I enjoyed a
totally positive working relationship with my publisher,
Palgrave-Macmillan, both in New York and in the UK. For an author to say
this is really Saying Something.Also, at the personal
level, I was appointed a Fellow at the Middle East Forum, appeared at
the 92St Y with my colleagues Ibn Warraq and Raquel Evita Saraswati, and
