Abbas bypassed US Secretary of State John Kerry last week, sending a
letter directly to President Barack Obama about his concerns over peace
talks with Israel.Five
Israeli and Palestinian sources revealed to Haaretz that Abbas laid out
core Palestinian positions in the letter, as well as his reservations
over proposals on security arrangements presented by Kerry in recent
weeks.The decision to go over the heads of Kerry and
special envoy Martin Indyk is seen as an indication of Abbas’s growing
frustration with the secretary of state. Sources reported that a
December 6 meeting between Kerry and Abbas on security arrangements in
the Jordan Valley left Abbas fuming, sparking a “real crisis of faith”
with the senior US official.In the letter, Abbas wrote that the
Palestinians and Israelis had come to agreement on a plan during Ehud
Olmert’s term as prime minister that would place an international force,
not the IDF, on the Israeli-Jordanian border. The Palestinians, he
said, would be amenable to a phased withdrawal of Israeli forces from
the Jordan Valley, but would not countenance an indefinite Israeli
presence.However, ideas floated by Kerry in recent
weeks included IDF control of a broad corridor in the Jordan Valley —
not just a minimal stationing of Israeli soldiers along the border — for
the first 10 years after the signing of a peace deal. Abbas was
reportedly even more concerned by the arrangement for the end of that
period, which hinged on the Palestinians meeting certain benchmarks,
something he felt would give Israel a veto over the IDF withdrawal from a
future Palestinian state.Despite the reports, chief PA negotiator Saeb
Erekat denied that Kerry had presented a proposal on security
arrangements in the West Bank, according to the Palestinian Ma’an news
agency. “Kerry did not propose any plan for the Jordan Valley and most
of what was published about this issue is a figment of journalists’
imagination,” Erekat stressed. “Perhaps they are speaking about meetings
in their imagination.”Palestinian officials have accused Kerry of
being biased toward the Israelis, especially in light of a perceived
risk to Israel in the recent nuclear deal with Iran. At the same time,
some Israelis involved in the talks feel that the secretary is more
amenable to the Palestinian position.Sources indicated that Abbas wrote the missive
in the hope of shaping the framework agreement the Obama administration
is expected to present in late January 2014. He did not publicize the
letter out of a desire to avoid antagonizing Kerry.The PA president considered sending a personal letter directly to Obama, but settled on an unofficial memorandum instead.A spokesperson for the US National Security Council declined to comment on the correspondence.The presence of Israeli soldiers in the Jordan
Valley in a final agreement is also a point of contention between
Netanyahu and his chief negotiator, Justice Minister Tzipi Livni.
According to a September report in the Israeli
daily Maariv, Livni supports the introduction of international forces
to the Jordan Valley, similar to the expanded role UNIFIL received in
southern Lebanon under Security Council resolution 1701, which ended the
Second Lebanon War in 2006, and which Livni was appointed by the
government to oversee.Netanyahu, however, adamantly opposes
international forces, insisting on an Israeli presence in the Jordan
Valley even within the framework of a Palestinian state.The prime minister recently ordered the
government to begin construction on a major upgrade of the existing
security fence along the Jordanian border, including the section of the
border inside the West Bank.Concerned that a final status agreement may
not be possible by the nine-month target that the two sides accepted
when they resumed talks in August, Kerry in his recent visit aimed to
push forward a framework accord that would contain the principles of a
comprehensive pact, but not specific details.
If an outline were achieved, the negotiations
could be extended beyond the nine-month timeline originally set by
Kerry. US officials stressed that an agreement on all issues is the US’s
number one goal for the Israeli-Palestinian negotiations.But should that prove unworkable, they said a

Abbas: Israel sabotaging peace with West Bank killings

Mahmoud Abbas condemned Israeli incursions into two Palestinian cities
overnight Wednesday that resulted in the deaths of a Hamas operative and
a Palestinian security officer.
“This
dangerous Israeli escalation seeks to thwart American and international
efforts to push the peace process forward — and to bring negotiations
to a dead end,” read a statement from Abbas delivered Thursday by his
spokesman Nabil Abu Rdeneh in Wafa, the official PA news organ.The two men were killed during separate IDF operations in the West Bank cities of Jenin and Qalqilya.In Jenin, an elite undercover force dressed as
television repairmen was discovered on its way to arrest an Islamic
Jihad operative and came under fire from assault rifles and explosive
devices. Nafea Saadi, a 22-year-old Hamas operative, was killed in the
ensuing firefight, while seven other Palestinians were wounded,
according to Palestinian accounts.In a similar incident, a group of IDF
paratroopers who were engaged in an arrest operation in Qalqilya came
under fire, precipitating a firefight in which Salah Yassin, 28, a
security official in one of the PA’s intelligence services, was killed.In its statement, Abbas’s office called on “the international community to act quickly to rein in Israel,” according to Wafa.Adnan al-Dhamiri, a PA major general and
spokesman for the authority’s security establishment, called the death
of Yassin in Qalqilya “a crime” and said it marked an attempt to drag
the Palestinians back into a cycle of violence with Israel.Dhamiri’s comments were reported in the independent Palestinian news outlet Ma’an.Israeli military said the IDF incursions into
PA-controlled territory were necessary to prevent the revival and
flourishing of terrorist infrastructure in the West Bank.
Israeli-Palestinian deal is ‘inevitable,’ says Irish envoy
The hard part begins after the treaty is signed, says Ambassador Eamonn McKee, drawing on Northern Ireland experiences
Ireland is perceived as
particularly critical of Israel because as a small state it emphasizes
international law and human rights more than other, more powerful
European states, Dublin’s ambassador in Tel Aviv said in an interview.Despite
his country’s staunch opposition to Israeli settlement expansion,
Eamonn McKee said Ireland considers itself an honest broker in the
Israeli-Palestinian conflict as its positions reflect a wide
international consensus.Having been deeply involved in the peace
process in Northern Ireland, the ambassador said that while all
conflicts are different, some universal lessons learned by the Irish
could be applied to the Middle East as well.“The idea of international rule of law, of
human rights at the United Nations, are core principles for us when it
comes to the Middle East and issues surrounding Palestine,” McKee told
The Times of Israel in his office at the Irish Embassy in Tel Aviv.Israeli officials and analysts who assert that
Dublin’s strong support for the Palestinian cause reflects hostility
toward Israel are entirely mistaken, he insisted. “Our position is that
[we are in favor of] a two-state solution, and that’s pretty much where
the consensus is.”As opposed to larger nations within the
European Union, such as Germany and Britain, smaller countries like
Denmark or Ireland tend to automatically insist on the rule of law and
on positions adopted by the UN, McKee added. “Very often what you have
with bigger powers is that they have less regard for the international
rule of law because they are simply powerful and they don’t need it.”
The establishment of human rights law was
inspired by the events of World War II — war crimes, genocide and the
Holocaust, the ambassador said. “There was a feeling we can’t go back to
it and we need to create a different framework in terms of how
countries deal with other. And that framework has to be universal rights
and the international rule of law.”Many officials in Jerusalem privately agree
with McKee’s theory that powerful nations can afford to do whatever they
please while smaller countries with no other leverage can only cling to
adherence to international law.However, Ireland does not apply this position
equally to all situations in which international law is supposedly
violated, one Israeli diplomatic official said. “How come they don’t
condemn what Turkey does in Northern Cyprus or what Morocco does in
Western Sahara with the same force as they condemn settlements in the
West Bank?”While Ireland is still “among the very worst”
European countries when it comes to its position on Israel, there has
been “some improvement,” this diplomatic official said. “One can point
to some more realistic positions and statements coming from Dublin.
There’s a curve that’s steadily going up. But in comparison with other
countries, or seen on the general background of relationships we have
with other EU states, it’s still not something to write home about.”
Before Ireland assumed the EU presidency
during the first half of 2013, Dublin “committed to lead the way in
number of initiatives we do not consider particularly friendly,” the
official charged.In April, for instance, Irish Foreign Minister Eamon Gilmore was one of 13 EU ministers to sign
a letter calling for the union to advance efforts to label goods from Israeli settlements.
The Irish were also among the most steadfast
countries in opposing Israel’s admission to the UN Human Rights
Council’s Western European and Others Group last month, together with
Iceland and Turkey, the Israeli diplomatic official said. “What could
possibly move Ireland to oppose Israel joining, for the first time, a
regional group in the HRC, so that it could finally get some work done?”
This “morally broke” position showed that Ireland couldn’t claim to be
an honest broker in the peace process, the official concluded.
McKee, who has been Ireland’s ambassador in
Tel Aviv since October, insisted that his government could “absolutely”
be considered an honest broker. While some organs of civil society in
Ireland might take a strong anti-Israel stance, including calls for
boycotts, the government does not endorse such positions, he asserted.
Dublin, for instance, is “not campaigning” for the EU to start labeling
Israeli goods produced beyond the Green Line, he said.Dublin’s decisions are all geared toward
“progress on the Palestinian issue; [they include] votes in favor of a
two-state solution, votes on human rights issues and humanitarian
access,” McKee said. “There’s no debating that these are issues that
cause controversy in terms of Israel’s approach to the occupation of
territory and the role of security forces and human rights generally.
We’re not going to airbrush these out; these are issues that need to be
tackled head on.”Ireland is looking for a future of peace and
economic development in the region, he said. “We’re only going to get
there if we look at these issues straight on and talk candidly about
them.”Israel’s settlements in the West Bank, for
instance, “are a real problem,” he said. “They’re illegal; they’re
causing huge problems when it comes to reaching the kind of
accommodation in a two-state solution that we want.” Some segments of
Israel’s population are in favor of expanding settlements, yet “we think
that’s wrong, this all has to be pulled back. And we make no apologies
for that.”To be sure, the settlements are not the only
problem, he clarified. But because they are establishing facts on the
ground that “run contrary to a contiguous, viable Palestinian state,”
Ireland feels the need to take a strong stand on the issue. Israel
itself says that it in case of a final peace deal it would have to make
painful concessions, referring to the withdrawal from settlements, McKee
said. “Well, if you didn’t put them there in the first place, you
wouldn’t have to do that.”What about other issues that obstruct the
peace process, such as Palestinian incitement? McKee said that obviously
nobody agrees with hate speech and the demonization of Israel, adding
that his previous experiences with the
Northern Irish peace process
taught him that incitement and nonrecognition of the other are the
“most intractable issues that will take the longest to sort out.”A native of Dublin, McKee spent years working with the teams that negotiated the 1998
Good Friday agreement,
a milestone on the way to the resolution of a centuries-old conflict
that cost thousands of lives. Although he has conducted workshops in the
past on conflict resolution, drawing lessons from Northern Ireland, he
was reluctant to give any concrete advice to the Israelis and
Palestinians currently negotiating.
“The one lesson you can draw from the Northern
Ireland peace process is you keep going,” he said. “You can bridge
these gaps and you can find an accommodation. It’s about persistence,
really. By being persistent, things begin to align, going from a malign
cycle of events that seem to frustrate peace — eventually you reach a
tipping point where things begin to come together.”McKee, 53, said he himself had been skeptical
about peace in Northern Ireland, as negotiators were tackling a deeply
rooted conflict, with arguments over identity, sovereignty,
self-determination, human rights and other issues seemingly unsolvable.
“I’m not saying that it was on the same scale as in the Middle East. But
I’m simply saying that the difficulties were huge. The apparently
intractable conundrums were there, and yet we managed to bridge all of
these things and create not only a peace but a political modus operandi
that works.”Looking at the actual issues to be sorted out —
in Israel/Palestine, it’s about security, borders, refugees and the
status of Jerusalem — McKee said one couldn’t really compare Ireland
with the Middle East. And yet, he added, “all solutions are very
similar. So while conflicts can have very different roots, the outcomes
have to be the same: It has to be about mutual respect, defined borders,
democratic institutions and managed relationships between these two
institutions.”
It’s not going to be easy, but when it comes
to the Israeli-Palestinian conflict, McKee believes that a peace treaty
is possible. Indeed, he suggested, it is inevitable. “There is the
irreducible fact that you have got a Jewish democracy here, and you have
got a Palestinian people, a Palestinian Authority, a Palestinian
proto-state, as it were — that is not going away. It’s not just
going to vanish; there has got to be a rapprochement between these two
entities and a modus vivendi between these two entities. And it’s simply
a question of how soon can we get there. Because we will get there
eventually.”However, he cautioned, signing a piece of
paper is going to be the easy part. “When a deal is reached, and
inevitably there will be a deal, that really is the start of the hard
work. Because then you are into an implementation phase that is going to
be long and difficult.”
The US ship that will serve as

UNITED NATIONS — Russia objected
to a proposed UN Security Council statement expressing outrage at
Syrian government airstrikes, especially this week’s indiscriminate use
of heavy weapons in Aleppo that have killed more than 100 people, UN
diplomats said Thursday.The statement, proposed by the United States, required approval from all 15 council members.Diplomats said Russia, the most important ally
of Syrian President Bashar Assad, wanted all references to the regime
stripped from the statement so the US decided to drop it. The diplomats
spoke on condition of anonymity because the statement was circulated
privately.The statement would also have condemned
violence by all parties in Syria and expressed deep concern at the
escalating level of violence in the Syrian conflict, including the use
of Scud missiles and “barrel bombs” in Aleppo.Russia and China, which also supports the
Assad government, have vetoed three resolutions that would have
pressured Assad to end the violence. They were backed by the US and its
Western allies who support the opposition.Kurtis Cooper, spokesman for the US Mission to
the United Nations, said the United States is “very disappointed that a
Security Council statement expressing our collective outrage at the
brutal and indiscriminant tactics employed by the Syrian regime against
civilians has been blocked.”“These barrel bombs — and the explosive
materials contained within them — further underscore the brutality of
the Assad regime and the lengths they will go to attack and kill their
own people, including women and children. … And regime air raids in and
around Aleppo have continued unabated,” Cooper said. “Surely, at a
minimum, the Security Council should be able to condemn such
barbarities.”
Before Russia’s objection was made known,
Syria’s main opposition group in exile, the Western-backed Syrian
National Coalition, criticized the Security Council for considering “a
mere press statement” to protest “the latest act of terror” in Aleppo.
The coalition also accused the council of failing “to take any steps to
eliminate the use of conventional weapons that are being used as weapons
of mass destruction on a much larger scale.”In a withering air assault this week, the
Syrian government has pummeled opposition-held neighborhoods in the
northern city of Aleppo, leveling apartment buildings and flooding
hospitals with casualties.Rebels say the unusually intense airstrikes in
Aleppo have prompted civilians to flee to the countryside and could
portend a government ground offensive against the opposition-held half
of the city, which has been divided for a year and half by grueling
fighting.The government launched the campaign five
weeks before peace talks are scheduled to begin on Jan. 22 in Montreaux,
Switzerland, sparking speculation that Assad may be trying to
strengthen his position on the ground and expose opposition weaknesses
before sitting down at the negotiating table.The proposed US statement would have welcomed
the Jan. 22 conference aimed at ending the Syrian conflict and
reiterated the council’s call for greater access for humanitarian
workers to deliver desperately needed aid.

former Egyptian president Mohammed Morsi reveals close cooperation
between the Muslim Brotherhood and Iran, but some observers have
expressed doubt as to the veracity of the allegations and cast them as
an attempt by the military-controlled government to crush the Islamic
movement.The
two-page indictment against Morsi and 32 other Muslim Brotherhood
officials, including its General Guide Mohammed Badie and his deputy
Khairat Shater, outlines an intricate Brotherhood scheme dating back to
2005 to take over Egypt and “terrorize” it. Morsi’s own criminal
actions, the prosecution argues, began with his Hamas-assisted prison
break in early 2011 and continued throughout his one-year term as
president.Even before civil unrest began in Egypt in
January 25, 2011 — resulting in the ouster of president Hosni Mubarak
less than three weeks later — the Muslim Brotherhood was already in
touch with members of Hamas in Gaza and with Hezbollah in Lebanon,
requesting advice on how to gain power, legal sources told independent
daily Al-Masry Al-Youm Thursday.During that period, Brotherhood officials sent
reports to Hamas and Hezbollah on the deployment of Egyptian forces in Sinai and on routes leading to the capital, Cairo.Back in April, the Egyptian daily reported about
recordings of five telephone conversations
between Brotherhood official Khairat Shater and Hamas leaders during
the early days of the Egyptian revolution, conversations Hamas denied
having conducted.Following Morsi’s ascent to power in June
2012, the Brotherhood allegedly tightened relations with its regional
Islamist allies. The president’s advisers sent secret government reports
to Iran’s Revolutionary Guards, asking for advice on restructuring the
Egyptian interior ministry, forming a “free army,” and planning to take
control of the military in case anti-Morsi demonstrations get out of
hand. Email correspondence and telephone conversations were recorded
from within the presidential palace between the president’s aides and
members of Islamist organizations, including Brotherhood leaders abroad.One of Morsi’s advisers, Issam Haddad, was
even allegedly spotted by Egyptian intelligence meeting with Iran’s
chief of intelligence in a luxury hotel in Cairo. Haddad reportedly
requested Iranian assistance in forming an “alternative intelligence
agency” under the supervision of the international Muslim Brotherhood
movement.If he’s convicted, the penalty facing Morsi — currently being held at the Burj Al-Arab prison in Alexandria — could be death.Meanwhile, the independent Egyptian daily
Al-Watan released footage on Wednesday showing members of the Muslim
Brotherhood entering Gaza through smuggling tunnels in March 2012. The
young activists speak in the video of military training undertaken with
Hamas’s Izz ad-Din Al-Qassam Brigades in Gaza, as well as meetings with
Hamas’s
interior minister, Fathi Hammad. They are shown returning to Egypt through the tunnels in November 2012, singing Islamic songs.But some observers have cast doubt on the
allegations against the Brotherhood. Nathan Brown, an expert on Egypt at
George Washington University, told Canada’s CBC news that the idea
that Morsi was involved in espionage was “a very strange one.”“As long as the treatment of the Brotherhood
leadership is treated as a security matter rather than a political
matter, Egypt’s political future will remain shaky,” Brown said.Abdel Bari Atwan, the former editor of
pan-Arab daily Al-Quds Al-Arabi, ridiculed the notion of a serving
Egyptian president “colluding” with small Islamic organizations abroad.“I beg of you: Respect the intelligence of
your people before our own,” Atwan appealed to Egyptian authorities in
an op-ed published online Wednesday.“We do not know when [the Brotherhood]
colluded with ‘the empire of Hamas,’ and whether this collusion took
place after president Morsi won the elections which everyone agreed were
fair… does it make sense for a president to conspire to undermine the
safety and stability of a country he rules?” wondered Atwan.“Besides, what are the secrets concerning
Egypt’s national security which were leaked to Hamas? The secret of
Egypt’s nuclear bomb, for instance?… Hamas, which Egyptian media turned
into a superpower no less dangerous than the Soviet Union or the United
States at the peak of their power, could not cope with Gaza sinking
under a few inches of water resulting from half a day of rainfall.”Izzat al-Rishq, a Hamas official, denied the allegations as well.“This is nothing but another episode in a
chain of distortion and animosity,” he wrote on his Facebook page
Thursday. “Hamas is not an enemy to the Egyptian state and people, for
meetings with it to be considered ‘collusion’ punishable under Egyptian
law.”
