In show of military might, Israel drills long-range air force attack

Week after warning from the PM about acting alone against Iran, IAF runs — and publicizes — midair refueling exercises and simulated strike on distant target

The exercises, which included midair refueling, exceptionally long-distance coordinated strikes, and dogfights, were carried out over Greek waters, according to a Channel 10 report. The station noted that the video of the exercises released Thursday by the IAF marked the first time the military had made such a clip publicly available.“The Israeli message was clear,” the channel said, noting the announcement’s proximity to next week’s round of talks between world powers and Iran in Geneva. “Here is an attempt to show the world that, a moment before the talks, Israel is not giving up its military option.”A commander who took part in the exercises “explained that challenges stemming from these long-range flights continue as the plane moves further from its point of origin. These challenges include difficult weather conditions, unfamiliar terrain and threats that could emerge during the flight,” according to the official IDF blog, which noted that “long-range flying demands several hours of concentration and exceptional physical preparation.”
The IAF, which “plays a central role in carrying out Israel’s military option if necessary… is exercising and strengthening its range of capabilities through long-range flights as well as other exercises,” the IDF said, though it also noted that the exercises were “no different from training exercises conducted in the past few years.”The drill over Greek waters was the latest in a series of joint military exercises between Jerusalem and Athens. The navies of Israel, Greece and the US in March held a two-week joint military exercise for the third year in a row. There was no immediate indication, however, that the exercises — announced Thursday — involved Greek military forces.Israel has threatened to strike Iran’s nuclear production facilities if the Islamic Republic develops the ability to create a nuclear weapon. An aerial attack over such a long range — close to 1,000 miles as the crow flies — would necessitate midair refueling. In 1981, the IAF carried out a long-range airstrike to destroy the Osirak nuclear reactor in Iraq.

Defense Minister Moshe Yaalon visited Thursday at the assembly line where F-35 stealth jets are being built, at the Lockheed Martin factory in Texas.The minister was hosted by Lockheed Martin's president, Marillyn Hewson. In the course of the tour, he was briefed by senior officials in Lockheed Martin about the firm and about the progress of the F-35 project.At the assembly line, he received detailed explanations about the different components of the F-35."As someone who used to jump so many times from Lockheed Martin Hercules planes in paratroop exercises, and after two days of meetings in the US, I wanted to see the real thing,” Yaalon said. “The F-35 is a cornerstone in building the force of the IAF and IDF.”"This is a meaningful event for us,” he added. “Unfortunately, we are experienced at military operations because we have no choice but to defend ourselves, and that is why I think we are lucky to have an ally like the United States and to enjoy the capabilities of Lockheed Martin.
"We have enjoyed the F-16 over the years, and I think there is a great future for the Israeli Air Force with the unique capabilities that the F-35 brings with it,” he added. “We are impatiently expecting to receive this jet, which was designed with knowledge and spirit, and will give the IAF great operative abilities.”

Rights group accuses Syrian rebels of war crimes

Human Rights Watch says opposition fighters killed 190 civilians during August offensive in Latakia area

UN war crimes investigators have accused both sides in Syria’s civil war, now in its third year, of wrongdoing, though they said earlier this year that the scale and intensity of rebel abuses hasn’t reached that of the regime.The new allegations of rebel abuses come at a time when the regime is regaining some international legitimacy because of its apparent cooperation with an internationally mandated program to destroy Syria’s chemical weapons stockpile by mid-2014.Lama Fakih of Human Rights Watch said the rebel abuses in Latakia “certainly amount to war crimes,” and may even rise to the level of crimes against humanity.
The group said more than 20 rebel groups participated in the Latakia offensive.Five groups, including two linked to al-Qaeda and others with jihadi leanings, led the campaign, which appeared to have been funded in part by private donations raised in the Persian Gulf, the report said.Human Rights Watch appealed to the Gulf states to crack down on such money transfers. It also urged Turkey, a rear base for many rebel groups, to prosecute those linked to war crimes and restrict the flow of weapons and fighters. The Western-backed Syrian opposition must cut ties with the groups that led the Latakia offensive, the report said.Most of the alleged attacks on civilians occurred on August 4, said the group. The campaign began with rebel fighters seizing three regime posts and then the villages. After the regime positions fell, no pro-government troops were left in the Alawite villages. It took government forces two weeks to recapture all the villages.
Human Rights Watch said at least 67 of the 190 civilians slain by the rebels were killed at close range or while trying to flee. There are signs that most of the others were also killed intentionally or indiscriminately, but more investigation is needed, the group said.The rebels seized more than 200 civilians from the Alawite villages, most of them women and children, and demanded to trade the hostages for prisoners held by the regime.The HRW report said the rebel groups that led the offensive included Jabhat al-Nusra and the Islamic State in Iraq and the Levant, both linked to al-Qaida; Ahrar al-Sham; Jaish al-Muhajireen wal-Ansar; and Suqqor al-Izz.

Saudi-Egyptian relations top the headlines of Arab newspapers on Wednesday, following the first foreign visit of Egyptian interim President Adly Mansour to Saudi Arabia this week.“Saudi Crown Prince: Egypt is in safe hands, and its people have shown us they can overcome their crises,” reads the headline of Saudi-owned daily A-Sharq Al-Awsat, featuring a photo of Mansour standing next to Crown Prince Salman bin Abdulaziz.The daily then quotes words of praise by King Abdullah II of Jordan, Mansour’s second destination.Khalid bin Sultan, a Saudi prince responsible for water, tells London-based daily Al-Hayat that “water is much more important than oil.”Speaking at an international conference on water in Budapest, Hungary, bin Sultan said that Saudi Arabia has the scarcest water resources in the region and is therefore deeply interested in water issues.“We believe that the greatest danger threatening Saudi Arabia in the future will be lack of water,” the prince said.Meanwhile in Egypt, domestic unrest continues to foment with partisan media covering events in typically shrill tones following a government decision to withdraw the license from the Muslim Brotherhood as a civil society organization.“Egypt’s former Mufti supports the killing of protesters,” reads the headline of a TV reports in Al-Jazeera, a pro-brotherhood news channel based in Qatar.The report features video excerpts from a speech delivered by former top cleric Ali Gomaa in which he calls for shooting protesters, a speech delivered in the presence of top military commander and defense minister Abdel Fattah el-Sissi.“Strike at them, and do not sacrifice your soldiers for those heretics,” Gomaa told the audience of military and police officers.Al-Ahram, Egypt’s establishment daily, reports that the minister of social welfare has decided to “dissolve the Muslim Brotherhood association completely.”
Meanwhile, Egyptian columnist Mohammed Shuman expresses concern over the mass popularity enjoyed by General el-Sissi among the Egyptian public.“The place of the army in Egypt’s history, nostalgia for a benevolent dictator, the search for security and stability and the power of the state, all these elements are pushing most Egyptians to accept Field Marshal Abdel Fattah el-Sissi as president. As a result, any possibility for a civilian candidate or one with military credentials is almost nil; it is certain that [El-Sissi] is able to take the first round of the presidential race with a large margin,” he writes Wednesday in Al-Hayat.
“The public and the majority of political and intellectual elites support a general who has not announced his intention to run for office, and has not presented a political program nor outlined his economic or political vision for Egypt’s future. Most Egyptians do not know much about el-Sissi’s personality or his history, yet they support him for president. This means that the majority is still far from the minimum bar of democratic values … no doubt this will lead to the emergence of a dictator who will not necessarily be benevolent.” 
A-Sharq Al-Awsat columnist Abdul Rahman Rashed remarks on the failure of the Muslim Brotherhood to win over the sympathy of Arab countries in their struggle for legitimacy.“The Brotherhood tried and failed to have Arab and international public opinion identify with them. They have nothing left but Qatar in the Arab world, losing most Western countries which supported them at first.”“It is clear that the current Egyptian regime has decided to retaliate against the Brotherhood forcefully, using political and security propaganda against them and besieging the movement financially. Clearly, the Brotherhood has not recovered from the shock of the June 30 demonstrations which led to its easy ouster with wide popular support. In the absence of the Brotherhood, the current government is quickly finalizing the constitution, holding elections, and taking the presidency for the coming four years.”

Israel's Prime Minster, Binyamin Netanyahu, has made a sweep of influential European media, giving numerous interviews and warning the West not to allow Iran to continue to enrich uranium."Don't say I didn't warn you," he told one interviewer, if loosening sanctions on Iran leads to the collapse of the West's bargaining position vis-a-vis the Islamic Republic.Iran is set to engage the West with talks in Geneva next week.Netanyahu spoke to the Financial Times and Sky TV in Britain, Le Monde and the France 24 network in France, and Frankfurter Allgemeine and the ARD network in Germany.The P5+1 talks, set to be held in Geneva next week, will see Iran meeting with delegates from the US, Russia, Britain, France, China and Germany in a bid to see the crippling sanctions against it loosened, in return for compromises on the country's uranium enrichment, which Israel and the US say is intended to produce a nuclear weapon.
Netanyahu has said that the steps Iran is likely to propose are not enough, calling for a total halt to enrichment."When a murderous regime deals with soft diplomacy all the while continuing to gather strength, we need to stop it, immediately," he told the cameras, adding that stopping an evil regime while it was still possible to do so, was "the central lesson of the twentieth century."Directing his words to the upcoming Geneva talks, Netanyahu emphasized "if we weaken the sanctions, the sanctions will collapse." The West has the upper hand and had to show resilience, he insisted. "Don't say I didn't warn you," he told one interviewer, adding, that the Iranian threat was just as relevant to Europe as it was to Israel."Don't let them have enrichment, Be tough, be strong, be consistent," he exhorted viewers, accusing Iran of having "committed acts of terror in five continents and 25 cities in the last few years."Iran has violated every single security council resolution to stop enrichment," Netanyahu told media.This round of interviews follows a similar media blitz by Netanyahu in the US ten days ago, in which he spoke on a number of TV shows, warning them that Iranian president Hassan Rouhani was lulling the West into a false sense of security whilst continuing to enrich uranium amid a calm air of diplomacy.Netanyahu's list of recent media appearances also included a first time interview for the BBC's Farsi speaking channel in which he warned Iranians that a pursuit of nuclear weapons would not lead to prosperity but would rather spell disaster for all Iranians.

In recent weeks, Iran has begun negotiating directly with the US over its nuclear program and severe sanctions imposed by Western powers. On Wednesday, The Wall Street Journal reported Iran’s offer to limit its production of nuclear fuel in exchange for an easing of international sanctions. It is expected to proffer its deal at a meeting next week with the P5+1 in Geneva. Late Wednesday, Israeli TV reported that the US and Iran were making significant progress toward a deal that would aim to keep Iran two to three years from a nuclear weapons capability.Netanyahu’s Iran policy enjoys widespread support among Jewish Israelis, who distrust the new diplomatic warming between Tehran and the West, according to the latest Israel Democracy Institute Peace Index. The poll found broad distrust of US President Barack Obama’s promise to keep Iran from a bomb “at all cost.”The study, conducted in late September and early October, found that 80% of Jewish Israelis did not believe Iranian President Hassan Rouhani’s recent speech before the UN General Assembly signaled a moderating of Tehran’s nuclear policy, but was merely a change in rhetoric. Only 14% believed it was sincere. Among Arab Israelis, 47% believed it marked a change in policy and 42% thought it was only rhetoric.

This after eight years of his Holocaust-denying predecessor, Mahmoud Ahmadinejad.Websites sympathetic to organizers of the conference displayed strings of angry comments, according to the British report: “Have our leaders given in so much to the world that are even afraid of a conference that might hurt Mr Obama’s feelings?” read one post. ”The latest piece from our government’s show of capitulation,” read another.The event was supposed to feature a former US senator, as well as 63 “overseas contributors,” said the British daily.In the US last week and in Israel this week, Prime Minister Benjamin Netanyahu has been speaking repeatedly to US, European and even Farsi-language media outlets, warning of Iran’s and Rouhani’s duplicity regarding the nuclear issue, and urging the international community not to lift sanctions unless or until Iran is stripped of its “military nuclear” capabilities.If sanctions on Iran are removed without ensuring a guaranteed end to uranium enrichment, Europe and the rest of the world will face hundreds of nuclear weapons in the hands of a “murderous” regime, Netanyahu said in a series of interviews with European media outlets Thursday.“When a murderous regime engages in soft diplomacy and uses calming words of peace, but nevertheless continues to acquire immense power — it must be stopped, immediately,” Netanyahu said, according to quotes provided by the Prime Minister’s Office.“This is the central lesson of the 20th century. MEPs approve EU border surveillance system

BRUSSELS - MEPs on Thursday (10 October) gave the green light to a new European Border Surveillance system, Eurosur, due to go live early in December.The system is meant to co-ordinate border surveillance among member states through so-called national co-ordination centres.Each contact point would feed near-live data streams directly to the EU border agency, Frontex.Frontex in turn would then issue alerts when necessary.The European Commission says the system is needed to better inform national border control authorities of attempts by people to cross the Mediterranean.Thousands are estimated to have died in recent years as they seek to come to Europe. Last year alone, over 1,500 are known to have perished or gone missing, according to the UN High Commissioner for Refugees.Last week, around 300 died a kilometre off the Italian island of Lampedusa when their boat caught fire and sunk.Critics say the real purpose behind EU border surveillance plans is to stop the flow of irregular migrants and asylum seekers from ever reaching the coastlines in the first place. And that saving lives is secondary.The current Eurosur text puts emphasis on preventing irregular migration but adds that it also should "contribute" to the protection and saving of lives at sea.The Greens, who campaigned for a stronger emphasis on saving lives, say this is not enough.“The clear purpose of Eurosur is fighting irregular migration,” German Green Ska Keller told this website on Wednesday (9 October).She pointed out that the regulation says member states can obtain additional "capacities" to fight irregular migration but not to save lives.“Co-operation only happens for fighting irregular migration, not for saving lives at sea,” she said.The policy provides no requirement for member states to take proactive steps to improve the rescue of shipwrecked refugees.She noted that the Mediterranean already ranks amongst the world’s most watched seas.Keller says the EU needs to allow people to enter legally with a humanitarian visa in order to stop the trafficking and deaths.“It’s astonishing that Europe still doesn’t have any legal ways for normal immigration, you only have the blue card for the highly qualified,” she noted.The parliament’s lead negotiation on Eurosur, Dutch liberal Jan Mulder, called the Green’s amendments "superfluous."“Nobody is against it [saving lives]. It is in several places in the text,” he told reporters in Strasbourg.A clause added in the text will also allow non-Schengen members UK and Ireland to participate.He noted that it would still be up to member states to carry out the rescue operations.
Other EU agencies like the European Maritime Safety Agency would also feed Frontex data on any suspicious activities, he said.Such agencies, Frontex told EUobserver, already provide them with data feeds as a sort of moral obligation. A border control plane that spots a boat dumping oil into the sea, for instance, is not mandated to alert it but will.Bulgaria, Estonia, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Portugal, Romania, Slovenia, Slovakia and Finland will start using Eurosur on 2 December 2013.Other member states will follow suit on 1 December 2014.

BRUSSELS - EU countries are concerned that a potential economic collapse in Egypt could prompt a new surge in migration from north Africa to Mediterranean EU states.Diplomats on the Union's Political and Security Committee (PSC) discussed the scenario at a meeting in Brussels earlier this week."It's a country of almost 90 million people on the EU's southern fringe. If things keep getting worse, where do you think that they will go? It won't be to other places in Africa, or to Scandinavia, it will be places like Italy or Greece," a diplomatic contact told EUobserver.The US on Wednesday (9 October) suspended parts of a $1.3 billion military aid programme to Egypt due to its violent crackdown on supporters of the Muslim Brotherhood.The EU is still undecided whether to keep paying aid.Its foreign affairs chief, Catherine Ashton, on 3 October visited Cairo to speak with its de facto military ruler, Abdel Fattah el-Sisi, and with brotherhood chiefs.
She called for "inclusiveness, to ensure that the political future of Egypt belongs to the Egyptian people."
Earlier this week, she said she is "deeply concerned" by the latest round of violence, in which some 50 street protesters and 10 security officers lost their lives.The EU believes the Egyptian economy will not recover unless there is a political solution to the army-brotherhood confrontation.But speakers at the PSC meeting noted the EU does not have much influence over events: For their part, Kuwait, Saudi Arabia and the United Arab Emirates have pledged $12 billion in aid with no strings attached.Meanwhile, EU ideas on how to help are thin on the ground.Greece - a frontline country in terms of north African migrants - told the PSC the EU could send a mission to train Egyptian police in riot control.But it went down badly, amid concern the EU could be seen as helping the crackdown.According to the World Bank, Egypt's GDP has nosedived since the 2011 revolution which brought down Hosni Mubarak.It says in its current analysis that: "Low growth rates pose a danger to mounting social frustrations, as they will not suffice to deliver the needed jobs and opportunities."At the same time, el-Sisi is having a potentially explosive impact on Gaza.The Palestinian enclave, sealed off by Israel, depends on smugglers in the Sinai desert to bring in basic goods via tunnels on the Egyptian border.Under the former Muslim Brotherhood government, EU diplomats and Egyptian intelligence officers talked with Bedouin groups in the Sinai to try reduce arms supplies to Gaza. They even considered paying the smugglers to reduce weapons traffic.But el-Sisi's forces have destroyed most of the tunnels and are waging war on Sinai militants instead."If things don't change, we will have mass unrest in Gaza before the end of the year," the EU diplomatic contact said.

Rabbi Yisrael Ariel of the Temple Institute and activist Yehuda Glick were arrested Thursday morning on the Temple Mount.An eyewitness told Arutz Sheva that the two were violently arrested at the exit to the holy site. Police dragged the men on the ground, he accused.Police said the two were arrested for praying and bowing down while visiting the Temple Mount, which is the holiest place on earth according to Judaism, and the site where the First and Second Temples once stood.While Jews are allowed to visit the site, they are forbidden to pray, for fear that Jewish prayers would inflame tension at the site. Muslim worshipers at the Al-Aqsa Mosque have frequently rioted and attacked Jews in the past when it seemed that Jews would be allowed more freedom on the Temple Mount; the riots have been encouraged by PA and Muslim leaders, who tell their followers that Jews are plotting to take over the area and rebuild the Temple.Yehuda Glick told Arutz Sheva that the allegations that he prayed are not even true. “I was guiding a group on the Temple Mount. Everything went well, we finished the tour and shook hands with the police, and from there I went to the Kotel [Western Wall],” he recalled.“A few moments later, I got a call asking me to come back and guide another group. I came back to the entrance to the Temple Mount, and there I was arrested. A police commander told me I was being arrested for disturbing the peace on the Temple Mount,” he said.
Glick expressed concern, “This is the first time they detained me, and I don’t know what they want from me… I have a strong feeling that I’m being set up.”

An unexpectedly bitter battle for Jerusalem enters its final stage

In less than two weeks, some 550,000 residents can either reelect the incumbent mayor or replace him with a newcomer from Givatayim

Immediately after Jerusalem mayoral candidate Moshe Lion shook Raziel Basher’s hand during a recent campaign event in the capital’s Mahane Yehuda market, the 21-year-old cheese vendor said he was sure he’d vote for him. “He looks alright. I read his flyer and saw what he wants to do, it sounds good,” smiled Basher. But then his co-worker at Basher Fromagerie told him that Lion was actually not from Jerusalem. “That’s the main problem with him,” Basher’s colleague said snidely. “He’s crazy — if he doesn’t live here, why does he come here to be our mayor?”Lion (pronounced Leh-on), all smiles in his yellow-green Lacoste polo shirt, had already marched on, making his way through the market’s alleyways, shaking as many hands as possible. A stroll through Mahane Yehuda is a mandatory stop on the itinerary of every Jerusalem mayoral hopeful.Lion’s campaign slogan is “Putting the residents first,” and a handful of his volunteers did their utmost to spread this message to the market masses, carrying a huge banner, giving out brochures and blaring his campaign song in a never-ending loop. But the discussion he sparked in the cheese shop underlined the contours of what has become an unexpectedly bitter mayoral battlefield.An accountant from the Tel Aviv suburb of Givatayim, Lion officially relocated to Jerusalem just a few months ago. Until he appeared on the scene, the reelection of the generally popular incumbent, Nir Barkat, seemed like a done deal.

Two weeks before the municipal elections on October 22, polls still predict a Barkat victory, but Lion, a skillful political wheeler-dealer, has made the race somewhat suspenseful. He is the official candidate of the Likud-Yisrael Beytenu list, and, more importantly, is backed by the majority of the capital’s Haredi communities. (The Times of Israel spoke to both Nir Barkat and Moshe Lion at length; clink on the links for the full interviews.)The Shas party’s Council of Torah Sages, in its first statement after the death Monday of the movement’s spiritual leader Ovadia Yosef, came out this week in support of Lion, partly because he’s a “member of our ethnic group,” a reference to Lion’s Sephardic background. Endorsing Lion was the late rabbi’s “last directive,” the council’s three rabbis declared, promising “God’s blessing and longevity” to all those who supported his candidacy. Shas chairman MK Aryeh Deri is known as one of Lion’s key backers.
Prime Minister Benjamin Netanyahu has so far not endorsed any candidate. (“Why would he stick his head in?” noted one insider. “Whoever wins will have to crawl to him anyway.”)Lion, who headed Netanyahu’s bureau in the late 1990s, denies he was pushed into running by Yisrael Beytenu boss (and his close personal friend) Avigdor Liberman. Since he entered the race, the campaign has become rather nasty, rife with political mudslinging and (mostly anonymous) personal attacks.Lion says the city is dirty and poorly managed, accusing Barkat of working ineffectively, having the wrong priorities and neglecting the city’s residents. Barkat responds by asserting that Jerusalemites are satisfied with his work and that he’s reviving the capital, and in turns tries to portray his challenger as a political puppet who was imported from a different city to do the bidding of his unpleasant cronies.“It’s awkward that somebody who is not from the city wants to come and raise the standard of the city,” Barkat said. “I am a Jerusalemite my entire life, it’s the mission of my life. The residents will decide what’s good for them, not Deri and not Yvet [Liberman], and not a guy from Givatayim.”

The fact that Lion is not a born-and-bred Jerusalemite and the claim that he was persuaded to run by political power brokers has become the campaign’s central theme. “On October 22, Jerusalemites vote for Jerusalem — and not for the man from Givatayim,” billboards scream, without mentioning the names of either candidate. A whole host of satirical videos making more or less the same point (also of anonymous authorship) were uploaded to YouTube.“The vast majority of the residents of Jerusalem understand why you need a Jerusalemite whose heart and soul is all into managing and leading Jerusalem,” Barkat told The Times of Israel during a recent interview in his office, on the top floor of the municipality building in Safra Square. “Jerusalemites don’t want to gamble on someone who doesn’t know the city, who doesn’t live and breathe it. There’s a big question mark on why he’s actually here. Who’s pushing you to come here?”
Barkat hesitates to accuse Lion of corruption outright, yet he repeatedly drops unsubtle hints. “The residents of Jerusalem are a bit insulted by all kinds of kombinot,” he said, using the Hebrew word for sly deals. “Tell me who your friends are, I tell you who you are.”

Lion shrugs off such attacks. “Both Avigdor Liberman and Aryeh Deri are chairmen of very significant parties in Israel’s democratic system. There is absolutely no reason why they wouldn’t support me, or why I wouldn’t conduct negotiations with them.”Fending off claims that he doesn’t know Jerusalem because he’s not from here, Lion notes that in the last 15 years he has spent a lot of time in the capital, as the head of Netanyahu’s office and, since June 2008, as chairman of the Jerusalem Development Authority.“During this time, I got to learn very well the problems Jerusalemites have,” Lion said. “I worked a lot for Jerusalem, I developed the city — the metropolitan parks, the bike trail, the Old Train station area, the Old City compound, the industrial zones. I was responsible for all that.”While Barkat supporters try to ridicule his candidacy and question his integrity, Lion has fired his own offensives. Two and a half weeks before the elections, for instance, Lion decided that “the time has come to reveal to the public” that Barkat used to have warm words for his former colleague and now-rival. On October 3, Lion posted a letter on Facebook that Barkat had written two years ago, in which the mayor praised Lion’s work at the Jerusalem Development Authority. Lion had a “significant part” in the organization’s success, Barkat wrote in July 2011, adding that he had “full trust” in him. Lion’s aides also like to point out that Barkat used to be affiliated with the centrist Kadima party, seeking to portray him as a closeted leftist.Bickering aside, the question remains: Are most voting Jerusalemites content with Barkat, or are they ready to switch to someone who is not from the city, whose daughter still goes to school in Givatayim (not unreasonably, since she is in sixth grade, and would have had to enter an unfamiliar school for the one year before high school), and who doesn’t know that there are cinemas open on Shabbat in the city (as a recent Hebrew interview exposed)? “You of all people should understand me better,” Lion told The Times of Israel’s two Jerusalem-resident, non-Jerusalem-born interviewers recently in his campaign headquarters in the Romema neighborhood. “What are you actually saying, that an immigrant from the US could never be the mayor of Jerusalem? Stanley Fischer can’t be the governor of the Bank of Israel because he made aliya? What kind of question is that? The real question should be whether you understand the material you’re working with, whether you know the city well.”
“What’s the difference if someone is from Givatayim or from New York? I currently run for mayor of Jerusalem — the question is whether I have the right skills I need to manage this city and to make the right decisions, at the right time and the right place. I do think I have all the appropriate skills and I could be an excellent mayor,” Lion added.By now, unlike Raziel Basher in the shuk, most Jerusalemites do know who he is. “In the last months my exposure to the public was very great,” he said. “By the way, most of that was a consequence of smears from the other side, and that also helped to publicize me.”Yet it appears doubtful whether the heightened attention worked to Lion’s benefit: The last poll released to the public, in early September, suggested that only 12 percent of respondents intend to vote for him, compared to 44 percent who favor Barkat. Unsurprisingly, Lion doesn’t believe in these numbers, noting that internal polls predict much better results for him.Barkat, though, is adamant that he’s doing enough to prevail. He inherited “one of the poorest cities of our country,” Barkat said. “Unfortunately, poverty and education — all parameters were going in the wrong direction. When you really understand the trends that were here before I decided to become mayor, it raises a big concern. It raised a big concern for me so I decided to retire from all my business careers — that was almost 12 years ago — and ever since I’ve worked for a shekel a year for the future of the city.”He hailed his success in everything from tripling the number of new jobs a year, to quadrupling cultural events, fixing roads more quickly, getting more kids into youth movements, having more youngsters enlisting in the army. “The residents see that we haven’t left anything behind.” That adds up, he said, to “a very strong foundation” for his next term.

120,000 votes are needed to win; the Haredim account for 85,000

Let’s take a look at the numbers. Jerusalem’s electoral mathematics look like this: for a candidate to be elected mayor, he needs about 120,000 votes; the city’s Haredim alone account for about 85,000 votes. In addition to most Haredim, Lion’s team says it expects nearly 40,000 votes from Likud-Beytenu members, which would put him over the top.His opponents, however, point out that neither the city’s Likud members nor its Haredim are a monolithic group that will blindly vote for Lion. Indeed, Barkat enjoys the support of many secular and national-religious Jerusalemites, some of whom might nominally be Likud members yet still cast their ballot for the incumbent. He has also received official nods from prominent national-religious rabbis Shlomo Aviner and Haim Druckman.Also, while Lion was officially endorsed by the Shas and United Torah Judaism parties, an important Haredi faction called Bnei Torah last week decided to field an independent candidate, Haim Epstein. Although Epstein has no chances of winning, his candidacy could potentially cost Lion thousands of votes.

The mainstream Haredi parties’ support for the national-religious Lion is the subject of much speculation. For Barkat, the matter is obvious: “[I]t’s clear to me that Moshe Lion struck a very simple deal with the Haredim,” he told Haaretz last week. “An empty white page, signature at the bottom, fill it in. Because he is absolutely dependent on the Haredim. The internal agreements that exist in [the Ashkenazi ultra-Orthodox] United Torah Judaism relate to who he will appoint to be in charge of planning and building.”Lion categorically denies these allegations. “I do have their support, and it continues to grow, but I promise you that I don’t have any agreement with them,” he told The Times of Israel. Rather, he explained, the Haredim know and appreciate him from his days as head of Netanyahu’s bureau. Lion also conducted Likud’s coalition negotiations earlier this year, which included many heated debates with UTJ and Shas.Since Barkat has been endorsed by Labor Party chair Shelly Yachimovich, Lion — who enjoys the explicit backing of virtually all Likud-Beytenu ministers and MKs, from the relatively moderate Yuval Steinitz to the hardliner Moshe Feiglin — has tried to depict the mayoral race as one of right-wing versus left-wing. Lion was also endorsed by Arieh King, who is vying for a spot on the city council. King — who runs the Israel Land Fund, which helps Jews acquire property in East Jerusalem — has been plastering the city with anti-Arab slogans and calls to “Judaize Jerusalem.” Barkat is no left-winger, but he does have the tacit support of the city’s more progressive parties. Initially, the left-wing Meretz party planned to field its own candidate for mayor, Pepe Alalu, but withdrew in order not to steal votes from Barkat.Both Lion and Barkat say they oppose any possible partition of the city in a future peace agreement, and support Jews settling in the eastern part of the city, which many believe will one day become the capital of a Palestinian state. America leapfrogs Europe as world's richest region

BRUSSELS - At $241trillion, global wealth has reached an historic high as the gap between income disparities widen.“We expect global wealth to rise by nearly 40 percent over the next five years, reaching $334 trillion by 2018,” noted the 2013 Credit Suisse Wealth Report on Wednesday (9 October).
Half the world’s population own less than 1 percent of the global wealth while over 86 percent of global wealth is in the hands of the richest ten percent.The top one percent account for 46 percent of global assets.The report states China now has more people in the top 10 percent of global wealth holders than any other country except for the USA and Japan. China has moved into third place in the rankings, by overtaking Italy and Germany.Despite some gains in Europe, total wealth in North America overtook European holdings to become the leading region for the first time since 2005.The United States tops the list with five successive years in rises of personal wealth and added $8.1 trillion to the global wealth index. At the bottom is Japan, which at $5.8 trillion, lost 20 percent of its net worth in 2013 alone.China, Germany and France are the only other countries where wealth exceeded $1 trillion between 2012-13, followed by Italy, the UK and Spain.
Despite the Eurozone crisis, a handful of member states saw an increase in the number of millionaires. France topped the list in the EU by adding 287 millionaires in 2012, followed by Germany at 221, and Italy at 127. Spain also gained 47 new millionaires.

European Central Bank data not reliable

The report states that the European Central Bank (ECB) has also understated “the household wealth per adult in most Eurozone countries, with the notable exceptions of Cyprus and Malta.”An ECB Household Finance and Consumer Survey suggested that the average wealth in Germany was lower than that in Cyprus and Malta.Credit Suisse dispute the result because the bank’s country comparisons are framed in terms of wealth per household, which vary in size across member states. Credit Suisse says a better comparison is wealth per individual.They also estimate that the ECB uncovered only 79 percent of non-financial assets in France and exaggerated non-financial assets in Cyprus by a factor of almost five and in Malta by a factor of almost eight.“Our value is about 20 percent higher for Finland, Germany and Greece, about 35 percent higher for Italy and the Netherlands, and 50 percent above the ECB level for France,” says Credit Suisse.

The Pontifical Commission for Vatican City has introduced a new law as a further clampdown on the financial system. The new law gives greater powers to the Financial Information Authority and the Governorate

The law reinforces the supervisory powers of the Financial Information Authority (AIF) and consolidates the “function of prudential supervision” entrusted to it.Law No. XVIII is in continuity with the anti-money laundering laws introduced through Law 127 on 30 December 2010 and “strengthens the current internal system for the prevention and countering of money laundering and the financing of terrorism in conformity with international guidelines and, in particular, the Recommendations of the Financial Action Task Force (FATF) and relevant European Union sources.”“Law No. XVIII consolidates the existing discipline in matters of: Measures to prevent and counter money laundering and the financing of terrorism; Vigilance and regulation of the bodies carrying out professional activities of a financial nature; Collaboration and exchange of information by the Financial Information Authority internally and at an international level; Measures against individuals who threaten peace and international security; Declarations of cross-border transportation of cash.”Crucially, Law No. XVIII “clarifies and consolidates the functions, powers and responsibilities of the Financial Information Authority in the exercise of its functions of supervision and regulation in the prevention and countering of money laundering and the financing of terrorism, in its function of informing in financial matters, and, as established by Pope Francis in his Motu Proprio of 8 August 2013, the function of prudential supervision.”“The new law – in conjunction with recent legislation in matters of substantive and procedural penal law and in matters of administrative sanctions, as well as Pope Francis’ Motu Proprio of 11 July 2013 on penal jurisdiction – constitutes a further important step in the direction of transparency and supervision of activities of a financial nature and a contribution to the stability and integrity of the sector at a global level.” Law XVIII refers to, integrates and modifies certain sections of Law 127 introduced in December 2010 and came into force yesterday.

Tattooed Jesus on Texas Billboard Has Residents Talking

A billboard showing a tattooed Jesus Christ has stirred up quite a bit of buzz in the heart of the Bible Belt.
The ad, which is the work of the website Jesustattoo.org, popped up along a West Lubbock, Texas, highway, and it's got people talking. It shows a man, ostensibly Jesus Christ, with outstretched arms tattooed with such words as "Outcast," "Addicted, "Jealous.""I don't like the picture. I think it's very derogatory," a local-area resident told the CBS affiliate KEYE-TV.On the website, a video casts Jesus as a tattoo artist and shows several tattooed individuals approaching him to reveal their sinful markings. A woman with "Self Righteous" tattooed on her chest and a young disabled boy with the word "Outcast" tattooed on his body come forward.ABC News' calls to the group behind the video and controversial billboard were not immediately returned.While the billboard has drawn a lot of attention, not everyone finds it blasphemous or outrageous."I thought that it was cleverly done because, basically, it's a visual of Jesus taking the sins of people and covering them and taking them from an outcast or something and giving them a new start, which is what the gospel is about," David Wilson, a senior pastor at Southcrest Baptist Church in Lubbock, told ABC News.Wilson said there's a great message within the billboard and video once one gets past its shock value."I looked it up, and I said … this is perfect because it just draws people in here," Wilson said.
Over the course of the six-minute video, Jesus goes to work on the plagued tattooed victims and changes each shameful or negative word or phrase into something positive. The woman in the video breathes a sigh of relief when her tattoo is transformed from "Self Righteous" to "Humbled." The young disabled boy shows pride as he goes from "Outcast" to "Accepted."On their website, the filmmakers emphasize the uncomplicated nature of their message. "It really is as simple as it appears. We are a small group of people humbled by the love of Jesus. We are not a church. We are not selling anything. We encourage you to tell as many people as possible. That's it."Wilson said the billboard and video are different ways to reach different people."You know, I use the analogy - I like to fish, and I use different baits for different fish, and to me this is fishing for people who would never walk in the door of a church.

The Biblical patriarchs of the Jewish nation actually practiced Islam, MK Ibrahim Sarsour (Ra’am Ta’al) has claimed in a new statement.Sarsour made headlines last week for declaring that Jews are “prophet murderers” in response to a joke in an Israeli paper about immaculate conception.In his latest statement, Sarsour condemned remarks made by Ministers Naftali Bennett and Uri Ariel about Israel’s rights to Judea, Samaria and the Temple Mount, saying that there was proof in the Koran that there is no Jewish connection to these areas.According to Sarsour, the Koran “proves without a doubt” that Abraham was a “Muslim” and that Isaac and Jacob were “hanifs” who “submitted” to Allah.Hanif is an Islamic term for pre-Koranic figures who rejected idolatry in favor of monotheism.

This is not the first time Sarsour has courted controversy.
He has met with several Arab terrorists who are currently serving time in Israeli prisons for murder, including senior Hamas leader Abbas Al-Sayed. Al-Sayed was involved in several attacks, including the notorious Park Hotel massacre in which 30 Jews were murdered as they took part in a Passover seder.Sarsour has also repeatedly met with senior members of Hamas, and has openly expressed support for Hezbollah in its war on Israel.His comments come not long after Sarsour’s fellow party member MK Ahmed Tibi provoked public anger in Israel, after declaring that Jews have no right to visit the Temple Mount - the site of the First and Second Temples, and Judaism's holiest site.“The Al-Aqsa mosque is a place of prayer for Muslims alone,” said Tibi, who also declared that Muslims must not allow Jews to “contaminate” the site.Tibi also said that Jerusalem – Israel’s capital city, and the home of the Knesset he serves in – will become a Muslim city in the future, ending what he termed “the Israeli occupation.”Other Arab MKs have been the focus of controversy as well. MK Jamal Zahalka of the Balad party has referred to Israeli policy as “apartheid,” and in April 2013 refused to condemn a terrorist’s slaying of an unarmed Jewish father-of-five, saying, “Settlers have no right to self-defense.”MK Hanin Zoabi of Balad was briefly banned from running for the 19th Knesset due to her participation in an attempt to break Israel’s naval blockade on Hamas by force. The Supreme Court later overturned the decision and allowed Zoabi to run.

The message is addressed above all to Christians and it aims to encourage peaceful co-existence with Muslims: “The different religious groups that have lived alongside each other peacefully for centuries, want to continue bringing peace to our country,” the Archbishop of Bangui said in the appeal.The appeal also expressed the hope that “the international community would intervene to guarantee security in the country’s capital and hinterland”. The violent clashes that are still taking place in many parts of the country have left thirty dead in the north west and twelve dead in the Bangassou area near the border with the Democratic Republic of Congo. In many villages. Self defence groups have been formed in many villages to mediate between civilians and pro-government Seleka militia in light of the attacks and armed conflicts.In mid September, a delegation led by the Archbishop of Bangui, Dieudonné Nzapalainga, went on a mission to the north of the country. The report issued at the end of the mission said that the situation between Bossangoa and Bouca is still chaotic. The violence began on 6 September when an Imam and his four children were killed. The archbishop appealed to the government to take on its responsibility to defend human rights and guarantee free movement across the national territory.Despite the efforts of Seleka’s soldiers and religious leaders, the situation in the Bossangoa area remains critical. Armed conflict continued throughout the entire duration of the guided tour led by Mgr. Nzapalainga. In the report, the mission’s members gave a list of 12 abandoned villages: “In Ndow Kette, the last village listed, more than fifty houses were burnt down”.The aim of the visit was for participants to meet with civilians and promote dialogue, with the authorities as well. After the meetings and celebrations held, the delegation noted that the numerous “acts of violence committed against non Muslims are worsening tensions among communities in all the cities and villages we passed through. Fortunately, religious leaders are working tirelessly in order to calm these tensions”.There is a medicine shortage and many dispensaries, pharmacies and hospitals have been looted. Many areas are also on the verge of famine as food supplies wear thin. What is more, the looting of fields and livestock means women can no longer go to work the land as they used to because it is too dangerous. The delegation led by the Archbishop of Bangui was escorted by soldiers of the Multinational Force of Central Africa (FOMAC) throughout its visit. But the report did end on a slightly positive note: “Our mission in Bossangoa went well despite the highly worrying security situation”.

BRUSSELS - The EU will meet its 2020 targets to reduce carbon emissions and increase use of renewable energy, according to a report by the bloc's environment agency.The report by the European Environment Agency (EEA), published on Wednesday (9 October), states that carbon emissions across the EU's 28 countries will be 21 percent lower than 1990 levels by 2020.The bloc is also on track towards its target for renewable energy consumption – renewables contributed 13 percent of final energy consumption in 2011, which should increase to 20 percent by 2020.The so-called "20-20-20" targets for reducing CO2 emissions, increasing renewables and energy efficiency, were agreed by EU leaders in 2007.However, the picture is more mixed in individual countries. No country is on track towards meeting all three targets, while none is underperforming in all three areas.The 15 EU countries who were part of the bloc pre-2004 are set to exceed their targets by 5.5 percent.Hans Bruyninckx, executive director of the EEA, urged governments to "ensure that they are not making choices today that become obstacles to a low carbon future."The commission is expected to propose the successor to the 2020 targets before the end of the year. It is expected to include a 40 percent cut in emissions by 2030.Six countries - Austria, Belgium, Finland, Ireland, Luxembourg and Spain - are set to miss the emissions target, with the report warning that "latest projections indicate that even additional measures planned at national level will not be sufficient."Meanwhile, just four member states - Bulgaria, Denmark, France and Germany - are making good progress in reducing energy consumption and primary energy intensity "Current policies are not sufficiently developed or implemented across the relevant sectors," said the report, adding that "this is due to insufficient enforcement as well as impacts arising from the economic crisis."
