Richard Dawkins: There’s nothing wrong with a little ‘mild pedophilia’

When he told his schoolmates, he learned he wasn’t alone – the man had abused some of his friends, too. But 60 years later, the famed atheist author of The God Delusion can’t bring himself to condemn the teacher’s actions.
Dawkins told The Times magazine last week that abuse like he and his classmates suffered causes “no lasting harm,” and that “mild pedophilia” or “touching up” shouldn’t be judged as harshly as rape or other crimes.
“I am very conscious that you can’t condemn people of an earlier era by the standards of ours,” Dawkins said. “Just as we don’t look back at the 18th and 19th centuries and condemn people for racism in the same way as we would condemn a modern person for racism, I look back a few decades to my childhood and see things like caning, like mild pedophilia, and can’t find it in me to condemn it by the same standards as I or anyone would today.”

Victims’ rights groups reacted with outrage to Dawkins’ comments. Peter Watt, director of child protection at the National Society for the Prevention of Cruelty to Children, said Dawkins’ remarks were “a terrible slight” to victims of childhood sexual abuse.“Mr. Dawkins seems to think that because a crime was committed a long time ago we should judge it in a different way,” Watt said. “But we know that the victims of sexual abuse suffer the same effects, whether it was 50 years ago or yesterday.”Peter Saunders, founder of the National Association for People Abused in Childhood and himself a victim of abuse, said, “Abuse in all its forms has always been wrong. Evil is evil and we have to challenge it whenever and wherever it occurs.”
But Dawkins doubled down on his remarks via social media Tuesday, taking to Twitter to argue that “’Mild touching up’ is bad. Raping 8-year-old wife to death is worse…Quantitative judgment vs. black/white.”
When users reacted with anger to the statement, he pressed on, writing, “Is anyone seriously denying that raping an 8-year-old to death is worse than putting a hand inside a child's clothes? Are you that ABSOLUTE?”
“Non-consensual sex is always bad. But raping an 8-year-old to death is quantitatively worse than ‘touching inappropriately,’” he added. “Shades of grey.”This is not the first time Dawkins has said something controversial about pedophilia. As Yom Kippur approaches, Rabbi Baruch Efrati of the Zayit neighbourhood in Efrat presents an overview of the main halachot (jewish laws) relevant to the holiest day in the Jewish year.

Before Yom Kippur
Ahead of Yom Kippur it is a positive commandment in the Torah return to Hashem, through confessing and regretting one's sins as well as pledging not to repeat them in the future.For sins between a person and Hashem the proper course is to confess the sin and ask for forgiveness privately and not disclose it to others.
If one has sinned against a friend, even if the friend isn't aware, he should nevertheless ask forgiveness from him. However if a person thinks the friend will respond angrily once he knows, he should refrain from asking for forgiveness in such a case.

Erev Yom Kippur
There is a custom on the eve of Yom Kippur to perform the kaparot ceremony, on either a chicken or money, it is even permitted to do kaparot with a credit card after making a donation. Kaparot, meaning atonement, is done by waving the said chicken, money or credit card around one's head whilst making the appropriate declaration that the chicken or money should achieve atonement.
Immersion in a Mikveh
there is also a custom to immerse in a mikveh (spiritual pool) although this is done without making a blessing.
It is a positive mitzvah to eat plenty of food on the eve of Yom Kippur with some explanations saying this comes to make the actual fast easier.
Lighting candles
Candles are lit with a blessing, as well as the blessing 'sheheheyanu.' A memorial candle should also be lit as well, which will be used to make havdalah, the ceremony which ends the day.  A father should then bless his children.A man should wrap himself in a tallit, (prayer shawl) before sunset reciting the appropriate blessing. It is also a custom to wear a kittle (white robe) or white clothes to appear like angels and to remind ourselves of the day of death which should awaken us to a spirit of repentance.One should not forget that this Yom Kippur is also a Shabbat and should remember to insert the appropriate additions to the order of the service.

Laws relating to the fast
The fast begins in the evening.On Yom Kippur one should refrain from five things: eating and drinking, washing, applying ointment, wearing leather shoes and engaging in marital relations.New mothers, pregnant women and people who are sick and find it hard to stand are permitted to wash as usual but only for reasons of health and hygiene and not for pleasure.For those who find it difficult to fast, it is permitted to chew gum that has no taste however it is preferable to avoid this.For all people washing for health reasons is permitted.
It is preferable to abstain from applying deodorant on Yom Kippur, however for a person who finds this difficult can apply a spray but may not apply any kind of ointment.One should refrain from touching his husband or wife at night however during the day one can be more lenient.It is permissible to wash children on the day of Yom Kippur if there is a need, but not using hot water. Children until the age of Bar Mitzvah are exempt from the fast, however we are accustomed to introduced boys and girls to a partial fast at ages 12 and 11 respectively.

Exemptions from the fast
A woman with a normal pregnancy must fast.A pregnant woman at any stage who feels a headache or noxious is permitted to drink a small amount from her hand in small measurements. If this does not help, she is permitted to drink as much as she needs.A pregnant woman having contractions  or whose water has broken, or who does not feel movement in her womb for over half an hour should drink in small measurements even without suffering a headache.A woman who has given birth within 72 hours is forbidden to fast.A woman who has given birth within a week of Yom Kippur whose doctors urge her to eat, must do so in small measurements, if this does not suffice she may eat us usual.A woman breastfeeding a child, who is concerned that her milk will dry up she fasts, is permitted to drink in small measurements.  Some authorities are strict in cases where the baby is able to drink synthetic milk.A sick person whose life is in danger should eat and drink immediately, this is also the law for a sick person in doubt whether their life is in danger. In such a situation this person does not need to ask a halachic authority and is permitted to eat immediately.An ill person not in danger who thinks that the fast will worsen their condition to the point of potential danger may eat in small measurements.Someone eating or drinking in small measurements is permitted to eat according to the size of a matchbox (30 cm) every seven minute and drink less than a cheek full of water every seven minutes.  It is preferable to eat or drink nourishing food. In a time of emergency where these measurements do not suffice it is permitted to every minute, this is preferable to drinking continuously.A sick person not in danger is permitted to swallow pain relief pills without water if there is a great need.A sick person with no danger must fast as usual. This includes headaches, foot ache and general weakness . In a case of doubt one should consult with a doctor in the community.Someone who eats on Yom Kippur does not make the kiddush blessing, but should add the prayer 'yaaleh vyaavoh'  and 'rtzei vhahlitzainu' to the blessing he makes after eating the food.

On the day of Yom Kippur
In the morning, one should wash their hands until the finger line.Kohanim (priests) should was their hands as usual for the morning service. If they have kept their hands clean they should refrain from an additional washing for the Musaf, (additional) service. However at the Neilah service which closes the day, Kohanim should wash once again.We are promised by God that Yom Kippur itself atones those repenting, therefore it is advised to concentrate ones energies and focus on this even if it is difficult.One who sees the fast as difficult and who cannot pray as a result, should lie down but should  not break the fast. This is true for one who cannot pray with a quorum of ten men or doesn't even pray at all.The husband of  a woman who finds the fast unbearable, should return home from the synagogue so that his wife can lie down and not expend her energy on other matters.

The end of the fast
At the maariv (evening prayers) one should add the prayer 'ata honantanu' to the Amida service.Havdalah is made on a candle lit from a flame that has been alight throughout Yom Kippur.After Yom Kippur, the blessing Kiddush Levanah is made over the moon.After the festival has finished, it is accustomed to engage with building the sukkah  even if it is only a symbolic gesture. After this, one is accustomed to eat and drink in a spirit of happiness.The day following Yom Kippur, one should wake up a little earlier than the usual time.
We should all be blessed for days of happiness and joy and the re building of the Temple speedily.

Syria made a formal bid Thursday to join the Chemical Weapons Convention. The UN welcomed the move, but said that it could take 30 days for Syria to become a member.Russia proposed Monday that Syria avoid a US military strike by surrendering control over its chemical weapons to the international community for eventual dismantling. Damascus quickly jumped at the offer. A Syrian rebel leader claims that the Assad regime has transferred chemical weapons to the Lebanese Shiite terrorist group Hezbollah amid talks to ensure the transfer of Syria’s WMDs to international authorities for destruction.According to a report in Saudi Arabia’s al-Watan newspaper, Syrian National Coalition member Kamal al-Labwani said the rebels obtained documents and testimony from a defector from one of the Syrian government’s chemical weapons research centers that indicate Syrian President Bashar Assad transferred roughly one metric ton of VX nerve gas to its ally, Hezbollah.Al-Labwani told al-Watan that he forwarded documentary proof of his claim to the US Embassy in Jordan and British intelligence in Doha. The al-Watan report could not be independently confirmed.Israel has repeatedly vowed to prevent Hezbollah’s acquisition of sophisticated weaponry, including chemical weapons. In January, Israeli fighter jets carried out an airstrike near a chemical weapons facility outside Damascus. US officials said the Israelis struck the military research center and a convoy next to it, which was carrying anti-aircraft weapons destined for the Islamic militant group Hezbollah in Lebanon.There was no indication in the report as to when the Assad regime transferred the chemical agent to the Lebanese terrorist group, but a CNN report published on Thursday quoted Free Syrian Army leader Salim Idriss claiming that the Syrian government began moving its chemical weapons stockpiles to Lebanon and Iraq.Baghdad rejected Idris’s claim, and Israeli officials who spoke to the news outlet said they had no indication that Assad had moved the WMDs to Lebanon or Iraq.The al-Watan report also emerged at the same time as the Syrian military unit running Assad’s chemical weapons program reportedly began scattering the regime’s stockpiles to as many as 50 sites across the country to confound American efforts to track them, the Wall Street Journal cited “American and Middle Eastern officials” as saying.“The movements of chemical weapons by Syria’s elite Unit 450 could complicate any US bombing campaign in Syria over its alleged chemical attacks,” the paper wrote, citing officials. “It also raises questions about implementation of a Russian proposal that calls for the regime to surrender control of its stockpile.”

According to US officials, American and Israeli officials are confident that they can still identify the locations of Assad’s chemical weapons sites, “but with less confidence than six months ago,” the paper wrote.

Western intelligence estimates that the Assad regime possesses roughly 1,000 metric tons of chemical and biological weapons.Efforts to arrive at a diplomatic resolution to the international crisis over Assad’s alleged chemical weapons use were set to continue Friday. UN envoy to Syria Lakhdar Brahimi was scheduled to meet with US Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov in Geneva, a UN official told Reuters.The American and Russian envoys met Thursday in the Swiss city to discuss a plan pushed by Moscow to forestall punitive American military action against Damascus for an alleged chemical weapons attack on August 21, which the Obama administration claims killed over 1,400 people.Kerry rejected Assad’s suggestion Thursday that he begin submitting data on his chemical weapons arsenal one month after signing an international chemical weapons ban.The US top diplomat said at a press conference that the turnover of weapons must be complete, verifiable and timely — “and finally, there ought to be consequences if it doesn’t take place.”

Kerry calls Syria chemical weapons talks 'constructive'

US Secretary of State John Kerry has described as "constructive" talks with his Russian counterpart Sergei Lavrov on securing Syria's chemical weapons.The two men began a second day of talks in Geneva by meeting UN-Arab League envoy Lakhdar Brahimi to discuss the wider issue of peace in Syria.Talks between Mr Kerry and Mr Lavrov on the weapons issue began on Thursday and could continue over the weekend.Mr Kerry said they were working hard to find "common ground".The BBC's Paul Adams in Geneva says this is a moment of diplomatic momentum over Syria that has not been seen for a couple of years and both parties want to make the most of that.Russian President Vladimir Putin on Friday called Damascus's decision to join the Chemical Weapons Convention "an important step towards the resolution of the Syrian crisis" and said it showed the "serious intention" of President Bashar al-Assad "to follow this path".
The leaders of Syria's other key allies, China and Iran - meeting at a regional summit in Kyrgyzstan - also welcomed President Assad's move.But Syrian rebels say it will not stop the killing. Free Syrian Army spokesperson Louay Moqdad told the BBC that Mr Assad still had plenty of conventional weapons at his disposal and was attempting to "buy time" with the help of the Russians.

Israel Aerospace Industries (IAI) is developing a new version of the “Arrow” missile that will be quicker and more accurate than its predecessors, an official said Thursday, according to Kol Yisrael radio.Speaking at a program as part of the annual Researchers’ Night at Tel Aviv University, the director of the Arrow 3 program at the IAI, Inbal Kreis, said that the new missile system will be able to intercept ballistic missiles at high altitudes, far beyond the borders of Israel.In February, the Ministry of Defense successfully carried out a flight test of the Arrow 3, in conjunction with the U.S. Missile Defense Agency.The Arrow 3, which is supposed to be an improved version of the Arrow 2 system, is part of the multi-layer defense system that is intended to protect the state of Israel, which also includes the Iron Dome system and the Magic Wand system.Iron Dome deals primarily with short range missiles, and has proven to be very successful, especially during last year’s Operation Pillar of Defense, when it was able to intercept 84% of the rockets and missiles fired at Israel by Gaza terrorists. Magic Wand will deal with the medium-range threat.Development of the Arrow 3 is expected to take two more years, whereas Magic Wand is due to become operational in 2014.

The previous generation of Arrow missiles became operational use 13 years ago and batteries are placed in different places throughout Israel.

Suicide Bombing Rocks US Consulate in Herat

A Taliban suicide bomber has detonated a huge blast outside the US Consulate in Afghan city of Herat.

The US Consulate in the Afghan city of Herat has been the target of a suicide bombing.In an email to CNN, the Taliban claimed responsibility for the attack of which details are continuing to emerge.According to media reports, a suicide bomber detonated a car bomb outside the consulate in the north west of the country at around dawn on Friday.An Afghan army spokesman was quoted as saying several Afghan police as well as a consulate guard were killed in the attack as Taliban gunmen opened fire after the bombing.US deputy State Department spokeswoman Marie Harf also said the attack including a fierce gunfight had badly damaged the front gate of the consulate."Full details are not known of the extent of the attack at this point, but the attack is currently over," Harf said. Herat had been relatively free of Taliban attacks following  a major US offensive against the terrorist group in 2001.

JERUSALEM (AP) — Israelis prepared for the holiest day of the Jewish calendar on Friday when the entire country grinds almost to a halt for Yom Kippur, Judaism’s day of atonement.Jews traditionally spend the solemn day fasting and asking God for forgiveness at intense prayer services in synagogues. It caps a 10-day period of soul-searching that began with Rosh Hashanah, the Jewish new year holiday.In Israel, the country virtually shuts down for Yom Kippur. Businesses, restaurants and offices close, and TV and radio stations go silent. Airports close and buses and trains stop running. Highways and roads become eerily quiet, devoid of vehicles.Yom Kippur is unique in Israel because it touches almost the entire country. A high portion of the secular population observes the fast — and even those who don’t fast tend to refrain from eating in public, and quietly watch movies or rest at home.Many secular, mostly younger, Israelis ride bicycles and skateboards through the empty roads in some areas.The Israeli military closed crossings with the West Bank for the holiday, which starts on Friday evening, citing “security assessments.”Israel has imposed West Bank closures during most Jewish holidays in recent years due to concerns that Palestinian militants could take advantage of the occasion to carry out attacks inside Israel.This year, the holiday marks 40 years to the 1973 Arab-Israel War, which Israelis call the Yom Kippur War because of the surprise attack launched by the Egyptian and Syrian armies against Israel that year.The war is etched deep in Israel’s collective psyche due to the heavy losses sustained in the fighting and because of the country’s lack of preparedness. For Israelis, it is one of the most traumatic events in their history. Security forces gear up for Yom Kippur

Israel Police forces, Border Patrol officers and volunteer policemen were on high alert for Yom Kippur, with a special emphasis on mixed cities, like Acre and Jaffa, and areas of high sensitivity like the Temple Mount, Police Commissioner Yohanan Danino said Thursday.In addition, the West Bank was placed under closure starting Thursday night, until Saturday evening when the Day of Atonement comes to an end.

In Jerusalem, forces were to spread out across the city, securing synagogues, the Western Wall, areas along the seamline and those prone to violent demonstrations, and set up roadblocks leading from the eastern part of the city. ABU DIS, West Bank (AP) — In 1993, the words rang hopeful and historic. Israel and the PLO agreed “it is time to put an end to decades of confrontation and conflict,” live in peaceful coexistence and reach a “just, lasting and comprehensive peace settlement.”Twenty years later, the words that launched Israeli-Palestinian talks on dividing the Holy Land into two states ring hollow to many on both sides. Negotiators say mistakes they made then are causing damage to this day.Palestinians seem no closer now than they were 20 years ago to a state in the West Bank, Gaza Strip and East Jerusalem, and some argue they are worse off. The number of Israeli settlers has doubled. East Jerusalem is cut off by an Israeli barrier. Gaza, ruled by the Islamic terror group Hamas since 2007, is turning into a distinct enclave.Many Israelis, scarred by Palestinian suicide bombings and rocket fire from Gaza, are skeptical of the other side’s intentions and believe the politically divided Palestinians cannot carry out a peace deal, even if one is reached.The Declaration of Principles, sealed with a handshake on the White House lawn on September 13, 1993, was hailed as a breakthrough in the century-old conflict between Arabs and Jews. It was the first of a series of agreements — known as the Oslo Accords, after the secret talks in Norway that led to them — that created the Palestinian Authority and set up self-rule areas in the Palestinian territories.It also produced broken promises, bouts of violence and two failed attempts to negotiate a final peace deal.Former Palestinian negotiator Ahmed Qurei said that if he knew then what he knows now he wouldn’t have agreed to the accords.“With such kinds of blocs of settlements? No. With the closure of Jerusalem? No. Not at all,” Qurei said in an interview at his office in the Jerusalem suburb of Abu Dis.Qurei’s Israeli counterpart in those secret talks, former deputy foreign minister Yossi Beilin, said it was a mistake to allow for a five-year interim period of Palestinian autonomy. This, he said, gave veto powers to hard-liners — Hamas on the Palestinian side, settlers and right-wing politicians on the Israeli side.“It was a foolish idea. We had to get immediately to a permanent agreement, as we did with Egypt, as we did with Jordan, rather than to open up the process for the oppositions on both sides,” Beilin said.The negotiators should have seized a “moment of grace” in 1993, he said. But Beilin noted that Israel’s then-prime minister, Yitzhak Rabin, feared failure if he moved too quickly.Last month, Israelis and Palestinians launched a third attempt to negotiate a peace deal, prodded by US Secretary of State John Kerry.Kerry hasn’t said whether he’s breaking the Oslo formula of bilateral talks, with US mediation, on borders, security arrangements, partition of Jerusalem and the fate of Palestinian refugees.Critics say its fundamental flaw was the guiding principle that “nothing is agreed on until everything is agreed on.”That was meant to encourage negotiators to be fearless. Instead, it linked the two most difficult issues — Jerusalem holy sites and Palestinian refugees — to those where progress was made.“You can agree on borders … and security, but if you don’t agree on the right of return [of refugees] or who owns the Temple Mount, then everything else is held hostage to it,” said Israeli analyst Yossi Alpher.Israeli Yair Hirschfeld and Palestinian Samih al-Abed, academics and former Oslo negotiators, have proposed defining the end point of the negotiations now, with international guarantees.The Palestinians would be assured they will end up with the same amount of land Israel captured in 1967 and with a capital in east Jerusalem. But the actual borders, including land swaps, will be left to negotiations.In exchange for such certainty, the two sides would negotiate partial agreements — on a fast track for security, economic relations and borders, and on a slower one for tougher issues. The Oslo motto would be turned on its head, becoming: “What has been agreed upon will be implemented.”This approach, outlined in a March 2013 paper by Rice University’s Baker Institute for Public Policy, was shown to Kerry when he visited the West Bank, said Edward Djerejian, the institute’s founding director.Al-Abed, still a negotiator, and Kerry “went over the report and Kerry made notations in the margins,” said Djerejian, a former US diplomat. “If you see things in the report and Kerry’s approach, you see some similarities.”State Department officials were not immediately available for comment on the issue.

Palestinian President Mahmoud Abbas has come out against partial agreements, fearing that what is billed as provisional could become permanent. Israeli Prime Minister Benjamin Netanyahu has been unwilling to accept the 1967 lines as a starting point and has refused to consider a partition of Jerusalem.In recent years, the Palestinians fought to correct what they see as the cardinal sin of Oslo: agreeing to negotiate while Israel expands settlements on the lands it captured in 1967. Since 1993, the number of settlers in the West Bank and east Jerusalem has doubled to more than half a million, making partition more difficult.Former negotiator Ghassan Khatib said the settlement blunder was in part the fault of the Palestinian leadership under Yasser Arafat, dominated by exiles who knew little about Israel.The international community has demanded Israel halt settlement construction, but Kerry was unable to get Netanyahu to comply and instead persuaded the Palestinians to negotiate, once again, without a freeze.Over the past 20 years, both sides have traded blame over the failures.Palestinians say they made a major concession up front when they recognized Israel in the 1967 frontiers and settled for 22 percent of historical Palestine. Instead of negotiating in good faith, Israel tried to “take more from the empty pockets of the Palestinians” through settlement building, said Qurei.

Israelis say Palestinians have used violence to try to extract concessions.One of the main products of the Oslo Accords has survived — the Palestinian self-rule government in 38 percent of the West Bank, propped up by foreign aid.It has built institutions praised as worthy of a state and became a stepping stone to international recognition, such as UN General Assembly’s acceptance of a state of Palestine. Yet it’s also seen as an inadvertent means of perpetuating Israeli control.Khatib said Palestinians lost more than they gained. “In the end, we could not achieve our legitimate objective of independence and ending the occupation,” he said.

On Interim Self-Government Arrangements
(September 13, 1993)

The Government of the State of Israel and the P.L.O. team (in the Jordanian-Palestinian delegation to the Middle East Peace Conference) (the "Palestinian Delegation"), representing the Palestinian people, agree that it is time to put an end to decades of confrontation and conflict, recognize their mutual legitimate and political rights, and strive to live in peaceful coexistence and mutual dignity and security and achieve a just, lasting and comprehensive peace settlement and historic reconciliation through the agreed political process. Accordingly, the, two sides agree to the following principles:

ARTICLE I
AIM OF THE NEGOTIATIONS
The aim of the Israeli-Palestinian negotiations within the current Middle East peace process is, among other things, to establish a Palestinian Interim Self-Government Authority, the elected Council (the "Council"), for the Palestinian people in the West Bank and the Gaza Strip, for a transitional period not exceeding five years, leading to a permanent settlement based on Security Council Resolutions 242 and 338.It is understood that the interim arrangements are an integral part of the whole peace process and that the negotiations on the permanent status will lead to the implementation of Security Council Resolutions 242 and 338. 
ARTICLE II
FRAMEWORK FOR THE INTERIM PERIOD The agreed framework for the interim period is set forth in this Declaration of Principles.
ARTICLE III
ELECTIONS
In order that the Palestinian people in the West Bank and Gaza Strip may govern themselves according to democratic principles, direct, free and general political elections will be held for the Council under agreed supervision and international observation, while the Palestinian police will ensure public order. An agreement will be concluded on the exact mode and conditions of the elections in accordance with the protocol attached as Annex I, with the goal of holding the elections not later than nine months after the entry into force of this Declaration of Principles.These elections will constitute a significant interim preparatory step toward the realization of the legitimate rights of the Palestinian people and their just requirements. ARTICLE IV
JURISDICTION Jurisdiction of the Council will cover West Bank and Gaza Strip territory, except for issues that will be negotiated in the permanent status negotiations. The two sides view the West Bank and the Gaza Strip as a single territorial unit, whose integrity will be preserved during the interim period.
ARTICLE V
TRANSITIONAL PERIOD AND PERMANENT STATUS NEGOTIATIONS The five-year transitional period will begin upon the withdrawal from the Gaza Strip and Jericho area.
Permanent status negotiations will commence as soon as possible, but not later than the beginning of the third year of the interim period, between the Government of Israel and the Palestinian people representatives.
It is understood that these negotiations shall cover remaining issues, including: Jerusalem, refugees, settlements, security arrangements, borders, relations and cooperation with other neighbors, and other issues of common interest.The two parties agree that the outcome of the permanent status negotiations should not be prejudiced or preempted by agreements reached for the interim period.
ARTICLE VI
PREPARATORY TRANSFER OF POWERS AND RESPONSIBILITIES
Upon the entry into force of this Declaration of Principles and the withdrawal from the Gaza Strip and the Jericho area, a transfer of authority from the Israeli military government and its Civil Administration to the authorised Palestinians for this task, as detailed herein, will commence. This transfer of authority will be of a preparatory nature until the inauguration of the Council.Immediately after the entry into force of this Declaration of Principles and the withdrawal from the Gaza Strip and Jericho area, with the view to promoting economic development in the West Bank and Gaza Strip, authority will be transferred to the Palestinians on the following spheres: education and culture, health, social welfare, direct taxation, and tourism. The Palestinian side will commence in building the Palestinian police force, as agreed upon. Pending the inauguration of the Council, the two parties may negotiate the transfer of additional powers and responsibilities, as agreed upon.
ARTICLE VII
INTERIM AGREEMENT
The Israeli and Palestinian delegations will negotiate an agreement on the interim period (the "Interim Agreement")The Interim Agreement shall specify, among other things, the structure of the Council, the number of its members, and the transfer of powers and responsibilities from the Israeli military government and its Civil Administration to the Council. The Interim Agreement shall also specify the Council's executive authority, legislative authority in accordance with Article IX below, and the independent Palestinian judicial organs.The Interim Agreement shall include arrangements, to be implemented upon the inauguration of the Council, for the assumption by the Council of all of the powers and responsibilities transferred previously in accordance with Article VI above.In order to enable the Council to promote economic growth, upon its inauguration, the Council will establish, among other things, a Palestinian Electricity Authority, a Gaza Sea Port Authority, a Palestinian Development Bank, a Palestinian Export Promotion Board, a Palestinian Environmental Authority, a Palestinian Land Authority and a Palestinian Water Administration Authority, and any other Authorities agreed upon, in accordance with the Interim Agreement that will specify their powers and responsibilities.After the inauguration of the Council, the Civil Administration will be dissolved, and the Israeli military government will be withdrawn.
ARTICLE VIII
PUBLIC ORDER AND SECURITY
In order to guarantee public order and internal security for the Palestinians of the West Bank and the Gaza Strip, the Council will establish a strong police force, while Israel will continue to carry the responsibility for defending against external threats, as well as the responsibility for overall security of Israelis for the purpose of safeguarding their internal security and public order.
ARTICLE IX
LAWS AND MILITARY ORDERS
The Council will be empowered to legislate, in accordance with the Interim Agreement, within all authorities transferred to it.Both parties will review jointly laws and military orders presently in force in remaining spheres.
ARTICLE X
JOINT ISRAELI-PALESTINIAN LIAISON COMMITTEE
In order to provide for a smooth implementation of this Declaration of Principles and any subsequent agreements pertaining to the interim period, upon the entry into force of this Declaration of Principles, a Joint Israeli-Palestinian Liaison Committee will be established in order to deal with issues requiring coordination, other issues of common interest, and disputes.
ARTICLE XI
ISRAELI-PALESTINIAN COOPERATION IN ECONOMIC FIELDS
Recognizing the mutual benefit of cooperation in promoting the development of the West Bank, the Gaza Strip and Israel, upon the entry into force of this Declaration of Principles, an Israeli-Palestinian Economic Cooperation Committee will be established in order to develop and implement in a cooperative manner the programs identified in the protocols attached as Annex III and Annex IV .
ARTICLE XII
LIAISON AND COOPERATION WITH JORDAN AND EGYPT
The two parties will invite the Governments of Jordan and Egypt to participate in establishing further liaison and cooperation arrangements between the Government of Israel and the Palestinian representatives, on the one hand, and the Governments of Jordan and Egypt, on the other hand, to promote cooperation between them. These arrangements will include the constitution of a Continuing Committee that will decide by agreement on the modalities of admission of persons displaced from the West Bank and Gaza Strip in 1967, together with necessary measures to prevent disruption and disorder. Other matters of common concern will be dealt with by this Committee.
ARTICLE XIII
REDEPLOYMENT OF ISRAELI FORCES
After the entry into force of this Declaration of Principles, and not later than the eve of elections for the Council, a redeployment of Israeli military forces in the West Bank and the Gaza Strip will take place, in addition to withdrawal of Israeli forces carried out in accordance with Article XIV.In redeploying its military forces, Israel will be guided by the principle that its military forces should be redeployed outside populated areas.Further redeployments to specified locations will be gradually implemented commensurate with the assumption of responsibility for public order and internal security by the Palestinian police force pursuant to Article VIII above.
ARTICLE XIV
ISRAELI WITHDRAWAL FROM THE GAZA STRIP AND JERICHO AREA
Israel will withdraw from the Gaza Strip and Jericho area, as detailed in the protocol attached as Annex II.
ARTICLE XV
RESOLUTION OF DISPUTES
Disputes arising out of the application or interpretation of this Declaration of Principles. or any subsequent agreements pertaining to the interim period, shall be resolved by negotiations through the Joint Liaison Committee to be established pursuant to Article X above.Disputes which cannot be settled by negotiations may be resolved by a mechanism of conciliation to be agreed upon by the parties.The parties may agree to submit to arbitration disputes relating to the interim period, which cannot be settled through conciliation. To this end, upon the agreement of both parties, the parties will establish an Arbitration Committee.
ARTICLE XVI
ISRAELI-PALESTINIAN COOPERATION CONCERNING REGIONAL PROGRAMS
Both parties view the multilateral working groups as an appropriate instrument for promoting a "Marshall Plan", the regional programs and other programs, including special programs for the West Bank and Gaza Strip, as indicated in the protocol attached as Annex IV .
ARTICLE XVII
MISCELLANEOUS PROVISIONS
This Declaration of Principles will enter into force one month after its signing.
All protocols annexed to this Declaration of Principles and Agreed Minutes pertaining thereto shall be regarded as an integral part hereof.Done at Washington, D.C., this thirteenth day of September, 1993.

ANNEX I
PROTOCOL ON THE MODE AND CONDITIONS OF ELECTIONS
Palestinians of Jerusalem who live there will have the right to participate in the election process, according to an agreement between the two sides.In addition, the election agreement should cover, among other things, the following issues:the system of elections;the mode of the agreed supervision and international observation and their personal composition; andrules and regulations regarding election campaign, including agreed arrangements for the organizing of mass media, and the possibility of licensing a broadcasting and TV station.
The future status of displaced Palestinians who were registered on 4th June 1967 will not be prejudiced because they are unable to participate in the election process due to practical reasons.
ANNEX II
PROTOCOL ON WITHDRAWAL OF ISRAELI FORCES FROM THE GAZA STRIP AND JERICHO AREA
The two sides will conclude and sign within two months from the date of entry into force of this Declaration of Principles, an agreement on the withdrawal of Israeli military forces from the Gaza Strip and Jericho area. This agreement will include comprehensive arrangements to apply in the Gaza Strip and the Jericho area subsequent to the Israeli withdrawal.Israel will implement an accelerated and scheduled withdrawal of Israeli military forces from the Gaza Strip and Jericho area, beginning immediately with the signing of the agreement on the Gaza Strip and Jericho area and to be completed within a period not exceeding four months after the signing of this agreement.The above agreement will include, among other things:Arrangements for a smooth and peaceful transfer of authority from the Israeli military government and its Civil Administration to the Palestinian representatives.Structure, powers and responsibilities of the Palestinian authority in these areas, except: external security, settlements, Israelis, foreign relations, and other mutually agreed matters.Arrangements for the assumption of internal security and public order by the Palestinian police force consisting of police officers recruited locally and from abroad holding Jordanian passports and Palestinian documents issued by Egypt). Those who will participate in the Palestinian police force coming from abroad should be trained as police and police officers.A temporary international or foreign presence, as agreed upon.Establishment of a joint Palestinian-Israeli Coordination and Cooperation Committee for mutual security purposes.An economic development and stabilization program, including the establishment of an Emergency Fund, to encourage foreign investment, and financial and economic support. Both sides will coordinate and cooperate jointly and unilaterally with regional and international parties to support these aims.
Arrangements for a safe passage for persons and transportation between the Gaza Strip and Jericho area.
The above agreement will include arrangements for coordination between both parties regarding passages:
Gaza - Egypt; and Jericho - Jordan.The offices responsible for carrying out the powers and responsibilities of the Palestinian authority under this Annex II and Article VI of the Declaration of Principles will be located in the Gaza Strip and in the Jericho area pending the inauguration of the Council.Other than these agreed arrangements, the status of the Gaza Strip and Jericho area will continue to be an integral part of the West Bank and Gaza Strip, and will not be changed in the interim period.
ANNEX III
PROTOCOL ON ISRAELI-PALESTINIAN COOPERATION IN ECONOMIC AND DEVELOPMENT PROGRAMS
The two sides agree to establish an Israeli-Palestinian continuing Committee for Economic Cooperation, focusing, among other things, on the following:Cooperation in the field of water, including a Water Development Program prepared by experts from both sides, which will also specify the mode of cooperation in the management of water resources in the West Bank and Gaza Strip, and will include proposals for studies and plans on water rights of each party, as well as on the equitable utilization of joint water resources for implementation in and beyond the interim period.Cooperation in the field of electricity, including an Electricity Development Program, which will also specify the mode of cooperation for the production, maintenance, purchase and sale of electricity resources.Cooperation in the field of energy, including an Energy Development Program, which will provide for the exploitation of oil and gas for industrial purposes, particularly in the Gaza Strip and in the Negev, and will encourage further joint exploitation of other energy resources. This Program may also provide for the construction of a Petrochemical industrial complex in the Gaza Strip and the construction of oil and gas pipelines.Cooperation in the field of finance, including a Financial Development and Action Program for the encouragement of international investment in the West Bank and the Gaza Strip, and in Israel, as well as the establishment of a Palestinian Development Bank.
Cooperation in the field of transport and communications, including a Program, which will define guidelines for the establishment of a Gaza Sea Port Area, and will provide for the establishing of transport and communications lines to and from the West Bank and the Gaza Strip to Israel and to other countries. In addition, this Program will provide for carrying out the necessary construction of roads, railways, communications lines, etc.Cooperation in the field of trade, including studies, and Trade Promotion Programs, which will encourage local, regional and inter-regional trade, as well as a feasibility study of creating free trade zones in the Gaza Strip and in Israel, mutual access to these zones, and cooperation in other areas related to trade and commerce.Cooperation in the field of industry, including Industrial Development Programs, which will provide for the establishment of joint Israeli- Palestinian Industrial Research and Development Centers, will promote Palestinian-Israeli joint ventures, and provide guidelines for cooperation in the textile, food, pharmaceutical, electronics, diamonds, computer and science-based industries.A program for cooperation in, and regulation of, labor relations and cooperation in social welfare issues.A Human Resources Development and Cooperation Plan, providing for joint Israeli-Palestinian workshops and seminars, and for the establishment of joint vocational training centers, research institutes and data banks.An Environmental Protection Plan, providing for joint and/or coordinated measures in this sphere.
A program for developing coordination and cooperation in the field of communication and media.Any other programs of mutual interest.
ANNEX IV

PROTOCOL ON ISRAELI-PALESTINIAN COOPERATION CONCERNING REGIONAL DEVELOPMENT PROGRAMS The two sides will cooperate in the context of the multilateral peace efforts in promoting a Development Program for the region, including the West Bank and the Gaza Strip, to be initiated by the G-7. The parties will request the G-7 to seek the participation in this program of other interested states, such as members of the Organisation for Economic Cooperation and Development, regional Arab states and institutions, as well as members of the private sector.
The Development Program will consist of two elements:

• an Economic Development Program for the 'West Bank and the Gaza Strip.
• a Regional Economic Development Program.

The Economic Development Program for the West Bank and the Gaza strip will consist of the following elements:

• A Social Rehabilitation Program, including a Housing and Construction Program.
• A Small and Medium Business Development Plan.
• An Infrastructure Development Program (water, electricity, transportation and communications, etc.)
• A Human Resources Plan.
• Other programs.

The Regional Economic Development Program may consist of the following elements:

• The establishment of a Middle East Development Fund, as a first step, and a Middle East Development Bank, as a second step.
• The development of a joint Israeli-Palestinian-Jordanian Plan for coordinated exploitation of the Dead Sea area.
• The Mediterranean Sea (Gaza) - Dead Sea Canal.
• Regional Desalinization and other water development projects.
• A regional plan for agricultural development, including a coordinated regional effort for the prevention of desertification.
• Interconnection of electricity grids.
• Regional cooperation for the transfer, distribution and industrial exploitation of gas, oil and other energy resources.
• A Regional Tourism, Transportation and Telecommunications Development Plan.
• Regional cooperation in other spheres.

The two sides will encourage the multilateral working groups, and will coordinate towards their success. The two parties will encourage intersessional activities, as well as pre-feasibility and feasibility studies, within the various multilateral working groups.
AGREED MINUTES TO THE DECLARATION OF PRINCIPLES ON INTERIM SELF-GOVERNMENT ARRANGEMENTS
A. GENERAL UNDERSTANDINGS AND AGREEMENTS
Any powers and responsibilities transferred to the Palestinians pursuant to the Declaration of Principles prior to the inauguration of the Council will be subject to the same principles pertaining to Article IV, as set out in these Agreed Minutes below.
B. SPECIFIC UNDERSTANDINGS AND AGREEMENTS
Article IV
It is understood that:
Jurisdiction of the Council will cover West Bank and Gaza Strip territory, except for issues that will be negotiated in the permanent status negotiations: Jerusalem, settlements, military locations, and Israelis.
The Council's jurisdiction will apply with regard to the agreed powers, responsibilities, spheres and authorities transferred to it.
Article VI (2)
It is agreed that the transfer of authority will be as follows:
The Palestinian side will inform the Israeli side of the names of the authorised Palestinians who will assume the powers, authorities and responsibilities that will be transferred to the Palestinians according to the Declaration of Principles in the following fields: education and culture, health, social welfare, direct taxation, tourism, and any other authorities agreed upon.It is understood that the rights and obligations of these offices will not be affected.Each of the spheres described above will continue to enjoy existing budgetary allocations in accordance with arrangements to be mutually agreed upon. These arrangements also will provide for the necessary adjustments required in order to take into account the taxes collected by the direct taxation office.
Upon the execution of the Declaration of Principles, the Israeli and Palestinian delegations will immediately commence negotiations on a detailed plan for the transfer of authority on the above offices in accordance with the above understandings.
Article VII (2)
The Interim Agreement will also include arrangements for coordination and cooperation.
Article VII (5)
The withdrawal of the military government will not prevent Israel from exercising the powers and responsibilities not transferred to the Council.
Article VIII
It is understood that the Interim Agreement will include arrangements for cooperation and coordination between the two parties in this regard. It is also agreed that the transfer of powers and responsibilities to the Palestinian police will be accomplished in a phased manner, as agreed in the Interim Agreement.
Article X
It is agreed that, upon the entry into force of the Declaration of Principles, the Israeli and Palestinian delegations will exchange the names of the individuals designated by them as members of the Joint Israeli-Palestinian Liaison Committee.It is further agreed that each side will have an equal number of members in the Joint Committee. The Joint Committee will reach decisions by agreement. The Joint Committee may add other technicians and experts, as necessary. The Joint Committee will decide on the frequency and place or places of its meetings.
Annex II
It is understood that, subsequent to the Israeli withdrawal, Israel will continue to be responsible for external security, and for internal security and public order of settlements and Israelis.
