The sonorous call of the ram's horn – the Shofar – will herald the start of Rosh HaShanah (Jewish New Year) and the festive Hebrew month of Tishrei on Wednesday evening. This year the two days of the Rosh HaShanah holiday, Thursday and Friday, are followed by the Sabbath (Shabbat), creating a three-day weekend for Jews around the world.Hebrew calendar days begin from the previous evening; therefore, in accordance with Jewish Law, Arutz Sheva staff will be offline until the end of Shabbat, on Saturday night.
Special foods are served at the holiday meal, including an apple dipped in honey to signify a "sweet new year." Various other dishes are also served throughout the festival meals, symbolizing blessings for fertility, victory over our enemies, strength and being at the “head and not the tail” (“rosh” in Hebrew is head), among others.Due to the Sabbath, the day-long Fast of Gedaliah, which traditionally follows the holiday, is delayed until Sunday. The fast commemorates the end of Jewish rule in the Land of Israel after the assassination of the Babylonian-appointed leader of the Jewish community, following the destruction of the First Holy Temple approximately 2,500 years ago.
10 Days of Repentance
Rosh HaShanah also kicks off the 10-day period known as the Ten Days of Repentance that culminating with the holiest day of the Jewish calendar: Yom Kippur, the Day of Atonement, which this year begins on Friday evening, September 13.The Jewish New Year is a time for celebration, but also a time of great introspection, and taking inventory of one's relationship with G-d and with one's fellow man.Based on the commandment in Bamidbar/Numbers 29:1, one hundred shofar blasts are dramatically sounded throughout the prayers, “awakening” us to improve our ways.The “tashlich” prayer is customarily recited on the second day of the holiday over a body of flowing water in which fish are swimming, as a symbolic prayer for God to “cast away” one's sins.Yom Kippur is the only Jewish fast that is not postponed in deference to the holy Sabbath. The US has armed forces and capacities. Russia and China have overt and covert interests, but Europe is the real player.Despite the criticism and the slowness, awkwardness and contradictory interests of its member states, it is still the only player truly changing and affecting the Middle East.No wonder then that most of the region’s peace initiatives have been linked to Europe, from Rhodes in 1949, via Madrid, to Oslo and the Geneva accord in 2003.The US is needed to close the deal, but without Europe nothing can be started. That is why, while all shallow glances are directed at US secretary of state John Kerry, well-informed observers instead look to Europe.The introduction of the recent European guidelines, which distinguish legitimate Israel in its internationally recognised borders (the Green Line) from its expansionist satellite settlements built after 1967, constitute a wise, just and balanced decision.They exclude Israeli activities in the territories occupied by Israel since June 1967 from EU grants, prizes and loans.The first test of these guidelines’ implementation will be the ongoing negotiations between the European Union and Israel on Israel’s participation in Horizon 2020, the EU's research programme for the next seven years.Israel will need to agree to the implementation of Horizon 2020 in accordance with these guidelines, something Israeli officials have repeatedly said it would not do.It is important that EU foreign ministers, when they meet informally (at the "Gymnich") on 6 September in Vilnius do not send a signal the EU will back-track from these important rules.Over the years, we Israelis have fallen in love with a reality that enables us to have occupation without paying the price for it.
Numerous Israeli governments fell blindly into their own traps and actually believed the hollow and senseless rhetoric that labels anyone not in support of the settlement policy as anti-Israeli, and anyone who is anti-Israeli as anti-Semitic, a way of delegitimising legitimate criticism.Then along came the Europeans and said: "Sorry, but we beg to differ. Israel is a legitimate state, but some of its actions are blatantly illegitimate and illegal. Therefore, both by the force of our values and out of sincere concern for Israel’s future, its well-being and security, we reject this distorted and dangerous reasoning of the Israeli right-wing that Israel equals Greater Israel, and we make this distinction: Israel, Yes. Settlements, No."It should be noted, Europe has been very consistent and has never recognised the "facts on the ground' of Israel's occupation.
For Europe, the borders as they were prior to the 1967 occupation are a legal principle and political reference point that has never been blurred.No change of government in any member state, from conservative to socialist and vice versa, has ever changed this basic fact.Meanwhile, Israel misinterpreted the world’s slow reaction to its illegal facts on the ground.It did not read the writing on the wall.With its arrogance vis-a-vis the outside world and its embarrassing political acquiescence toward its own public opinion, toward the settlers, it has ignored all warnings, even those sounded by its friends and supporters.
Now, as it is increasingly forced to pay the price for so many years of ignorance, it sings again the only tune it knows: "They are anti-Semites."Contrary to what many in Israel believe, political Europe is neither anti-Semitic nor anti-Israeli.It is simply … European.Beyond internal controversy, conflicting interests and the private history of each of its member states regarding the Middle East, Europe is busy establishing itself and its environment, with its traditional thoroughness.It faces real threats and is committed to promoting the common values of self-determination, democracy, human and civil rights, tolerance, multi-culturalism and the negation of colonialism and discrimination.These values are vital to its own existence.This is realpolitik at its best.Not the US, but Europe is the player positioned at the frontline, in constant friction with the realities of the countries around it.In this sense the Middle East conflict, with all its political and religious dimensions, is not distant foreign policy for Europe. Often, it entails burning internal issues.The new European guidelines and their implementation will not traumatise or hurt Israel.Our government will not fall, crowds will not flood the streets, Israelis will not cease to do business or spend their holidays in their beloved, nearby, Europe.
On the contrary, the clear distinction between Israel and the land it occupies or has partly annexed will do us good. This is the unavoidable and necessary prologue to evacuating the settlements themselves.That time will also come and it will be much easier and more acceptable than people tend to imagine.On this occasion, as Europe takes steps to implement its values, we should look ahead and think of the next milestone: June 2017 will mark 50 years since the 1967 War, the beginning of Israel’s military occupation of the West Bank, East Jerusalem and the Gaza Strip.Occupation must, by definition, be temporary.History has never known a temporary situation that lasts five decades and which is evil and violent.Europe must now have the courage and vision to guide the international community in its efforts to resolve the Israeli-Palestinian conflict. EU clamps down on shadow banking

BRUSSELS - EU financial services commissioner Michel Barnier on Wednesday (4 September) laid out plans to regulate the opaque shadow banking sector, saying that it should no longer be beyond "clear supervision."The shadow banking sector sees firms offering bank-like credit services, involving a range of financial products, but doing so outside the regular banking structure.The total value of shadow banking assets held across the world is estimated at €51 trillion, representing over 25 percent of the total financial system. Of this, eurozone countries account for €16.8 trillion while the UK accounts for €6.8 trillion.
Barnier said that he was "not pointing an accusing finger, but it should work smoothly´.""Nobody should be able to escape the clutches of clear and efficient supervision," he added.First in the commission's line of fire are money market funds (MMFs), used by banks and big companies to invest their surplus cash for short periods of time. Firms see MMFs as an easy way to turn quick profit, while regulators are concerned that the funds are too interconnected with the banking sector.The commission wants all funds domiciled or marketed in the EU to build up capital buffers worth at least 3 percent of the assets they manage, leaving them better equipped to absorb losses if large numbers of panicked investors try to get their money at the same time.Commission officials indicated that the 3 percent capital requirement would guard against a run on a fund, highlighting a case where the value of one U.S. fund "broke the buck" and fell below $1 per share.
"What makes them so dangerous is the trigger point," one official noted, adding that without establishing capital buffers the funds "cannot honour their promises if there is a serious default event."The regulation would also require funds to keep a minimum amount of liquid assets and place limits on their investments.
However, the proposal does not go far enough for France and Germany, nor for the European Systemic Risk Board (ESRB) - an EU agency tasked with identifying potential dangers to financial market stability.
The ESRB warned that money market funds constituted a "considerable risk" to market stability and advocated a total ban."I'm not here to shuffle paper for council (representing member states) and the European Parliament," said Barnier when questioned on the matter, adding that "we believe that this is something that is important to our economy rather than a formal and brutal ban."The commission's proposals were "very well designed", Frederic Hache, an analyst with Finance Watch, told EUobserver, adding that shadow banking had played "a very big part" in driving the 2008 financial crisis."Shadow banking is so interconnected with the regular banking sector that contagion spreads very quickly", he said.He also dismissed the suggestion that the regulation would drive money market funds away from the EU."The cash buffer may reduce the attractiveness of funds with a constant net asset value relative to other funds but the new framework should make money market funds in general more robust and attractive to investors," he said. The issue is also on the agenda at this week's G20 meeting in St. Petersburg. Finance ministers are expected to back recommendations on how to regulate the sector by the Swiss-based Financial Stability Board (FSB).

New Snowden documents say NSA can break common Internet encryption

SAN FRANCISCO (Reuters) - The U.S. National Security Agency has secretly developed the ability to crack or circumvent commonplace Internet encryption used to protect everything from email to financial transactions, according to media reports citing documents obtained by former NSA contractor Edward Snowden.The Guardian, The New York Times and journalistic nonprofit ProPublica reported on Thursday that the U.S. intelligence agency used a variety of means, ranging from the insertion of "back doors" in popular tech products and services, to supercomputers, secret court orders and the manipulation of international processes for setting encryption standards.The publications said the NSA and its British partner Government Communications Headquarters (GCHQ) reported making strides against Secure Sockets Layer technology, which protects millions of websites beginning in "Https," and virtual private networks, which are common for remote office workers and for people seeking to obscure their locations.Privacy advocates have succeeded in convincing Google Inc, Facebook Inc and other popular service providers to turn on SSL for all of their users, but the new disclosures suggest that the effort could be futile against the NSA.The Times and ProPublica cited an intelligence document saying the NSA spends more than $250 million a year on its "Sigint Enabling Project," which "actively engages the U.S. and foreign IT industries to covertly influence and/or overtly leverage their commercial products' designs" to make them "exploitable."It is unclear from the articles how often technology companies voluntarily agreed to allow covert access to their offerings through back doors and how often the NSA compelled them to do so through secret court orders.The New York Times and ProPublica said they were asked not to publish their findings by intelligence officials who argued that their foreign targets might switch to newer forms of encryption or communications if the NSA tactics were revealed."Some specific facts" were removed, the New York Times said. The articles do not say which mainstream encryption systems have been effectively broken.The undertaking, codenamed Bullrun, followed the abandonment in 1990s of a U.S. effort to force back doors into services through what was called the Clipper Chip.Back doors in software or hardware allow for access that is typically unseen by the user.
Because the NSA has great expertise and is charged with protecting U.S. assets as well as spying electronically, it has been a frequent contributor to public processes for choosing security techniques. That could now come to a halt.The disclosure that the NSA succeeded in subverting some unspecified processes for setting security standards is likely to enrage those who were willing to allow the defensive experts from the agency to participate in vetting proposals.Previous disclosures by Snowden included an order from the Foreign Intelligence Surveillance Court, which meets in secret, compelling phone company Verizon Communications Inc to turn over all records showing which U.S. numbers called which.A small seller of encrypted email services that Snowden used, Lavabit LLC, shut down last month rather than comply with secret order that it said would impact all of its users."Without Congressional action or a strong judicial precedent, I would strongly recommend against anyone trusting their private data to a company with physical ties to the United States," owner Ladar Levison wrote at the time.Since then, some privacy activists gave pointed to language in the amended Foreign Intelligence Surveillance Act that requires recipients of U.S. demands to "immediately provide the government with all information, facilities, or assistance necessary to accomplish the acquisition" of targeted communications."Assistance" could be construed to include decryption, said Caspar Bowden, a former chief policy advisor to Microsoft. BRUSSELS - A speaker invited to a European Parliament hearing into the large surveillance programme by the US intelligence agency NSA has revealed two previously unreported systems used to spy on people.

Appelbaum, who is also a software developer and computer security researcher, said he is aware of one NSA programme which specifically targets types of software to sweep up data from people who are not terrorists.Another system sends NSA agents into urban areas to penetrate people’s home wireless networks.

The Catholic Church in the United States: similarities and differences between the Syria and Iraq crises

When the United States went to war in Iraq ten years ago, many observers detected a difference in tone between Pope John Paul II, who was unambiguously opposed, and the American bishops, who said all the right things but seemed a bit less emphatic about saying them.
 
 
Bishop Robert Lynch of St. Petersburg, Florida, went further, asserting Sept. 1 that “the Catholic Church in the United States sadly gave President George W. Bush largely a free pass” on Iraq and that the bishops “did not even react strongly in defense of Blessed John Paul II” in his efforts to prevent the war.This time around, the stars seem aligned for the American bishops to be more clearly in lockstep with Pope Francis and the Vatican’s diplomatic corps in opposition to a military intervention in Syria.On Sept. 5, Cardinal Timothy Dolan of New York, president of the bishops’ conference, and Bishop Richard E. Pates of Des Moines, Iowa, chair of its Committee on International Justice and Peace, wrote every member of the U.S. Congress to say that a military attack “will be counterproductive, will exacerbate an already deadly situation, and will have unintended negative consequences.”That’s considerably less nuanced than a decade ago, when the bishops questioned whether the campaign to oust Saddam Hussein met the tests for a just war, but added an important qualification: “People of good will may differ on how to apply just-war norms in particular cases, especially when events are moving rapidly and the facts are not altogether clear.”That line was seized upon by the White House and various commentators to suggest there was no “official” Catholic position, and that Catholics in good faith could support the war.Underneath that position were at least five factors, none of which seem to apply to the Syria conflict.First, local bishops are inevitably more sensitive to public opinion than Rome, which prides itself on having the necessary distance to be objective. Back in 2003, post-9/11 anger still shaped much of the foreign policy discussion in the United States, and American opinion over the Iraq war was split more or less down the middle.On Syria, the public seems in a more anti-war mood. A Sept. 4 Pew Forum survey found that only 29 percent of Americans favor military strikes in Syria. A separate ABC/Washington Post poll found six in ten Americans oppose unilateral U.S. strikes, and 70 percent are against supplying weapons to the Syrian rebels.Second, there was an influential cohort of Catholic conservatives ten years ago who offered a robust Catholic defense of the war. In 2003, a group of almost 50 well-known Catholic laity wrote to Bush to argue that preemptive and unilateral force against Hussein could be justified. Catholic intellectuals such as George Weigel and Fr. Richard John Neuhaus made the same case, and Michael Novak even traveled to Rome in February 2003 to try to bring the Vatican around.So far, no similar pro-war Catholic voices have taken the stage this time.For obvious political reasons, Catholic conservatives who leapt to the defense of Bush ten years ago don’t feel the same investment in backing Obama. Meanwhile, Obama’s base of progressive Catholic support is also generally anti-war.Third, the American bishops had close ties with the Bush White House ten years ago, seeing it as an ally on “life issues” such as abortion, euthanasia, and the defense of the family. Today they have a notoriously strained relationship with the Obama administration, agreeing with the president on matters such as immigration reform but also conducting a high stakes tug-of-war over the contraception mandate imposed as part of health care reform.As a result, bishops today are probably less concerned about embarrassing the president, or squandering their good will with the White House, than they were a decade ago.Fourth, it’s important to remember where the American bishops found themselves back in 2003. The child sexual abuse scandals had just exploded in late 2001 and early 2002, leading to the resignation of Boston’s Cardinal Bernard Law in December 2002. The moral authority of the Catholic Church, and of the bishops in particular, was at an all-time low in mainstream American opinion.In that context, it’s understandable that some American bishops may have been hesitant to project themselves too aggressively into national debates. 
 
Today, while the wounds of the abuse scandals have not entirely healed, the bishops are in a much stronger position, especially in light of the popularity of the new pope.Fifth, and perhaps most important, the American bishops have cemented religious freedom as their towering priority in a way that was just coming into focus a decade ago. As part of that landscape, they have become much more sensitive to anti-Christian persecution around the world, especially in the Middle East.The bishops know that Christians were among the primary victims of the chaos that followed the fall of the Hussein regime in Iraq, and they’re hearing similar warnings today from the Christian leadership of Syria. Those concerns are likely to carry tremendous weight in their deliberations.For all those reasons, if Obama does indeed go to war in Syria, he probably shouldn’t count on much moral cover from America’s Catholic bishops.*John L. SKorea bans fish from NE Japan on radiation fears

SEOUL, South Korea (AP) — South Korea announced Friday that it was banning all fish imports from along Japan's northeastern coast because of what officials called growing public worry over radioactive water leaking into the Pacific Ocean near the crippled Fukushima Dai-ichi nuclear power plant.Fisheries in Fukushima prefecture (state) are nearly all closed, and fish caught in nearby prefectures are sold on the Japanese market only after tests have shown them to be safe for consumption.However, South Korea's ban applies to a total of eight prefectures with a combined coastline of more than 700 kilometers (430 miles), regardless of whether the fish pass safety standards or not.The South Korean government made the move because of insufficient information from Tokyo about what steps will be taken to address the leakage of contaminated water from the Fukushima Dai-ichi nuclear power plant, according to a statement by the Ministry of Oceans and Fisheries.Tokyo Electric Power Co., the plant's operator, acknowledges that tons of radioactive water has been seeping into the Pacific from the plant for more than two years after the March 2011 earthquake and tsunami led to meltdowns at three reactors at the plant. Recent leaks from tanks storing radioactive water used to cool the reactors have added to fears that the amount of contaminated water is getting out of hand.Japan's chief Cabinet secretary, Yoshihide Suga, said Friday that fish and seafood that go to market are tested for radiation and shown to be safe. Suga also stressed that the contaminated water flowing into the ocean is limited to a small area off the coast of the Fukushima plant."There is an international standard on food, including fish, and we are carrying out stringent safety controls based on those standards. We ask South Korea for a response based on science," he told reporters.South Korea Vice Fisheries Minister Son Jae-hak said in a briefing that the eight prefectures in 2012 exported to South Korea 5,000 metric tons of fishery products, or about 13 percent of the 40,000 total tons imported last year from Japan. Fish will be banned from the following prefectures: Aomori, Iwate, Miyagi, Fukushima, Ibaraki, Gunma, Tochigi and Chiba.Hisashi Hiroyama, a Japanese Fisheries Agency official, said Japan exports about 9.2 billion ($92 million) of fish a year to South Korea. The most common fish exported from Japan to South Korea was Alaskan Pollock.Japan bans the shipment, or sale locally, of food products whose radiation levels exceed 100 becquerels per kilogram. The government has been carrying out radiation checks on various types of food in the disaster-struck northeastern part of Japan.For Fukushima, the latest food check was carried out Sept. 4, and a flounder, for instance, was found to have 110 becquerels of radiation per kilogram.Scientists have long believed that contaminated water was reaching the ocean, based in part on continuing high levels of radioactive cesium found in fish living at the bottom of the sea. Scientists have also noted a rise in strontium-90 and tritium levels in the past few months. Strontium accumulates in fish bones and remains longer than cesium in fish and the humans that eat them.Hiroshi Kishi, chairman of the Japan Fisheries Cooperatives, called on Energy Minister Toshimitsu Motegi Friday morning to tackle the contamination issue as soon as possible, and to release appropriate information to international community to avoid the further negative groundless reputation over Japan fishery products."This is a structurally difficult and complex issue. SAN FRANCISCO (Reuters) - A monster blaze that has blackened an area larger than Dallas in the rugged northern California forests in and around Yosemite National Park started from an illegal campfire a hunter built and let grow out of control, fire managers said on Thursday.The precise origins of the so-called Rim Fire, which erupted nearly three weeks ago in the Stanislaus National Forest west of Yosemite, remained under investigation, and no arrests have been made, the U.S. Forest Service said.But the campfire that sparked the conflagration, now the fourth-largest California blaze on record, was built in defiance of Forest Service restrictions imposed at the time due to dangerously hot, dry conditions in the area, officials said.
Whether the hunter deemed to be the culprit will face criminal charges depends on a variety of factors, including the degree of carelessness or neglect determined by investigators, said Forest Service spokesman Ray Mooney.Beyond saying the fire began "when a hunter allowed an illegal fire to escape," authorities declined to comment on evidence linking the hunter to the blaze. The individual has not been publicly identified.he Rim Fire, named for a popular local lookout spot called Rim of the World, has charred more than 237,000 acres, or 370 square miles (958 square kilometers), of timber and chaparral since it erupted August 17 in an area known as Jawbone Ridge in a remote corner of the national forest.Firefighting costs there have run $81 million to date, with some 5,000 personnel assigned to battle the blaze at its peak.
With a footprint bigger than the land mass of Dallas, Texas, the blaze ranks as the largest of dozens of wildfires that have raged across several states in the drought-parched West this year, straining U.S. firefighting resources.Dozens of homes and cabins near Yosemite have been destroyed and nearly 2,500 dwellings in the region were still threatened by the blaze on Thursday. But no serious injuries have been reported, and most evacuation orders have been lifted as firefighters tightened their grip on the flames.As of Thursday, ground crews armed with hand tools and chainsaws, and backed by bulldozers, water-dropping helicopters and airplane tankers with payloads of chemical retardant, had cut containment lines around 80 percent of the fire's perimeter.But fire managers say they expect the blaze to continue burning for several more weeks, and warned that a resumption of gusty winds "could challenge containment lines."Less than a third of the total burned acreage lies inside Yosemite, and firefighters there have succeeded in limiting most of the damage to wilderness and back-country areas in the park's remote northwestern corner.Several campgrounds, numerous trails and one of the four main entrances to the park have been closed by the fire. But the most popular portions have remained open to the public, including the scenic Yosemite Valley area famed for its towering granite rock formations, waterfalls and meadows.Nevertheless, park officials say droves of visitors who typically crowd Yosemite in late summer have noticeably diminished. And Yosemite-area businesses say the region's tourist economy has been hit hard a year after an outbreak of hantavirus in the park frightened away many park visitors.Word that investigators had traced the fire's origins to a hunter's campfire came a day after authorities ruled out the possibility that the Rim Fire somehow began from an illegal marijuana cultivation site in the national forest.Speculation that a pot farm might be to blame grew out of videotaped comments made by a local fire department chief during an August 23 community meeting, but fire officials again denied any such connection to the blaze, or to the hunter in question.
"There is no indication the hunter was involved with illegal marijuana cultivation on public lands and no marijuana cultivation sites were located near the origin of the fire," the Forest Service said in its statement.

Francis’ peace vigil for Syria has swept away historical differences between Christians and brought Muslims closer together as well

The Melkite Greek Patriarch Gregory III Laham announced Francis’ peace appeal to Damascus immediately. “On Saturday, all Syrian Churches are called to join forces and welcome faithful from 7 pm to midnight and let them sing and pray for peace,” the Patriarch told Italian newspaper Tempi. But in a meeting with Maronite Patriarch Béchara Raï on Sunday, the Greek Orthodox Patriarch of Antioch, Youhanna X Yazigi (the brother of one of the two bishops kidnapped in Aleppo) said he “was deeply comforted by the Pope’s appeal” and urged his communities to take part in the prayer vigil.A similar statement was issued yesterday by a representative of another Christian denomination, the Syro-Orthodox Church. Eustathius Matta Roham, the Syro-Orthodox Metropolitan Archbishop of "Jazirah and Euphrates" said: “Let us take up the Holy Father’s invitation. Our common prayer is essential in order for peace to triumph.” The prelate added that he has “asked the entire Christian Syro-Orthodox community in Syria as well as the diaspora communities across the world” to unite under the initiative proposed by Pope Francis.Saturday’s prayer vigil will have a strong impact well beyond Syria’s borders. The Assembly of Catholic Ordinaries in the Holy Land took up the Pope’s invitation and said it hoped that "every Ordinary in his diocese, eparchy or exarchate, every parish priest in his parish and his parishioners, every superior of religious Institutes, can organize the day in the most appropriate way” in the hope that "the echo of prayers that rise from our lips may cover the sound of war drum." Arab Christians in the Maghreb countries have also made the Pope’s appeal their own: “The Churches of Northern Africa have urged Christians to take part in the days of prayer, fasting and solidarity for the pacification of this fratricidal conflict. This appeal has been widely embraced,” the Bishop of the Algerian diocese of Laghouat-Ghardaia, Claude Rault wrote.The Pope’s message was broadcast on the Arab world’s main television networks and reached the hearts of many Muslims. What struck them the most was the reference to fasting, which is an important element of Islamic tradition. As Vatican Insider and other press recently reported, the Great Mufti of Syria, Ahmad Badreddin Hassou asked the Apostolic Nuncio to Damascus to attend the peace vigil in St. Peter’s Square. It is unlikely this wish will be fulfilled. Since the Great Mufri is a State official, his presence at the vigil could be misinterpreted. Nuncio Zenari told Fides news agency that Ahmad Badreddin Hassou has already extended the prayer invitation to all Syria’s Muslims. “All Christian bishops and faithful in Damascus welcome the appeal to fast and pray for peace in Syria on 7 September. Prayer is our last chance to put an end to the violence,” the Maronite Archbishop of Damascus, Mgr. Samir Nassar, told Fides. He and his community have been spending these past few days praying and hoping for an end to the war.The archbishop said “many Muslims will be joining us,” so the prayer gathering in Damascus will be a truly ecumenical and interreligious one. This shows how badly the entire Syrian population wants peace.All the various communities and parishes are preparing prayer sessions and vigils. One prayer initiative which will be very popular is the gathering at the Shrine of Tabbaleh in Damascus. The shrine is the "Memorial of St. Paul", where a Holy Mass and an ecumenical vigil are celebrated every Saturday. “At the Sanctuary, entrusted to the pastoral care of the Franciscan Friars of the Custody of the Holy Land, "we will live an intense day of fasting, penance and prayer on September 7, to implore peace from God," the Franciscan friar Fr. Romualdo Fernandez OFM, rector of the Shrine told Fides. "The prayer vigil, with the participation of the friars, the Franciscan Missionaries of the Immaculate Heart of Mary and many of the faithful will be animated by young people and children.”"All the Franciscan churches have welcomed with great joy Pope Francis’ appeal for peace, a man who cares about the fate of Syria. The faithful feel his closeness and are excited and moved for his words,” Fr. Fernandez concluded.Speaking from Beirut, Sunni scholar and editor-in-chief of Al-Ijtihâd magazine, Ridwan Al-Sayyid, said "Lebanese Muslims are grateful to the pope for his efforts in favour of peace," "Our hope is that the Day of Prayer on 7 September and appeals by Francis against the war will stop the crisis in Syria and Lebanon," AsiaNews reports.

USCCB urges Catholics to press Congress to vote against intervention in Syria

U.S. bishops sent out a new appeal yesterday, urging Catholics to get in touch with their Representatives in Congress asking them “to vote against a resolution authorizing the use of military force in Syria … in response to heinous chemical weapons attacks on innocent civilians” and to “support U.S. leadership, in collaboration with the international community, for an immediate ceasefire in Syria and serious, inclusive negotiations for peace.”Bishops have decided to get faithful involved by sending out an Action Alert, emphasising that “both the Holy See and USCCB have condemned the chemical weapons attacks, but remain convinced that only dialogue can save lives and bring about peace in Syria.”In a letter addressed to the American Secretary of State John Kerry, last Friday, the President of the Episcopal Commission for Justice and Peace, Bishop Richard E. Pates wrote that “the path of dialogue and negotiation between all components of Syrian society, with the support of the international community, is the only option to put an end to the conflict....” The content of this letter sent by the Secretary of State has now been reiterated in a statement issued by Bishop Pates and the USCCB’s president, Cardinal Timothy Dolan: “We are anguished by the terrible suffering of the Syrian people and again affirm the need for dialogue and negotiation to resolve this conflict that has wrought so much devastation,” the statement reads.“As our nation's leaders contemplate military action, it is particularly appropriate and urgent that we in the United States embrace the Holy Father's call to pray and fast on September 7 for a peaceful end to the conflict in Syria and to violent conflicts everywhere,” the statement added.

The Holy See’s diplomatic action for Syria

Ambassadors meet the Pope in the Holy See

Vatican “foreign affairs minister” Mamberti’s speech to ambassadors today is a non-paper. But the Holy See is hoping the world’s governments will take what he said into account

ANDREA TORNIELLI vatican city The technical term for it is a non-paper, a non-document, an unofficial text which nevertheless expresses the Holy See’s position with regard to Syria. This is what the speech delivered this morning by the Holy See’s “foreign affairs minister” Archbishop Dominique Mamberti to the 71 ambassadors gathered in the Vatican’s Synod Hall is.The fact that it is not an official document does not mean the Vatican does not consider it important. But the Holy See’s State status is clearly atypical. The power it possesses is merely moral. Its power does not lie in the fact it is a State but in the fact that it represents the Catholic and Christian world as a whole. Naturally therefore, the Holy See hopes that all the initiatives launched as part of this “peace offensive” – the Pope’s appeal; Saturday’s peace vigil which promises to have high attendance figures, with some unexpected participants; and the Vatican’s diplomacy work – will have an impact despite the gangrenous state Syria is in.The Holy See is firmly opposed to a military attack against Assad’s armed forces. It condemns the use of chemical arms, without pointing the finger, whilst expressing the hope that those responsible are brought to justice. But judging from experience, it fears that instead of resolving the extremely serious current situation, all the bombings and the non-stop violence will end up making things worse and destabilising the entire region, with unpredictable consequences.The general principles Mamberti listed, which should guide countries in their search for a suitable solution to the conflict, are important. The first is by no means easy to achieve, two years into the conflict, namely dialogue among the parties involved and reconciliation among the Syrian people. And yet reconciliation is Syria’s only hope for a future.Mamberti’s statement about the importance of preserving unity in the country, avoiding splitting Syrian society into different zones, is clearly a reference to what happened previously in other countries like Iraq. Here, the U.S. even considered creating an enclave for Christians in the north of the country, as a response to the safety threat. It would have been like creating a sort of Indian camp, in a place where Christians have lived alongside other cultures and religions for millennia. Mamberti also spoke of the need to guarantee Syria’s territorial integrity as well as its unity. The underlying concern that permeates through Mamberti’s words, is that in Syria’s future there will be no room for religious minorities such as Christians. This is why it is crucial to ask all groups – particularly those which aspire to positions of leadership in the country – to give guarantees in this regard. “There are various ways in which this principle could be applied but it is important to respect human rights and above all religious freedom,” Mamberti pointed out. It is also important to preserve the concept of citizenship “according to which everyone, regardless of ethnic origin and religious beliefs, is guaranteed equal dignity, with equal rights and duties and everyone is free to publicly profess their religious faith and contribute to the common good.”The final phrase in Mamberti’s speech is particularly poignant. Here, the Vatican’s “foreign affairs minister” expressed concern at the “growing presence of – often foreign – extremist groups in Syria.” Mamberti urged Syrians and groups that oppose Assad to distance themselves and isolate extremists, taking a clear stand against terrorism.

Pope calls on G20 leaders to work to avoid military solution in Syria

In a letter to Russia’s President Putin, host of the G20 summit, Pope Francis appeals to each of the G20 leaders to work for a negotiated solution to the conflict in Syria and to reject a military one

gerard o'connell Rome Pope Francis has appealed directly “to each and every one” of the leaders at the G20 summit that opened today in St Petersburg, “to lay aside the pursuit of a military solution” in Syria and instead to work “with courage and determination” for “a peaceful solution through dialogue and negotiation of the parties” to the conflict there.He made his “heartfelt appeal” in a letter to President Vladimir Putin of Russia who is hosting the annual Group of 20 (G20) summit. The G 20 includes the 19 major developed and developing economies of the world plus the European Union, and accounts for over two-thirds of the world’s population and some 90 percent of its economic output.The conflict in Syria, which the Vatican said has already led to the deaths of over 100,000 people, the displacement of 4 million people and the exodus of 2 million refugees, is expected to dominate this year’s G20 summit. The meeting normally focuses on the world’s economy and, under an agenda developed under the Russian leadership, it was scheduled to devote its attention to economic stimulus, currency rates and to discourage corporate tax evasion.  However the threat of military intervention in Syria by the USA and some other countries has catapulted Syria into the agenda.The USA and France, supported by Turkey, Saudi Arabia and the United Arab Emirates, are planning to intervene with military action to punish Syria for its alleged use of chemical weapons on August 21 that caused the deaths of several hundreds of people.  Russia, China, the UK, Germany, India and other countries oppose military intervention, as does the Holy See, while the UK parliament has rejected such a possibility.Pope Francis is totally opposed to a military intervention, and is mobilizing a global initiative for peace, especially through a day of prayer and fasting on September 7.  In his letter to President Putin he zoned in with determination on the situation in Syria and the looming military attack. He told the G20 leaders that “it is clear that, for the world’s peoples, armed conflicts are always a deliberate negation of international harmony, and create profound divisions and deep wounds which require many years to heal.”“Wars are a concrete refusal to pursue the great economic and social goals that the international community has set itself”, he said, and went on to note that “the many armed conflicts which continue to afflict the world” present us daily with “dramatic images of misery, hunger, illness and death.”  He reminded them that “without peace, there can be no form of economic development. Violence never begets peace, the necessary condition for development.”While acknowledging that “the principal purpose” of the G20 summit is not “international security”, the Pope said this year’s gathering “will surely not forget the situation in the Middle East and particularly in Syria.”It is “regrettable”, he said, that “from the very beginning of the conflict in Syria, one-sided interests have prevailed and in fact hindered the search for a solution that would have avoided the senseless massacre now unfolding”.  But now, he said, the G20 leaders “cannot remain indifferent to the dramatic situation of the beloved Syrian people which has lasted far too long and even risks bringing greater suffering to a region bitterly tested by strife and needful of peace.”Then addressing “each and every one” of the G20 leaders, Pope Francis made “a heartfelt appeal” to them “to help find ways to overcome the conflicting positions and to lay aside the futile pursuit of a military solution.” He urged them to make “a renewed commitment with courage and determination” to seek “a peaceful solution through dialogue and negotiation of the parties, unanimously supported by the international community”.He also took the opportunity to remind all governments that right now they have “the moral duty to do everything possible to ensure humanitarian assistance to those suffering because of the conflict, both within and beyond the country’s borders.”On September 5, the day after the Pope sent his letter to President Putin, the Vatican’s Secretary for Relations with States  ( “Foreign Minister”), Archbishop Dominique Mamberti”, briefed ambassadors from many of the 180 countries that have diplomatic relations with the Holy See on its position regarding Syria,At a special meeting in the Vatican, he began by tracing, since the beginning of the conflict, the various interventions in favor of peace by Pope Benedict XVI first, and then by Pope Francis. He recalled the various atrocities in this more than two-year old fratricidal conflict including the many deaths on August 21 from “the possible use of chemical weapons”; here he called on the appropriate authorities to clarify what happened and to bring those responsible to justice.  Above all, he insisted on the need to silence the guns that are sowing death and destruction in this country of 23 million people.The Vatican ‘Foreign Minister’ warned that a continuation of the conflict risked involving other countries in the Middle East region and could also have “unforeseeable consequences” in various parts of the world.In the present situation, he called for the respect of “humanitarian law” and the need to provide humanitarian assistance to the suffering people in Syria.He emphasized the importance of “three general principles” in the search for a just and lasting solution to the conflict in Syria.  First, he said, it’s absolutely indispensable to “re-start the dialogue between the parties (to the conflict)” so as to bring reconciliation to the Syrian people. Secondly, it’s necessary to “preserve the unity of the country, and to avoid the creation of different zones for the different components of the society”; and, thirdly, it is necessary “to guarantee, besides the unity of the country, also its territorial integrity.”It would also be “important”, Archbishop Mamberti said, to ask all groups, and especially those who will have posts of responsibility in the post-conflict country, “to guarantee that in tomorrow’s Syria there will be a place for all, and in particular for the minorities, including Christians”. In practice, he said, this would mean ensuring respect for human rights and for religious freedom.He concluded by expressing the Holy See’s concern at the “growing presence of extremists groups in Syria, often coming from outside countries”. In this context, he said, it would be important to exhort the Syrian population and also the opposition groups to distance themselves from such extremists, to isolate and to openly oppose them.
