Iran threatens retaliation on US bases, Israel

TEHRAN, Iran - Iran declared Wednesday that it can destroy nearby U.S. military bases and strike Israel within minutes of an attack on the Islamic Republic, reflecting tensions over Iran's suspect nuclear program.
The veiled threat came during a military drill that has included the firing of ballistic missiles. The elite Revolutionary Guards, conducting the war games in Iran's central desert, said that the missiles were aimed at mock-ups of foreign military bases.Israel and the U.S. have hinted at the possibility of military strikes against Iran if sanctions and diplomacy do not rein in Iran's nuclear development program. The West suspects Iran may be aiming to build nuclear weapons. Iran insists its program is for peaceful purposes.The semiofficial Fars news agency quoted Gen. Ami Ali Hajizadeh of the Revolutionary Guards as saying U.S. bases are in range of Iran's missiles and could be hit in retaliatory strikes. He referred to Israel as "occupied territories."
"Measures have been taken so that we could destroy all these bases in the early minutes of an attack," said Hajizadeh, chief of the Guards' air-space division.Israeli officials refused to comment. There was no immediate comment from Washington.Hajizadeh said the Guards also successfully test fired an anti-ship missile that could sink U.S. warships in the Gulf. Gen. A Manatee County sheriff's office report said the victim, Jeffery Blake, 48, lost no flesh beyond a chunk from his left biceps.When police arrived Baker faced them, screamed and made as if to attack, the report said.One officer shot the suspect with a Taser, but he pulled the probes out. Police were able to subdue Baker after another officer shot him, once again with a Taser.
A similar case in late May in Miami ended fatally when a naked assailant, Rudy Eugene, defied police orders to stop chewing at the face of his victim, Ronald Poppo. Police shot Eugene dead. Poppo lost 50% of his face and is still in the hospital.Florida hardly has a monopoly on criminal cannibalism in America these days. Maryland university student Alexander Kinyua was indicted last week on charges of murdering a 37-year-old man and eating his heart and part of his brain. Kinyua had a history of disturbing internet writings and had been accused in a separate assault at his school, Morgan State University, earlier in the month.
In Montreal, suspect Luka Magnotta is accused in the stabbing and dismemberment death last month of Chinese student Jun Lin. Magnotta allegedly made a video of the attack showing himself eating Lin's flesh.
In a significantly less gruesome incident earlier this month in Naples, Florida, Giovani Martinez was arrested on suspicion of drunken driving and transported to a hospital, where he bit a nurse on the arm. Then he threatened to "eat the staff's faces like the guy in Miami", according to a police report.
The suspect in the most recent attack, Charles Baker, was enraged when Jeffery Blake, 48, answered the door at Baker's girlfriend's home, police said. In what police described as an intoxicated fit, Baker tore off his clothes, threw furniture and attacked Blake with his teeth, tearing flesh from his biceps.Baker was taken to the hospital and treated before being taken to jail. The victim's condition was unknown.Baker went to the home to visit his children living there, police said. Blake also lived at the residence.

Three years after Obama’s ‘New Beginning’ speech in Cairo, prospects are bleaker for everyone – except the Muslim Brotherhood.

Islam has always been a part of America’s story. The truth is that America and Islam are not exclusive. Instead, they overlap, and share common principles – principles of justice and progress; tolerance and the dignity of all human beings – Barack Obama, Cairo, June 4, 2009

Let me begin with two apparently contradictory statements. First, I must say that I am not one of Barack Obama’s most vehement critics. Indeed, at times I find some of the criticism hurled at him both distasteful and unpersuasive.That said, I am convinced that his reelection for a second term is liable to be a disaster of epic proportions – with incalculable, probably irreversible, repercussions for both Israel and for US interests, at least as they have been commonly perceived.

Three years ago
Almost exactly three years have elapsed between Obama’s June 2009 “New Beginning” speech in Cairo, designed to be a US gesture of outreach to the Muslim world, and the Islamist takeover of Egypt by the Muslim Brothers and their more radical coreligionists, the Salafis.

The transformation of America’s relationship with the Islamic world was one of the centerpieces – arguably the centerpiece – of the Obama foreign policy, led by a president who ostensibly had more familiarity and firsthand experience with Islam than any of his predecessors. As Obama proclaimed: “I have known Islam on three continents....That experience guides my conviction that partnership between America and Islam must be based on what Islam is, not what it isn’t.”With the presidential elections less than 20 weeks away, this might be an appropriate juncture for a review of the administration’s Mideast policy to date, and an assessment of what course it might take in the future.

Unfiltered political instincts?
Much water has flown down the Nile in the three years since Obama’s address at Cairo University shortly after his election. But precisely because it was delivered when he was still unencumbered by domestic constraints and foreign frustrations, it perhaps reflected most accurately the unfiltered essence of the political instincts he brought to the Oval Office.

Although he did chide the Muslim world for the lack of political freedom, gender equality and religious freedom, the overall tenor of the address was one of glowing accolades for Islamic achievement and imaginative apologetics for its failures, based on questionable, indeed at times fanciful, interpretations of history... as one excerpt illustrates.

When Obama launched into a long enumeration of Muslim contribution to the development of the US, declaring that “since our founding, American Muslims have enriched the United States. They have fought in our wars, served in our government, stood for civil rights, started businesses, taught at our universities,” he might have avoided at least one incongruous reference: “They have built our tallest building.”

After all when it comes to America’s “tallest buildings,” the Muslim role best remembered is hardly likely to be their part in building them.

Early indicative symptoms?
The administration’s actions leading up to the speech – particularly seen in retrospect – may have exposed some edifying proclivities early on.To the chagrin of the Egyptian authorities, Obama insisted on inviting the Muslim Brotherhood to his address, which reportedly infuriated Hosni Mubarak, who did not attend the event.Although several sources suggested that this might be due to his advanced age and/or grief over the death of his grandson Muhammad three weeks previously, his absence was described by the British Guardian as “strikingly” noticeable.Of course, it is easy to dismiss this as trivial happenstance. But given Obama’s brusque abandonment of Washington’s erstwhile staunch ally, it is not difficult to understand why some might see in this incident an ominous presage of things to come barely 18 months later. In view of recent events it would be hard to dismiss such musings as implausible.

Cause for raised eyebrows?
There was much in Obama’s “New Beginning” address that could give legitimate cause for raised eyebrows. Take for instance this passage: “The relationship between Islam and the West includes centuries of coexistence and cooperation, but also conflict and religious wars.”While the reference to “conflict and religious wars” is indisputably true, the bit about “centuries of coexistence and cooperation” is a little more obscure and it would have been helpful had Obama elaborated on where precisely he identified this spirit of alleged prolonged interfaith amitié taking place.Ever since the 8th century (and arguably even before), Islam and the West have been engaged in bloody conflict, from the Muslim assault on Europe from the west, the south and east though the Iberian peninsula and southern France, southern Italy and the Balkans.Then there were the Crusades; then the Barbary wars – involving the US – which brings us to the 19th century. The 20th century was also hardly free of Muslim conflict with the West, particularly the fierce battles between Allies and the Ottoman Empire which allied itself with Germany in World War I.There is, of course, the Muslim-European cooperation later in the 1930s and ’40s, when the mufti of Jerusalem, Haj Amin al- Husseini, embraced the Nazi doctrine, forged an alliance with Hitler and enthusiastically recruited Balkan Muslims to Muslim SS divisions, which he convinced local Muslim leaders would be in the interests of Islam.But as it is doubtful that this is what the US president was invoking, we are left to puzzle over precisely which period and which place he had in mind when he referred to “centuries of coexistence and cooperation” between Islam and the West.

Ignorance or apologetics?
Obama’s characterization of Islam is totally at odds not only with the anecdotal evidence regarding the realities being reported daily from across the Muslim world, whether in Algeria or Afghanistan, whether in Syria or Sudan or Somalia, in Iran and in Iraq, and even in Indonesia where he spent some of his childhood.It flies in the face of statistical data as well.He claims: “Islam has a proud tradition of tolerance. America and Islam share common principles of justice and progress; tolerance and the dignity of all human beings.”Well, not according to a Pew Research Center poll conducted just before the Arab Spring erupted which found massive public support for cruel and primitive punishments such as stoning for adultery; whipping/amputation for theft; and the death penalty for apostasy.Levels of support surpassed 80 percent in Egypt and Pakistan, reaching about 75% in Jordan and over 50% in Nigeria. Even in Indonesia there was significant endorsement of these measures of Islamic “tolerance,” with sizable minorities of up to 40% backing them.Obama seems wildly out of touch with realities in his erstwhile homeland. He stated: “I saw it [Islam’s proud tradition of tolerance] firsthand as a child in Indonesia, where devout Christians worshiped freely in an overwhelmingly Muslim country.”Compare this with the description of the prevailing level of “tolerance” in the country, set out in a ruling handed down by the US Ninth Circuit Court of Appeals (February 4, 2010): “Christian churches throughout Indonesia have been burned, bombed, and vandalized by Muslim extremists often accompanied by threats, such as ‘Death to all Christians.’” Hmmm.

The ‘colonialism’ canard
Obama offers the following explanation for the sad state of affairs between the West and Islam that followed the previously alleged “centuries of coexistence and cooperation,” suggesting that “more recently, tension has been fed by colonialism that denied rights and opportunities to many Muslims.”This position raises troubling issues.For example, while it is true that much of the Middle East was under imperial rule for centuries, this was mostly Muslim imperialism – i.e. the Ottoman Empire.With perhaps the exception of North Africa, Western colonialism was imposed for a relatively short period after WWI, and ended soon after World War II. This hardly seems long enough to engender the indelible Islamic enmity we see today.So if complaints are to be lodged regarding colonialist deprivation of Muslim rights and opportunities, shouldn’t they be directed at the... Muslim imperialists? Strangely, the two areas that comprise the crucibles of today’s most extreme anti-Western Islam were barely touched by colonialism: The Arabian peninsula and Iran.Although neither have endured any – including Western – imperial rule of any consequence, the former birthed the Sunniderivative version of Islamic radicalism and the latter the Shia-derivative version. This fact sits uneasily with Obama’s diagnosis of ascribing recent tension between Muslims and the West to colonialism.

No call to ‘Kill for Krishna’
 One might well ask why the iniquities of colonialism have not afflicted, say, Hindimajority India, whose people were certainly “denied rights and opportunities” under the yoke of British Imperialism in the same way.Why do we not hear cries of “Kill for Krishna” or “Ganesh is Great” from embittered Hindi terrorists blowing themselves up in crowded buses, markets, cafes and mosques as we do across the Muslim world – including in neighboring Pakistan? Or see aggrieved followers of Shiva embarking on a global holy war to subjugate all to the Hindu creed? Why has India been able to put its colonial past behind it and become a vibrant economic juggernaut? Why has it not allowed itself to remain tethered to the past and mired in homicidal frustration? Indeed, since by far the greatest victims of Muslim violence are other Muslims, rights and opportunities allegedly denied by foreign occupiers seven decades ago seem a poor explanation for such horrific conduct.

Modernity as culprit
Obama not only singles out colonialism as the root of Muslim tensions with the West.He points an accusatory finger at phenomena that in some respects might be considered the diametric inverse – modernity and globalization – declaring that “the sweeping change brought by modernity and globalization led many Muslims to view the West as hostile to the traditions of Islam.”Some might consider that strange. After all, Islam is the youngest of all major religions, being founded centuries – even in some cases, millennia – after Hinduism, Buddhism, Judaism and Christianity. So why would the newest religion find that the developments of modernity threaten its traditions in a manner that apparently do not threaten the traditions of faiths far more ancient? Why do they not generate the same tensions with the West that we find in the case of the Muslim faith? Could it perhaps be that Islam is fundamentally incompatible not only with modernity but with anything that is not Islam, and that Obama cannot – or worse, will not – recognize this?

Why all this matters
The fact that a US president could give such a patently inaccurate assessment of Islam and the realities in the Muslim world – especially one supposedly intimately familiar with both – is deeply disturbing for Israel.Remember, it was he who declared that the “partnership between America and Islam must be based on what Islam is, not what it isn’t.”What drove him to do this is crucial and what motivates the administration is of definite significance as the 2012 elections approach. After all, if the pro-Israel elements apparent in some of the recent actions of his administration are the result of perceived electoral constraints alone, the issue of how Israel will be treated by a second-term president, with a fundamentally adversarial agenda and free of reelection concerns, becomes acute.In this regard, Obama’s primal sentiments toward Israel should be assessed within the framework of his overall weltanschauung. In many ways the inputs that have gone into shaping his geo-political credo cannot but generate a sense of unease – both in terms of his associates and of his formative environment.His perception of the international role the US should play, the nature of its interests and the manner in which they should be pursued seems to be a dramatic departure from that of most of his predecessors, including a deepseated belief that Islam is not inherently inimical to American values.There is, thus, a distinct possibility that Israel could face a second-term president who is fundamentally unmoored from America’s Judeo-Christian heritage, a heritage, which despite occasional periods of tensions, was for decades the elemental underpinning of the relationship between the two countries.The prospect of a White House incumbent with an inherent affinity for Israel’s adversaries and unshackled by considerations of reelection is one that must be considered with the utmost seriousness.How to contend with such a dire eventually will be taken up in a forthcoming column.www.martinsherman.net

Palestinians seek more UNESCO site recognitions

PALESTINIAN DISPUTE
A dispute over whether the Palestinians should participate in the conference as an observer without voting rights - the status they have in the U.N. General Assembly - or as a state party with voting rights delayed the start of the conference by more than a day before it was resolved, delegates said.The Palestinian Authority's permanent observer to the United Nations, Riyad Mansour, told reporters that since the arms trade treaty negotiations are what he called "an international conference of states," the Palestinians should be a full participant.Last year the Palestinian Authority successfully obtained membership as a state party to the U.N. scientific and cultural agency UNESCO, which infuriated the United States and Israel. Because of Palestine's recognition as a state by UNESCO, Mansour said, it should have the same status at the arms treaty talks.

UK prepared to seal border against Greeks

BRUSSELS - The UK revealed Tuesday (3 July) it is prepared to seal its borders from Greeks and other eurozone citizens caught up in the fall-out of the sovereign debt crisis in the event of “extraordinary stresses and strains”.“You have to plan, you have to have contingencies, you have to be ready for anything – there is so much uncertainty in our world. But I hope those things don't become necessary,” UK’s Prime Minister David Cameron told MPs at a home affairs committee.UK ministers have been working on different scenarios. Under the worst case scenario, reports the Guardian, a Greek exit from the euro would provoke a near-total collapse in its economy and result in many thousands seeking work elsewhere in the EU.The prime minister confirmed, after being posed the question directly by an MP, that he would be prepared to restrict the rights of Greeks to enter the UK.“I would be prepared to do whatever it takes to keep our country safe, to keep our banking system strong, to keep our economy robust,” responded Cameron.The UK’s border contingency plans on a possible Greek-euro exit have been in the works since May. At the time, the UK’s home secretary Theresa May did not foresee any increase in the number of Greeks entering the country.
The Financial Times reports the home secretary is also looking at any possible increased migration flows from other troubled eurozone states. However, May said they have not seen any evidence of an increase of non-Greek EU migrants.An OECD international migration report released in June claims net migration in the UK has increased for all foreign nationals except for EU-15 citizens. Greece, Spain, Italy and Portugal are among the EU-15 - those countries that were members of the EU before its big expansion to the east in 2004.EU rules entitle member state citizens to travel and live in other EU member states, including Britain.
The European Commission, at the end of April, issued the UK a warning to comply with EU rules on the free movement of EU citizens and their families across the EU or face legal action. The UK has until July to respond after requesting an extension to the Commission's initial two month deadline.The UK is home to around two million citizens from other EU countries.All member states apart from Ireland, the UK, Bulgaria, Romania and Cyprus, are part of the EU’s passport-free Schengen zone.

Merkel faces coalition troubles over euro-bailouts

BRUSSELS - Bavaria's conservative leader Horst Seehofer has threatened to withdraw support for GermanChancellor Angela Merkel's coalition if more concessions are made to ailing euro-countries.
Seehofer, who chairs the Christian Social Union in Bavaria and is renowned for his polarising statements, told Stern magazine on Tuesday (3 July) that Germany's contribution to bailouts was already "borderline".
"The time will come when the Bavarian government and the CSU can no longer say yes. And I wouldn't then be able to support that personally either," he said. "And the coalition has no majority without CSU's seats," the party chief added.His biggest fear, he said, is that markets will soon turn to Germany and start asking if it can cope with all the rescues: "That is the point I regard as the most dangerous of all."As for eurozone's troubled economies, the Bavarian politician advised them to drop their debt mentality."The fact that others want to get at our money without asking too much of themselves is deeply human. But it won't solve the problem."He also vented anger at the deal sealed last week at an EU summit, where Merkel was seen as giving in to demands from Italy and Spain on changing the rules of the yet-to-be-created permanent bailout fund to help Rome and Madrid lower their borrowing costs."We were debating about the stability pact in the Bundestag. And at exactly that time the government leaders of some euro countries were working to soften precisely those stability criteria. Who is supposed to understand that?"Referendum suggestions made by finance minister Wolfgang Schauble are also a no-go in Bavaria: "Hands off our constitution! We have this constitution to thank for the most stable state and the most stable democracy there has ever been in German history. We don't want a different constitution."Merkel on Tuesday denied there were any divergences with the Bavarian sister party. BRUSSELS - European Commission President Jose Manuel Barroso Tuesday (3 July) launched an angry attack on British Conservative's in the European Parliament, accusing them of "taking delight" in the eurozone debt crisis."Let me just put the facts straight. The country by far that has been spending money with the banking sector is Britain," he said citing the Conservatives' disapproval of the "big bailout programmes in the banking sector in the euro area."Barroso's outburst in Strasbourg followed a speech by Tory MEP Martin Callanan, who heads the eurosceptic ECR group, claiming that that the eurozone should "reduce in size so that some countries have the ability to devalue their way back to relative competitiveness."Callanan, who represents the more eurosceptic wing of his party, has repeatedly called for Greece to be allowed to leave the EU.President Barroso said he was "puzzled" that British eurosceptics were encouraging countries to leave the euro adding that this was "in stark contrast" to statements made by UK Prime Minister David Cameron.Although Cameron vetoed integrating the fiscal compact into the EU treaties in December after failing to secure opt-outs for the City of London from EU financial regulation, both he and the Deputy Prime Minister, Nick Clegg, have voiced support for closer integration of the eurozone, including common Eurobonds.The heated exchanges came at the end of a debate with MEPs and European Council President Herman Van Rompuy on last week's emergency EU Council summit.The two-day summit saw EU leaders reach a tentative agreement to allow the new EU bail-out fund, the European Stability Mechanism, to directly recapitalise banks, and to give the Frankfurt-based European Central Bank sweeping powers to regulate the European banking sector.Despite this, MEPs called for more decisive steps to tackle the debt crisis.
However, the debate was overshadowed by the latest controversy on Britain's status in the EU, which is likely to add to the strain on the fragile governing coalition in Westminster.The Conservatives' coalition partners, the Liberal Democrats, whose MEP delegation sits in Verhofstadt's group, have been regarded as the most pro-European British party. Meanwhile, Clegg, who was an MEP for six years before entering the House of Commons in 2005, had publicly supported Britain joining the euro.Cameron is coming under increasing pressure from backbench Tory MPs in London to promise a referendum on the EU. Last week, a group of 100 Conservative MPs signed a letter demanding re-negotiation of Britain's EU membership, while a growing number of eurosceptics regard the eurozone crisis as an opportunity to engineer British withdrawal from the 27 member bloc.Opt-outs from the social chapter and EU employment legislation, as well as justice and home affairs policy, are likely to top Conservative demands in any attempt to re-negotiate. US crews making headway, but nearly 1.8M still without power days after deadly storms

WASHINGTON - Utility crews struggled to catch up with a backlog of millions of people without electricity for a fourth hot day Tuesday as frustration grew and authorities feared the toll of 22 storm deaths could rise because of stifling conditions and generator fumes.Power was back for more than a million customers but lights— and air-conditioning — were still out for about 1.4 million homes and businesses in seven states and the District of Columbia. The damage was done by powerful wind storms that swept from the Midwest to the Mid-Atlantic late Friday, toppling trees and branches into power lines and knocking out big transmission towers and electrical substations.Utilities were warning that many neighbourhoods could remain in the dark for much of the week, if not beyond. But public officials and residents were growing impatient."This has happened time after time and year after year, and it seems as if they're always unprepared," said John Murphy, a professional chauffeur, who was waiting for the power company to restore electricity.
The wave of late Friday evening storms, called a derecho, moved quickly across the region with little warning. The straight-line winds were just as destructive as any hurricane — but when a tropical system strikes, officials usually have several days to get extra personnel in place.So utility companies had to wait days for extra crews travelling from as far away as Quebec and Oklahoma. And workers found that the toppled trees and power lines often entangled broken equipment in debris that had to be removed before workers could even get started.Adding to the urgency of the repairs are the sick and elderly, who are especially vulnerable without air conditioning in the sweltering triple-digit heat. Many sought refuge in hotels or basements.Officials feared the death toll, already at 22, could climb because of the heat and widespread use of generators, which emit fumes that can be dangerous in enclosed spaces.

What's Behind The Record Heat?

Heat is beating records around the country: the first five months of 2012 have been the hottest on record in the contiguous United States. And that's not including June, when 164 all-time high temperature records were tied or broken around the country, according to government records.That's unusual, since the most intense heat usually comes in July and August for much of the country, said Jake Crouch, a climate scientist with National Climatic Data Center. For example, only 47 all-time high records were tied or broken in June of last year. [Slideshow: Heat wave scorches the U.S.]
Also, more than 40,000 daily heat records have been broken around the country so far this year, according to the National Oceanic and Atmospheric Administration. Compare that with last year —the ninth warmest on record — when only 25,000 daily records had been set by this date.  In other words, the heat really is that bad. And behind the records is a set of weather and climate conditions that is keeping the heat locked in over the country, with little respite in sight.
Can't stand the heat
The warm summer follows an unusually warm winter, which was the hottest and driest that the western United States has ever seen since records have been kept, said Jeff Weber, a scientist with the University Corporation for Atmospheric Research in Boulder, Colo.The heat burning up the country right now is due in part to a persistent high pressure system, also called a heat ridge or dome, which parked itself over the mountain west, and has now shifted east into the Midwest and Southeast. The system is unfortunately stuck in place, Weber said, because of a slowdown of the North Atlantic Oscillation, a climate pattern that pulls weather patterns eastward across the country.This "blocking" of the Atlantic has caused the jet stream, which normally ferries air from west to east across the United States, to buckle and trap heat in the Midwest and Southeast, Weber told OurAmazingPlanet.
High and dry
That's not unusual in the summer, said National Weather Service meteorologist Greg Carbin. But this pattern of hot air does cover a broader area than usual, and the total amount of hot air is greater, stretching higher up in the atmosphere than normal, he said.Dry soils, in part a product of the dry winter, exacerbate the heat. "If the soils were wetter, more energy would be absorbed by the water and the daily high temperatures wouldn't be as warm," Crouch told OurAmazingPlanet. For example, southern Georgia and Florida, drenched by Tropical Storm Debby, haven't been as hot as areas to the north in the last week or so.[Slideshow: Millions struggle without power]
Unfortunately, the heat doesn't look likely to dissipate soon, with the National Weather Service expecting warmer-than-usual temperatures to continue for the remainder of the summer across much of the country. The southwest and Rocky Mountains could be in for a reprieve soon, however, thanks to the beginning of the North American monsoon, which is predicted to start bringing moisture and cooler temperatures into the area later this week, Weber said.
Climate change?
The early heat waves of summer — following higher temperatures in spring and winter — could also be part of a pattern of climate change."It's consistent with what we'd expect in a warming climate, but it's hard to quantify any effect climate change might have on an individual event like this heat wave," Crouch said.
While only one heat wave cannot by itself be linked to climate change, a significant increase in these types of events over time could be a hallmark of a warming planet. "An increasing frequency of heat waves —that's one aspect of climate change you can point to," Carbin said.Over the past few years, daily record high temperatures have been outpacing daily record lows by 2-to-1 on average, according to the website Climate Central. A 2009 study found that if the climate were not warming, that ratio would be expected to be even. So far this year, there have been 40,113 high temperature records set or tied, compared with just 5,835 cold records, a ratio of about 7-to-1."This could be a harbinger of things to come," Weber said.

West trying to 'distort' Syria deal says Russia

Russia accused the West of seeking to distort an agreement for a political transition in Syria, after international peace envoy Kofi Annan said a ceasefire was imperative.Russian Foreign Minister Sergei Lavrov hailed the Geneva accord based on proposals by Annan as an "important step" but said that Western capitals had read more into the final statement than what was written on paper."These (Geneva) agreements are not there to be interpreted. They mean exactly what is said in the communique and we need to follow the agreements that were made," he said.His comments came soon after Annan spokesman Ahmad Fawzi told reporters a "shift" in positions by Russia and its diplomatic ally China at the Geneva talks should not be underestimated.A Russian newspaper, quoting a Russian diplomatic source, reported Wednesday that Western nations led by the United States were seeking to persuade Russia to host Assad in exile.But Moscow so far has not been receptive to the idea, even though Kremlin sources put Assad's chances of political survival at "10 percent", the Kommersant daily said.A two-day meeting of opposition groups which has been held behind closed doors in Cairo meanwhile ended late Tuesday with a consensus statement, according to Egypt's official MENA news agency.The conference was boycotted by two of the largest groups -- the Syrian Revolution General Commission (SRGC) and the Free Syrian Army.On Saturday, world powers agreed a plan for a transition in Syria that did not make an explicit call for President Bashar al-Assad to quit power, but the West swiftly made clear it saw no role for Assad in a unity government.

Meanwhile, French Foreign Minister Laurent Fabius said Russia will not attend a "Friends of Syria" meeting in Paris on Friday aimed at coordinating Western and Arab efforts to stop the violence in the country.
"Russia was invited. They made it known that they did not want to participate, which is not a surprise," he told reporters. Russia, a traditional ally of Syria, and China did not attend any previous meetings of the group.In Washington, State Department spokeswoman Victoria Nuland said the Russians were free to decide whether to attend the Paris talks or not."It's their choice. We think this is a very valuable forum that brings together a much larger group of countries. The door is open to them if they want to join. It's up to them if they don't," Nuland told reporters."From our perspective, (this) meeting is important and will add energy and lift to this effort to come to a post-transition strategy" in Syria.Secretary of State Hillary Clinton will lead the US delegation, an official said, with Nuland saying more than 100 countries would attend the talks "to support change and democracy and pluralism" in Syria.The Paris meeting will be the third such gathering after one in Tunis in February and another in April in Istanbul called for tougher action against the Assad regime.Annan said a real ceasefire was imperative in Syria, as the death toll mounted to 77 on Tuesday, according to monitors, nearly three months after a truce he brokered failed to take effect.UN human rights chief Navi Pillay warned that foreign arms deliveries to both government and opposition are fuelling a conflict that rights monitors say has killed more than 16,500 people since March last year.
Pillay said both sides were guilty of "serious" rights violations, adding that "any further militarisation of the conflict must be avoided at all costs."But a pro-Damascus Palestinian militant leader said the Lebanese Shiite militia Hezbollah and Iran would fight alongside the Syrian regime if it is attacked by foreign forces.

In the event of "a foreign attack, we discussed with our brothers (in the Syrian regime), with (Hezbollah chief) Hassan Nasrallah and our brothers in Iran, we will be part of this battle," said Ahmed Jibril of the Popular Front for the Liberation of Palestine-General Command.Human Rights Watch documented 27 detention facilities across Syria it said were used to hold people swept up in the government's crackdown on an uprising now in its 16th month.The group said it had carried out more than 200 interviews with former detainees, and military and intelligence defectors, "almost all" of whom described experiencing or witnessing torture, including "prolonged beatings, often with objects such as batons and wires."Other methods included "holding the detainees in painful stress positions for prolonged periods of time, often with the use of specially devised equipment, the use of electricity, burning with car battery acid, sexual assault and humiliation, the pulling of fingernails and mock execution."Meanwhile, as Turkey reported a new defection of Syrian troops across the tense border, Assad said he regretted "100 percent" that his country's defence forces shot down a Turkish fighter jet on June 22, but still insisted the plane was in Syrian airspace.He rejected Turkey's accusations that the Syrian defence forces intentionally shot down the aircraft, which was on a training mission over the Mediterranean."A country at war always acts like this. This plane was flying at a very low altitude and was shot down by anti-aircraft defences which mistook it for an Israeli plane, which attacked Syria in 2007," Assad said in an interview with Turkey's Cumhuriyet newspaper"Assad said Syria had no plans to send troops to the border with Turkey, even after Prime Minister Recep Tayyip Erdogan sent reinforcements to the frontier.In Cairo, meanwhile, MENA reported that participants in the opposition conference "were unanimous that a political solution in Syria must begin with the departure of the regime of Bashar al-Assad."They called for a end to the killing by the Syrian army and gave their support to the Free Syrian Army made up of deserters from the Assad regime force.They also called on the Syrian army to lift its siege of Syrian towns and for the release of all detainees.

Iran, US flex muscles in case of conflict

Iran and the United States Tuesday underlined their military readiness for conflict should faltering diplomacy over Tehran's atomic activities fail, as tensions rose over tightened Western sanctions.Iran said it successfully fired several dozen missiles -- including a medium-range Shahab-3 ballistic weapon with a range capable of striking Israel -- in war games in its central desert region.US officials, meanwhile, detailed a quiet US military build-up in the Gulf region that includes the deployment of warships and F-22 stealth fighter jets.The belligerent posturing came on the day technical experts from Iran and from world powers, including the United States, were due to meet in Istanbul in the latest round of talks.Iran refuses to bow to Western demands that it curb its sensitive uranium enrichment under the pressure of punishing economic sanctions that were ramped up last week to their toughest level so far."The sanctions imposed against our country are the harshest and strongest ever imposed. If the enemies think they can weaken Iran with these sanctions, they are wrong," Iranian President Mahmoud Ahmadinejad said, quoted by the official IRNA news agency.

Tehran is demanding its "right" to enrichment be recognised and the sanctions be eased. It rejects Western suspicions that it is seeking a nuclear weapons capability.Iranian foreign ministry spokesman Ramin Mehmanparast accused the Western nations in the so-called P5+1 group -- comprising the United States, Britain, France, Russia and China, plus Germany -- of dragging out the talks."Many people are starting to conclude that maybe there are specific goals in dragging out the talks and preventing their success. One option is that perhaps there is a link with the US (presidential) election" in November, he said.Iranian Foreign Minister Ali Akbar Salehi told the ISNA news agency should the talks collapse, "the other alternative is confrontation."Israel, which is not party to the talks, has warned it could launch pre-emptive air strikes on Iran's nuclear facilities to hinder what it sees as a threat by the Islamic republic to its existence.US President Barack Obama has also repeatedly said that "all options" -- including US military action -- are on the table.
With that in mind, Iran Tuesday test-fired missiles into its central desert region in war games dubbed "Grand Prophet 7" and meant to simulate counter-attacks on US military bases in Afghanistan and other neighbouring countries, and possibly on Israel."The message of these Grand Prophet 7 manoeuvres is to show the determination, the will and the power of the Iranian people in defending their national interests and vital values," the number two of the elite Revolutionary Guards, General Hossein Salami, said, according to IRNA.The launches included a Shahab-3 ballistic missile which has a maximum range of 2,000 kilometres (1,200 miles), enough to reach Israel, which is 1,000 kilometres from Iran.The United States warned such tests were in violation of UN resolutions that ban Iran from any ballistic weapons activity."This is not a positive development," said State Department spokeswoman Victoria Nuland."Iran has had these active missile development programs for two decades and has continued its development of advanced missile capabilities, including increasing longer-range systems. And these remain of acute concern," she said.Some 120 lawmakers in Iran's 290-seat parliament have also signed on to a draft bill calling for the strategic Strait of Hormuz to be closed to oil tankers headed to Europe in retaliation for an EU embargo on Iranian crude.

Nuland insisted the Strait was an international waterway and all ships enjoy transit passage rights."Any attempt by Iran to close the Strait or to require vessels to obtain Iranian consent would be inconsistent with international law and not recognised by the United States," she told reporters."We have over years and decades made clear that we intend to do what is necessary to maintain the openness of the Straits."

But one official told The New York Times Washington would view any attempt by Iran to close the waterway as a "red line" triggering a US military reaction."Don't even think about closing the strait. We'll clear the mines. Don't even think about sending your fast boats out to harass our vessels or commercial shipping. We'll put them on the bottom of the Gulf," the official said.
