The Syrian opposition said Thursday it is willing to accept a peace plan presented by UN-Arab League envoy Kofi Annan, but conditioned the acceptance on how quickly the plan would be implemented.Waleed al-Bunni, a member of the Syrian National Council, told the London-based Asharq Al-Awsat newspaper that he met with the Russian ambassador at the UN Security Council and discussed Annan's plan with him.Al-Bunni said he explained that the opposition would accept the plan only if President Bashar Assad's regime complies with its points within two days, even though it does not include the opposition's main demand that Assad should step down.

An IDF force discovered several explosive charges near the security fence separating Gaza from Israel Thursday, near Kibbutz Sufa. The large scale explosives are arranged in an array pattern designed to maximize damage to its targets.An IDF engineering force was believed to be working into the night under heavy security to neutralize the charges.IDF helicopters are hovering overhead and firing into open areas in order to keep away terrorists who were trying to come near.A large scale explosive charge was placed along the security fence with Gaza earlier this week. The charges are intended for attacks against IDF soldiers and possibly for attempted abductions.

PHOENIX – Arizona’s state legislature is currently pushing through a Candidate Certification Bill which will directly address the issue of President Obama’s eligibility to hold elected federal office, and ultimately determine his place on the state election ballot come November.But there exists an effort underway behinds the scenes, which threatens to stall – and eventually kill the legislation.The bill will require any candidate to sign an affidavit confirming their eligibility documentation, and would impose a penalty for perjury if they were later found to be ineligible.The bill was presented at a press conference which took place on Tuesday inside the state’s historic capitol court room. Amidst an almost complete national media black-out on the issue, AZ Bill HB2480, spearheaded by State Representative Carl Seel(R), has since passed the Senate Government Reform Committee, but has become stuck in a senate committee.In addition to members of the state legislature, the bill has received the full backing of Maricopa County Sheriff Joe Arpaio, who had assembled a Cold Case Posse some 6 months ago in order to investigate evidence that Barack Obama’s electronic birth certificate. The document was released last year by the White House and posted on their website in PDF form, but Arpaio’s own law enforcement investigation has so far concluded that the President’s document indicates both forgery and fraud. It was these very concerns which prompted Rep. Seel to draft this latest eligibility bill.
According to Seel, It gives the average citizen the capacity… to challenge any candidate appearing on the Arizona ballot, whether they are properly qualified to be on the said ballot… and the capacity to preserve, defend and protect their Constitution.Despite the fact that the bill has the support of both the state’s house and senate, it’s still being held up by Senate President Steve Pierce (R) who has yet to clear the way for a floor debate on the bill.Pierce claims that he will not clear the way for HB 2480 until Sen. Nancy Barto (R) who chairs the Committee on Healthcare and Medical Liability Reform, where the bill is assigned – and is currently being stalled, allows its passage through.
Dirty tricks behind the scenes?
According to Seel, the reason the bill has been stalled is because of a rather unreasonable request by Sen. Barto. In an unprecedented move, Sen. Barto has solicited from Rep. Seel a laundry list – a fully initialed, full list of names of all Arizona Senators who have committed to vote in support the controversial bill.
This request for a laundry list flies in the face of the normal honor’s system practice, whereby law makers normally give their bond in the form of a verbal commitment for support of a bill.Critics of this unorthodox move might rightly suspect that by possessing the names of each legislator beforehand, Sen. Barto – or perhaps another third party, could then get to each of the bills’ supporters before a vote reaches the floor – in order to change the natural outcome of a vote. If the bill was voted down in this way, it would effectively kill off any future attempts to revive such legislation.Additionally, such an outcome would also take Arizona Governor Jan Brewer(R) out of this controversial spotlight, as she was the person who vetoed a nearly identical bill which was passed in April 2011 by the state legislature.Brewer claimed in her veto letter that she was worried that the bill empowered Arizona’s secretary of state to judge the qualifications of not only President Obama, but all candidates who would file to run for office.If the bill does not clear the Rules Committee by Monday is could very well die there.As WND’s Jerome Corsi has already reported, there are other states who have mounted similar challenges to the President’s claim of eligibility for office, most notably efforts in Georgia.Corsi explains this week:There exists virtually no mechanism in the U.S. for investigating whether or not a presidential candidate meets the Constitution’s Article 2, Section 1, natural-born citizen requirement.
Earlier, New Hampshire became the only state to successfully sign into law a bill clarifying eligibility requirements.But New Hampshire’s H.B. 1245, signed by Democratic Gov. John Lynch, merely requires a statement under penalty of perjury that a candidate meets the qualification requirements of the U.S. Constitution, similar to what the political parties already send to states regarding their candidates.Whilst still investigating the validity of President Obama’s birth certificate, as well as the President’s Selective Service Registration card which is also believed to be forged, Sheriff Arpaio still expects to unearth yet more additional new evidence over the coming weeks.Arpaio adds, This investigation is not going away. It is an ongoing investigation.

That’s the question that White House administrations have tiptoed around for decades.The State Department neither recognizes Jerusalem as Israel’s official capital nor views the eastern part of the city -- captured from Jordan in the 1967 Six-Day War and subsequently annexed -- as part of Israel. If the Obama administration wants to soften its image among Israel supporters as being questionably interested in Israel's interests, then refusing to describe Jerusalem as Israel's capital was probably not the way to do it. In a press conference today, State Department spokeswoman Victoria Nuland did exactly that, to the consternation of many reporters who repeatedly kept trying to clarify her remarks, only to be repeatedly stonewalled. The Weekly Standard has a transcript of the exchange, of which the relevant passage is as follows:
Q: Is it the view of the -- of the United States that Jerusalem is the capital of Israel, notwithstanding the question about the embassy -- the location of the U.S. embassy?

BRUSSELS - The European Commission proposed on Wednesday (28 March) a new European cybercrime centre that will help crack down major online criminal activities.Last year, worldwide profits generated from cybercrime outstripped the global trade in marijuana, cocaine and heroin - combined.More than 1 million everyday become victims of cybercrime and you are probably one them, EU home affairs commissioner Cecilia Malmstrom told reporters in Brussels.The massive profit margins are enticing more criminal activities to move their illicit businesses online. People are routinely falling victim to scams, identify theft, and credit card and banking fraud. Other criminals disrupt IT systems.A study for the UK Home Office in 2011 found cybercrime was costing the country some €30 billion a year. In Germany, police recorded over 5,000 cases of phishing scams in 2010, up from 2,000 in 2008.
A lucrative market
Europol, the EU’s law enforcement agency based in The Hague, will house the new cybercrime centre when it becomes operational on 1 January 2013.Malmstrom called the new facility a hub for co-operation in defending an internet that is free, open and safe.Around 30 full-time experts will be staffed at the centre but this should increase to 55 when it becomes fully operational by the end of the 2013.With an estimated initial annual budget of €3.6 million, the centre will be tasked to help stem a global threat that reportedly costs its victims up to €290 billion a year.As the threat level increases, the Commission fears people’s confidence to go online will wane. Currently, only 4 percent of all sales in Europe are generated online.
Nearly three quarters of European households had internet access last year. In 2010, over a third of EU citizens were banking online. These figures are also on the rise.
But with credit card details selling for as little as €1, Europeans may think twice before punching in numbers from the comfort of their own homes to make an online purchase. Counterfeited physical credit cards go for €140 while bank credentials can sell for only €60.
Borderless crimes more difficult to stop
The borderless nature of cybercrime also makes cracking down on criminals an excessively difficult task for national authorities.Malmstrom pointed out that jurisdictional boundaries and a lack of information sharing present huge obstacles to the swift detection, investigation and prosecution of cyber criminals.Online child pornography, for instance, often involves hundreds of victims with perpetrators spread across numerous countries. Authorities tackling such crimes are faced with multiple jurisdictions and data that are not always shared in a timely manner.Similar conclusions were made at a seminar on internet child pornography, hosted by the Danish EU presidency in February.And while Europol already has a team dedicated to cybercrime, it is unable to efficiently gather information from various sources. It is also unable to respond to queries from law enforcement authorities, the judiciary and the private sector.The new cybercrime centre aims to fill this gap and provide a more collaborative response by pooling the knowledge of numerous crime-stopping agencies. This includes the UK-based police training agency (CEPOL), the European agency responsible for information security (ENSIA), and the European Cybercrime Task Force.The centre will consult the expertise of industry and civil society, but its full-time staff will come from member states, the European Commission, and Europol itself.Despite being under Europol auspices, the centre will have a separate management board, says Malmstrom though the Commission still needs to seek the endorsement by the Europol management board.Rob Wainwright, the director of Europol on Wednesday said he is delighted that the Commission has proposed its establishment at Europol, calling it a landmark development in the EU’s fight against cybercrime.

North Sea gas leak from hell enters third day

Non-essential workers on a nearby platform owned by rival company Shell have also been evacuated.There is disagreement on how big the Elgin sheen actually is.Britain's energy minister Charles Hendry on Tuesday (27 March) told Reuters that the size of the sheen is one-sixteenth of the size of an Olympic swimming pool.But the BBC reports it could weigh up to 23 tonnes, while the UK has imposed a 4.8-km air and a 2-nautical-mile sea exclusion zone around the platform.Gas in the water affects the buoyancy of ships as seawater pressure begins to change, so that rescue vessels attempting to approach the rig would sink, according to a representative of RMT-OILC, an offshore workers union.
People who have observed the scene at first hand said the sea water looks as if it is boiling - an indication that gas is still coming up from beneath the rig, the union delegate added.For its part, Total says it cannot confirm if the sheen is growing or shrinking.Total chief, David Hainsworth, said the leak might be coming from an outer casing of a well drilled into mud on the sea floor.The firm added it could take up to six months to drill a relief well to solve the problem. BRUSSELS - The European Commission proposed on Wednesday (28 March) a new European cybercrime centre that will help crack down major online criminal activities.Last year, worldwide profits generated from cybercrime outstripped the global trade in marijuana, cocaine and heroin - combined.More than 1 million everyday become victims of cybercrime and you are probably one them, EU home affairs commissioner Cecilia Malmstrom told reporters in Brussels.The massive profit margins are enticing more criminal activities to move their illicit businesses online. People are routinely falling victim to scams, identify theft, and credit card and banking fraud. Other criminals disrupt IT systems.A study for the UK Home Office in 2011 found cybercrime was costing the country some €30 billion a year. In Germany, police recorded over 5,000 cases of phishing scams in 2010, up from 2,000 in 2008.
A lucrative market
Europol, the EU’s law enforcement agency based in The Hague, will house the new cybercrime centre when it becomes operational on 1 January 2013.Malmstrom called the new facility a hub for co-operation in defending an internet that is free, open and safe.Around 30 full-time experts will be staffed at the centre but this should increase to 55 when it becomes fully operational by the end of the 2013.With an estimated initial annual budget of €3.6 million, the centre will be tasked to help stem a global threat that reportedly costs its victims up to €290 billion a year.As the threat level increases, the Commission fears people’s confidence to go online will wane. Currently, only 4 percent of all sales in Europe are generated online.
Nearly three quarters of European households had internet access last year. In 2010, over a third of EU citizens were banking online. These figures are also on the rise.
But with credit card details selling for as little as €1, Europeans may think twice before punching in numbers from the comfort of their own homes to make an online purchase. Counterfeited physical credit cards go for €140 while bank credentials can sell for only €60.
Borderless crimes more difficult to stop
The borderless nature of cybercrime also makes cracking down on criminals an excessively difficult task for national authorities.Malmstrom pointed out that jurisdictional boundaries and a lack of information sharing present huge obstacles to the swift detection, investigation and prosecution of cyber criminals.Online child pornography, for instance, often involves hundreds of victims with perpetrators spread across numerous countries. Authorities tackling such crimes are faced with multiple jurisdictions and data that are not always shared in a timely manner.Similar conclusions were made at a seminar on internet child pornography, hosted by the Danish EU presidency in February.And while Europol already has a team dedicated to cybercrime, it is unable to efficiently gather information from various sources. It is also unable to respond to queries from law enforcement authorities, the judiciary and the private sector.The new cybercrime centre aims to fill this gap and provide a more collaborative response by pooling the knowledge of numerous crime-stopping agencies. This includes the UK-based police training agency (CEPOL), the European agency responsible for information security (ENSIA), and the European Cybercrime Task Force.The centre will consult the expertise of industry and civil society, but its full-time staff will come from member states, the European Commission, and Europol itself.Despite being under Europol auspices, the centre will have a separate management board, says Malmstrom though the Commission still needs to seek the endorsement by the Europol management board.Rob Wainwright, the director of Europol on Wednesday said he is delighted that the Commission has proposed its establishment at Europol, calling it a landmark development in the EU’s fight against cybercrime.

North Sea gas leak from hell enters third day

BRUSSELS - A North Sea platform, owned by French oil giant Total, has been leaking gas off the coast of Scotland for the past three days.All 238 personnel have been evacuated from the Elgin platform, which is located 240 km off Aberdeen, fearing an explosion from a sheen of gas condensate - a light hydrocarbon liquid-from-gas - floating on the water's surface.Power on the platform has been switched off and extraction has been stopped on the nearby Franklin and West Franklin gas fields. Non-essential workers on a nearby platform owned by rival company Shell have also been evacuated.There is disagreement on how big the Elgin sheen actually is.Britain's energy minister Charles Hendry on Tuesday (27 March) told Reuters that the size of the sheen is one-sixteenth of the size of an Olympic swimming pool.But the BBC reports it could weigh up to 23 tonnes, while the UK has imposed a 4.8-km air and a 2-nautical-mile sea exclusion zone around the platform.Gas in the water affects the buoyancy of ships as seawater pressure begins to change, so that rescue vessels attempting to approach the rig would sink, according to a representative of RMT-OILC, an offshore workers union.
People who have observed the scene at first hand said the sea water looks as if it is boiling - an indication that gas is still coming up from beneath the rig, the union delegate added.For its part, Total says it cannot confirm if the sheen is growing or shrinking.Total chief, David Hainsworth, said the leak might be coming from an outer casing of a well drilled into mud on the sea floor.The firm added it could take up to six months to drill a relief well to solve the problem. A second, more risky, option would be to send engineers to kill the leak. A third, even less likely scenario, would be that the leak dies down of its own accord.For his part, Frederic Hauge, the head of the Bellona Foundation, a Norwegian-based environmental NGO, said: If no plugging is achieved, this leak is likely to continue for 10-12 years. This is truly the well from hell.Elgin and Franklin are two high pressure/high temperature gas and condensate fields in the Central Graben Area of the North Sea. Aside from gas, Elgin also produced 60,000 barrels per day (bpd) of light crude oil.Documents obtained by the Guardian newspaper last year showed that more than 100 potentially lethal oil and gas spills took place on North Sea rigs owned by Shell and Total between 2009 and 2010.The Elgin gas leak is a reminder of BP's massive oil spill in the Gulf of Mexico in 2010, which at the time led to calls for tighter EU regulation of offshore drilling safety standards.

Founded in 1968, the Club of Rome is a global think tank that deals with a variety of international political issues. The world’s 190-plus states now co-exist with a larger number of powerful non-sovereign and at least partly (and often largely) independent actors, ranging from corporations to non-government organisations (NGOs), from terrorist groups to drug cartels, from regional and global institutions to banks and private equity funds. The sovereign state is influenced by them (for better and for worse) as much as it is able to influence them. The near monopoly of power once enjoyed by sovereign entities is being eroded.As a result, new mechanisms are needed for regional and global governance that include actors other than states. This is not to argue that Microsoft, Amnesty International, or Goldman Sachs be given seats in the United Nations General Assembly, but it does mean including representatives of such organisations in regional and global deliberations when they have the capacity to affect whether and how regional and global challenges are met.Moreover, states must be prepared to cede some sovereignty to world bodies if the international system is to function.
This is already taking place in the trade realm. Governments agree to accept the rulings of the World Trade Organisation because on balance they benefit from an international trading order, even if a particular decision requires that they alter a practice that is their sovereign right to carry out.Some governments are prepared to give up elements of sovereignty to address the threat of global climate change. Under one such arrangement, the Kyoto Protocol, which runs through 2012, signatories agree to cap specific emissions. What is needed now is a successor arrangement in which a larger number of governments, including the United States, China and India, accept emission limits or adopt common standards because they recognise that they would be worse off if no country did.All of this suggests that sovereignty must be redefined if states are to cope with globalisation.At its core, globalisation entails the increasing volume, velocity and importance of flows within and across borders of people, ideas, greenhouse gases, goods, dollars, drugs, viruses, emails, weapons, and a good deal else, challenging one of sovereignty’s fundamental principles: the ability to control what crosses borders in either direction. Sovereign states increasingly measure their vulnerability not to one another, but to forces beyond their control.
Globalisation thus implies that sovereignty is not only becoming weaker in reality, but that it needs to become weaker. States would be wise to weaken sovereignty in order to protect themselves, because they cannot insulate themselves from what goes on elsewhere. Sovereignty is no longer a sanctuary.This was demonstrated by the American and world reaction to terrorism. Afghanistan’s Taliban government, which provided access and support to al-Qaeda, was removed from power. Similarly, America’s preventive war against an Iraq that ignored the UN and was thought to possess weapons of mass destruction showed that sovereignty no longer provides absolute protection. Imagine how the world would react if some government were known to be planning to use or transfer a nuclear device or had already done so. Many would argue correctly that sovereignty provides no protection for that state.
Necessity may also lead to reducing or even eliminating sovereignty when a government, whether from a lack of capacity or conscious policy, is unable to provide for the basic needs of its citizens. This reflects not simply scruples, but a view that state failure and genocide can lead to destabilising refugee flows and create openings for terrorists to take root.The North Atlantic Treaty Organisation’s intervention in Kosovo was an example where a number of governments chose to violate the sovereignty of another government (Serbia) to stop ethnic cleansing and genocide. By contrast, the mass killing in Rwanda a decade ago and now in Darfur, Sudan, demonstrate the high price of judging sovereignty to be supreme and thus doing little to prevent the slaughter of innocents.Our notion of sovereignty must therefore be conditional, even contractual, rather than absolute. If a state fails to live up to its side of the bargain by sponsoring terrorism, either transferring or using weapons of mass destruction, or conducting genocide, then it forfeits the normal benefits of sovereignty and opens itself up to attack, removal or occupation. The diplomatic challenge for this era is to gain widespread support for principles of state conduct and a procedure for determining remedies when these principles are violated.The goal should be to redefine sovereignty for the era of globalisation, to find a balance between a world of fully sovereign states and an international system of either world government or anarchy.The basic idea of sovereignty, which still provides a useful constraint on violence between states, needs to be preserved. But the concept needs to be adapted to a world in which the main challenges to order come from what global forces do to states and what governments do to their citizens, rather than from what states do to one another.

The Club Of Rome
Founded in 1968, the Club of Rome is a global think tank that deals with a variety of international political issues. According to its website, the Club of Rome is composed of "scientists, economists, businessmen, international high civil servants, heads of state and former heads of state from all five continents who are convinced that the future of humankind is not determined once and for all and that each human being can contribute to the improvement of our societies.

The world’s 190-plus states now co-exist with a larger number of powerful non-sovereign and at least partly (and often largely) independent actors, ranging from corporations to non-government organisations (NGOs), from terrorist groups to drug cartels, from regional and global institutions to banks and private equity funds. The sovereign state is influenced by them (for better and for worse) as much as it is able to influence them. The near monopoly of power once enjoyed by sovereign entities is being eroded.As a result, new mechanisms are needed for regional and global governance that include actors other than states. This is not to argue that Microsoft, Amnesty International, or Goldman Sachs be given seats in the United Nations General Assembly, but it does mean including representatives of such organisations in regional and global deliberations when they have the capacity to affect whether and how regional and global challenges are met.Moreover, states must be prepared to cede some sovereignty to world bodies if the international system is to function.
This is already taking place in the trade realm. Governments agree to accept the rulings of the World Trade Organisation because on balance they benefit from an international trading order, even if a particular decision requires that they alter a practice that is their sovereign right to carry out.Some governments are prepared to give up elements of sovereignty to address the threat of global climate change. Under one such arrangement, the Kyoto Protocol, which runs through 2012, signatories agree to cap specific emissions. Sovereignty is no longer a sanctuary.This was demonstrated by the American and world reaction to terrorism. Necessity may also lead to reducing or even eliminating sovereignty when a government, whether from a lack of capacity or conscious policy, is unable to provide for the basic needs of its citizens. This reflects not simply scruples, but a view that state failure and genocide can lead to destabilising refugee flows and create openings for terrorists to take root.The North Atlantic Treaty Organisation’s intervention in Kosovo was an example where a number of governments chose to violate the sovereignty of another government (Serbia) to stop ethnic cleansing and genocide. By contrast, the mass killing in Rwanda a decade ago and now in Darfur, Sudan, demonstrate the high price of judging sovereignty to be supreme and thus doing little to prevent the slaughter of innocents.Our notion of sovereignty must therefore be conditional, even contractual, rather than absolute. If a state fails to live up to its side of the bargain by sponsoring terrorism, either transferring or using weapons of mass destruction, or conducting genocide, then it forfeits the normal benefits of sovereignty and opens itself up to attack, removal or occupation. The diplomatic challenge for this era is to gain widespread support for principles of state conduct and a procedure for determining remedies when these principles are violated.The goal should be to redefine sovereignty for the era of globalisation, to find a balance between a world of fully sovereign states and an international system of either world government or anarchy.The basic idea of sovereignty, which still provides a useful constraint on violence between states, needs to be preserved. One wonders - what would happen if a group of protestors who claimed to be peaceful managed to approach the borders of Canada from all different points and attempted to enter the country? Would media reports say Canadian police were wrong to shoot at people who refused to stop when asked, and then peacefully threw rocks at the military authorities? I’d love a group, say, of the 1% Wall Street Protestors, to try such a thing, say at The Federal Reserve this week – one wonders how long it would take for them to be shot and detained – as they should be.Anyone who doubts me should try it - when law enforcement or the military order you to stop, just keep advancing forward. Let me know how it goes.Amazingly, in Israel less than two years after the MV Mavi Marmara (the flotilla) disaster, Israel is facing a planned attack on its borders on March 30th by the Global March to Jerusalem.The marchers demand a return to all of occupied Palestine, and vow massive marches at Israel's northern and southern borders, the West Bank (Israel's biblical heartland of Judea and Samaria) and the Gaza Strip.On Naqba Day last year, a similar attempt was launched, and repelled. Israel has learned, it says, from that incident.The Israel Defense Forces are preparing for Friday's march and plan to do all they can to avoid conflict – but I am sure they won’t, as the Arabs will manage to manipulate media to create images damaging to Israel.
Today Israel needs to send open letters to the elected officials of the bordering countries, notifying them that anyone who dares approach Israel’s border will be handled appropriately – as any sane and civil country would.The response to the Global March to Jerusalem is very simple – and was written in 1923 by the great Zionist leader Ze’ev Jabotinsky. The event isn’t being organized by peaceful humanitarians with pure motivations –its being organized by Iran, directly and through terrorist organizations like Hizbullah.
Israel’s Foreign Ministry, Jewish organizations, and Public Relations Firms worldwide need to disseminate this background now, before it is front page news, as it is likely to be in a few days.This is a potential catastrophe with terrible images – and enemies are threatening to attack sovereign nation’s borders. Public Relations shouldn’t be mishandled and neglected.Israel is a young country and it often learns things painfully. A justified cause is not enough to be right these days – War preparation includes PR preparation, and PR today is also an element of war.
EU targets Iran's Internet snoops

BRUSSELS - EU countries have banned the sale of Internet-snooping technology to Iran and blacklisted the country's top cyber-censors, while adding a fresh loophole to its oil embargo.Under the new law - which entered into force on Saturday (24 March) - the sale of equipment, technology or software which may be used for the monitoring or interception of Internet or telephone communications and provision of related services is off-limits.With social media at the heart of last year's Arab Spring protests and with citizen journalists now using Facebook, YouTube and Twitter to get out information on Syrian atrocities, Iran's failed Twitter Revolution of 2009 - mass-scale protests organised using the US-based microblogging site - has been all-but forgotten.Iran has one of the world's most far-reaching censorship programmes and is regularly named by Reporters Without Borders, a Paris-based NGO, on its Enemies of the Internet list.On 6 February it sentenced anti-government blogger Mehdi Khazali to 14 years in prison and 70 lashes - administered using a black leather whip first dipped in water to increase pain. In January, it arrested four people who ran a Facebook beauty contest page for promoting prostitution.
EU-based companies, such as the UK's Creativity Software and Finnish-German company Nokia Siemens Networks, have in recent years faced embarrassment for allegedly selling relevant hardware and software to Iran.The list of items now designated by the EU measure includes: deep packet inspection equipment ... semantic processing engine equipment ... speaker recognition/processing equipment ... pattern recognition and pattern profiling equipment ... semantic processing engine equipment ... [and] WEP and WPA code-breaking equipment.The EU also put under a visa ban and asset freeze eight officials whose work centers on censorship and propaganda.The roll-call covers Ezzatollah Zarghami (the head of the Islamic Republic of Iran Broadcasting); Reza Taghipour (minister for information); Toraj Kazemi (a colonel who recently announced a campaign for the recruitment of government hackers); Mohammad-Ali Ramin (vice-minister in charge of press); Seyyed Sola Mortazavi (deputy interior minister); and Reza Jafari (a prosecutor specialising in cyber-crime).Two intelligence officers - Gholamhosein Ramezani and Mohamed Sadeghi - were listed as being directly responsible for the arrests and torture of bloggers/journalists.
Meanwhile, member states also on Friday agreed to let EU companies keep selling shipping insurance for oil tankers until 1 July. They agreed a similar let-off for insurance of petrochemcial product shipments until 1 May.Reuters reports that some countries - the UK is the shipping insurance capital of the world - had pushed for an open-ended insurance let-off, but met with resistance. If EU member states have decided on an oil ban, it is very difficult for them to go on insuring states who are not abiding by this oil ban,a senior EU official told the news agency.The EU earlier this year agreed to stop buying oil from Iran from 1 July onward in a bid to harm its suspected nuclear weapons programme.It also banned dealings with its central bank and Bank Tejarat as well as trade in gold and other precious minerals.
Bank dealing and gold trading can go on if it is not oil-related and if the money does not go to Iranian officials on the EU's blacklists - not easy to prove given the opaque nature of the Iranian administration.

US sets new carbon standard for power plants

The United States on Tuesday set the first nationwide carbon standards on power plants, seeking to curb emissions from the burning of coal and revive the flagging fight against climate change.After more than a year of deliberations on the politically charged proposal, President Barack Obama's administration said it would only apply the rules to future sites and gave coal-fired plants decades to meet the new standards.Lisa Jackson, head of the Environmental Protection Agency, said she was approving the regulations in a hope to enhance the lives of our children and our children's children and to spur US global leadership in clean energy.We know that the potential impact of climate change touches everything from tourism to agriculture and will have an extraordinary environmental and economic footprint if allowed to proceed unchecked, she told reporters on a conference call.Jackson said that after a 12-month grace period for sites under construction, the agency would not allow power plants to emit more than 1,000 pounds (454 kilograms) of carbon pollution per megawatt hour.Natural gas generates slightly less than that, but standard coal plants emit nearly 1,800 pounds an hour. Renewable energy such as solar and wind -- along with nuclear power -- produces far less.
Electricity generation in the world's largest economy accounts for 41 percent of the country's carbon emissions, which scientists blame for the planet's rising temperatures and increasingly severe weather.The Obama administration has vowed to reduce US carbon emissions, but its efforts face strong opposition from industry and the rival Republican Party, many of whose members question the science behind climate change.UN-led negotiations on a new climate treaty have also made little concrete progress, with China -- which has surpassed the United States as the top carbon emitter -- demanding greater US commitment.Republican House Speaker John Boehner accused Obama of siding with a political base of environmentalists instead of Americans hit by high energy prices.This rule is a dramatic overreach and a heavy blow to one of America's richest natural resources -- coal -- that the president once heralded but now ignores, Boehner said in a statement.Proposals by Obama's allies to set up a nationwide system to curb carbon emissions have died in Congress.
Democratic Representative Henry Waxman, an architect of the ill-fated climate legislation, called the power plant standards a breakthrough and praised Obama for listening to scientists, not extremists who deny the existence of climate change.
Coal is among the most politically sensitive areas due to its impact on domestic employment. Coal accounts for about half of US power -- more than any other source -- but 81 percent of carbon emissions from the electricity sector, according to government data.Jackson was quick to say that the Obama administration saw a future for coal, saying that it will remain an important part of America's electricity generation mix.She said that the agency will still allow new coal plants to maintain emissions above the limits if the operators agree that the level will average below the 1,000-pound threshold over a 30-year period.The Obama administration has supported research into so-called carbon capture, which would hold back emissions from the burning of coal. Some environmentalists have criticized such efforts as costly and unproven.Kassie Siegel of the environmental group the Center for Biological Diversity welcomed the new standards but criticized the administration for giving existing power plants a free pass.If we're going to avert a climate catastrophe, the response must match the magnitude of the crisis we face, she said.
