BRUSSELS - EU countries' ambassadors in Ramallah have said Israeli authorities are not doing enough to stop a massive increase in attacks by Jewish extremists against Palestinians.The heads of mission in an internal three-page report dated February 2012 - and seen by EUobserver - noted there were 411 assaults last year compared to 266 in 2010 and 132 in 2009.The attacks varied from gunfire to throwing stones and garbage, including at Palestinian schoolchildren, as well as burning homes and mosques, killing livestock and uprooting olive trees. They caused three deaths and 183 injuries last year. Some 10,000 mostly olive trees were destroyed.On the other side, Palestinians killed eight Jews - including one entire family - and injured 37. But the EU report said there has been no widespread response from the Palestinian side.The EU diplomats depicted settler attacks as part of a broader Israeli campaign to get rid of the Palestinians, saying they effectively force a withdrawal of the Palestinian population away from the vicinity of settlements, thereby increasing the scope for settlement expansion.Some settlers follow religious teachings which say a greater Israel should encompass all of Gaza and the West Bank, the Sinai peninsula in Egypt, Lebanon and parts of Syria and Turkey, and that their actions will speed up the coming of the Messiah.Just 1,200 Jews lived in the West Bank before Israel occupied it in 1967. But 310,000 live there now in over 220 settlements, about half of which are said to be legal by Israel but all of which are illegal under the Geneva Conventions.
The EU report said over 90 percent of complaints filed by Palestinians ended with no indictment. The complaints are not easy to make because in most cases Palestinians have to go to police stations inside Jewish settlements and conduct formalities in Hebrew.Meanwhile, Jews and Palestinians live under two different legal regimes in the occupied territory - if a Jew throws a stone at a Palestinian it is treated as a misdemeanour under civil law, but if a Palestinian throws one, it is treated as an act of terrorism under military law.The report added that settler attacks are carried out by a small hardcore group. Iceland considers Canadian dollar instead of euro

BRUSSELS - Iceland's Prime Minister Johanna Siguardardottir has said the tiny Nordic country faces a choice between using the Canadian dollar or the euro.The choice is between surrendering the sovereignty of Iceland in monetary policy by unilaterally adopting the currency of another country, or becoming a member of the EU, she said in a speech at the Social Democrat Alliance party convention on Saturday (10 March) in Reykjavik.A spokesman for the country's foreign ministry on Wednesday clarified that, for her part, EU membership is the best option.Iceland is expected to hold a referendum on EU membership early next year, but the euro-crisis has shaken confidence in the Union as an economic safe haven.For the opposition party which initially floated the idea last summer, the Canadian dollar could be more attractive than the single currency.Polls say seven out of 10 Icelanders want to ditch the kroner. But the population is split between the euro and the Canadian dollar. Surveys also show that just 26 percent want to join the EU.Canada's ambassador to Iceland, Alan Bones recently told its national broadcaster that Ottawa is open to discussing the issue.The banking crisis in 2008 crippled Iceland's economy and forced it to borrow €7.5 billion from the International Monetary Fund (IMF) and other lenders. It also wiped out people's savings and pensions. Its economy has since rebounded - the IMF projects 2.5 percent economic growth for 2012, while unemployment is down to 7 percent - but the banking drama is still being played out.
In early March, Iceland's former leader Geir Haarde was put on trial for gross negligence on the banking collapse.Meanwhile, the UK and the Netherlands say the country still owes them €4 billion. Iceland in an earlier referendum rejected paying back the money, causing a rift with the two EU countries.British Conservative MEP Marina Yannakoudakis in an EU parliament debate on Iceland in Strasbourg on Wednesday refused to back a resolution on Iceland's EU membership.The Icelandic government is dodging its legal obligation to pay minimum compensation to ... China central banker: EU is our biggest uncertainty

BRUSSELS - In a sign of growing confidence on the global stage, China on Monday (12 March) singled out Europe as the biggest uncertainty for the future of its economy.
The governor of China's central bank, Zhou Xiaochuan, said that a slow world recovery process and the unstable economic and financial situation in Europe will be the big unknowns for China's economy this year.Speaking on the sidelines of the National People's Congress in Beijing, Zhou was quoted by Reuters as saying that the biggest uncertainty in the international economic situation, as we all know, is the economic recovery process, especially the European economy and financial market development relating to the euro sovereign debt crisis.The comment has sparked a mix of reactions from commentators in Brussels.It is amazing, says Pierre Defraigne, director of the College of Europe Madariaga Foundation and a long-time scholar on EU-China relations. I don't remember someone of such a high level speaking so bluntly.He says that the comment reveals a painful truth that European leaders are afraid to admit.The EU has become the main source of uncertainty in the global economy. We should be thankful to the [central bank's] governor for telling us that the emperor has no clothes on.Lin Goethals, programme director at the European Institute for Asian Studies, says that the comment represents a new phase in EU-China relations.It used to be the other way around,she says,Europe bashing China.
But ever since the financial crisis, and in particular since the EU saw it necessary to postpone an EU-China summit in October due to a rapidly deteriorating situation at home, the tables have been turning, she says.Honestly, I am not surprised. It is actually something China is really worried about.The EU is China's biggest trading partner. China is the EU's second-biggest trading partner, after the US. But relations between the two economic powerhouses have soured of late.The central banker's comment comes amid several ongoing trade wars including in aviation, public procurement and, most recently, rare earth elements.China's embassy to the EU, meanwhile, is eager to downplay the comment.Zhang Kening, minister counsellor for economic and commercial affairs, told EUobserver that there has been a misinterpretation of the governor's words due to a lack of direct interpretation into English.In reality, he says, the governor spoke of the world economy and the European financial situation as uncertain factors influencing China's currency policy.For its part, the European Commission at the time of writing had not yet heard of the banker's comment and was not able to comment.

Op-Ed Contributor Why I Am Leaving Goldman Sachs

TODAY is my last day at Goldman Sachs. After almost 12 years at the firm — first as a summer intern while at Stanford, then in New York for 10 years, and now in London — I believe I have worked here long enough to understand the trajectory of its culture, its people and its identity. And I can honestly say that the environment now is as toxic and destructive as I have ever seen it.To put the problem in the simplest terms, the interests of the client continue to be sidelined in the way the firm operates and thinks about making money. Goldman Sachs is one of the world’s largest and most important investment banks and it is too integral to global finance to continue to act this way. The firm has veered so far from the place I joined right out of college that I can no longer in good conscience say that I identify with what it stands for.It might sound surprising to a skeptical public, but culture was always a vital part of Goldman Sachs’s success. It revolved around teamwork, integrity, a spirit of humility, and always doing right by our clients. The culture was the secret sauce that made this place great and allowed us to earn our clients’ trust for 143 years. It wasn’t just about making money; this alone will not sustain a firm for so long. It had something to do with pride and belief in the organization. I am sad to say that I look around today and see virtually no trace of the culture that made me love working for this firm for many years. I no longer have the pride, or the belief.
But this was not always the case. For more than a decade I recruited and mentored candidates through our grueling interview process. I was selected as one of 10 people (out of a firm of more than 30,000) to appear on our recruiting video, which is played on every college campus we visit around the world. In 2006 I managed the summer intern program in sales and trading in New York for the 80 college students who made the cut, out of the thousands who applied.I knew it was time to leave when I realized I could no longer look students in the eye and tell them what a great place this was to work.When the history books are written about Goldman Sachs, they may reflect that the current chief executive officer, Lloyd C. Blankfein, and the president, Gary D. Cohn, lost hold of the firm’s culture on their watch. I truly believe that this decline in the firm’s moral fiber represents the single most serious threat to its long-run survival.Over the course of my career I have had the privilege of advising two of the largest hedge funds on the planet, five of the largest asset managers in the United States, and three of the most prominent sovereign wealth funds in the Middle East and Asia. My clients have a total asset base of more than a trillion dollars. I have always taken a lot of pride in advising my clients to do what I believe is right for them, even if it means less money for the firm. This view is becoming increasingly unpopular at Goldman Sachs. Another sign that it was time to leave.How did we get here? The firm changed the way it thought about leadership. Leadership used to be about ideas, setting an example and doing the right thing. Today, if you make enough money for the firm (and are not currently an ax murderer) you will be promoted into a position of influence.
What are three quick ways to become a leader? a) Execute on the firm’s axes, which is Goldman-speak for persuading your clients to invest in the stocks or other products that we are trying to get rid of because they are not seen as having a lot of potential profit. b) Hunt Elephants.In English: get your clients — some of whom are sophisticated, and some of whom aren’t — to trade whatever will bring the biggest profit to Goldman. Call me old-fashioned, but I don’t like selling my clients a product that is wrong for them. c) Find yourself sitting in a seat where your job is to trade any illiquid, opaque product with a three-letter acronym. Today, many of these leaders display a Goldman Sachs culture quotient of exactly zero percent. I attend derivatives sales meetings where not one single minute is spent asking questions about how we can help clients. It’s purely about how we can make the most possible money off of them. If you were an alien from Mars and sat in on one of these meetings, you would believe that a client’s success or progress was not part of the thought process at all.It makes me ill how callously people talk about ripping their clients off. Over the last 12 months I have seen five different managing directors refer to their own clients as muppets, sometimes over internal e-mail. Even after the S.E.C., Fabulous Fab, Abacus, God’s work, Carl Levin, Vampire Squids? No humility? I mean, come on. Integrity? It is eroding. I don’t know of any illegal behavior, but will people push the envelope and pitch lucrative and complicated products to clients even if they are not the simplest investments or the ones most directly aligned with the client’s goals? Absolutely. Every day, in fact.
It astounds me how little senior management gets a basic truth: If clients don’t trust you they will eventually stop doing business with you. It doesn’t matter how smart you are.These days, the most common question I get from junior analysts about derivatives is, How much money did we make off the client? It bothers me every time I hear it, because it is a clear reflection of what they are observing from their leaders about the way they should behave. Now project 10 years into the future: You don’t have to be a rocket scientist to figure out that the junior analyst sitting quietly in the corner of the room hearing about muppets,ripping eyeballs out and getting paid doesn’t exactly turn into a model citizen.When I was a first-year analyst I didn’t know where the bathroom was, or how to tie my shoelaces. I was taught to be concerned with learning the ropes, finding out what a derivative was, understanding finance, getting to know our clients and what motivated them, learning how they defined success and what we could do to help them get there.My proudest moments in life — getting a full scholarship to go from South Africa to Stanford University, being selected as a Rhodes Scholar national finalist, winning a bronze medal for table tennis at the Maccabiah Games in Israel, known as the Jewish Olympics — have all come through hard work, with no shortcuts. Goldman Sachs today has become too much about shortcuts and not enough about achievement. It just doesn’t feel right to me anymore.I hope this can be a wake-up call to the board of directors. Make the client the focal point of your business again. Without clients you will not make money. In fact, you will not exist. Weed out the morally bankrupt people, no matter how much money they make for the firm. And get the culture right again, so people want to work here for the right reasons. BRUSSELS - Although some improvements have been made, tax evasion remains among the greatest challenges for experts tasked with helping Greece o administrative reform.A second assessment report by a European Commission team meant to assist Athens with internal change shows that while Greece far exceeded its 2011 target for tax collection - hauling in €946 million in tax arrears instead of the €400 million target - huge work remains to change a culture of tax evasion, particularly among the very wealthy.Outstanding collectible tax arrears are estimated to amount to €8 billion,says the report published on Thursday (15 March). It notes that tax evasion by high wealth individuals and large corporate taxpayers will be the focus of particular technical assistance in the coming months.Experts from 12 member states are helping out. Much of the help comes in the form of passing on knowledge in specialised workshops. Greek officials have been advised by debt collection experts from Sweden and the Netherlands, and by French and Danish experts on taxing wealthy individuals. Germany alone has around 160 tax experts to draw on when it comes to Greece.The European Commission is advising on offshore accounts - how to retrieve the allegedly vast amounts of Greek money channelled particularly to Switzerland.
Presenting the report, Horst Reichenbach, the head of the so-called taskforce for Greece, emphasized that that experts' presence in Greece should be seen as a complete expression of EU solidarity.But solidarity only goes so far. It requires reciprocal action, indicated Reichenbach. This implies actually implementing the austerity measures passed by the Greek parliament in order to secure the just-agreed second €130 billion bailout.Asked about the planned further salary and minimum wage cuts, Reichenbach said labour costs need to be reduced for Greece to make itself more competitive but also to appease the countries bailing it out.Euro countries who are poorer in terms of income per head wonder to which degree they should contribute to the efforts to support Greece and one has to recognise there is also in their population a need to give explanations.Therefore I think we need to be fair to Greece but we also need to be fair to countries who have gone through perhaps an even deeper transition than Greece, said the German official.Meanwhile the to-do list in the assessment report is a reminder of the extent to which Greek society, culture and way of doing business is being changed through its massive debt crisis.
The taskforce team is providing expertise on everything from registering land in Greece - it is difficult to do the firesale of Greek assets that creditors want because no one is quite sure who owns what - to setting up e-prescriptions, cutting the cost of medicine, introducing performance assessment of ministry officials, fixing waste management and simplifying export procedures.A lot remains to be done, said Reichenbach, adding the details of the yet more intense on-the-ground monitoring that eurozone partners want to see in Greece are not yet finalised.

Such doomsday scenarios could be prevented if humans can create a virtual prison to contain artificial intelligence before it grows dangerously self-aware.Keeping the artificial intelligence genie trapped in the proverbial bottle could turn an apocalyptic threat into a powerful oracle that solves humanity's problems, said Roman Yampolskiy, a computer scientist at the University of Louisville in Kentucky. But successful containment requires careful planning so that a clever breed of artificial intelligence cannot simply threaten, bribe, seduce or hack its way to freedom.It can discover new attack pathways, launch sophisticated social-engineering attacks and re-use existing hardware components in unforeseen ways,Yampolskiy said. Such software is not limited to infecting computers and networks — it can also attack human psyches, bribe, blackmail and brainwash those who come in contact with it.A new field of research aimed at solving the prison problem for artificial-intelligence programs could have side benefits for improving cybersecurity and cryptography, Yampolskiy suggested. His proposal was detailed in the March issue of the Journal of Consciousness Studies.Computer scientist Roman Yampolskiy has suggested using this version of the biohazard or radiation warning signs to indicate a dangerous artificial intelligence.
How to trap Skynet
One starting solution might trap the artificial intelligence, or AI, inside a virtual machine running inside a computer's typical operating system — an existing process that adds security by limiting the AI's access to its host computer's software and hardware. That stops a smart AI from doing things such as sending hidden Morse code messages to human sympathizers by manipulating a computer's cooling fans.Putting the AI on a computer without Internet access would also prevent any Skynet program from taking over the world's defense grids in the style of the Terminator films. If all else fails, researchers could always slow down the AI's thinking by throttling back computer processing speeds, regularly hit the resetbutton or shut down the computer's power supply to keep an AI in check.Such security measures treat the AI as an especially smart and dangerous computer virus or malware program, but without the sure knowledge that any of the steps would really work.
The Catch-22 is that until we have fully developed superintelligent AI we can't fully test our ideas, but in order to safely develop such AI we need to have working security measures,Yampolskiy told InnovationNewsDaily. Our best bet is to use confinement measures against subhuman AI systems and to update them as needed with increasing capacities of AI.

Even casual conversation with a human guard could allow an AI to use psychological tricks such as befriending or blackmail. The AI might offer to reward a human with perfect health, immortality, or perhaps even bring back dead family and friends. Alternately, it could threaten to do terrible things to the human once it inevitably escapes.The safest approach for communication might only allow the AI to respond in a multiple-choice fashion to help solve specific science or technology problems, Yampolskiy explained. That would harness the power of AI as a super-intelligent oracle.Despite all the safeguards, many researchers think it's impossible to keep a clever AI locked up forever. A past experiment by Eliezer Yudkowsky, a research fellow at the Singularity Institute for Artificial Intelligence, suggested that mere human-level intelligence could escape from an AI Box scenario — even if Yampolskiy pointed out that the test wasn't done in the most scientific way.Still, Yampolskiy argues strongly for keeping AI bottled up rather than rushing headlong to free our new machine overlords. Tax havens give EU commissioner the runaround

BRUSSELS - The EU commissioner trying to stop tax cheats from hiding money in Switzerland is puzzled why Austria and Luxembourg are standing in his way.Algirdas Semeta told EUobserver that bank secrecy makes it impossible to say how much potential tax income is being lost even as EU countries cut wages and public services amid the financial crisis. But it is likely to be big bucks: Switzerland currently hands over €330 million a year in tax payments to EU countries, while its banks manage €1.5 trillion of private wealth.If it goes through, Semeta's bill - the so-called amended savings tax directive - would dynamite the status quo.It would expand the definition of interest payments, making it hard to hide behind complex financial products. It would bring in a paying agent upon receipt rule, obliging trust funds and other shady structures to say who really owns what. And it would lead to automatic exchange of information on how much people have stashed away in Switzerland, as well as Andorra, Liechtenstein and San Marino.So far, Austria and Luxembourg have stopped the Danish EU presidency from holding talks on the law.They declined to tell EUobserver why. They tell Semeta it is because other EU countries - including Germany, Greece and the UK - are working on bilateral tax deals with Switzerland which are softer than the EU bill and which would make Swiss banks more competitive than Austrian and Luxembourgish ones in terms of hiding loot.
Semeta says Germany and the UK have promised him to change the bilateral pacts in order to tackle the problem.He believes the real reason is linked to the long history and traditions of banking secrecy in Austria and Luxembourg.Taking into account the current economic situation it is very timely to find an additional source of revenue ... For instance, there are significant amounts of [Greek] savings which are put in Swiss banks and Greece deserves to collect those taxes. Sometimes, I do not understand why we were unable to reach this agreement already at the beginning of the crisis,he said.It remains to be seen if Germany and the UK will live up to their word, however.Their finance ministries declined to give details of what they are actually changing in their Swiss pacts. Martin Kotthaus, a German spokesman said only that it concerns a a rather technical provision - a comment which does not sound like the large-scale carving out of softeners spoken of by Semeta.Germany has also asked the Danish EU presidency not to start talks on Semeta's bill just yet.It says the German parliament should first ratify the tweaked version of its Swiss deal in order to give confidence to Austria and Luxembourg - a continuation of the merry-go-round in which EU countries blame each other for delays.
Meanwhile, when Denmark in July hands over the EU chairmanship to Cyprus, the dossier will fall into the lap of a country which is itself a tax haven, as well as a favoured destination for money launderers.

For its part, Switzerland - which will also have to get on board if Semeta's law is to have any meaning and which risks losing business to the Bahamas, Hong Kong and Singapore - is not making encouraging noises.Mario Tour, a spokesman for the Swiss finance ministry, told this website: We do not want to have undeclared or criminal money in Switzerland.But when asked why it drew up the loophole-riddled bilateral pacts with Germany and the UK in the first place, he said: We think they're quite an effective way to tax outside income.When asked what he thinks about automatic exchange of information, he answered: It gives you so much data that it is difficult to handle. With such an amount of data, it's difficult to find people who don't pay their taxes ... We want to deliver tax money, not data.Tour noted that people do not believe him when he says Switzerland will expose cheats by itself.That's one of our difficulties - to prove that we really mean it. People say: The Swiss have always been cheats, so this is just a drive to hide money.Maybe it's understandable. But we will put [our promises] into force,he added.

BRUSSELS - The European Commission outlined a new set of rules on Monday (12 March) that could make it easier for law enforcement to freeze and confiscate criminal assets.In a Europe caught in the grips of tough austerity measures and an economic crisis, crime and its payouts are soaring.Drugs, prostitution, small arms smuggling and all sorts of illicit activities generate hundreds of billions of euros every year. Drugs alone put an estimated €100 billion per year into the pockets of criminals.We need to hit criminals where it hurts, by going after the money, and we have to get their profits back in to the legal economy, especially in these times of crisis, said EU home affairs commissioner Cecilia Malmstrom.Extraordinarily wealthy criminals disperse their assets overseas or across Europe. Mansions, fast cars, hotels, restaurants and some businesses belong to a world that has so far proven elusive for national authorities and the police to clamp down on.The United Kingdom was only able to seize £125 million of criminal revenue, out of an estimated £15 billion generated in 2006. Germany managed to take back €113 million in 2009, out of some €903 million.The wealth and the profit margins far outweigh the risks for many of Europe’s criminal organisations. Profits generated by mafia families in Italy and their assets are thought to run to €150 billion each year.
Malmstrom says the crime robs Europe of valuable tax revenues that could be used to invest in education and health care.We need to find those who drain our common resources. That means following the money trail to the criminals with the same determination all across Europe making sure there is no safe-haven for organized crime, she says.Crime affects economic growth by distorting markets and shutting out legal investments. Dirty money is reinvested in legal activities that distort competition with legitimate businesses already struggling to survive in a slowing economy.The commission’s proposals for a directive aim to simplify existing rules and close the gaps currently exploited by criminals.For example, criminals may have assets not directly linked to a crime but which clearly resulted from criminal activities. Others transfer assets to someone not involved in the crime.In other cases, assets are difficult to seize if the criminal in question is deceased. But in 2010, the Italian authorities managed to confiscate 136 apartments, 11 warehouses, 75 land estates, eight shops, two villas, and 51 garages from a single businessman who had died from unknown causes.The police suspected he was directly involved with the mafia. Altogether, his assets totaled around €700 million. His family was unable to explain how he had obtained the property.Under the Commission's proposals, all such activities and practices would be curtailed. Member states would also be required to manage frozen or confiscated assets so they do not lose economic value. They would also have to regularly collect data on confiscation and asset recovery.
Spain gets controversial let-off on budget deficit

BRUSSELS - Eurozone finance ministers on Monday (12 March) agreed to a looser deficit target for Spain this year, but insisted that the fourth largest euro economy gets back on track by 2013, a first test for eurozone's tougher budget rules.
Entering the meeting I did not expect a decision on the 2012 budget for Spain, but now we have a common decision that the front-loaded effort this year should be of 0.5 percent of GDP, Eurogroup chief Jean-Claude Juncker said during a press conference at the end of the eurozone finance ministers' meeting.The figure is an important concession for the Spanish government, who earlier this month announced it would overshoot an agreed deficit target (4.4%) by 1.4 percent of GDP this year.
Unpredicted recession and unemployment above 20 percent, as well as a higher deficit unveiled after the previous government left office in 2011 were all used as justification by Spanish finance minister Luis de Guindos - who first had a one-on-one meeting with the German finance chief.We took some time with the Spanish minister to talk face to face about the budget situation. Spain made big progress, markets have acknowledged that. It is still on a tough road, but it is the right one,German minister Wolfgang Schauble said Monday as he went into the meeting with De Guindos.Some seven hours later, all 17 eurozone ministers agreed that Spain could be given a laxer deficit target this year, provided it returns to the three-percent deficit rule in 2013.We are highly concerned by the high unemployment and increasing poverty, but we agreed Spain will stick to the 3 percent target in 2013, which is more important than the avenues chosen in 2012, Juncker explained.Economics commissioner Olli Rehn also sought to pre-empt accusations that the EU's tougher budget rules - in place since December - are being softened for a large country while Hungary, in similar deficit trouble, is set to be sanctioned.The stability and growth pact is not stupid, it focuses on structural sustainability of public finances, Rehn said during the press conference alluding to Hungarian Prime Minister Viktor Orban's comments about the possible aid freeze being stupid.Rehn explained that Hungary was meant to bring its budget back on track by 2011, while Spain's deadline is 2013.It is crucial that Spain has committed itself to meet the three-percent target next year. There was a large slippage last year, which is very regrettable and which has had a weight on this year's budget consolidation efforts, Rehn added.
Double standards
Austrian finance minister Maria Fekter on Tuesday morning criticised the double standards applied to Hungary and Spain. We think Hungary should be given more time, she said on her way into a meeting of all EU finance ministers.Belgium, whose new government was given just a few weeks in December to pass budget cuts and bring down the deficit, is also unhappy with the Spain decision.One thing is clear: one can hardly plea for an exemption for one country and not have all the other countries claiming changes to the rules in their favour, Belgian finance minister Steven Vanackere said Monday.The Belgian government on Sunday passed new austerity measures to the tune of €1.8 billion, on top of the €11.3 billion cuts passed in December - moves praised by Brussels.

BRUSSELS - Finance ministers are on Tuesday expected to approve the freezing of €495 million in funds for Hungary if Budapest fails to bring down its deficit in the coming six months. - the first such move under the EU's strengthened budget rules.A large majority of member states is said to favour the two formal proposals: One giving Hungary a six-month deadline for sufficient corrective measures slashing budget spending by 0.5 percent of the country's gross domestic product, the other setting a funding freeze from 1 January 2013 if the deadline is not met.According to a commission draft proposal tabled to finance ministers on 6 March and seen by this website, the Hungarian authorities should put an end to the present excessive deficit situation by 2012. The paper sets 13 September as a deadline to take effective action and to specify the measures that will be necessary to progress towards ensuring a durable correction of the excessive deficit.If Budapest's actions are not deemed sustainable enough or if the deadline is not met, Hungary will be the first EU country to be sanctioned for excessive deficits under the strengthened budgetary discipline rules capping deficits at three percent of GDP.Official figures show that Budapest is running a budget surplus this year, but the commission has deemed that one-off measures, such as the nationalisation of a private pension fund, are not enough to keep the deficit down. Hungary has been in the so-called excessive deficit procedure ever since it joined the EU, in 2004.Relations between Budapest and Brussels have soured since centre-right Prime Minister Viktor Orban came to power two years ago with a super-majority in the parliament allowing him to make controversial constitutional changes touching upon media freedom, independence of the judiciary and the central bank.Even though the commission officially maintains that excessive deficit procedures are not linked to the other areas in which the Hungarian government may face legal action for breaching EU law, diplomats concede that the issues are intertwined.On top of that, the standoff risks aggravating Hungary's economic outlook as it has delayed by three months talks on a loan from the EU and the International Monetary Fund.
We estimate Hungary's gross borrowing needs for 2012 at 16 percent of GDP (€15 billion), which is the highest in Central and Eastern Europe,Moody's ratings agency said in a note to investors on Monday, noting that the stand-off with Brussels has delayed the EU-IMF talks, making external borrowing challenging and at increased interest rates.Commenting on the proposed funds freeze last week, Orban said that it was an extremely stupid policy.How is the EU going to emerge from the crisis if it represents this bad management mentality of supporting the bad and punishing the good? Orban said at the Hungarian Chamber of Commerce and Industry conference.He said Hungary’s budget deficit this year and in 2013 would be around the eighth lowest in the European Union, while at the same time the public debt was also on a downward course.Other indicators paint a less rosy picture, however. According to the latest Eurobarometer, seen by MTI news agency on Sunday, two-thirds of Hungarians did not travel for their holidays last year due to financial restraints.
Hungary was the third out of 34 countries surveyed where the percentage of people who claimed they could not afford a holiday was highest, the poll showed.

A new paper to be published in Ethics, Policy & Environment argues that serious consideration should be given to mass drugging the population to make them more environmentally conscious while also proposing that babies should be genetically engineered to be smaller in order to reduce their carbon footprints.In an interview with The Atlantic the lead author of the paper, New York University bioethics professor S. Matthew Liao, argues that humans need to be be subjected to biomedical modifications in order to help combat climate change.Followed to their logical conclusion, Liao’s proposals outstrip anything Aldous Huxley wrote about in Brave New World, a 1932 dystopian novel about a future scientific dictatorship that seeks to drug, genetically manipulate, and medically induce humanity into complete slavish subservience.Expressing regret that carbon taxes will do nothing to reduce carbon emissions, Liao suggests other methods, including pharmacologically induced meat intolerance where people would take drugs which would trigger extreme nausea or wear patches that would “stimulate the immune system to reject common bovine proteins.
In order to reduce an individual’s carbon footprint and make sure they consume less, Liao suggests that a policy similar but more flexible to China’s one child policy be introduced, where parents can choose between having one large child, two medium sized children or three small children.This would be accomplished by preimplantation genetic diagnosis, where embryos would be implanted based on height, or by using drugs that reduce or increase the expression of paternal or maternal genes in order to affect birth height.Asked if genetic manipulation of babies is ethical or fair, Liao responds by citing the need to address climate change as the more pressing moral concern.Liao subsequently suggests that drugging the public could positively influence their will to donate money to charities like Oxfam, which support the global warming agenda, by means of pharmacological enhancement of empathy and altruism.For example, I might know that I ought to send a check to Oxfam, but because of a weakness of will I might never write that check. But if we increase my empathetic capacities with drugs, then maybe I might overcome my weakness of will and write that check, says Liao.Of course, by the same token drugs could be used to make someone more inclined to do anything. The foundation of the international food industry, monopolized by large corporations that hold zero regard for your health, is cracking. As more and more individuals begin to realize that they are eating their way to disease through the consumption of these products, they become outraged at the companies peddling their latest toxic food product. The result? Companies are now being forced to either answer to the consumer demands (removing the toxic substances from the food supply and adapting legitimate environmental manufacturing practices) , or lose their customers.Increasingly, we see this happening on a larger scale. Major companies like Campbell’s have begun abandoning bisphenol A (BPA), the cancer-linked chemical found in can linings and plastic containers. The change comes after even the FDA was forced to re-evaluate the safety of BPA, potentially issuing a ban by the end of this month. Linked to cancer, diabetes, and much more, consumers have become fully aware of the dangers that BPA presents — and they aren’t handing over their hard-earned dollars to companies that refuse to remove BPA from their products.
On a larger scale, corporations are also being forced to remove high-fructose corn syrup. Well known for its health effects even throughout the general public, not only does high-fructose corn syrup breed obesity and cancer, but it is even known to contain mercury. Consumers are now refusing to eat anything that contains this ingredient, and for good reason. Even Michelle Obama has gone public in stating that she refuses to feed her own children products that contain high-fructose corn syrup. It is due to this that food titans like Sara Lee and Kraft have begun removing the ingredient from their products to avoid losing a large number of sales.Activism and education is making legitimate changes in the way that the world eats and thinks.
While it is a major victory that these companies are phasing out these ingredients, it is only the beginning of the mass rejuvination of the food supply that needs to take place in order for consumers to experience optimum health. BPA and high-fructose corn syrup alone are creating biological devastation, but what about aspartame, MSG, genetically modified ingredients, trans fat, and other harmful additives? These harmful substances can be removed as well; it simply requires the same activism and education that is resulting in the removal of BPA and high-fructose corn syrup.Spread the word. It will not only change the health of your close friends and family, but the entire globe. Tax havens give EU commissioner the runaround

BRUSSELS - The EU commissioner trying to stop tax cheats from hiding money in Switzerland is puzzled why Austria and Luxembourg are standing in his way.Algirdas Semeta told EUobserver that bank secrecy makes it impossible to say how much potential tax income is being lost even as EU countries cut wages and public services amid the financial crisis. But it is likely to be big bucks: Switzerland currently hands over €330 million a year in tax payments to EU countries, while its banks manage €1.5 trillion of private wealth.If it goes through, Semeta's bill - the so-called amended savings tax directive - would dynamite the status quo.It would expand the definition of interest payments, making it hard to hide behind complex financial products. It would bring in a paying agent upon receipt rule, obliging trust funds and other shady structures to say who really owns what. And it would lead to automatic exchange of information on how much people have stashed away in Switzerland, as well as Andorra, Liechtenstein and San Marino.So far, Austria and Luxembourg have stopped the Danish EU presidency from holding talks on the law.They declined to tell EUobserver why. They tell Semeta it is because other EU countries - including Germany, Greece and the UK - are working on bilateral tax deals with Switzerland which are softer than the EU bill and which would make Swiss banks more competitive than Austrian and Luxembourgish ones in terms of hiding loot.
Semeta says Germany and the UK have promised him to change the bilateral pacts in order to tackle the problem.He believes the real reason is linked to the long history and traditions of banking secrecy in Austria and Luxembourg.Taking into account the current economic situation it is very timely to find an additional source of revenue ... For instance, there are significant amounts of [Greek] savings which are put in Swiss banks and Greece deserves to collect those taxes. Sometimes, I do not understand why we were unable to reach this agreement already at the beginning of the crisis,he said.It remains to be seen if Germany and the UK will live up to their word, however.Their finance ministries declined to give details of what they are actually changing in their Swiss pacts. Martin Kotthaus, a German spokesman said only that it concerns a a rather technical provision - a comment which does not sound like the large-scale carving out of softeners spoken of by Semeta.Germany has also asked the Danish EU presidency not to start talks on Semeta's bill just yet.It says the German parliament should first ratify the tweaked version of its Swiss deal in order to give confidence to Austria and Luxembourg - a continuation of the merry-go-round in which EU countries blame each other for delays.
Meanwhile, when Denmark in July hands over the EU chairmanship to Cyprus, the dossier will fall into the lap of a country which is itself a tax haven, as well as a favoured destination for money launderers.
Trust me, I'm Swiss
For its part, Switzerland - which will also have to get on board if Semeta's law is to have any meaning and which risks losing business to the Bahamas, Hong Kong and Singapore - is not making encouraging noises.Mario Tour, a spokesman for the Swiss finance ministry, told this website: We do not want to have undeclared or criminal money in Switzerland.But when asked why it drew up the loophole-riddled bilateral pacts with Germany and the UK in the first place, he said: We think they're quite an effective way to tax outside income.When asked what he thinks about automatic exchange of information, he answered: It gives you so much data that it is difficult to handle. With such an amount of data, it's difficult to find people who don't pay their taxes ... We want to deliver tax money, not data.Tour noted that people do not believe him when he says Switzerland will expose cheats by itself.That's one of our difficulties - to prove that we really mean it. People say: The Swiss have always been cheats, so this is just a drive to hide money.Maybe it's understandable. But we will put [our promises] into force,he added.

BRUSSELS - The European Commission outlined a new set of rules on Monday (12 March) that could make it easier for law enforcement to freeze and confiscate criminal assets.In a Europe caught in the grips of tough austerity measures and an economic crisis, crime and its payouts are soaring.Drugs, prostitution, small arms smuggling and all sorts of illicit activities generate hundreds of billions of euros every year. Drugs alone put an estimated €100 billion per year into the pockets of criminals.We need to hit criminals where it hurts, by going after the money, and we have to get their profits back in to the legal economy, especially in these times of crisis, said EU home affairs commissioner Cecilia Malmstrom.Extraordinarily wealthy criminals disperse their assets overseas or across Europe. Mansions, fast cars, hotels, restaurants and some businesses belong to a world that has so far proven elusive for national authorities and the police to clamp down on.The United Kingdom was only able to seize £125 million of criminal revenue, out of an estimated £15 billion generated in 2006. Germany managed to take back €113 million in 2009, out of some €903 million.The wealth and the profit margins far outweigh the risks for many of Europe’s criminal organisations. Profits generated by mafia families in Italy and their assets are thought to run to €150 billion each year.
Malmstrom says the crime robs Europe of valuable tax revenues that could be used to invest in education and health care.We need to find those who drain our common resources. That means following the money trail to the criminals with the same determination all across Europe making sure there is no safe-haven for organized crime, she says.Crime affects economic growth by distorting markets and shutting out legal investments. Dirty money is reinvested in legal activities that distort competition with legitimate businesses already struggling to survive in a slowing economy.The commission’s proposals for a directive aim to simplify existing rules and close the gaps currently exploited by criminals.For example, criminals may have assets not directly linked to a crime but which clearly resulted from criminal activities. Others transfer assets to someone not involved in the crime.In other cases, assets are difficult to seize if the criminal in question is deceased. But in 2010, the Italian authorities managed to confiscate 136 apartments, 11 warehouses, 75 land estates, eight shops, two villas, and 51 garages from a single businessman who had died from unknown causes.The police suspected he was directly involved with the mafia. Altogether, his assets totaled around €700 million. His family was unable to explain how he had obtained the property.Under the Commission's proposals, all such activities and practices would be curtailed. Member states would also be required to manage frozen or confiscated assets so they do not lose economic value. They would also have to regularly collect data on confiscation and asset recovery.
Spain gets controversial let-off on budget deficit

BRUSSELS - Eurozone finance ministers on Monday (12 March) agreed to a looser deficit target for Spain this year, but insisted that the fourth largest euro economy gets back on track by 2013, a first test for eurozone's tougher budget rules.
Entering the meeting I did not expect a decision on the 2012 budget for Spain, but now we have a common decision that the front-loaded effort this year should be of 0.5 percent of GDP, Eurogroup chief Jean-Claude Juncker said during a press conference at the end of the eurozone finance ministers' meeting.The figure is an important concession for the Spanish government, who earlier this month announced it would overshoot an agreed deficit target (4.4%) by 1.4 percent of GDP this year.
Unpredicted recession and unemployment above 20 percent, as well as a higher deficit unveiled after the previous government left office in 2011 were all used as justification by Spanish finance minister Luis de Guindos - who first had a one-on-one meeting with the German finance chief.We took some time with the Spanish minister to talk face to face about the budget situation. Spain made big progress, markets have acknowledged that. It is still on a tough road, but it is the right one,German minister Wolfgang Schauble said Monday as he went into the meeting with De Guindos.Some seven hours later, all 17 eurozone ministers agreed that Spain could be given a laxer deficit target this year, provided it returns to the three-percent deficit rule in 2013.We are highly concerned by the high unemployment and increasing poverty, but we agreed Spain will stick to the 3 percent target in 2013, which is more important than the avenues chosen in 2012, Juncker explained.Economics commissioner Olli Rehn also sought to pre-empt accusations that the EU's tougher budget rules - in place since December - are being softened for a large country while Hungary, in similar deficit trouble, is set to be sanctioned.The stability and growth pact is not stupid, it focuses on structural sustainability of public finances, Rehn said during the press conference alluding to Hungarian Prime Minister Viktor Orban's comments about the possible aid freeze being stupid.Rehn explained that Hungary was meant to bring its budget back on track by 2011, while Spain's deadline is 2013.It is crucial that Spain has committed itself to meet the three-percent target next year. There was a large slippage last year, which is very regrettable and which has had a weight on this year's budget consolidation efforts, Rehn added.
Double standards
Austrian finance minister Maria Fekter on Tuesday morning criticised the double standards applied to Hungary and Spain. We think Hungary should be given more time, she said on her way into a meeting of all EU finance ministers.Belgium, whose new government was given just a few weeks in December to pass budget cuts and bring down the deficit, is also unhappy with the Spain decision.One thing is clear: one can hardly plea for an exemption for one country and not have all the other countries claiming changes to the rules in their favour, Belgian finance minister Steven Vanackere said Monday.The Belgian government on Sunday passed new austerity measures to the tune of €1.8 billion, on top of the €11.3 billion cuts passed in December - moves praised by Brussels.
Hungary feels the heat of new EU budget rules

BRUSSELS - Finance ministers are on Tuesday expected to approve the freezing of €495 million in funds for Hungary if Budapest fails to bring down its deficit in the coming six months. - the first such move under the EU's strengthened budget rules.A large majority of member states is said to favour the two formal proposals: One giving Hungary a six-month deadline for sufficient corrective measures slashing budget spending by 0.5 percent of the country's gross domestic product, the other setting a funding freeze from 1 January 2013 if the deadline is not met.According to a commission draft proposal tabled to finance ministers on 6 March and seen by this website, the Hungarian authorities should put an end to the present excessive deficit situation by 2012. The paper sets 13 September as a deadline to take effective action and to specify the measures that will be necessary to progress towards ensuring a durable correction of the excessive deficit.If Budapest's actions are not deemed sustainable enough or if the deadline is not met, Hungary will be the first EU country to be sanctioned for excessive deficits under the strengthened budgetary discipline rules capping deficits at three percent of GDP.Official figures show that Budapest is running a budget surplus this year, but the commission has deemed that one-off measures, such as the nationalisation of a private pension fund, are not enough to keep the deficit down. Hungary has been in the so-called excessive deficit procedure ever since it joined the EU, in 2004.Relations between Budapest and Brussels have soured since centre-right Prime Minister Viktor Orban came to power two years ago with a super-majority in the parliament allowing him to make controversial constitutional changes touching upon media freedom, independence of the judiciary and the central bank.Even though the commission officially maintains that excessive deficit procedures are not linked to the other areas in which the Hungarian government may face legal action for breaching EU law, diplomats concede that the issues are intertwined.On top of that, the standoff risks aggravating Hungary's economic outlook as it has delayed by three months talks on a loan from the EU and the International Monetary Fund.
We estimate Hungary's gross borrowing needs for 2012 at 16 percent of GDP (€15 billion), which is the highest in Central and Eastern Europe,Moody's ratings agency said in a note to investors on Monday, noting that the stand-off with Brussels has delayed the EU-IMF talks, making external borrowing challenging and at increased interest rates.Commenting on the proposed funds freeze last week, Orban said that it was an extremely stupid policy.How is the EU going to emerge from the crisis if it represents this bad management mentality of supporting the bad and punishing the good? Orban said at the Hungarian Chamber of Commerce and Industry conference.He said Hungary’s budget deficit this year and in 2013 would be around the eighth lowest in the European Union, while at the same time the public debt was also on a downward course.Other indicators paint a less rosy picture, however. According to the latest Eurobarometer, seen by MTI news agency on Sunday, two-thirds of Hungarians did not travel for their holidays last year due to financial restraints.
Hungary was the third out of 34 countries surveyed where the percentage of people who claimed they could not afford a holiday was highest, the poll showed.

A new paper to be published in Ethics, Policy & Environment argues that serious consideration should be given to mass drugging the population to make them more environmentally conscious while also proposing that babies should be genetically engineered to be smaller in order to reduce their carbon footprints.In an interview with The Atlantic the lead author of the paper, New York University bioethics professor S. Matthew Liao, argues that humans need to be be subjected to biomedical modifications in order to help combat climate change.Followed to their logical conclusion, Liao’s proposals outstrip anything Aldous Huxley wrote about in Brave New World, a 1932 dystopian novel about a future scientific dictatorship that seeks to drug, genetically manipulate, and medically induce humanity into complete slavish subservience.Expressing regret that carbon taxes will do nothing to reduce carbon emissions, Liao suggests other methods, including pharmacologically induced meat intolerance where people would take drugs which would trigger extreme nausea or wear patches that would “stimulate the immune system to reject common bovine proteins.
In order to reduce an individual’s carbon footprint and make sure they consume less, Liao suggests that a policy similar but more flexible to China’s one child policy be introduced, where parents can choose between having one large child, two medium sized children or three small children.This would be accomplished by preimplantation genetic diagnosis, where embryos would be implanted based on height, or by using drugs that reduce or increase the expression of paternal or maternal genes in order to affect birth height.Asked if genetic manipulation of babies is ethical or fair, Liao responds by citing the need to address climate change as the more pressing moral concern.Liao subsequently suggests that drugging the public could positively influence their will to donate money to charities like Oxfam, which support the global warming agenda, by means of pharmacological enhancement of empathy and altruism.For example, I might know that I ought to send a check to Oxfam, but because of a weakness of will I might never write that check. But if we increase my empathetic capacities with drugs, then maybe I might overcome my weakness of will and write that check, says Liao.Of course, by the same token drugs could be used to make someone more inclined to do anything. As far back as 1977, current White House science czar John P. Holdren wrote in his book Ecoscience that the population should be sterilized with infertility drugs to help save the planet.The usefulness of mass drugging as a means of creating a docile population has also been promulgated through the media, where the idea of putting lithium in the water supply as a mood stabilizer has been afforded serious credence. Other prominent professors and psychiatrists have also called for psychotropic drugs to be added to drinking water.This marks the second time in a matter of weeks that the shockingly non-ethical recommendations of bio-ethicists have made the headlines. The previous controversy centered around a paper published in the Journal of Medical Ethics which argued that abortion should be extended to make the killing of newborn babies permissible.

The foundation of the international food industry, monopolized by large corporations that hold zero regard for your health, is cracking. As more and more individuals begin to realize that they are eating their way to disease through the consumption of these products, they become outraged at the companies peddling their latest toxic food product. The result? Companies are now being forced to either answer to the consumer demands (removing the toxic substances from the food supply and adapting legitimate environmental manufacturing practices) , or lose their customers.Increasingly, we see this happening on a larger scale. Major companies like Campbell’s have begun abandoning bisphenol A (BPA), the cancer-linked chemical found in can linings and plastic containers. The change comes after even the FDA was forced to re-evaluate the safety of BPA, potentially issuing a ban by the end of this month. Linked to cancer, diabetes, and much more, consumers have become fully aware of the dangers that BPA presents — and they aren’t handing over their hard-earned dollars to companies that refuse to remove BPA from their products.
On a larger scale, corporations are also being forced to remove high-fructose corn syrup. Well known for its health effects even throughout the general public, not only does high-fructose corn syrup breed obesity and cancer, but it is even known to contain mercury. Consumers are now refusing to eat anything that contains this ingredient, and for good reason. Even Michelle Obama has gone public in stating that she refuses to feed her own children products that contain high-fructose corn syrup. It is due to this that food titans like Sara Lee and Kraft have begun removing the ingredient from their products to avoid losing a large number of sales.Activism and education is making legitimate changes in the way that the world eats and thinks.
While it is a major victory that these companies are phasing out these ingredients, it is only the beginning of the mass rejuvination of the food supply that needs to take place in order for consumers to experience optimum health. BPA and high-fructose corn syrup alone are creating biological devastation, but what about aspartame, MSG, genetically modified ingredients, trans fat, and other harmful additives? These harmful substances can be removed as well; it simply requires the same activism and education that is resulting in the removal of BPA and high-fructose corn syrup.Spread the word. It will not only change the health of your close friends and family, but the entire globe. Removing just a few toxic ingredients can prevent countless unnecessary deaths as a result of disease development.
