Spain presents deficit plan to Brussels

The Spanish government presented its stability programme to the European Commission on Wednesday (3 February), outlining a timetable to rein in an excessive deficit that reached 11.4 percent of gross domestic product last year.Under the plan, Spain will aim to cut its budget deficit to 9.8 per cent of GDP this year, 5.3 per cent of GDP by 2012, and eventually fall in line with EU limits of 3 percent by 2013.Last Friday the Socialist government of Prime Minister Jose Luis Rodriguez Zapatero agreed to some €50 billion worth of savings by 2013.Despite the clawbacks, the stability programme, part of an economic reporting system under EU rules, forecasts Spain's debt-to GDP ratio will continue to rise, reaching 74.3 percent in 2012. The country's debt situation is considerably better than many EU states however, with a debt-to-GDP ratio last year of 55.2 percent, compared with a median of 78.2 percent for the EU as a whole.EU rules allow for maximum debt ratios of 60 percent, but the financial crisis and subsequent recession have pushed many member states over the threshold.

Eurozone risk?

The Spanish economy was thrust into the limelight last month when New York University professor Nouriel Roubini, known for his early prediction of the economic crisis, said Spain posed a major threat to the stability of the European currency club.The eurozone could drift, essentially with a bifurcation, with a strong centre and a weaker periphery, and eventually some countries might exit the monetary union, he warned from the World Economic Forum in Davos, Switzerland. If Greece goes under, that's a problem for the eurozone. If Spain goes under, it's a disaster, he continued. Spain suffers from a jobless rate that is by far the highest of the main eurozone economies. At roughly 19 percent it is almost double the bloc's average, with the country's unemployment register this week topping 4 million for the first time since the current system of records began in 1996.The country's banking system was considered to be fairing better than others during much of the financial crisis. However last month saw the commission approve a Spanish plan to recapitalize its banking sector, in a bid to continue the normal lending of credit institutions. Others point to the profound effect the country's huge number of unsold houses could eventually have on its financial sector.

Speaking in Brussels on Wednesday, EU economy commissioner Joaquin Almunia said Greece, Portugal and Spain had suffered a permanent decline in economic competitiveness since joining the euro region.EU data show Spanish, Greek and Portuguese labor costs have risen more than four percent a year on average in the last decade, compared with 2.1 percent in Germany.

Greece facing strict surveillance from Brussels

EUOBSERVER / BRUSSELS - The European Commission has said it fully supports the Greek government's deficit-cutting plan announced last month, but outlined a strict surveillance programme at the same time to ensure targets are met.The EU executive body also issued Greece with recommendations under the bloc's excessive deficit procedure, and used Article 121 of the Lisbon Treaty for the first time to push for badly needed structural reforms. We are endorsing the Greek programme, we are giving confidence and supporting the Greek authorities,said outgoing EU economy commissioner Joaquin Almunia, in Brussels on Wednesday (3 February).But at the same time ...we need to strengthen instruments to monitor how the programme is implemented so as to avoid slippages, to avoid that the objectives are not reached, he said. Commission recommendations on measures to reduce the deficit are largely in line with Greek government commitments, outlined in its January stability plan and expanded on by the country's prime minister, George Papandreou, in a televised speech on Tuesday. Athens has promised to bring its deficit below three percent of GDP by 2012, after last year's shortfall hit 12.7 percent. It intends to increase revenue by eliminating tax exemptions, raising excise duties on tobacco and alcohol and introducing measures to fight tax evasion. At the same time, the government says it will shrink its expenditure by cutting public servant allowances, freezing recruitment in 2010 and only recruiting one for every five civil servants retiring thereafter. Mr Papandreou's speech was met by fresh calls from Greek union's to attend a previously announced strike for civil servants on 10 February.

Greece's problems in the real economy have been compounded in recent weeks by market fears the southeastern EU country could default on its debt obligations. Yields on Greek government bonds fell back on Wednesday following the commission announcement, after spreads with the German Bund reached an 11-year high last week. Investors have questioned the socialist PASOK administration's ability to push through the tough deficit-cutting measures, after years of missed targets and an electoral campaign last autumn promising spending increases.Commission statements are partially directed at these concerns.Every time we observe slippages, we will ask the Greek authorities to take additional measures, said Mr Almunia. EU finance ministers are expected to adopt the commission's recommendations at their next meeting on the 15-16of February. The first monitoring assessment will take place one month later on 16 March, followed by a second on 16 May and at three-month intervals thereafter. This is a very tough system of monitoring but the confidence about the success of the programme depends on it, said Mr Almunia.

Legal action over false data

Market jitters also stem from doubts over the reliability of the Greek fiscal data provided to the EU's statistics office, Eurostat. Last October the country's newly elected government upwardly revised deficit figures for 2008 and 2009, prompting widespread anger in Brussels and national capitals. Mr Almunia announced the commission had initiated legal action against the Greeks as a result of this, and would seek auditing powers for Eurostat once the new college of commissioners had been approved by the European Parliament. We have adopted an infringement procedure regarding the statistical problems, he said. Politically we have also discussed the initiative ...of sending to the council [representing member states] in the coming days or weeks ...the legal proposal for the modification of the statistical regulations to give Eurostat audit powers when needed,he added.

New York AG filing civil charges against BofA By STEPHEN BERNARD, AP Business Writer – FEB 4,10

New York – The New York Attorney General's office said Thursday it is filing civil charges against Bank of America and its former CEO Ken Lewis, saying the bank misled investors about Merrill Lynch when it acquired the Wall Street bank in late 2008.
Civil charges were also being filed against Joe Price, the bank's former chief financial officer. Price is now head of the bank's consumer banking division.At the same time New York Attorney General Andrew Cuomo's office was filing its civil charges, the Securities and Exchange Commission also reached a settlement to resolve charges it brought against Bank of America over similar issues.Lewis stepped down from Bank of America on Dec. 31 after almost a year of strife that followed the bank's purchase of Merrill Lynch.Bank of America has been accused of failing to properly disclose losses at Merrill and bonuses paid to investment bank employees before the deal closed.Cuomo called Bank of America's actions egregious and reprehensible in deceiving not only shareholders, but also the federal government.

The bank received an additional $20 billion in government bailout funds in January 2009 to help offset losses it absorbed as part of the Merrill Lynch acquisition. In December, Bank of America repaid the $20 billion, plus the initial $25 billion it received in government bailout money.We are disappointed and find it regrettable that the NYAG has chosen to file these charges, which we believe are totally without merit, Bank of America spokesman Robert Stickler said.The evidence demonstrates that Bank of America and its executives, including Ken Lewis and Joe Price, at all times acted in good faith and consistent with their legal and fiduciary obligations, Stickler said.In fact, the SEC had access to the same evidence as the NYAG and concluded that there was no basis to enter either a charge of fraud or to charge individuals.Bank of America agreed to pay $150 million to shareholders to settle the SEC charges. The agreement still must be approved by Judge Jed S. New US jobless claims jump more than expected

WASHINGTON (AFP) – Initial US claims for unemployment insurance rose last week, official data showed Thursday ahead of the key monthly labor report that signals economic momentum.The Labor Department reported seasonally adjusted claims rose to 480,000 in the week ending January 30, up 8,000 from the prior week's upwardly revised 472,000.The reading was worse than the consensus forecast of 455,000 new claims.Initial claims have risen in three of the past four weeks, a trend that had not occurred since August, the data showed. The last time new claims were so high was in the week ending December 12.The disappointing initial claims numbers come ahead of Friday's January unemployment and jobs data. Most analysts expect the Labor Department will report unemployment held steady at 10 percent and the economy created 15,000 jobs, after a loss of 85,000 in December.

NEW YORK (Reuters) – Oil prices plunged 5 percent on Thursday in their steepest drop since July after higher U.S. jobless claims and a firming dollar prompted investors to shun riskier assets like commodities.U.S. crude for March delivery fell $3.76 a barrel to $73.22 by 11:48 a.m EST, while London Brent shed $3.64 to $72.28 a barrel.
The number of U.S. workers filing initial jobless claims rose to a more-than-expected 480,000 last week, the Labor Department said Thursday.The U.S. dollar shot up to a seven-month high against the euro amid growing concerns over the fiscal health of European economies including Greece, Portugal and Spain.European Central Bank President Jean-Claude Trichet said the region's economic recovery could be uneven and subject to uncertainty.A stronger dollar can cut investor appetite for oil, which is priced in the U.S. currency. Data from the U.S. Energy Information Administration showed U.S. refinery utilization fell to 77.7 percent last week amid poor margins, the lowest since the 1980s except for periods of hurricane-related refinery outages. The underlying fundamentals are coming back to haunt us now, and oil is falling. Unemployment numbers were worse than expected and the euro came under pressure overnight, said Gene Mcgillian with Stamford, Connecticut-based Tradition Energy.

The data on U.S. oil inventories and refinery runs have shown that there really isn't demand for refiners to use more crude, Mcgillian said.Oil prices were still up for the week after closing at $72.89 a barrel last Friday. But they have dropped more than $10 a barrel since reaching a 15-month closing high above $84 on January 11, as fuel demand has stagnating amid a sluggish economic recovery in the United States, the largest oil consumer.The U.S. Department of Energy said on Wednesday that U.S. crude stockpiles rose sharply last week.Oil prices also fell as investors moved funds away from assets deemed riskier, such as commodities and equities, and parked them in safe-havens like U.S. Treasury bonds. JERUSALEM – Israel's outspoken foreign minister harshly warned Syria Thursday against drawing the Jewish state into another war, saying the Syrian army would be defeated and its regime would collapse in a future conflict.Foreign Minister Avigdor Lieberman also advised Syria to abandon its dreams of recovering the Israeli-held Golan Heights in a speech that ratcheted up simmering political tensions between the two longtime foes and sparked an urgent damage control campaign from the prime minister's office.Lieberman's exceptionally sharp words followed Syrian President Bashar Assad's accusation on Wednesday that Israel was the one avoiding peace, and the Syrian foreign minister's earlier threat that Israeli cities would be attacked in a future conflict.The Syrians have crossed a red line that cannot be ignored, Lieberman said in a speech at Bar-Ilan University, near Tel Aviv.Our message must be clear to Assad: In the next war, not only will you lose but you and your family will lose power, he added.

Lieberman heads the ultranationalist Yisrael Beiteinu faction. He has stirred controversy before with statements that Israeli-Arab lawmakers who meet Palestinian militants should be executed and that the president of Egypt could go to hell. He later apologized for the comment directed at the Egyptian leader.Lieberman's bellicose language contrasted sharply with a statement Israeli Prime Minister Benjamin Netanyahu issued late Wednesday, saying Israel seeks peace. BRUSSELS (AFP) – The European Union on Wednesday approved Greek efforts to tame its debt crisis but placed Athens under unprecedented economic scrutiny as its prime minister unveiled a series of austerity measures.The decision to place Greece under a permanent system of monitoring is a first for the EU, which also rapped Athens over faulty budgetary data amid investor concerns over rising debt levels in weaker European economies.The commission fully supports Greece in this difficult task, EU Economic and Monetary Affairs Commissioner Joaquin Almunia said in Brussels.But he said the detailed list of measures will be monitored from day one.Every time that some measures have not been adopted or every time we observe slippages we will ask the Greek authorities to adopt additional measures, he added.The moves are aimed at bringing Greece into line over its massive debt and a runaway public deficit of 12.7 percent, which have shaken the euro and put pressure on Greek sovereign bonds.Early reaction from the markets was generally positive, with the European single currency firming to 1.4007 dollars in late morning London trade after 1.3959 dollars in New York late Tuesday.

But the euro lost ground later Wednesday, falling back to 1.3950 dollars.

In the bond market the yield on Greek sovereign bonds fell to 6.516 percent from 6.742 after having risen to more than seven percent last week on the back of mounting concern over Greece's ability to pay its debts.Greek Prime Minister George Papandreou has ordered a public salary freeze, a higher retirement age for men and a hike in petrol prices, urging political rivals to back his budget to reassure the international financial community.It is a national duty not to leave the country on the edge of an abyss, the Socialist leader said in a nationally televised address late Tuesday.The Greek finance ministry said the EU decision confirms the government's efforts and determination to enforce a front-loaded programme to tidy up the state and rapidly proceed with a number of important reforms to boost the transparency, reliability and viability of (Greek) public finances.However that reliability remains in question, with the EU Commission on Wednesday opening infringement proceedings against Greece on the grounds that it had failed in its duty to report reliable budgetary statistics.Athens is by no means alone in the EU in having a bulging deficit, but its national finances are seen as the most worrying.
Greece's debt stands at more than 294 billion euros (412 billion dollars), its deficit is well beyond EU limits of three percent of output for eurozone members and it suffered a triple downgrade of its sovereign debt in December.Papandreou's plan aims to cut the deficit to 8.7 percent of gross domestic product this year, with a target of falling below 3.0 percent by 2012.His government has already ordered big cuts in spending and vowed to stop waste, tax avoidance and corruption, which Papandreou admitted is rampant.

Almunia welcomed the plan.

This is in the interest of the Greek people, who will benefit from better and more durable growth and job opportunities in the future, and it is in the interest of the euro area and of the EU as a whole, he added. Under the monitoring measures, Greece is required to submit a first report in mid-March, spelling out the implementation calendar of measures to achieve the 2010 budgetary targets. Athens will then be required to submit quarterly progress reports from mid-May onwards. This is first time that we establish such an intense and quasi-permanent system of monitoring but that is needed given the circumstances,Almunia told reporters. However, Ben May, European analyst at Capital Economics consultancy, said the EU endorsement of Greece's plan was unlikely to eliminate market concerns altogether. He warned of major doubts over whether Greece will actually achieve the planned rate of deficit reduction, not least because the projections rely on what looks like an over-optimistic path for the economy.

Most of us notice the various photo enforcement cameras along Arizona interstates. But, you may not notice the additional 26 freeway cameras on Loop 101, the 27 cameras on the US-60, or the 37 cameras on the I-10.And that's only the beginning of surveillance in our daily lives. According to Tanya Schmit, a sales consultant at Southwest Access and Video Corp. in Phoenix, if you leave your house, you are bound to be on camera at least once a day. But that's a low figure. Schmit estimates 55 to 75 percent of all commercial buildings have some kind of surveillance system. So, if you plan a trip to the mall, be prepared to be on camera in every store you walk into, Schmit says.People living in metropolitan areas have an even greater chance of being caught on camera. In 2005, the New York Civil Liberties Union reported nearly 4,500 surveillance cameras visible from street level in Manhattan, and in London, approximately 500,000 cameras are placed throughout the city watching for signs of illicit activity.In the Valley, students are caught on camera almost everywhere they go; almost every major college campus in the area has at least a few cameras on campus. The City of Tempe has cameras stationed throughout downtown; the images from which are broadcast on the internet.Bottom line: it is getting increasingly difficult for people to be anonymous in today's world and the debate of safety versus security is becoming an extremely prevalent topic with the growing use of video and camera surveillance.

The Growth of Surveillance

Video and camera surveillance started to become popular in the late 1990s, but the events of the 9/11 terrorist attacks brought surveillance to a whole new level.
According to Schmit, that's when the industry really started booming.After 9/11, Schmit said there was not only an increase in camera sales, but huge advancements were made in the analytics of cameras and what they do. They can make cameras nowadays that can see out of an area the size of a pinhole,Schmit said. Schmit says the most recognizable type of camera is the bullet-style camera, which is a large sized camera that is clearly pointed in one direction. Another common camera is the dome style, which hides the direction the camera is facing, so that a person doesn't know which way the camera is shooting and what it's looking at. Surveillance cameras are most often installed by government officials in public places for safety reasons, or by private businesses that want to protect their company from crime or theft, and in some cases, to monitor their employees. But, with the growing number of people who have cameras on their cell phones, peer to peer surveillance is easily becoming yet another way to be caught on camera. We can capture pictures of individuals and people and post them easily on the web and circulate them, Greg Wise, a social and behavioral science professor at Arizona State University, said.

Safety vs. Privacy

Despite living next to a home outfitted with a video camera that overlooks her property, Schmit does not believe surveillance is an invasion of privacy. It may be disrespectful, but it's not illegal to point a camera in another direction, and as long as you are doing what you should be doing, I don't think it is a problem, Schmit said. Instead, Schmit says video surveillance allows people to have a second set of eyes.

Wise agrees to an extent. There is a sort of safety and security to surveillance. You can always find people. But on the other hand, shouldn't we be able to be left alone to a certain extent? Wise said.According to a 2009 Harris poll, privacy may no longer be a top priority for a majority of Americans. The survey found that 96 percent of US citizens feel the federal government and law enforcement agencies should be able to use video surveillance in an effort to counteract terrorism and help protect its citizens in public places. Also, more than half (54 percent) of US adults were willing to put a portion of the government's stimulus funds toward setting up video surveillance to help reduce crime. But Wise says the usefulness of surveillance as a tool for crime prevention is minimal. It does reduce certain crimes that might be spontaneous things. But, as people get used to the cameras that affect begins to wear off, Wise said. Wise says people are going to be aware of the cameras initially, but after time people will continue to carry on with their normal ways, or will simply move to different locations where cameras aren't present. In addition, video and camera surveillance is usually used for catching a person after the fact, Wise said. Such is the case with the video surveillance system at ASU's downtown campus.Richard Wilson, a police commander for the ASU Police Department, said the cameras are not monitored in real time, and there is no one who sits and watches them on a continuous basis.

Instead, Wilson says it is used more like a forensic tool. In the event something happens, we have the ability to see what happened, Wilson said. Otherwise Wilson says the video surveillance is primarily used to make people feel more secure and the bad guys feel a little less bold when they know cameras are in an area.That's why we really don't have any covert cameras,Wilson said. Similarly, Lieutenant Stephen M. Harrison, the public information officer for the Arizona Department of Safety, said his department typically looks at the content on freeway cameras run by the Arizona Department of Transportation only after an incident has occurred or if someone has called and reported a problem. The TV itself is on. But, we don't have someone sitting at it and watching it, but if something happens, they can go and look at it, Harrison said. However, the freeway cameras are available to anyone through the Arizona Department of Transportation's website, and any person with internet access is capable of looking at shots at any of the camera locations, and Harrison says the live video stream is also made available to a majority of news organizations.According to the 2007 Electronic Monitoring and Surveillance Survey from the American Management Association and The ePolicy Institute, 7 percent of companies use video surveillance to track employees' on-the-job performance; 45 percent have turned to computer programs that monitor tracking content, keystrokes and time spent at the keyboard. In this situation, Schmit says surveillance in the workplace acts as a deterrent, and is used to make sure employees are doing appropriate work. But, whether it is employers that monitor employees in the workplace, everyday public surveillance by the government or even parents who install surveillance devices on their child's cell phone, Wise says we have become a less trustful society. We often respond to surveillance with questions of privacy. But, we can also think of it as questions of trust of others, Wise said. We all have become objects of suspicion,Wise says,we have all become part of that same net.

Frustration growing at Haiti aid bottlenecks By PAISLEY DODDS, Associated Press Writer – FEB 3,10

PORT-AU-PRINCE, Haiti – The aid flooding into Haiti by plane and boat is not reaching earthquake victims quickly enough to stem growing unrest because of transportation bottlenecks and isolated violence.Many foreign aid workers and Haitians say ample donations are arriving, but express frustration at the slow pace of distribution of food and medicine from Port-au-Prince's port, airport and a warehouse in its sprawling Cite-Soleil slum.There's no top-down leadership. ... And since the Haitian government took control of our supplies, we have to wait for things even though they're stacked up in the warehouse, said Dr. Rob Maddox of Start, Louisiana, tending to dozens of patients in the capital's general hospital.The situation is just madness.U.S. air traffic controllers have lined up an astonishing 2,550 incoming flights through March 1, but some 25 flights a day aren't taking their slots. Communication breakdowns between Haitians and their foreign counterparts are endemic.Aid is bottlenecking at the Port-au-Prince airport. It's not getting into the field, said Mike O'Keefe, who runs Banyan Air Service in Fort Lauderdale.Haitians complain that corrupt officials have started to manipulate some of the aid that does reach the streets.Hundreds of angry people protested in the streets of Petionville on Wednesday, jogging down a broad avenue waving branches and singing, They stole the rice, they stole the rice.Danka Tanzil, 17, said a local official was demanding a bribe before he would give people the coupons that entitle them to bags of rice from the U.N. World Food Program.For us to get the coupon, we must give 50 Haitian dollars (US$7) so we can get the rice,she complained.

Boxes of supplies are stacked to the ceiling in the dimly lit warehouse of the capital's hospital. In another storage area, medicine, bandages and other key supplies pile up on tables — watched over by a Haitian health worker who scrawls in a notebook, ticking off everything that comes in and out. Doctors say since locals took over the supply room, crucial time to save lives has been lost filling out unnecessary forms.Donors talk about key logistical challenges: Grappling with a barely functioning government, the backlog of flights, a damaged and small port, clogged overland routes from outlying airports and the Dominican Republic, and security.Aid agencies say food and water deliveries have about doubled in the past 10 days, but some relief workers are frustrated at how long it takes to move other supplies out of the U.N.'s warehouses.U.N. officials said Tuesday that more than 100 ships are en route to Haiti, but the capital's port has limited capacity. Ships need their own cranes and other offloading equipment.Traveling from the airport on the eastern edge of the capital to the western side of the city can take more than 3 hours. Travel by night is largely out — there are few functioning street lamps and, once the sun sets, countless survivors sleep in the streets.Haiti has been plagued with crime, violence and gangs in the past, and some aid workers worry about being ambushed.Most aid convoys require armed escorts, like the one that fired guns to drive away 20 armed men who blocked a road and tried to hijack a food shipment in the southern town of Jeremie. U.N. and Haitian police on Tuesday arrested 14 people suspected of participating in Saturday's attack, the U.N. said.Mobs have also stolen food and looted goods from their neighbors in tent camps, prompting many to band together or stay awake at night to prevent raids.

Small groups of state employees and lawyers held protests across the capital Tuesday, denouncing President Rene Preval's leadership. Prime Minister Max Bellerive defended the government's performance, saying, even the most advanced countries could not respond to this crisis.The Jan. 12 disaster killed at least 150,000 people and demolished virtually every government building in the capital. Some 1 million people are homeless, many huddling in crude tents and bed sheets. To lessen confusion, the government has asked private aid organizations to register with it so it knows what they're doing and where. Relief organizations are finding ways around the bottlenecks. At the port, the American Red Cross created a boat bridge to unload supplies from a Colombian Red Cross ship offshore, said David Meltzer, the group's senior vice president for international services. The U.S. military has managed to land between 120 and 140 flights a day at Port-au-Prince airport, which handled 25 planes daily before the quake, Air Force spokeswoman Capt. Candace Park said. One way to avoid backups is to buy aid in Haiti, said Edward Rees, whose nonprofit Peace Dividend Trust in Haiti is pressing donors to purchase local goods and hire local workers. Rees said he met Tuesday with a rice supplier who is aghast at all the rice being flown and shipped in, when his warehouses are still half full.The World Food Program, which coordinates logistics of food delivery among relief groups, has significantly expanded its truck fleet, said spokesman Marcus Priory. MIAMI — The chance of another big earthquake in Haiti in the near future is great enough that people in Port-au-Prince should sleep in tents — not even in buildings that survived the Jan. 12 quake apparently unscathed, geologists said Monday.A report by the United States Geological Survey says the probability of an aftershock of magnitude 7 or greater in Haiti in the next 30 days is 3 percent, the probability of one magnitude 6 or greater is 25 percent, and of one magnitude 5 or greater is about 90 percent.Three percent may not sound big, but it is pretty big in terms of what we might have expected after a standard earthquake, said Dr. Tim Dixon , professor of geophysics at the Rosenstiel School of Marine and Atmospheric Science in Miami .In a typical earthquake, the probability of another quake of the same magnitude that soon would be vanishingly small, close to 0,he said.He went on:If people are in tents, they're quite safe. I would advise them not to move into buildings -- even ones that have been declared safe. And they shouldn't put up a tent beside a tall building.

In the complex terminology of earthquake measurements, a 6.0 earthquake is only 1/32nd as powerful as a 7.0 quake, and a 5.0 quake is 1/32nd as powerful as a 6.0.But the USGS report warns: "Any aftershock above magnitude 5.0 will be widely felt and has the potential to cause additional damage, particularly to vulnerable, already damaged structures.In the three weeks since the Jan. 12 quake of magnitude 7.0, Haiti has had 63 aftershocks, ranging from magnitude 4.0 to 5.9, the USGS says.

Ominous developments in America have been a long time coming, in part precipitated by we the people -- a citizenry that has been asleep at the wheel for too long. And while there have been wake-up calls, we have failed to heed the warnings.

Just consider the state of our nation:We're encased in what some are calling an electronic concentration camp. The government continues to amass data files on more and more Americans. Everywhere we go, we are watched: at the banks, at the grocery store, at the mall, crossing the street. This loss of privacy is symptomatic of the growing surveillance being carried out on average Americans. Such surveillance gradually poisons the soul of a nation, transforming us from one in which we're presumed innocent until proven guilty to one in which everyone is a suspect and presumed guilty. Thus, the question that must be asked: Can freedom in the United States flourish in an age when the physical movements, individual purchases, conversations and meetings of every citizen are under constant surveillance by private companies and government agencies? We are metamorphosing into a police state. Governmental tentacles now invade virtually every facet of our lives, with agents of the government listening in on our telephone calls and reading our emails. Technology, which has developed at a rapid pace, offers those in power more invasive, awesome tools than ever before. Fusion centers -- data collecting agencies spread throughout the country, aided by the National Security Agency -- constantly monitor our communications, everything from our internet activity and web searches to text messages, phone calls and emails. This data is then fed to government agencies, which are now interconnected -- the CIA to the FBI, the FBI to local police -- a relationship which will make a transition to martial law that much easier. We may very well be one terrorist attack away from seeing armed forces on our streets -- and the American people may not put up much resistance. According to a recent study, a greater percentage of Americans are now willing to sacrifice their civil liberties in order to feel safer in the wake of the failed bomber's attack on Christmas Day.

We are plagued by a faltering economy and a monstrous financial deficit that threatens to bankrupt us. Our national debt is more than $12 trillion (which translates to more than $110,000 per taxpayer), and is expected to nearly double to $20 trillion by 2015. The unemployment rate is over 10% and growing, with more than 15 million Americans out of work and many more forced to subsist on low-paying or part-time jobs. The number of U.S. households on the verge of losing their homes soared by nearly 15% in the first half of last year alone. The number of children living in poverty is on the rise (18% in 2007). As history illustrates, authoritarian regimes assume more and more power in troubled financial times.The White House and our representatives in Congress bear little resemblance to those they have been elected to represent. Many of our politicians live like kings. Chauffeured around in limousines, flying in private jets and eating gourmet meals, all paid for by the American taxpayer, they are far removed from those they represent. What's more, they continue to spend money we don't have on pork-laden stimulus packages while running up a huge deficit and leaving the American taxpayers to foot the bill. And while our representatives may engage in a show of partisan bickering, the Washington elite -- that is, the President and Congress -- moves forward with whatever it wants, paying little heed to the will of the people.We are embroiled in global wars against enemies that seem to attack from nowhere. Our armed forces are pushed to their limit, spread around the globe and under constant fire. The amount of money spent on the wars in Afghanistan and Iraq is nearing $1 trillion and is estimated to total somewhere in the vicinity of $3 trillion before it's all over. That does not take into account the ravaged countries that we occupy, the thousands of innocent civilians killed (including women and children), or the thousands of American soldiers who have been killed or irreparably injured or who are committing suicide at an alarming rate. Nor does it take into account the families of the 1.8 million Americans who have served or are currently serving tours of duty in Iraq and Afghanistan.

America's place in the world is also undergoing a drastic shift, with China slated to emerge as the top economy over the next decade. Given the extent to which we are financially beholden to China, their influence over how our government carries out its affairs, as well as how it deals with its citizens, cannot be discounted. As of July 2009, China owned $800.5 billion of our debt -- that's 45% of our total debt -- making them the largest foreign holder of U.S. foreign debt. Little wonder, then, that the Obama administration has kowtowed to China, hesitant to overtly challenge them on critical issues such as human rights. The most recent example of this can be seen in the Obama administration's initial reluctance to confront the Chinese government over its reported cyberattacks on Google and other American technology companies.As national borders dissolve in the face of spreading globalization, the likelihood increases that our Constitution, which is the supreme law of America, will be subverted in favor of international laws. What that means is that our Constitution will come increasingly under attack. The corporate media, increasingly acting as a mouthpiece for governmental propaganda, no longer serves a primary function as watchdogs, guarding against encroachments of our rights. Instead, much of the mainstream media has given itself over to mindless, celebrity-driven news, which bodes ill for our country. It doesn't matter whether you're talking about tabloid news, entertainment news or legitimate news shows, there's very little difference between them anymore. Unfortunately, most Americans have bought into the notion that whatever the media happens to report is important and relevant. In the process, Americans have largely lost the ability to ask questions and think analytically. Indeed, most citizens have little, if any, knowledge about their rights or how their government even works. For example, a national poll found that less than one percent of adults could name the five freedoms protected in the First Amendment.Finally, I have never seen a country more spiritually beaten down than the United States. We have lost our moral compass. A growing number of our young people now see no meaning or purpose in life. And we no longer have a sense of right and wrong or a way to hold the government accountable. We have forgotten that the essential premise of the American governmental scheme, as set forth in the Declaration of Independence, is that if the government will not be accountable to the people, then it must certainly be accountable to the Creator.But what if the government is not accountable to the people or the Creator? As Thomas Jefferson writes in the Declaration, it is then the right of the People to alter or abolish it and form a new government.

The U.S. Army is reportedly building up stockpiles of missiles, armored vehicles, artillery shells and other equipment in Israel that the Israelis will be allowed to use in an emergency.The increase in the U.S. arsenal in the Jewish state now under way, reported by the Washington-based Defense News weekly, will reinforce support for Israel by the administration of U.S. President Barack Obama in the confrontation with Iran over its contentious nuclear program. That commitment was evidenced by a two-week joint air-defense exercise, Juniper Cobra 10, by U.S. and Israeli missile forces in October-November 2009, the largest exercise ever held by the two allies.

Some 1,500 U.S. personnel, along with 17 warships from the 6th Fleet, participated in countering simulated attacks by ballistic, medium-range and short-range missiles and rockets on Israel.These efforts are also seen as an attempt by the Obama administration to reassure Israel that the Americans will support them in a confrontation with Iran -- though not necessarily with combat forces -- and to encourage the Jewish state not to launch unilateral air and missile strikes at Iran's nuclear facilities.In 2008 the Pentagon also installed a strategic long-range X-band radar system at Nevatim air base in the Negev Desert south of Tel Aviv. It can detect incoming missiles from hundreds of miles away.At the time Juniper Cobra was being held, there were reports that the Americans would leave several Patriot PAC-3 air-defense systems behind once the maneuvers ended. It is not clear whether they are included in the reported increase in U.S. stockpiles.The expansion of these stockpiles emerged amid a heightening of tension with Iran, as a U.S.-led dialogue with Tehran appeared to flounder after four months of tortuous negotiations that have failed to produce any concrete agreement by Iran to curb its nuclear program.

Israeli forces ran critically short of ordnance and military equipment in the October 1973 war when the Jewish state was attacked by Egypt and Syria and was nearly overwhelmed.Only a major U.S. airlift ordered by President Richard Nixon saved the day.In the 34-day 2006 war with Hezbollah, Israeli stocks of air force bombs and artillery ammunition were seriously depleted, almost to what the army deemed a critical level. According to Defense News, the current buildup is the final phase of a process that began over a year ago to determine the type and amount of U.S. weapons and ammunition to be stored in Israel.That, it added, was part of an overarching American effort to stockpile weapons in areas in which its army may need to operate, while allowing American allies to make use of the ordnance in emergencies.The United States began stockpiling $100 million in military equipment in Israel in 1990.

Libya Pursuing Big Russian Arms Deal Worth 2 Billion

Libya is seeking to buy more than two billion dollars worth of Russian arms including 20 fighter planes, the Interfax news agency reported on Tuesday, citing a military-diplomatic source.The report came as Libya's defence minister was due to visit Russia in the latest sign of renewed cooperation between Moscow and the North African state, which enjoyed close ties during the Cold War.Libya is ready to buy around 20 fighter planes, at least two divisions of S-300PMU2 air defence systems and several dozen T-90S tanks from Russia, and also to modernise more than 140 T-70 tanks and other weapons, the source said.The source told Interfax that more than one billion dollars of the deal was for combat aircraft such as SU-35s, SU-30s and Yak-130s. PARIS – Iran on Wednesday described its latest offer to send uranium abroad for enrichment as a way to ease suspicions about his country's nuclear ambitions, but skeptical Western officials demanded concrete actions from Tehran instead of just words.French Foreign Minister Bernard Kouchner said he saw the surprise Iranian gesture as stalling rather than responding to an international offer that, if rejected, could lead to a fourth round of U.N sanctions.My (personal) interpretation is that they are buying us time and they are losing it themselves, Kouchner said at a joint press briefing with China's foreign minister.I am perplexed and even a bit pessimistic.U.S State Department spokesman Gordon Duguid said all Iran needed to do is to accept the plan as drawn up months ago, by formally notifying the International Atomic Energy Agency of its approval.All the Iranians need to do is tell the IAEA that they are prepared to take it, he told reporters in Washington.

Western officials spoke a day after Iranian President Mahmoud Ahmadinejad said Iran is ready to send its uranium abroad for further enrichment as called for by a plan endorsed by the U.S., Russia, China, Britain, France and Germany.His comments appeared to at least move Iran closer to the proposal brokered by the International Atomic Energy Agency. That plan asked Iran to ship 70 percent of its enriched uranium out for processing into fuel rods for its Tehran nuclear reactor.Still it was unclear how much of a concession the Ahmadinejad comments represented.His time frame of four or five months appeared to fall short of the year that Western officials say the process would take.It was also unclear if Iran was ready to ship out 70 percent of its enriched uranium in one batch, as foreseen under the IAEA-mediated plan. That would prevent the Islamic Republic from topping up its supply through its enrichment program and maintain enough to make the core of a nuclear warhead.Iran says it wants to enrich only to make nuclear fuel for an envisaged nationwide network of nuclear reactors.Iranian Foreign Minister Manouchehr Mottaki told reporters Wednesday in Turkey that Ahmadinejad's comments represented a formula which could build confidence.But German Foreign Minister Guido Westerwelle told journalists that Iran has to be measured by its actions, not by what it says.It is up to Iran to show an end to its refusal to negotiate,he said.If there is no real movement on the Iranian side, Westerwelle said, the international community will go forward with preparing new measures including sanctions.

Only actions count, not the words, Westerwelle said.The plan worked out last year envisaged Iran sending low-enriched uranium to Russia and then to France for further enrichment and then processing into metal fuel rods for use in a research reactor in Tehran. It was aimed at lowering international tensions between Iran and the world powers negotiating over its nuclear program.Britain's Foreign office said Wednesday that London has always supported the proposal that the IAEA made in October. If Iran is now indicating that they will take it up we look forward to them making that clear to the IAEA.Ahmadinejad's comments appeared timed in part to defuse pressure from the U.S., Britain, and France on fellow permanent U.N. Security Council members China and Russia for a fourth set of sanctions on Iran. While Russia has eased its traditional skepticism over sanctions in recent months, veto-wielding China, now holding Security Council's rotating presidency, remains opposed to harsh penalties on one of its main oil and gas suppliers. U.S. Secretary of State Hillary Clinton said last week that she and others who support additional sanctions on Iran over its disputed nuclear program are lobbying China to back new U.N. penalties on the Iranian government. But Chinese Foreign Minister Yang Jieche avoided criticizing Tehran, stressing instead the need to continue negotiations with Tehran with the aim of a quick diplomatic solution. We want a consensus as soon as possible,he said.

Russia suggested Ahmadinejad's comments warranted closer examination. GAZA CITY, Gaza Strip (AP) — A senior Fatah leader on Wednesday returned to Gaza for the first time since the territory was seized by the Islamic militant Hamas in 2007, saying he hopes to help end the rift between the bitter rivals.Nabil Shaath, a Gaza native, was set to meet with senior Hamas officials, including Gaza strongman Mahmoud Zahar. As he crossed into Gaza from Israel, he handed his passport to Hamas border guards for registration in a powerful symbolic recognition of Hamas authority.

At a joint news conference late Wednesday, Shaath and Hamas official Khalil al-Haya both said the talks were meant to lead to reconciliation, though neither detailed steps to overcome the differences.However, the cordial tone of the meeting was a contrast to a year of insults flying back and forth between the two sides.Hamas seized Gaza in 2007, wresting control from forces loyal to Fatah's leader, Western-backed Palestinian President Mahmoud Abbas. Since then, repeated attempts at reconciliation have failed.Hamas-ruled Gaza and the Abbas-controlled West Bank, which lie on either side of Israel, have drifted further apart since the takeover. The division is seen as a major obstacle to Palestinian statehood.This visit has come late, said Shaath, whose Gaza home was looted and burned down by Hamas forces during the takeover.But this was the best opportunity. Also Wednesday, Hamas submitted its official response to the United Nations concerning allegations that it, along with Israel, committed war crimes during Israel's offensive against Gaza last winter.The allegations are part of a report by U.N. investigator Richard Goldstone. He alleged that Israel used disproportionate force and intentionally targeted civilians. He said Hamas committed war crimes by firing rockets indiscriminately at Israeli border towns. Hamas insisted in its 80-page response, whose main points were made public last week, that rocket fire was directed at military targets and that any civilian casualties were accidental. However, militants' statements during the war contradict such claims. Israel responded last week to the Goldstone report, also rejecting war crimes allegations. In Israel, police safely detonated another barrel bomb on an Israeli beach, just south of Tel Aviv. It was the third explosives-filled barrel to wash ashore this week.

Police said the barrels were released by militants off the coast of the Gaza Strip. Two similar devices were neutralized on beaches closer to Gaza on Monday. Palestinian militants said more were on the way. Police are continuing to search the beaches all along the coastline,police spokesman Micky Rosenfeld said.

Authorities last week quietly reversed the official story behind the Christmas Day underwear bomber attack and acknowledged that an accomplice was involved, despite weeks of denial and derision of eyewitness Kurt Haskell’s description of a sharp-dressed man who helped Umar Farouk Abdul Mutallab board Flight 253 in Amsterdam.
Detroit lawyer Kurt Haskell maintained from the beginning that he saw a well-dressed Indian man aid the accused bomber to board the plane despite the fact that he had no passport and was on a terror watch list.While Mutallab was poorly dressed, his friend was dressed in an expensive suit, Haskell said. He says the suited man asked ticket agents whether Mutallab could board without a passport.The guy said,He’s from Sudan and we do this all the time,reported the Michigan Live news website.FBI agents interviewed Haskell and he told them about the sharp-dressed man but officials refused to admit that a wider conspiracy was at hand, stoically maintaining the official story that Abdulmutallab had acted alone. Authorities claimed that videotapes did not show a second man accompanying Abdulmutallab and yet they refused to release any footage of the alleged bomber.There seems little doubt that Abdulmutallab had at least one accomplice if not more. Authorities have remained silent on other eyewitness reports which described a man intently filming the alleged terrorist throughout the whole flight, a connection that strongly suggests the attempted bomber was involved in some kind of drill and that his strings were being pulled by people in more senior positions.The ludicrous spectacle of long-deceased boogeyman Osama bin Laden apparently claiming responsibility for the attempted attack last weekend only confirmed that a fairytale was being contrived which was totally at odds with what eyewitnesses described.The glaringly obvious truth that Mutallab was at best a patsy and at worst an informant who was duped into believing he was involved in a drill renders fraudulent any supposed information attributed to him, specifically the notion that America faces the threat of another terrorist attack from anyone other than the only entity that always benefits from such attacks – the military-industrial complex itself.

Egypt Christians call for right to build churches

CAIRO – Egyptian activists have protested in front of parliament and called for legislation giving Christians equal rights as Muslims to build houses of worship.The demonstrators, both Muslim and Christian, were also protesting Wednesday against the sectarian strains in the country, particularly in light of a Christmas Eve slaying of six Copts and a Muslim guard outside a church in southern Egypt.The government has maintained that sectarian harmony reigns in Egypt and said the Jan. 6 attack had no religious dimension.Muslims need a municipal permit to build mosques. But Copts must get their papers signed by the president.Ten percent of Egypt's 80 million are Copts, who complain of being denied equal citizenship rights. Clashes do occasionally erupt.

Iran government survival hinges on nuclear issue: Israel

HERZILYA, Israel (Reuters) – World powers trying to persuade Iran to curb its nuclear program must make clear to the leadership in Tehran that its survival is at stake, a senior Israeli official said Wednesday.Israel, alarmed at the prospect of Iran having atomic weapons, has endorsed diplomatic pressure on Tehran but fears new sanctions may be too weak to dissuade it from producing enriched uranium.Israeli Vice Prime Minister Moshe Yaalon said unrest inside Iran since a disputed presidential election in June had made the government vulnerable.In essence, the Iranian regime must be given the choice: either a bomb or survival, Yaalon, a retired chief of Israel's armed forces, told a national security conference in Herzliya.He said the Tehran government should be persuaded that giving up the idea of crossing the (nuclear) threshold is the preferable path, or else it risks its basic interest, to survive in power.Yaalon did not offer specific suggestions, although he noted Iran slowed down its nuclear program in 2003, the year a U.S.-led coalition invaded Iraq in response to allegations its leader Saddam Hussein was developing weapons of mass destruction.

Israeli officials have privately voiced hope that the United States and European powers will overcome resistance by Russia and China to new U.N. Security Council sanctions capable of hitting Iran's energy sector.Some in Israel want the administration of U.S. President Barack Obama to do more to bolster Iranian dissidents who oppose President Mahmoud Ahmadinejad.Israel, assumed to have the Middle East's only atomic arsenal, has hinted at the possibility of pre-emptive strikes against Iranian nuclear facilities if it believes diplomacy has failed.

Many political analysts believe Israel would be loath to act against the wishes of the United States, which has spoken out against the idea of igniting a new regional conflict.It is important to continue to make clear to the extremist Iranian regime that all options are still on the table and that ignoring the international demands can end in the worst way, Yaalon said.Despite the time that has been wasted on diplomatic efforts and the like ... Pakistan nuclear arsenal safe: Top US spy chief

WASHINGTON (AFP) – Pakistan's military knows there were would catastrophic consequences, primarily for Pakistan, if any of its nuclear bombs fell into the wrong hands, the top US intelligence chief said Wednesday.Director of National Intelligence Dennis Blair's comments came one day after another top US national security official told the Senate Intelligence Committee that vulnerabilities exist in Pakistan's nuclear safeguards.The Pakistan army takes very seriously the security of its weapons, and they know the catastrophic consequences -- primarily for Pakistan -- if they were to get loose,Blair told the House Intelligence Committee.

From what we see of the measures that they take, they are keeping them safe,Blair told lawmakers concerned about the stability of Pakistan and the fate of its atomic arsenal as it grapples with Islamic extremists.On Tuesday, Defense Intelligence Agency chief Lieutenant General Ronald Burgess told senators that: We have confidence in Pakistan's ability to safeguard its nuclear weapons, though vulnerabilities exist.He did not elaborate.

LONDON (AFP) – Asian states led by China and India are surging ahead with military spending as they recover strongly from the global slowdown, while Europe and the US feel the pinch, a study said Wednesday.The US military remains under severe strain due to ongoing Iraq operations and its 30,000-strong surge in Afghanistan, said the respected annual Military Balance report by the International Institute for Strategic Studies (IISS).Britain, the United States' main ally in both Iraq and Afghanistan, faces a particular challenge as it grapples to pay for its military and draw down a massive budget deficit.In light of severe funding constraints, the emphasis on partnerships, divisions of labour and alliances will certainly become important,said IISS chief John Chipman, launching the report.In the United States, after defence spending almost doubled under the administration of former president George W. Bush, a budget deficit of 12.5 percent in 2009 marked the end of this phase of rising defence spending.Both (President Barack) Obama and (Defence Secretary Robert) Gates have signalled that fiscal realities will necessitate a dramatic re-prioritisation within defence spending.The US military is still under severe strain,the 490-page report noted.

The report comes a day after Obama defied China by standing firm on plans to meet the Dalai Lama, firmly rejecting Chinese pressure to snub him as rows escalate between Washington and Beijing.The IISS chief also noted recent tensions between the US and Chinese navies.Defining ways in which the two navies might acceptably operate in areas near to China would be a good subject for the military-to-military talks... that unfortunately can easily be placed in jeopardy when the countries find themselves in a political dispute, especially over Taiwan, he said.Russia's military ambitions have been hit hard by a 7.5 percent GDP contraction in 2009, said the report, adding that a 2007-2015 reprioritisation programme will be replaced with a new 10-year plan starting in 2011.IISS Russia expert Oksana Antonenko said Russia's military began profound reform last year, giving up its "mass mobilisation" army and becoming more inter-operable -- ready to become a political partner of the West.

Asia's giants will, however, power ahead militarily.In contrast to developments in advanced economies, both India and China have maintained their recent trend of double-digit increases in defence spending, it said.India boosted defence spending by 21 percent in 2009 following the November 2008 Mumbai attacks, it noted, adding: Other Asian states, such as Australia, Indonesia and Singapore have also posted increases.In Europe, massive stimulus packages contributed to an increase in budget deficits. When the time comes to redress these fiscal imbalances, discretionary spending will come under considerable pressure and defence is likely to suffer, said the IISS report.Among European NATO member states, only Norway and Denmark are likely to increase defence spending in 2010, and most other countries will do well to increase budgets in line with inflation or match existing budget levels.The IISS meanwhile warned of the changing nature of conflict -- notably the rise of cyberwarfare. Future state on state conflict may be characterised by the use of so-called asymmetric techniques,said Chipman. Chief among these may be the use of cyber-warfare to disable a country?s infrastructure, meddle with the integrity of another country?s internal military data, try to confuse its financial transactions or to accomplish any number of other possibly crippling aims,he added.

Canada looking at ways to create, maintain jobs

OTTAWA (Reuters) – Creating new jobs is the Canadian government's top economic priority, and a key ministerial committee is now studying ways to tackle unemployment, a senior official said on Wednesday.After an extremely difficult year, we're seeing signs that the economy is stabilizing, said the official, briefing reporters on condition of anonymity as cabinet's strategic Priorities and Planning Committee began a two-day meeting.While there have been a number of positive economic indicators such as recent GDP growth, there's one statistic that is still too high, and that's unemployment. The number of Canadians looking for work is still simply unacceptable and ... the economy, specifically creating jobs, remains the top priority of the federal government.Canada lost an estimated 28,300 jobs in December and had an unemployment rate of 8.5 percent, substantially below that of the United States but well up on normal levels. OTTAWA (Reuters) – Canada is sliding out the dog sleds to welcome the world's top finance officials to the Arctic this weekend, but its unusual choice of venue has only underscored doubts as to whether the Group of Seven rich nations is relevant today.At a time when extra clout for emerging powers like China has put the G7's future in question, Ottawa's decision to host the group's finance ministers and central bank governors in Iqaluit, a frostbitten outpost some 300 km (200 miles) south of the Arctic Circle, is not helping matters.With all due respect, the Canadians are crazy to organize it in a place like that, said one European official who declined to be named.Canadian Finance Minister Jim Flaherty has said his peers approved of the pristine and gorgeous location.But Washington, which played a key role last year in designating the Group of 20 developing and industrialized nations as the premier forum for economic issues, is seen as unenthusiastic about the meeting and has said nothing so far about what it wants on the agenda.Iqaluit, which means place with many fish in the native Inuktitut language, is a town of about 6,000 that's accessible only by air or sea. Bad weather can leave travelers stranded for days, with thick fog possible in winter.Flaherty sees the meeting as a chance to showcase Canada's Arctic to his international peers, and he is planning a dog-sledding adventure for his colleagues on Friday.

The following day the territorial government of Nunavut invites locals and delegates to a traditional Inuit feast that will feature local delicacies like caribou and raw and cooked seal meat, with southern food options for the timid. Participants say the Iqaluit talks will mark a return to the old G7 of informal fireside chats and there will be no written communique, robbing financial markets of a possible reference point.Organizers say statements like this are outdated, especially as key financial players like China will be absent.Bank regulations and exit strategies from recession will dominate, but without emerging economies like China, India and Brazil at the table, the scope of discussion will be limited.Some speculate this will be the last G7 meeting of its kind and that the group, which comprises Britain, Canada, France, Germany, Italy, Japan and the United States, will be buried under an Iqaluit snowdrift.But Canada says the G7 is the only group that has can react quickly and in unison to solve a global financial crisis.As testament to that, officials say, every single finance minister and central bank governor is making the trek north.But sources also say senior Canadian officials are frustrated at the logistic nightmare that Iqaluit has become, and some tried unsuccessfully to persuade Flaherty to switch to a location with easier access, better infrastructure and a more reliable phone and Internet service, like Ottawa or Toronto.While the region's landscape is stunning, the town is hardly a showcase for foreign dignitaries, said Jim Bell, a 30-year resident and editor of the weekly Nunatsiaq News. WELLINGTON, New Zealand – A New Zealand teenager who says she auctioned her virginity online for $32,000 to raise tuition money did not break any laws but it might be risky for her to follow through on the deal, police warned Wednesday.The anonymous 19-year-old student offered her virginity to the highest bidder on the Web site http://www.ineed.co.nz under the name Unigirl, saying she would use the money to pay for her tuition. She said in a post that more than 30,000 people had viewed her ad and more than 1,200 had made bids before she accepted an offer of more than New Zealand dollars 45,000 ($32,000).Unlike similar New Zealand Web sites, bidding and correspondence between buyers and sellers on the ineed site is private so it is not known what bids Unigirl's offer received.Web site owner Ross McKenzie said the site's policy was that as long as an ad was legal and did not offend the general standards of society, it was OK.He confirmed Unigirl was a member on the site.

Prostitution is legal in New Zealand under laws considered more liberal than many countries.
