Irish media get new rules for Lisbon treaty coverage

Announced by the Broadcasting Commission of Ireland (BCI), the new guidelines clarify that there is no requirement to allocate an absolute equality of airtime to opposing sides of the referendum debate during editorial coverage.The guidelines cover commercial, community, institutional and temporary broadcasters, but do not mention the internet (Photo: EUobserver)The proportion of airtime allocated to opposing sides must however be fair to all interests and undertaken in a transparent manner.The Irish are to vote on the Lisbon treaty for a second time on 2 October, after a majority rejected the document in a referendum 12 June 2008.In previous referendum campaigns public broadcasters were obliged to give equal coverage of both the Yes and the No campaigns, after a former professor at Trinity College, Anthony Coughlan, made a complaint at Irish courts in June 1997 over unbalanced media coverage by the public broadcaster RTE, which gave 42,5 minutes coverage to the yes-camp and 10 minutes to the no-camp in a referendum on divorce.
The BCI has also announced a black-out on Lisbon treaty media coverage from the morning of the 1 October until polls close on 2 October. During this period broadcast output must not include material which relates directly to the content of the Treaty of Lisbon and/or the constitutional amendments associated with the Treaty.The new guidelines cover commercial, community, institutional and temporary broadcasters,but do not mention the Internet.The outcome of the Irish referendum will be eagerly awaited in the rest of Europe, with the text to create important new posts in the EU hierarchy, give more voting power to large EU states, reduce the scope of national vetos and give more law-making responsibility to MEPs.

The influence of the national parliament has been a key-concern in Germany, with the country's highest court on 30 June deciding that the Lisbon treaty can only be ratified if the national parliament's role is first strengthened.The constitutional case was brought by CSU MP Peter Gauweiler and the left party, Die Linke.The 147 page-long ruling suspended the ratification process of the treaty until the new provisions requested by the court come into force.The Christian Democratic parties are internally split on how far-reaching powers the German parliament should have over EU lawmaking, with the Bavarian CSU faction of the party being the most keen to curb Brussels.Negotiations among the political parties in Germany began this week on how to implement the court decision, with agreement on 90 percent of the text already reached, according to German media reports.Time is short for Berlin as the German parliament will soon be dissolved due to general elections on 27 September.In a late move Franz Ludwig Schenk Graf von Stauffenberg (71) has announced a new complaint at the courts, should the German parliament not implement the Lisbon Treaty in a proper way, securing the position of German parliamentary democracy in the European decision making structures.The possibility for co-determination for the parliament (Bundestag) and the federal council (Bundesrat) in Brussels must clearly be improved. The parliament has not taken it self seriously enough, he explained the Berliner Morgenpost.The former MEP for the CSU party is the son of famous Claus Schenk Graf von Stauffenberg, one of the leading Germany army officers of the failed 20 July plot of 1944 to kill German dictator Adolf Hitler and remove the Nazi Party from power in World War II Germany.The German revolt against the Lisbon Treaty goes deep into the political establishement, with Mr Stauffenberg also being the uncle of Karl-Theodor zu Guttenberg, Federal Minister for Economics and Technology in the cabinet of Angela Merkel.A vote in the German parliament is scheduled for 8 September.

Building a Holy Temple begins with the first stone. With this in mind, the Temple Institute has embarked upon building the mizbeach - the stone altar. On the 9th of Av, 5769, (July 30, 2009), the Temple Institute called upon every Jew who was willing to shed his mourning sackcloth, and roll up his work sleeves, and who was ready to curtail his participation in the traditional Tish'a b'Av afternoon custom of studying chapters of Torah which deal with the destruction of the Holy Temple, and to instead occupy themselves with the blood, sweat and tears of real-life preparation for the building of the Holy Temple and the renewal of the Divine service. In a word, to build a stone altar, one that can be placed in the courtyard of the Holy Temple, and upon which the kohanim can bring the offerings.This historical project actually began some months ago, just before the Passover festival, when a group of young men were brought to the Dead Sea, where they gathered together stones that would be used in the construction of the mizbeach - altar. The Dead Sea was chosen because it was upon its deserted shores that stones could be collected which had never been quarried or cut with metal blades or implements. Our sages point out that the Torah ban on dressed stones was intended to preserve the integrity of the altar as a place of peace, and tools made of metal, from which weapons of war are also manufactured, would undermine the ultimate purpose of making offerings on the altar, the purpose of making peace between man and G-d.The stones were then individually wrapped in heavy plastic and sealed, thus guaranteeing their untainted integrity as they were transported to the community of Mitzpe Yericho, 20 kilometers north-east of Jerusalem.
Meanwhile, of particular concern was the unique nature of the cement to be used to hold the stones together. Temple Institute researchers paid a visit to the Finish glass factory near Yerucham to learn how to create a mixture which would remain as cool as possible under the altar’s unremitting fires and protect the kohanim, whose work in the Holy Temple was always conducted barefoot. A formula was arrived at which would involve a mixture of sand, clay, tar, and asphalt.Finally the appointed day of action arrived: this day was Tish'a B’av, the day the Second Temple was destroyed 1,939 years ago. What better day, and what better way to commemorate the past and to commence the future, than to begin the building of the great stone altar on the 9th of Av! The work began at 5:30 in the afternoon of the 9th, well into the twenty-five hour fast that had begun the night before. Despite the hunger and the accompanying fatigue the volunteer participants were anxious and ready to get started.Rabbi Yisrael Ariel, the founder of the Temple Institute struck a deep chord when he pronounced,Today, Tisha B’av, is not just a time to mourn the destruction of the Temple. It is also a time to build.Unfortunately, we cannot currently build the altar in its proper place, on the Temple Mount,Temple Institute director Yehudah Glick explained.We are building an altar of the minimum possible size so that we will be able to transport it to the Temple when it is rebuilt.The altar, when completed, will stand 2 meters tall, 1 meter long, and 1 meter wide. Much smaller that the altar that stood in the Holy Temple courtyard, it will, nevertheless, fulfill the Torah requirements. The rocks collected by the Dead Sea comprise 10 cubic meters and weigh several tons.Over 100 people were present at the event on the stifling hot afternoon. Yonaton Tzadok, one of the main organizers of the event, added a historical-spiritual perspective.The altar represents the return to our roots, to the time of creation when everything was pure. We have taken rocks from the Dead Sea, rocks never touched by human hands.To the surprise of many who had come simply to watch, they too were invited by Rabbi Ariel to take part and pour the tar onto the cornerstones. Rabbi Ariel first asked if there were any kohanim in the crowd, and invited them start. A woman requested to also participate. Of course,Rabbi Ariel responded,women are also commanded to build the Holy Temple! As the sun set, and the fast day was nearing its conclusion, Yonaton Tzadok called upon volunteers to return another day to complete the building of the altar. Carrying rocks and pouring tar is a lot of work, he said.We could use a few hundred people to help.

Adnan Oktar, who uses the pen name of Harun Yahya, is a controversial but highly influential Muslim intellectual and author with more than 65 million of his books in circulation worldwide. Oktar recently met with three representatives from the re-established Jewish Sanhedrin, a group of 71 Orthodox rabbis and scholars from Israel, to discuss how religious Muslims, Jews and Christians can work together on the project.The objectives of the alliance include waging a joint intellectual and spiritual battle against the worldwide growing tide of irreligiousness, unbelief and immorality,explains Richardson, who met in Turkey with Oktar. But even more unusual is their agreement with regard to the need to rebuild the Jewish Temple, a structure that Mr. Oktar refers to as the Masjid (Mosque)or the Palace of Solomon.An official statement about the meeting has been published on the Sanhedrin's website. Concluding the statement is the following call:Out of a sense of collective responsibility for world peace and for all humanity we have found it timely to call to the World and exclaim that there is a way out for all peoples. It is etched in a call to all humanity: We are all the sons of one father, the descendants of Adam, and all humanity is but a single family. Peace among Nations will be achieved through building the House of G-d, where all peoples will serve as foreseen by King Solomon in his prayers at the dedication of the First Holy Temple. Come let us love and respect one another, and love and honor and hold our heavenly Father in awe. Let us establish a house of prayer in His name in order to worship and serve Him together, for the sake of His great compassion. He surely does not want the blood of His creations spilled, but prefers love and peace among all mankind. We pray to the Almighty Creator, that you harken to our Call. Together – each according to his or her ability – we shall work towards the building of the House of Prayer for All Nations on the Temple Mount in peace and mutual understanding.Oktar explained his vision for the rebuilding of Solomon's Temple to Richardson:

The Interfaith Encounter Association is working on a project called God's Holy Mountain. It sees the day when the rebuilt Jewish Temple will exist side by side with the Dome of the Rock.Richardson sees such plans tying in to Barack Obama's calls for internationalizing the city of Jerusalem.A recent poll showed nearly two-thirds of Israelis back the idea of rebuilding the Temple.Meanwhile, the work of the Temple Institute, a group that has openly dedicated itself for years to rebuilding the Jewish Temple goes on,writes Richardson.It has already created many of the most significant priestly utensils and pieces of furniture necessary for the Temple once it is ready.The suggestion of rebuilding the Jewish Temple is deeply significant to Christians, particularly those who are students of Bible prophecy, explains Richardson.According to the Bible, an impostor messiah known as the Antichrist will someday invade the land of Israel and set himself up in the God’s Temple.Richardson's book focuses on the striking parallels between the Bible's prophecies about the coming messiah and Islam's traditions regarding the one called the Mahdi – Islam’s primary messiah figure, who will one day invade the land of Israel and establish his seat of authority on the Temple Mount. Western Christians have viewed one of those empires as Rome, when, claims Richardson, Rome never actually conquered Babylon and was thus disqualified as a possibility. That empire, he says, is the Islamic Empire, which did conquer Babylon and, in fact, rules over it even today. Many evangelical Christians believe the Bible predicts a charismatic ruler, the Antichrist, will arise in the last days, before the return of Jesus. The Quran also predicts that a man, called the Mahdi, will rise up to lead the nations, pledging to usher in an era of peace. When he says the city will be the undivided capital of Israel, he - apparently - means it.What is occurring now - both the US protest over the decision to build 20 apartment units for Jews at the site of the old Shepherd Hotel in Sheikh Jarrah, and the protest over the current evictions - is that both Israel and the world are laying down their markers.The world is saying hands off east Jerusalem,and Netanyahu is replying, no, it's ours.And those diametrically opposed positions are bound to lead to friction.It is also important to keep in mind three other elements when looking at the current tension with Washington over Jerusalem.
The first is that the government did not initiate the eviction of the families in Sheikh Jarrah. One cannot accuse the government of picking a fight with the US over this issue now, at a very sensitive time in the diplomatic process. Rather, the police were implementing a decision on ownership of the house handed down by the Supreme Court.Another thing to remember is that no prime minister of Israel has ever agreed to curtail building in east Jerusalem.Even Olmert, who was willing to compromise a great deal on Jerusalem, continued to approve housing in the eastern part of the city, drawing fire as a result from then-US secretary of state Condoleezza Rice.Olmert kept building in east Jerusalem, while at the same time indicating willingness to make concessions on it in a final-status deal. Netanyahu, like Olmert, continues to build, but has not indicated that he is willing to compromise on the final status of the city.And, finally, the noise over Jerusalem now must be seen within the context of the negotiations over a possible settlement moratorium. After months of letting off warheads and restarting nuclear work, he’d got what he wanted: attention from the Obama administration.True, the excuse for Clinton’s trip was soft: he was there to negotiate for the release of two American journalists sentenced to hard labour in the Democratic People’s Republic of Korea after straying across the border from China. But no one believes that was the extent of his mandate. Rather, Barack Obama was taking a leaf from Bill Clinton’s playbook when he sent former president Jimmy Carter to Pyongyang in 1994.

The Foreign Ministry has launched extensive diplomatic activities aimed at pressuring a series of the world's leading countries to impose sanctions on Iran, even if the Security Council fails to make such a decision.Israel is trying to get the United States, Australia, Canada and some leading European countries to tighten the economic blockade and sanctions imposed on the Islamic republic. The goal is to undermine the stability of the Iranian regime, which is weaker than perceived by the world so far, in order to force it to choose between preserving its regime and halting its nuclear program.Prime Minister Benjamin Netanyahu, Foreign Minister Avigdor Lieberman and Defense Minister Ehud Barak have been holding discussions recently on the day after the talks between the Obama administration and the Ahmadinejad regime fail. This is scheduled to happen next month, according to a timetable set by the Americans.In these meetings - which have also been attended by Ministers Dan Meridor, Moshe Ya'alon and Benny Begin – the six senior officials discussed the Israeli response for such a situation.In one of the discussions, the foreign minister said there was a possibility that China – and perhaps Russia as well – would prevent the UN Security Council from imposing severe sanctions on Iran.This assumption is based on difficulties revealed in the past four rounds of sanctions imposed on Tehran, during which Beijing and Moscow were in no hurry to act against the Ayatollah regime's attempt to attain a nuclear bomb.

The U.S. has urged the Palestinians to address the issue of incitement, which is both an immediate and long-term obstacle to the prospect of meaningful negotiations. Too often such statements have been dismissed. But as history has shown, it is a serious impediment, not only undermining the confidence of Israelis, but exhorting this and future generations to violence and hate. Swine Flu Scare: It’s All about The Adjuvant!
Herb Newborg YourSpine August 5, 2009The U. S. government has paid pharmaceutical companies $7.9 billion* since 2004 to develop the capacity to mass vaccine the entire U.S. population by 2011. Under the perceived threat of H1N1, these plans have been accelerated to include the use of a non FDA approved chemical adjuvant suspected of causing Gulf War Syndrome, circumventing the FDA approval process for this potentially life threatening chemical.
In 2005, the Department of Health and Human Services (HHS) published a plan with two specific goals that relate to vaccines. The first goal was to have in place by 2011 domestic production capacity sufficient to supply vaccine to the entire U.S. population within six months of the onset of a pandemic. The second goal was to stockpile enough doses of vaccine to inoculate 20 million people as soon as possible after the onset of a pandemic.As of September 15, 2008, HHS had yet to determine how best to build and develop the capacity to create the hundreds of millions of doses necessary for such an ambitious undertaking. Three options were identified which could possibly achieve the stated goal by 2011:Continue to fund and expand funding for the egg-based vaccine antigen production currently utilized in the production of seasonal flu vaccine (viruses are grown in hens’ eggs). Toward this end, HHS has budgeted $600 million to offer capital subsidies to manufacturers to build egg-based production facilities in addition to $176 million already awarded.Continue to fund and expand funding for cell-based vaccine antigen production (for example, viruses grown in the kidneys of dogs) widely used to manufacture vaccine against polio, chicken pox, measles, mumps, and rubella. To date, HHS has obligated $1.3 billion to promote the development of new cell-based influenza vaccines.Fund next generation vaccine manufacturing, based on the use of recombinant-DNA technology. Recombinant vaccines are made by splicing antigen producing genes into the DNA of another organism (pigs, monkeys, birds, insects, etc.) The modified organisms then reproduce to provide bulk quantities of antigen. Recombinant techniques are already in use to make vaccines against hepatitis B and human papillomavirus.
All three scenarios had major drawbacks.
Using egg-based vaccine antigen to provide the quantities necessary to vaccinate all 300 million Americans with 2 doses each would require massive infrastructure build up. Despite the $176 million already awarded to manufactures, additional funds would be needed and FDA approvals (not expected until 2011) are necessary in order to even begin to approach the desired number of vaccine doses. It is estimated that the two companies awarded egg-based funding combined could produce only 125 million doses, even after the infrastructure upgrades, and not until 2011.Using cell-based antigen to provide the quantities necessary to vaccinate all 300 million Americans with 2 doses each would also require massive infrastructure build up. A plant could produce 25 million pandemic-influenza doses at 90 micrograms per dose. It would take about nineteen plants with that capacity to produce 475 million doses. If the cost of construction, bringing the plant online, and obtaining the FDA’s approval averaged $400 million per plant, the total cost of the expanded capacity would be $7.6 billion. If each plant cost $600 million, the total would be $11.4 billion. This capacity would not be available until 2011-2012.Next generation or recombinant-DNA is not an attractive option, as most recombinant influenza vaccines have not yet advanced past early-stage clinical trials. These vaccines could be 10 years or more away from the market. HHS has yet to fund their development for use against influenza, in part because it has chosen to build on the decades of experience in using cell culture to produce other vaccines. However, HHS plans to award contracts worth $155 million for the development of next-generation vaccines in the near future.
So where does the capacity to mass vaccinate the entire population stand after our $7.9 billion investment? We currently have a stockpile of 22.5 million doses of the H5N1 antigen for the feared Avian flu pandemic that never materialized. The cost to maintain this stockpile for just two circulating strains of H5N1 is about $2.2 billion annually. Influenza vaccine typically expires after two years; 15 million doses have expired or will expire soon.In addition, we have stockpiled 268 million doses of what appears to be the wildcard in the whole equation. This is what is known as an adjuvant. An adjuvant is a chemical that can be added to vaccines to reduce the amount of active ingredient (antigen) needed per dose of vaccine by turbo-charging the immune system response in the recipient. This could potentially stretch the supply, providing six times as many doses from the same quantity of antigen.This would solve many, if not all of the issues regarding capacity to mass vaccinate the entire population. Instead of investing in building additional plants and hiring workers to produce antigen, the funds could be used to purchase proprietary, patented chemical adjuvants.The only problem is: these chemicals are not FDA approved. They have not been FDA safety tested. We have no idea if they are safe and in fact have every reason to suspect that they are not.Despite this fact, the U.S. has already purchased at least 312 million doses of two proprietary, patented adjuvants: MF59 from Novartis and ASO3 from GSK. These purchases took place despite the fact that neither chemical has been FDA approved for use in a vaccine. The manufacturers have not yet even obtained FDA approval for Phase I clinical trials in the U.S., the first step toward approval of any new drug, vaccine or adjuvant.On average, it takes a little over a decade for a drug to move from preclinical development to the marketplace. Before a vaccine enters human testing, the developer conducts laboratory (in vitro) and laboratory animal (in vivo) testing to determine whether the product will be safe enough for researchers to proceed to clinical trials.The developer must obtain the FDA’s approval to begin clinical trials through the submission of an investigational new drug, or IND, application. Clinical trials typically have three phases. Phase I focuses on the vaccine’s safety and generally involves fewer than 100 human subjects. The purpose of Phase II, which typically involves several hundred subjects, is to expand Phase I safety data and identify whether and at what dose the vaccine elicits a protective immune response. Phase III typically involves thousands of people and is used to document effectiveness and develop additional safety data (notably concerning the incidence and severity of side effects) required for licensing. Clinical trials generally last five to seven years. If all three phases of the clinical development are successful, the developer may submit a biologics license application, or BLA, to the FDA for review. If the FDA approves the application, the developer launches the new vaccine, a process that includes training its sales force and increasing production capabilities to meet the anticipated demand.
It appears that the U.S. is prepared to skip all of the normally required safety and efficacy procedures and allow for the massive testing of this novel adjuvant on at least 25% of the 12,000 Americans serving as paid clinical trial participants in tests of the new H1N1 vaccine, despite documented U.S. government warnings that adjuvanted vaccines can induce more pronounced side effects than ordinary vaccines, a definite downside because vaccines, unlike most other pharmaceuticals, are given to healthy people.To date, the Food and Drug Administration has never approved an adjuvanted vaccine for influenza. Other adjuvanted vaccines currently licensed for use in the United States—against diphtheria, tetanus, hepatitis A, and hepatitis B—are made with aluminum. But aluminum adjuvants do not reduce the amount of antigen needed by enough to substantially increase the amount of vaccine that would be available during a pandemic.The FDA has not approved a human vaccine containing a new type of adjuvant in many years, as all other types of adjuvants have thus far produced too many side effects to meet the FDA’s standards.The reason introducing this chemical without the required safety and efficacy testing is so objectionable is that both of these proprietary adjuvants contain squalene.Oil-based vaccination adjuvants like squalene have been proved to generate concentrated, unremitting immune responses over long periods of time according to a 2000 article in The American Journal of Pathology.A 2000 study published in the American Journal of Pathology demonstrated a single injection of the adjuvant squalene into rats triggered chronic, immune-mediated joint-specific inflammation,also known as rheumatoid arthritis. The researchers concluded the study raised questions about the role of adjuvants in chronic inflammatory diseases.
What happens when Squalene is injected into humans?
Your immune system recognizes squalene as an oil molecule native to your body. It is found throughout your nervous system and brain. In fact, you can consume squalene in olive oil and not only will your immune system recognize it, you will also reap the benefits of its antioxidant properties.The difference between good and bad squalene is the route by which it enters your body. Injection is an abnormal route of entry which incites your immune system to attack all the squalene in your body, not just the vaccine adjuvant.Your immune system will attempt to destroy the molecule wherever it finds it, including in places where it occurs naturally, and where it is vital to the health of your nervous system, according to award-winning investigative journalist Gary Matsumoto, who explains there is a close match between the squalene-induced diseases in animals and those observed in humans injected with this oil: rheumatoid arthritis, multiple sclerosis and systemic lupus erythematosus.There are now data in more than two dozen peer-reviewed scientific papers, from ten different laboratories in the US, Europe, Asia and Australia, documenting that squalene-based adjuvants can induce autoimmune diseases in animals…observed in mice, rats, guinea pigs and rabbits. Sweden’s Karolinska Institute has demonstrated that squalene alone can induce the animal version of rheumatoid arthritis. The Polish Academy of Sciences has shown that in animals, squalene alone can produce catastrophic injury to the nervous system and the brain. The University of Florida Medical School has shown that in animals, squalene alone can induce production of antibodies specifically associated with systemic lupus erythematosus,writes Matsumoto.We got our first hint at the dangers of these proprietary adjuvants when they were secretly tested on soldiers during the Gulf War.Gulf War veterans with Gulf War Syndrome (GWS) received anthrax vaccines which contained squalene. MF59 (the Novartis squalene adjuvant) was an unapproved ingredient in experimental anthrax vaccines and has since been linked to the devastating autoimmune diseases suffered by countless Gulf War vets according to data published in the February 2000 and August 2002 issues of Experimental and Molecular Pathology.The Department of Defense made every attempt to deny that squalene was indeed an added contaminant in the anthrax vaccine administered to Persian Gulf war military personnel – deployed and non-deployed – as well as participants in the more recent Anthrax Vaccine Immunization Program (AVIP).However, the FDA discovered the presence of squalene in certain lots of AVIP product. A test was developed to detect anti-squalene antibodies in GWS patients, and a clear link was established between the contaminated product and all the GWS sufferers who had been injected with the vaccine containing squalene.The Pentagon never told Congress about the more than 20,000 hospitalizations involving troops who took the anthrax vaccine from 1998 through 2000, despite repeated promises that such cases would be publicly disclosed. Instead, generals and Defense Department officials claimed that fewer than 100 people were hospitalized or became seriously ill after receiving the shot, according to an investigation by the Daily Press of Newport News.A study conducted at Tulane Medical School and published in the February 2000 issue of Experimental Molecular Pathology included these stunning statistics:the substantial majority (95%) of overtly ill deployed GWS patients had antibodies to squalene. All (100%) GWS patients immunized for service in Desert Shield/Desert Storm who did not deploy, but had the same signs and symptoms as those who did deploy, had antibodies to squalene.
In contrast, none (0%) of the deployed Persian Gulf veterans not showing signs and symptoms of GWS have antibodies to squalene. Neither patients with idiopathic autoimmune disease nor healthy controls had detectable serum antibodies to squalene. The majority of symptomatic GWS patients had serum antibodies to squalene.According to Dr. Viera Scheibner, Ph.D., a former principle research scientist for the government of Australia:this adjuvant [squalene] contributed to the cascade of reactions called Gulf War Syndrome, documented in the soldiers involved in the Gulf War.The symptoms they developed included arthritis, fibromyalgia, lymphadenopathy, rashes, photosensitive rashes, malar rashes, chronic fatigue, chronic headaches, abnormal body hair loss, non-healing skin lesions, aphthous ulcers, dizziness, weakness, memory loss, seizures, mood changes, neuropsychiatric problems, anti-thyroid effects, anaemia, elevated ESR (erythrocyte sedimentation rate), systemic lupus erythematosus, multiple sclerosis, ALS (amyotrophic lateral sclerosis), Raynaud’s phenomenon, Sjorgren’s syndrome, chronic diarrhoea, night sweats and low-grade fevers.Clearly bypassing the FDA requirements for safety testing of these new adjuvants and the vaccines which contain them puts the entire population at risk for serious, possibly life threatening side effects, particularly any of the 12,000 trial paid trial participants (6,000 children) who are unfortunate enough to be randomized into the adjuvant containing groups.Still, on July 23, 2009, the FDA announced, Currently, no U.S. licensed vaccine contains the adjuvants MF-59 or ASO3. It is expected that a novel influenza A (H1N1) vaccine manufactured using the same process as U.S. licensed seasonal inactivated influenza vaccine but administered with MF-59 or ASO3 will be authorized for emergency use only.And that,Two of the manufacturers (Novartis and GSK) have proprietary oil-in-water adjuvants (MF-59 and ASO3, respectively) which have been evaluated in a number of clinical studies including studies with influenza vaccines. These manufacturers will include an evaluation of the utility of the adjuvant for dose sparing and enhanced immunogenicity in their clinical studies. While there may be exceptions, in general, studies which include an adjuvanted arm(s) to evaluate dose sparing and enhanced immunogenicity may be conducted concurrently in the adult and pediatric age groups in order to have timely immunogenicity results to guide pediatric dose recommendations.The same document indicates that vaccines containing the un-approved adjuvants will be given to 100 children 6 months to 3 years old, 100 children 3 years old to 8 years, 100 individuals 18 to 64 years old and 100 individuals 65 and older in each of the multiple clinical trials. In addition, 700 individuals in each trial will be given non-adjuvanted vaccine.Since the government has recruited 12,000 paid volunteers for the trials, it would be possible that as many as 10 trials could be conducted simultaneously.Oddly, 60% of the world’s confirmed cases have occurred in people age 18 or younger, yet this age group (between 8 and 18) have been excluded from the clinical trials, with the results for this age group to be extrapolated from the other study data.Given the fact the U.S. currently owns 268 million doses of the non-approved, non FDA tested adjuvant, the vaccines that contain this novel chemical will likely be found to be completely safe in these industry run trials. Unfortunately, the effects on the soldiers that experienced injury sometimes appeared long after the planned duration of the current trials.$5.6 billion in funding occurred in 2006 alone. The $5.6 billion spent for vaccine development in 2006 is 100 times the $515 million the FDA spent in 2006 for all FDA activity related to drug safety and efficacy for the entire drug industry including: pre and post approval testing, approval and regulation of over-the-counter and prescription drugs, biological therapeutics and generic drugs and personal care products such as fluoride toothpaste, antiperspirants, dandruff shampoos and sunscreens, monitor the more than 10,000 drugs on the market to be sure they continue to meet the highest standards, monitor TV, radio, and print drug ads to ensure they are truthful and balanced and provide health professionals and consumers information to use drugs appropriately and safely.

Prisonplanet.com August 7, 2009The infamous Holdren quotes from the 1977 Ecoscience textbook, proposing forced sterilizations and other draconian measures to bring about mass death, are no incidental exercises in academic frivolity. In the 1973 publication Human Ecology: Problems and Solutions, co-authored by his old buddies, the Ehrlichs, Holdren wrote quite candidly about his basic view on human life, providing us with a peek at the decaying undergrowth out of which the Ecoscience document has emerged, proposing among other things a planetary regime to assume command of matters of life and death.
In chapter 8 of the ‘Human Ecology’-document, page 235, Holdren gives us his definition of human life:The fetus, Holdren writes, “given the opportunity to develop properly before birth, and given the essential early socializing experiences and sufficient nourishing food during the crucial early years after birth, will ultimately develop into a human being.In other words, Holdren argues that people during the early years after birth, cannot yet be defined as human beings. Given this presumption by Obama’s science advisor, it may not come as a surprise that he does not shy away from coercive abortion policies or other such measures to scale back the population. After all, if an infant cannot be construed as being a human being, as Holdren argues, God-given rights do not apply to them nor does constitutional protection- and therefore they can be deemed as completely at the government’s mercy.
Just like in Ecoscience, Holdren and the demonic duo, the Ehrlichs, present the case for involuntary fertility control in the Human Ecology monstrosity:Several coercive proposals deserve discussion mainly because societies may ultimately have to resort to them unless trends in birth rates are rapidly reversed by other means.Although the authors deem compulsory control of family size as being unpalatable, they nevertheless prefer it to other methods:(…) the alternatives may be much more horrifying. Just as Holdren’s comments have not been penned down in a vacuum, Holdren himself does not stand alone in his chilling stance. There is an entire subgroup within the scientific community consisting of a neo-Malthusian cast of characters, filling all kinds of official functions in public and private life. But when one of these demons (with a rap sheet listing numerous examples of an abject disregard for human life) occupies a key position within the government there should be some consequence- preferably a dethronement followed by an unequivocal denouncement on the part of the President.
Out of which sublevel place do these rats come crawling up onto the surface of respectability? The answer: a very unwholesome place indeed, with a lineage that can be traced straight back to the Rockefeller-funded eugenics and- family planning apparatus, set in motion many decades before. The fact that the writings of John P. Holdren and company haven’t generated the massive outrage they deserve is an outrage in its own right. Taking into account that the author is Obama’s chief science advisor, serious thought should be given to legal steps against Mr. Holdren- effectively resulting in the removal of this individual from his current position and exposing the neo-Malthusian tendency to worm their way into both the scientific and political establishments.Sources:

The European Central Bank and 18 other banks agreed to sell no more than a combined 400 metric tons of the metal a year through September 2014. That’s less than the annual cap of 500 tons in the current agreement, which expires Sept. 26. It’s positive for gold,” John Reade, an analyst at UBS AG in London, said by e-mail. Having the agreement “removes the small chance that European central banks would have dumped gold onto the market in an unconstrained manner.Central banks sold 73 percent less gold in the first half and full-year disposals may drop to the lowest since 1994, according to estimates from London-based researcher GFMS Ltd. The IMF wants to sell 403 tons from its reserves of 3,217 tons, the third-largest holding after the U.S. and Germany. The IMF has not signed and this leaves open the possibility that the Chinese, Russians, another central bank, could buy the 403 tons of IMF gold in one go, Reade said. China has the world’s sixth-largest holding at 1,054 tons and Russia is ranked 10th with almost 537 tons, World Gold Council data show. Gold for immediate delivery in London slipped 0.8 percent to $955.92 an ounce by 3:14 p.m. local time today as a stronger dollar curbed bullion’s appeal as an alternative investment. The metal reached $971.68 yesterday, the highest since June 5.
IMF Sales
Gold sales haven’t been approved yet by the IMF’s board. The U.S. Congress passed legislation in June that permits the American representatives to the IMF to agree to the planned sale to help finance aid to poor countries. Four hundred tons, or 12.86 million troy ounces, is equal to about a sixth of annual mine production. At this year’s average spot price of $920 an ounce, 400 tons would be worth about $11.8 billion. The Swiss National Bank, one of the signatories to the new accord, in a statement today said it isn’t planning any gold sales in the near future, and that its gold is an important part of monetary reserves. Switzerland has 1,040 tons of gold, making it the seventh-largest holder. Bullion sales under the current agreement total 140 tons in the current quota year, with France and the ECB leading sales, the World Gold Council said July 29. Central banks have sold about 3,867 tons since the first agreement, and failed to reach the allowed limit each year since 2005, its data show.
Still Room
Sales under the current agreement remain so low that there is still room for sales to increase under the new quota, even with IMF sales being included, Natalya Naqvi, a Barclays Capital analyst, said today in a report. Naqvi doesn’t expect sales to exceed 150 tons this year. The first legal case of this kind has so far been rejected.
What happened with these different media outlets is that they submitted requests to the Fed to get very specific information on the ways the money was lent out between 2007 and 2008,explains legal analyst Nicole Kardell.Those requests were denied by the Federal Reserve’s board. And they were arguing that that information was exempted. There are nine enumerated exemptions under the act where the government agency is not required to share information on.
When Will the Monetary Manipulation Stop? Justin Williams
Campaign For Liberty Friday, August 7, 2009With pundits debating when the recession will end and how strong the recovery may be, the future of American economic policy still is in need of a firm, no-nonsense look at why this slump occurred in the first place.As the inevitable recovery occurs, the Obama Administration will, of course, claim victory over the recession, while blaming greedy speculators (and anyone else who makes and sells a product at a profit). This, while they pump the remaining $7 trillion of unnecessarily allocated funds to continue buying up the economy.
But Americans should not be fooled.
The current policy by the Federal Reserve of printing money and encouraging banks to loan more will only force a repeat of the disastrous actions of the past eight years. Credit markets will loosen up, interest rates will be artificially too low, and investors will look for new markets into which to put their money.The investors will be tricked into thinking that they have some new way to get easy money — all thanks to loose credit policy. The same loose credit policy implemented after the 2001 recession, which spurred this disastrous housing bubble of the past decade.There is no doubt that Chairman Ben Bernanke will continue the policy of artificially low interest rates to try and create a economic boom, since throughout his book of essays The Great Depression, he continually claims that countries that got off the gold standard recovered faster during the Great Depression.Bernanke believes that what he saw in his various studies was real economic recovery, when what he actually saw were artificial market bubbles — each one destined to burst. He didn’t see the real problem then, and he will not see it now.The gold standard backed all currency with a hard commodity that was universally redeemable. What this meant is that the American dollar was redeemable in something that was intrinsically valuable as it is scarce — and, most importantly, out of the hands of a government.
That final point is the key and is where many current gold bugs go wrong. It was not completely the intrinsic value of gold that made the American currency safe; it was the fact that it was mostly safe from government manipulation. It was this very same manipulation that the Federal Reserve did in 2001 to create this current crisis and the same manipulation that will create the next bubble.Not so coincidentally, this is the same manipulation that will continue to occur as long as the U.S. currency is backed by nothing.For years, recessions have come and gone, each time with a different bubble (S&L, Dot-Com, Housing… etc). Each time, pundits act like they do not understand why this bubble isn’t the one that was going to go on forever.It’s simple: the Federal Reserve has a monopoly on printing money and adjusting interest rates, both of which cause people to spend their money fast. This, of course, causes huge unsustainable bubbles.And the government-induced bubbles will continually lead the United States into more recessions until the American people can say no more by exchanging their money for something that is completely out of the hands of Big Government — making Mr. Obama’s victory nothing more than an open invitation to the next — even more disastrous — defeat.
4,000 agents to guard N America summit Xinhua
Friday, August 7, 2009A total of 4,000 agents from Mexico, the United States and Canada will be safeguarding the security of Guadalajara, regional capital of the Mexican state of Jalisco, during the North America Leaders’ Summit set to open there Sunday, local authorities said Thursday.Jalisco’s Public Security director Luis Carlos Najera told the press on Thursday that the summit will be guarded by 2,000 agents from the Mexican Presidential Staff, and agents from the U.S. secret service and the Royal Canadian Mounted Police have also joined the guarding legions.The authorities have not yet announced the summit’s agenda or the venues of activities for security reasons. But it is believed that the Cultural Institute Cabanas, the Government Palace of Jalisco and Guadalajara’s City Hall would host some of the activities.
Najera said state police agents will be ready to act in case of outbreaks of violence during possible protests.During the summit, Mexican President Felipe Calderon, U.S. President Barack Obama and Canadian.Prime Minister Stephen Harper will discuss the international economic crisis, inter-border security, the fight against drug trafficking and responses to the A/H1N1 influenza epidemic.

The remarks follow reports of positive data from a number of sources around Europe in recent days.Industrial orders in Germany - the EU's biggest economy - rose by a robust 4.5 percent in June, the country's economics ministry has said. Industrial production, the services sector and house prices are on the up in the UK. In Spain, the number of people claiming unemployment benefit has been falling for the past three months.The ECB on Thursday kept eurozone interest rates unchanged at a rock bottom 1 percent in an attempt to get banks lending again to businesses and consumers, fueling fresh economic activity.The Bank of England (BoE) kept its rates at 0.5 percent, while saying it would increase its quantitative easing scheme from £125 billion (€147 billion) to £175 billion. Quantitative easing is a process in which central banks buy bonds from commercial banks by increasing the size of their electronic accounts in the central reserve, flooding them with cash and making them more open to granting loans.It has been likened to printing money or dropping banknotes from a helicopter.In the United Kingdom, the recession appears to have been deeper than previously thought,the BoE said in a statement. And though there are signs that credit conditions may have started to ease, lending to business has fallen.
More companies to fail
A new forecast on corporate bankruptcy by UK consulting firm Euler Hermes indicates that the coming year will continue to be painful despite the slightly better economic mood.The number of businesses going bust is to climb by 56 percent in the UK and 58 percent in Spain, with major EU economies France (30%), Italy (31%) and Germany (19%) also suffering, the study, published in Polish daily Rzeczpospolita, said. The Netherlands is likely to see the biggest jump on 75 percent. Companies in Ireland (55%), Slovakia (55%) and the Baltic states (40% to 50%) are to be hit hard as well. In broader terms, the Lithuanian economy is expected to contract the most severely out of the 27-nation bloc. Lithuanian GDP is to shrink by 19.3 percent next year, the country's central bank predicted on Thursday.
Turkey plays double game on EU energy security
VALENTINA POP Today AUG 7,09 @ 09:26 CETEUOBSERVER / BRUSSELS – Turkey has agreed to grant access to Russia's South Stream gas pipeline through its part of the Black Sea, in a move which could hurt the prospects of an EU-backed project to reduce Russian energy dependency.The Turkish deal is a major breakthrough for the Russian pipeline, which has to cross the maritime economic areas of either Turkey or Ukraine, but with Ukraine very unlikely to give consent. At a signing ceremony in Ankara on Thursday (6 August), Russian prime minister Vladimir Putin and his Turkish counterpart, Recep Tayyip Erdogan, insisted that South Stream is not a rival to the EU-backed Nabucco pipeline project.
Even with the construction of South Stream, Nabucco will not be closed,Mr Putin said at a news conference. The more infrastructure projects, the better, because that will create reliability and stability of energy supply to Europe.The European Commission also officially rejects the idea the two projects are in competition. We consider [South Stream] a complementary initiative to our ongoing Nabucco efforts,commission spokesman Martin Selmayr said at a press briefing in Brussels.South Stream is designed to bring more Russian gas under the Black Sea to Bulgaria and Italy. Nabucco is to bring gas from Caspian Sea area countries to Europe via Turkey, bypassing Russia.Experts warn that if South Stream is built the EU will be forced to buy Caspian gas at a much higher price, however.I argue that if South Stream is built, Nabucco will not be, at least not for Caspian gas,Zeyno Baran, a Turkish-American energy expert with the Washington-based Hudson Institute, told Euobserver. If South Stream is built, all that Caspian gas is going to pour into it. Nabucco is important not only for diversifying Europe's needs, but it's also freeing the Central Asian countries and the Caucasian countries from the hold of Russia. Now with this, Turkey sent a signal, whether it to wanted or not, that it doesn't really care about those countries, it just cares about becoming a gas hub.Turkey just last month signed a legal framework agreement for Nabucco, raising hopes of the country's strategic backing of EU energy security interests.Europeans need to really understand what's going on in Turkey, how close it has gotten to Russia as opposed to Europe and the US,Ms Baran said.In terms of geopolitical impact, South Stream would reduce the importance of Ukraine's transit pipeline network, which currently ships 80 percent of Russian gas to the EU.
The new situation would make it easier for Moscow to exert political pressure on Kiev by raising the price of its gas exports to Ukraine without the fear of a potential knock-on effect on its EU customers.If South Stream is built before Nabucco, it could also see Azerbaijan sell its extra gas into the Russian pipeline, damaging prospects for Georgia's independence.Georgia currently buys all its gas from Azerbaijan, with the country being forced to go back to Russian suppliers if its Azeri channels were blocked.In a parallel development highlighting Russia's attitude to the energy sector, Mr Putin on Thursday also signed an executive order definitively rejecting the country's participation in the Energy Charter Treaty.The 1991 multilateral agreement is designed to help EU companies invest in Russian energy firms and to grant access to Russia's vast pipeline system, effectively breaking its monopoly on Caspian zone exports.
Carlyle’s Kennard Nominated to Be European Union Ambassador

Kennard, a Carlyle Group executive and former chairman of the Federal Communications Commission, was nominated yesterday by President Barack Obama to become U.S. ambassador to the European Union. The envoy to the EU, an economic and political union with 27 member nations, is often America’s advocate to the European institutions in Brussels on issues that include financial regulation, antitrust and trade. Kennard, 52, was FCC chairman from 1997 to 2001, a post he was appointed to by then-President Bill Clinton after serving as the agency’s general counsel since 1993. The commission during his tenure as chairman expanded wireless telephone and Internet services to consumers and rural areas of the U.S.
Kennard, a graduate of Stanford University, near Palo Alto, California, and Yale Law School, in New Haven, Connecticut, was a partner at the law firm Verner, Liipfert, Bernhard, McPherson & Hand in Washington before joining the FCC. Carlyle, the world’s second-biggest private-equity firm by assets, hired Kennard in 2001 to work in its global telecommunications and media group. He’s been involved in investments in publisher Dex Media Inc., cable operator Insight Communications Inc. and Hawaiian Telcom Communications Inc. Obama yesterday also nominated Alan Solomont, who headed the president’s steering committee for northeastern states during the 2008 presidential campaign, to be ambassador to Spain and Andorra. Solomont is chairman of the board of directors of the Corporation for National and Community Service. He also is chairman of Weston, Massachusetts-based Solomont Bailis Ventures, which invests in health-care companies. The nominations are subject to Senate confirmation. Washington should join efforts (with the EU) in the wisdom and effectiveness of the EU's Eastern Partnership programme, wrote Belarusian opposition leaders Stanislav Shuskevich and Ivonka Survilla, in an open letter to US President Barack Obama. The Eastern Partnership programme, begun by Brussels in May 2009, aims at a continent-wide common policy towards the EU's neighbours in the former Soviet Union. EU diplomats have offered the former collective farm boss Lukashenko the possibility of increased trade with Europe, in exchange for Belarusian moves towards more democratic government.
Lukashenko in recent months reduced moderately state repression of independent media and opposition groups, while the EU lifted bans on travel by senior Belarusian officials to Europe.An increased dialogue between the Lukashenko regime and the EU is in both sides interests, and works against economic blackmail by Moscow against Belarus, Moldova, and Ukraine with the goal of bringing them back under the control of the Kremlin,Shushkevich and Survilla wrote in part. EU Monitors Boost Patrols Ahead Of Georgia War Anniversary DOW JONES NEWSWIRE AUG 7,09TBILISI, Georgia (AFP)--A European Union monitoring mission in Georgia said Thursday it was intensifying its patrols amid increasing tensions ahead of the first anniversary of the outbreak of last year's Georgia-Russia war.In recognition of the sensitivity of the current period, the E.U. Monitoring Mission has intensified its patrolling. Our patrols are working day and night to monitor the situation on the ground, with the aim of maintaining security and stability,the mission said in a statement.Tensions have risen ahead of Friday's anniversary of the outbreak of the five- day conflict, when Russian forces poured into Georgia to repel a Georgian military attempt to retake the rebel South Ossetia region.In the run-up to the anniversary both sides have traded accusations of provocations and small-scale attacks.So far, despite the heightened tension and claims of incidents, the overall situation remains broadly calm. We very much trust that all parties will continue their efforts to maintain this position,the E.U. mission said.The mission deployed to Georgia as part of an E.U.-brokered ceasefire that ended the conflict.Its 225 unarmed civilian monitors patrol around South Ossetia and another rebel Georgian region, Abkhazia. But they have been blocked from monitoring within the breakaway provinces, which Russia recognized as independent states after the war.
