He was preparing to brief families about the situation Friday morning.Around 6 a.m., police were going door to door on Purcells Cove Road, near the Royal Nova Scotia Yacht Squadron, ordering families to get out of the area as the fire closed in.
Harriette King was told she had 10 minutes to leave.
We got packed up last night when we knew there was a slight possibility we would have to go, said King.I live on the ocean side of Purcells Cove Road, so it's kind of scary.At least two helicopters were in the air trying to help fight the fire. Smoke was drifting across the Halifax peninsula and other parts of the city.You can still see flames in certain locations, said CBC reporter Bob Murphy from his perch on Cowie Hill in Spryfield.
No injuries, workers treated
The number of homes evacuated has grown to about 450, affecting about 1,100 to 1,200 people. There are no reports of major injuries, but at least three emergency workers were treated by paramedics.Paul Maynard, spokesman for Emergency Health Services, said they were treated overnight for breathing problems, and released.Maynard said hospital officials told him that some people went to emergency departments on their own with the same health issue, but he didn't know how many.Kelly is urging people to stay away from the area.The fire is not under control,the mayor said.The fire has been roaring in the area of Herring Cove Road and Purcells Cove Road since Thursday afternoon. From the people who brought us key Pentagon documents on Strategic Information Warfare (SIW) and advisories on igniting wars with China and other super regions, now comes a document published in late March of 2009 named the Initial Evaluation of the Cities Readiness Initiative. Published just a month before the recent swine flu outbreak in Mexico, the document arrives just in time to deal with the response and readiness of cities in case of a bio-terrorist attack or, as now applies, a naturally occurring disease outbreak.RAND produced the Initial Evaluation of the Cities Readiness Initiative.In the study that the RAND-corporation did at the request of the Centres for Disease Control (CDC) on the existing Cities Readiness Initiative, the infamous globalist think- tank provided a favourable review of the existing program but added a few improvements of its own. Besides several mentions of emergency response in regards to disease outbreaks- amongst which a disturbing mention of mass vaccination plans- the main thread of the piece points to an increased central planning of actions as opposed to a decentralised response coordination. The tone is set at the very start of the technical report, where the authors explain: Over the past decade, concern about the threat of bio-terrorism, pandemics, and other large-scale natural disasters has spurred large federal investments in state and local response capabilities.
Since 2004, the report continues,CRI (Cities Readiness Initiative) has expended some $300 million to improve the ability of the nation’s largest metropolitan regions to provide life-saving medications in the event of a large-scale bio-terrorist attack or naturally occurring disease outbreak. Administered by the Centres for Disease Control and Prevention’s (CDC’s) Division of Strategic National Stockpile (DSNS), CRI seeks to help awardees respond to a large-scale anthrax attack or other large-scale public health emergency by providing antibiotics and other life-saving medical supplies to 100 percent of a planning jurisdiction’s population within a 48-hour time frame. The program currently includes 72 metropolitan regions and covers an estimated 57 percent of the of the U.S. population. Related to the extend of the CDC’s jurisdiction in times of such an emergency is the Division of Strategic National Stockpile (DSNS), that acts as a medical reserve in case local and state medical resources become exhausted. Lisa Schnirring, a staff writer for the Center for Infectious Disease Research & Policy, sums up the most prominent findings by RAND’s researchers: The program’s focus on a single scenario- an aerosol anthrax attack- along with specific targets has helped recipients prioritize their resources and reach out to vital partners, the authors reported. However, they found that areas with decentralized public health systems had a harder time forging relationships with other first responders, often because of the sheer number of jurisdictions.RAND therefore advises more central planning in regards to emergency response. Bio- terror attacks and disease outbreak are mentioned in the same breath so as to bring out a common and federal response for both later on. In a so-called working paper issued by the RAND corporation prepared for the U.S. Department of Health in 2007, several drills are being proposed where different departments (CDC/DSNS and others) can practise and streamline their efforts. Under the headline Embedding Drills in Routine and Small- Scale Events Might Increase Relevance, the report mentions some earlier situations in which real events were combined with emergency response drills: (page 11): Several jurisdictions are already using non-routine practises or small-scale emergencies to test large-scale response capabilities. For example, several jurisdictions used the influenza vaccine shortfall of 2004 as an opportunity to test the public health department’s incident command structure during an effort to mass vaccinate a large number of individuals in a single day (Seid. et al., 2006). Other jurisdictions have used annual flu clinics to test mass dispensing procedures for the SNS-program, which alleviates some of the costs associated with recruiting volunteers to act as test patients.In the same RAND- working paper, the authors conclude that an adequate mass counter- measure response is far from perfected and that further drills may be necessary in order to improve on the details (page 49):
While there is strong evidence that CRI (Cities Readiness Initiative) has improved planning for mass countermeasure dispensing, we were unable to assess jurisdictions’ ability to implement their mass dispensing plans in emergency conditions. Given the rarity of large-scale public health emergencies, demonstrations of these operational capabilities must come largely through exercises.The RAND people advise more frequently held exercises by lack of real emergencies, to test the ability for mass dispensing plans (read: mass vaccination efforts). As we learned under the report’s Embedding Drills in Routine and Small-Scale Events Might Increase Relevance, real events can be used to test and further improve their effectiveness. Although a large-scale exercise might be difficult to achieve in the western world, such exercises are far easier to do in developing countries- where there is more open and widespread corruption and less constitutional boundaries holding you back. In March of 2007 the Rockefeller Foundation provided financial support through their Disease Surveillance Networks Initiative to the RAND corporation to conduct pandemic simulation exercises, both at a country-level as well as across the region., reports the Rockefeller Foundation’s website. On March 14 2007 the Foundation released a document called Southeast Asian Nations Conduct Joint Exercise in Cambodia to Improve Flu Pandemic Response. In this document, the infrastructure of the operation is explained: Using techniques similar to those in modern war-gaming, the tabletop exercise was designed to foster cooperation among countries in the Mekong Basin Disease Surveillance Network (MBDS), the region seen as the most likely source of a potentially devastating flu pandemic such as avian flu. The exercise also helped identify gaps and weaknesses in systems for detecting, monitoring, tracking and containing the deadly disease. Senior Officials from the governments of Cambodia, China, Vietnam, Laos, Myanmar and Thailand- including officials from the ministries of health, foreign affairs, agriculture, tourism and security as well as representatives from the UN, UNICEF, UNSIC, UNOCHA and a regional institute– participated today and yesterday in the exercise, which they designed and ran in collaboration with health specialists from the RAND corporation. The event was sponsored by the Nuclear Threat Initiative’s Global Health and Security Initiative, with additional funding from the U.S. Centers for Disease Control and Prevention and the Rockefeller Foundation. The exercise is a component of the MBDS, which was developed with support from the Rockefeller Foundation.
As we have learned from the tragic events of 911, real threats and emergency response drills are not mutually exclusive as one cloaks the other. More often than not the edges are blurred, so it is impossible to say where the real event ends and the exercise begins and vice versa. This is the true curtain of fog behind which the globalists operate. As all of the different divisions are compartmentalised to focus on their small part within the great infrastructure, only the people at the very top have the entire map laid down in front of them on which they move the chess pieces around according to their designs. In light of the recent swine flu outbreak, we’re obviously experiencing a huge psyop drill to both assess the current status of centrally planned coordination of countermeasures (such as mass vaccinations) and acclimate the general public to such central coordinated actions in case of emergencies, whether real or feigned. But there is a third reason for such a psyop- and it fits in perfectly with the global agenda being pushed by the very same institutions that fostered the economic crisis, and are now crying for world government.Almost six months after the mass exercise in Southeast Asia, the Foundation published another document called The Global Challenge of Health Systems. It is a summary of Pocantico II- a meeting held under auspices of the Rockefeller Foundation with high- ranking attendees including the Deputy Secretary General of the UN, Dr. Asha-Rose Migiro. In the preface of the publication, the Foundation’s managing director Ariel Pablos-Mendez explains that all attendees are in agreement when it comes to global response and coordination needed for future emergencies: The participants agreed that the (Rockefeller) Foundation should support efforts to rethink the overall global architecture of health institutions.Later on in the report (page 5), the authors elaborate on these efforts and recent steps taken to ensure that all heads are pointed in the same direction: Recently a number of initiatives have been launched to help strengthen health systems, including those by Prime Minister of the United Kingdom and a network of ministers of Foreign Affairs. The Rockefeller Foundation itself is supporting a joint initiative of the United Nations and the Council on Foreign Relations to rethink the architecture of international health institutions.To assist in this process of rethinking this global architecture in regards to global pandemic outbreaks, the report mentions that: The group agreed there would continue to be the rising threat of global pandemics. While new diseases may be emerging at roughly the same rate as before, the trends of globalisation speed their spread and thus increase the threat of new pandemics. Globalisation trends make it essential for health systems to improve surveillance and develop appropriate rapid response approaches.Slowly the picture becomes more clear as yet another crisis is generated and more fear is being pumped into society’s bloodstream. As recent developments have showed, the global financial crisis is used as the perfect pretext for world government. A global pandemic outbreak does the same. A global threat gives the power behind the throne the tools it needs to come up with a global response, and another step towards world dictatorship has been taken.

The Security and Prosperity Partnership of North America summit in Canada released a plan that establishes U.N. law along with regulations by the World Trade Organization and World Health Organization as supreme over U.S. law during a pandemic and sets the stage for militarizing the management of continental health emergencies. The North American Plan for Avian & Pandemic Influenza was finalized at the SPP summit last week in Montebello, Quebec. At the same time, the U.S. Northern Command, or NORTHCOM, has created a webpage dedicated to avian flu and has been running exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza. With virtually no media attention, in 2005 President Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies. The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York.
The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture. The 2005 plan, operative until Bush announced the International Partnership on Avian and Pandemic Influenza, directed the State Department to work with the WHO and U.N., but it does not mention that international health controls are to be considered controlling over relevant U.S. statutes or authorities.Under the International Partnership on Avian and Pandemic Influenza, Bush agreed the U.S. would work through the U.N. system influenza coordinator to develop a continental emergency response plan operating through authorities under the WTO, North American Free Trade Agreement and the U.N. Food and Agriculture Organization.

In Sept. 2005, Dr. David Nabarro was appointed the first U.N. system influenza coordinator, a position which also places him as a senior policy adviser to the U.N. director-general. Nabarro joined the WHO in 1999 and was appointed WHO executive director of sustainable development and health environments in July 2002.In a Sept. 29, 2005, press conference at the U.N., Nabarro made clear that his job was to prepare for the H5N1 virus, known as the avian flu.
Nabarro fueled the global fear that an epidemic was virtually inevitable.
In response to a question about the 1918-1919 flu pandemic that killed approximately 40 million people worldwide, Nabarro commented,I am certain there will be another pandemic sometime.Nabarro stressed at the press conference that he saw as inevitable a worldwide pandemic influenza coming soon that would kill millions. He quantified the deaths he expected as follows: I'm not, at the moment at liberty to give you a prediction on numbers, but I just want to stress, that, let's say, the range of deaths could be anything from 5 to 150 million.In a March 8, 2006, U.N. press conference that was reported on a State Department website, Nabarro predicted an outbreak of the H5N1 virus would reach the Americas within the next six to 12 months.
On Feb. 1, 2006, NORTHCOM hosted representatives of more than 40 international, federal and state agencies for an exercise designed to provoke discussion and determine what governmental actions, including military support, would be necessary in the event of an influenza pandemic in the United States.NORTHCOM and other governmental websites document the growing role the Bush administration plans for the U.S. military to be involved in continental domestic emergencies involving health, including avian flu and pandemic influenza. As has been customary in SPP documents and declarations, the Montebello, Canada, announcement of the North American Plan for Avian & Pandemic Influenza acknowledges in passing the sovereignty of the three nations.The announcement says, The Plan is not intended to replace existing arrangements or agreements. As such, each country's laws are to be respected and this Plan is to be subordinate and complementary to domestic response plans, existing arrangements and bilateral or multilateral agreements.Still, the SPP plan argues the risk from avian and pandemic influenza was so great to North America that the leaders of the three nations were compelled to work collectively and with all levels of government, the private sector and among-non-governmental organizations to combat avian and pandemic influenza.Moreover, the SPP plan openly acknowledges, The WHO's international guidance formed much of the basis for the three countries planning for North American preparedness and response.WND previously reported NORTHCOM has been established with a command center at Peterson Air Force Base, tasked with using the U.S. military in continental domestic emergency situations.WND also has reported President Bush signed in May two documents, National Security Presidential Directive-51 and Homeland Security Presidential Directive-20, which give the office of the president extraordinary powers to declare national emergencies and to assume near-dictatorial powers.Following the Montebello summit last week, the SPP North American Plan for Avian & Pandemic Influenza was published on a made-over SPP homepage redesigned to feature agreements newly reached by trilateral bureaucratic working groups.

Phase 5 is characterized by human-to-human spread of the virus into at least two countries in one WHO region. While most countries will not be affected at this stage, the declaration of Phase 5 is a strong signal that a pandemic is imminent and that the time to finalize the organization, communication, and implementation of the planned mitigation measures is short.
Phase 6, global pandemic has begun. This includes community level outbreaks in at least one other region. This may trigger countries to activate their own pandemic response plans, though some countries may already have done this in phases 4 or 5. Development of a vaccine for humans against highly pathogenic avian influenza virus

The first of these in 1997 was a turning point in our understanding of the difficulties of vaccine development from a lethal avian virus. It took 7 months to produce the first vaccine and even this was not an ideal candidate, due to antigenic differences from the 1997 H5N1 virus and poor growth properties. Since 1997, we have become much better equipped to respond, mainly due to increased sophistication and more widespread use of reverse genetics technologies. The important features of reverse genetics for pandemic influenza vaccine development are as follows:Ability to genetically modify a highly pathogenic avian virus so that the molecular basis for pathogenicity is removed. This dramatically reduces the danger associated with the virus.Ability to produce reassortants between a modified safe avian virus and a human vaccine virus such as A/PR/8/34. A PR8 reassortant will grow well in mammalian cells and in eggs and it is likely to be attenuated for man, thus improving the safety profile of a pandemic vaccine virus.Since 1997, more experience has been gained with rescue of reassortant viruses in Vero cells, which was an important advance because Vero cells are widely used for production of human viral vaccines. This provided an opportunity to rescue an avian virus: PR8 reassortant in a cell line approved by regulatory authorities.
These advances prompted a European initiative to develop pandemic influenza vaccines, which was sponsored by the European Commission. The project, FLUPAN, started in 2001 with the aim to construct a safe vaccine virus from a highly pathogenic avian H7N1 virus using reverse genetics. The reassortant H7N1 virus would then be used to produce and clinically evaluate an experimental mammalian cell-grown vaccine. This project aimed to provide a 'proof of concept' that safe and immunogenic vaccines could be produced from highly pathogenic avian influenza viruses.
However, in 2003 the work of FLUPAN was overtaken by events in Hong Kong. Two human cases of H5N1 [1] prompted the World Health Organization (WHO) to request WHO Collaborating Centres to prepare a safe vaccine strain. As there were no non-pathogenic H5N1 strains available, the only option for vaccine virus development was to modify one of the highly pathogenic avian viruses by reverse genetics. Incredibly, within the space of less than four weeks an H5N1:PR8 reassortant was rescued in Vero cells by researchers in the United States (US) [2]. A few days later, a further reverse genetics H5N1:PR8 reassortant was produced in the European Union at the United Kingdom’s National Institute for Biological Standards and Control (NIBSC, http://www.nibsc.ac.uk) and for the next two months, it was important to establish whether these newly constructed viruses were safe for vaccine development. The objectives of the safety testing programme were to establish non-pathogenicity of the reassortant viruses in chickens and in man. There were already internationally agreed procedures for chicken pathogenicity tests [3], but such procedures were obviously not possible in man. Consequently, the WHO Collaborating Centres produced a protocol to assess virus pathogenicity in ferrets [4], which is probably the best available animal model for influenza infection in man.
In 2004 we faced a third and possibly more serious pandemic threat, when highly pathogenic H5N1 infections of man were confirmed. These cases were associated with widespread H5N1 disease in domestic birds in South East Asia [5]. Once more, the WHO requested the development of candidate vaccine viruses and it was disappointing that the H5N1:PR8 reassortants produced in 2003 were not suitable, due to antigenic differences between the haemagglutinin protein of the 2003 and 2004 viruses [2]. It was therefore necessary to start once more with vaccine virus development. A reassortant was produced in Vero cells within four weeks at NIBSC and just over two months later, the virus was available to vaccine manufacturers after passing pathogenicity tests. At the time of writing, H5N1:PR8 reassortants produced in the US will also become available shortly.
Meanwhile, despite delays in FLUPAN while responding to H5N1 threats, an H7N1:PR8 reassortant has recently been rescued in Vero cells and is now awaiting safety tests and vaccine development.
A further significant event in pandemic vaccine development was the publication of an EU regulatory framework for pandemic vaccines in the past year [6]. Recent research has shown that in naïve populations, conventional influenza vaccine formulations are unlikely to provide adequate protection and alternative vaccination strategies are needed. It is therefore likely that pandemic vaccines will be significantly different from those currently licensed and unless the licensing protocol is addressed in advance, they will cause administrative delays in availability of pandemic vaccines. The EU Committee for Proprietary Medicinal Products thus encouraged and provided guidance to vaccine manufacturers to prepare a core dossier for a pandemic vaccine, which could be licensed in advance of a pandemic. Such core dossiers would contain clinical data on the use of a ‘mock’ pandemic vaccine strain such as an H5N1 or an H7N1 virus. In the event of a pandemic, the vaccine could then be rapidly licensed by an update procedure.
The key steps in pandemic influenza vaccine development are illustrated in the table. It is envisaged that candidate vaccine viruses will be generated by reverse genetics when WHO declares Phase 0 level 2 of their Pandemic Preparedness Plan (two or more human cases, but no efficient person to person transmission) [7]. If pandemic activity does not follow such alerts, the vaccine viruses are unlikely to be used for large scale vaccine production, but they provide ideal candidates for pandemic vaccine clinical research. Such research is crucial in order to explore different vaccination strategies, so that manufacturers know in advance how to formulate an immunogenic, antigen-sparing and safe pandemic vaccine. Once such information has been generated, manufacturers can seek to obtain an EU licence for this concept, as described above. In the event of pandemic activity, manufacturers can then go into full scale vaccine production as soon as the vaccine virus is available, confident in the knowledge that their pandemic vaccine can be licensed in the EU very quickly, without further clinical evaluation.

It is now important for vaccine manufacturers to gain experience in vaccine production from such viruses, for clinical trials to be undertaken and for progress in EU licensing of pandemic vaccines to be initiated.

As Swine Flu Spreads, Conspiracy Theories of Laboratory Origins Abound

(NaturalNews) Perhaps due to the genetic makeup of the fast-spreading H1N1 strain of influenza -- which includes genetic elements from bird flu, swine flu and human flu spanning three continents -- there is considerable speculation that the origins of this virus are man-made.It's not an unreasonable question to ask: Could world governments, spooked by the prospect of radical climate change caused by over-population of the planet, have assembled a super-secret task force to engineer and distribute a super virulent strain of influenza designed to correct the human population (and institute global Martial Law)?
Technically, it's possible. The U.S. military, all by itself, has the know-how to engineer and unleash such a virus. That doesn't mean they've done so, however. It would be an astonishing leap into crimes against humanity to intentionally unleash such a biological weapon into the wild.Then again, governments of the world have routinely engaged in crimes against humanity, haven't they? The U.S., for example, dropped nuclear bombs on civilian populations in Japan. Israel rained white phosphorous on Palestinians, Hitler exterminated countless Jews, and Americans fired millions of rounds of depleted uranium rounds into targets in Iraq and Afghanistan. Unleashing a viral biological weapon in Mexico City is no great leap beyond what governments have already done to achieve their goals.Throughout human history, virtually all the great crimes against humanity have been carried out by governments -- mostly in the name of peace, prosperity and security, by the way. So let's be clear about one thing: Governments are certainly capable of doing this if properly motivated. Let there be no question about that.
Is there any hard evidence of laboratory origins?
As of this moment, I have not personally seen any conclusive evidence of laboratory origins for this H1N1 swine flu. I am open to the possibility that new evidence may emerge in this direction, however, and I am suspicious of the genetic makeup of the virus as one possible indicator of its origins.I am not a medical specialist in the area of infectious disease, but I have studied microbiology, genetics and a considerable amount of material on pandemics. What seems suspicious to me is the hybrid origin of the viral fragments found in H1N1 influenza. According to reports in the mainstream media (which has no reason to lie about this particular detail), this strain of influenza contains viral code fragments from:
• Human influenza
• Bird Flu from North America
• Swine flu from Europe
• Swine flu from Asia
This is rather astonishing to realize, because for this to have been a natural combination of viral fragments, it means an infected bird from North America would have had to infect pigs in Europe, then be re-infected by those some pigs with an unlikely cross-species mutation that allowed the bird to carry it again, then that bird would have had to fly to Asia and infected pigs there, and those Asian pigs then mutated the virus once again (while preserving the European swine and bird flu elements) to become human transmittable, and then a human would have had to catch that virus from the Asian pigs -- in Mexico! -- and spread it to others. (This isn't the only explanation of how it could have happened, but it is one scenario that gives you an idea of the complexity of such a thing happening).

Johnson, Jr.People in our government need to start thinking about how, if this actually becomes a pandemic, how it’s going to affect our daily life and our rights, said Johnson, before asking if people who try to escape quarantines or refuse mandatory vaccinations would face jail time.Johnson added that Americans were willing to give up rights in order to stay alive but that an orderly discussion of how that would happen needs to take place.Closing schools, closing the border, forcibly quarantining Americans and eliminating the right to freely assemble, including preventing people from going to shopping malls, were all mentioned as possibilities.What about legislatures? What about the U.S. Congress? What about courts of law? What about not impaneling juries because we don’t want to have public assemblies? asked Johnson.Plus the possibility of martial law, but that’s a whole other conversation,added Doocy, with Johnson responding,not going there.

The State of New York Division of Cemeteries has sent out Mass Fatality forms to cemeteries in that state to collect data about their ability to deal with the high volume of casualties that would occur if their were a flu pandemic or other disaster. The form letter that this office received was dated April 4, 2007 [pdf], so clearly preparation for such disasters has been ongoing for some time.Along with other data, cemeterians were asked in this survey:Should a prolonged mass fatality disaster or pandemic flu occur in your community would your cemetery be able to provide temporary or permanent internment space for a significant number of disaster or flu deaths in additional to your current burial services? Cemetery owners were also asked to detail the business structure and capacity of their facilities, including proximity to roads, train lines and airfields. The Division of Cemeteries requested data to calculate the number of acres that could be made available at 950 graves per acre.
It is clear that emergency and disaster forces are being mobilized at the state and federal level. Now Farris is alerting to the plan in the Obama White House to try to secure a seat on the U.N. Human Rights Council, an intergovernmental body of 47 member states.
However, it has no legal authority and only offers opinions. The report from Farris said to secure its seat, the Obama camp has submitted a series of Commitments and Pledges declaring its loyalty and deep commitment to the U.N. Farris is familiar with the U.N. and its operations, having proposed the Parental Rights Amendment to prevent the loss of U.S. sovereignty to the U.N. through its treaties, such as the U.N. Convention on the Rights of the Child, which could be used to prevent parents from spanking their own children or directing their religious training. This (Obama) administration is all about photo ops,said Farris, and is apparently willing to trade away U.S. sovereignty for a seat on a council which has no legal authority.In the April 27 Commitments document released by Secretary of State Hillary Clinton and Susan Rice, the U.S. representative to the international body, the Obama White House pledged its support for the Convention on Elimination of Discrimination Against Women, which also makes the U.S. subservient to the international agenda. If the two cited treaties are adopted, Farris said, they will not only jeopardize U.S. sovereignty but hasten the end of the traditional American family.
All U.N. treaties require strict scrutiny,he cautioned.The pledge, as written, expresses no such need but, rather, unilaterally commits the U.S. to meet its U.N. treaty obligations. Apparently, for this administration, membership in a U.N. Council with no authority trumps the right of Americans – not the U.N. or any other nation – to make public policy affecting Americans.Farris says the Parental Rights Amendment, which would embed in the Constitution a description of parental rights as fundamental, would offer help for families. Farris said the amendment proposal, which already has about 80 co-sponsors in Congress, is moving faster then we thought we would.The website notes if approved, the Convention on the Rights of the Child would supersede the laws of all 50 states on children and parents.According to the Parental Rights website, the CRC dictates the following: Parents would no longer be able to administer reasonable spankings to their children. A murderer aged 17 years, 11 months and 29 days at the time of his crime could no longer be sentenced to life in prison. Children would have the ability to choose their own religion while parents would only have the authority to give their children advice about religion. The best interest of the child principle would give the government the ability to override every decision made by every parent if a government worker disagreed with the parent's decision. A child's right to be heard would allow him (or her) to seek governmental review of every parental decision with which the child disagreed.
According to existing interpretation, it would be illegal for a nation to spend more on national defense than it does on children's welfare. Children would acquire a legally enforceable right to leisure. Teaching children about Christianity in schools has been held to be out of compliance with the CRC. Allowing parents to opt their children out of sex education has been held to be out of compliance with the CRC.
Children would have the right to reproductive health information and services, including abortions, without parental knowledge or consent.Good parents also no longer would be entitled to the legal presumption that they act in the best interests of their children, giving way to governmental decisions that would trump anything a parent would seek for his or her child, regardless of the topic, the analysis said.

DETROIT – After months of living on government loans, Chrysler finally succumbed to bankruptcy Thursday, pinning its future on a top-to-bottom reorganization and plans to build cleaner cars through an alliance with Italian automaker Fiat.The nation's third-largest car manufacturer filed for Chapter 11 bankruptcy protection in New York after a group of creditors defied government pressure to wipe out Chrysler's debt. The company plans to emerge in as little as 30 days as a leaner, more nimble company, with Fiat potentially becoming the majority owner in the future. In return, the federal government agreed to give Chrysler up to $8 billion in additional aid and to back its warranties.It's a partnership that will give Chrysler a chance not only to survive, but to thrive in a global auto industry, President Barack Obama said from the White House.Chrysler said it will close all its plants starting Monday and they will stay closed until the company comes out of bankruptcy. At least three Detroit-area factories sent workers home Thursday after suppliers stopped shipping parts over fears they would not be paid.CEO Robert Nardelli announced he would step down when the bankruptcy is complete and take a post as an adviser with Cerberus Capital Management LP, which will give up its 80 percent ownership of Chrysler under the automaker's plan. Vice Chairman Tom LaSorda, who once ran the company when it was owned by the German automaker Daimler, said he would retire.A lot of us are scared, said Steve Grabowski, 33, who has worked at a Warren, Mich., parts stamping plant for seven years and was sent home Thursday. We knew something like this was going to happen, but we didn't think it would be so soon.
Chrysler's bankruptcy filing is the latest step in a drastic reordering of the American auto industry, which has been crushed by higher fuel prices, the recession and customer tastes that are moving away from the gas-guzzling SUVs that were once big money makers.Lee Iacocca, the retired chairman and CEO who led Chrysler through a government bailout in the late 1970s, said it was a sad day.It pains me to see my old company, which has meant so much to America, on the ropes, he said in a written statement.But Chrysler has been in trouble before, and we got through it, and I believe they can do it again.The government has sunk about $25 billion in aid into Chrysler and rival General Motors Corp.GM faces its own day of reckoning on June 1, a date the administration has set for it to come up with its own restructuring plan. GM has announced thousands of job cuts, plans to idle factories for weeks this summer and has even offered the federal government a majority stake in the company as it races to meet the deadline.Like at Chrysler, debt may be the stumbling block. GM has asked its unsecured bondholders to exchange $27 billion of debt for a 10 percent stake in the automaker. The creditors balked, saying that would leave them with just pennies on the dollar and they deserve a majority stake if they give up their claims.
When Chrysler emerges from bankruptcy, the United Auto Workers union will own 55 percent of the automaker and the U.S. government will own 8 percent. The Canadian and Ontario governments, which are also contributing financing, would share a 2 percent stake.Under the deal, Chrysler would gain access to Fiat's expertise in small, fuel-efficient vehicles. The U.S. automaker eventually wants to build cars that could get up to 40 mpg, far more economical than its current fleet focused on minivans, Jeep SUVs and the Dodge Ram pickup.In exchange, Fiat would initially get 20 percent of the company, but its share could rise to 35 percent if certain benchmarks are met, and Fiat said Thursday it could get an additional 16 percent by 2016 if Chrysler's U.S. government loans are fully repaid. Fiat would also get access to the North American market through Chrysler factories and dealerships.Fiat CEO Sergio Marchionne said he planned to spend time meeting Chrysler employees and touring its plants over the next few weeks.He said Fiat was preparing for Chrysler to re-emerge quickly as a reliable and competitive automaker.Fiat also plans to reintroduce brands like Alfa Romeo in North American markets.First, though, bankruptcy court Judge Arthur Gonzalez will have to sort out the issue of Chrysler's creditors, who hold $6.9 billion of the company's debt. The company's first hearing is set for Friday. The Treasury Department's auto task force had been racing for the past week to clear the hurdles that led the government to reject Chrysler's initial survival plan one month ago. Along with the Fiat deal, Chrysler adopted a cost-cutting pact with the UAW on Wednesday. Four of the largest banks holding 70 percent of Chrysler's debt agreed this week to a deal that would give them $2 billion. But a collection of hedge funds refused to budge, saying the deal was unfair and would only return a small fraction of their holdings. When the hedge funds refused a sweetened offer Wednesday, Chrysler and the government resorted to bankruptcy.
Obama chastised the funds for seeking an unjustified taxpayer-funded bailout.One lender, OppenheimerFunds Inc., said it rejected the government offer because it unfairly asked our fund shareholders to make financial sacrifices greater than the sacrifices being made by unsecured creditors.Later Thursday, one of the hedge funds that had been a holdout issued a statement agreeing to the offer.We believe that this is in the best interests of all Chrysler stakeholders, and our own investors and partners,said the statement from Perella Weinberg Partners. The fund said it was working to encourage broad participation in the settlement.The White House said Chrysler could comes out of surgical bankruptcy in 30 to 60 days. Under normal circumstances, it would be difficult to complete such a large bankruptcy so quickly.
But John Pottow, a University of Michigan professor who specializes in bankruptcy, said the government's level of involvement is much greater than a typical corporate bankruptcy.If you have the president of the United States who wants something to happen, I think anything's possible in bankruptcy protection,he said. The Fiat deal and bankruptcy cap a disastrous time for Chrysler. The Auburn Hills, Mich.-based company lost $8 billion last year and its sales through March were down 46 percent compared with the same period last year, leading some auto industry analysts to question whether Chrysler can survive even in bankruptcy. But company executives told reporters Thursday that Chrysler vehicles with Fiat's fuel-efficient technology should reach showrooms in 18 months. Vice Chairman Jim Press said Chrysler has cut expenses to operate profitably at a lower sales volume, and he said it would be able to take advantage of Fiat's distribution network to sell more vehicles globally.
Also, the company has new products coming out such as the new Jeep Grand Cherokee, which debuts in early 2011.Press said the company predicts that small-car sales will rise dramatically around the time the Fiat products hit the U.S. market. CAIRO – An 8-year-old Saudi girl has divorced her middle-aged husband after her father forced her to marry him last year in exchange for about $13,000, her lawyer said Thursday. Saudi Arabia has come under increasing criticism at home and abroad for permitting child marriages. The United States, a close ally of the conservative Muslim kingdom, has called child marriage a clear and unacceptable violation of human rights.The girl was allowed to divorce the 50-year-old man who she married in August after an out-of-court settlement had been reached in the case, said her lawyer, Abdulla al-Jeteli. The exact date of the divorce was not immediately known.A court in the central Oneiza region previously rejected a request by the girl's mother for a divorce and ruled that the girl would have to wait until she reached puberty to file a petition then.There are no laws in Saudi Arabia defining the minimum age for marriage. Though a woman's consent is legally required, some marriage officials don't seek it.But there has been a push by Saudi human rights groups to define the age of marriage and put an end to the phenomenon.One Saudi human rights activist Sohaila Zain al-Abdeen was optimistic that the girl's divorce would help efforts to get a law passed enforcing a minimum marriage age of 18.

(CBC)More homes have been evacuated as a fire continues to burn out of control in Halifax.Halifax Mayor Peter Kelly said eight homes have been destroyed or damaged so far. He was preparing to brief families about the situation Friday morning.Around 6 a.m., police were going door to door on Purcells Cove Road, near the Royal Nova Scotia Yacht Squadron, ordering families to get out of the area as the fire closed in.
Harriette King was told she had 10 minutes to leave.
We got packed up last night when we knew there was a slight possibility we would have to go, said King.I live on the ocean side of Purcells Cove Road, so it's kind of scary.At least two helicopters were in the air trying to help fight the fire. Smoke was drifting across the Halifax peninsula and other parts of the city.You can still see flames in certain locations, said CBC reporter Bob Murphy from his perch on Cowie Hill in Spryfield.
No injuries, workers treated
The number of homes evacuated has grown to about 450, affecting about 1,100 to 1,200 people. There are no reports of major injuries, but at least three emergency workers were treated by paramedics.Paul Maynard, spokesman for Emergency Health Services, said they were treated overnight for breathing problems, and released.Maynard said hospital officials told him that some people went to emergency departments on their own with the same health issue, but he didn't know how many.Kelly is urging people to stay away from the area.The fire is not under control,the mayor said.The fire has been roaring in the area of Herring Cove Road and Purcells Cove Road since Thursday afternoon. Initially, about 300 homes were evacuated.The fire came up quickly on Brett Ryan's home on Fortress Drive, near Purcells Cove.Within five minutes it had gone from being just thick dark smoke to actually flames 60 feet in the air coming up over the houses across the street from us,Ryan said.The family got out quickly, but not before grabbing some photographs, son Quinn's baseball glove, the dog, and two pet rats.We literally got out with our lives. Like if I'd been three minutes later, I wouldn't have got up that road,Ryan said.Blockade lifted on Herring Cove Road, though some streets remain closed. Published just a month before the recent swine flu outbreak in Mexico, the document arrives just in time to deal with the response and readiness of cities in case of a bio-terrorist attack or, as now applies, a naturally occurring disease outbreak.RAND produced the Initial Evaluation of the Cities Readiness Initiative.In the study that the RAND-corporation did at the request of the Centres for Disease Control (CDC) on the existing Cities Readiness Initiative, the infamous globalist think- tank provided a favourable review of the existing program but added a few improvements of its own. Besides several mentions of emergency response in regards to disease outbreaks- amongst which a disturbing mention of mass vaccination plans- the main thread of the piece points to an increased central planning of actions as opposed to a decentralised response coordination. The tone is set at the very start of the technical report, where the authors explain: Over the past decade, concern about the threat of bio-terrorism, pandemics, and other large-scale natural disasters has spurred large federal investments in state and local response capabilities.
Since 2004, the report continues,CRI (Cities Readiness Initiative) has expended some $300 million to improve the ability of the nation’s largest metropolitan regions to provide life-saving medications in the event of a large-scale bio-terrorist attack or naturally occurring disease outbreak. Administered by the Centres for Disease Control and Prevention’s (CDC’s) Division of Strategic National Stockpile (DSNS), CRI seeks to help awardees respond to a large-scale anthrax attack or other large-scale public health emergency by providing antibiotics and other life-saving medical supplies to 100 percent of a planning jurisdiction’s population within a 48-hour time frame. The program currently includes 72 metropolitan regions and covers an estimated 57 percent of the of the U.S. population. Related to the extend of the CDC’s jurisdiction in times of such an emergency is the Division of Strategic National Stockpile (DSNS), that acts as a medical reserve in case local and state medical resources become exhausted. Lisa Schnirring, a staff writer for the Center for Infectious Disease Research & Policy, sums up the most prominent findings by RAND’s researchers: The program’s focus on a single scenario- an aerosol anthrax attack- along with specific targets has helped recipients prioritize their resources and reach out to vital partners, the authors reported. However, they found that areas with decentralized public health systems had a harder time forging relationships with other first responders, often because of the sheer number of jurisdictions.RAND therefore advises more central planning in regards to emergency response. Bio- terror attacks and disease outbreak are mentioned in the same breath so as to bring out a common and federal response for both later on. In a so-called working paper issued by the RAND corporation prepared for the U.S. Department of Health in 2007, several drills are being proposed where different departments (CDC/DSNS and others) can practise and streamline their efforts. Under the headline Embedding Drills in Routine and Small- Scale Events Might Increase Relevance, the report mentions some earlier situations in which real events were combined with emergency response drills: (page 11): Several jurisdictions are already using non-routine practises or small-scale emergencies to test large-scale response capabilities. For example, several jurisdictions used the influenza vaccine shortfall of 2004 as an opportunity to test the public health department’s incident command structure during an effort to mass vaccinate a large number of individuals in a single day (Seid. et al., 2006). Other jurisdictions have used annual flu clinics to test mass dispensing procedures for the SNS-program, which alleviates some of the costs associated with recruiting volunteers to act as test patients.In the same RAND- working paper, the authors conclude that an adequate mass counter- measure response is far from perfected and that further drills may be necessary in order to improve on the details (page 49):
While there is strong evidence that CRI (Cities Readiness Initiative) has improved planning for mass countermeasure dispensing, we were unable to assess jurisdictions’ ability to implement their mass dispensing plans in emergency conditions. Given the rarity of large-scale public health emergencies, demonstrations of these operational capabilities must come largely through exercises.The RAND people advise more frequently held exercises by lack of real emergencies, to test the ability for mass dispensing plans (read: mass vaccination efforts). As we learned under the report’s Embedding Drills in Routine and Small-Scale Events Might Increase Relevance, real events can be used to test and further improve their effectiveness. Although a large-scale exercise might be difficult to achieve in the western world, such exercises are far easier to do in developing countries- where there is more open and widespread corruption and less constitutional boundaries holding you back. In March of 2007 the Rockefeller Foundation provided financial support through their Disease Surveillance Networks Initiative to the RAND corporation to conduct pandemic simulation exercises, both at a country-level as well as across the region., reports the Rockefeller Foundation’s website. On March 14 2007 the Foundation released a document called Southeast Asian Nations Conduct Joint Exercise in Cambodia to Improve Flu Pandemic Response. In this document, the infrastructure of the operation is explained: Using techniques similar to those in modern war-gaming, the tabletop exercise was designed to foster cooperation among countries in the Mekong Basin Disease Surveillance Network (MBDS), the region seen as the most likely source of a potentially devastating flu pandemic such as avian flu. The exercise also helped identify gaps and weaknesses in systems for detecting, monitoring, tracking and containing the deadly disease. Senior Officials from the governments of Cambodia, China, Vietnam, Laos, Myanmar and Thailand- including officials from the ministries of health, foreign affairs, agriculture, tourism and security as well as representatives from the UN, UNICEF, UNSIC, UNOCHA and a regional institute– participated today and yesterday in the exercise, which they designed and ran in collaboration with health specialists from the RAND corporation. The event was sponsored by the Nuclear Threat Initiative’s Global Health and Security Initiative, with additional funding from the U.S. Centers for Disease Control and Prevention and the Rockefeller Foundation. The exercise is a component of the MBDS, which was developed with support from the Rockefeller Foundation.
As we have learned from the tragic events of 911, real threats and emergency response drills are not mutually exclusive as one cloaks the other. More often than not the edges are blurred, so it is impossible to say where the real event ends and the exercise begins and vice versa. But there is a third reason for such a psyop- and it fits in perfectly with the global agenda being pushed by the very same institutions that fostered the economic crisis, and are now crying for world government.Almost six months after the mass exercise in Southeast Asia, the Foundation published another document called The Global Challenge of Health Systems. It is a summary of Pocantico II- a meeting held under auspices of the Rockefeller Foundation with high- ranking attendees including the Deputy Secretary General of the UN, Dr. Asha-Rose Migiro. In the preface of the publication, the Foundation’s managing director Ariel Pablos-Mendez explains that all attendees are in agreement when it comes to global response and coordination needed for future emergencies: The participants agreed that the (Rockefeller) Foundation should support efforts to rethink the overall global architecture of health institutions.Later on in the report (page 5), the authors elaborate on these efforts and recent steps taken to ensure that all heads are pointed in the same direction: Recently a number of initiatives have been launched to help strengthen health systems, including those by Prime Minister of the United Kingdom and a network of ministers of Foreign Affairs. The Rockefeller Foundation itself is supporting a joint initiative of the United Nations and the Council on Foreign Relations to rethink the architecture of international health institutions.To assist in this process of rethinking this global architecture in regards to global pandemic outbreaks, the report mentions that: The group agreed there would continue to be the rising threat of global pandemics. While new diseases may be emerging at roughly the same rate as before, the trends of globalisation speed their spread and thus increase the threat of new pandemics. Globalisation trends make it essential for health systems to improve surveillance and develop appropriate rapid response approaches.Slowly the picture becomes more clear as yet another crisis is generated and more fear is being pumped into society’s bloodstream. As recent developments have showed, the global financial crisis is used as the perfect pretext for world government. A global pandemic outbreak does the same. A global threat gives the power behind the throne the tools it needs to come up with a global response, and another step towards world dictatorship has been taken.

The Security and Prosperity Partnership of North America summit in Canada released a plan that establishes U.N. law along with regulations by the World Trade Organization and World Health Organization as supreme over U.S. law during a pandemic and sets the stage for militarizing the management of continental health emergencies. The North American Plan for Avian & Pandemic Influenza was finalized at the SPP summit last week in Montebello, Quebec. At the same time, the U.S. Northern Command, or NORTHCOM, has created a webpage dedicated to avian flu and has been running exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza. With virtually no media attention, in 2005 President Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies. The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York.
The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture. The 2005 plan, operative until Bush announced the International Partnership on Avian and Pandemic Influenza, directed the State Department to work with the WHO and U.N., but it does not mention that international health controls are to be considered controlling over relevant U.S. statutes or authorities.Under the International Partnership on Avian and Pandemic Influenza, Bush agreed the U.S. would work through the U.N. system influenza coordinator to develop a continental emergency response plan operating through authorities under the WTO, North American Free Trade Agreement and the U.N. Food and Agriculture Organization.

The SPP plan gives primacy for avian and pandemic influenza management to plans developed by the WHO, WTO, U.N. and NAFTA directives – not decisions made by U.S. agencies. The U.N.-WHO-WTO-NAFTA plan advanced by SPP features a prominent role for the U.N. system influenza coordinator as a central international director in the case of a North American avian flu or pandemic influenza outbreak. In Sept. 2005, Dr. David Nabarro was appointed the first U.N. system influenza coordinator, a position which also places him as a senior policy adviser to the U.N. director-general. Nabarro joined the WHO in 1999 and was appointed WHO executive director of sustainable development and health environments in July 2002.In a Sept. 29, 2005, press conference at the U.N., Nabarro made clear that his job was to prepare for the H5N1 virus, known as the avian flu.
Nabarro fueled the global fear that an epidemic was virtually inevitable.
In response to a question about the 1918-1919 flu pandemic that killed approximately 40 million people worldwide, Nabarro commented,I am certain there will be another pandemic sometime.Nabarro stressed at the press conference that he saw as inevitable a worldwide pandemic influenza coming soon that would kill millions. He quantified the deaths he expected as follows: I'm not, at the moment at liberty to give you a prediction on numbers, but I just want to stress, that, let's say, the range of deaths could be anything from 5 to 150 million.In a March 8, 2006, U.N. press conference that was reported on a State Department website, Nabarro predicted an outbreak of the H5N1 virus would reach the Americas within the next six to 12 months.
On Feb. 1, 2006, NORTHCOM hosted representatives of more than 40 international, federal and state agencies for an exercise designed to provoke discussion and determine what governmental actions, including military support, would be necessary in the event of an influenza pandemic in the United States.NORTHCOM and other governmental websites document the growing role the Bush administration plans for the U.S. military to be involved in continental domestic emergencies involving health, including avian flu and pandemic influenza. NORTHCOM participated in a nationwide Joint Chiefs of Staff-directed exercise – code-named Exercise Ardent Sentry 06 – to rehearse cooperation between Department of Defense and local, state and federal agencies, as well as the Canadian government.A pandemic influenza crisis was one of the four scenarios gamed in Exercise Ardent Sentry 06, involving a scenario of a plague in Mexico reaching across the border into Arizona and New Mexico.
As has been customary in SPP documents and declarations, the Montebello, Canada, announcement of the North American Plan for Avian & Pandemic Influenza acknowledges in passing the sovereignty of the three nations.The announcement says, The Plan is not intended to replace existing arrangements or agreements. As such, each country's laws are to be respected and this Plan is to be subordinate and complementary to domestic response plans, existing arrangements and bilateral or multilateral agreements.Still, the SPP plan argues the risk from avian and pandemic influenza was so great to North America that the leaders of the three nations were compelled to work collectively and with all levels of government, the private sector and among-non-governmental organizations to combat avian and pandemic influenza.Moreover, the SPP plan openly acknowledges, The WHO's international guidance formed much of the basis for the three countries planning for North American preparedness and response.WND previously reported NORTHCOM has been established with a command center at Peterson Air Force Base, tasked with using the U.S. military in continental domestic emergency situations.WND also has reported President Bush signed in May two documents, National Security Presidential Directive-51 and Homeland Security Presidential Directive-20, which give the office of the president extraordinary powers to declare national emergencies and to assume near-dictatorial powers.Following the Montebello summit last week, the SPP North American Plan for Avian & Pandemic Influenza was published on a made-over SPP homepage redesigned to feature agreements newly reached by trilateral bureaucratic working groups.

Phase 5 is characterized by human-to-human spread of the virus into at least two countries in one WHO region. While most countries will not be affected at this stage, the declaration of Phase 5 is a strong signal that a pandemic is imminent and that the time to finalize the organization, communication, and implementation of the planned mitigation measures is short.
Phase 6, global pandemic has begun. This includes community level outbreaks in at least one other region. This may trigger countries to activate their own pandemic response plans, though some countries may already have done this in phases 4 or 5. WHO continues to monitor the virus' spread, check for resistance to antivirals and consider whether vaccine producers should be asked to switch from making seasonal flu vaccine to pandemic vaccine. Based on how the virus spreads, WHO may also advise countries to take measures such as closing schools, workplaces and mass gatherings. The agency will also make specific recommendations for health workers and doctors as to how to treat the disease and reduce its spread in hospitals. And it will oversee distribution of its emergency stockpile of 5 million antiviral treatments to countries in need.

Development of a vaccine for humans against highly pathogenic avian influenza virus

The first of these in 1997 was a turning point in our understanding of the difficulties of vaccine development from a lethal avian virus. It took 7 months to produce the first vaccine and even this was not an ideal candidate, due to antigenic differences from the 1997 H5N1 virus and poor growth properties. Since 1997, we have become much better equipped to respond, mainly due to increased sophistication and more widespread use of reverse genetics technologies. The important features of reverse genetics for pandemic influenza vaccine development are as follows:Ability to genetically modify a highly pathogenic avian virus so that the molecular basis for pathogenicity is removed. This dramatically reduces the danger associated with the virus.Ability to produce reassortants between a modified safe avian virus and a human vaccine virus such as A/PR/8/34. A PR8 reassortant will grow well in mammalian cells and in eggs and it is likely to be attenuated for man, thus improving the safety profile of a pandemic vaccine virus.Since 1997, more experience has been gained with rescue of reassortant viruses in Vero cells, which was an important advance because Vero cells are widely used for production of human viral vaccines. This provided an opportunity to rescue an avian virus: PR8 reassortant in a cell line approved by regulatory authorities.
These advances prompted a European initiative to develop pandemic influenza vaccines, which was sponsored by the European Commission. The project, FLUPAN, started in 2001 with the aim to construct a safe vaccine virus from a highly pathogenic avian H7N1 virus using reverse genetics. The reassortant H7N1 virus would then be used to produce and clinically evaluate an experimental mammalian cell-grown vaccine. This project aimed to provide a 'proof of concept' that safe and immunogenic vaccines could be produced from highly pathogenic avian influenza viruses.
However, in 2003 the work of FLUPAN was overtaken by events in Hong Kong. Two human cases of H5N1 [1] prompted the World Health Organization (WHO) to request WHO Collaborating Centres to prepare a safe vaccine strain. As there were no non-pathogenic H5N1 strains available, the only option for vaccine virus development was to modify one of the highly pathogenic avian viruses by reverse genetics. Incredibly, within the space of less than four weeks an H5N1:PR8 reassortant was rescued in Vero cells by researchers in the United States (US) [2]. A few days later, a further reverse genetics H5N1:PR8 reassortant was produced in the European Union at the United Kingdom’s National Institute for Biological Standards and Control (NIBSC, http://www.nibsc.ac.uk) and for the next two months, it was important to establish whether these newly constructed viruses were safe for vaccine development. The objectives of the safety testing programme were to establish non-pathogenicity of the reassortant viruses in chickens and in man. There were already internationally agreed procedures for chicken pathogenicity tests [3], but such procedures were obviously not possible in man. Consequently, the WHO Collaborating Centres produced a protocol to assess virus pathogenicity in ferrets [4], which is probably the best available animal model for influenza infection in man.
In 2004 we faced a third and possibly more serious pandemic threat, when highly pathogenic H5N1 infections of man were confirmed. These cases were associated with widespread H5N1 disease in domestic birds in South East Asia [5]. Once more, the WHO requested the development of candidate vaccine viruses and it was disappointing that the H5N1:PR8 reassortants produced in 2003 were not suitable, due to antigenic differences between the haemagglutinin protein of the 2003 and 2004 viruses [2]. It was therefore necessary to start once more with vaccine virus development. A reassortant was produced in Vero cells within four weeks at NIBSC and just over two months later, the virus was available to vaccine manufacturers after passing pathogenicity tests. At the time of writing, H5N1:PR8 reassortants produced in the US will also become available shortly.
Meanwhile, despite delays in FLUPAN while responding to H5N1 threats, an H7N1:PR8 reassortant has recently been rescued in Vero cells and is now awaiting safety tests and vaccine development.
A further significant event in pandemic vaccine development was the publication of an EU regulatory framework for pandemic vaccines in the past year [6]. Recent research has shown that in naïve populations, conventional influenza vaccine formulations are unlikely to provide adequate protection and alternative vaccination strategies are needed. It is therefore likely that pandemic vaccines will be significantly different from those currently licensed and unless the licensing protocol is addressed in advance, they will cause administrative delays in availability of pandemic vaccines. The EU Committee for Proprietary Medicinal Products thus encouraged and provided guidance to vaccine manufacturers to prepare a core dossier for a pandemic vaccine, which could be licensed in advance of a pandemic. Such core dossiers would contain clinical data on the use of a ‘mock’ pandemic vaccine strain such as an H5N1 or an H7N1 virus. In the event of a pandemic, the vaccine could then be rapidly licensed by an update procedure.
The key steps in pandemic influenza vaccine development are illustrated in the table. It is envisaged that candidate vaccine viruses will be generated by reverse genetics when WHO declares Phase 0 level 2 of their Pandemic Preparedness Plan (two or more human cases, but no efficient person to person transmission) [7]. If pandemic activity does not follow such alerts, the vaccine viruses are unlikely to be used for large scale vaccine production, but they provide ideal candidates for pandemic vaccine clinical research. Such research is crucial in order to explore different vaccination strategies, so that manufacturers know in advance how to formulate an immunogenic, antigen-sparing and safe pandemic vaccine. Once such information has been generated, manufacturers can seek to obtain an EU licence for this concept, as described above. In the event of pandemic activity, manufacturers can then go into full scale vaccine production as soon as the vaccine virus is available, confident in the knowledge that their pandemic vaccine can be licensed in the EU very quickly, without further clinical evaluation.

It is now important for vaccine manufacturers to gain experience in vaccine production from such viruses, for clinical trials to be undertaken and for progress in EU licensing of pandemic vaccines to be initiated.

As Swine Flu Spreads, Conspiracy Theories of Laboratory Origins Abound

(NaturalNews) Perhaps due to the genetic makeup of the fast-spreading H1N1 strain of influenza -- which includes genetic elements from bird flu, swine flu and human flu spanning three continents -- there is considerable speculation that the origins of this virus are man-made.It's not an unreasonable question to ask: Could world governments, spooked by the prospect of radical climate change caused by over-population of the planet, have assembled a super-secret task force to engineer and distribute a super virulent strain of influenza designed to correct the human population (and institute global Martial Law)?
Technically, it's possible. The U.S. military, all by itself, has the know-how to engineer and unleash such a virus. That doesn't mean they've done so, however. It would be an astonishing leap into crimes against humanity to intentionally unleash such a biological weapon into the wild.Then again, governments of the world have routinely engaged in crimes against humanity, haven't they? The U.S., for example, dropped nuclear bombs on civilian populations in Japan. Israel rained white phosphorous on Palestinians, Hitler exterminated countless Jews, and Americans fired millions of rounds of depleted uranium rounds into targets in Iraq and Afghanistan. Unleashing a viral biological weapon in Mexico City is no great leap beyond what governments have already done to achieve their goals.Throughout human history, virtually all the great crimes against humanity have been carried out by governments -- mostly in the name of peace, prosperity and security, by the way. So let's be clear about one thing: Governments are certainly capable of doing this if properly motivated. Let there be no question about that.
Is there any hard evidence of laboratory origins?
As of this moment, I have not personally seen any conclusive evidence of laboratory origins for this H1N1 swine flu. I am open to the possibility that new evidence may emerge in this direction, however, and I am suspicious of the genetic makeup of the virus as one possible indicator of its origins.I am not a medical specialist in the area of infectious disease, but I have studied microbiology, genetics and a considerable amount of material on pandemics. What seems suspicious to me is the hybrid origin of the viral fragments found in H1N1 influenza. According to reports in the mainstream media (which has no reason to lie about this particular detail), this strain of influenza contains viral code fragments from:
• Human influenza
• Bird Flu from North America
• Swine flu from Europe
• Swine flu from Asia
This is rather astonishing to realize, because for this to have been a natural combination of viral fragments, it means an infected bird from North America would have had to infect pigs in Europe, then be re-infected by those some pigs with an unlikely cross-species mutation that allowed the bird to carry it again, then that bird would have had to fly to Asia and infected pigs there, and those Asian pigs then mutated the virus once again (while preserving the European swine and bird flu elements) to become human transmittable, and then a human would have had to catch that virus from the Asian pigs -- in Mexico! -- and spread it to others. (This isn't the only explanation of how it could have happened, but it is one scenario that gives you an idea of the complexity of such a thing happening).

Johnson, Jr.People in our government need to start thinking about how, if this actually becomes a pandemic, how it’s going to affect our daily life and our rights, said Johnson, before asking if people who try to escape quarantines or refuse mandatory vaccinations would face jail time.Johnson added that Americans were willing to give up rights in order to stay alive but that an orderly discussion of how that would happen needs to take place.Closing schools, closing the border, forcibly quarantining Americans and eliminating the right to freely assemble, including preventing people from going to shopping malls, were all mentioned as possibilities.What about legislatures? What about the U.S. Congress? What about courts of law? The State of New York Division of Cemeteries has sent out Mass Fatality forms to cemeteries in that state to collect data about their ability to deal with the high volume of casualties that would occur if their were a flu pandemic or other disaster. The form letter that this office received was dated April 4, 2007 [pdf], so clearly preparation for such disasters has been ongoing for some time.Along with other data, cemeterians were asked in this survey:Should a prolonged mass fatality disaster or pandemic flu occur in your community would your cemetery be able to provide temporary or permanent internment space for a significant number of disaster or flu deaths in additional to your current burial services? Cemetery owners were also asked to detail the business structure and capacity of their facilities, including proximity to roads, train lines and airfields. The Division of Cemeteries requested data to calculate the number of acres that could be made available at 950 graves per acre.
It is clear that emergency and disaster forces are being mobilized at the state and federal level. All the cases in Nova Scotia have had mild symptoms,said Lucas Wide, a spokesman for Nova Scotia's Health Promotion and Protection department.The province has reported eight cases so far, four of them pupils who had been to Mexico on the school trip.Separately on Thursday, federal officials reported 15 new cases of the flu in Canada, including the first confirmed case in the province of Quebec, bringing the national total to 34. Now Farris is alerting to the plan in the Obama White House to try to secure a seat on the U.N. Human Rights Council, an intergovernmental body of 47 member states.
However, it has no legal authority and only offers opinions. The report from Farris said to secure its seat, the Obama camp has submitted a series of Commitments and Pledges declaring its loyalty and deep commitment to the U.N. Farris is familiar with the U.N. and its operations, having proposed the Parental Rights Amendment to prevent the loss of U.S. sovereignty to the U.N. through its treaties, such as the U.N. Convention on the Rights of the Child, which could be used to prevent parents from spanking their own children or directing their religious training. This (Obama) administration is all about photo ops,said Farris, and is apparently willing to trade away U.S. sovereignty for a seat on a council which has no legal authority.In the April 27 Commitments document released by Secretary of State Hillary Clinton and Susan Rice, the U.S. representative to the international body, the Obama White House pledged its support for the Convention on Elimination of Discrimination Against Women, which also makes the U.S. subservient to the international agenda. If the two cited treaties are adopted, Farris said, they will not only jeopardize U.S. sovereignty but hasten the end of the traditional American family.
All U.N. treaties require strict scrutiny,he cautioned.The pledge, as written, expresses no such need but, rather, unilaterally commits the U.S. to meet its U.N. treaty obligations. Apparently, for this administration, membership in a U.N. Council with no authority trumps the right of Americans – not the U.N. or any other nation – to make public policy affecting Americans.Farris says the Parental Rights Amendment, which would embed in the Constitution a description of parental rights as fundamental, would offer help for families. Neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served,the draft states.No treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this article.
Farris said the amendment proposal, which already has about 80 co-sponsors in Congress, is moving faster then we thought we would.The website notes if approved, the Convention on the Rights of the Child would supersede the laws of all 50 states on children and parents.According to the Parental Rights website, the CRC dictates the following: Parents would no longer be able to administer reasonable spankings to their children. A murderer aged 17 years, 11 months and 29 days at the time of his crime could no longer be sentenced to life in prison. Children would have the ability to choose their own religion while parents would only have the authority to give their children advice about religion. The best interest of the child principle would give the government the ability to override every decision made by every parent if a government worker disagreed with the parent's decision. A child's right to be heard would allow him (or her) to seek governmental review of every parental decision with which the child disagreed.
According to existing interpretation, it would be illegal for a nation to spend more on national defense than it does on children's welfare. Children would acquire a legally enforceable right to leisure. Teaching children about Christianity in schools has been held to be out of compliance with the CRC. Allowing parents to opt their children out of sex education has been held to be out of compliance with the CRC.
Children would have the right to reproductive health information and services, including abortions, without parental knowledge or consent.Good parents also no longer would be entitled to the legal presumption that they act in the best interests of their children, giving way to governmental decisions that would trump anything a parent would seek for his or her child, regardless of the topic, the analysis said.

DETROIT – After months of living on government loans, Chrysler finally succumbed to bankruptcy Thursday, pinning its future on a top-to-bottom reorganization and plans to build cleaner cars through an alliance with Italian automaker Fiat.The nation's third-largest car manufacturer filed for Chapter 11 bankruptcy protection in New York after a group of creditors defied government pressure to wipe out Chrysler's debt. The company plans to emerge in as little as 30 days as a leaner, more nimble company, with Fiat potentially becoming the majority owner in the future. In return, the federal government agreed to give Chrysler up to $8 billion in additional aid and to back its warranties.It's a partnership that will give Chrysler a chance not only to survive, but to thrive in a global auto industry, President Barack Obama said from the White House.Chrysler said it will close all its plants starting Monday and they will stay closed until the company comes out of bankruptcy. At least three Detroit-area factories sent workers home Thursday after suppliers stopped shipping parts over fears they would not be paid.CEO Robert Nardelli announced he would step down when the bankruptcy is complete and take a post as an adviser with Cerberus Capital Management LP, which will give up its 80 percent ownership of Chrysler under the automaker's plan. Vice Chairman Tom LaSorda, who once ran the company when it was owned by the German automaker Daimler, said he would retire.A lot of us are scared, said Steve Grabowski, 33, who has worked at a Warren, Mich., parts stamping plant for seven years and was sent home Thursday. We knew something like this was going to happen, but we didn't think it would be so soon.
Chrysler's bankruptcy filing is the latest step in a drastic reordering of the American auto industry, which has been crushed by higher fuel prices, the recession and customer tastes that are moving away from the gas-guzzling SUVs that were once big money makers.Lee Iacocca, the retired chairman and CEO who led Chrysler through a government bailout in the late 1970s, said it was a sad day.It pains me to see my old company, which has meant so much to America, on the ropes, he said in a written statement.But Chrysler has been in trouble before, and we got through it, and I believe they can do it again.The government has sunk about $25 billion in aid into Chrysler and rival General Motors Corp.GM faces its own day of reckoning on June 1, a date the administration has set for it to come up with its own restructuring plan. GM has announced thousands of job cuts, plans to idle factories for weeks this summer and has even offered the federal government a majority stake in the company as it races to meet the deadline.Like at Chrysler, debt may be the stumbling block. GM has asked its unsecured bondholders to exchange $27 billion of debt for a 10 percent stake in the automaker. The creditors balked, saying that would leave them with just pennies on the dollar and they deserve a majority stake if they give up their claims.
When Chrysler emerges from bankruptcy, the United Auto Workers union will own 55 percent of the automaker and the U.S. government will own 8 percent. The Canadian and Ontario governments, which are also contributing financing, would share a 2 percent stake.Under the deal, Chrysler would gain access to Fiat's expertise in small, fuel-efficient vehicles. The U.S. automaker eventually wants to build cars that could get up to 40 mpg, far more economical than its current fleet focused on minivans, Jeep SUVs and the Dodge Ram pickup.In exchange, Fiat would initially get 20 percent of the company, but its share could rise to 35 percent if certain benchmarks are met, and Fiat said Thursday it could get an additional 16 percent by 2016 if Chrysler's U.S. government loans are fully repaid. Fiat would also get access to the North American market through Chrysler factories and dealerships.Fiat CEO Sergio Marchionne said he planned to spend time meeting Chrysler employees and touring its plants over the next few weeks.He said Fiat was preparing for Chrysler to re-emerge quickly as a reliable and competitive automaker.Fiat also plans to reintroduce brands like Alfa Romeo in North American markets.First, though, bankruptcy court Judge Arthur Gonzalez will have to sort out the issue of Chrysler's creditors, who hold $6.9 billion of the company's debt. The Treasury Department's auto task force had been racing for the past week to clear the hurdles that led the government to reject Chrysler's initial survival plan one month ago. Along with the Fiat deal, Chrysler adopted a cost-cutting pact with the UAW on Wednesday. Four of the largest banks holding 70 percent of Chrysler's debt agreed this week to a deal that would give them $2 billion. But a collection of hedge funds refused to budge, saying the deal was unfair and would only return a small fraction of their holdings. When the hedge funds refused a sweetened offer Wednesday, Chrysler and the government resorted to bankruptcy.
Obama chastised the funds for seeking an unjustified taxpayer-funded bailout.One lender, OppenheimerFunds Inc., said it rejected the government offer because it unfairly asked our fund shareholders to make financial sacrifices greater than the sacrifices being made by unsecured creditors.Later Thursday, one of the hedge funds that had been a holdout issued a statement agreeing to the offer.We believe that this is in the best interests of all Chrysler stakeholders, and our own investors and partners,said the statement from Perella Weinberg Partners. The fund said it was working to encourage broad participation in the settlement.The White House said Chrysler could comes out of surgical bankruptcy in 30 to 60 days. Under normal circumstances, it would be difficult to complete such a large bankruptcy so quickly.
But John Pottow, a University of Michigan professor who specializes in bankruptcy, said the government's level of involvement is much greater than a typical corporate bankruptcy.If you have the president of the United States who wants something to happen, I think anything's possible in bankruptcy protection,he said. The Fiat deal and bankruptcy cap a disastrous time for Chrysler. The Auburn Hills, Mich.-based company lost $8 billion last year and its sales through March were down 46 percent compared with the same period last year, leading some auto industry analysts to question whether Chrysler can survive even in bankruptcy. But company executives told reporters Thursday that Chrysler vehicles with Fiat's fuel-efficient technology should reach showrooms in 18 months. Vice Chairman Jim Press said Chrysler has cut expenses to operate profitably at a lower sales volume, and he said it would be able to take advantage of Fiat's distribution network to sell more vehicles globally.
Also, the company has new products coming out such as the new Jeep Grand Cherokee, which debuts in early 2011.Press said the company predicts that small-car sales will rise dramatically around the time the Fiat products hit the U.S. market. The real volume pickup opportunity for smaller cars is going to start to ramp up about two years from now,he said.Despite the turmoil with Chrysler and GM's looming deadline, Obama urged consumers to keep buying cars.If you are considering buying a car, I hope it will be an American car,he said.Manning reported from Washington. BRUSSELS (Reuters) – NATO has expelled two Russian diplomats over a spy scandal, a move Moscow's ambassador said was intended to set back efforts by Russia and the United States to repair relations.Tensions between the former Cold War foes also rose on Thursday over agreements which Moscow said gave it control over the borders of two rebel regions in Georgia.NATO ordered out the diplomats on the same day the alliance resumed formal talks with Russia at ambassadorial level, eight months after contacts were suspended over Russia's five-day war with Georgia last August.Two Russian diplomats have been told they are not welcome here, a NATO diplomat said.The diplomat said they were expelled over the case of Herman Simm, an Estonian jailed for treason in February for handing more than 2,000 pages of information to handlers in Russia's SVR Foreign Intelligence Service.A statement from the Russian mission to NATO said the move set the wrong tone for the process of resuming NATO-Russia cooperation and Russia's ambassador to the alliance Dmitry Rogozin said the response would be harsh and decisive.The statement said Russia was still considering its response but the expulsions, which came one week before alliance military exercises in Georgia which have angered Russia, might call into question a meeting of NATO-Russia foreign ministers expected in the second half of May.The diplomats were attached to the mission Russia has at NATO even though it is not a member of the military alliance. One was the son of Vladimir Chizhov, Moscow's ambassador to the European Union, and the other a senior adviser to Rogozin.Russia said the expulsions were driven by elements inside the Western alliance that wanted to undermine ties with Moscow.A crude provocation has been made in relation to two employees of Russia's permanent mission to NATO on an absolutely trumped-up pretext without any clear explanation, Russia's Foreign Ministry said in a statement.
ROW OVER PACTS WITH REBEL REGIONS
The 28-nation alliance and the European Union separately criticized pacts giving Russia direct control over the de-facto borders of Georgia's South Ossetia and Abkhazia regions.Russia took formal control over the borders of the two regions under the agreements, which were signed by Russian President Dmitry Medvedev and the leaders of the rebel regions.NATO spokesman James Appathurai said the signing of the agreements contravened the peace deals brokered by the EU after Russia's brief war with Georgia.This is in clear contravention of the 12th August and 8th September agreements negotiated by the European Union and is not in the interests of long-term peace and security in the South Caucasus region,Appathurai told reporters.The Czech EU Presidency also said the pacts contradicted the agreements brokered by the bloc and recalled the EU's full support to the sovereignty and territorial integrity of Georgia in its internationally recognized borders.The regions were recognized by Moscow as independent states after the war with Georgia.Russia regards improving relations with NATO as part of a broader effort to improve relations with the West, and in particular with the United States. Ties with Washington sank to a post-Cold War low under U.S. President George W. Bush. Medvedev said on Thursday that NATO's May 6 war games amounted to a challenge from the West. Simm worked at the Estonian Defense Ministry from 1995 to 2006 and had access to top secret documents, including those related to NATO, which Estonia joined in 2004. Estonian media said information Simm passed to the Russians included documents on foreign countries' and international organizations' communication and information systems, data security, intelligence, counter-intelligence and defense policy. CAIRO – An 8-year-old Saudi girl has divorced her middle-aged husband after her father forced her to marry him last year in exchange for about $13,000, her lawyer said Thursday. Saudi Arabia has come under increasing criticism at home and abroad for permitting child marriages. The United States, a close ally of the conservative Muslim kingdom, has called child marriage a clear and unacceptable violation of human rights.The girl was allowed to divorce the 50-year-old man who she married in August after an out-of-court settlement had been reached in the case, said her lawyer, Abdulla al-Jeteli. The exact date of the divorce was not immediately known.A court in the central Oneiza region previously rejected a request by the girl's mother for a divorce and ruled that the girl would have to wait until she reached puberty to file a petition then.There are no laws in Saudi Arabia defining the minimum age for marriage. Though a woman's consent is legally required, some marriage officials don't seek it.But there has been a push by Saudi human rights groups to define the age of marriage and put an end to the phenomenon.One Saudi human rights activist Sohaila Zain al-Abdeen was optimistic that the girl's divorce would help efforts to get a law passed enforcing a minimum marriage age of 18.
Unfortunately, some fathers trade their daughters, she told The Associated Press. They are weak people who are sometimes in need of money and forget their roles as parents.It was not clear if the man received money for the divorce settlement. The man had given the girl's father 50,000 riyals, or about $13,350, as a marriage gift in return for his daughter, the lawyer said.The 8-year-old girl's marriage was not the only one in the kingdom to receive attention in recent months. Saudi newspapers have highlighted several cases in which young girls were married off to much older men or young boys including a 15-year-old girl whose father, a death-row inmate, married her off to a cell mate.Saudi Arabia's conservative Muslim clergy have opposed the drive to end child marriages. In January, the kingdom's most senior cleric said it was permissible for 10-year-old girls to marry and those who believe they are too young are doing the girls an injustice.But some in the government appear to support the movement to set a minimum age for marriage. The kingdom's new justice minister was quoted in mid-April as saying the government was doing a study on underage marriage that would include regulations.There are no statistics to show how many marriages involving children are performed in Saudi Arabia every year. Activists say the girls are given away in return for hefty marriage gifts or as a result of long-standing custom in which a father promises his infant daughters and sons to cousins out of a belief that marriage will protect them from illicit relationships.
