CytoReason, an Israeli startup that uses artificial intelligence to develop computational disease models for drug discovery, said Wednesday it has secured $80 million in a private funding round backed by US chipmaker Nvidia and pharma giant Pfizer.The funding round was also joined by US medical equipment maker Thermo Fisher and Jerusalem-based venture capital platform OurCrowd.Founded in 2016, CytoReason develops computational technology that serves as a GPS-like mechanism that navigates the immune system. The machine-learning software collects and combines data from a variety of sources, including in-house data and published research on the immune system and other clinical studies, to discover insights into the biology of diseases.The technology then builds a digital, computational simulator of the human body that can be used to predict responses to drugs, thus providing direction as to which ones can best benefit patients.CytoReason says the use of its massive database and AI-led platform helps pharma and biotech companies shorten trial phases and cut development costs, as well as increase the likelihood of drug approval.“The world understands that data alone is not enough, and that the future of data-driven insights is in data modeling,” said co-founder and CEO of CytoReason David Harel.The Tel Aviv-based startup said it will use the freshly raised capital to expand the application of its disease models into additional indications and grow its proprietary molecular and clinical data. Nine Israeli startups have been selected to receive €130 million ($142 million) in grants from the European Union’s Horizon accelerator program during a challenging period when many young founders and entrepreneurs are struggling to raise essential funds, as the ongoing war with the Hamas terror group has been raging for almost 10 months.The European Innovation Council (EIC) Accelerator granted a total of €411 million to as many as 68 companies chosen from 969 applicants from 17 different countries. Israel ranked third in the number of grant recipients, following Germany and France with 13 companies each.“The high Israeli participation in the EIC Accelerator program highlights the competitive advantage of Israeli startups,” said Shlomi Kofman, International Deputy CEO of the Israel Innovation Authority. “The program allows them to receive funding and mentoring, thereby helping them accelerate their growth and realize their economic and social potential.The EIC Accelerator program offers mixed funding that includes a grant of up to €2.5 million and equity investment of up to €15 million, as well as mentoring and business development coaching to help speed up the growth of startups and transform them into players in the global market.Among the nine Israeli recipients selected by the EIC is Israel’s MediWound Ltd., a maker of a pineapple-based gel to treat burn victims, that will be granted €16.25 million in blended funding.MediWound’s FDA-approved NexoBrid for the treatment of severe burns was used in Israeli hospitals to help victims of the October 7 onslaught get on a path of recovery after Hamas terrorists set their homes on fire. Sydney, Australia (SPX) Jul 16, 2024-China's first fully electric communication satellite, APSTAR 6E, officially commenced operation on Monday, announced China Great Wall Industry, the project's contractor.Launched by a Long March 2C rocket from the Xichang Satellite Launch Center in Sichuan province in January 2023, APSTAR 6E took 514 days to transition from a low-Earth orbit, where it was deployed, to its designated geosynchronous orbit."The orbital transfer was realized by its electric propulsion systems," said the company, the overseas trading arm of China Aerospace Science and Technology Corp.As of Monday, all of the satellite's in-orbit tests had been completed and the results were reviewed and approved by an expert panel convened in Hong Kong on the day, the company said in a news release.Developed by the China Academy of Space Technology, a CASC subsidiary, APSTAR 6E is the first satellite based on the DFH-3E electric propulsion platform, designed for geosynchronous orbit operations.A satellite platform serves as the foundational framework for assembling a satellite or satellite system according to its specific role and function. This includes universal components like a power source, propulsion, and orbital control devices, along with instruments tailored to the satellite's mission, allowing for streamlined configuration."With a liftoff weight of 4.3 metric tons, the APSTAR 6E carries 25 Ku-band transponders and three Ka-band gateway transponders that can provide a combined communication throughput of 30 gigabytes per second," according to Wang Min, the satellite's chief designer.The primary mission of APSTAR 6E is to deliver high-throughput broadband communication services to Southeast Asian nations.

The Open Source Face Image Quality (OFIQ) project, led by the German Federal Office for Information Security, has published a preliminary report detailing its evaluation methodology. The report outlines crucial steps and approaches to ensuring the algorithms’ accuracy and dependability for measuring biometric image quality.The software library is a reference implementation of the ISO/IEC 29794-5 international standard. The development and assessment of the OFIQ algorithms were conducted in two phases – initial implementation and assessment, followed by refinement and enhancement.During the initial phase, the initial algorithms were implemented for a preliminary evaluation to assess their performance in facial image quality. The second phase involved refining and improving the algorithms based on the results of the first phase.The evaluation process started with the collection and development of test sets with ground-truth labels. Algorithms are assessed based on their accuracy in predicting ground-truth labels. For numerical labels, empirical cumulative distribution functions (ECDFs) are used, while binary labels use detection error tradeoff (DET) curves.Error-versus-discard characteristic (EDC) curves are plotted to assess how quality factors affect facial recognition accuracy. The purpose of the EDC assessment is to demonstrate the effectiveness of the algorithms in evaluating facial recognition quality.The best-performing algorithms were subjected to the specific image defect detection (SIDD) track of the face analysis technology evaluation (FATE) Quality by NIST. According to the report, some commercial quality assessment algorithms were tested using the ground truth test sets.Earlier this year, Biometix released a biometric face analysis engine, part of BQAT, the Biometric Quality Assessment Toolbox, which is based on the OFIQ algorithm.

Google Wallets are expanding from payments and biometric ID documents like mobile driver’s licenses and passports to “Everything else.”An APK (Android Application Package) teardown by Android Authority reveals plans to include automatic identification, scanning and storage of a wide range of ID credentials and other documents in Google Wallet. The “Everything else” option allows scans of documents the user specifies as normal or private. Normal ones, like student IDs and business cards, do not require authentication to be saved or accessed, but private documents such as tax IDs and other government issued credentials will require biometric authentication.The permissions make clear that all processing occurs on the user’s device.Google introduced support for Georgia’s mDL in its digital wallet last year, and U.S. passports just weeks ago.Documents that Google Wallet will soon support include health insurance, loyalty cards, residence permits, vehicle registration, library cards, event tickets and voter ID cards, along with those mentioned above. There is also an “other” category for documents the app can’t recognize, and users can enter those credentials’ information manually.The feature is not available in the production version of Google Wallet, but is expected to be part of the next version update.The update comes against a backdrop of proliferating digital wallets from governments and other technology developers.

Verifiable digital credentials and digital wallets took center stage at the recent Phocuswright Europe conference in Barcelona, with professionals from the biometrics and digital identity sectors convening to explore how digital ID and decentralized self-sovereign identity (SSI)  is changing the global travel industry.In various panels from the event, executives from Indicio, Amadeus, the EU Digital Identity Wallet Consortium, Neoke, Travlr ID and host PhocusWire, among other organizations, address some of the major challenges, opportunities and technologies powering the radical changes in how we travel and speculate on what the travel experience might look like in 2035.Paradigm shift puts the traveler in charge of their data-Annet Steenbergen, advisor to the EUDI Wallet Consortium, calls the current swing toward digitization and digital ID “a paradigm shift in how we deal online” that is “providing us with the missing identity layer in the digital world.”“And the traveler is in charge. Usually you have to give a lot of data and then you get something back. This time you’re in charge of the data you share. The trust factor has a huge potential because that is a very different way of connecting with a business.”By 2035, say experts, digital wallets will be ubiquitous, search and shopping features will be personalized, bookings will be linked to a traveler’s digital travel credential, and airports will be fully contactless thanks to the wide deployment of biometrics.Francois Blanc, managing director of Amadeus’ Traveler ID, offers a novel metaphor for how biometric ID enhances the travel experience. “A lot of people say digital identity is the cookies of the future – a very respectful cookie because travelers decide to share it with travel players to get a benefit. And if they do that, you have a very respectful way to track travelers along their way because they accept to do that for a tangible benefit.”It is among the more advanced iterations of the great twenty-first century tradeoff of data in exchange for benefits. And given the agitation some people experience at the mere thought of an endless airport queue, the sales pitch is not hard to make.Indico and SITA’s Aruba deployment makes paradise even better: CEO-Heather Dahl, CEO of Indicio, makes a convincing case for the pre-check system Indicio and SITA have deployed at Queen Beatrix Airport in Oranjestad, Aruba. The system lets travelers create a digital travel credential from their passport, which can pre-populate their required embarkation and debarkation cards, and share only the relevant information needed to enter the country legally.Dahl says the system is “functioning beyond what I ever could have imagined. I couldn’t believe how fast it performed.”“Ultimately, will the traveler know they are using SSI? Probably not, and that’s OK. We want them to think, ‘Wow I never expected to blow right through that checkpoint,’ or ‘I never expected that I wouldn’t have to wait in a line’ or ‘I never expected I’d be off the plane and sitting on the beach in 30 minutes.’ That’s the traveler and customer experience that I think ultimately they’ll have.”Startups showcase digital ID infrastructure for travel-Two firms at the conference have been included among PhocusWire’s Hot 25 Travel Startups for 2024. Travlr ID CEO Gee Mann describes the firm’s product as decentralized travel identity infrastructure. He believes “the travel identity is broken” in that it requires repeated verification –  the costs for which ultimately find their way back to the customer – and fails at interoperability.The Travlr ID solution is “a decentralized network of digital identities powered by privacy-centric blockchain powering AI agents,” which Gee concedes is “quite a mouthful.” It means “you can own your identity forever, you should be able to get rewarded for sharing your data, you can manage all your profiles in one place, you can leverage crossborder sharing and you should be able to utilize permission-based AI agents.” In offering these things, Travlr ID aims to create an end-to-end credential management tool that travelers can customize for uses from pre-trip to pre-trip and return.Neoke CEO Vikas Bhola calls the potential use cases for digital ID and wallets “profound,” and says consumers will embrace digital ID once they see the benefits. “There are too many things that can be solved with digital identity – the main point is how do we start, where’s the infrastructure, how can businesses get ready, how can they deploy this at scale. A decision is made to prolong the lock-up period for the Tools for Humanity (TFH) team and investors so that they can access their tokens. The initial three-year lock-up period has been extended to five years, affecting approximately 80 percent of the investors and team members.Under the original schedule, no transfers were permitted for the first year following the Worldcoin protocol launch in July 2023, with subsequent gradual unlocking over the following years. Now, after the first year, the tokens will unlock gradually over four years instead of two, with full unlock expected by the end of July 2028.TFH states that this extension aims to bring stability and confidence to stakeholders and new investors by reducing the immediate token supply in the market. The company emphasizes that there are no further planned lock-up extensions now.TFH subsidiary Worldcoin has extended the reservation period for individuals without a verified World ID and WLD tokens to be redeemed upon verification until July 31, 2025, a one-year extension from the previous date of July 21, 2024.The company says this extension allows users more time to verify their World ID and redeem their reserved WLD tokens, aiming to encourage greater participation in the Worldcoin project.Way short of 1B users by 2023 goal-Worldcoin, established in 2019 by Sam Altman and two other co-founders, set a goal of reaching 1 billion users by 2023. The company offered free cryptocurrency tokens to individuals who consented to have their iris biometrics scanned by its Orb.However, according to Fastcompany, the number of sign-ups falls significantly short of the goal, with only 6 million users. Additionally, the value of the WLD token is currently trading at around $1.90, almost unchanged from its initial trading price.Worldcoin faced geographical limitations as it could not register users in important markets such as China, India, the United Kingdom, and most of Europe. Additionally, the tokens were not accessible to U.S. citizens and those within the United States.Worldcoin encountered regulatory issues, particularly related to concerns about minors signing up. Earlier this year, Portugal imposed a 90-day suspension on Worldcoin’s biometric data collection activities in the country.

Another bureaucratic fight has broken out between a national identity agency and its attendant government, this time in Bosnia and Herzegovina (BiH).The Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina (IDDEEA) has issued a statement objecting to allegations from the Ministry of the Interior of Republika Srpska (MUP RS) that it abused its legal authority to assist MUP RS with technical support by offering unauthorized ID services in person – and, in doing so, jeopardized the security of citizens’ personal information.IDDEEA, says MUP RS, “has no authority to receive requests of the citizens in person.” Indeed, the core issue appears to be one of jurisdiction, and whether IDDEEA counts as a legal certification authority.IDDEEA is pursuing the digitization of services through increased issuance of biometric credentials, digital identity documents, wallets and remote electronic signatures. Its BiH digital identity has been available since February. On July 1, it launched its application for the issuance of a qualified remote electronic signature, making remote electronic signing of documents available to citizens for the first time. It also opened registration offices to facilitate registration.IDDEEA says it is operating within its rights as a certification authority registered with the Ministry of Communications and Transport, in line with EU directives and certified according to the eIDAS regulation. It claims MUP RS has made “unclear and imprecise statements” regarding the agency’s scope of work.“If allegations refer to the issuing of qualified electronic certificates for remote signing,” it says, “we must also remind you of the official response and clarification of the competent Ministry of Communications and Transport of Bosnia and Herzegovina.”Because, of course, “everyone knows that the competent supervisory authority for implementation of the Law on the Identity Card of Citizens of Bosnia and Herzegovina is the Ministry of Civil Affairs of Bosnia and Herzegovina, and the Ministry of Transport and Communications of Bosnia and Herzegovina for the Law on Electronic Signatures of Bosnia and Herzegovina.“The IDDEEA is obliged to implement and enforce the applicable legislation until the contrary is foreseen or proven in any of the legal procedures.”BiH is a participant in the European Union’s Digital Europe Programme (DIGITAL), which grants access to a €7.5 billion (US$8.1 billion) fund to advance digital transformation.

The under-display capability in previous models was an optical sensor, and the new one in the upcoming model is expected to address some reported performance issues.Fingerprint Cards has struck a deal to provide over $1 million in fingerprint sensor modules for security keys for logical access control. The mystery buyer is a FIDO-certified global enterprise biometric hardware provider, which fits with Fingerprint Cards’ strategy to support zero trust access control implementations.Vending machines are being equipped with age verification capabilities to enable sales of age-restricted goods, with bullet vending machines in 2 U.S. states the latest example. American Rounds ammunition kiosks use IDScan.net to ID document scanning and face biometrics checks, but have faced pushback from local residents in at least one of the areas where they have been installed.NIST has published new editions of both the FRTE 1:N and 1:1 reports in July, which present snapshots of improving accuracy among updated algorithms. The reports include first-time submissions from Indian developer Sansap Technologies in the former case and two Taiwanese developers, Taiwan Computer Vision and Telexper International, in the latter.The full text of the AI Act has been published in the Official Journal of the European Union, starting the clock for companies to meet compliance deadlines. The former senior manager of Malta’s Identita, Ryan Spagnol, is suing former MP Jason Azzopardi for libel over allegations that Spagnol took bribes from foreigners in exchange for residence permits and identity cards. The Times of Malta reports that Azzopardi made the accusations in a series of posts on Facebook, in which he claims the illegal identity card racket in Malta has chalked up 60 million Euros (US$64.5 million) in bribes since 2015.Spagnol has vehemently denied the allegations and urged the courts to clear his name as soon as possible. But Azzopardi seems to be relishing the challenge as a kind of showdown at the identity OK Corral, responding to the lawsuit (again on Facebook) with a post saying “Bravo. Well done. Welcome… we will meet.” And, perhaps even more threatening: “You don’t know the information I am receiving.”A report from Net News says the ID card racket issued up to 18,000 falsified digital ID cards to immigrants who were willing to pony up between €2,000 and €8,000. Many came from Egypt and Libya, and Azzopardi’s allegation is based on information from an Egyptian who was issued a fake ID card then denied whistleblower status when volunteering to name the people behind the racket. It is worth noting that Spagnol’s lawsuit was launched before the Net News story went public.Identita – which rebranded from the more pedestrian Identity Malta in 2023 to distance itself from allegations of electoral fraud – says the 18,000 illegal transactions never happened. And there may be powerful interests backing their denial; Net News alleges that “in this serious racket there are even people very close to Members of Robert Abela’s Cabinet involved, with the same Cabinet knowing what is happening and knowing the names of the individuals behind this all.” It also says the police are aware of the racket and have not taken action.For now, Identita soldiers on, having recently celebrated its tenth anniversary with the release of its 2023 annual report and the hiring of a new CEO, Steve Agius.The final result of Azzopardi v. Spagnol, meanwhile, is yet to be determined. But with Azzopardi promising to open a “Pandora’s Box,” there is little doubt that the fight will go several more rounds, and is likely to get bloody.

A report that is expected to influence the trajectory of digital public infrastructure (DPI) development around the world and strengthen the foundation for implementation has been released by a team of representatives from Indian institutions.The report of India’s G20 Task Force on Digital Public Infrastructure, released July 15, details the role of DPI in the development of India’s digital economy and how that can be replicated elsewhere to drive economic transformation, financial inclusion and digital government.It its divided into three parts and proposes a model of DPI development that should be globally applicable through a set of agreed standards. The first part looks at the deployment of technological solutions to address development challenges using the DPI approach, the second lays bare India’s DPI strides across all the three major components of the India Stack, while the third presents guidelines and policy recommendations for improving DPI development.The 11-member Task Force was put in place during India’s presidency of the G20 which made the development of DPI a priority. It also pushed for a clear definition and implementation framework for these technological building blocks to help countries meet their Sustainable Development Goals (SDGs).The three-part report also highlights the crucial role which partnership between the public and private sectors can play in building DPI for sustainable growth.In comments following the launch of the report, India’s G20 Sherpa and co-chair of the Task Force, Shri Amitabh Kant, said DPI enabled the country to achieve in nine years what would have taken 50 years without it.“India did an incredible pole vault in Digital Public Infrastructure. Today in India, UPI is used at all levels from street vendors to large shopping malls, with the highest percentage of digital transactions globally, accounting for nearly 46 percent share,” said Kant.“All these proved to be building blocks for India to steer through the COVID-19 pandemic, be it transfer $4.5 billion into the bank accounts of 160 million beneficiaries or facilitate distribution of 2.5 million vaccinations in two years with digital vaccine certificates on mobiles. We are far advanced in terms of digitization and I am confident, this report will be the guiding North Star for the world to follow.”In his own remarks, the other co-chair of the Task Force and founding chairman of the Unique Identification Authority of India (UIDAI), Shri Nandan Nilekani, said for all those seeking rapid socio-economic development, DPI is the way to go as it “has the power to dramatically improve the lives of citizens and transform governance.”“It has happened here in India and it started with the Aadhaar ID system, aimed at providing a digital identity to every Indian. Now, around 1.3 billion Indians possess this digital ID and on average 10 million eKYC per day is being facilitated through Aadhaar,” he notes.“Meanwhile in payment, UPI facilitates 13 billion transactions monthly, serving about 350 million individuals and 50 million merchants and DPI enabled direct transfer has saved government $41 billion across central government schemes. The leader of the Arab Islamist Ra’am party, MK Mansour Abbas, courted controversy Wednesday when he claimed from the Knesset rostrum that “50,000 civilians have been murdered in Gaza.”Another leading Arab MK was removed from the plenum during the session on the state of the war in Gaza for calling Prime Minister Benjamin Netanyahu a “terrorist.”Abbas’s comments on the Gaza war’s death toll were particularly striking as he is seen as a moderate among Arab lawmakers, and he made history in 2021, when he brought his party into the coalition, the first Arab list to do so in decades.Abbas made the comment while responding to coalition lawmakers who were heckling him during a speech.Abbas strongly condemned Hamas’s October 7 attacks, and in November asked a party member to resign after she expressed doubts regarding Hamas atrocities. At the same time, he has for months urged a ceasefire between Israel and the terror group. Many in the Israeli government believe a permanent ceasefire is not possible before Hamas is destroyed, and that one should only be considered temporarily as part of a deal to release hostages.Abbas was speaking against the damage caused by ongoing war at the plenum during a so-called 40 signatures debate — one the opposition can call with 40 signatures of MKs once a month and which the prime minister is legally obliged to attend.At one point, as Abbas said Israel must do everything to bring back hostages, Likud MK Hanoch Milwidsky shouted at him: “You want to stop the war!”A visibly incensed Abbas retorted: “Of course I want to stop the war! Roads torn up months ago by army bulldozers in the Jenin refugee camp amid operations against terror groups remain unpassable because the Palestinian Authority can’t afford to fix them. Government employees are being paid a fraction of their salaries, and health services are collapsing.These are all signs of a deep financial crisis that has crippled the administration led by President Mahmoud Abbas in the Israeli-controlled West Bank, prompting questions over its future even as the United States and other countries are pressing for a “revitalized” PA to run the Gaza Strip when fighting there ends.The PA’s finances have been in disarray for years as donor states have cut back funding that once covered nearly a third of its $6 billion annual budget, demanding reforms to tackle corruption and waste.But Palestinian officials say they worsened sharply since October 7, 2023, when thousands of Hamas-led terrorists stormed southern Isreal, killing nearly 1,200 people and taking 251 hostages, and sparking the war in Gaza.Amid the war, Israel has withheld from the PA funds earmarked for Gaza from tax revenue Jerusalem collects on behalf of the PA under the 1993 Oslo Accords.Finance Minister Bezalel Smotrich halted the transfer in light of what he said was the PA’s support for Hamas’s October 7 terror onslaught and its actions against Israel on the international stage.The strains are particularly evident in Jenin, a volatile city in the northern West Bank where Israel has long targeted terror operatives and has stepped up operations since October.Nidal Obeidi, the city’s mayor, said Israeli raids since October have inflicted more damage than in the past on essential infrastructure.“The water and sewage pipes are hit. But with the PA “under siege,” he said, resources are scarce.Roads have been torn up during such raids by engineering forces to neutralize bombs planted by terror operatives against Israeli soldiers.Palestinian officials say the PA is facing one of its gravest crises since it was created under the Oslo Accords 30 years ago.At the time, Palestinians saw the PA as a steppingstone toward their goal of an independent state in the West Bank and Gaza with East Jerusalem as its capital.But as that goal has remained elusive, the salaries and services provided by the PA have helped keep Abbas and his Fatah faction politically relevant in the face of expanding Israeli settlements in the West Bank and challenges posed by armed rivals such as Hamas, which seized Gaza in 2007.Ghassan Khatib, a lecturer at Birzeit University in the West Bank who once served as a Palestinian minister, said Israeli policies risked further marginalizing the PA “and at a certain point in time might cause its collapse.”“They have the effect of reducing the political weight of factions that support a peaceful settlement with Israel — namely Fatah — in favor of the opposition groups, mainly Hamas,” he said.The office of Prime Minister Benjamin Netanyahu and the PA did not comment on Khatib’s remarks.However, Hussein al-Sheikh, a senior Palestinian official, told Al Arabiya TV in June that the shortfall in funding meant the PA could not “do its duties towards the Palestinian people,” which could lead to the “collapse of the Palestinian Authority.Warning of another intifada-The West Bank and East Jerusalem are home to over three million Palestinians, and, according to Israeli authorities, some 700,000 Israeli settlers. Israeli security forces control the West Bank, although the PA exercises limited governance of areas where most of the Palestinian population lives.Under a longstanding arrangement between the sides, Israel collects taxes on goods that pass through Israel into the West Bank and makes monthly transfers to authorities in Ramallah.Following the October 7 attacks, Smotrich began withholding a portion of those revenues equal to the amount transferred by the PA to Gaza, where the Abbas-led administration has continued financing services, salaries and pensions since Hamas took over. Smotrich argued the funds would end up in Hamas’s hands.The finance minister has also accused the PA of failing to condemn the October 7 attacks. Abbas has generally condemned violence against civilians and criticized Hamas’s raid as giving Israel an excuse to attack Gaza, but the PA never issued a full-throated condemnation of the atrocities committed by Hamas.The amount withheld — approximately NIS 300 million ($80 million) a month — added to previous deductions imposed by Israel equivalent to amounts paid by the PA to the families of terrorists and those jailed or killed by Israeli authorities, which Israel argues serves as direct encouragement of terrorism.In May, Smotrich suspended transfers altogether, accusing the PA of working against Israel after the International Criminal Court prosecutor sought arrest warrants against its prime minister and defense minister, and three European countries recognized a Palestinian state.“The Palestinian Authority joined Hamas in trying to harm Israel, inside Israel and around the world, and we will fight it,” Smotrich said at a June 27 cabinet meeting.Smotrich, who also controls Israeli civilian affairs in the West Bank under the coalition agreements, released some funds in a quid pro quo deal that saw the government legalize five West Bank outposts. Israel transferred NIS 435 million ($116 million) to the PA in early July, but Palestinian officials say Israel is still holding NIS 6 billion ($1.6 billion) of its funds.“What was transferred was not enough to pay 60% of the salaries, and therefore the financial crisis is ongoing,” Mohammad Abu al-Rub, a PA spokesperson, told Reuters. “Israel deducts around two-thirds of the revenue, and this puts all the government plans on hold and increases public debt.”The Finance Ministry said it is prohibited by law and a cabinet decision from transferring funds that would be sent to Gaza and “flow into terrorism.” It said the amount withheld was “not even close” to NIS 6 billion, adding in a statement to Reuters: “If the Palestinian Authority does not transfer funds to finance terrorism, there will be no harm” to its economy.The US says the funds belong to the PA and has urged Israel to release them, while also pressing the PA to implement reforms to prepare it to administer Gaza after the war — an idea Netanyahu has repeatedly rejected.“The viability of the Palestinian Authority is essential to stability in the West Bank, which in turn is essential to Israel’s own security interests,” Vedant Patel, a US State Department spokesperson, said at a July 2 news conference.The IDF has warned the government that cutting off funds to the PA could push the West Bank into another “intifada” — the name used for two violent Palestinian uprisings between 1987 and 2005 — according to a June report by public broadcaster Kan that was confirmed to Reuters by an Israeli official.The military referred Reuters at the time to the Shin Bet internal security service, which declined to comment.Netanyahu’s office did not answer questions for this article.‘Nobody is helping’The financial pressure on the PA comes as economic and security conditions in the West Bank have deteriorated sharply, further eroding support for Abbas’s administration, which last held parliamentary elections 18 years ago and which many Palestinians view as wholly corrupt.More than 60% of Palestinians now support the PA’s dissolution, according to an opinion poll published by the Palestinian Center for Policy and Survey Research in June, which also found support for armed struggle had risen.The PA pays salaries or pensions to 150,000 people in Palestinian territories. The last time it paid them in full was in 2022. In March and April, it says, PA employees received 50% of their salaries. In May, they got 60%.Adding to the economic hardship in the West Bank, Israel has since October 7 denied entry to some 200,000 Palestinians who used to commute daily to work in Israel, citing concerns of further attacks.Kathem Harb, a 53-year-old father of four who works in the PA’s national economy ministry, said he could only afford basics like rice, flour and cooking gas.“We live on the bare minimum,” he said, adding there was no money sometimes for water and electricity bills.Cuts to PA salaries mean staff at government clinics only show up to work a couple of days each week, according to health worker unions. Around 45% of essential medications are out of stock, the World Health Organization said last month.Hayat Hamdan, a woman in her fifties, had traveled 10 kilometers (six miles) from the town of Arraba to a government clinic in Jenin in hopes of finding subsidized medication for her wheelchair-bound husband. But inside, many of the pharmacy shelves were empty.“We have health insurance, but it is of no use,” Hamdan said. “Since the start of the Gaza war until today, we are buying most medicines at our own expense.”Meanwhile, raids by groups of extremist Israeli settlers on Palestinian villages have mushroomed, while attacks by Palestinians in the West Bank and East Jerusalem have killed more than a dozen Israelis.Since October 7, more than 560 West Bank Palestinians have been killed, according to the PA health ministry. The IDF says the vast majority of them were killed during clashes with gunmen amid raids or were terrorists carrying out attacks.During the same period, 22 Israelis, including security personnel, have been killed in terror attacks in Israel and the West Bank. Another five members of the security forces were killed in clashes with terror operatives in the West Bank.In the Jenin refugee camp — where some 14,000 people live packed into an area of less than half a square kilometer — young men carrying assault rifles patrol streets in open defiance of the PA, underlining the sway terror groups such as Hamas and Palestinian Islamic Jihad still have despite Israeli raids.Bullet marks on the facade of the nearby PA headquarters offer a reminder of past clashes between PA security forces and armed assailants.A man in his 20s, who asked to be identified only as Mohammed for safety reasons, said conditions in the camp were bad before October 7 due to the Israeli raids and had gotten a lot worse since.“There are no roads; the infrastructure is destroyed; homes are destroyed; shops are destroyed,” he said, expressing frustration with the PA for cracking down on its enemies while doing little for Palestinian civilians.“There is no work; the authority isn’t paying salaries; the prices are going up. Nobody is helping the people of the camp.”

Israel will soon replace the United States military’s offshore pier for delivering aid to the Gaza Strip with a dedicated facility in a southern Israeli port, Defense Minister Yoav Gallant said on Tuesday, days after the Biden administration announced that the floating platform would soon be shut down.Gallant said that “Pier 28” would be established in Israel’s Ashdod port to help deliver humanitarian aid to Gaza, without specifying a timeline.Aid coming in through that pier will still need to go in through Israeli land crossings.The American temporary pier, located off Gaza’s coast, has been beset by ongoing weather and security problems since it was installed in May. The US has said it is winding down the project, although officials maintain it has been a success in delivering badly needed food aid to the territory.Gallant announced the decision after a meeting with US Gen. Erik Kurilla, the head of Central Command.“The minister emphasized the defense establishment’s commitment to working with international partners to ensure the entry of critical humanitarian aid to Gaza,” his office said.The United Nations has long said maritime deliveries were no substitute for land access. It said land routes needed to remain the focus of aid operations in the enclave, where a global hunger monitor last month said there is a high risk of famine, although it concluded that similar warnings issued earlier in the war had proven to be incorrect.Gallant’s office also said he had ordered the establishment of a field hospital in Israel to treat Palestinian children who are unable to leave Gaza for medical care abroad.It was not immediately clear which body would be running the hospital, and whether it would be Israeli or otherwise.It said the decision was made because of the extended closure of Gaza’s Rafah crossing into Egypt. The crossing has been closed since Israeli forces captured it in early May. Egypt has refused to reopen the crossing while the Gazan side remains under Israeli control.“This is a significant short-term solution that will address immediate humanitarian needs until a permanent mechanism is established to evacuate and treat ill children,” Gallant’s office said, again without providing a timeline.Meanwhile, Hamas-run local authorities in one of Gaza’s main cities said on Wednesday that wastewater pumping stations had stopped working because fuel had run out, expressing fears that disease could rapidly spread.Tens of thousands of people displaced by the Israel-Hamas war have sought shelter in Deir al-Balah, and city authorities said more than 700,000 people could be at risk from a “health and environmental crisis.” The war sparked by the devastating October 7 Hamas assault on Israel.“Deir al-Balah municipality announces the halt of water waste pumping stations because stocks of fuel necessary for their functioning are exhausted,” said a city statement.It predicted that “roads will be flooded by wastewater” and “diseases will spread.”The fuel-powered waste plants treat water that is then put into the Mediterranean.“Nineteen pits and two large reservoirs are unusable in Deir al-Balah,” Ismail Sarsour, an official with the city’s emergency committee, said ahead of the release of the statement, adding that the stations handle wastewater for more than 140 points of shelter where tens of thousands of people have taken refuge.The Palestinian Authority’s water department, the PWA, which is based in Ramallah in the West Bank, said recently it had arranged for tens of thousands of liters of fuel to enter Gaza.Israel said this month that, with help from the UN children’s agency UNICEF, it had connected one desalination plant in southern Gaza to its electricity network. To receive these Editor’s Notes as they’re released, join the ToI Community here.Senior officers in the IDF are sounding increasingly upbeat about the progress of the war — and the process of dismantling Hamas’s military capabilities.The army doesn’t claim to have found, much less destroyed, all of Hamas’s tunnels. In the Rafah area, for instance, it envisages long work ahead to disable the underground infrastructure to the point where it could not be resurrected — partly because the routes through which Hamas smuggled in arms from Egypt extend deep into the densely populated city, where blowing up sections of tunnels is fraught with complexity. But gradually and inexorably, the tunnel threat is being reduced, especially as the IDF advances its kilometer-wide buffer zone inside Gaza all along the border with Israel.It also doesn’t claim to have destroyed the Gaza terror groups’ entire rocket arsenals. Indeed, officials say Hamas retains the capacity not only to target communities close to the border but also to fire deep into central Israel — to the Jerusalem and Tel Aviv areas. But it believes Hamas is no longer easily able to smuggle in weaponry or components, and that its rocket-making factories are broadly now demolished.And it doesn’t claim to have killed or neutralized the entire Hamas leadership — Yahya Sinwar is still scuttling below the surface — or the entire 30,000-strong Hamas army. Something in the order of half of those gunmen are dead, military officials believe. But most of the rest of them are no longer fighting; most of them are no longer in the tunnels; many if not most of them are now hiding out in designated humanitarian areas.Despite such progress, however, 120 hostages remain held in Gaza — 116 of them since October 7. The security agencies work constantly to gather the intelligence that could facilitate further rescue operations, but such opportunities are few and far between.Openly contradicting Prime Minister Benjamin Netanyahu’s assertion on Saturday night that the IDF had failed for months to apply sufficient military pressure on Hamas to force it into a hostage deal, IDF Chief of Staff Herzi Halevi said the next day that his troops have imposed “all the pressure required to create the best conditions for such an agreement, and this is how we have acted since the end of the previous agreement” in November.Along with the other security leaders, and in common with Defense Minister Yoav Gallant, Halevi made clear his belief that a deal is the urgently necessary route for securing the freedom of as many hostages as possible as soon as possible.As for formally ending the war as part of any such agreement, military officials privately profess relative comfort with that prospect — regarding Hamas to now be sufficiently degraded as to have essentially lost its organized military capabilities, and noting that Israel would simply resume “military operations” against Hamas targets as and when needed after a deal is carried out, without referring to such operations as anything akin to war.Amid this kind of optimism, it is worth sounding a very loud warning against complacency. We all know only too well where assessments of Hamas’s intentions and abilities left Israel on October 7. Many of its leaders and gunmen may be dead, and its current capacities massively reduced, but its ideology, goals and core purpose are exactly what they were before October 7 — the destruction of Israel and the killing of Jews.Military sources assert that there is a very low possibility of Hamas infiltration, but the terror government’s Gaza home territory has not magically receded into the geographical distance: As I saw last Monday, Shejaiyah, for instance, where eight tunnels, six of them approaching the border, have been uncovered in just the past few weeks, remains the same short dusty walk from Nahal Oz and Kfar Aza, with Sa’ad, Alumim and Be’eri just down the road.And yet, when a group of us from The Times of Israel last Wednesday visited Kfar Aza and Be’eri, and heard the horror stories of Hamas’s October 7 slaughter and abduction from survivors, we were also told that there are still no cameras at the fence that separates those two kibbutzim from Gaza.We heard, including from one member of the civil defense squads that fought Hamas that day against impossible odds — there were precisely 26 armed Israelis in Beeri for hours on October 7, facing over 300 Hamas terrorists — that those heroic security teams had been ordered much reduced in the three years before October 7, and been outrageously required to keep their scandalously few weapons and limited ammunition not with them in their homes but in the kibbutz armory, where terrorists were waiting for some of them on that terrible day.Scandalously, we were also told, nine months after the catastrophic invasion that they so valiantly tried to resist, these civil defense squads have yet to be properly reconstituted, funded and armed.The admirable irritant-Israeli security officials are increasingly confident that Sinwar’s prime co-conspirator Muhammad Deif was indeed killed in Saturday morning’s attack on a building owned by the family of the Hamas Khan Younis battalion chief Rafa’a Salameh, who was definitely killed in the strike.In unsurprising contradiction to the Hamas claims, widely indulged in international reports, that 90 people were killed, many of them civilians, the military, which has shown reporters video footage of the attack, believes the death toll was significantly lower, that there were dozens of Hamas gunmen in that very specific area, and that it is highly unlikely there were many civilian fatalities.The speed and accuracy needed for the strike — and the imperative to calculate the risks of failure and decide whether to proceed — required the oversight of highly experienced professionals, in the security and political leadership. That should hardly need saying.But it does need saying when Prime Minister Benjamin Netanyahu is being publicly urged by members of his coalition to, again, fire Defense Minister Yoav Gallant for, basically, daring to express responsible opinions regarding core issues such as the possible ceasefire-hostage deal, the need for a state commission of inquiry into October 7, and the conscription of Haredim.Gallant is a considerable irritant to the increasingly megalomaniacal Netanyahu,  sometimes taking positions opposed to the prime minister’s and anathema to the non-Zionist ultra-Orthodox and far-right coalition parties on whose support Netanyahu depends. Which makes the defense minister’s presence at the prime minister’s side — especially since the departure of Benny Gantz from the emergency coalition — all the more important.Incidentally, telling the bereaved families of surveillance soldiers, as Netanyahu did on Tuesday, that you had no idea their daughters had been desperately warning everyone they knew ahead of October 7 that Hamas was about to attack, that you had no idea the female soldiers did not have weapons, and that you had no idea many of the bereaved families have not had so much as a condolence visit by a government minister or MK, is not particularly credible — since all these issues have been widely discussed in the months since the catastrophe.Declaring such ostensible ignorance is also not particularly smart for a prime minister who is refusing to acknowledge ultimate personal responsibility for October 7 — as the veteran leader and policymaker under whose watch it was allowed to happen — and who is refusing to commit to a manifestly essential state commission of inquiry into the worst policy and security failure in the modern history of Israel.And don’t conscript the non-yeshiva students either?! The IDF is set to start sending out initial orders to draft-dodging ultra-Orthodox men on Sunday.
