Plans for 400 new homes inside a Palestinian neighborhood straddling the West Bank and East Jerusalem were given the go-ahead by the Jerusalem District Planning and Building Committee last week, paving the way for Israel to drastically expand a Jewish enclave in the heart of the town.The proposal for a new neighborhood in Abu Dis, a Palestinian town sliced in half by the West Bank security barrier, was given the green light after the committee found that it had met threshold conditions for initial approval, the Times of Israel’s Hebrew sister site Zman Yisrael reported Sunday.The proposal must still pass through more planning stages before construction and marketing can begin in earnest.The proposed establishment of the new neighborhood was first reported in March by Zman Yisrael, along with plans to build or expand Jewish enclaves or neighborhoods in other parts of the capital.Dubbed Kidmat Zion, the new neighborhood is set to be built on a large plot of land near the security barrier in Abu Dis that pro-settlement figures in Israel have eyed for years.The town is currently home to about a dozen Jewish families who live in two small residential buildings purchased by a US benefactor, one of a number of small Jewish enclaves inside Palestinian neighborhoods in the city that are meant to signal Israel’s hold over the entire capital.Unlike some other enclaves though, where Jews have historical claims, Abu Dis lies far outside what most would consider Jerusalem’s core municipal area and holds no special importance for Jews beyond having been partially included when the city’s borders were expanded following the 1967 capture of East Jerusalem. Former prime minister Ehud Barak planned to cut Abu Dis and two other neighborhoods out of the capital in 2000 as a gesture to the Palestinians but shelved the idea when the Second Intifada broke out that year.The area holds strategic value, however, abutting a traffic artery being built along the eastern edge of Jerusalem that will link settlements south of the city to those in its north and east. The so-called American Road will include a tunnel beneath Abu Dis which will seemingly traverse the tract where the Jewish enclave in Abu Dis is being planned.Most of Abu Dis is outside Jerusalem and within the boundaries of the West Bank’s Area B, where the Palestinian Authority has civilian control. Some 15,000 people live in the town, including prominent Palestinian leaders and academics such as Sari Nusseibeh. Thousands of Israelis took part in the Jerusalem Flag March on Thursday, with the highly controversial annual event again featuring racist chants and scuffles with Palestinian residents as the largely teenage, religious nationalist participants made their way through the Old City’s Muslim Quarter.But despite several dozen instances of violence and harassment by Jewish participants, and pre-march threats by Gaza terror groups, the rally managed to conclude without a major incident. Two years ago, Hamas fired a barrage of rockets at Jerusalem to coincide with the march, leading to an 11-day war between Israel and Gaza.The annual parade to the Western Wall is meant to mark Israel’s reunification of East and West Jerusalem during the 1967 Six Day War, but has gained notoriety over the years as it is often marred by hate speech and violence by far-right Jewish participants toward Palestinians and their property.The particularly charged aspect of the Flag March is its route through the Damascus Gate and Muslim Quarter, which are overwhelmingly used by Palestinians. Critics say the rally is designed to provoke Palestinians, who are forced by the Israel Police to shutter their shops to allow for the demonstration.As it did in the past two years, the Biden administration ahead of Thursday urged Israel to reroute the march away from the Muslim Quarter. It was an uphill battle though, given that the more moderate previous government had bucked the request last year, and Prime Minister Benjamin Netanyahu followed suit.In a speech afterward, the premier said he made sure that the march went ahead to send a message to Gaza terror groups that Israel would not back down due to threats.“Despite the threats — and I’ll tell you — because of the threats, I instructed to hold the Flag March with its many participants on the original path [through the Muslim Quarter],” Netanyahu said during an event at Ammunition Hill marking Jerusalem Day.At the Flag March hours earlier, different groups of participants clashed and beat Palestinian locals and harassed journalists. They also sang racist chants such as “Death to Arabs,” “May your village burn” and “An Arab is a son of a b**ch,” as they danced near the Damascus Gate both before and during the rally on Thursday afternoon.Among the marchers were over a dozen coalition members, including National Security Minister Itamar Ben Gvir — a longtime participant in the rally. Thursday was the first time he did so as a cabinet minister, offering an additional stamp of legitimacy to the lightning rod event. Some 3,000 officers of the police, which Ben Gvir oversees, were deployed in and around the Old City to secure the march.Police said they arrested 10 people even before the formal start of the rally at 4 p.m., including several left-wing activists who temporarily blocked a West Bank highway outside of Jerusalem while attempting to prevent settlers from attending the march. Several other people were detained for provoking Palestinians, police said.Most of the participants were religious teens, many of whom were bused in from seminaries. DUBAI, United Arab Emirates (AP) — Near a peak of the Zagros Mountains in central Iran, workers are building a nuclear facility so deep in the earth that it is likely beyond the range of a last-ditch US weapon designed to destroy such sites, according to experts and satellite imagery analyzed by The Associated Press.The photos and videos from Planet Labs PBC show Iran has been digging tunnels in the mountain near the Natanz nuclear site, which has come under repeated sabotage attacks amid Tehran’s standoff with the West over its atomic program.
With Iran now producing uranium close to weapons-grade levels after the collapse of its nuclear deal with world powers, the installation complicates the West’s efforts to halt Tehran from potentially developing an atomic bomb as diplomacy over its nuclear program remains stalled.Completion of such a facility “would be a nightmare scenario that risks igniting a new escalatory spiral,” warned Kelsey Davenport, the director of nonproliferation policy at the Washington-based Arms Control Association. “Given how close Iran is to a bomb, it has very little room to ratchet up its program without tripping US and Israeli red lines. So at this point, any further escalation increases the risk of conflict.”The construction at the Natanz site comes five years after then-US president Donald Trump unilaterally withdrew America from the nuclear accord. Trump argued the deal did not address Tehran’s ballistic missile program, nor its support of militias across the wider Middle East.But what it did do was strictly limit Iran’s enrichment of uranium to 3.67% purity, powerful enough only to power civilian power stations, and keep its stockpile to just some 300 kilograms (660 pounds).Since the demise of the nuclear accord, Iran has said it is enriching uranium up to 60%, though inspectors recently discovered the country had produced uranium particles that were 83.7% pure. That is just a short step from reaching the 90% threshold of weapons-grade uranium.As of February, international inspectors estimated Iran’s stockpile was over 10 times what it was under the Obama-era deal, with enough enriched uranium to allow Tehran to make “several” nuclear bombs, according to the head of the International Atomic Energy Agency.US President Joe Biden and Israeli Prime Minister Benjamin Netanyahu have said they won’t allow Iran to build a nuclear weapon. “We believe diplomacy is the best way to achieve that goal, but the president has also been clear that we have not removed any option from the table,” the White House said in a statement to the AP.The Islamic Republic denies it is seeking nuclear weapons, though officials in Tehran now openly discuss their ability to pursue one.Iran’s mission to the United Nations, in response to questions from the AP regarding the construction, said that “Iran’s peaceful nuclear activities are transparent and under the International Atomic Energy Agency safeguards.” However, Iran has been limiting access to international inspectors for years.Iran says the new construction will replace an above-ground centrifuge manufacturing center at Natanz struck by an explosion and fire in July 2020. Tehran blamed the incident on Israel, long suspected of running sabotage campaigns against its program.Tehran has not acknowledged any other plans for the facility, though it would have to declare the site to the IAEA if it planned to introduce uranium into it. The Vienna-based IAEA did not respond to questions about the new underground facility.The new project is being constructed next to Natanz, about 225 kilometers (140 miles) south of Tehran. Natanz has been a point of international concern since its existence became known two decades ago.Protected by anti-aircraft batteries, fencing, and Iran’s paramilitary Revolutionary Guard, the facility sprawls across 2.7 square kilometers (1 square mile) in the country’s arid Central Plateau.Satellite photos taken in April by Planet Labs PBC and analyzed by the AP show Iran burrowing into the Kuh-e Kolang Gaz La, or “Pickaxe Mountain,” which is just beyond Natanz’s southern fencing.A different set of images analyzed by the James Martin Center for Nonproliferation Studies reveals that four entrances have been dug into the mountainside, two to the east and another two to the west. Each is 6 meters (20 feet) wide and 8 meters (26 feet) tall.The scale of the work can be measured in large dirt mounds, two to the west and one to the east. Based on the size of the spoil piles and other satellite data, experts at the center told AP that Iran is likely building a facility at a depth of between 80 meters (260 feet) and 100 meters (328 feet). The center’s analysis, which it provided exclusively to AP, is the first to estimate the tunnel system’s depth based on satellite imagery.The Institute for Science and International Security, a Washington-based nonprofit long focused on Iran’s nuclear program, suggested last year the tunnels could go even deeper.Experts say the size of the construction project indicates Iran likely would be able to use the underground facility to enrich uranium as well — not just to build centrifuges. Those tube-shaped centrifuges, arranged in large cascades of dozens of machines, rapidly spin uranium gas to enrich it. Additional cascades spinning would allow Iran to quickly enrich uranium under the mountain’s protection.“So the depth of the facility is a concern because it would be much harder for us. It would be much harder to destroy using conventional weapons, such as like a typical bunker buster bomb,” said Steven De La Fuente, a research associate at the center who led the analysis of the tunnel work.The new Natanz facility is likely to be even deeper underground than Iran’s Fordo facility, another enrichment site that was exposed in 2009 by US and other world leaders. That facility sparked fears in the West that Iran was hardening its program from airstrikes.Such underground facilities led the US to create the GBU-57 bomb, which can plow through at least 60 meters (200 feet) of earth before detonating, according to the American military. US officials reportedly have discussed using two such bombs in succession to ensure a site is destroyed. It is not clear that such a one-two punch would damage a facility as deep as the one at Natanz.With such bombs potentially off the table, the US and its allies are left with fewer options to target the site. If diplomacy fails, sabotage attacks may resume.Already, Natanz has been targeted by the Stuxnet virus, believed to be an Israeli and American creation, which destroyed Iranian centrifuges. Defense Ministry Director-General Eyal Zamir hinted on Monday that Iran would be the primary focus of Israel’s military force design in the coming years, announcing the ministry’s new “Depth Multi-Year Plan.”A multi-year plan is the military’s guiding framework to investment and procurement, and reflects the primary threats Israel expects to face in the coming years. The ultimate goal of a law passed in March repealing part of the 2005 Disengagement Law is to resettle four evacuated Jewish settlements in the northern West Banks, Otzma Yehudit MK and settlement activist Limor Son Har Melech said.She made the comments in the wake of a new military order rescinding a ban on Israelis residing in the area of one of those former settlements, Homesh, announced by Finance Minister Bezalel Smotrich, who is also a minister in the Defense Ministry, on Saturday night.Son Har Melech, who was a resident of Homesh before it was evacuated 18 years ago, was strongly critical of the commander of IDF Central Command, Yehuda Fox, who issued the order, as it applied only to the area of Homesh, and that it had not been extended to the three other settlements.Speaking to The Times of Israel on Sunday, she also argued that since roadblocks remain in place on the access road to the settlement, little had changed on the ground.Son Har Melech’s ultranationalist Otzma Yehudit party is a central part of the government, but its MKs have frequently spoken out against the government’s policies in the West Bank, which they see as insufficiently supportive of the settlements.Homesh was one of four settlements in the northern West Bank, together with Ganim, Kadim, and Sa-Nur, that were evacuated under the terms of the 2005 Gaza Disengagement Law.In order to unethical national crime,” Son Har Melech denounced Fox for taking two months to implement the law’s repeal, for allowing only a small part of the former settlement to be added to the Samaria Regional Council, and for failing to extend the order to the other three former settlements in the region.Fox has become a target for the ire of the settlement movement, which recently denounced the general for the demolition of illegal buildings put up by settlers in the West Bank.“We passed a law that relates to the four settlements in norther Samaria — Homesh, Sa- Nur, Kadim, and Gadim — from where we were expelled, and we will apply it to all those settlements even if it is against the will of the commander,” Son Har Melech said.“The goal is to settle these places anew… The next stage we are talking about is to build and return to those the settlements,” she said, arguing that the absence of Israeli settlements in the West Bank causes the growth of “terrorist nests that spread terrorism across the whole country.”The government has said it plans to legalize the illegal outpost currently at Homesh, consisting of a makeshift yeshiva and dormitories, which the High Court of Justice has said should be demolished since they are located on private Palestinian land.From the new military order, it appears that the government intends to move the yeshiva to one of the plots of land in the Homesh area that are not private Palestinian property, although that has not been confirmed.Son Har Melech that she and other proponents of the law envisioned applying it to the former Israeli settlements in the Gaza Strip known as the Gush Katif settlement bloc — also evacuated in 2005 — and have settlers return there too.The Yesh Din organization — which has represented landowners from nearby Burqa in their legal suits against Homesh to gain access to their land, on which the settlement sits — has strongly denounced the new military order.It noted that the plots of land to which the outpost might be moved are either entirely or partially surrounded by private Palestinian land, and that relocating the outpost to those plots would necessitate curtailing the access of Palestinian landowners to their land.Yesh Din has also noted that Homesh is surrounded by four Palestinian villages on three of its sides and that legalizing the settlement would severely interrupt Palestinian territorial contiguity, which the 2005 Disengagement Law was designed to remedy.“The government as well as the professional echelons, including the police, the military commander, and the State The welcome return of rain to Alberta’s skies could represent a “turning point” in the battle against numerous large wildfires, although provincial authorities are hoping to see much greater precipitation in the next couple of days.Almost every wildfire in Alberta except those in the far north received at least some rain Sunday and Monday, said Christie Tucker, information unit manager for Alberta Wildfire. Firefighters’ efforts on the ground are not only helped by the moisture itself but also by the cooler temperatures and higher humidity that accompanies it, she said.“It helps to weaken fire behaviour, so even if wildfires haven’t received rain on every part of the fire it can create conditions that will make it easier to fight the fire,” Tucker told a news conference Monday afternoon.“This (rain) could be a turning point for the firefighters working out there. The majority of the large-scale wildfires that are burning in Alberta have received some rain since (Sunday), which is very good news. We want more rain rather than less, but we’ll take what we can get.”Forecasts for the province show the possibility of heavier rainfall to hit much of central Alberta between late Monday and Wednesday.“Potentially the forest fuels, the vegetation, will be collecting that moisture and it will make them more resilient in the weeks to come,” Tucker said.The improving conditions have raised hopes that certain communities may soon be able to welcome back residents who have been under evacuation orders for two weeks or more. However, officials say it’s still too soon to say when that might happen.“Every community has to do an analysis of what hazards are still present,” said Bre Hutchinson, executive director of the Alberta Emergency Management Agency. “So we work closely with local officials to determine if hazards have been removed to point that it is safe for communities to re-enter.“I imagine in the coming days, if the wildfires get under control and they are able to do those assessments, there will be more evacuation orders that hopefully can be lifted.”Air quality improves but still risky-After suffering through some of the worst air quality on the planet for most of the May long weekend, Edmontonians received a bit of reprieve Monday.The Air Quality Health Index was rated at a 7 as of noon on Monday in Edmonton, but that worsened to a score of 9 by late afternoon. Those ratings are considered “high risk,” but are below the score of 10+ that beset the city and many other communities in Alberta the previous few days.Those smoky conditions were noted by the World Air Quality Index — a non-profit that tracks monitoring stations around the globe — as among the most extreme on Earth.Unfortunately, the 10+ rating was forecast to return to many communities in Alberta, including Edmonton, late Monday before somewhat subsiding again on Tuesday.City to close reception centre-The reception centre established by the City of Edmonton to help Drayton Valley and Brazeau County fire evacuees is set to close after 19 days in operation.The venue at the Expo Centre on the former Northlands grounds will shut down on Tuesday at 4 p.m., the city said in a news release Monday.“As other municipalities and counties across the province have adequate resources and capacity to accommodate evacuees in their communities, Edmonton’s reception centre is no longer required,” the release stated.Since the centre’s opening on May 5, nearly 3,100 Albertans have been registered and offered support. The reception centre provided more than 10,000 meals, offered 275 sleeping cots and arranged hotel bookings for more than 500 households. A variety of services and supplies were also provided, including clothing, hygiene products, showers, laundry facilities and animal care.Approximately 1,700 pets were taken in and out, and 336 were registered.The centre was operated by the city’s Emergency Support Response Team, which can quickly reactivate it if the need arises, the city said.“We are pleased that we were able to answer the call and help our neighbours in Drayton Valley and Brazeau County when they needed it most,” city manager Andre Corbould said in the news release. “Good neighbours look after each other and that’s what we did.”Wildfire battle continues-Despite the rain, the fire danger is still rated very high to extreme in northern Alberta, and high to very high on the eastern slopes of the Canadian Rockies. A total of 16 evacuation orders remain in place affecting more than 10,870 Albertans.Alberta surpassed the grim milestone of 500 wildfires for the season on Sunday and that number rose to 512 on Victoria Day. Those blazes have together burned close to 945,000 hectares. On Monday there were 81 active wildfires, of which 23 were out of control.A total of 400 Canadian Armed Forces members are now assisting with firefighting duties, primarily by putting out hot spots and shoring up fire guards. More than 1,700 provincial firefighting staff worked over the weekend alongside more than 1,000 firefighters from across the continent from Alaska to New Brunswick.Tucker said requests have been submitted to bring in even more personnel in the coming days.Parks and recreation areas closed, fire ban remains-Several provincial parks and recreation areas remain shut down. OTTAWA, May 15 (Reuters) - Prime Minister Justin Trudeau on Monday was headed to Alberta to meet with soldiers fighting wildfires that worsened over the weekend, forcing evacuations and hitting energy production in Canada's main oil-producing province over the weekend.More than 100 wildfires have raged this month, at one point pushing more than 30,000 people out of their homes while oil and gas producers shut in at least 319,000 barrels of oil equivalent per day (boepd), or 3.7% of national production.Officials in Alberta expect hot and dry weather conditions to continue after they caused an upsurge in wildfires and a rise in home evacuation orders."Our peak burning period, which is when the temperatures are at their highest and the fuels are at their driest, is still in front of us," Alberta Wildfires official Josee St-Onge said at a briefing Sunday afternoon."It's too soon to say when we're going to see the peak of this wildfire season. ... WASHINGTON — A SpaceX capsule carrying two Saudi astronauts docked with the International Space Station on Monday, as part of a private mission chartered by Axiom Space.Rayyanah Barnawi, a scientist who became the first Saudi woman to go into space, and Ali Al-Qarni, a trained fighter pilot, are the first two people from their country to go to the orbital outpost.“It was a lovely ride,” said mission commander Peggy Whitson, a former NASA astronaut who made the voyage three times in the past, adding: “It was the softest docking I’ve ever felt.”The fourth crew member is American businessman John Shoffner.About two hours after docking, the capsule’s hatch will be opened to allow the four to enter the ISS, where they will join the seven astronauts already on board (three Russians, three Americans, and an Emirati).The SpaceX rocket took off from Florida on Sunday, and the trip to the ISS, which flies around 250 miles (400 kilometers) above the Earth, lasted about 16 hours.This mission, named Ax-2, is the second fully private mission to visit the Space Station, following a first in April 2022. The members of Ax-2 will stay about ten days and carry out about 20 experiments.
