They also conducted a test with water running through the system and a smoke grenade was thrown inside.The report also said prison staff engaged in role-play during the tests. Iisrael’s defense minister on Monday distanced himself from comments made by his military chief after Israel bombed a Gaza Strip high-rise housing an Associated Press office and other news outlets, saying the remarks were not meant to be taken literally.In an article published on the website of Channel 12 news over the weekend, the military chief of staff, Lt. Gen. VIENNA (AP) — The United Nations’ atomic watchdog has not been able to access data important to monitoring Iran’s nuclear program since late February, when the Islamic Republic started restricting international inspections of its facilities, the agency said Monday.The International Atomic Energy Agency reported in a confidential document, distributed to member countries and seen by The Associated Press, that it has “not had access to the data from its online enrichment monitors and electronic seals, or had access to the measurement recordings registered by its installed measurement devices” since February 23.While the IAEA and Iran earlier acknowledged the restrictions limited access to surveillance cameras at Iranian facilities, Monday’s report indicated that they went much further. The IAEA acknowledged it could only provide an estimate of Iran’s overall nuclear stockpile as it continues to enrich uranium at its highest level ever.Iran started limiting inspections in a bid to put pressure on the government of US President Joe Biden to lift crippling sanctions reimposed after then-president Donald Trump pulled out of the 2015 nuclear deal with Iran unilaterally in 2018.Under the deal, the IAEA placed around 2,000 tamper-proof seals on nuclear material and equipment. Those seals communicated electronically to inspectors. Automated measuring devices also provided real-time data from the program.Talks are currently underway in Vienna for the US to rejoin the deal, known as the Joint Comprehensive Plan of Action, or JCPOA.Since the US withdrawal from the agreement, Iran has been steadily violating its various restrictions, including on the types of centrifuges it’s allowed to use, the amount of enriched uranium it is allowed to stockpile, and the purity to which it is allowed to enrich.In the IAEA report, the agency for the first time released estimates of Iran’s stockpile rather than precise figures, saying that as of May 22, Iran’s  total stockpile was 3,241 kilograms (7,145 pounds), up about 273 kilograms (600 pounds) from the last quarterly report.That was down from an increase of nearly 525 kilograms (1,157 pounds) reported in the last quarterly report.Though it was not immediately clear what led to the decrease, it comes as an explosion in April at its underground Natanz nuclear facility affected centrifuges there. Iran has yet to offer a full accounting of what happened in an attack it described as “nuclear terrorism.” Israel, which is widely suspected of carrying out the assault, has not commented publicly on it.The nuclear deal signed in 2015 with the United States, Germany, France, Britain, China and Russia only permits Iran only to keep a total stockpile of 202.8 kilograms (447 pounds) of enriched uranium.The agency said the current stockpile includes 62.8 kilograms (138.5 pounds) of uranium enriched to 20% purity, and 2.4 kilograms enriched to 60% purity — well above the 3.67% purity allowed under the JCPOA.Despite Iran’s violations of the deal, the other nations involved have stressed that the agreement was still important as it allowed international inspectors to continue their surveillance of Iran’s nuclear facilities.Under a confidential agreement called an “Additional Protocol” with Iran, the IAEA collects and analyzes images from a series of surveillance cameras installed at Iranian nuclear sites. Those cameras helped it monitor Tehran’s program to see if it is complying with the nuclear deal.Iran’s hard-line parliament in December approved a bill that would suspend part of UN inspections of its nuclear facilities if European signatories didn’t provide relief from oil and banking sanctions by February.IAEA Director-General Rafael Grossi was able to negotiate a last-minute deal in February, however, under which promised the IAEA it would hold onto footage shot by its surveillance cameras and would hand them over if diplomats reached a deal in Vienna to lift the sanctions it faces. Otherwise, Tehran said it would delete the images.That deal has yet to come, but Grossi was able to negotiate a one-month extension last week.That means his agency still cannot access the images taken by the cameras for the time being, but could regain access to the material if a deal is reached — a situation Grossi called an emergency measure that was “not ideal.”The last-minute discussions further underscored the narrowing window for the US and others to reach terms with Iran as it presses a tough stance with the international community over its atomic program.The negotiations and tensions over the program come as Iran faces an upcoming June 18 presidential election to select the replacement for the relative moderate Hassan Rouhani, whose administration reached the 2015 nuclear deal. Defense Minister Benny Gantz said Monday that the rehabilitation of the Gaza Strip following an 11-day conflict with Palestinian terror groups will be conditioned on the return of two Israeli civilians and the bodies of two IDF soldiers, as well as long-term quiet.

It began on May 10 when Hamas launched a massive rocket barrage on Israeli cities, sparking IDF retaliatory strikes and 11 days of fighting, leaving 13 dead in Israel and over 240 fatalities in Gaza. The Israeli army said most of those killed in Gaza were terror combatants.Over 4,000 rockets were fired at Israeli cities, according to the IDF, sending civilians throughout the center and south of the country rushing to bomb shelters at all hours of day and night and leaving hundreds of Israelis injured.In his address, Sinwar also praised Arab Israeli riots in which Jewish Israelis and their property were attacked during the conflict. Hebrew media later reported that the operation had been less successful than hoped: relatively few Hamas fighters had entered the tunnels before they were bombed.“It was clear to our military intelligence that this was a deception, and that there was no ground invasion,” Sinwar said.Hamas’s public works ministry said 258 buildings — around 1,042 residential and commercial units — were destroyed by the Israeli air campaign. Another 769 units were severely damaged, rendering them uninhabitable, and 14,536 suffered minor damage. Seventeen hospitals were damaged, as well as 53 schools.Over 100,000 people were internally displaced during the hostilities, according to the UN. Member states of the Organization of Islamic Cooperation are calling on the UN Human Rights Council to set up a permanent commission to report on alleged human rights violations in Israel, Gaza and the West Bank.The move comes in the wake of this month’s 11-day conflict between Israel and terror groups in Gaza. If passed, it would mark an unprecedented level of scrutiny authorized by the UN’s top human rights body.The proposal by the OIC comes ahead of a special session of the Geneva-based council on Thursday to address “the grave human rights situation” in Gaza, the West Bank and East Jerusalem. The meeting was sought by Pakistan, the OIC’s coordinator.The investigators, the text of Pakistan’s request said, should probe “all alleged violations and abuses” of international law linked to the tensions that sparked the latest violence.The Hamas-run health ministry in Gaza said at least 243 Palestinians were killed, including 66 children and teens, with 1,910 people wounded in the violence. It does not differentiate between terror group members and civilians. The Israeli military maintained that it killed some 225 terrorist operatives and that the Palestinian death toll was in fact considerably higher than was reported. The Biden administration increased its assistance to Palestinians by $38.5 million in the wake of the latest Gaza war and pledged to abide by existing law that bars US aid to the Palestinian Authority as long it continues its prisoner payment policy.On Wednesday, US Secretary of State Antony Blinken outlined the additional funds that the administration plans to steer to the Palestinians in a statement from the State Department. Officials in Ramallah told The Times of Israel in December that it is working on amending the policy so it falls into compliance with the US legislation by basing the stipends on recipients’ financial needs rather than the length of the prison sentences.“US foreign assistance for the Palestinian people serves important US interests and values,” said Blinken in the statement. “It provides critical relief to those in great need, fosters economic development and supports Israeli-Palestinian understanding, security coordination and stability.”The Trump administration suspended virtually all aid to the Palestinians. US President Joe Biden campaigned on a pledge to restore the funding.While in the region, Blinken also formally announced plans to reopen a consulate in Jerusalem. US Secretary of State Antony Blinken visited Jordan Wednesday, wrapping up a two-day Mideast tour that aimed to shore up an Egypt-brokered ceasefire between Israel and Palestinian terror groups in Gaza.After meeting Egyptian President Abdel-Fattah el-Sissi — whom he praised for helping bring an end to the intense violence “relatively quickly” — he flew to Jordan, where half of the 10 million-strong population is of Palestinian origin.Blinken met King Abdullah II, following two days of regional talks — including with both Israeli and Palestinian leaders — to throw Washington’s support behind the truce that ended 11 days of rocket fire from the Gaza Strip into Israel and heavy Israeli retaliatory airstrikes.“Securing the ceasefire was important, particularly because of the devastating toll violence took on families on both sides,” Blinken told reporters after meeting with the Jordanian monarch in Amman, his final stop.“We see the ceasefire not as an end, but as a beginning of something to build on.”Following talks with Palestinian Authority President Mahmoud Abbas at his headquarters in the West Bank city of Ramallah, Blinken vowed to rebuild US relations with the Palestinians by reopening a consulate in Jerusalem, as well as give millions in aid for the war-battered Gaza Strip.The announcements signaled a break with US policy under former president Donald Trump, who had shuttered the diplomatic mission for Palestinians in 2019 and slashed aid to the Palestinian Authority.In the long term, Blinken evoked the “possibility of resuming the effort to achieve a two-state solution, which we continue to believe is the only way to truly assure Israel’s future as a Jewish and democratic state, and of course to give the Palestinians the state they’re entitled to.”After meeting Prime Minister Benjamin Netanyahu, he reiterated support for Israel’s right to defend itself against rocket attacks by Gaza’s Hamas rulers, adding that they must not benefit from the reconstruction aid.Hamas political chief Yahya Sinwar vowed Wednesday not to take “a single cent” of the aid, insisting that “we have never taken a cent in the past.”Rebuilding Gaza-On Wednesday, after meeting with Sissi, Blinken later said that both “believe strongly that Palestinians and Israelis deserve equally to live in safety and security,” and that “Egypt is vital to these aspirations.”Unlike the United States and many European governments, which boycott the Hamas terror group, Egypt maintains regular contacts.Last week, Sissi pledged $500 million to help reconstruction efforts in Gaza.Egypt was also the first Arab country to sign a peace treaty with Israel in 1979, with Jordan following suit in 1994.Cairo has sent delegations to both Tel Aviv and Gaza to watch over the implementation of the ceasefire, and has also been coordinating international relief and reconstruction aid for the enclave, which has been under Israeli and Egyptian blockade for nearly 15 years to prevent Hamas from building terror infrastructure.Blinken said Wednesday the US was in the process of providing more than $360 million in assistance to Palestinians, including $250 million announced in March and April.On top of that, the administration intended to provide $75 million in aid to the Palestinians, as well as $5.5 million in immediate disaster assistance for Gaza, and nearly $33 million for an emergency humanitarian appeal by the UN.The latest military escalation started when Hamas fired rockets at Jerusalem after clashes between Palestinians and Israeli police officers at the Temple Mount.Israeli security forces had also sought to quell protests against the threatened eviction of Palestinian families from homes in the East Jerusalem neighborhood of Sheikh Jarrah to make way for Jewish families.Rocket and other fire from Gaza claimed 13 lives in Israel, including one child and teenager, an Israeli soldier, one Indian national and two Thai workers, medics say. Some 357 people in Israel were wounded.Israeli airstrikes and artillery fire on Gaza killed 254 Palestinians, including 66 children, and wounded more than 1,900 people in 11 days of conflict from May 10, the health ministry in Gaza says. Israel asserts some 200 of those killed were terror operatives.

Qatar announced on Wednesday that it would provide $500 million for Gaza’s reconstruction after the coastal enclave was battered by Israeli airstrikes in 11 days of hostilities between the Jewish state and Palestinian terrorists earlier this month.“The state of Qatar announces $500 million in support for the reconstruction of Gaza,” Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman al-Thani tweeted.Qatar is a key backer of the Islamist terror group Hamas that controls the Gaza Strip.The funds aim to help Gazans “face the life challenges posed by the recent Israeli attacks, and to contribute to the reconstruction of service facilities in Gaza… in addition to the homes that were destroyed,” the official QNA news agency said.Al-Thani also vowed in a statement that Qatar will continue to support Palestinians so as to reach “a just and lasting solution by establishing their independent state in accordance with the Arab Peace Initiative,” referring to a Saudi-backed peace initiative first offered in 2002.Several countries have pledged funds to help reconstruct Gaza. Qatar’s regional rival Egypt has said it will also spend $500 million on reconstruction efforts. The United States has promised $37.5 million in immediate relief to the Gaza Strip, with millions more in development assistance to be distributed later.Qatar has funneled cash into the blockaded, Hamas-ruled enclave for years with Israeli approval. The Gulf state had already pledged $360 million in aid to Gaza at the beginning of the year.The announcement came amid diplomatic efforts to solidify a fragile Egypt-brokered truce that halted the fighting, with plans to rebuild Gaza.Al-Thani visited Cairo on Wednesday, as ties improve between the countries after a January declaration ended a diplomatic crisis that began in 2017 with a rift between Egypt, Saudi Arabia, the United Arab Emirates, and Bahrain on one side and Qatar on the other.The latest military confrontation between Israel and Hamas ended in a ceasefire early last Friday. It began on May 10 when Hamas launched a massive rocket barrage on Israeli cities, sparking IDF retaliatory strikes and 11 days of fighting, leaving 13 dead in Israel and over 240 fatalities in Gaza. The Israeli army said most of those killed in Gaza were terror combatants.
