After troops come under, fire IDF strikes Hamas posts in Gaza, killing 3-Palestinians open fire on Israeli troops during border riot, IDF tanks and aircraft hit Hamas positions in response as tensions spiral-By Judah Ari Gross-JUL 22,18-TOI
Palestinian terrorists opened fire at a group of Israeli soldiers during a riot along the southern Gaza security fence on Friday evening, prompting IDF tanks and aircraft to hit several Hamas posts, killing three people, the army and Palestinian officials said.“Shots were fired at IDF troops from the Gaza Strip during the violent riots along the security fence. In response, IDF aircraft and tanks targeted military targets throughout the Gaza Strip,” the army said in a statement.According to the Hamas-run Gaza health ministry, three Palestinians were killed in the strikes. The ministry first said two died during an initial exchange east of the city of Khan Younis in the southern Strip. It was not clear where the third man was killed.Residents of some southern Israeli communities were instructed to stay close to bomb shelters in light of the clash, apparently out of concern that terrorist groups in the Strip may begin launching mortar shells and rockets at the area. The reported clashes came amid a period of peak tensions between Israel and the Gaza-ruling Hamas terrorist group.Thursday saw a small-scale exchange of fire between the two sides, after a member of Hamas’s military wing was killed in an Israeli airstrike against a group of Palestinians launching incendiary balloons into southern Israel. In response, a number of mortar shells and rockets were fired at the Eshkol region, causing no damage or injury.Hamas’s military wing threatened retaliation for the death of its fighter, calling the airstrike, which killed one person and wounded three others, a “heinous crime.”The fighter, Abdel Karim Ismail Radwan, was buried on Friday in a large military-style funeral.Last weekend saw an extensive exchange between Hamas and the Israeli military, which was sparked by clashes along the broder.Last Friday, an IDF officer was moderately injured in a grenade attack by Gazans during a riot along the security fence, and a 15-year-old Palestinian teenager was also killed by IDF gunfire. In response to the attack that wounded the officer, Israeli jets conducted an air raid on Hamas targets in the Gaza Strip later that night. Hamas, in turn, launched a number of mortar shells and rockets at southern Israel. In the 24 hours that followed, Hamas and other terrorist groups in the Palestinian enclave fired some 200 projectiles at Israel, injuring four people in Sderot and damaging buildings throughout the area, and the IDF retaliated by hitting dozens of Hamas positions in the Strip, killing two teenagers.Hamas agreed to an Egyptian-brokered ceasefire on Saturday night, but Israel was not involved in the talks and the agreement did not include a cessation of the airborne arson attacks or riots along the border — key sticking points for Israel, which is demanding an end to all violence and vandalism from the coastal enclave. On Friday, Defense Minister Avigdor Liberman warned that Israel was prepared to launch a “large and painful military operation” if the violence along the border did not stop, including the incendiary kites and ballooons.“We are trying to be considerate and responsible, but the heads of Hamas are forcibly leading us to a situation of not having a choice, to a situation in which we will need to carry out a large and painful military operation — not something that’s just for show, but a large and painful military operation,” he said.
Hungary’s Orban visits Western Wall to wrap up Israel trip-Ending brief, controversial visit, Hungarian prime minister places note in cracks of Jerusalem holy site, learns history of Temple Mount-By AFP and TOI staff-JUL 22,18
Hungarian Prime Minister Viktor Orban on Friday ended a brief but controversial trip to Israel with a visit to the Western Wall in Jerusalem.Wearing a dark hat in homage to Jewish practice that says men must not go bare-headed, Orban arrived at the Western Wall — the holiest place at which Jews are allowed to pray — accompanied by its rabbi, Shmuel Rabinovitch. He placed a note in a crack, in keeping with the tradition of slipping written prayers or requests in between the stones, which formed a retaining wall of the Second Temple, destroyed by the Romans in the first century CE.Orban and his wife, Aniko Levai, also heard a historical account of the adjacent Temple Mount, looking at a model of the site. While he extolled his country’s burgeoning ties with Israel during his visit, the Hungarian premier, who arrived on Wednesday evening, has been accused of fanning anti-Jewish sentiment back home.“I can assure the prime minister that Hungary has a policy of zero tolerance toward anti-Semitism,” Orban told Prime Minister Benjamin Netanyahu on Thursday. His host defended the visitor against accusations of stoking anti-Semitism.“I heard you speak as a true friend of Israel about the need to combat anti-Semitism,” Netanyahu said, noting that Orban’s government had spent millions of dollars renovating synagogues.Orban, who described Netanyahu and himself as “a Jewish patriot and a Hungarian patriot,” lauded cooperation between the two nations. On Thursday Orban also laid a wreath and lit a candle in the Hall of Remembrance at the Yad Vashem Holocaust memorial. He stayed silent for most of the ceremony, and signed his name and his wife’s name in the guest book, but did not add any words, as visiting leaders often do.Yad Vashem said in a statement that Orban’s tour “included details regarding the cooperation of Hungarian authorities with Nazi Germany under the leadership of Miklós Horthy and his successor.”A year ago, Orban hailed as an “exceptional statesman” Hungary’s wartime leader and Nazi ally Horthy, who enacted anti-Jewish laws and under whose watch over half a million Jews were deported to Auschwitz during the Holocaust.Orban has also come under fire for launching a poster campaign targeting the Hungarian-born Jewish philanthropist George Soros, accusing him of seeking to flood the country with refugees. In a break with protocol for EU leaders, who usually visit Palestinian Authority President Mahmoud Abbas in Ramallah during such trips, Orban did not meet the Palestinian leader.Netanyahu has sought closer ties with European nations willing to provide strong backing to Israel at the United Nations and in the European Union.Hungary in December abstained when the UN General Assembly voted overwhelmingly to reject the US recognition of Jerusalem as Israel’s capital. It also joined the Czech Republic and Romania in blocking an EU statement criticizing Washington’s decision to move its Israel embassy to Jerusalem.“You have stood up for Israel time and time again in international forums,” Netanyahu said Thursday. “It is deeply appreciated, and it is important.”

Liberman: Hamas leaders dragging Israel toward ‘large and painful’ Gaza war-In Sderot, defense minister blames Strip's terrorist rulers for current 'unreasonable' situation, says Egypt and UN working to negotiate a return to calm-By Judah Ari Gross-TOI-JUL 22,18
Defense Minister Avigdor Liberman on Friday indicated that Israel was prepared to go to war if the stream of incendiary kites and balloons and other forms of violence from the Gaza Strip did not cease.“We see in the newspapers that you don’t go to war over kites and fires. However, any reasonable person who sees a natural grove burned or thousands of dunams of agricultural fields scorched understands that this situation is unreasonable,” Liberman said at a press conference in the town of Sderot, just outside the Palestinian coastal enclave. The defense minister blamed the heads of the Hamas terror group, which rules Gaza, for the recent weeks of violence and the looming threat of war.“We are trying to be considerate and responsible, but the heads of Hamas are forcibly leading us to a situation of not having a choice, to a situation in which we will need to carry out a large and painful military operation — not something that’s just for show, but a large and painful military operation,” he said.“I think that the only people responsible for this are the heads of Hamas, but unfortunately all the residents of Gaza will be forced to pay the price,” Liberman added. The defense minister said Israel was prepared to “carry out an operation that is of a much wider scope and much more painful than Operation Protective Edge” — the Israeli name for the 2014 Gaza war.Liberman said a source of the renewed violence and tensions was the loss of Israel’s deterrence over Hamas, which it needed to restore.“We are acting responsibly and with restraint, despite the fact that the real problem is the erosion of the deterrence, a shift in the balance, and, of course, the feeling of security, which is no less important than the security itself,” he said.Liberman’s comments came as the military prepared for another day of violence along the Gaza security fence. Last Friday, riots along the border resulted in an IDF officer being moderately injured in a grenade attack by Gazans and a 15-year-old Palestinian teenager being killed by IDF gunfire. In response to the attack that wounded the officer, Israeli jets conducted an air raid on Hamas targets in the Gaza Strip later that night. Hamas, in turn, launched a number of mortar shells and rockets at southern Israel. In the 24 hours that followed, Hamas and other terrorist groups in the Palestinian enclave fired some 200 projectiles at Israel, injuring four people in Sderot and damaging buildings throughout the area, and the IDF retaliated by hitting dozens of Hamas positions in the Strip, killing two teenagers.Hamas agreed to an Egyptian-brokered ceasefire on Saturday night, but Israel was not involved in the talks and the agreement did not include a cessation of the airborne arson attacks or riots along the border — key sticking points for Israel, which is demanding an end to all violence and vandalism from the coastal enclave.“Accepting a reality like this, when last weekend residents of the Gaza periphery were forced to run to bomb shelters and preparing safe rooms is an inseparable aspect of preparing for Shabbat — this is intolerable,” Liberman said Friday.According to the defense minister, during the IDF’s airstrikes last Saturday — some of the most extensive since the 2014 Gaza war — the fighter jets dropped “almost 50 tons of ordnance on Hamas key strategic sites.”Thursday saw another bout between the two sides, albeit a far smaller one, after a member of Hamas’s military wing was killed in an Israeli airstrike against a group of Palestinians launching incendiary balloons into southern Israel. In response, a number of mortar shells and rockets were fired at the Eshkol region, causing no damage or injury, and Hamas vowed revenge.Liberman said Israel was not in direct contact with Hamas in an effort to negotiate an extensive ceasefire, which would put an end not only to rocket attacks but also the incendiary kites and balloons. However, he said, Jerusalem was indirectly communicating with the group through intermediaries.“There’s no communications with Hamas. We are in close contact with the relevant bodies: be it Egypt or the United Nations representative,” the defense minister said.Liberman, as he has many times in the past, called on residents of the Gaza Strip to force Hamas to end its violent ways.“We can go back to a reasonable, civil reality, with economic incentives in response to a total end to the terror and provocations along the fence,” he said.Later on Friday, Palestinians were expected to converge on the border fence to ostensibly demonstrate against the Israeli blockade on the Strip, in what is seen as a key test of whether the sides can retreat from a seemingly inevitable march toward war. There are signs already that the hoped for calm may fail to materialize.Thursday’s airstrike on Gazans taking part in launching incendiary balloons over the border marked a serious escalation in Israel’s efforts to stop the flying objects, which have wreaked havoc in Israeli communities near the border and upped political pressure for the military to take a harder stance against perpetrators.Until Thursday, the IDF had mostly fired warning shots near those seen preparing the devices — which also include booby-trapped balloons with explosives, according to Israel — staunchly resisting calls from politicians to use lethal force against Gazans launching them.Earlier in the week, Palestinian reports indicated that Hamas had agreed to halt the kite and balloon launches gradually after coming under Egyptian pressure.Israeli authorities have maintained they are prepared to invade Gaza and go to war over the issue. On Tuesday, Prime Minister Benjamin Netanyahu said Israel was already in a “military campaign,” as troops nearby drilled for an invasion of Gaza City. The army said the exercise had been planned in advance and was unconnected to recent events.-‘Hamas must change’-The border tensions have threatened to derail the release of a long-awaited US peace plan, which reportedly include mechanisms for dealing with Gaza and the West Bank separately. In an op-ed published in the Washington Post late Thursday, US negotiators Jared Kushner and Jason Greenblatt, along with US Ambassador David Friedman, indicated that the US and other countries were prepared to offer humanitarian aid to the beleaguered Strip, but were stymied by Hamas’s commitment to fighting Israel.“International donors are conflicted: Should they try to help the people directly, at the certain risk of enriching terrorists, or withhold funding to Hamas and watch the people it is supposed to govern suffer?” Kushner, Greenblatt and Friedman wrote. In what may be seen as a shift, the three said they would be willing to work with a reformed Hamas, seemingly retreating from the stance that the terror group allow the Palestinians Authority to retake power in the Strip.“There are engaged, interested parties with resources who are ready to get to work. Yet without real change accompanied by reliable security, progress is impossible,” they wrote. “If Hamas demonstrates clear, peaceful intentions — not just by word but, more importantly, by deed — then all manner of new opportunities becomes possible.”Times of Israel staff contributed to this report.
Israeli military unveils new ‘dual-use’ tank-Merkava 4 Barak, designed for guerrilla warfare conditions, will utilize sensors to give commanders full view of surroundings-By AFP-JUL 22,18
The Israeli army on Thursday revealed details of a new tank it is developing, designed more for use in guerrilla warfare conditions. The Merkava 4 Barak, scheduled to be operational in three years, will be the latest of the Israeli Merkava tank series, which has traditionally focused on combating the conventional forces of neighboring Arab states. The military said the new model reflected an understanding that the theaters of conflict it faces are changing.“The enemy won’t necessarily be states and armies, but rather an enemy that uses people,” Brigadier General Guy Hasson, head of the army’s armored corps, said. The “dual-use” tank contains technologies including a sensor system in the helmet that gives the commander a full view of the surroundings. The model — which will also be equipped with a computer system based on artificial intelligence — is designed to be more secure in the confines of guerrilla clashes.

European heatwave brings drought, wildfires-[AFP]-Alice RITCHIE-YAHOONEWS-July 22, 2018
London (AFP) - Wildfires in the Arctic Circle, drought-stricken farmers and a spike in hospital treatment for sunburn: an unusually long heatwave this summer has northern Europe in its grip.Farmers across the region have warned that crop yields will be down while poor grass quality is affecting the quality of milk and the availability of animal fodder. In Sweden, where temperatures are the highest for a century, farmers are even sending their animals to slaughter because there is no hay left to feed them.Their plight is extreme, but echoes concerns across Europe with weeks of soaring temperatures and little rain.Poland has asked the EU for financial aid after more than 91,000 farms were affected by an unusual spring drought, according to the agriculture ministry.Latvia declared a national state of disaster in its farms sector in June and also requested early payment of agricultural subsidies from Brussels.A massive wildfire forced the evacuation of a village in western Latvia earlier this week, which firefighters were still struggling to contain on Friday.Volunteers, including local farmers who helped transport water through the forests in their tractors, joined the army and national guard to help fight the blaze. The high temperatures also brought downpours, including flash flooding in the Tatra mountain area spanning the Polish-Slovak border.Around 300 people were evacuated on Thursday night from a village on the Slovak side, rescue officials said.In Germany, which suffered a drought in May and June, agricultural producers warned the harvest this year will be down by between 20 and 50 percent.A wildfire earlier this month in the eastern state of Saxe-Anhalt had destroyed 80 hectares (198 acres) of forest. In Britain, a wildfire on Saddleworth moor in northwest England, believed to have been started by arson, raged for three weeks before it was put out on Thursday. With just 47 millimetres (1.8 inches) of rain recorded in Britain between June 1 and July 16, fire chiefs have warned that parks and other grasslands are like a "tinderbox".Last weekend saw an area the size of 100 football pitches burn near Epping Forest, east of London.- 'Praying for rain' -"I never thought I'd say this, but we are praying for rain," said the British capital's fire chief Dany Cotton.A ban on hosepipes and sprinklers is being introduced in northwest England on August 5, prompting advice for people to water their gardens with bath water.Meanwhile, doctors warned of an increase in hospital attendance and admissions due to dehydration and sunburn, particularly among elderly patients.Elsewhere, Portugal's interior ministry said it would be sending two amphibious fire-fighting planes to Sweden, battling the heatwave and a drought which have combined to spark a number of wildfires in southern regions.France, Italy, Poland and Norway have also responded to Swedish appeals for help. The boot was on the other foot last year when Portugal had to call on its neighbours to help contain a series of deadly forest blazes which left 112 people dead.burs-ar/dt/cw/boc.
EU nations help Sweden as wildfires rage above Arctic Circle-[Associated Press]-JARI TANNER-YAHOONEWS-July 22, 2018
HELSINKI (AP) — Sweden is fighting its most serious wildfires in decades — including blazes above the Arctic Circle — prompting the government to seek help from the military, hundreds of volunteers and other European nations. As of Friday, over 50 blazes were torching forests, mostly in central and western Sweden but also in the north, above the Arctic Circle, and on the Baltic Sea island of Gotland. No deaths or injuries have been reported so far but large evacuations have taken place and thousands of people have been warned to remain inside with the windows shut to avoid breathing the smoky air. Finland and Norway have also reported wildfires in the past few days. Some 500 voluntary soldiers from the Swedish military have been dispatched to help with Black Hawk helicopters in the central region of Alvdalen. In some areas emergency rescue services have called for all able-bodied men to help out putting the wildfires that have raged this week."This is a serious situation and the risk for forest fires is extremely high in the whole country," said Jakob Wernerman, operative head of the Swedish Civil Contingencies Agency that is coordinating firefighting efforts. The fires have come as Europe's Nordic region has experienced an intense heat wave in the past week. Temperatures have reached over 32 degrees Celsius (90 Fahrenheit) throughout Finland, Norway and Sweden. The weather also has been dry with no substantial rain for weeks — making the region's brush and forests highly flammable.Swedish Prime Minister Stefan Lofven said Friday that his government is working "every minute" to get necessary resources to the hundreds of firefighters and emergency workers.Sweden has received assistance — including water-bombing planes, helicopters and staff — from Italy, France and Norway. Denmark, Germany and Lithuania have also pledged to help.France on Thursday delivered two Canadair CL-415 water-bombing planes, which can carry 6,000 liters (1,585 gallons) of water at a time. Italy dispatched similar planes to Sweden earlier this week.Swedish media have shown dramatic footage of blazing forests, helicopters dropping water and firefighters trying to put out flames. The Aftonbladet tabloid has run a special section titled "Sweden is burning!" that just covers news on the blazes. In an interview, water-carrying helicopter pilot Bjorn Franzen noted the difficulty of the mission."We fly mostly in low altitude. It's often difficult to see anything from the smoke," he told Aftonbladet. "It can be extremely difficult to see where our input is needed. Sometimes the wind changes direction and then we need to resort to different tactics."
Texas power use to keep hitting records during heat wave: ERCOT-[Reuters]-YAHOONEWS-July 22, 2018
(Reuters) - Homes and businesses in Texas used record amounts of power for a second straight day on Thursday and are expected to use even more in the coming days as consumers crank up air conditioners to escape a brutal heat wave, according to the operator of much of the state's power grid.To keep those air conditioners humming, Texas utilities are buying electricity from all sources, which boosted power prices to a near seven-year high earlier in the week. The Electric Reliability Council of Texas (ERCOT) said demand reached 73,259 megawatts on Thursday, topping the prior all-time high of 72,192 MW on Wednesday. One megawatt can power about 1,000 U.S. homes. That topped the grid's forecast high of 72,756 MW for this summer.High temperatures in Houston were expected to reach 99-102 degrees Fahrenheit (37-39 Celsius) every day from July 16-23, according to AccuWeather. The 101-102 degree highs forecast for Friday-Monday would break record highs for those days set in 2000 and 2016.The normal high in Houston, the fourth-largest U.S. city, at this time of year is 94-95 degrees F.ERCOT forecast usage would set a new high of 73,273 on Friday before slipping to 72,828 MW on Saturday and 72,487 MW on Sunday, as many businesses close for the weekend. On Monday, which is expected to be the hottest day of this lingering heat wave, ERCOT projected usage would spike to another new high of 75,597 MW before temperatures and demand ease later in the week.Power prices at the ERCOT North hub fell to a still relatively high $176 per megawatt hour on Thursday from $300 on Wednesday and a near seven-year high of $351 on Tuesday. That compares with an average of $41.33 so far this year and $26.67 for all of 2017.Despite the retirement of three big coal plants in early 2018, ERCOT has said it expects to have sufficient operational tools to manage tight reserves and maintain system reliability this summer. Those tools include using a previously mothballed power plant, imports from other regions, consumer conservation and demand response efforts, which compensate consumers for cutting electric usage.ERCOT manages the grid for 24 million Texas customers, representing about 90 percent of the state's electric load. The biggest power utilities in Texas include units of Sempra Energy, CenterPoint Energy Inc and American Electric Power Co Inc.(Reporting by Scott DiSavino; Editing by Bernadette Baum)

(Reuters) - Electric prices in some U.S. Western markets rose to their highest in more than four years as power generators compete for dwindling natural gas supplies to keep air conditioners humming as a heat wave bakes much of the region.Utilities in California and Arizona were competing for gas supplies with Texas, where much of the region's gas is piped in from.Power generators in Texas have been burning as much gas as they can to meet demand, which peaked at an all-time high for a second day in a row on Thursday and is expected to keep hitting new highs over the next few days as a brutal heat wave blankets the state.Power prices at the Palo Verde hub in Arizona soared to $155.50 per megawatt hour on Thursday, the highest since February 2014, from $55.00 on Wednesday. That compares with averages of $28.13 since the start of the year and $32.94 for all of 2017.Temperatures in Phoenix, the nation's fifth-biggest city, are forecast to top 110 degrees Fahrenheit (43 Celsius) for most of next week, according to AccuWeather. That is hot even for the city, where the mercury has hit the triple digits every day since the end of May and the normal high at this time of year is 106 degrees F.The biggest power company in Arizona is a unit of Pinnacle West Capital Corp.In Southern California, power and gas prices jumped on Thursday to their highest since February with temperatures in some desert cities expected to top 100 degrees F next week.Southern California Gas (SoCalGas), which supplies gas to over 25 million consumers in Southern California, warned customers on Thursday that they may be required to reduce their gas use next week, if supplies run short.Although high temperatures in Los Angeles were expected to remain near normal levels of around 84 degrees F through Sunday, the mercury in the City of Angels is expected to jump into the mid-90s during much of next week, according to AccuWeather.Gas supplies are expected to remain tight in Southern California this summer and winter due to reduced availability from SoCalGas' Aliso Canyon storage facility in Los Angeles, following a massive leak between October 2015-February 2016, and ongoing shutdowns of several pipelines.SoCalGas is a unit of California energy company Sempra Energy.(Reporting by Scott DiSavino; Editing by Steve Orlofsky)

Buses begin ferrying Syrian rebels from border area with Israel-Transfer of anti-Assad fighters and civilians from southern Syria will again bring regime and Israeli troops face-to-face along Golan frontier-By Agencies-JUL 22,18-TOI
Syrian state media on Friday said rebels in the country’s southwest Quneitra province began leaving on buses to northwest Syria, after giving up their fight against government forces along the frontier with Israel. The evacuation, once completed, will put the Syrian government face-to-face with Israel along most of its frontier for the first time since 2011, when an uprising against President Bashar Assad’s rule swept through the country. The transfers come under a deal agreed this week between Russia and Syrian rebels in Quneitra province that will restore state control over the sensitive zone.Rebels will hand over territory they control in Quneitra and the neighboring buffer zone with the Golan Heights. The deal also provides for the evacuation to northern Syria of any rebels and jihadist fighters who refuse to live under government control. On Friday afternoon, buses began taking civilians and armed fighters out of opposition-held territory through the town of Jaba, state television said.It said they would be taken north to Idlib which is under jihadist and rebel control. The channel earlier reported more than 50 buses were prepared to ferry people north.Vehicles had been arriving in Syria’s south since Thursday, said the Syrian Observatory for Human Rights.“As the convoy of buses was gathering, one of the drivers lost control and four people, including two women, were run over and killed,” said the Britain-based monitor.Fighters then fired their weapons, wounding a bus driver.Observatory head Rami Abdel Rahman said it was still unclear exactly how many people would ultimately be evacuated.Among them were members of Hayat Tahrir al-Sham (HTS), an alliance led by Al-Qaeda’s Syria affiliate which refused to sign up to the deal.Quneitra is a thin, crescent-shaped province wedged between the buffer to the west and Daraa province to its east. One month ago, Syria’s regime launched an operation to retake rebel areas in Daraa and Quneitra, using military force and surrender deals brokered by its Russian ally.Fighting forced several hundred thousand people to flee, and as many as 140,000 remain displaced in Quneitra, according to the United Nations. The UN’s humanitarian coordination office (OCHA) warned they are inaccessible to aid organizations based around an hour away in Damascus because of a lack of approvals. Both Israel and Jordan, which shares a border with Syria, have kept their borders closed to the displaced, though Israel has provided food, tents, fuel and medical aid to Syrians sheltering in the area.Israel has been providing humanitarian aid and medical care to Syrians living in the Quneitra and Daraa provinces in the country’s southwest since 2013. This practice stepped up and became formalized in 2016 under an IDF program known as Operation Good Neighbor. The full extent of the project was only revealed a year after it was founded. These transfers of humanitarian aid and acceptance of injured Syrians into Israeli hospitals have stepped up in recent weeks, since the Assad regime’s offensive began on June 19, according to Israeli officials. In addition, Israel has insisted that Syria abide by the 1974 Separation of Forces Agreement, reached following the Yom Kippur War the year before, which established a demilitarized zone along the border between the two countries. Syria is still formally at war with Israel.Under the terms of the deal, a rebel source told AFP, Syrian and Russian forces are to enter the buffer zone.Israel has threatened a “strong response” to any violations of the disengagement accord and also vowed it will prevent archenemy Iran from establishing a military presence in Syria, where it is fighting on behalf of the Assad regime.Times of Israel staff contributed to this report.
Two Palestinians said killed in exchange of fire on Gaza border-Palestinians open fire on Israeli troops during border riot, IDF tank reportedly shells a Hamas position-By Judah Ari Gross-TOI-JUL 22,18
Palestinian terrorists opened fire at a group of Israeli soldiers, prompting clashes that left two Gazans killed during a riot along the southern Gaza security fence on Friday evening. In response, Israeli tanks and aircraft fired at a number of Hamas positions in the Gaza Strip, the Israel Defense Forces said.“Shots were fired at IDF troops from the Gaza Strip during the violent riots along the security fence. In response, IDF aircraft and tanks targeted military targets throughout the Gaza Strip,” the army said in a statement.According to the Hamas-run Gaza health ministry, two Palestinians were killed by Israeli troops during the exchange east of the city of Khan Younis in the southern Strip.Residents of some southern Israeli communities were instructed to stay close to bomb shelters in light of the clash, apparently out of concern that terrorist groups in the Strip may begin launching mortar shells and rockets at the area.
Buses arrive to ferry Syria rebels out of zone near Golan – monitor-Rebels to hand over territory they control in Quneitra and neighboring buffer on Israel's northern border, says Observatory for Human Rights-By AFP-JUL 22,18
BEIRUT, Lebanon — Buses were gathering on Friday in a southwestern sliver of Syria near the Golan Heights to transfer rebel fighters and civilians to opposition territory further north, a monitor said. The transfers come under a surrender deal agreed this week between Russia and Syrian rebels in Quneitra province that will see the sensitive zone fall back under state control.Rebels will hand over territory they control in Quneitra and the neighboring buffer zone adjacent to Israel’s northern border, a war monitor and a rebel source told AFP.The deal included safe passage to northern Syria for any hardliners who refuse to live under government control, and buses began entering the area Friday to carry out the transfers, according to the Syrian Observatory for Human Rights.“The buses reached government-controlled territory in Quneitra on Thursday, and today they began crossing into opposition areas for the evacuation,” said Observatory head Rami Abdel Rahman. He said it remained unclear how many fighters and civilians would ultimately be evacuated, but that the buses would likely be picking up people from multiple locations in Quneitra and the adjacent buffer.A rebel source told AFP that the evacuations were expected to begin around mid-morning on Friday.Quneitra is a thin, crescent-shaped province wedged between the buffer to the west and the Syrian province of Daraa to its east. The UN’s humanitarian coordination office (OCHA) warned they are inaccessible to aid organisations based around an hour away in Damascus because of a lack of approvals. Both Israel and Jordan, which shares a border with Syria, have kept their borders closed to the displaced.
China shows rising interest in Middle East during Xi visit to UAE-[Reuters]-YAHOONEWS-July 22, 2018
RIYADH (Reuters) - China and the United Arab Emirates signed a raft of financial, business and trade agreements on Friday during a visit by President Xi Jinping to the UAE that signaled energy-hungry Beijing's rapidly growing interest in the Middle East.Xi made the first visit by a Chinese leader to the Gulf state in 29 years, meeting two of its most powerful leaders, Sheikh Mohammed bin Rashid Al Maktoum, ruler of Dubai, and Sheikh Mohammed bin Zayed Al Nahyan, crown prince of Abu Dhabi. They announced 13 agreements and memoranda of understanding, including approval for the first Chinese state-owned financial services firm to set up in Abu Dhabi's AGDM financial center. The Abu Dhabi National Oil Company (ADNOC) and the China National Petroleum Corporation (CNPC) agreed to explore joint business opportunities."We have many areas of political and economic agreement and a solid base of projects in the energy, technology and infrastructure sectors. More importantly (we have) a strong political will to start a greater phase of cooperation and integration," Sheikh Mohammed bin Rashid wrote in a Twitter post in Arabic on Friday."Today, we have exemplary relations with China and a Chinese leadership that sees the UAE as main strategic partner in the region," he added. As both a major energy exporter and a hub for international trade, the UAE is an important part of Xi's "Belt and Road" initiative to invest in infrastructure linking China by both sea and land to markets in Asia and Europe.China is the UAE's second largest trading partner and biggest source of imports. The UAE is the gateway for about 60 percent of China's exports to the Middle East, and on its own accounts for around a quarter of total Arab trade with China.Trade reached nearly 200 billion dirhams ($54.5 billion) in 2017, and more than 1 million Chinese visited the UAE. The UAE aims to double these numbers over the coming period, according to a tweet by Sheikh Mohammed bin Rashid on Thursday. In 2013, Xi outlined the Belt and Road initiative which involves billions of dollars of infrastructure investment to reinvigorate the ancient overland silk road trade route and develop a new sea equivalent. The UAE sits close to both routes.China has traditionally played little role in Middle East conflicts or diplomacy despite its reliance on the region for oil, but has stepped up its involvement since Xi came to power six years ago. Beijing has had to tread carefully, though, with Gulf Arab states like Saudi Arabia and the UAE, as China also has close ties with their rival Iran.(This version of the story has been refiled to fix typo in headline.)(Reporting by Marwa Rashad; Additional reporting by Ghaida Ghantous; Editing by Peter Graff)
