PAHOA, Hawaii (Reuters) - A tide of molten rock turned a Hawaii street into a volcanic wasteland on Friday as the number of homes destroyed by the erupting Kilauea volcano soared and authorities told residents to flee a surge of lava heading towards them.The destructive fury of the erupting Kilauea volcano was unleashed on the Big Island's Leilani Estates housing development, with the number of homes and other structures destroyed leaping to 82 from a previous count of 50, according to the Federal Emergency Management Agency.Some 2,200 acres (890 hectares) of land have been torched by lava since May 3, in what is likely to be the most destructive eruption of Kilauea in more than a century, according to the County of Hawaii."There were eight houses taken on this road in 12 hours," Ikaika Marzo said in a Facebook video as he stood on Kaupuli street and showed a black, glass-like lava field where his cousin's house previously stood.Magma spewed from 100-foot-high (30-meter-high) cinder cones and formed elevated ponds of molten rock that were expected to soon overflow and stream into the next rows of homes - Kahukai Street and Mohala Street. Firefighters went door to door evacuating residents before the lava arrived."It's this tide of lava that rises up and overflows itself on the edges and keeps rising and progressing forward," U.S. Geological Survey geologist Wendy Stovall told journalists on a conference call.Around 37 structures are already "lava locked," meaning homes are inaccessible, and people who do not evacuate may be trapped by lava flows."Any residents remaining in the current affected areas should evacuate now," Hawaii County Civil Defense said in an alert.Magma is draining underground from a sinking lava lake at Kilauea's 4,091-foot (1,247-meter) summit before flowing around 25 miles (40 km) east and bursting from giant cracks, with two flows reaching the ocean just over three miles (5 km) distant.Stovall declined to comment on lava volume being emitted. PAHALA, Hawaii (Reuters) - A third lava flow from Hawaii's erupting Kilauea volcano streamed into the ocean on Thursday as U.S. Marine Corps helicopters stood by to evacuate a Big Island community should molten rock or huge cracks block its final escape route.Six huge fissures sent rivers of molten rock through a blackened, volcanic wilderness that was once jungle, farmland and rural homes.Kilauea, one of the world's most active volcanoes, entered the fourth week of what may be an unprecedented, simultaneous eruption at its summit crater and along a six-mile (9.7-km) string of fissures 25 miles (40 km) down its east flank.At about 6 p.m. local time on Thursday, the volcano erupted at its summit, sending ash 10,000 feet (3000 m) into the air. The violence has tapered off since but there are still sporadic flare-ups.Since the border protests began, 113 Palestinians have been killed by Israeli fire, Gaza medical officials said.Most of the participants on Friday kept their distance and remained about 800 meters from the fence. SASKATOON — A Saskatchewan mother hopes a court decision ordering the province to allow gender markers to be removed from birth certificates when requested — even for children — will help to further change people's attitudes.Fran Forsberg of Saskatoon filed a human rights complaint four years ago on behalf of her now 10-year-old daughter Renn to have the gender box on her birth certificate that was marked with an 'M' changed to an 'F.'She further asked that the box be removed all together.Earlier this week, the provincial government agreed to the change and a judge in Regina ordered the move, opening the door for changes to all government identification in Saskatchewan and setting a legal precedent in Canada."I'm just so glad it's over and I am so happy for other children, as well as other non-binary people," Forsberg said Friday."Hopefully this will start the ball rolling for people educating and opening their minds and hearts for the rest of the world."There's no reason to have gender on government ID or birth certificates. No reason at all."A second youth, 17-year-old Jordyn Dyck of Regina, joined the complaint last year. Jordyn's father, Dustin Dyck, said they were overjoyed by the decision.He said Jordyn has been bullied for being non-binary and hopes being able to show proof with new ID will stop most of it.Saskatchewan is not the first to make the change. Earlier this month, Ontario started allowing residents to opt out of displaying a gender designation on their birth certificates.But the Saskatchewan Human Rights Commission says Saskatchewan is the first to be ordered by a court to allow the removal of gender boxes on the documents. The commission took the two complaints to court and, although there was supposed to be a hearing, the government agreed beforehand that its Vital Statistics Act violates its Human Rights Code.Justice Lana Krogan then ordered that Renn and Jordyn receive new birth certificates in the coming days and that the province amend its legislation within 45 days.Lawyer Larry Kowalchuk, who represented the two youths, said the decision forces the government to fix the problem for others."It will allow everyone in Saskatchewan who has a case or who is about to have a case to have their marker changed, regardless of age, from 'F' to 'M' or 'M' to 'F' or to have no marker at all," he said.He added that the judge's ruling will likely apply to other forms of identification in Saskatchewan — driver's licences and health cards — and can act as precedent in other provinces.The Saskatchewan Ministry of Justice did not respond for a request to comment on the decision.But David Arnot, chief commissioner of the Saskatchewan Human Rights Commission, said the province has indicated it will comply.He said the ruling will take care of eight other complaints currently before the commission.Alberta, the Northwest Territories and Newfoundland allow for non-binary markers, such as an 'X', on their birth certificates.But Arnot said an 'X' can still mark some people for discrimination."Certainly we know that trans and fluid people face discrimination with housing and employment and in some cases travel. SEOUL, South Korea (AP) -- North Korean leader Kim Jong Un and South Korean President Moon Jae-in met for the second time in a month on Saturday, holding a surprise summit at a border truce village to discuss Kim's potential meeting with President Donald Trump, Moon's office said.Kim and Moon met hours after South Korea expressed relief over revived talks for a summit between Trump and Kim following a whirlwind 24 hours that saw Trump cancel the highly anticipated meeting before saying it's potentially back on.The quickly arranged meeting seemed to demonstrate Kim's urgency to secure a summit with Trump, which may provide his best shot at saving his economy from crushing sanctions and win security assurances in a region surrounded by enemies, analysts say.It remains unclear whether Kim would ever agree to fully abandon his nuclear arsenal in return. Moon has insisted Kim can be persuaded to abandon his nuclear facilities, materials and bombs in a verifiable and irreversible way in exchange for credible security and economic guarantees.Moon, who brokered the summit between Washington and Pyongyang, likely used Saturday's meeting to confirm Kim's willingness to enter nuclear negotiations with Trump and clarify what steps Kim has in mind in the process of denuclearization, said Hong Min, a senior analyst at Seoul's Korea Institute for National Unification."While Washington and Pyongyang have expressed their hopes for a summit through published statements, Moon has to step up as the mediator because the surest way to set the meeting in stone would be an official confirmation of intent between heads of states," Hong said.South Korean presidential spokesman Yoon Young-chan said Moon will reveal details of his meeting with Kim on Sunday.Koh Yu-hwan, a North Korea expert at Seoul's Dongguk University and a policy adviser to Moon, said the two leaders likely discussed bridging the gap between Washington and Pyongyang on what a deal on the North's nuclear weapons would look like.U.S. officials have talked about a comprehensive one-shot deal in which North Korea fully eliminates its nukes first and receives rewards later. But Kim, through two summits with Chinese President Xi Jinping in March and May, has called for a phased and synchronized process in which every action he takes is met with a reciprocal reward from the United States.Koh said Moon would try to persuade Kim to accept an alternative approach advocated by Seoul, in which the North's comprehensive commitment and credible actions toward denuclearization are followed by a phased but compressed process of declaration, inspection and verifiable dismantling. On June 7 in Ontario, people who vote will go to their polling stations and do one of two things.They’ll either vote sincerely for the party they want to lead the province, or they’ll vote strategically against the one they don’t want to lead.Advance polling in the province right now has the New Democrats tied with the Progressive Conservatives for votes, and an IPSOS poll has found that about half of NDP voters polled said their vote was intended to keep the Liberal and PC parties from winning.“They’re voting against two things instead of voting for one thing,” political strategist Jim Warren said. “They want to throw the government out and they don’t like the personality of Doug Ford so they’re going to vote NDP even though they don’t know much about the leader or the politics.”Strategic voting — making a single vote ‘count’ by casting it not in the hopes that a preferred party will win, but in the hopes that an unpopular party won’t — is an appealing option to voters in a situation where there isn’t a single exceptional candidate or a candidate is particularly divisive.But Warren warns there are situations where voting strategically can have unintended consequences.For example, Warren said, the effectiveness of a strategic vote depends on the behaviour of other voters, and that behaviour can be hard to predict. Polls can paint a different picture from one week to the next as parties jockey for popularity and voters change their minds.“You don’t know because you can’t tell ahead of time what everyone else is doing. It’s not really a concerted effort,” Warren said. “And when you get unintended consequences is when you vote against somebody rather than voting for somebody.”For example, strategic voter might choose to cast her ballot with the party she believes will defeat the one she doesn’t want to win, only to have a third party gain popularity and throw her predictions off. AUSTIN, Texas — The family of one of the students killed in a Texas high school shooting filed a lawsuit against the alleged gunman's parents, claiming the shooter's father didn't properly secure the weapons and were negligent in entrusting him with firearms.Authorities charged Dimitrios Pagourtzis, a 17-year-old student Santa Fe High School, with capital murder in the May 18 attack that killed eight students and two substitute teachers. Investigators said Pagourtzis used a shotgun and pistol belonging to his father that had been kept in a closet.Texas law states that guns can't be made accessible to children under 17, with exceptions such as hunting or when under parent supervision. Parents can be charged with a misdemeanour punishable by up to one year in jail and $4,000 in fines if the child fires the weapon and causes serious injury or death.Christopher Stone and Rosie Yanas, whose son Chris Stone, 17, was killed, filed a lawsuit in Galveston County on Thursday. Stone's funeral was Friday.The lawsuit also argued that Pagourtzis' parents didn't obtain mental health counselling for their son and didn't warn the public about his "dangerous propensities." Dimitrios Pagourtzis posted a photo of a T-shirt emblazoned with the phrase "Born to Kill" on social media, and Gov. Greg Abbott has said the teenager had journals with writings indicating he planned the attack.Pagourtzis family attorney Nicholas Poehl said he only represents them in the criminal case against the son and declined comment on the civil lawsuit. He did not know when the family would have attorney in the civil matter.The lawsuit is not the first of its kind following a mass shooting.Most recently, the family of one of the four people killed in a shooting at a Waffle House restaurant in Nashville, Tennessee, sued the suspected gunman's father, accusing the Illinois man of negligence. Friends and family described him as brave "far beyond his years" and said he often put the needs of others before himself. THE HAGUE, Netherlands — A day after international prosecutors said they had unequivocal evidence of Russian involvement in the downing of a Malaysian passenger jet over Ukraine nearly four years ago, the Netherlands and Australia on Friday announced they were holding Moscow legally responsible for its role in the missile attack.The move puts further strain on already tense relations between Russia and the West and opens a new legal front in the long-running process of apportioning blame for the July 17, 2014, missile strike that blew Malaysia Airlines Flight 17 out of the sky and killed all 298 people on board."State responsibility comes into play when states fail to uphold provisions of international law and that's clearly the case," Dutch Prime Minister Mark Rutte told reporters in The Hague.On Thursday, a Dutch-led international team of investigators said they had strong evidence that the Buk missile system that brought down the Amsterdam-Kuala Lumpur flight came from a Russia-based military unit, the 53rd anti-aircraft missile brigade based in the Russian city of Kursk. BRUSSELS (Reuters) - New European privacy regulations went into effect on Friday that will force companies to be more attentive to how they handle customer data.The ramifications were visible from day one, with major U.S.-media outlets including the LA Times and Chicago Tribune were forced to shutter their websites in parts of Europe.People in the bloc have been bombarded with dozens of emails asking for their consent to keep processing their data, and a privacy activist wasted no time in taking action against U.S. tech giants for allegedly acting illegally by forcing users to accept intrusive terms of service or lose access."You have to have a 'yes or no' option," Austrian Max Schrems said before filing complaints in European jurisdictions. "A lot of these companies now force you to consent to the new privacy policy, which is totally against the law."The European Union General Data Protection Regulation (GDPR) replaces the bloc's patchwork of rules dating back to 1995 and heralds an era where breaking privacy laws can result in fines of up to 4 percent of global revenue or 20 million euros ($23.5 million), whichever is higher, as opposed to a few hundred thousand euros.European privacy regulators signalled that they were ready to flex their muscles but were not "sanctioning machines"."This (forced consent) is an issue that we will be looking at immediately, and work is already underway," said Helen Dixon, head of the Irish Data Protection Commissioner, which will be responsible for policing U.S. giants Facebook and Google , among others.Many privacy advocates have hailed the new law as a model for personal data protection in the internet era and called on other countries to follow the European model.Critics say the new rules are overly burdensome, especially for small businesses, while advertisers and publishers worry it will make it harder for them to find customers.The GDPR clarifies and strengthens existing individual rights, such as the right to have one's data erased and the right to ask a company for a copy of one's data.But it also includes entirely new mandates, such as the right to transfer data from one service provider to another and the right to restrict companies from using personal data."It's a gradual and not a revolutionary kind of thing ... However for many companies it was a huge wakeup call because they never did their homework. They never took the data protection directive seriously," said Patrick Van Eecke, partner at law firm DLA Piper.Activists are already planning to use the right to access their data to turn the tables on internet platforms whose model relies on processing people's personal information.That means companies have had to put in place processes for dealing with such requests and educating their workforce because any non-compliance could lead to stiff sanctions.Studies suggest that many companies are not ready for the new rules. The International Association of Privacy Professionals found that only 40 percent of companies affected by the GDPR expected to be fully compliant by May 25.DATA PORTABILITY-It is unclear how many provisions of GDPR will be interpreted and enforced. European regulatory authorities, many of whom say they are under-funded, will oversee the new law, with a central body to resolve conflicts.One key provision of GDPR, the right to data portability, is causing particular confusion."I think the data portability rights are pretty significant and are going to take a while for people to figure out what the bounds of them are and how to go about complying with them," said David Hoffman, associate general counsel and global privacy officer at Intel.For example, music streaming services such as Spotify create playlists for users based on their music preferences. While a user seeking to exercise the data portability right would be able to move playlists he or she created, the situation becomes fuzzy if the playlists are created by the streaming service using algorithms.EU data protection authorities said individuals should be able to transfer data provided by them but not "derived data" created by the service provider such as algorithmic results."It's not obvious that you can necessarily migrate the data from your system to somebody else's system," Tanguy Van Overstraeten, of Linklaters, said.On the business side, companies are rushing to renegotiate contracts with suppliers and service providers because GDPR increases their liability if something goes wrong.Data processors which only process or store the data on behalf of their clients, for example cloud computing providers, will be directly liable for sanctions and could face lawsuits from individuals, and that needs to be reflected in contracts.(Editing by Matthew Mpoke Bigg and Toby Chopra)
